Selection of a suitable site for a metallurgical plant is crucial for the success of the business case. For a brownfield project, with the decision to locate the project on a site with existing production facilities and activities, the selection of the site has been made. For a greenfield project, important economic and logistical considerations include proximity to primary and secondary resources and/or to the market, infrastructure, and access to energy and water. National and regional aspects, including the social license to operate, can be decisive in final site selection. Key to recruiting and retaining a labour force are proximity to urban areas, along with weather and health conditions at the site. Risk factors include site geotechnical parameters and topography, contamination, as well as probability and types of potential natural disasters.

The court in Baleni v Minister of Mineral Resources [2019] 2 SA 453 GP and [2020] 4 All SA 374 (GP), deliberated on the protection of rights of a community holding informal land tenure under Customary Law. The contention related to the necessary level of consent needed to acquire a mining right over such land. Moreover, whether consultations with such communities (Section 23, Mineral and Petroleum Resources Development Act 28 of 2002 (MPRDA) or consent (Section 2, Interim Protection of Informal Land Rights Act, No. 31 of 1996 (IPILRA)) was required to acquire such right. The case has a significant bearing on the granting of mining rights in South Africa, and the discretion of the Minister of Mineral Resources (the Minister) in this regard. However, the objectives of the MPRDA and IPILRA do not dovetail, therefore consultation and consent are not mutually exclusive (Tlale, 2020). This note argues that, despite the resounding victory of this case, the peripheral basis surrounding the decision and the various levels of engagement require serious deliberation. Equally, the degree of reliance on the IPILRA requires clarity to avoid aborting the fundamental objectives of the MPRDA. This paper provides considerations and recommendations that may reduce or eliminate the tensions between the statutory and socio-economic rights in the application of the two statutes.

Analysis of Coal Pillar Stability (ACPS) software, released in 2018, integrates numerous empirical pillar design techniques. The ACPS program incorporates methodologies originally available as design tools from the National Institute for Occupational Safety & Health (NIOSH), including Analysis of Longwall Pillar Stability (ALPS), Analysis of Retreat Mining Pillar Stability (ARMPS), Analysis of Multiple Seam Stability (AMSS), and concepts including Coal Mine Roof Rating (CMRR), the Mark-Bieniawski pillar formula, and pressure arch loading. The design methodologies that are the basis of ACPS were developed via analysis of significant amounts of real-world data and have been standards of the United States coal industry for decades. While there are empirical factors built into ACPS, making it ideal for use in U.S. coalfields, the concepts in the program have proven to be applicable in variable mine settings, and the software was developed to allow for user-based, site-specific modifications of key design inputs. Application of ACPS to cases outside the regions for which it was developed must be approached carefully, and continuous development of site-specific data is mandatory. A case study is presented involving the application of ACPS to assess pillar stability and assist future design for an underground lignite mine in Eastern Europe. Assessment of in-mine observations, review of the geology of the lignite mine, and evaluation of specific conditions associated with a failure event resulted in “calibration” of key input factors to ACPS. Scenarios evaluated with ACPS suggest that pillar strength and overburden depth are key factors for the determination of pillar stability and design in future areas.

In response to the ever-increasing challenges facing the modern gold mining industry and the need for improved gold recoveries within all processing streams, CSIRO has upgraded its latest automated mineralogical analysis system, QemSCAN (formerly QEM*SEM), with special purpose hardware that speeds up the location and measurement of precious metal-bearing phases. By rapidly scanning the surface of polished blocks, and accepting only fields that contain the minerals of interest, QemSCAN is able to find, map, and quantify target minerals in extreme detail. Phase identification and quantification is achieved by placing a grid of points over the target particle and collecting X-ray information at each analysis point. The resulting mineral maps provide the metallurgist with a complete textural description of all gold-bearing phases within the product measured, together with quantification of the gold phases in terms of their modal abundance, particle size, mineral associations, relative contributions to gold deportment and liberation characteristics. Examples are presented which illustrate how QemSCAN is able to find and quantify gold-bearing phases within low-grade ores from the Super Pit, Kalgoorlie. This work is the result of a collaborative project between Kalgoorlie Consolidated Gold Mines (KCGM), CSIRO Minerals, and the University of Queensland, and is on-going.

Ingress of air into the longwall goaf environment needs to be managed appropriately to reduce the risk of creating a spontaneous combustion event. The maingate goaf edge is an area of particular concern in this respect, as air often penetrates for some distance into the goaf along this region inbye of the longwall face. Since the flow rate in this part of the goaf is also quite low, an opportunity exists to disrupt the air pathway by implementing a barrier to the airflow. Previous attempts using plugs made from an assortment of materials have resulted in varying degrees of success. More recently, Narrabri Coal Operations (NCO) has introduced the use of a chemical foam that is mixed with nitrogen to produce a standing barrier with the consistency of shaving cream. The implementation of this practice has consistently proven to be very effective for reducing the oxygen concentration along the maingate goaf edge by systematically retreating the foaming unit with the longwall. This paper presents how the foam is applied in the underground goaf environment to prevent oxygen ingress and uses results from gas monitoring to confirm the foam effectiveness.

The vanadiferous deposits of the Sublette Ridge and Salt River Range, 2 miles east of Raymond, Idaho, in western Lincoln County, Wyo., were examined August 24 to August 30, 1942, by an engineer of the Bureau of Mines, who was shown these properties by W. W. Rubey of the Geological Survey, Washington, D. C. The Sublette Ridge deposits are owned by the former U. S. Phosphate Co. H. F. Chaney, Portland, Oreg., is the representative for the company. The following report covers the history of the district, outlines the physical features and communications, mentions the property, and notes the ownership. The deposits and ore are described, and work performed by the Bureau of Mines is explained in detail. Ore-dressing tests and methods are explained.

In heavy minerals separation, the titanium and iron oxide phases are separated from silicates in the coarser particle size range (80 - 150 mm) using magnetic and electrostatic separators. With the ongoing challenge of heavy mineral ore deposits getting increasingly finer in particle size, conventional separation equipment suffers from the ability to process this material at the same throughput rate as coarser particles. A variety of magnetic separation technologies were developed to perform at a much finer particle size range, down to 2 mm in the clay industries mainly to remove titaniferrous oxide particles. Complementing the developments made on the physical aspects of magnetic separation, Cytec Industries has recently developed a ‘bolt-on’ chemical enhancement technology for magnetic separation (CEMS). This is to enable separation of finer particles, and weakly paramagnetic titanium phases from diamagnetic silicates that are not amenable to magnetic separation. This paper will provide an outline of the technology, illustrate its ability to process a wide variety of ores, and also discuss plant limitations. The major advantages of chemical enhancement technology to magnetic separation includes: simple dosing equipment extension to existing magnetic separation technology; ability to produce product of comparable quality with improved cost effectiveness, when compared to incumbent flotation; removal of impurity minerals over wider size range; enhanced removal of non-magnetic impurities; and improving the process robustness. Furthermore, chemical enhancement technology for magnetic separation has also emerged as a platform for removing impurities at lower levels in other mineral systems as well.

INTRODUCTION The first phase of the Los Angeles Metro Rail Project consists of 7.1 km (4.4 miles) of subway and stations running through downtown Los Angeles from Union Station to MacArthur Park. Contract A171, the Wilshire/Alvarado Line, involves tunnel construction beneath 7th/Street from the 7th/Flower Station to the Wilshire/Alvarado Station. The project consists of the excavation and lininig of 3000 m (9900 ft) of twin-bore, 6.7 m (22 ft) excavated diameter, 5.5 m (18 ft) finished diameter subway tunnels. The location of the project is shown in Figure 1. The majority of the excavation passed through weak siltstone/ claystone bedrock; although, portions of each tunnel approaching the 7th/Flower Station passed through fine-grained alluvium. Both tunnels were excavated with a digger shield. The project also included the excavation and lining of 6 cross passages, 2 communication rooms and a sump, all at tunnel grade between the two bores. A program of geotechnical instrumentation and building monitoring was performed to detect and document the response of the ground and adjacent structures and facilities to tunnel excavation. The instrumentation program was also intended to provide information that would permit implementation of remedial measures, when and as required, to prevent damage to structures, facilities and utilities along the tunnel alignment. Beneficiation of alumina rich iron ore slimes is a major challenge for the Indian iron ore industry. One of the methods by which this problem might be addressed is by design/screening of suitable reagents (flocculants/depressants/collectors) which act selectively towards either aluminum containing minerals (gibbsite and kaolinite) or iron bearing minerals (hematite and goethite) in order to separate them. Our earlier work indicates that separation of iron oxide minerals from gibbsite is relatively more difficult than from kaolinite. Accordingly, our research work has been focused on finding selective reagents for iron oxide ? gibbsite separation. We have performed density functional theory (DFT) computations to evaluate the interaction energies of seven different reagent groups - carboxylic acid, flotol, hydroxamic acid, phosphonic acid, iminobismethyl phosphoric acid, xanthate and starch with hematite and gibbsite surfaces. The objective was to identify if any of these groups show selective adsorption towards one of the mineral surfaces. Among all these reagents, starch exhibits the highest selectivity towards the hematite surface with a difference in interaction energy of ~63 kcal/mol between hematite and gibbsite surfaces. This is consistent with experimental findings at our laboratories on slime samples from Noamundi mines wherein it is being observed that usage of starch as a flocculant does lead to an improvement in the final grade of the ore with significant reduction in the Al-content. A binuclear complexation mechanism based on affinity between Fe and Ostarch atoms combined with a geometrical templating effect, arising out of a close correspondence between Fe-Fe distance on the hematite surface and O-O distance in starch, is proposed to explain the strong adsorption of starch on hematite surface. The economic upheaval of COVID-19 forced companies to invest in emerging technologies to aid recovery. One such technology is extended reality, which is becoming a mature and innovative tool. Early adopters are seeing significant benefits in learning, training, immersive data visualization, and remote assistance. In South Africa, the mining industry is increasingly interested in using extended reality to optimize and innovate operations. The Minerals Council of South Africa's July 2021 report highlighted the potential of extended reality's to achieve zero-harm production and modernize the industry. However, the extent of extended reality adoption in mining remains unclear due to limited information on its usage. This study addressed this gap by distributing an online survey to assess awareness, knowledge, and current uses of extended reality in South Africa’s mining sector. The results indicated that virtual and augmented reality had the highest levels of awareness and usage, primarily for learning and training. Mixed reality, however, had the lowest awareness and knowledge levels. In terms of applications, visualization and remote assistance had the least use cases. These findings highlight that the South African mining industry is deficient in its understanding and use of extended reality technologies. Without better awareness and application, the South African industry risks missing out on the full benefits of extended reality. The study underlines the need for the South African mining industry to improve its outlook on extended reality technologies to fully leverage their potential applications and benefits.

In October 2013 JSW Steel decided to place an order to Primetals Technologies Austria (former Siemens VAI Metals Technologies) for the installation of a comprehensive Level 2 process optimization system for more than 20 existing production facilities of various suppliers. For SMS-I new L2 systems are provided for two hot metal pretreatment stations, three hot metal desulphurization stations, three ladle furnaces, two 1-strand slab casters, a ladle tracking system as well as a shop supervisory system. Additionally the existing L2 system for one 1-strand slab caster is being upgraded in the course of the project. In SMS-II new L2 systems for the 7 hot metal desulphurization stations, 4 ladle furnaces, 1 new RH vacuum degasser, ladle tracking system and a shop supervisory system are supplied. Despite of the challenging time schedule the commissioning of the single facilities started within less than 12 month after contract effectiveness. The installed Level 2 process optimization systems together with the achieved results are described in this paper.

The Synthetic Rutile (SR) plant operations, North Capel, produce electrostatic precipitator (ESP) fume and kiln scrubber residue. Typically ESP contains about 18 per cent Ti, 13 per cent Fe, 0.5 per cent Mn, eight per cent Si, six per cent Al, 16 per cent C, 0.9 per cent Zn, 0.6 per cent Pb, 300 ppm As, 300 ppm Cr and 5 ppm Cd. These wastes are held in a storage dam together with neutralised acid effluent (AE) liquor. A project was initiated to treat the fume and produce a benign residue that could be delivered to landfill, reducing dam space storage. Plant AE, containing free acid (9 - 14 g/L), Fe (6 - 7 g/L) and Mn (1 g/L), was used to leach ESP. The degree of extraction achieved for various elements include about 20 per cent Zn, almost 50 per cent As, five per cent Al, 0.4 per cent Pb and 15 per cent Cd. Extraction was most effective at pH The residue from AE leaching still contained Pb. TCLP tests of the leach residue produced Pb extraction significantly higher than the 0.1 ppm stipulated by Class 2 landfill guidelines. Other elements (eg As, Cd, Cr) successfully met the limits. Further leaching of the residue with EDTA extracted up to 65 per cent of Pb content. TCLP tests on treated residue showed Pb leaching potential of Lead was removed from the leach circuit as the sulphate by acidification of EDTA leach liquor, allowing EDTA to be recycled. The study showed that one waste stream can be used to treat another and help reduce plant waste.

He classifies these mechanical rectifier installations, according to source of power, as follows: System A.-Applications utilizing individual alternating-current generators, either single-phase or polyphase, installed exclusively for furnishing energy to one or more transformer-rectifier-precipitator units. System. B.-Applications having no special alternating-current generators, but utilizing the existing alternating-current industrial or lighting mains to supply the energy to one or more transformer-rectifier-precipitator units. System C.-Applications receiving their energy from high-tension power circuits supplied directly to potential regulator-rectifier-precipitator units. I do not intend here to enter upon a detailed technical discussion of the foregoing classes, which would really interest only the manufacturers of electrical apparatus and the electrical engineers. "Mine monitoring through various sensors is a vital component of successful miner safety and health programs. Data from environmental, geotechnical, infrastructure, and other types of sensors are increasingly being used to discover and mitigate health and safety concerns in underground mines. In many smaller underground mines, as well as in new development headings of larger underground mines, leaky feeder communication systems may be the only available means to transport crucial monitoring data. In addition, data transport is increasingly being delivered using Internet Protocol (IP) while older forms of serial communication are being retired. This paper presents the selection, configuration, and testing methodologies that were employed by researchers from the National Institute for Occupational Safety and Health (NIOSH) to integrate commercially available land mobile data radios into an existing leaky feeder communication system to provide Internet Protocol data transport. INTRODUCTION To enhance the health and safety of their mining workforce, mine owners and operators are increasingly installing environmental monitoring and control systems in underground mines. Real-time, mine-wide monitoring is becoming a reality with the implementation of the Industrial Internet of Things (IIoT) into the underground mining industry [1]. However, not all underground mines, especially smaller mines and new development headings in larger mines, have the information technology (IT) infrastructure in place to handle the data transport requirements for the newer IP-based technologies that are part of IIoT. This was the case with a mine in the Western United States; it lacked the infrastructure to perform critical monitoring in remote headings. The mine partnered with the U.S. National Institute for Occupational Safety and Health’s (NIOSH’s) Spokane Mining Research Division (SMRD) to develop and evaluate a cost-effective solution for real-time monitoring of geotechnical conditions in relatively remote sections of the mine. This paper describes SMRD’s solution to leverage the mine’s existing leaky feeder system to achieve IP data transport using commercially available land mobile data radios. DATA RADIO SELECTION The primary selection criteria for the data radios were network data format, modulation type, and radio channel spacing. The network data format decided upon was Internet Protocol. This format allowed for straightforward integration between the IP-enabled data acquisition system located in a remote heading and the network switch located in the control room. It also eliminated the added complexity of additional network hardware such as Ethernet to Serial converters. IP additionally provided a direct path to integration into higher bandwidth networks, such as fiber optic, should they become available."

Ventilation and the environmental climate in the Campiano mine is the subject of this re- search. The mine is located in Southern Tuscany (Central Italy), a region where geothermal gra- dients are very high (three times the average gradient of the earth). The research produced interesting indications as to the influence of surface climatic conditions on the environmental parameters inside the mine. A close correlation has been found between dry-bulb temperature and humidity ratio of the air in the mine for dif- ferent metereological conditions and for differ- ent mass flow rate values. Variations in air enthalpy, caused only by the heat exchange with the rock walls during the flowing of the air through the mine, depends on the surface temperature values. Statistical analyses have been used to ex- press air enthalpy variations on surface tempe- ratures, on the variations of the humidity ratio that the air undergoes inside the mine and on the mass flora rate. The application in practice of the results will permit the identification of correct mea- sures to be adopted so that optimal microcli- matic conditions are produced in the mine.

M J Martinson (Fellow) There is everywhere a lamentable dearth of quantitative information on occupational factors affecting the health and safety of mineworkers, and as the authors point out in their introduction underground lighting is one of the factors which has received little attention in South Africa prior to this welcome paper. Since the authors are to some extent pioneering, it is perhaps inevitable that the paper should raise more questions than it answers, but nevertheless it provides a provisional yardstick against which the need for, and success of, remedial action may be judged. Before commenting in detail on a few aspects of the paper it may be worthwhile to summarize the statutory provisions relating to underground lighting, contained in Chapter 15 of the Regulations promulgated in terms of the Mines and Works Act 27 of 1956. Chapter 15 is entitled `Lighting, Safety Lamps and Contraband', but in the context of the present paper only four simple regulations need be noted: firstly, no person shall work or travel in an unilluminated part of a mine unless he carries a light ; secondly, adequate stationary lights shall be provided at stations and certain other localities in shafts, winzes and places used for winding; thirdly, mechanically propelled conveyances shall be provided with an effective bright light shining in the direction of travel; and fourthly, moving machinery to which personnel have access shall be illuminated so as to be clearly visible. In all four regulations the standard of lighting to be provided is wholly subjective, and under these circumstances the wide inter- and intra-mine variations in light intensity disclosed by the study are hardly unexpected. Nevertheless the data presented in the authors' Table I raise three points (1) Is there any evidence that the 19 mines visited during the survey are representative of the 45-50 large gold mines in South Africa, or that the shafts selected are representative of the respective mines? Mine managers would scarcely be human were they not to offer better lit working places for the survey; perhaps the use of a scaling factor (e.g. tonnes or transit mineworkers per shift, kilowatts, etc.) for each working place might have helped to put the figures in perspective. (2) Looking at two of the more numerous - and probably important - of the ten working places included in the survey, i.e. stations and tips, one is struck by the marked. skewness of both intensity distributions (with higher frequencies at the lower intensities) and the abrupt cut-off in both cases just short of pitch darkness. Thus, of the 45 meaned readings recorded at 26 tips no less than 19 fall in the lowest range of 0,1-0,9 1m/ft2, with but one tip in total darkness; of 46 readings on 26 stations, 7 fall in the lowest range and none is in total dark-'1 ness. Although a light with an intensity in the range 0,1-0,9 1m/ft2 may satisfy the regulations, it is certainly arguable that in some situations it may be safer to have no light at all. (3) In view of the skewness referred to above, one wonders how meaningful are the `total average light intensities for (the gold mining) industry' quoted in Table I, which the authors compare with illumina¬tion levels found in other countries. Looking at tips again, one notes that 34 out of 45 meaned intensity readings fall below the `total average' for tips, and only 10 exceed it. From this it may be concluded that a few well-lit working places included in a `total average' may conceal a plethora in Stygian gloom. In their discussion the authors make fleeting reference to the effect of underground lighting on productivity and accident rates, without however quoting any South African experience in this regard. Intuitively it seems highly likely that better lighting (in the widest sense) would improve productivity and reduce accidents, and of course it is in these areas that the mining industry might seek economic justification for providing better lighting. It is all the more regrettable therefore that these factors were not studied simultaneously with the present investigation, especially at the Psychological Division of the Human Sciences Laboratory has recently published a study on underground accidents in the gold mining industry without making any reference whatsoever to lighting as a causal factor. In the event neither of the two studies enables us to make an economic appreciation of the situation, and this seems to be a classic example of a situation where some dovetailing of research effort would have greatly increased the useful return. On the effect of lighting on accidents, it may be noted that in 1939 Mickel presented some very interesting statistics to the Mine Managers Association of the Transvaal2, on the improvement in accident rates which followed the random issue of electric cap lamps to native mineworkers in the Hercules Section of E.R.P.M. the previous year. Based on a 12 month trial period in which 250 000 shifts were worked with carbide lamps and (contemporaneously) 307 000 shifts with cap lamps, the incidence of major accidents (at least one day in hospital among men using carbide lamps was 1,15 accidents per 1000 shifts, while the incidence of minor accidents (requiring dressing only) was 11,52 per 1 000 shifts. The corresponding figures for men using cap lamps were 0,79 and 7,31 accidents per 1 000 shifts respectively, representing a reduction of over 30 per cent in both major and minor accidents. While these figures are obviously dated - only men using cap lamps were issued with hard hats, for instance - they do indicate a need for similar research today.

The advantages of generating and distributing electrical energy direct from the coal-fields so closely affects the mining industry that a few remarks on the unbalanced phases of coal distribution is worthy of attention. The value of coal imported into Canada from 1912 to 1921 exceeded the sum of $580,000,000. In 1922 Ontario imported 1,640,000 tons of anthracite and 9,440,000 tons of bituminous coal. I submit that the use of Saskatchewan lignite in an electrical super-power plant equipped for the carbonizing of coal, and disposal of excess gases would be the commencement of a solution of the fuel shortage in Ontario. As Saskatchewan becomes more and more populated and manufacturing increases, the amount of by-product carbonized fuel available for shipment to Ontario will increase, and its shipment to that province would decrease the trade deficit of the national balance sheet. If and when this is carried out it will mean a better and wider market for Alberta fuels in Saskatchewan and Manitoba.

INTRODUCTION Early in the morning of July 16, 1979, there was a breach in the earthen retaining dam of a tailings pond at the United Nuclear Corporation's (UNC's) Church Rock uranium mill. The acidified liquid and tailings slurry spilled through the damaged portion of the retaining wall into an arroyo that is a tributary to the Rio Puerco river system. The Rio Puerco runs through Gallup, New Mexico, and eventually crosses the New Mexico-Arizona border (Fig. 1). On its way to Gallup, the Rio Puerco and its tributaries pass through land with a checkerboard pattern of ownership, with portions owned or leased by the Navajos, individuals, the Bureau of Land Management, and the State. In terms of tailings liquid volume (3.6 x 108L; 94 million gal), the UNC spill ranks as one of the largest. The mass of solids released in the slurry (10.0 x 105 kg; 1 100 tons) appears to be close to the median for accidents of this kind, however [U.S. Nuclear Regulatory Commission (NRC), 1979]. The UNC first opened its Church Rock uranium mill in 1977 on land adjacent to acreage belonging to the Navajo tribe. The mill, which is next to the UNC Church Rock mine, is located approximately 16 km (10 miles) northeast of Gallup, New Mexico (Fig. 1). Gallup, a town of 18 000 people, is the closest population center. The region surrounding the plant site is sparsely populated by Navajos, at a density of approximately 5.8 persons/km2 (15 persons/sq mile). The UNC mill and mines employ approximately 650 persons, and the adjacent Kerr-McGee uranium mine employs about 300. The UNC mill normally processes 3.2 x 106kg/day (3 500 tons/day) of uranium ore, depositing the acidified tailings slurry in a series of three earthen holding ponds. The tailings ponds are located east of the pipeline arroyo that feeds into the Rio Puerco approximately 2.4 km (1.5 miles) from the southernmost tailings dam. The liquid portion of the tailings slurry evaporates in the ponds; hence, under normal conditions, there is no surface flow from the holding ponds to the arroyo. Both runoff from the plant site after heavy rains and possible seepage from the tailings ponds may deliver radionuclides to the arroyo-river system, however. The dam across the southernmost tailings pond was considered to be in keeping with the state of the art. However, the New Mexico Environmental Improvement Division (NMEID) had warned UNC about dangers of locating the pond over a heterogeneous geological formation. The state Engineer's Office approved of the site only after UNC agreed to strict design criteria. Others have pointed to dangers of constructing earthen dams for impoundment of uranium mill tailings (Carter, 1978). Causes of the dam break were multiple: the UNC mill filled the tailings pond to a level that exceeded permit criteria; the tailings pond was lined improperly; the dam was constructed using clay that was compacted excessively, resulting in cracking and subsequent seepage; and the unstable substrate beneath the dam permitted differential settling. The UNC Church Rock mine has continuously released dewatering effluent into the pipeline arroyo at a rate of 88.3 L/sec (1 400 gal/min) since 1968. Before 1975 this effluent was not treated; after 1975 it received precipitation treatment for removal of Ra-226. Radionuclides are also released into the river system through the dewatering of the Kerr-McGee uranium mine 1.6 km (1.0 mile) north of the UNC mill. During usual mining operations, approximately 227 L/sec (3 600 gal/min) are released into the pipeline arroyo and subsequently into the Rio Puerco. The Kerr-McGee mine began continuous release of dewatering effluent in January 1972. In 1974 Kerr-McGee began Ra-226 precipitation treatment of its dewatering releases, but NMEID data indicate that treatment has often been incomplete. The effluent from both mines has been responsible for transforming the downstream portion of the Rio Puerco from a sporadically dry riverbed into a continuously flowing stream and has contributed to the current levels of background radiation along the river system (Table 1). This paper will summarize the postspill monitoring efforts and relate the assessment of this spill to the general question of evaluating the health effects of nuclear fuel-cycle wastes. The data pertaining to the measurement of radionuclides in the Church Rock environment and the radionuclide concentrations in animals will appear in forthcoming reports. CHURCH ROCK HEALTH EFFECTS ASSESSMENT APPROACH The initial health effects evaluation involved identifying the radionuclides that were released into the river system from the tailings pond. Table 1 lists the State of New Mexico maximum permissible radionuclide concentrations for liquids released to unrestricted areas, the typical tailings liquid concentrations, and postspill river water concentrations. The tailings liquid contained comparatively high levels of Th-230, Ra-226, Pb-210, and Po-210--all of which, according to postspill river water samples, had exceeded the state maximum permissible concentrations (MPC) at one time or another. After the radionuclides in the tailings were identified, pathways through which humans could be exposed were clarified. Environmental monitoring data were then used to quantify the important pathways of human exposure. Water samples were collected from the river, from test wells dug near
