Resource rent taxes are taxes which only become effective at such a time as a pre-determined rate of return has been achieved by an operation. Resource Rent Taxes have from time to time been considered for implementation in bothAustralia and New Zealand. The offshore petroleum industry in Australia is already subject to RRT as is the Roxby Downs (Olympic Dam) Mine in South Australia. Both the mining and petroleum taxation regimes in Papua New Guinea include a resource rent tax component called Additional Profits Tax.   The implications of the current form of additional profits tax for shareholder cash returns are that the tax burden on the operation may suddenly increase at some stage in the life of the mine if and when the threshold level of profitability for the tax to be triggered is exceeded. From that point in time onwards the cash return to the shareholders on the capital invested is greatly diminished. For mining companies in Papua New Guinea, the effective tax rate increases from 35% to 57.75% as a result of the onset of additional profits tax. This tax rate penalty is so severe that there appears to be merit in considering the concept of managing profitability through time rather than purely maximising annual pre-tax profits as is currently the case in most mining operations. This would have the benefit of deferring or perhaps preventing altogether the onset of the tax. One possible method for the effective management of profitability is through the control of average mining grade by cutoff grade manipulation.   Traditional cutoff grade theory has usually considered taxation as a direct cost at a fixed or variable percentage of annual profits. As a result of this most analyses are conducted on a pre-tax basis. If tax is included in analyses it is usually present as a time independent function of gross profit. Additional profits tax is both time, and rate of return dependent and therefore not adequately accommodated by currently accepted cutoff grade theory.   A review has been made of the effects of resource rent taxes on both the investment decision-making process as well as possible development and mining strategies which may be employed by mining companies faced with resource rent taxes. The review includes examples based on the structure of additional profits tax which is levied in Papua New Guinea.

Os modelos de tratamento de galvannealing, com encharque isotérmico após o aquecimento indutivo, permitem otimizar o aporte térmico para a formação de compostos intermetálicos Fe-Zn, o que contribui significativamente para a obtenção de revestimentos galvannealed-GA de elevada qualidade. Nesse estudo foi avaliado o efeito das condições de galvannealing na formação do revestimento GA sobre aços bake hardenable-BH. Foram realizadas, em escala de laboratório, simulações variandose o modelo de galvannealing, com ciclos isotérmicos e resfriamento imediatamente após o aquecimento indutivo, a temperatura de aquecimento, entre 525°C e 570°C, e o tempo de encharque, até 20 segundos. Em todas as simulações, além dos ciclos completos foram realizadas, também, interrupções do tratamento ao longo da etapa de encharque, através de resfriamento brusco das amostras, com o objetivo de se avaliar a microestrutura do revestimento ao longo de todo o tratamento. Para a caracterização dos revestimentos foram realizadas análises de composição química, microestrutura, perfil de composição ao longo da camada e de aderência. Os resultados permitiram determinar as características da formação do revestimento GA sobre os aços BH e estabelecer condições de galvannealing para o processamento desses aços, de forma a obter microestruturas otimizadas para as aplicações mais exigentes.

Controlled graphitization has become known as a practical method for improvement of wear resistance and machining properties in steels. In this paper, the effect of heat treatment on microstructure of CK45 steel has been investigated. Austenitising was carried out at 920°C for 5 hours. Besides, isothermal transformation was conducted at 750°C in the time range of 1-20 hours. The microstructure of the steel considerably changes by this heat treatment process which exhibits the effects of temperature, appropriate austenitising duration and isothermal transformation. Conducted experiments show a suitable distribution of semi-spherical graphite particles especially on the surface of the steel. Also, analyses demonstrate that the amount of formed graphite in the austenitising temperature 920°C is more than graphite in single heat treatment temperature of 750°C.

A water/air model was developed to simulate the refining of molten aluminium by the sparging of gas through an impeller. The optimal gas dispersion depends upon selecting the correct gas rate for a given impeller rotational velocity to prevent flooding or channelling. Correlations illustrating this flooding behaviour exist for standard impellers within standard tank geometries. However the validity of these correlations has not been substantiated for gas dispersion in high temperature molten metals with non-standard tank and impeller dimensions. Metal refining is most efficient when fine bubbles are generated and uniformly distributed within the treatment tank. The application of some measuring technique able to detect this distribution within a non transparent operating treatment tank would be invaluable, enabling the optimisation of gas flow and impeller speed.   A technique has been developed to measure the pressure fluctuation levels at specific points in the water model. Comparison of these pressure fluctuation data with photographic evidence obtained in the water model suggests that the flow regime in the metal treatment unit may be determined using this technique.

Methane-air mixtures can ignite as a result of sparking or rubbing of materials, particularly by impact involving light alloys and rusted steel where an exothermic thermite reaction can occur. This report reviews the published literature and describes a new method utilized by the Bureau of Mines for studying the processes occurring during collisions of light metals with rusted steels. The method involves measuring the spectra of sparks and explosions in methane-air mixtures using a photodiode array. Initial results obtained using magnesium and aluminum alloy 6061-T651 projectiles striking rusted steel are reported. These results indicate that the continuous parts of the spectra show a larger intensity for incendive sparks compared with nonincendive sparks, with the largest relative change in the higher energy, ultraviolet region. An unexpected shift of the intensity maximum for the continuous parts of the spectra towards the infrared region was observed for the more incendive sparks. Evaluation of rusted steel samples with electron microscopy, energy-dispersive X-ray spectrography, and Auger electron spectroscopy after they had been impacted by aluminum alloys indicated that aluminum was transferred to the steel in the form of islands that became larger as a function of increasing projectile velocity.

Large, unpredicted ground movements resulting from open cast or underground mining present risks to the safety and economy of extractive industries. As large, sudden failures are usually preceded by small displacements at a much slower rate, the detection and monitoring of these minor changes to the ground surface provides a means of assessing the risks. It is recommended that a visual approach is often preferable to surveying or fixed instrumental measurements. An optical system has been devised, incorporating a 35 mm camera, which allows an immediate comparison on site between a colour transparency taken on a previous inspection and the scene it represents. The observer fuses the transparency stereoscopically with the directly viewed scene. The impression is close to that of normal vision except that differences in detail which have occurred since the transparency was taken are immediately obvious, enabling a qualitative assessment of changes to be made on site. If repeat photography is required it can be taken with exactly the same alignment and coverage. The two images are then available for office analysis using simple micro-photogrammetry

INJURY and employment figures for nonmetal mines and mills in 1959 are presented in this publication. Data for nonmetal mines are presented separately from those for nonmetal mills. The Bureau of Mines is authorized to send questionnaires to the nonmetal mining industry each year requesting their voluntary submission of injury experience and employment data. The voluntary response to these requests has contributed greatly toward the promotion of safety in the industry, and every effort has been made to make the information as complete as possible.

Coal desulphurization by flotation is often difficult due to the surface oxidation of coal pyrite. Scanning electron microscope (SEM) and X-ray diffraction (XRD) were adopted to obtain detailed information about the surface oxidation of pyrite. Fresh pyrite surfaces were found to be hydrophilic, and to turn hydrophobic after initial oxidation, with oxidized products such as polysulphide FeSx and free sulphur. The oxidized products on the pyrite surface were reduced by an electrochemical method, returning the surfaces to a hydrophilic state and thus increasing the separating efficiency of coal from pyrite by flotation. "Experiments were performed with plant feeds with a continuous 1,8 m3 cell at Pyhasalmi mine with Cu flotation feed in order to test the applicability of the bubble surface area flux as an indicator of the flotation rate constant. It was found that bubble surface area flux could not predict the rate constants of coarse Cu containing fractions. In the middle size fraction, the correlation coefficient in the rate coefficient estimation was higher but not statistically significant. Only the fine fraction showed a linear relationship with a moderate correlation coefficient.The bubble surface area flux was shown not to be a function of the impeller velocity above a threshold value. The flux was an almost linear function of the superficial gas rate enabling to use the superficial gas rate instead of flux if the operation of an existing cell is to be estimated.INTRODUCTIONBubble area flux seems to offer a simple way of modeling flotation. It relates the flotation rate constant with the bubble surface area flux by a simple linear equation. Due to this, there has been a considerable interest in using the bubble area flux for flotation computations. It has even caused claims that a cell producing a high bubble surface area flux automatically produces a high rate constant and therefore a high recovery.This paper discusses some of the assumptions of the relationship and gives some plant results during two sampling campaigns.The bubble surface area flux s b is describing the area of bubbles available for flotation in a cell per unit area. The wide use of carbon steel in construction and engineering projects makes this engineering material accountable for approximately 85% of the total annual steel production worldwide. Despite the lack of corrosion resistance of carbon steel, it is incorporated into the permanent work for marine applications, power plants, transportation projects, chemical processing, mining, petroleum production and refining, pipelines, mining and construction equipment. Corrosion is an electro-chemical process that occurs in the presence of water and air. When an electric current is introduced to water or soil, the rate of carbon steel corrosion increases rapidly. Gaseous atmospheric constituents that are capable of electrolytic activity can also increase the rate of corrosion. Corrosion tends to be more rapid in environments in which the steel is exposed to water, and then air, rather than being constantly submerged. The exposure to seawater increases steel pitting because the electrical conductivity is improved in salt water.

This report on the mining and milling of tungsten ores is the second part of a general study of the domestic tungsten industry. The first part, comprising general information on tungsten, has been printed as Bureau of Mines Information Circular 6821. The purpose of these papers is to increase efficiency in the mining, preparation, and utilization of the tungsten resources of the United States. The tungsten industry forms so small a part of the vast mining and metallurgical operations of the illation that private metallurgists have not had enough inducement to give special attention to the recovery of tungsten minerals from the ores, and many of the small companies are financially unable to undertake research work. A study of the milling of tungsten ores reveals that further improvement is possible, especially in the treatment of slimes. Recent experimental work by the Bureau shows that the flotation process is applicable to certain tungsten ores. The future of the tungsten industry it the United States depends to a great extent on utilization of the low-grade deposits of the contact-metamorphic type.

"In the mining industry, rock excavation is the first phase of the comminution process. Downstreamoperations such as secondary breaking, crushing and milling terminate the process, reducing the size of the grains down to the desired particle distribution. In such a cascade process, every process upstream heavily influences all the downstream operations. When rock excavation is carried out by drilling and blasting, a very economic source of energy (the explosive) is used at the utmost upstream; a more expensive source of energy (electricity) is employed for all the downstream phases. This means that managing the correct employ of the explosive energy is a form of managing the whole process, controlling the operational costs and therefore the profitability of the whole business. We simulated this cascade behavior, using as a starting point the experimental data obtained from small-scale block blasting, evaluating the influence of blasting on the grindability of the blasted material. This study showed the reduction in visible (particle size) and invisible fracturing (micro-cracking, resulting in a reduction of the Work Index WI). The particle size distribution for full-scale blasts was estimated by means of algorithm simulation, then we simulated the behavior of the comminution plant fed with the material possessing the characteristics previously estimated. All the costs (drilling, blasting, electric energy for the engines of the crushers and mill) were calculated and charted. The results show a clear curve that allows to estimate the minimum operating expenditure (OPEX) for the whole mine+plant framework. Being the WI dependent on the output on the blast, one can manage the performance and the expenditure of the whole comminution process by adjusting drilling and blasting parameters For any given mine, it is possible to perform a simulation and encounter the minimum OPEX scenario for the comminution process and managerial choices can be oriented accordingly. In a cascade productive chain as mining is, responsible strategic choices must be taken looking at the entire production framework. Compartmentalized managerial staff and budgets for separated production areas are not acceptable anymore. Somehow higher costs upstream can lead to effective decrease in costs and increase in efficiency and productivity of the processes downstream."

Several industrial-scale HydroFloat separators have recently been installed at Mosaic?s South Fort Meade beneficiation plant for the purpose of improving phosphate recovery and throughput capacity. This technology was implemented after numerous laboratory, bench-scale and on-site, pilot-scale test campaigns. The results from this detailed test work provided sufficient justification for the complete retrofit of the existing coarse and ultra-coarse flotation cells. Data indicate that the metallurgical results obtained with the full-scale separators are consistent with that obtained during both the bench- and pilot-scale evaluations. The benefits, theory of operation and commissioning of the equipment are also discussed.

The amount of slag produced from a typical ferronickel smelting pro- cess is 4 to 6 times that of the metal product, and handling this slag is a huge challenge to the ferronickel industry. The feasibility of a technological route for preparing refractory materials from a ferronickel slag was verified in this study. Based on the thermodynamics analysis, the effect of the sintering temperature on the properties of refractory material from the slag was studied in the presence of magnesia. The results of thermodynamics calculation showed that the reaction of MgO with SiO generated forsterite and enstatite, whereas the reaction between 2 MgO and Fe O /Al O produced corresponding magnesia spinels. The experi- 2 3 2 3 mental results showed that a refractory material with refractoriness of 1580 °C, bulk density of 2.88 g/cm3, compressive strength of 106.9 MPa, and apparent porosityof 5.8%was obtained under the conditions ofmagnesia addition of 15 wt %, sintering temperature of 1350 °C and sintering time of 3 h. With increasing sintering temperature, the bulk density and the compressive strength of refractory material increased but the apparent porosity decreased, mainly attributed to the formation of the liquid phase which promoted the densification of the refractory material. Apparatus providing simultaneous differential thermal analysis, thermo-gravimetry, and evolved gas analysis, has been developed by the Bureau of Mines specifically for thermal study of oil shale and other solid, natural fuels. The apparatus is described in detail, and simultaneous analyses on a single sample of an oil shale mineral, nahcolite, and a thermal analysis demonstration compound, calcium oxalate monohydrate, are presented to demonstrate the instrument's capabilities.

Paper presented at Mineralisation in the Caledonides, the Mike Gallagher memorial meeting held in Edinburgh, 27-28 June 1996. The British Geological Survey's regional geochemical database is used to identify the patterns associated with the various mineral deposit types and to examine the extent to which their distribution reflects the presence of long-lived metallogenic provinces in the crust. Image analysis provides new insights into the setting of the mineralisation, geochemical constraints on tectonic models of Caledonide evolution and evidence for terrane amalgamation and large-scale processes. There is evidence that much of the mineralisation reflects the presence of long-lived provinces with a distinctive geochemistry reflecting their origins as zones of crustal extension. In the case of the Middle-Upper Dalradiam sedex deposits, the relationship between geochemistry and tectonic setting is direct. In other cases, rocks deposited in extensional zones appear to have acted as reservoirs of ore-forming elements which were further concentrated during later events

This publication contains routine analyses and related source data for 278 natural gas samples from 14 States. All of the samples were collected during calendar year 1973 as part of a continuous survey of the free world for occurrences of helium in natural gas. This survey has been conducted in the United States by the Bureau of Mines since 1917. In late 1965, the survey was expanded to include foreign gasfields. The analyses published herein were made by mass spectrometer and a special helium analysis apparatus, which are described in Bureau of Mines Bulletins 4862 and 576.3 Fifteen previous publications have presented the results of 10,201 gas analyses prior to 1973. The first three, Bulletins 486,4 576,6 and 617,6 contain analyses and related source data on 5,218 gas samples collected from 1917 through 1960. The other 12 publications,7 which were issued as information circulars, supplement the three bulletins and contain 4,983 analyses of samples collected since 1960. This publication is the 13th publication supplementing the three bulletins.

This report is a general summary of pertinent data on the manufacture and use of synthetic ammonia products. It provides a condensed summary of the potentialities of a synthetic ammonia industry in North Dakota for Federal, State, and private organizations that may be interested in helping to develop an integrates synthetic ammonia and fertilizer industry. The report contains discussions of: (1) Materials used in the manufacture of nitrogenous fertilizers, nitric acid, and urea; (2) National production, imports, exports, and consumption; (3) the ammonia industry, location, capacity of plants; (4) processes used in manufacturing synthetic ammonia, nitric acid, and urea; (5) other potential industries; and (6) analyses of manufaturing and plant cosh;. Additional information on industrial compounds from ammonia and plant nutrients removed by crops is given in Appendixes 1 and 2. Synthetic ammonia is one of the primary ingredients in fertilizers. Resources required in synthetic ammonia manufacture are available in North Dakota. Hydrogen is available from the petroleum and natural gas resources, particularly in the Williston Basin, and from the large lignite resources in the State. Hydrogen can be produced from lignite by a gasification process developed by the Bureau of Mines at Grand Forks, N. Dak.
