1. Healthy and active Local Section organizations are vital factors in promoting the vigor and growth of the Institute. 2. Activity on the part of Local Sections should be recognized and stimulated by appropriation of funds from the Institute's treasury; and these appropriations should be as large as is consistent with the relative needs for other activities. 3. As between different Sections, the amount of such appropriations should be based primarily on the extent of activities as reflected in the number and character of meetings held and " the attendance of the members at such meetings. 4. In making a request for funds for any year, the officers of a Local Section should submit a report on the printed form approved by the Directors at their meeting on November 19, 1937. 5. A standing Committee on Local Section Appropriations, consisting of one past chairman of a Local Section, one member of the Institute's Executive Committee, and one member of the Finance Committee, shall be appointed by the President and shall pass upon requests for appropriations and authorize payments within bounds of the budget. The committee will be guided by the principles herein outlined, always having in mind the vital importance of healthy, active Sections to the welfare of the Institute as a whole. 6. According to Article XI, Section 2 of the Bylaws, requests for appropriations shall be signed by the Chairman, Secretary and Treasurer of the Section. 7. Requests for appropriations must be in the hands of the Secretary of the Institute by February 15 of the year for which they are desired.

Because of U.S. dependency on imported critical metals, the Bureau of Mines has conducted research to evaluate the possible substitution of nitrided low-alloy steels for higher chromium-containing alloys. The corrosion data for nitrided steels are limited primarily to the Soviet literature. The objective of this study was to determine the corrosion properties of six commercially nitrided low-alloy steels in a 5-wt % NaCl solution at pH 4. Weight-loss tests indicated that, in deaerated test solutions, most of the nitrided steels were less corrosion resist-ant than nontreated steels. However, electrochemical tests indicated that under more oxidizing conditions, nitrided materials are converted to a passive state with a significantly reduced corrosion rate. Elec-trochemical tests performed in an aerated environment confirmed the passivity of the samples in an oxidizing environment.

The use of uranium metal in non-ferrous metallurgical practice is dis-cussed with reference to its alloying behaviour and chemical activity. It is suggested that the more promising applications are in the treatment of molten metals to combine with impurities. Mines Branch work along these lines is described for copper, zinc, magnesium, aluminum and nickel alloys. It is shown that a cop-per-uranium master alloy (25 per cent U) successfully deoxidizes molten copper without detriment to the electrical or mechanical properties of the product at residual uranium levels of up to 0.8 wt. per cent. Additions of uranium to alpha brass in amounts greater than the lead impurity content were found to remove the deleterious effect of lead on hot-workability. Similar deoxidizing and malleableizing effects were found with uranium additions to nickel. It is thought that uranium forms stable intermetallic compounds with many impurity elements. A significant malleableizing effect can therefore be expected in the presence of other elements besides lead.

A sulfur concrete technology has been developed by the U.S. Department of the Interior, Bureau of Mines, in which chemically modified sulfur is utilized with suitable mineral aggregates to produce construction materials which are resistant to corrosion by acids and salts. This report presents a summary of the basic technology and results of testing the materials under actual operating conditions in 50 corrosive environments in 40 commercial plants. After 4 years of testing, there was essentially no evidence of material degradation or loss of strength. Regular concrete materials were attacked and in some cases completely destroyed under the same conditions. Testing is continuing to establish ultimate longevity and durability of the sulfur concretes. The materials are finding widespread applications in metallurgical, chemical, and fertilizer processing plants.

The Bureau of Mines evaluated corrosion resistance of Split Set friction rock stabilizer mine roof bolts to aid in better prediction of useful service life. Electrochemical corrosion testing was conducted utilizing an automated corrosion measurement system. Natural and/or synthetic mine waters from four uranium and two copper mines were the test media for the two types of high-strength, low-alloy (HSLA) steels from which Split Set stabilizers are manufactured, and for galvanized steel. Tests were conducted with waters of minimum and maximum dissolved oxygen content at in-mine water temperatures. Retrieved Split Set stabilizers were also evaluated for property changes. Galvanized steel was found to be far superior to the unprotected steel in general corrosion resistance; limited tests indicate little ten.dency to pitting, contrary to behavior for the uncoated steel. Copper-bearing HSLA steel was slightly more corrosion resistant than non-copper-bearing HSLA steel. Statistical analyses resulted in development of equations relating dissolved oxygen, chloride, sulfate, and magnesium contents of mine waters to corrosion rates of the two HSLA steels (nongalvanized). An equation was developed that relates corrosion rates of galvanized steel to mine water temperature and dissolved oxygen content. Variable conditions in mine environments make corrosion damage difficult to predict and emphasize the need for corrosion prevention and control.

Oil yields, lithology, and stratigraphy have been evaluated for 15 cored wells and two sampled wells representing 10 square miles of the Tipton Member of the Green River Formation near Green River, Wyo. The area evaluated is being used by the Bureau of Mines for experimental production of oil from the oil shales in place. Lithology and oil yields were correlated to produce a stratigraphy diagram for the in situ study area, permitting precise designation of comparable sections. Because of lateral uniformity of oil shale, oil yields from eight cores and two sets of drill-cutting samples within a quarter section show the range of variation in average oil yield arising from experimental error. Variation in average oil yields from the seven cores representing the 10-square-mile study area lies within the expected experimental error. No difference in oil-shale richness across the study area is indicated. Average oil yields for three Tipton sections in the study area were deter-mined as follows: (1) The entire Tipton Member oil shale (about 145 feet thick), 13.3 gallons per ton; (2) the 40-foot upper rich zone, 21.0 gallons per ton; and (3) the 21-foot zone in which the Laramie Energy Research Center is conducting in situ experiments, 22.4 gallons per ton. One acre of the 21-foot experimental section represents 34,300 barrels of oil in place, and 1 acre of the Tipton's 40-foot rich upper layer represents 62,000 barrels.

The scorched desert sands and life giving waters of the River Nile in Egypt have been the back drop to awe inspiring engineering feats for over 4,700 years. The latest engineering marvel to grace the land of the Pharaohs is the Mubarak Pumping Station Project at Toshka. This ambitious project aims to open up an area of 607,000 hectares (1.5 million acres) of barren desert to irrigation based farming with the supply of 29 million tonnes (32 million tons) of water per day, drawn from Lake Nasser on the river Nile. It is anticipated that this currently unpopulated area of southern Egypt will soon flourish and become home to several million Egyptians who will conduct their lives around the water supplied by the 230 kilometers (144 miles) of concrete canals. An integral part of the pumping station is the intake canal. The canal was excavated in two sections – the dry excavation, and the wet excavation. The wet excavation comprised of some 5.5 million cubic meters (7.2 million cubic yards) of rock to be drilled, blasted, and excavated, from the surface of the lake. The challenge at hand was how to achieve this safely, quickly, and cost effectively, with water depths of up to 45 meters (148 feet), excavation depths of up to 47 meters (154 feet), blast production rate peaks of up to 30,000 bank cubic meters (39,200 bank cubic yards) per day, blistering summer air temperatures up to 60°C (140°F), and security concerns about the storage of large quantities of explosives in the Middle East region. The solutions to these challenges were engineered by UEE Explosives and centered around the use of a microgel bulk explosive called Rioflex™ and an international team of engineers and operators from three continents. The microgel and accompanying pumping system allowed pumping rates of up to 17,400 kg (38,400 lb) per day, and more importantly, enabled the bulk product to remain as an oxidizing matrix whilst in transport and storage, transforming into an explosive only moments before being pumped into the blastholes. This case study outlines the underwater drill and blast process employed at the Mubarak Pumping Station Project at Toshka, and the novel solutions to the unique challenges encountered.

The results are obtained pic-torially, and by simple measurements and calculations the percentage of recovery is obtained qualitatively as a function of the total input. Introduction The increased demand for petroleum products, together with the decline in discovery rate and the higher cost of recovery as deeper formations are brought into production, has stimulated interest in methods for studying and predicting efficiencies of various production programs. Among methods Of recovery that have become of increased significance recently are gas recycling in condensate fields and secondary recovery by water-flooding. The electrolytic model is a useful device for studying such methods in the laboratory, at least in a qualitative way. The original experiments with electrolytic models and the development of their application to the study of secondary reCoverY problems were published in 1933. 1,2,3 Subsequently other investigators continued the development and modification of the bait method, with resultant improvements and extension of its applications.4-7 The method and equipment to be described here are thought to represent still further improvement in the results obtainable, with increased validity in their application to field problems. Sand OF Principles of Operation The underlying theory of the operation of the model is given in references I, 2 and 3. However, a brief statement of principles involved is given herewith. The applicability of the model is based on the fact that Ohm's law and d'Arcy's law are exactly analogous; whence, electrical flow through a conducting medium may be used to simulate homogeneous fluid flow through a permeable medium. If two electrodes are placed in a conducting (ionized) solution and connected to the positive and negative terminals of a source of direct current, the positive ions of the solution will move toward the negative terminal, Since the velocity of an ion in an electrolytic medium is proportional to the electrical gradient, just as the velocity of a fluid particle in a porous medium is proportional to the pressure gradient, the motion of the ions in the potential field will be the same as the motion of fluid particles in a porous medium if the positive and negative terminals (input and output wells) and boundary conditions are made equivalent in shape and distribution. Lightweight aggregates have become increasingly important to the construction industry. From 1953 to 1960, the quantity of the aggregates used in concrete block, precast and prestressed concrete, and monolithic structures increased about 92 percent. The present study was conducted in Bureau of Mines Area IV which encompasses the South-Central States of Arkansas, Kansas, Louisiana, Mississippi, Missouri, Oklahoma, and Texas. This is an administrative area and does not delimit a market area or imply an economic unit. Because of the increasing importance of metropolitan areas in evaluating economic growth, significant data showing relationships between growth of the metropolitan areas and the lightweight aggregate industry are included.

"One of the main problems encountered in employing sublevel caving is the inherent high dilution factor. The operating results at Granduc illustrate that this dilution can be closely controlled and satisfactory recoveries achieved, in base metal ores grading less than 2.0% copper equivalent, by using an assay grade control system based on the fundamental draw characteristics. The history of draw control procedures employed since the start of operations provides an effective comparison between this system and one based mainly on tonnage. The transverse and longitudinal sublevel caving mining methods are described and it is shown how improvements in design layout, operating practice and draw control in narrow complex ore zones (12-foot minimum width) have raised the operating performance of the longitudinal system to a satisfactory level."

The article deals with the use of a digital twin in the assessment and optimization of a conveyor system in the Chilean copper mine. This example shows that a digital twin is initially just a new (albeit powerful) tool with which the system behavior can be examined. The benefits for the customer arise through the system identification and automatic detection of critical deviations from the target state. This knowledge allows mine management to react and coordinate operational and/or maintenance counter measures to insure optimal performance of their conveyor system. The information derived from the BeltGenius digital twin also allows mine management to gain a clear perspective of the overall efficiency of their conveyors, which will be invaluable for future conveyor component selections.

Under a cooperative agreement between the Bureau of Mines, the United States Geological Survey, and the United States Bureau of Standards, a study of the stone-quarrying industries of the country was begun in 1914. The results of investigations made have been published from time to time.1 During the World War the Bureau of Mines centered its attention on problems relating to national defense, and detailed studies of stone-quarry problems were not undertaken except for an investigation of labor saving at limestone quarries, reported in Technical Paper 203, which related to a question of military importance. Since the return of peace, the high cost of materials and labor has made more imperative than in prewar times the conduct of investigations for aiding the quarrying industries in every way possible to adopt more economical methods and to utilize the most efficient labor-saving equipment. The publications already issued have had a wide demand, and in the interest of the quarry industries the bureau proposes to issue additions to the series as rapidly as funds are available. In an endeavor to promote economy and the reduction of waste in the slate industry, a study of slate quarrying was begun in 1920 and covered a period of about two years. Sixty-five active quarries were visited, and a detailed study made of all problems bearing on their successful operation. Field study was supplemented by a study of all information available in books or published articles on slate quarrying.

THERE have been numerous examples in recent years of the similarity between aging behavior and diffusion behavior, where a plot of the logarithm of the aging rate versus the reciprocal of the absolute temperature yields an approximate straight line, analogous to a similar plot of the diffusion coefficient D (log D vs. 1/T). Austin and Rickettl have pointed out that this linear relationship holds empirically for the de- composition of austenite into pearlite and bainite in carbon steels, and Robertson' has shown similar trends in the aging of 24S-type aluminum alloys. Jenkins and Bucknall³ have also demonstrated the association between aging and diffusion rates for nickel-silicon-copper alloys. Jetter and Mehl,4 however, have shown that the maximum rate of dilation of a series of aluminum-silicon alloys does not show this linear relation and Mehl5 has pointed out that careful study of available knowledge indicates that "aging rates increase with temperature approximately exponentially, whereas D increases precisely exponentially." He further notes that "the rate of aging at a given temperature is the greater the lower the melting point of the alloy, which is also true for D." This paper describes the aging changes occurring in a zinc-25 pct manganese-15 pct copper-0.1 pct aluminum die casting alloy. It was found that this alloy does show this linear relationship and use was made of this relationship to estimate aging rates at low temperatures from data acquired at elevated temperatures. It should be noted that the aging reaction is being studied only indirectly, using changes in certain properties as criteria of the progress of the phenomenon. This alloy is purely an experimental one and is not available commercially. Zinc-Manganese-Copper System: The zinc-rich portion of the zinc-manganese-copper diagram which is of significance in the present work is quite uncertain. X ray examination of the alloy as die cast shows a phase similar to the epsilon phase (hexagonal close packed) of the copper-zinc system. All of the data accumulated indicate that the epsilon phase of the zinc-manganese-copper alloy is stable at high temperatures; that is, 500°C or above. Below this temperature a new phase is precipitated on annealing, and a decrease in specific volume occurs. At elevated temperatures this phase change occurs quite rapidly, while at room temperature the alloy has shown no change after several years. According to X ray data, this precipitated phase resembles the gamma phase (cubic) of the copper-zinc system, a hard and brittle structure. Chemical and mineralogical characterization of Malaysian monazite, a phosphate mineral, bearing rare earth elements separated from the tin tailings originated from Ipoh, Perak, Malaysia, was performed in this paper. The study aims to collect detailed information on the chemical composition, crystal phases, and microstructure of the mineral monazite concentrate that would aid to optimize the subsequent hydrometallurgical processes for high-efficient separation of thorium and other associated rare earth elements. A systematic characterization study of the concentrate was conducted using techniques such as optical microscopy (OM), scanning electron microscopy (SEM) equipped with energy-dispersive X-ray spectroscopy (EDS), and Fourier-transform infrared spectroscopy (FTIR). These techniques analyzed the morphological details on the surface, elemental analysis, and mineral association assessment and identified the surface functionalization groups. The bulk composition and the mineral phases in which the elements are present were studied by wavelength-dispersive X-ray fluorescence (WD-XRF) and X-ray diffraction (XRD) studies respectively. The XRF analysis confirmed the presence of Ce, La, Nd, Pr, and Y (rare earth oxides: REO’s ~ 60 wt.%) while thorium dioxide (ThO2) accounted for 7 wt.% of the total composition. Traces of Ca, K, Al, Fe, Ti, and Mn were also confirmed by SEM elemental mapping. The XRD results confirmed that the concentrate was primarily composed of monazite (Ce, La, Nd, Th (PO4)) along with minor impurity phases of quartz. Automated mineralogical analysis was used as a confirmatory tool to corroborate the preliminary evidences. Based on the particle size distribution analysis supported by SEM, the majority of monazite grains were found to be present in the size range of 170–210 μm. Strong bands of PO4 and SiO4 were observed in the IR spectra corresponding to the phospho-silicate matrix of the REE mineral.

Analysis of the helium content of a natural gas presents more than the usual difficulties encountered in applying the thermal--conductivity method because of the relatively small amounts of this inert gas present and the wide variation in the other constituents. However, the numerous advantages of this method and its adaptability to continuously recording and control instruments make it worthy of consideration. A specific application of the method described yields quantitative results only when used with gas mixtures of known qualitative compositions which vary within predetermined limits. Periodic analyses for the helium content of a producing gas well may be conveniently made by an absorption method3/ and a continuous analytical method is not necessary for this purpose. Natural gas containing 1.75 to 1.90 percent of helium produced from Government-owned wells is processed in the Amarillo (Texas) Helium Plant of the Bureau of Mines. The helium extracted in the plant is supplied to the Army and Navy, and the processed natural gas is sold to a commercial gas company4/. As complete recovery of the helium in the raw material is not economically practicable, the processed gas contains 0.1 to 0.3 percent of helium, depending upon conditions of operation;- Production is checked against the helium removed from the gas, which before the installation of the thermal--conductivity apparatus was calculated from the analysis of a cumulative sample of the processed gas. As conditions of operation affect the residual helium content to a large extent, a composite sample was an uncertain index of the efficiency of the process.

On 13 October 1993, a shallow earthquake registering 7.1 on the Richter Scale occurred near Tauta in the Finisterre Range of Papua New Guinea (PNG) killing 37 people. The aftershock series lasted three months and resulted in considerable landslide damage that destroyed villages, food gardens and airstrips, and blocked rivers causing catastrophic flooding. These effects have irrevocably altered the form of many of the valleys and rivers draining into the Markham and Ramu valleys.The earthquake occurred in a pilot study area for a landslide hazard mapping project being carried out by the PNG Geological Survey that commen-ced in April 1993. Comparisons made between areas identified as unstable during the study with those damaged by the earthquakes show good correlation.It is concluded that aerial photograph and Landsat TM imagery interpretation can be used with a high degree of confidence to identify potential landslide hazards in mount-ainous terrain. Landslide hazard maps are promoted as a tool for use in the route planning of roads and powerline corridors, as well as for identifying vulnerable communities.

This Bureau of Mines report is devoted to descriptions of systems that provide in-mine wired telephone service. Although they may incorporate other features, each system described functions to allow one telephone to selectively access another telephone. Except for the paper on Conventional Telephone Equipment, the equipment described is newly developed and specifically designed to satisfy the requirements of underground mine communications.
