As this Seminar is on "Progress - Mining and the Environment", I am taking the liberty of extending my address beyond the scope implied by the subject, "Rehabilitation of Mined Land", with a preliminary discussion on broader economic issues relevant to "Progress and Mining in Western Australia" before discussing its effect on the Environments Western Australia is nearly one million square miles in area and has a population density of approzimately one person per square mile. Because of its vastness it has wider climatic variations than any other Australian State. The north is tropical and the south is in the temperate zone. The major portion of the State is an arid plateau with less than 10 inches of mean annual rainfall. The climate, rainfall and soil conditions of the South-West region are more favourable to agriculture than any other part of the State and consequently was settled first. The immediate need of the colonists being food and shelter, the early economy was based on farming and forest products.

The influence of Iscor coke and Delmas coal on the reduction of Mamatwan manganese ore to ferromanganese was examined by use of a variation of the 'stationary charge in controlled environment' (SCICE) technique. The charges of Mamatwan ore and the appropriate reducing agent were heated to temperatures between 1300 and I600 °C and either allowed to cool immediately the required temperature had been reached or held at that particular temperature for periods of up to ... hours. The heating rate was 350°C per hour, the particle size of the ore was between 2,83 and 12,7 mm, and the particle size of the reducing agent was between 2,83 and 6,35 mm. After being allowed to cool in air, the reacted charges were examined by optical microscopy, X-ray-diffraction analysis, scanning electron microscopy, and electron-microprobe analysis. No significant difference was found between the changes observed during the reduction of Mamatwan manganese ore by Iscor coke and by Delmas coal. A hypothesis is advanced to explain the mechanism of formation of the Fe-Mn-C alloy.

In this paper the dynamic process of rock deformation and failure in the roadways of the #9 coal seam, Wuhushan Coal Mine by was simulated using the software "Rock Failure Process Analysis System (REPA)" [I]. Based on the simulation results, this paper analyzes the failure process, characteristics and weighting of the overburden as the longwall retreat mining proceeds. The roadway's behavior including deformation characteristics, failure mechanisms, stress distribution in the surrounding rocks and the effects of various support systems on roadway stability were analyzed and studied. While simulating the rock failure process with REPA, the model stresses can be obtained through two approaches: (1) the stress is reflected by the grayscale of pictures in the model failure process and (2) the model stress can be obtained by muti-element information, which is one of the commands in RFPA system. Data files of stress can automatically be created, and curves of stress and displacement of each element can be displayed in each step of computation. The oolitic iron ore reserves in Lisakovsky, North Kazakhstan represent quite a challenging deposit both from a technological and from a resource point of view. The difficulties in processing such types of ore are connected with the extremely fine dissemination of phosphorus and gangue minerals inside the oolitic formations. The goethite crystals are cemented in their structure by aluminosilicates with quartz and other gangue minerals and dissemination is so fine that they are not separable by physical methods. The laboratory tests performed for dephosphorisation show that the combination of alkaline roasting followed by low intensity magnetic separation and acid leaching enables the obtaining of high grade iron concentrate. The magnetic separation performed ahead of leaching is effi cient as a means of buffering the high pH by washing out the soluble salts and the excess of base and after leaching facilitates the removal of secondary liberated gangue minerals in the non-magnetic fraction. As a consequence, phosphorous content is dropped to a more acceptable level for the ferrous metallurgy and iron grade and recovery reach 61.6 and 80.8 per cent respectively.

Several investigators, mainly concerned with the mechanical properties of the alloys, have studied the so-called aluminum bronzes after various quenching and reheating treatments. Of these works, perhaps the most complete is that of Bouldoires, who studied changes of length, electrical conductivity, thermoelectric force, hardness and micro-structure on tempering quenched alloys containing 5 to 20 per cent of aluminum, although the work of Carpenter and Edwards,² Curry13 Greenwood,4 Braesco,5 Matsuda,67 Grard8 and others has added much to our knowledge of the changes occurring during tempering. The so-called acicular ß decomposes on tempering at temperatures between 350" C. and the eutectoid, giving rise to a Widmanstätten structure of a needles in a matrix of 6 or fine a + 6, associated with an increase in hardness and almost complete loss of ductility. Matsuda studied the eutectoid transformation by means of dilatation and electrical conductivity measurements during cooling at different rates. He found that on cooling at the rate of 10" C. per minute there was a decrease in electrical resistance and in length instead of the usual increase which occurred with slow rates of cooling. On tempering the rapidly cooled samples, the increase commenced at about 400" C. and at 520" C. the resistance and length had reached the equilibrium values. These peculiarities he accounted for as being due to a transitional phase ß' being formed, ß' having an electrical resistance and volume less than either ß or a + 6. The devitrification of lithium silicate glasses was studied to determine the effect of annealing temperature, composition, and additives on nucleation and crystallization. High-purity glasses, prepared from reagent-grade chemicals, had close to optical quality when prepared by a vacuum induction melting method developed during this research, The progress of devitrification was traced by differential thermal analysis and thermal expansion for those lithium metasilicate-silica compositions containing 80 to 90 percent silica. Microscopic studies of glasses partially devitrified at various temperatures and annealing times indicated that the primary initial mode of formation of individual crystals ,vas from densely crystalline zones that filled in as crystallization advanced Of the additives tested, calcium, potassium, and sodium helped promote devitrification with the least cracking or surface deformation. Tin oxide was most effective in reducing volume contrast ion during devitrification, but was not ClS effective in preventing cracking as calcium or potassium additions.

In view of the increasing environmental regulations that have been promulgated all over the world in the last 30 years, non-ferrous smelters and refineries have learnt and adapted to treat effectively metals'-containing process waste streams that need to be bled from the plant. However, anions such as sulfates, chlorides and fluorides-presently not a major problem ?are coming under increasing scrutiny and need to be addressed in the near future. The current paper reviews options for waste water treatment with reference to: a) types of waste streams processed b) process chemistry c) discharge options d) recovery and reuse of water and e) solids disposal. Methods to obtain zero liquid discharge ?a possible solution to eliminate discharge of above anions and residual heavy metals- are discussed with case studies. The long term goal of any non-ferrous smelter plant should be to have a zero liquid discharge philosophy-an approach that would become an epitome of water reuse and conservation.

EIGHT years ago the Hecla mine, a lead-silver producer, situated at Burke, Idaho, was producing ore from but two levels, the 300- and the 600-ft. All hoisting was done with a 12- by 16-in. slide-valve, double-reel, hoist. The hoist was being worked to its capacity and was unsuitable for hoisting from greater depths. As the work of opening a new level was about to be started, it became necessary to remodel the then-existing equipment or install a new hoist. The recent advent of electricity from Spokane had made available a cheaper power than steam. By a series of tests conducted throughout the Coeur d'Alène district, it was found that it cost $109 per year to generate a horse-power with steam. Electric power was to be had for $50 a horse-power per year. It was decided to substitute for the engines a motor-drive, of sufficient capacity to operate from the 900-ft. level, and ultimately install an entirely new hoist. After disconnecting the engines, installing a new shaft, and making a few minor changes, a 300-h-p., 2,300-volt, 514-rev. per min., variable-speed motor of the induction type was geared to the reel-shaft. The reels were supplied with 3/8 by 4-in. flat rope, and the duty of the hoist was about as follows: Cage, 1,700; ore, 2,600; car, 1,400; rope, 2,250; total, 7,950 pounds. The Bristol ammeter chart, Fig. 1, shows the combined current-consumption of the hoist- and mine-motors. The large intermittent load is clearly shown ; this produced harmful fluctuations in the voltage of the long, lightly-loaded, 60,000-volt transmission-line from Spokane to the Coeur d'Alènes. The economics of pellet plant operation, in terms of fuel and power consumption, flexibility in the selection of the cheapest fuel source, system availability, maintenance costs, and the simplicity of process design, contribute to the determination of building and profitably operating a pellet plant. Design innovations, sup- ported by actual field data, have been initiated into the GRATE-KILN System design to positively address these factors. This paper presents the recent state of the art design concepts which have helped the GRATE- KILN System assume worldwide acceptance status.

A general description of the activities and results of bauxite investigation by the Bureau of Mines at its bauxite project in Saline and Pulaski Counties, Ark., has been given in Report of Investigations 4251. The factual data obtained during the project are reported in a series of Reports of Investigations beginning with No. 4251, of which this is the fifteenth. The data are accompanied by maps showing the location of holes drilled and the deposits developed. Each area upon which work was done is reported by halt townships. Each bauxite deposit investigated was assigned a name and a number for ready reference and identification and its location and name are shown on the appropriate half-township map. The description of each half township is followed by a description of each deposit developed in that half township. The 14 halt-township maps and 77 detail maps of the bauxite deposits in this series of reports give the locations and numbers of all the holes drilled on the project except the deep holes drilled to test the geophysical anomalies. The locations of those holes show on figure 13 in volume 1. The Descriptions of the deposits developed are followed by complete detailed logs of the drill holes. Many of the widely spaced exploratory holes did not discover bauxite of minable thickness and grade. The pertinent information obtained from the widely spaced exploratory drill holes has been summarized and tabulated, and a table for each halt township is given with the discussion covering that area.

GERMANY'S recent collapse and the occupation by the Allies of the coal fields of the Ruhr, the Saar, Silesia, Poland, and Czechoslovakia have focused attention on the postwar coal problems of Europe. American coal operators are interested deeply in what is happening in Britain, particularly in the discussion of plans to rehabilitate and reorganize the entire British coal mining industry, as such reorganization will probably determine the place Britain will occupy in the European coal markets for the next few decades. The continuing decline of British out-ut per man-shift, particularly during wartime, has resulted in a most serious effort to determine whether this unfortunate trend is due to the physical condition of the coal seams, poor management, poor engineering and planning, inadequate use of power and machinery, or failure of labor to co-operate with management.

"AbstractThis paper is an attempt. to outline the present status of underground mining contracting in Canada, and to present certain facts concerning the writing and administration of underground mining contracts which, hopefully, may be useful to those intending to engage a mining contractor . The paper is based on the author' s experience as a contractor and also as a consulting engineer advising others in the purchase of contractors' services.HistoryIN THE early days of mining contracting in Canada, the contractor was primarily a labour contractor. He was expected to bring a good crew of men that normally followed him, and to perform certain work under his own direct supervision. The owner usually looked after all other details including financing, payrolls, withholding taxes, etc , computing and paying the contractor his profit. In the pre-World-War II years, most work was done on this basis.Over the years, the contractor was called on to supply more in the way of services, and the present-day situation evolved.Labour contracts are still used, but now the contractor is expected to carry out his own administration. Most contracts now call for the supply of special tooling required to do the work. In most cases, some, if not all, supplies are the contractor 's responsibility and , in a growing number of cases, the contractor is responsible for such items as design and surveying. The ultimate in this direction is the execution of projects on a turnkey basis. Under this system , the contractor carries the project to a stage where it is turned over fully operational to the owner."

Ore handling improvements at Mount Isa Mines Limited were necessary to keep abreast of technological advances in all phases of sublevel stoping practice.In the early 1930s an efficient ore handling system was in operation.However in 1936 excessive water encountered in deepening the hoisting shaft necessitated the sinking of a second hoisting shaft. Financial difficulties prevented abandoning the original shaft and surface ore handling and crushing facilities, so ore was transferred underground and underground crushing deferred. It was not until 1951 Jhat multilevel crushing permitted increased efficiency in the handling of ore from stopes. Ore was then hoisted in one shaft and transferred on the surface by conveyor belt to a new crushing plant.In 1956 a planned production increase from 5,000 to 11,000 tons per mining day made possible further improvements in ore handling. Larger equipment was installed and existing equipment modified to capacitate the handling of larger sized ore at increased daily tonnages.INTRODUCTIONThe intensive exploratory programme commenced in 1954 disclosed large reserves of both lead and copper ores and in 1956 an expansion programme was initiated to increase production from 5,000 to 11,000 tons per mining day. The increased tonnage would result in decreased costs per ton and further cost reductions would result from increased mechanisation underground. The combined effect would permit larger tonnages of lower grade ores to be included in ore reserves. The rates of return on investment are examined for several major Canadian mining companies. Because we are dealing with a highly cyclical industry, subjected to widely fluctuating metal prices, rates of return are examined over a 20-year period. Conveniently, the first decade examined reflects the period when the industry enjoyed incentives to develop deposits; during the second decade, incentives were reduced and the industry became the most heavily taxed industry in Canada. The high rates of inflation since 1973 have distorted the real rates of return on investment if one considers replacement cost.

"INTRODUCTION .As part of its spot drilling program, the Bureau of Mines core-drilled seven holes on the Alexander and Barber properties in Spartanburg County, S. C.Extensive surface float and outcrops of sillimanite schist on these properties appeared to justify drilling, which did not prove satisfactory, however, owing to the spotty occurrence of the schist bodies and the poor core recovery in the decomposed schist.ACKNOWLEDGMENTSIn its program of exploration of mineral deposits the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. It is the policy of the Bureau to publish the facts developed by each exploratory project as soon as practicable after its conclusion. The Mining Branch, Lowell B. Moon, chief, conducts preliminary examinations, performs the actual exploratory work, and prepares the final report. The Metallurgical Branch, Oliver C. Ralston, chief, analyzes samples and performs beneficiation tests.This project was under the immediate supervision of Mitchell H. The Alexander property is about 5 miles cast of Woodruff. It is reached from Woodruff by driving east 5 miles on a macadam road to the intersection with an unsurfaced road near Unity Church. The farm house on the property is 0.4 mile north on this road. The sillimanite outcrop is in a field approximately 1,200 feet east of the farm house. The Barber property is about 2 miles north along the unsurfaced road that passes the Alexander property."

IN THE operation of most mines, hoisting ropes, made of steel, play a very important part in the conveying of men and material between surface and the underground workings. It is obvious that, in order to maintain a maximum degree of safety, certain restrictions must be placed on the loads that may be carried by hoisting ropes, as well as on other factors that may affect the life of the rope. It is the purpose of this paper to suggest ?a new method of defining the necessary restrictions. The three main stresses in a hoisting rope are the static stress, bending stress, and dynamic stress. Crushing stresses, which are also present, are largely indeterminate and may best be allowed for by proper grooving of drum and sheaves, by adequate inspection of cross-over points, and by limiting the number of layers on the drum. They will, therefore, not be considered in this analysis. In the ?recent Ontario regulations, the limiting conditions for the main stresses are specified separately. The static stress is limited by setting a minimum static safety factor of 5.0 The dynamic stresses are allowed for by specifying a minimum capacity factor of 8.5, which has the effect of increasing the safety factor required at smaller depths in a uniform manner. The bending stresses are limited by calling for a drum-dia./rope-dia. ratio of at least 60 for ropes up to 1 inch in diameter and 80 for ropes greater than 1 inch in diameter. One disadvantage of this method is that the controls are too rigid and do not allow the operator sufficient freedom of action within safe limits.

The recent introduction of small coal jigs in Alabama to meet the needs of truck - mine operators for cheap and economical cleaning equipment marks another step in Alabama's pioneering record in the mechanical cleaning and preparation of coal . During the past 4 or 5 years a number of these small jigs , with capacity of 5 to 10 tons per hour , have been installed at Alabama truck mines and at a few truck mines in Illinois , Tennessee , and Pennsylvania . Most of the installations have been at mines that specialize in the production of domestic , stoker coal . This report describes three models of small jigs and includes performance data obtained recently on one of the models by the Bureau of Mines, United States Department of the Interior , in cooperation with the University of Alabama, Tuscaloosa , Ala . , for the purpose of comparing it with fullsize jigs on a performance basis . With literally hundreds of truck mines now in operation throughout the country , it has been assumed in preparing this report that there is widespread interest in the availability of small - scale inexpensive preparation equipment for use at such mines in the production of steam and domestic coal and in some instances coal for manufacture of coke . Practically none of the coal from Alabama truck mines is scld to coke - oven plants ; but in some sections of the country truck mines supply a considerable amount of coking coal, and the use of small, inexpensive washers at some of them might be very advantageous during the present war emergency from the standpoint of increasing pig - iron production through improvements in coke quality .

In 1969, new coal mine health and safety legislation was enacted in the United States. As a result of this legislation, the Department of Interior, Bureau of Mines has carried out communications research aimed at developing whole mine communications for increased safety and efficient operation. The research has advanced and many promising results are now being demonstrated to the mining industry. However, there remains a challenge to further improve wireless communications within the mine workings, and through the overburden above the workings. The objectives for future research and development will be discussed, together with the physical and operational constraints that new mine communication systems must face.

Introduction 1n assembling material for this paper on Wood Refuse Burning 1 turned first to the records of our early studies of the problem in order to learn how and why certain basic decisions were arrived at and also how it came about that the completed central steam plant differed so much from the original plans. It may be of interest, therefore, to outline the engineering problems as they presented themselves in the early part of 1948, and to indicate the economies involved. Although the principle of using wood refuse as boiler fuel instead of burning it to waste was quite sound, and in fact the practice had been in use for a long time in the boilers of many lumber companies, there was some guesswork as far as Hollinger was concerned in deciding how best to handle the large quantities of wood refuse involved and as to the type of boiler equipment necessary to .burn it efficiently. These problems will be examined first. Hollinger Boiler Equipment in 1948 Hollinger had four separate boiler houses, at Main, No. II, and No. 19 shafts, and a small unit at the compressor plant for heating purposes. Main and No. Il boiler houses operated all the year round; No. 19 and the compressor plant only in the winter. At Main there were four 36-year-old HRT boilers with total available h.p. of 500, at No. II, three 30-year-old HRT boilers with 195 available h.p., and at No. 19 two old field-type locomotive boilers capable of producing 95 h.p.

"Major swings in the silver price since 1979, along with the ever constant fight to maintain ore reserves has forced United Keno Hill Mines Limited through several unique series of events in order to survive in the 80s.This paper is specifically meant to be a description of safety and productivity improvements achieved to ensure the survival of a silver mining community ill the Yukon. There are, however, other events and conditions that must be described to complete the story and this paper attempts to do that as well IntroductionUnited Keno Hill Mines Limited, a subsidiary of Falconbridge Limited, is the only silver producer in the Yukon. Operations are located in north central Yukon, in and around the small town of Elsa, latitude 62.5 °, about 275 road miles from Whitehorse. The Arctic Circle is about 185 miles due north of the town.Temperatures in 1986 ranged from a high of 28.5°C in July to a low of -37.0°C in November, however, much lower temperatures have been recorded in previous years. Due to the mountainous terrain the town of Elsa is completely in the shade from mid-November until early February, a period of about 12 weeks.The Elsa area, as is most of the north, is considered semiarid with an average precipitation level of about 15 inches. Vegetation, however, is quite abundant though slightly dwarfed at the townsite elevation of 3200 feet above sea level: Many of our operating and exploration portals as well as our open pits are above the tree line. Permafrost in the area has been recorded up to 400 feet below the surface."
