BRINSMADE, Puebla, Puebla., Mexico (communication to the Secretary *) :-Though I heartily approve of several minor points emphasized by Dr. Raymond (such as the general desirability of local administration, rather than Federal, and the evils inseparable from the Federal Apex Law), I feel obliged to dissent from his four final propositions. As Dr. G. 0. Smith has already discussed these propositions from the standpoint of the experience of other countries, I shall base my criticism upon certain general economic principles, which will be grouped under the following five topics: 1. The dual theory of property. 2. The essential factors in fixing prices. 3. The relation of land ownership to the distribution of wealth. 4. The relation of land ownership to speculation and development. 5. The relation of land ownership to the political power. I shall give here only a brief outline of these topics, as they are fully treated in the standard treatises on political economy.1

THE only previous investigation of the phase equilibria in the Ta-Pd system was reported by Greenfield and Beck.1 Their work (actually a portion of a much broader survey) was limited to the composition range 50 to 75 at. pct Ta and to a single temperature, 1000°C. The results indicated that no intermediate phases were present at this temperature. They pointed out that this was an unexpected result in view of the fact that niobium, which belongs to the same group in the periodic table as tantalum and has essentially the same atomic size, forms a o phase with palladium.' Also, tantalum in combination with rhodium,' iridium,' or platinum' stabilizes the s phase. By analogy, the Ta-Pd system would also be expected to contain a s phase. The present investigation was therefore undertaken to explore more fully the phase relationships in this system. Alloys were prepared by arc melting on a water-cooled copper hearth in an argon-helium atmosphere. The purity of the starting materials was greater than 99.9 pct. The weight losses on melting were less than 1 pct and therefore the alloys were not analyzed chemically. Specimens were wrapped in molybdenum foil, encapsulated in quartz capsules under a vacuum of at least 1 x 10-5 mm of Hg, annealed as indicated in Table I, and water quenched. Optical and X-ray metallography were used for identifying the phases present in the annealed and quenched alloys. The alloys were resistant to attack by several acids; however, a sodium cyanide electroetch and an immersion etch containing 1 part HF, 1 part HNO3, 2 parts H2SO4, and 5 parts H2O by volume were found satisfactory. The X-ray diffraction patterns were taken with a Straumanis-type Debye-Scherrer camera and filtered copper or chromium radiation. A summary of the phases found in this investigation is presented in Table I. No attempt was made to determine the composition limits of the various phases. The present results indicate that this system consists of two terminal solid solutions separated by at least four intermediate phases at the approximate compositions Ta3Pd, -TaPd, TaPd,, and TaPd3. The Ta-rich solid solution, containing less than 10 at. pct Pd at 1150°C, is in equilibrium with a o phase which is stable in the vicinity of 25 at. pct Pd. The latter phase is also in equilibrium with a bct phase at the equiatomic composition. At high temperatures it appears that the Pd-rich solid solution extends to at least 66.6 at. pct Pd and is in equilibrium with the bct phase. When annealed at 900°C, a sample containing 66.6 at. pct Pd transformed to an unidentified phase designated as X. An X-ray diffraction pattern of this phase contained sharp low-angle lines while the high-angle lines were characteristically diffuse. The observed d-spacings and relative intensities for lines in the low-angle region are presented in Table 11. In the vicinity of 70 at. pct Pd an intermediate phase having the TiA13-type structure is formed. It is stable to at least 1100°C, and presumably dissolves congruently into the ter-

A chave para a operação eficaz de altos-fornos está em elevada produtividade, baixo consumo de combustível e maior liberdade na seleção de matérias-primas. Neste contexto, foram realizados testes de caracterização e comportamento a alta temperatura de diferentes combustíveis para verificar sua potencial utilização sob a forma de small nos altos-fornos. Foi verificada, em escala piloto, melhoria considerável dos resultados para todos os combustíveis analisados em relação à condição de 100 % de sínter na carga metálica. O uso de 5 % de small indica considerável ganho em termos de permeabilidade e redutibilidade, com limite superior em 10 % de small para uso em altos-fornos. Modo geral, o carvão vegetal foi o material de melhor desempenho, seguido pelo coque e coque verde de petróleo. O antracito foi o combustível de pior desempenho sob a forma de small dentre os avaliados. Em relação ao modo de carregamento, é evidente a necessidade de se distribuir o small em meio à carga metálica para se absorver ao máximo seu potencial de melhoria da permeabilidade e da redutibilidade do leito no interior do alto-forno.

THE Synthetic Liquid Fuels Act. (30 U.S.C., 321-325, and amendments) became law April 5, 1944, and a period of intensive research and development in this field was begun by the Bureau of Mines. As part of this program, bulletins were published on pressure hydrogenation.3 the Fischer-Tropsch synthesis,4 anal oil shale.5 The Bureau also has published a short bibliography on coal gasification,6 mostly of a theoretical nature. Because coal gasification is prerequisite to either the Fischer-Tropsch or coal-hydrogenation processes, publishing this sizable collection of technical information in this form will be valuable. The material will be presented in three parts, as follows: I. United States Patents. II. United Kingdom Patents. III. Other Foreign Patents. The domestic patents for this bulletin were collected between 1953 and 1955.

Willemite is usually found in high-silicon oxide zinc ore and zinc metallurgical secondary resources but without effective extraction method yet. In this study, zinc was extracted from willemite by sodium salt roasting and ammonia-leaching process based on the idea of zinc phase reconstruction. The effects of Na2CO3 dosage, roasting temperature and roasting time on phase transformation and zinc leaching rate were studied, respectively. The results show that Zn2SiO4 was transformed into ZnO or Na2ZnSiO4 during roasting process. After roasting at 800 °C for 2.5 h at ratio of n(Na2CO3)/n(Zn2SiO4) = 2.5:1, willemite was thoroughly transformed into ZnO. The zinc leaching rate of the roasted sample was 97.62% in NH4Cl–NH3–H2O leaching system, which increased by 91.57% compared with zinc leaching rate of 6.05% when willemite was directly leached in NH4Cl–NH3–H2O system.

O entendimento, controle e otimização do rendimento de aço líquido, em uma aciaria LD, é uma tarefa complexa e desafiadora. Qualquer projeto que se disponha a otimizar o rendimento de aço líquido irá se deparar com enormes dificuldades técnicas e operacionais. A despeito de todas as dificuldades e em função da importância do rendimento de aço líquido, uma vez que o mesmo tem forte impacto no custo de produção, toda aciaria procura manter essa variável de processo sob estrito controle. Esse trabalho se propõe a mostrar todas as etapas da condução de um projeto, desenvolvido e implantado em 2014, que tinha como foco entender, controlar e otimizar o rendimento de aço liquido. Durante o desenvolvimento do projeto, foi encontrado um total de 19 desvios e foram implementadas 23 ações corretivas. O valor do rendimento, que antes do projeto estava em torno de 91,6%, evoluiu para uma média de 93,5% em 2015 e 2016. Esse aumento de 1,9%, em média, no valor do rendimento de aço líquido, proporcionou uma expressiva redução no custo de produção na aciaria.

Kenneth A. Moon (U.S. Army Materials Research Agency)—The authors are to be congratulated for a very interesting and valuable paper. Their discussion of the structural implications of the results shown in their Fig. 5, however, requires a small correction. The model of Speiser and Spretnak with 0 = 1 and z' = 2 is perfectly reasonable for the Ti-O a phase, but Eq. [3] is valid only for solutions sufficiently dilute that the number of empty sites excluded by more than one filled site is negligible. The composition at which intrinsic saturation occurs therefore cannot be deduced from Eq. [3], but but must be decided by consideration of the structural details of the phase in question. In this case, intrinsic saturation is expected not at the composition Ti3O but at Ti2O, because Ti2O has the anti-Cd structurel4 for which each filled octahedral site has two nearby empty sites, one in the hexagonal plane immediately above it, and one in the similar plane below it. The other two models, with ?=1/3 and 1/2, imply a distinction between octahedral sites in pure titanium which is not easy to justify. The problem of extending Speiser's and Spretnak's treatment in a general way to more concentrated solutions will be the subject of a forthcoming publication by the writer. M. T. Hepworth and R. Schuhmann, Jr. (authors' reply)—The authors wish to thank Dr. Moon for calling to their attention the paper by Holmberg which presents the results of X-ray studies of Ti-O solutions ranging from 0 to 33 at. pct 0 and quenched from various annealing temperatures between 400" and 1800°C. Within these ranges, Holmberg found three types of phases: 1) At high oxygen contents (above 25 at. pct) and low annealing temperatures, he found the anti-Cd(OH)2 structure referred to by Dr. Moon. In this structure each titanium atom is in contact with 3 oxygens and each oxygen is in contact with 6 titaniums, the "available" oxygen sites corresponding to every other layer of octahedral sites in the titanium matrix. The limiting composition is Ti2O. However, this anti-Cd(OH)2 structure was not observed for samples containing 25 at. pct 0 or less. 2) For the specimen containing 25 at. pct 0 annealed at 400°C an ordered Ti3O structure was observed. This structure is related to the anti-Cd(OH)2 structure but differs from it by providing only two oxygens adjacent to each titanium atom and thus is consistent with the model represented by Eq. [5] in our paper, with 6 = 1/3, z' = 0. 3) For dilute solutions and for more concentrated solutions annealed at higher temperatures, the structure corresponds to that of the metal with random distribution of oxygens among all the octahedral sites. Thus, it is interesting to observe that the thermo-dynamic indications of ordering in the vicinity of Ti3O can now be supported qualitatively at least by Holmberg's X-ray evidence of the existence of an ordered phase of the composition Ti3O. That is, for solutions with oxygen contents close to that of Ti3O, both the thermodynamic data and the X-ray data are more consistent with models based on the ordered structure of Ti3O than they are with the model which Dr. Moon suggests corresponding to "intrinsic saturation" at Ti2O.

THE electrolytic zinc plant of the American Zinc Co. of Illinois was described by Davidson' in 1944. Since then, improvements as well as expansion of the plant facilities have been made. In order to increase the production of high grade zinc which was needed for war purposes, an expansion program designed to double the slab zinc capacity was started in 1942 and completed in March 1943. This expansion was propagated by a contract between the American Zinc Co. of Ill. and the Defense Plant Corp. The contract included the facilities of the Fairmont City, Ill., property of the American Zinc Co., where a suspension-type roaster with contact acid plant, cadmium distillation furnace, Waelz oxide and densifying plant, and horizontal retort furnaces were installed. The expanded Monsanto, Ill., plant and the additional facilities of' the Fairmont plant were designed to integrate the metallurgical treatment of zinc concentrates for the production of special high grade zinc at Monsanto with the production of acid, cadmium, high grade zinc from furnace skimmings and the Waelz treatment of leach residue at Fairmont. In general, the original flowsheet was not changed, except for the addition of the filtering, drying and reclaiming of leach residue, and the treatment of purification cake for the recovery of copper, cadmium sponge, and zinc. Fig. 1 is a flow diagram of present operations. The original plant facilities, desi-gned for 50 tons daily production of slab zinc, had some units which were more than adequate. Therefore, in expanding the facilities to 100 tons per day, it was not necessary to double all operating components. Table I gives the comparison of the changes made in the unit operating components for the original facilities, 1941, the 1943 expansion, and the 1951 facilities. During the past 11 years a number of improvenients have been made resulting in: 1—an increase in slab production, 2—higher recoveries on the calcine treated, 3—better quality of slab zinc produced, 4—higher current efficiencies, and 5—less man hours Table I. SILICON is used in almost all commercial steels; up to about 0.20 pct in killed wrought steels and 0.50 pct in steel castings. Above about 0.50 pct in wrought steels and 0.70 pct in cast steels, silicon is considered an alloy. As an alloy, silicon is useful for several purposes: (I) for its effect on magnetic properties of parts for electrical apparatus; (2) for increasing the yield strength of carbon and low-alloy steels without too much sacrifice of ductility and weldability; (3) for adding hardness and toughness to spring and chisel steels; (4) for adding resistance to scaling and carburization to heat-resistant steels; and (5) for its graphitizing effect in graphitic steels. In acid electric steels for casting we are principally interested in the effect listed second; i.e., increase of strength with minimum sacrifice of ductility.

INVESTIGATORS in the field of temperature measurement have long sought a thermoelectric couple fulfilling the following requirements: 1. It should be useful up to and including high industrial tempera-tures; i. e., 1000° to 1800° C. 2. Its thermoelectric variation with temperature should be linear and be maintained after heating to high temperatures for long periods of time. 3. It should be reproducible; i. e., different couples of the same elements should have similar calibration curves. 4. Its thermoelectric power should be large so as to allow the industrial use of rugged recording instruments. 5. Chemical reactions with, and physical changes within the elements of the couple should not alter its calibration. No thermocouple proposed to date exhibits simultaneously all of these characteristics, whereas the couple about to be described fulfills all requirements to a satisfactory degree.

If I did that my map would be a mess and look like a pin cushion. I was so fortunate to have been able to see how people live and blast in other parts of this beautiful planet. Thermodynamic intevaction pararnetevs of elements E2(2), for dilute binary solutions of a component "2" in liquid iron, i.e., E(22) = 9 In f2/?N2 where f2 is the activity coefficient and N2 the mole fraction, and E(3) 2 = In f2/ N3 dilute ternary solutions of "2" and "3," and the carbon saturation parameter sc(3) (In f c/ N3) N c/N Fe for N3 - 0, are critically examined and correlated. It has been found that the interaction parameters and the atomic numbers of alloying elements follow regular periodic putterns. PHYSICO-chemical behavior of alloying elements in molten iron have become the subject of numerous investigations during the past 25 years. Consequently, the mutual effects of elements in the iron-rich solutions Fe-C-X, Fe-N-X, Fe-H-X, Fe-O-X, and Fe-S-X where X represents an alloying element, have gradually become better understood. These effects for a given temperature and pressure may be expressed by the interaction parameter of Wagner1, 2 derived briefly in the following manner. Some of you may be old enough to remember -- as I do -- the early days of World War II. A highly prepared, well-equipped Japanese striking force had moved like lightning across the South Pacific islands and Southeastern Asia. As the invasion force pushed its way down the Malaysian Peninsula, Singapore stood serene and beautiful, protected by its natural moat of water, busy as ever with its commercial pursuits. One can see its captains of trade and industry now, sitting com¬fortably on the veranda of the "Singapore Country Club", sipping scotch between cricket games, convinced that the weary, logistically extended Japanese force couldn't possibly cross over to their island which had been so secure for a hundred' years or more. No need to remind you what happened. The brave men in their ships at sea and in the gun emplacements ashore were hopelessly out-gunned and out-maneuvered.

The possibility of producing metallic chromium from Cr2O3 via the aluminothermic route, with no external energy supply, was the subject of this laboratory-scale research. The experimental study focused on investigating the individual effects and quantitative optimization of the charge contents, i.e., the additions of CrO3, Al powder and CaO (or BaO). The highest chromium recovery of 98% was attained with the additions of 12% CrO3 and 1.2 times the stoichiometrically required amount of Al powder. The optimum CaO addition giving the highest chromium recovery was found when the CaO/Al weight ratio in the charge was equal to 0.3. When BaO was used, however, 95% Cr extraction efficiency was obtained at a BaO/Al weight ratio of 0.15.

Introduction FMC's Paradise Peak gold mine was discovered by staff geologists in July 1983. Located south of Gabbs, in western Nevada, the deposit contains about 11 Mt (12 million st) of ore grading at 3.6 g/t (0.105 oz per st) of gold and 129 g/t (3.75 oz per st) silver. It is estimated that the ore contains 34 t (1.1 million oz) of recoverable gold and 933 t (30 million oz) of recoverable silver. The 3.6 kt/d (4000 stpd) mill began operation April 14, 1986, just 18 months after Davy McKee completed a feasibility study and construction, and two-and-a-months ahead of schedule. It also came in about 10% under budget at a cost of about $100 million. Crushing Run-of-mine ore is delivered from the mine in 45-t (50-st) haul trucks to a 272-kt (300,000-st) capacity open air stockpile. Ore is reclaimed using 5 m3 (7 cu yd) front-end loaders that feed a 91-t (100-st) hopper equipped with a 610- x 610-mm (24- x 24-in.) grizzly. A 1.4- x 11-m (54-in. x 35-ft) apron feeder delivers ore from the hopper by way of a vibrating grizzly screen with 127 mm (5 in.) openings to a 1- x 1.3-m (43- x 51-in.) Rexnord jaw crusher. Crushed material is conveyed to a 1.8- x 4-m (6- x 14-ft) Link Belt vibrating screen equipped with a 50-mm (2-in.) manganese grizzly bar deck. Screen oversize is fed to a 1.7/0.6-m (5.5 ft) Rexnord standard cone crusher. Product from this crusher joins the -50 mm (-2 in.) screen undersize and is conveyed to a 136-t (150-st) surge bin. Three hydraulically driven belt feeders deliver ore from the ore bin to three 2 x 6 m (7 x 20 ft) Link Belt single-deck tertiary screens fitted with 6 x 25 mm (0.25 x 1 in.) slotted polyethylene screens. Screen undersize - -6 mm (-0.25 in.) rock - is conveyed to a 3.6-kt (4000-st) ore storage bin. Screen oversize is delivered by way of a conveyor to a 91-t (100-st) surge bin. From this bin, two belt feeders feed ore to two 1.7 m (66 in.) Rexnord Gyradisc crushers, which are in closed circuit with the tertiary screens. Design features include magnetic protection for tramp iron removal and sloping floors and pump sumps for ease of clean up. Dust scrubbers keep the working environment clean and in compliance with state dust emission regulations. Grinding Two 1 x 4.5 m (3.5 x 15 ft) belt feeders deliver ore from the fine ore bin to a conveyor belt that feeds it to the 5 x 7 m (16 x 22 ft) Allis-Chalmers ball mill. The conveyor belt is equipped with a Merrick weightometer. This controls feed rate to the ball mill by speed control on the hydraulic motors driving the feeders. The 2.6 MW (3500 hp) powered mill grinds 3.6 kt/a (4000 stpd) to an average grind of 85% -75 µm (-200 mesh). The mill is in closed circuit with four 660 mm (26 in.) Krebs cyclones. Three of these are normally in operation while one is a standby. Warman pumps feed the cyclones through a cyclone distribution manifold. The cyclone underflow returns to the ball mill, which has a 300% average circulating load. Mill discharge pH is 11, and that is obtained through pebble lime addition to the feed belt. Cyclone overflow is sampled using a Heath & Sherwood two-stage sampler. It then flows to a 27-m-diam (90-ft-diam) Eimco thickener. Thickener overflow is returned to the grinding circuit, while underflow at 50% solids is pumped to the leaching circuit. Grinding-circuit design features include a steeply sloped floor for ease of clean up, an open area over the pumps for maintenance accessibility, and a ball hopper with a self discharge bottom to speed ball addition. Other features include a mill liner handler and an air clutch that connects the mill motor to the mill.

I DISAGREE with Mr. Brinsmade on several points, and I will discuss his remarks under the same six topics which he has used. 1. Rate of Interest Earned by Sinking-Fund.-I believe Mr. Brinsmade is confused in his ideas as to the effect of new gold on the interest earned on money. The flood of gold which he mentions certainly should not operate, to increase interest rates, but since it replaces and adds to liquid capital should reduce interest rates and counteract the destruction of liquid capital which he mentions. Furthermore, it is doubtful if the destruction of capital since 1897 by wars and catastrophes has been any greater in proportion than in similar periods before 1897. With regard to savings banks, I would say that only 3 per cent. is allowed on deposits through a large part of the West. As to bonds, they can be bought to yield any rate. of interest desired up to 6 per cent., but, a 5 per. cent. bond is not as safe as a 4 per cent. bond, nor a 4 per cent. bond as safe as a 3 per cent. government security. I do not understand why Mr. Brinsmade says that Mr. Denny's quoted opinion of a 3 per cent. rate is evidently based on English conditions before the Boer War. Certainly there is no reference to the Boer war or to English conditions in Mr. Denny's article. M. Howard Burnham, in his admirable work on mine valuation, says': ". For instance, redemption is taken at 3 per cent., because even 4 per cent. represents a greater risk, as is indicated by the purchase of Government paper to bear only 3 per cent., the great desideratum of the .latter being security." . Again, Mr. Burnham says:2 "The tables are calculated on the assumption that the dividends shall accumulate at 3 per cent. only, as in accordance with the general idea set out elsewhere, a rate greater than 3 per cent. involves appreciable risk with which it were inaccurate to saddle the sinking-fund if risks are to be segregated, this being the basis of all the writer's calculations."
