The National Economic Viewpoint? Any substantial project undertaken by private enterprise would normally be subjected to a Discounted Cash Flow analysis of its commercial viability, and would proceed only if the rate of return was judged satisfactory. A 'national viewpoint' analysis attempts to do the same but from the viewpoint of the community as a whole. The objective is to ensure that those projects are undertaken which yield the best return, economic and social, to the nation as a whole.

"Sphalerite flotation in the absence of copper activation at moderately alkaline pH has been observed in laboratory studies. An in-plant test of this observation was conducted at Kidd Creek Mine LTD. using a portable minicell flotation circuit. The results confirm that raising the pH causes sphalerite flotation.The testwork with the minicell circuit is described. The circuit, built around 2, 51 cells donated by the Noranda Technology Centre, was funded by Air Liquide and NSERC. It includes a data acquisition system to monitor continuously dissolved oxygen, pH and Pulp potential.INTRODUCTIONFlotation of sphalerite is normally practised by adding CuSO4 as an activator under alkaline pH. Recently there have been a number of laboratory and plant examples of sphalerite flotation without deliberate addition of cu++ ions (Girczys, 1972; Mukherjee, 1976; McTavish, 1980; Marouf et al., 1986; Mielczarski, 1986; Leroux et al., 1987; Palsson and Forssberg, 1989; Sandoval-Caballero et al., 1990; Zhang et al., 1991).In batch tests, with a sample of Pb/Zn ore from Polaris, Leroux et al. (1987) found that sphalerite became floatable after adjusting pH to 9. 5-11: they ruled out natural floatability or the formation of elemental sulphur on the surface but suspected iron hydroxy compounds were responsible. Sandoval-Caballero (1990) conducted a continuous minicell test at Brunswick Mining and obtained a 44 % Zn recovery and 40.5 % Zn grade concentrate without deliberately adding CuS04 at pH= 10.5. With single mineral studies, Zhang et al. (1991) revealed good sphalerite floatability (over 80% recovery) in pH range 8 to 11 and found that this floatability was related to pH, dissolved oxygen (DO) level and Fe++ species present in the system.To explore further the conditions under which sphalerite can float without addition of CuSO4 , a continuous pilot test using minicells was performed at Falconbridge Ltd., Kidd Creek division. The set-up is briefly described (a more detailed description is given elsewhere in these proceedings) with emphasis on the data acquisition system - dissolved oxygen, pulp potential and pH were monitored continuously. Results of testwork investigating pH, CuS04 addition and gas composition are presented."

Cato Ridge Alloys (CRA) is a joint venture company between Assmang of South Africa, Mizushima Ferro Alloy Company (MZK) and Sumitomo Corporation from Japan. Negotiations for the formation of the company started in 1992 with the joint venture agreement signed on the 19th September 1996. MZK was to supply the technical know how for the production of Medium and Low Carbon FeMn while Assmang was to manage the day to day activities of the company. Sumitomo Corporation was to act as facilitator between Assmang and MZK and, together with Ore and Metal are responsible for the marketing of the refined products. The conceptual design of the plant started in December 1996 and the first charge of molten high carbon ferromanganese metal was charged on the 19th January 1998. Problems experienced during the initial startup period were addressed resulting in substantial operational improvements. A build-up in the stock of fine metal was addressed through the development of a process to remelt the fine metal, the development of a market for fine metal and the upgrading of the crushing and screening plant to reduce the generation of fine metal. The mass yield from High Carbon Ferromanganese to Refined Ferromanganese was increased through the implementation of statistical process control, changes to the blowing patterns and the development of a sampling device for taking samples during the process. Converter refractory consumption was reduced. This was achieved on the converter by improving the cooling of the converters with the installation of cooling fans and cooling fins. The heating schedule of the converters was changed for improved refractory life. Production schedules were modified to allow cooling of the refractory between low carbon erromanganese charges. Additional changes made to improve operations were: ? Changing from mehanite casting trays to metal fines beds. ? Installation of sonic horns in the baghouse to prevent the bridging of dust. ? Improved welding on the lance tips.

State-of-the-art for subsidence calculation are stochastical models. Although these models were successfully used all over the world they have their limitations due to the fact that they are not based on mechanical laws. For example the models did not take the rock mass structure and the rock mass characteristics into account. Therefore in a research program the skills of geomechanical numerical models for subsidence calculation were investigated. A case study shows that numerical models which are in principle based on the elastic theory are suitable for subsidence prediction. Due to the principles of these models the results are not sufficient in the case of multiple seam extraction. More extended geomechanical numerical models like FLAC and UDEC were investigated in further steps of the research work. Up to now large area geomechanical models require unrealistic long calculation times if the level of detail is similar to that of small scale calculations. Due to this it was necessary to implement a simplified description of the rock mass structure and characteristics. Different case studies show that this approach is successfull for subsidence calculation by numerical geomechanical models even for multiple seam extraction.

AMONG the multifarious duties which fall to the lot of a mining engineer it is safe to say that there is none of more fundamental importance than the study of the ore-deposits on which it is thefunction of his profession to operate, inasmuch as the whole business of mining in all its complicated ramifications rests first of all on the existence of something to mine. -When the ore supplies in a mine fail, the enterprise comes to- an end, and nothing, therefore, is of more importance than a thorough understanding of the conditions under which the ore occurs, so that everything possible may be done to open up the mines well ahead of their immediate output requirements, and develop new ore reserves to take the place of that which is raised from day to day. The great aim which the mining engineer has to keep before him in his study of his ore-deposits is to obtain such a knowledge of them that he will have sound grounds for prediction as to how they will behave in parts of the mines which are well beyond the point of the pick. It is on his judgment of probabilities in this respect that mining operations are entered upon, and the more thorough his knowledge of all the factors affecting the problem, the more is the judgmentlikely to be a sound one. The test of any theory is experimental confirmation of the truth of predictions based upon it, and our aim should be to try to perfect our knowledge of the rules governing deposition of ores, so that our theories may prove themselves equal to the task of successful prediction.

O Alto-Forno 3 da Usiminas - Ipatinga, nesta sua 4ª campanha, foi projetado para 15 anos de operação, com uma produção estimada de 41 milhões de toneladas de gusa. Os resultados da campanha atual, em termos de produção e de duração da campanha, superam os dados projetados. Neste contexto, são apresentadas as principais características do Alto-Forno 3 na sua atual campanha, a evolução do seu desempenho em termos de produtividade e tempo de operação, além das principais ações direcionadas para a preservação e estabilidade do sistema de refrigeração e do cadinho, contribuindo para o prolongamento da sua vida útil. Como resultado destes esforços, a vida útil estimada do Alto-Forno 3 é de 22 anos, superando em 7 anos a duração prevista.

Oxide ores can consume enormous amounts of expensive sulfuric acid. The problem is amplified with increasing heap heights. One solution is to provide a thin liner and drainage system between each lift of ore, thereby intercepting the pregnant leach leach solution (PLS) after it exits the active lift. However, these liner systems require special attention to hydraulics, slope stability and geomembrane design criteria. Inadequate attention to the first two can result in reduced recoveries, increased acid consumption andsystem failures. The geomembrane selection criteria are different from the base liner, and optimizing its selection can have significant effects on the operation’s bottom line.

Mesothermal quartz lodes in Paleozoic Greenland Group metasediments of the Reefton area have produced 67 t of gold up to 1951, and recent exploration has identified new gold resources in several deposits, including the largest past producers, Blackwater and Globe Progress. The metasediments consist of alternating sandstone and argillite, metamorphosed to lower greenschist facies and hydrothermally altered near the quartz lodes. We examined and sampled drill core from four prospects, Globe Progress, General Gordon, Merrijigs and Blackwater, to determine the mineralogical and geochemical characteristics of hydrothermal alteration in the sandstone units. The sandstones are feldspathic litharenites averaging Q65, FlO and R25, with detrital grains of quartz, feldspar, rock fragments, muscovite, biotite (mostly altered to chlorite), and trace quantities of graphite, apatite, zircon, tourmaline and titanite. Hydrothermal alteration has developed a secondary mineral assemblage of K-mica (muscovite, sericite and illite), carbonate, chlorite, pyrite, arsenopyrite and limonite. The abundance of secondary chlorite is greater at Blackwater than at the other locations studied. Features in the sediments associated with increasing hydrothermal alteration towards quartz lodes include, the development and increasing intensity of colour bleaching and carbonate spotting, increasing quantities of disseminated pyrite and arsenopyrite, and the appearance and increasing quantity and size of thin carbonate, quartz and sulphide veins. This is accompanied by increasing concentrations of sulphur, arsenic and antimony as shown in assays, and of volatiles (loss on ignition) and iron as seen in XRF analyses. We were unable to identify consistent trends in the behaviour of potassium, sodium, and calcium that are exhibited by similar mesothermal quartz lode deposits inVictoria, Australia.

Highwall stability is a major consideration in optimising opencast mine geometry. It involves assessing the risk of those slope failures that are large enough to have significant cost, safety and/or operational implications. These risks are then balanced against the value of the resource to arrive at an acceptable slope design. Load-deformation models (commonly referred to as ænumericalÆ models) of slopes provide a powerful tool in this decision-making process since they can be verified well before slope failure occurs. This gives the slope designer increased confidence in reviewing designs during excavation, potentially allowing early revision of pit geometry to either increase or decrease safety margins as appropriate. However, these models are not always adopted as they depend heavily on an appropriate choice of constitutive model and material parameters.   A preliminary load-deformation model of a 170m highwall in Solid Energy North (SEN) OperationsÆ Awaroa 4 opencast coal mine in the Rotowaro Coalfield has been prepared. This uses a strain-dependent constitutive model based on laboratory test results, strength parameters developed by SEN and excavation monitoring data. The laboratory testing has included triaxial compression tests on large-diameter fractured samples to characterise the stress-strain response of the closely-jointed soft rock masses that exist in many parts of the mine. Data from the monitoring of a 25m cut made during excavation of a haul road has been used to refine and verify the constitutive model. The resulting highwall model has predicted highwall crest movements corresponding to the excavation of each bench, for comparison with monitored values. Key model outputs are total horizontal movements of about 0.5m near the highwall crest and shear strains of 0.5-0.7% at the locations of potential bedding-parallel shear planes underlying the highwall. Most of the movement is expected to occur as creep rather than as an immediate response to excavation.

"Smoky River Coal Limited has successfully completed a major program involving the pattern rock anchoring of a high, steeply dipping footwall slope. The slope dips at approximately 65 to 70 degrees to the north, is benched for the upper 200 feet, is supported with rock anchors for another 240feet, and is unsupported at the pit bottom. In addition to the height and steepness, several structural features including shears, rolls and stratigraphic pinch- outs complicate footwall stability.This paper presents an overview of the project with descriptions of the engineering geology and footwall design, anchor installation, instrumentation and monitoring and a cost summary.IntroductionSmoky River Coal's mines are located in the foothills of the Rocky Mountains near Grande Cache, Alberta, approximately 200 miles west of Edmonton. The Smoky River coal leases were initially developed in the late 1960s and, except for minor shutdowns, have been in continuous operation since 1969 producing a low volatile metallurgical coal, mainly for the export market. Initial coal production was from underground mines; sur face mining started in 1971, and a large surface mine, No.9 Mine, was opened in 1974. Since that time, a number of open pits have been mined within the No.9 Mine area. Surface mining is by conventional shovel-truck method s with the use of a backhoe for mining the narrow pit bottoms.Coal recovery is mainly from the No.4 seam, which has a typical unstructured thickness of 20 feet. The most attractive opportunities for open-pit mining exist in areas of over thickening of the coal seam in the hinge zones of synclines and anticlines and in dip-slope situations. The mining of the more structurally complex pits and steeply-dipping footwall slopes requires that consideration be given to footwall stability."

Wastewaters from Mining Projects both gold mining and coal mining generally have minerals in solution or very fine material which does not settle out quickly. These waters in the past have been discharged into the nearest water course and caused extensive pollution.

As we look back through the Proceedings of our Institute, we find few papers dealing directly with education and recruitment. Apart from papers prepared in the earlier decades of this century, there was little written discussion on the subject until the 1950s, and mostly this was by the professionals, the professors and lecturers who staff the various mining schools of Australia and New Zealand.I use the term "mining school" in its fullest and widest meaning, to cover all aspects from ore to metal, and not in the narrow meaning that the word might imply. At the same time, in restricting the parameters of this address to "ore to metal" I recognize that I am excluding the very important fields of physical metallurgy and materials science; this I do because there is a limit to the quantum of any paper, and in fact these subjects are more closely allied to the use rather than the production of metals.However, the lack of education papers does not mean that education has been regarded lightly by The Institute. Sir Maurice Mawby in his presidential address in 1968, reminded us of the original objectives of The Institute, one 'of which was, "To promote the arts and sciences connected with the economical production of the useful minerals and metals ...". Our present Royal Charter is more specific when it says that one of the objects of The Institute is, ". . . to encourage the study of engineering with special reference to mining and metallurgy ...". If we recognize that in itself membership of our Institute is one means of continuing our education, it is true that education has been a concern of The Institute since it was first founded.Occasionally in recent years, an intrepid president has ventured to tell the academics what the industry needs, and he generally does this in a "no-question" situation! However it is encouraging that those entrusted with mineral education have always accepted this; they keep coming back for more and ask us to tell them what we want, and they will provide it.In 1948 a considerable dialogue on education was initiated when a standing committee was established by the Council of The Institute. Then, as a steel is taken from the fire, the grain condition is as shown in Fig. I. After the forging operation has been performed the condition shown by Fig. 2 exists. The heating operation to harden the cutting edge produces the effect shown in Fig. 3. The questions that naturally arise are: Will the cost of the extra heat treatment necessary to change this condition (annealing) be more than the saving that may be effected in the drill steel or will the extra heating be an economical as well as a wise thing to do? Is this condition necessarily detrimental to the maximum service of the drill steel? Can this annealing action be obtained in the hardening heat by heating more of the bit, say at least 5 in., to the hardening temperature but quenching only the end of the bit by a shallow immersion? Short Rock-drill Steels Reclaimed by Welding By W. T. Ober, Lynn, Mass. Experimental tests by the Thompson Company have shown that short lengths of rock-drill steels may be reclaimed by electric butt welding. The drills used in the experiments were hollow drills l1/4-in. in diametcr containing 0.95 per cent. to 1.05 per cent. carbon. The ends to be joined must first be ground off fairly square and the greater part of the rust, scale, etc. removed for 3 or 4 in. back in order to insure good electrical contact with the dies of the welder and countersunk, with an 80° countersink, approximately 1/4 in. The steels are then clamped in the copper dies of the welder, so that a length projects from the inside edge of each pair of dies equivalent to from one-half to three-quarters the diameter of the drill. The drills should also be brought into accurate alignment. The first step is to bring the ends into close proximity and then close the primary circuit of the transformer, slowly bringing the steels together until their ends lightly touch, when they will "flash," that is, minute

This paper characterizes the copper cycle, that is, the flows of copper entering and leaving the African economy over a one-year period (1994). The major flows over the entire life-cycle of copper are examined; these include production (mining, milling and refining), fabrication of semi-products and manufacturing of finished products, use, and the waste management system. The results reveal that substantial amounts of copper (of order705 Gg/yr) are mined in Africa; of that amount, about 70 per cent is exported following processing, 18 per cent is utilized by African fabricators, and 12 per cent is discarded. The flows of copper products from African fabricators and product imports from other continents exceed product discards by large amounts. This difference, about 0.25 kg Cu/capita/yr on average, is added to in-use stock, largely as wire, plumbing tube, and in electronics. Some 65 per cent of the copper in discard flows is contained in electrical and electronic products, where it is relatively easy to collect and process for reuse. About a third of the copper discard flows known is recycled. The actual percentage is almost certainly higher because of informal (and unrecorded) recycling. Much of the remaining discarded copper is diluted into the municipal waste stream, where recovery and recycling are probably not economically justified. However, they can be applied in a mine environment beyond conventional surveillance: For process monitoring, collision avoidance, sizing, flotation cells, conveying systems, blasting, objects and people tracking, thermal profile, and to automatically identify equipment that is missing parts,. Image and video solutions can be driven by better integration of powerful video analytics and cameras systems in automation tools such as process controllers and supervision systems.

Our objective was to develop a transfer function model of phosphate heap leaching for design, optimization and control. The procedure included analysis of time-lapse photography of a laboratory heap. Our experimental results confirm the predicted system transfer function kinetics. Our conclusion was that the transfer function and z transform that we have developed will allow us to control flow rate and pH online.

With the passing of Dr William Bleloch on 20th June 1991, we lost not only a colleague and a good friend but a man who made a very significant contribution to the industrial development of South Africa. He can rightly be called the father of the ekctrochemical and electro-metallurgical industries in this country, since his ideas and dedicated work were directly responsible for the development of these large industries as we know them today.
