THIS paper discusses what mining reports should contain when presented to the California State Corporation Department, to accompany applications for the sale of stock to the general public, but the principles involved apply to mine financing everywhere. Such reports should 'be as clear and concise as possible, endeavoring to tell the truth in as few words as necessary. Should the engineer be aware that his report is to be used in connection with the sale of stock to the general public, he should consider the public as his client as well as the person who actually employs him. It is always required that the engineer be favorably known and of recognized standing. The following points should be given careful attention : 1. A legal description and location of the property. 2. Transportation conditions, and how they may be expected to affect the operating costs. 3. A brief history of the property, its production record as to tonnage, grade, and character of the ore should be given. Should the property have suspended operations for any reason, this should be given. Any details of former operating costs should be given, especially as to how any improvement could be made, due to better methods which might be employed.' 4. The main geological features and whether they are such as to lead the engineer to believe that the mine may possibly 'be exhausted or the ore of such grade as to be no longer profitable. If he considers them favorable, he should give his reasons for the belief that further development work may produce profitable results. A map showing these features should be submitted, and it is not necessary that such map be highly colored or contain any more than the essential matters. 5. "The recent discovery and exploitation of petroleum territory have resulted in the enactment of new petroleum laws in most of the South American Republics. The activities in the discovery of these new fields were engendered by the knowledge of the fact that present producing fields must within well defined periods be exhausted. Oil operators were willing to take the initial steps in exploitation in the absence of legislation that applied strictly to petroleum operations. The enactment of modern legislation in many of these Republics encouraging and protect¬ing exploitations may cause tremendous oil activities in these countries, and the results may be comparable with the magnitude of the undertakings and the prestige of the companies now entering this territory.These, oil fields are admirably located for convenient distribution of petroleum by water to all the Nations using oil as fuel for shipping and industrial concerns. The oil markets of the western coast of South America will derive immense benefits from the Panama Canal. This navigation route brings these markets into direct ocean shipment with the Atlantic coasts of the Western and Eastern Hemispheres.One deterrent to oil production in the Republics of South America is the want of inland. transportation facilities, but the recent laws of these Republics without exception provide for acquiring rights of way for pipe lines and other modes of transportation; and doubtless the great interests and. syndicates already operating in these regions will, as production increases, provide ample pipe line transportation sufficient to convey to the coast the oil produced. It way be assumed, from the legal guarantees afforded, and from operating equipment and machinery that are now being concentrated that refineries will be erected at shipping points for the purpose of making these petroleum products accessible to the world."

The paper, presented at the North of England Institute of Mining and Mechanical Engineers' general meeting held in Newcastle-upon-Tyne, 8th April 1916, presents experimental work undertaken to observe the quenching effect of different substances, to find the most efficient of these substances, and to arrive at a possible explanation of their preventive action. The coal-dusts experimented with were such as passed through a 100-mesh sieve (10,000 holes to the square inch), and were obtained by grinding the coals. The quenching substances, used in as fine a state of division as possible, included gypsum, dried Chance mud, quicklime, magnesia, magnesia alba (levis), anhydrous sodium carbonate, sodium bicarbonate, soda-crystals, Glauber salts, ground shale and boiler-ashes

One of the purposes of the investigation was to determine and report on how coal augers are used to mine bituminous coal that is near outcrops and may not be mined otherwise by any other present-day method. Such increased overall recovery results in the conservation of coal resources. Other reasons for the investigation were to determine and report the production rates of such operations and the types of equipment used. Auger mining of coal as a means of coal recovery supplementary to strip mining has been introduced and developed since World War II. This type of coal mining has grown rapidly, and bituminous-coal production by auger mining has been estimated at 6,000,000 tons in 1955. Mines were selected for study to give reasonably representative information on auger mining in different types and thicknesses of coal beds in different geographic areas and on different types and sizes of equipment operated under various conditions. This report is based on field studies of 8 auger-miming operations in Pennsylvania, West Virginia, and Ohio and in 5 different coal beds. Operations were observed in active strip mines, in strip mines reopened for auger mining, and along benched coal-bed outcrops. At the time of this study, no augers were reported to be operating in underground mines. The diameters of holes drilled ranged from 26 to 52 inches, and the lengths of holes ranged up to 208 feet. At some operations auger holes often penetrated abandoned underground mine workings.

Although industrial size reduction methods have an energy efficiency of only about 1 percent, methods of size reduction have not changed much for many years. One reason for slow progress has been the oversimple viewpoint that a single law should exist to relate size reduction to energy input. Modern simulation methods decompose the grinding process into a grinding rate function (selection function) and a breakage function. The breakage function is difficult to measure, and it usually requires tracers if it is determined from milling experiments. Prediction of breakage functions from basic principles is one objective of this paper. In this study we focus attention not on the gross energy input to the experiment, but on the spatial distribution of stress energy within the particle. We are led to this viewpoint by experimental observations of a few previous investigators (Bergstrom2, Rumpf3, Axelson4) and our own observations. Oka and Hiramatsu recently used their calculations of stress within particles for prediction of breakage, but again they tried to correlate the size of the fragments with the total stress energy, rather than the approach we propose. We assume that the stress energy is stored in the interior of the particle as the load is increased, until the particle breaks. We assume that each element of the particle breaks into fragments of a mean size that depends on the locally-stored stress energy. "At an open-pit lignite extraction mine in Germany, groundwater has to be pumped over a large area, which leads to subsidence at the surface. As long as the geology of the area of influence is homogeneous, the subsidence is uniform and has marginal influence on buildings.Since the geology of many regions is characterized by faults, there are different rates of subsidence along those faults, which can lead to considerable consequences. Those different rates of subsidence on both sides of a geological fault are associated with the structure of the geology and soil mechanical properties. Horizons with various thicknesses and types of soil are affected differently by the groundwater pumping because of the offset of the faults, and thus react dissimilarly to dewatering.The smaller the grain of the geological horizon, the stronger the chance of shrinking, which leads to a stronger effect at the surface; therefore, dewatering impacts on clayey soil are different to those on sand and gravel. Regions consisting of meadows with turf inclusions are endangered as well; compared to the surrounding geology, those areas react in an entirely different way to water removal, which leads to immense differences in subsidence.The differences in area and respective subsidence impacts, as well as if it is possible to localize those areas, is an issue which needs to be analyzed. Furthermore, detailed mapping can help in the development of future forecasts about those subsidence differences and can also help with monitoring geological faults. In the context of subsurface spatial planning, this mapping has to be kept under review medium- to long-term.INTRODUCTIONThe utilization of underground mining is of increasing significance and of high interest, both for the common good and for future generations. For decades, humanity has been extracting resources from the subsurface, and salt, coal, lignite and water - just to mention a few resources - have been extracted from underground (Sailer, 2013)."

This study provides recommendations for improved safety in underground blasting procedures based on in-mine observations of blasting practices in 30 underground metal, non-metal, and coal mines, and the analysis of blasting accidents since 1970 and existing state and federal regulations pertaining to the storage and use of explosives. Results of these analyses and observations indicate that 1) blasting accidents have declined but are an important contributor to the hazards of underground mining; 2) existing regulations are essentially adequate; 3) greater emphases should be placed on human errors and unsafe practices and the enforcement of existing regulations; and 4) future revisions of these regulations and standards should be organized, and their intent coordinated to eliminate ambiguities.

INTRODUCTION Although the economy in the Province of Saskatchewan has historically been agriculturally oriented, a major source of wealth has been realized through natural resources such as petroleum and natural gas, coal and uranium and since the 1960's - potash. Potash or potassium chloride, in the form in which it is presently produced in Saskatchewan, is used primarily as fertilizer, a source of potassium, one of three essential elements required for healthy plant growth, with about 5% of production sold to the chemical industry for use in such products as soap and liquid detergent, glass and ceramics, textiles and some pharmaceuticals. Saskatchewan is estimated to have approximately 40% of known world potash reserves and its ten active mines account for some 25% of annual world production. POTASH CORPORATION OF SASKATCHEWAN In an effort to guarantee a fair and lasting economic benefit to the Province of Saskatchewan, the Potash Corporation of Saskatchewan (PCS) was created on February 4, 1975 through an Order-in-Council under the Crown Corporation's Act and later on April 1, 1976, the Potash Corporation Act provided for its continuation. PCS was given the mandate to acquire ownership of a significant portion of the potash mining capacity in Saskatchewan and to establish an organization capable of operating the facilities, marketing the product, and conducting all of the other activities necessary for a successful corporation competing in the world potash industry. The corporation is the largest potash producing and selling organization in the Western World - or third largest in the world. (See also Figure 1). PCS through its wholly-owned subsidiary, PCS Mining, has acquired a whole or partial interest in five geographically distinct producing properties or divisions, representing today more than 40% of Saskatchewan's potash producing capacity. The acquisition of each division was followed by a program designed to exploit and maximize the particular opportunities at each minesite for increased production. To that end, PCS Mining has taken an active lead in expanding to meet future demand and has implemented expansion programs at all properties except for its Esterhazy Division where it has a long-term processing agreement with International Minerals & Chemical Corporation (Canada) Limited. Through its wholly-owned subsidiaries, PCS Mining, PCS Sales and PCS Transport, this provincial crown corporation has the ability to operate as a producer and marketer of Saskatchewan's potash. In certain instances PCS, the parent company, assists in the financing of various projects undertaken by the subsidiaries and in other cases the subsidiary involved arranges its own financing. POTASH RESERVES As a background to the specific issue of financing, it is helpful to describe briefly the nature of the deposit which supports the industry - our collateral, if you like. The potash beds underlying Saskatchewan are sedimentary rock deposits formed by the gradual evaporation of an inland sea during the Middle Devonian period roughly 400 million years ago. Now known as the Prairie Evaporite, this formation stretches from North Dakota and Northeast Montana through Southern Saskatchewan into North-Central Alberta. The development of the Yallourn East Field brown coal open cut has involved the adoption of novel investigational programs into coal qual- ity. For example, weighted average coal property statistics for key proper- ties are determined by using a unique blend of traditional and 3-dimensional geostatistical estimation. Predicted property values are made freely available from the mainframe computer in the form of kriged esti- mates of 60 000 tonne coal blocks. Geostatistical predictions are being incorporated within the Mincom/Intergraph CADD system which is used for mine design. Key properties relating to coal type, moisture, and ash have been evalu- ated to provide the required data for the design and operation of both the open cut and the power stations as well as the briquette plant.

As an alternative to a million dollar, sensor based, computer dispatching system, Cyprus Pima Mining Company has installed a home¬made analog computer. The device is used in conjunction with a standard radio-dispatching system; it is inexpensive and very simple to build and operate. It enables the dispatcher to make near opti¬mum dispatching decisions and to identify all off schedule haulage trucks. Since installation, Cyprus Pima has experienced significant increases in pit productivity.

Seafloor hydrothermal deposits are found worldwide at 700 to 3,600 meters below sea level [1] and contain base and precious metals like Cu, Pb, Zn, Au, and Ag. Some deposits were found in the Japanese exclusive economic zone and the commercial potential will depend on developments in mining and treatment costs of onshore mines. The ores require mineral processing to become concentrate for the various metal smelters and the authors are investigating mineral processing treatments of collected samples. The collected samples were classified into three components (chimney, mounds, and substrate rocks) and they were separated using a RETAC jig. The mound component contains zinc, lead, and copper minerals and further separation using flotation was investigated. This paper introduces results of the mineral processing tests using gravity separation and flotation.

Radiotracers were demonstrated to be of considerable value in a study of the interaction of dithiophosphate with galena. The interaction had characteristics of both chemisorption and chemical reaction, being complex because of the nature of the galena surface. Sorption was rapid and markedly reversible, and flotation occurred at relatively small amounts of dithiophosphate sorbed.

Models of the genesis of existing ore oodles and targetting of exploration for new mines are greatly enhanced by an-understanding of the plate tectonic environment existing at the time of mineral emplacement. In areas of recent or active tectonism, a study of the present-day crustal and upper mantle structure is an obvious starting point in unravelling the evolution of the accessible upper crust. Bougainville is the northern-most island in the Solomon Islands arc. A 7km deep trench almost 100km off its western coast marks the commencement of subduction of the Solomon Sea plate beneath the Pacific plate. As outlined by the seismicity, the subducted crustal slab under the southern half of Bougainville reaches the axis of the island at about 100km depth, from which point it dips near vertically another 300km into the upper mantle. Large surface blasts at the Bougainville Copper Mine at Panguna, Bougainville, Papua New Guinea were used to derive an unreversed upper crustal profile of the island. The crust appears to be relatively simple, being comprised of a 5km deep layer with a P-wave velocity of 4.5km/sec, overlying a l0km thick layer with a P-wave velocity of 7.2km/sec. Constraints on the 15km mantle depth were provided by the identification of both P to and S to P phase conversions of seismic waves from local shallow earthquakes at the Moho boundary. An upper mantle velocity of 7.95(¦ 0.15) km/sec was measured from travel times of selected shallow earthquakes along the strike of the island arc.

An investigation into the hydrophobic aggregation of ultrafine smithsonite in surfactant solution has been undertaken through a combination of hydrophobic flocculation experiments, zeta potential measurements, surface tension measurements, and contact angle measurements. The experimental results have revealed that the behaviors of hydrophobic aggregation were closely correlated with the particle hydrophobicity, but they were not lowered byte change of the particle surface charges due to surfactants adsorption. On the other hand, the liquid (solution) surface tension (?LV) plays an important role in hydrophobic aggregation, and the hydrophobic aggregation could not occur below the critical liquid (solution) surface tension (?c). Meanwhile, this flocculation has been observed to require sufficient stirring strength and magnitudes of kinetic energy input to achieve the maximum aggregation degree. From the microflotation results, it has been found that the flotation kinetics response of smithsonite fines is markedly improved due to sufficient stirring strength, and the stirring strength influenced the floc flotation in a manner quite similar to their influence on the hydrophobic aggregation, suggesting that the formation of hydrophobic flocs is a promising means to recover smithsonite in the fine size range.

Mercury contamination of soil at an old chemical plant surrounded by a residential community and adjacent to a river has provided unique challenges for the current owner. Inorganic and organic mercury compounds had accumulated over the past 50 years to levels that require remediation. Hazen Research, Inc. conducted a multi-phased program to characterize contaminants and their occurrences, evaluate various treatment technologies, and demonstrate the selected technology at bench and pilot scales. A combined physical cleaning and chemical treatment was demonstrated to meet treatment goals for the site. This paper discusses the methods of process selection and results of the bench-and pilot-scale testing.

El siguiente estudio se basa en un trabajo anteriormente desarrollado en las minas de Quiruvilca por la compañía Northern, donde se efectuó un control radiográfico a sus trabajadores, obteniendo como resultado la enfermedad de silicosis en dicha zona minera. Por ello, el presente trabajo señala la importancia de las políticas de desarrollo y prevención de dicha anomalía, a partir de la información de la organización médica de Higiene industrial y de los demás ingenieros a cargo. La silicosis se produce a través de la inhalación del polvo que contiene sílice libre ( partículas menores de 5 micras) aproximadamente. Así, la primera medida a tomar es la reducción de dicho polvo en el yacimiento minero, manteniendo un porcentaje establecido en dicho polvo menor doscientos millones de partículas por metro cúbico de aire). Sin embago, si hay una mayor particularidad del elemento, mayor será la toxicidad a la superficie donde se encuentra. La segunda medida estriba en la protección a los trabajadores del polvo a través del equipo adecuado. La tercera medida, implica suministrar ventilación adecuada y obtener de la que se disponga el mayor rendimiento posible. Finalmente, la corporacion minera debe estar conciente de las medidas y garantías del control de dichos polvos, así como del examen médico previo, cambios de colocación, control periódico y de una compensación por enfernmedad profesional.

Oil production rate and ultimate primary recovery from a heavy or viscous oil reservoir is usually limited to a very small fraction of the original oil in place. Typically, normal production rate is in the range of up to 10 barrels per day and expected ultimate cumulative production is up to 10% of in place values. Heavy oil reserves are not all alike. The physical properties of the rock, the liquid hydrocarbons, and depths of the deposits are so different that each reservoir poses a unique enhanced oil recovery problem. In some reservoirs thermal recovery by internal heat generation or external heat injection has been successfully exploited. In other reservoirs, mining the oil bearing formation for oil recovery by surface processing has been practiced. This paper will present an overview of the heavy oil recovery state of the art and discuss the critical factors leading to the decision for selection of a conventional hydrocarbon recovery or mining and extraction processes.

Table 37 and figure 13 show the number of fires and fire injuries for surface stone mines by state during 1990-2001. Table 37 also shows the injury risk rates, employees' working hours, and lost workdays. In all, 96 fires occurred in 31 states and 1 fire occurred in Puerto Rico. Sixty-eight of the fires caused 67 injuries and 1 fatality (including 6 fires and 5 injuries involving contractors). The yearly average was eight fires and 5.6 injuries. The Ewhr value was 689 x 106 hr (Irr = 0.02), and the LWD value was 7,399. Indiana had the most fires (eight fires and four injuries), followed by Georgia (seven fires and seven injuries) and Pennsylvania (seven fires and five injuries). Of these states, Georgia had the highest injury risk rate value (Irr = 0.058). Table 38, partly illustrated in figure 14, shows the number of fires, fire injuries, fire fatalities, risk rates, employees' working hours, and lost workdays by time period. The number of fires and fire injuries show an increase during the second period followed by a decrease during most of the remaining periods. Employees' working hours increased during most of the periods. The In values follow patterns similar to those shown by the injury values. Tables 39-44 show the number of fires by ignition source, method of detection and suppression, equipment involved, location, and burning material by time period. Figure 15 shows the major variables related to fires for 1990-2001. Table 45 shows the number of fire injuries per number of fires causing injuries and total fires by year, ignition source, equipment involved, and location.

In the course of an investigation3 of the flow of gases through beds of broken solids the author obtained a number of data .on the specific volume of beds of broken solids of variously mixed sizes. A mathematical theory of the limiting conditions has been developed and some generalizations have been made for intermediate cases. A more definite knowledge of the relation between space occupied and size composition would be valuable to all those who are handling large quantities of broken materials. Such knowledge might be advantageously applied to the operation of a coke oven. For example, the output of the oven depends in general upon the number of pounds of coal which can be put in the oven at charging. It is known that the capacity of one battery of ovens was increased several per cent by slightly increasing the proportion of fine material in the charge.

The steady-state and dynamic behaviour of semi-autogenous grinding (SAG) mills are arguably best described using a population model that caters for the breakage kinetics and the material trans-port of rock and pulp inside the mill. Breakage kinetics are usually expressed in terms of a specific breakage rate function and a separate primary breakage distribution function. Material transport usually invokes the concept of a specific discharge rate function. Unfortunately, the breakage rate and breakage distribution functions for SAG mills are very difficult to estimate uniquely from plant data alone. Simplifying assumptions must be made to over-come this problem, which leads to many unresolved dilemmas with regard to whether or not the de-rived functions are accurate, precise, and reflect reality. For example, it is sometimes assumed that the breakage distribution function for a SAG mill treating run-of-mine ore can be derived from laboratory dropweight and tumbling tests on small rocks in narrow size ranges. Such tests hardly reflect the environmental conditions likely to be encountered in a pilot or production SAG mill where there is a wide spectrum of particle sizes. It is shown that the dilemmas associated with standard population balance models (models that utilise separate breakage rate and breakage distribution functions) can be overcome by expressing breakage behaviour inside a SAG mill in terms of a single function. This function is an energy-based cumulative breakage rate function defined as the fractional rate at which particles and rocks coarser than a given size break to below that size per unit specific energy input. A model for SAG milling is formulated, which invokes the concept of a cumulative breakage rate function. Comparisons are made between the mathematical structure of this ?simple model? and standard population balance models. Perhaps the most attractive feature of the ?simple model? is that the cumulative breakage rate function can be uniquely estimated from measurements of size distributions and mass flows of the feed and discharge streams together with the size distribution and holdup mass of the mill charge. Such measurement can easily be made at pilot scale. It is concluded that this simplified approach to SAG milling may turn out to be the quickest way to fully describe and quantify the performance of these very complex mills.
