"High narrow backfills of significant strike length approach the stress conditions associated with a free standing wall but this lower bound design approach is not considered efficient for earth structures. This paper considers the design of high narrow backfills using upper bound limit analysis, retaining wall theory with backfill arching and centrifuge model tests. Complex toe support situations pertaining to operational factors at Falconbridge's Lockerby Mine are investigated. It is shown that the susceptibility of high narrow fills to toppling is much lower than anticipated from the retaining wall analysis and that toppling can be avoided by a suitable toe support. It is also concluded that adhesion between the fill and an adjacent pillar can markedly increase the stability of the fill. INTRODUCTIONFalconbridge's Lockerby Mine pillar projects will expose cemented tailings backfills to heights (H) up to 55 m. The exposed backfills may have strike lengths (L) greater than the heights but are relatively narrow, having widths (w) of up to 12 m. The bulk cement content of the fills varies from 8.3% (12.1 T:C) to 3.0% (33.1 T:C). Exposed faces may have up to a metre of overhang due to stope overblasting, as shown in Figure 1. These fills have a solids specific gravity of close to 3.0 and were placed at a pulp density of about 68%. The tailings have a fairly uniform grain size with 32% less than 0.075 mm (200 sieve) and about 12% slimes (less than 0.02 mm sizes). The fill exposed by early pillar removal will be backed by adjacent, near vertical, ore pillars. Future pillar removal may expose similar fills which are not supported by an adjacent ore pillar but which will be backed by either an open void or by uncemented backfill. Furthermore, these fills may be undercut when the pillar slot is driven, further reducing stability (case 3, Fig. I) or a wedge could be left to help support the fill (case 2, Fig . 1). This paper presents limit equilibrium analyses for these various backfill conditions in a 22: 1 T:C fill and com- pares the results to data from centrifuge model studies at a scale factor of A= 157 as indicated in Figure I. Prototype fills have a 6 m deep cone plug of 16:1 T:C which is accounted for in the comparison of centrifuge model test with analytical results."

Rates oj decarburization of levilated Fe-C droplets conlaining 5.5 to 0 pct C have been measured at 1660°C. Gas mixtures of 1, 10, and 100 pct 0, with helium diluenl were used at velocities of 12.5 and 62.5 cm per sec. Rates were independent of carbon concentration in the mell and in good agreement with the calculated rule of oxygen diffusion through the gas boundary layer. The effects of flow rale and total pressure are as predicled and the rates are approxitnalely 2.5 times those with CO2 as oxidant. The mass-transfer correlation used incorporaled the efject of natural convection as well as forced conrection. Graphile spheres are shown to oxidize at the same rate as Fe-C droplets under the same experimental codlions. It is concluded that, for high carbon concentrations in the melt, the rate of- decarburizalion is controlled wholly by the rate of gaseous diffusion. Rate measurements with pure CO, are reported for low carbon concentrations where CO bubbles nucleate within the droplet. Under these circumstances the decarburi-zation decreased with carbon concentration and it is proposed that carbon diffusion is significant in conlrolling the decnvburization rate. In an earlier paper1 decarburization rate measurements were reported for levitated Fe-C alloys at 1660°C but with CO2 as the oxidant. The decarburization rate was found to be independent of carbon concentration in the melt but slightly affected by total pressure. The authors were unable to explain the slight pressure effect but in all other respects the results were consistent with control by diffusion in the gas boundary layer. Subsequent work has been directed at finding the reason for the slight pressure effect and whether the kinetics with oxygen as oxidant parallel those with CO2. Recently Ito and Sano2 have shown that with water vapor-argon atmospheres the decarburization rate is gaseous diffusion controlled until an oxide film appears on the surface. In this work the melts were contained in crucibles. MASS TRANSFER IN THE GAS PHASE In the earlier analysis1 only forced-convection mass transfer was considered. Subsequent recognition of the existence of some free-convection mass transfer explained the observed small effect of total pressure on the decarburization rate. Steinberger and Treybal3 and Kinard, Manning, and Manning4 have developed correlations involving the linear addition of the contribution of radial diffusion, free and forced convection. Steinberger and Treybal&apos;s correlation was chosen as the most applicable to the present work since it correlated most of the data available in the literature and handled the low Reynolds number region exceptionally well. The correlation for (Gr&apos;Sc) < 108 is where Nu&apos; is the Nusselt number for mass transfer based upon the total surface of a sphere in an infinite medium, G&apos; is the mean Grashof number for mass transfer defined by Eq. [2], Sc is the Schmidt number (µ/pDAB)f, Re is the sphere Reynolds number (dpu,pf/µf), p is the viscosity of the gas (poise), p is the density of the gas (g cm-3), Dab is the binary diffusivity for the system A-B (sq cm sec-&apos;), dp is the sphere diameter (cm), u is the approach velocity of the gas (cm sec-I), and subscript f denotes the property value is computed at the film temperature Tf defined by Tf = +1/2(To + Tr) where To is the specimen temperature and T, is the approach gas temperature (oK). Natural convection occurs when inhomogeneities exist in gas density. These may be caused by concentration gradients, temperature gradients, or both. In the present work the temperature gradient between the sphere and the bulk gas was very large and in some cases, for example the runs with pure oxygen, the concentration gradient was also appreciable. The literature concerning the remelting of alunlinum and its alloys is very rich. Unfortunately the majority of the papers on this subject have no scientific value, for the theories or explanations are too often in opposition to the laws of physical chemistry. Furthermore only a few of the methods of purification are considered in the literature. Hence it has seemed necessary to the author to sketch a general theory of the purification of secondary aluminum. The purpose of the purification is to eliminate the impurities that the charges, and the atmosphere of the furnaces bring into the bath during the successive remelt-ings. Indeed scrap as well as metal can be used when soiled with oil, greases, water, or others, if it has been sufficiently dried and contains oxides. At the melting point of the metal, the oils and greases are decomposed into their constituent elements H², O2, H²O, co², CO, CH,, and others. These gases are added to the corresponding gases in the atmosphere of the furnace. The impurities introduced into the metal during the remelting will accordingly be the products resulting from the action of these gases on the liquid bath. The quantity of hydrogen that is soluble in aluminum and its alloys is given by the relation of sieverts3 as a function of its partial pressure PH2 in the atmosphere m = K vPH² [I] where K is a constant, which depends only upon the temperature and increases with it. The experiments of Rijntgen and Braun4, RÖntgen and M611er5, Bircum-shaw6 and Winterhagerl have rendered it possible to determine the value of K, when the temperature is less than 1.000°C. One obtains: log K = - 4,702.5T + o 238 [2] Besides its usual significance, the term Ph~ represents also the internal pressure of dissolved hydrogen, since in the equilibrium, that is1 when no gas exchange Occurs between the two phases, the Pressures of hydrogen in the metal and in the atmosphere must be equal. Eq I shows that when the partial pressure of H2 increases the amount of dissolved hydrogen in equilibrium increases, and that, if the contrary Occurs, the quantity of H² should diminish. However, if for any reason the diffusion of hydrogen is hindered and the total amount of dissolved gas remains constant while the temperature decreases, the internal pressure of H² increases until it reaches the value of the hydrostatic pressure. At this point, bubbles of hydrogen appear in the bath and escape out of it. The amount of hydrogen in the metal is then limited by a a depending On the hydro- static pressure, which is practically equal to one atmosphere. Indeed hydrogen does not accumulate in the form of a hydride appearing as a separate solid phase. However1 even the mechanism of the solubility is not yet elucidated. "Nickel sulphide ores subjected to this investigation were taken from Orhaneli district where widespread chromite mineralisation can be occurred. Significant amounts of magnetite and chromite have been existed in the ore together with sulphide and oxide type nickel minerals. Ore sample is constituted about 70% magnetite, 15% sulphide minerals, 5% chromite and iron oxides as well as 10% gangue minerals.According to the chemical analysis results, the representative ore sample contains 1.32% Ni, 10.8% SiO2, 78.4% Fe2O3, 1.3 g/t Ag and 1.0 g/t Au. Mineralogical examinations showed that pentlandite (Fe, Ni)9S8, violarite (Ni, Fe)3S4, millerite NiS and asbolane (Co, Ni)MnO2.(OH)2.1-2H2O were the main nickel minerals and magnetite, chromite, chromium spinals, pyrite, pyrhotite, chalcopyrite, cubanite, goethite, hematite, limonite, rutile, chlorite, talc and serpentine group minerals as associated minerals.The aim of this investigation was to produce valuable nickel concentrates by using gravity separation, magnetic separation and flotation methods. As a results of laboratory scale studies, alternative flow sheets for the production of nickel sulphide concentrate were developed. The related experimental results are given in Table 1."

Sm-Fe-N hard magnetic materials are good candidates for high performance bonded magnets. Rapid-quenching method should be highly favorable for the fabrication of isotropic magnet powder with high coercivity. We report here the magnetic properties of Sm-Fe-N powders produced by a few kinds of rapid-quenching processes. Sm2Fe17 powders were prepared by gas-atomization (GA), rotating-disk atomization (RDA), or melt-spinning (MS) method. The Sm2Fe17 GA powder had dendritic solidification structure, while the RDA powder had micro crystalline structure with size of 3-5 µm. Coercivities (HcI) of their nitrides were 56 (for GA) and 217 ka/m (for RDA). The H cI of nitrided Sm2Fe17 MS powder with wheel velocity (V5) of 5-20 m/s, which had also microcrystalline structure, was 53 to 509 Wm. These coercivity values are not sufficient for bonded magnet applications. From the study of additive effects, it was found that C, C-Si, C-Ga, or C-Al addition decreased the crystal size of quenched Sm2Fe17 powder. Consequently, high coercivity was obtained; the HcI of nitrided Sm2Fe1C1Si1 MS powder with V5 of 10 m/s was 898 kA/m, and 708 kA/m for the nitrided Sm2Fe15C1Si1 RDA powder. The compression-molded bonded magnet made from Sm2Fe18Si0.1Nx MS powder showed a high (BH)max of 82.7 kJ/m3.

INTRODUCTION Stillwater Mining Company, with its two underground, hard rock mines in South Central Montana, is the largest primary producer of palladium and platinum in the Western Hemisphere. Platinum Group Metals (PGMs) are mined from a specific zone within the Stillwater Complex, a layered mafic/ultramafic igneous intrusion, named as the J-M Reef. Over much of the J-M Reef, the economically minable, mineralized horizon is contained at typical horizontal widths of 6.5 ft to 8 ft wide. This feature of narrow mining widths has made it challenging to safely and effectively mine these areas of the J-M Reef using mechanized cut and fill and sublevel sill development mining methods. Mechanization of most or all of the steps of the mining process is important to Stillwater in the continuous pursuit of high standards in safety and health. Mechanized bolting within the J-M Reef ore production headings is an important piece of reaching these objectives. In general, metal/non-metal mining requires varied mining techniques, as compared to more traditional bedded mineral/resource deposits. Narrow vein mining is a selective mining technique that generates a minimal amount of waste material while obtaining the more valuable ore deposits. Drilling and bolting in narrow vein mining has traditionally been performed with air-powered, hand-held ?jackleg? equipment because mechanized equipment is, typically, too large for the selective narrow vein techniques. In addition, traditional hand-held pneumatic equipment provides significant flexibility for small-opening, narrow-vein developments, reducing waste rock handling and improving ore recovery management. The hand-held equipment is also relatively inexpensive to purchase. Due to its simplicity, it is also relatively easy to train operators to use hand-held equipment. Hand-held equipment has been routinely used to safely install ground support and to develop production faces in hard rock mines for many years. Although it is effective, the hand-held equipment requires operator exposure to certain inherent hazardous conditions in the active face/development mine areas. These include falling rock, tripping hazards, bending/twisting/lifting hazards, high noise levels, and chemical fumes from the hammer exhaust. Based on health and safety statistics from the Stillwater mines, operation of the rotary-percussive hand-held equipment adversely affects the long-term health of the operator?continual jackleg operation frequently results in long term damage to hearing, shoulders, arm and wrist joints, and back injuries. This reduces the quality of life for the operator and also results in higher personnel turnover rates for the mining company.

"Scandium is a highly valuable element belonging to the rare earth elements (REE) but it has different chemical and physical properties from those of lanthanides. This metal is generally used in aluminum-scandium alloys and in fuel cells but the development of its market is slowed down by its high price (more than 1000 US$/kg for a 99.0% grade product). Indeed, the low scandium content in the continental crust (an average of 22 ppm) and the difficulties to extract it selectively from solutions containing high impurity concentrations increase the cost of the recovery processes. Nowadays, scandium is primarily recovered as a byproduct.ERAMET is developing a hydrometallurgical process in Gabon (Mabounié) in which the scandium content in the deposit reaches 10 to 100 ppm. The Maboumine project consists in the extraction and purification of uranium, niobium, tantalum and REE from Mabounié ore. In the frame of this hydrometallurgical project, ERAMET had also studied the feasibility to recover scandium as a byproduct. During the ore leaching, uranium and rare earth elements including scandium are solubilized into the pregnant leach solution (PLS). Among the various methods investigated to recover scandium from the PLS, liquid-liquid extraction using Primene JM-T as extractant was chosen and tested first at laboratory scale and then at pilot scale. Selective stripping of the loaded organic was carried out by using phosphoric acid solution, allowing the selective recovery of scandium from thorium and zirconium partially extracted from the PLS by Primene JM-T under the process conditions."

In the thiosulfate gold leaching process gold is oxidized to Au+ by a copper(II) ammine catalyst and complexed by thiosulfate. Copper(I) complexes, formed during gold oxidation, are reoxidised to Cu(II) complexes by oxygen. In this study, we present the results of a spectrophotometric study of the Cu(I)-NH3-Cl system, which follows on from our recent investigations of speciation in the Cu(I)-Cl and Cu(I)-S2O3-Cl systems and is part of a detailed study of copper(I) speciation associated with the gold leaching process. Formation constants for Cu(I)-NH3-Cl complexes have been determined by modeling the systematic changes in the UV spectra that occur as the concentration of the components is varied. The analysis of the data indicates that three Cu(I)-ammonia complexes are present, i.e., [Cu(NH3)2]+, [Cu(NH3)Cl2]- and [Cu(NH3)2Cl] and their respective log Kf values are 11.13, 8.33 and 10.79 at 25°C. Investigations of the oxidation of Cu(I)-NH3-Cl solutions by oxygen in the atmosphere are also presented. These experiments indicate that the reaction of copper(I) complexes progresses through various intermediates. The presence of many copper(I) and copper(II) complexes in ammonia thiosulfate solutions complicates the task of determining optimal conditions for gold leaching. Further studies are needed to identify the complexes and chemical processes that are important in the Cu(I)-NH3-S2O3-Cl system.

This paper will describe briefly the steps taken in the development of a Central Florida phosphate ore deposit from acquisition to mining. Further, the design and early operation of the mining and beneficiation facilities will be depicted. During the 1950&apos;s, with confidence in the continually increasing requirement for phosphate fertilizer materials essential for producing food, I&apos;. R. Grace & Cc acquired the Hookers Prairie tract containing approximately 45 million metric tons o. (50 million short ton~ of potential phosphate rock product. In 1973, at a point when the Grace captive need for rock was being greatly enlarged by a planned doubling of its Bartow phosphate chemicals plant capacity, the decision was made to expand existing phosphate rock production by building a new mine and plant. The initial annual capacity was to be 2.3 million tons (2.5 million st); however, subsequent investigation pointed to a higher than estimated dragline operating factor &apos;and the forecast of annual capacity was set at 2.5 million tons (2.8 million st).

In 1943, Illinois produced 82,256,000 bbl. of oil, or 5.5 per cent of the total for the United States, and ranked sixth in the nation in oil production. This represents a decline of 23 per cent from 1942, when the total Illinois production was 106,ggo,o~~ bbl. and Illinois ranked fifth. The daily average production for 1943 was approximately 225,000 bbl. That which follows is an elucidation of the many factors-in emulsion technology in application. In applied surface chemistry for solid-particulate separation and concentration, emulsion flotation is one of the intermediate processes between froth flotation, in which the continuous phase is water (99.5 to 99.999% by volume), and particulate extraction, in which the continuous phase is almost entirely an organic-fluid. My subject today is "Drilling-and-Blasting of Small Rock Tunnels". I am sure that there will be some people, primarily college students but perhaps Consulting Engineers, who will say: "Drilling-and-Blasting? I thought that went out with the invention of the Tunnel Boring Machine". A few years ago I talked to Dick Robbins and he told me that they did not try to sell a "Robbin&apos;s Mole" unless the tunnel was two miles long. For easy calculations I use 10,000-ft. (3km) A Mole today costs about $2 million which works out to $200 per lineal foot. This is "front money". You cannot place the order unless you are the uncontested low-bidder and then you must wait at least six months for delivery. Of course you can use that time to square up your portals, ready to turn-the-eye, or maybe you have shafts to sink to reach the tunnel grade. But this is "dead-time" and it is a heck of a feeling to have a job and cannot get started on it until you get the Mole. I do not have the American figures on lengths of tunnels but there was an article a few years ago in a British magazine: NEW CIVIL ENGINEER, on this subject. This stated that 75% of the jobs in Britain which were bid were for small tunnels, 10-ft x 10-ft (3m x 3m) or smaller, and that they were less than 5,000-ft (1.5km) in length. This study is concerned with the kinetics of selective oxidation of chromium in a commercial Fe-Cr-Ni alloy. Selective oxidation of chromium in this alloy, by use of a low oxygen-potential atmosphere, leads to the formation of a compact, protective layer of Cr2O3. This layer serves to protect this alloy from gross scaling when it is subsequently exposed to severe oxidizing conditions at high temperature. The interaction of low oxygen-potential atmospheres close to equilibrium with Fe-Cr and Ni-Cr alloys has been studied by others."&apos; These studies werk concerned with the surface-structure variations under slightly oxidizing conditions. NO detailed study was made of the oxide scale formation kinetics, however. The alloy samples were cut from 0.012-in.-thick sheet, with an apparent surface area of 7.1 sq cm. These sheet samples were abraded through 4/0 metallographic paper, and washed in alcohol and acetone. The analysis of the sheet alloy is (in weight percent): 42 pct Ni, 5.5 pct Cr, 0.09 pct C, 0.18 pct Al, 0.36 pct Si, 0.26 pct Mn, balance Fe. The weight gain vs time data were obtained with a 2-g capacity fused-silica spring—cathetometer system. The spring deflection was optically magnified ten times before being read by the cathetometer. A sensitivity of about 0.01 mg was attainable. The spring was enclosed in a water jacket maintained at 60°C to minimize the effect of temperature changes. The sample was suspended from the spring with a fused-silica hangdown and was positioned in the thermal center of a mullite furnace tube. Sample temperature was read with the aid of a thermocouple placed outside the mullite tube and an inside vs outside temperature calibration. Temperature change during the course of a run was ±0.25°C, with a temperature gradient of less than l.O°C over the length of the sample. Total temperature uncertainty was no more than ±3.0°C. Alignment difficulties between the hangdown and radiation shields in the furnace tube required that the sample be positioned in the furnace when cold, and heated with the furnace until the temperature stabilized at the desired point. This required 5 to 6 hr, and was carried out in Matheson ultrahigh-purity hydrogen. Oxidation was started, after evacuation, by introducing a hydrogen-water vapor mixture, obtained by saturating hydrogen with water vapor at 31.00o ± 0.02oC. Oxidation was continued for 90 min. Gas flow was 300 ml per min during heat up and oxidation. Since only several milligrams of oxide are formed on each sample, chemical analysis of the oxide is difficult. A representative analysis is: 80 pct Cr2O3, 5 pct Fe2O3, 3 pct Al2O3, 4 pct MnO, 7 pct SiO2, 1 pct or less NiO. X-ray diffraction analysis of the oxide as formed on the alloy gives rhombohedra1 Cr2O3, and barely distinguishable amounts of a cubic spinel phase, and possibly AlZOs and SO2. The identification of these latter two compounds is by no means certain. The spinel phase could be based on iron or manganese as these elements are present in significant amounts in the oxide. The results of the kinetic studies using 31°C dew-point hydrogen-water vapor mixtures were found to conform to a parabolic rate law. In many cases the parabolic plot consisted of two intersecting straight lines, defining an early and a late rate for a particular run, and in the other cases the parabolic plot consisted of one straight line for the entire run. The slopes of the various straight lines were determined by the method of least squares. Reproducibility of the data was good enough for multiple runs at the same temperature such that the value given for the rate constant is the average for two or more closely similar values, rather than widely varying values of the rate, where more than one determination is indicated in Table I. The exhibition of only one or of two rate constants during a run can happen at the same temperature. Thus, Table I shows that at 11&apos;74°C a single rate constant was obtained from one sample, while other samples oxidized at the same temperature gave an early and a late rate constant. It should be noted that the single rate constant corresponds very closely with the early rate constant. This is also true at 1153°C. The time at which the late rate started to appear was variable, usually occurring 20 to 40 min after oxidation had started.

O poli (tereftalato de etileno) é um polímero termoplástico, e é o material base para produção de embalagens plásticas que são comercializadas mundialmente. Sabe-se que é de grande volume os resíduos sólidos provenientes de tais embalagens plásticas. Com o objetivo de solucionar um problema ambiental e verificar a viabilidade técnica, foram fabricados em proporções de 0%, 5%, 10% e 15% m/m, materiais compósitos de base cimentícias reforçados com fibras de poli (tereftalato de etileno) provenientes de resíduos de garrafas plásticas (PET), posteriormente amostras passaram por caracterizações mecânicas. Destacou-se um aumento das resistências a compressão axial e diametral do material produzido com fabricação de adição de poli(tereftalato de etileno). Tais resultados referente a resistência foram positivos, propondo assim a utilização do polímero na composição de novos compósitos.

The phosphate ore sample was taken from the iron tailings after recovering most of magnetite by magnetic separation in Longlin, Yunnan Province of China. Batch flotation tests had been conducted to upgrade the phosphate concentrate by conventional fatty acids reagents under 70% -75 µm of the particle size; however, the unsatisfied results (P2O5 grade of 27.84% and recovery of 49.25%) were obtained. Also there are a large amount of slimes trapped in the concentrate and high-dosages consumption of reagents, for example, more than15 kg/t soda ash and 2 kg/t sodium silicate at only one-staged roughing. Based on the analysis of X-ray diffraction (XRD) for the sample, most of gangues are clay, quartz, and chlorite, which may easy to over-grind and deteriorate the flotation process either on reagents consumption or slurry fluidity or viscosity. A hydro-cyclone had been introduced to pre-concentrate the phosphate ore by scrubbing the slime before flotation, which can result obviously in reducing the dosages of soda ash from 15 Kg/t to 4 Kg/t, and raising the grade of P2O5 in the concentrate from 27.84% to 36.13% at the expense of about 4% recovery of P2O5. They also substantially reduced the time of sedimentation of concentrate after flotation from ~10 to ~1 min. In this paper, the effects on the recovery of P2O5 by the different dosages of flotation reagents with or without de-sliming were studied, with the objective of determining the different effects on the functions of flotation reagents by slime during flotation. Many investigations have shown that the manganese enhances the deoxidation power of silicon. Here it is suggested that this phenomenon could be explained in terms of the formation of impure silica. Data of Hilty and Crafts on the Fe-Mn-Si-O System has been evaluated on the basis of the reaction S_i + 20 = (SiO2) where (SiO2) denotes silica of variable activity. The activity of silica in this system is a function of aMn/aSi and the temperature, and can be described by the equation 12700 l°gaSiOz = -6.85+ - - 0.5 log aMn /asi PRACTICAL melting experience has shown that it is helpful to maintain a certain range of Mn/Si ratio in deoxidizing quality alloy steels. Herty,1 as early as 1932, reported a strong association between manganese and silicon as did schenck2 and Korber and Oelsen3 in later work. More recently, Hilty and crafts4 have studied the solubility of oxygen in the Fe-Si-O system, both with and without manganese. Their study confirmed the marked ability of manganese to increase the deoxidizing power of silicon. This phenomenon has remained unexplained in the liter,ature5 since it has been shown that manganese has virtually no influence on the activity coefficients of silicon or oxygen.= In this paper, an explanation for the role of manganese is suggested and equations are devised for quantitatively describing this influence. DISCUSSION Hilty and crafts4 equilibrated their melts under an argon atmosphere and the system established equilibrium with a self-generated slag which was not always the oxide of lowest free energy. Again, it gives me great pleasure to welcome you to another session of the 79th meeting of the Rocky Mountain Coal Mining Institute. The thing again that has always been impressive are the activities that we&apos;ve had so far. The success in the meetings has been delightfully encouraging to all of our committee people. Please welcome the chairman of the session, Charlie Margolf. MR. MARGOLF: Thank you, Vernal. Good morning, ladies and gentlemen. It would be my privilege to serve as the session chairman this morning. To allow the maximum time for our speakers, I&apos;ll turn the microphone over to Bernie Bernstrom who will introduce our first speaker. MR. BERNSTROM: Thank you. As Vernal mentioned, Dan Jackson will be our first speaker. He is the Western Editor of Coal Age Magazine. Dan really doesn&apos;t need an introduction to this group. He&apos;s belonged to the Rocky Mountain Coal Mining Institute about 25 years. Dan is a native of West Virginia and he&apos;s an ex-coal miner. He graduated form West Virginia University as an electrical engineer and worked for Amherst and West Bending Coal prior to employment by Coal Age Magazine. Back in 1972 Coal Age moved him to Denver from New York City. MR. JACKSON: When Vernal Mortensen asked me speak to the members of the Rocky Mountain Coal Mining Institute earlier this year I found it impossible to say no to the guy because of what he has contributed to western coal. Little did 1 know that the subject he had in mind would be entitled, "An Outsider&apos;s View of Western Coal." At first I asked myself-I&apos;ve been associated with the coal industry for some 38 years, 12 years in national operations and 26 years reporting on it. You might say that I&apos;ve been married to two industries, coal and the business press for 26 years, but today I&apos;ll put on my business press hat and try to make an impression of what an outsider might think of western coal. But at the outset, let&apos;s get one thing straight: When you say press, whether it&apos;s business press, the media or whatever, and you heard some comments yesterday as far as what the media has done .to this industry and there&apos;s been some definitions bandied around as to just what an editor is. One of the most recent ones has defined an editor as a person who can talk on any subject with an open mouth. Now that&apos;s not my case. Secondly, I don&apos;t give long talks. Several years ago I was giving a rather lengthy talk to a group similar to this and it was halfway through the talk when I noticed one guy on my right looking at his watch quite frequently. I didn&apos;t mind that too much because all of us do that once in a while, but when he looked at his watch, took it off and shook it, I thought, "My God, better cut short." But for more than a decade western coal has enjoyed substantial annual increases in production from some 30,000,000 tons in 1970 to some 264,000,000 tons in 1981, but 1982 was a different story. We lost about 6,000,000 tons of production in that year. In 1983 it&apos;s expected to be a little worse than &apos;82. Coal historically doesn&apos;t rebound from a recession as quickly as other industries. It takes about eight to 10 months longer for us to really get moving again and I&apos;m afraid that you&apos;ll still have to don your fighting helmets and flack jackets when you go out into the market to sell your product. Western coal, as you know, has problems and al l of them are not going away when the recession ends and they won&apos;t go away overnight. I&apos;m sure most of you are aware of what those problems are. Carl Bagge and Jim Harris, along with other speakers, at this meeting have educated us well on those problems and I&apos;m sure you&apos;ll hear more from Jim Watt at today&apos;s luncheon. If everyone in this room were asked to list three orfourof the most serious problems facing western coal, I&apos;d make book that the total of the answers wouldn&apos;t vary by more than 3 to 5%, if that much. But coal is not the only mining segment in the U.S. with problems. Metal and non-metal mining has its share, too. I&apos;d like to step back into the past for a few minutes, if I may, to a time when our problems were just beginning. Since 1979 a third of the nation&apos;s mines, including coal, metal and nonmetal have been shut down. The total volume of all mining in the U.S. in that year totaled some $24 billion. Today that figure has dropped some 21 %. The after tax rate on return for mining companies has fallen from 6&apos;/% in 1980 to minus 3% in 1983. But that&apos;s really not where our problems began. They began 20 years ago when a profound change began taking place in the U.S. economy. Our economy had been growing at about 2&apos;/-3% annually without exception except for the great depression. Our inflation rate was about I&apos;/%, interest rates were running about 6%, and the federal budget was $77 billion, really great figures compared to today. From 1960 to 1980 the federal budget increased almost 1.000% and taxed paid by individual families increased by 700% during that same period. Despite the huge increases in taxes, the federal deficit kept getting larger and larger year after year and within this 20 year period the national debt climbed to a trillion dollars. Economic progress of this type can&apos;t continue indefinitely without some serious consequences. The result of that economy, well, you know what happened and there is a direct relationship of that
