This surveillance report summarizes data on work-related fatal and nonfatal injuries, illnesses, and hazardous exposures in the mining industry for the 10-year period 1986-1995. The term ?surveillance,? as used in public health, may be new to many readers of this report. With regard to occupational safety and health, the goal of surveillance is to describe the occurrence of work-related injuries, illnesses, and known hazardous exposures; to identify new hazards that may occur due to the introduction of new technology or other factors; and to assess the effects of preventive measures designed to improve worker safety and health. Surveillance provides an overall picture, which can be used to focus resources on areas most in need of prevention programs or further research. Surveillance generally requires the use of multiple sources of data, all of which have their own strengths and limitations. Surveillance in the U.S. mining industry is complicated by the fact that U.S. national data systems that provide information on mining are based on two different definitions of the mining industry. One is established by the Mine Safety and Health Administration (MSHA), the other by the Standard Industrial Classification (SIC) System [Office of Management and Budget 1987] and the 1980 U.S. Bureau of the Census (BOC) Classification System [U.S. Bureau of the Census 1982].

The Morning Star diorite dyke has been subjected to two periods of mineralization. The earlier, genetically related to the dyke magma, gave rise to a weak chalcopyrite-pyrrhotite-pentlandite-gold mineralization in a narrow zone, up to 25 cm. wide, which parallelsthe nearby western (hanging) wall of the dyke. Subsequently a set of conjugate shears formed in the dyke as a result of tectonic movements. Gold-quartz veins formed in these shears giving rise to the classical "ladder veins" of the Morning Star mine. On either side of the veins ("floors") the diorite has been bleached for up to 3 ft. This involved introduction of much CO. and some K"O, and S with abstraction of SiO. and FeO, giving rise to carbonates, sericite, zoisite and pyrite. The veins consist of quartz with minor amounts of albite and carbonate, together with pyrite, arsenopyrite, pyrrhotite, chalcopyrite, sphalerite, tetrahedrite, galena, bournonite, boulangerite and gold. Spectrographic analyses of gold show that the suite of trace elements is consistent throughout the mine.INTRODUCTIONThe gold-quartz veins of the Morning Star Gold Mine, at Wood's Point, Victoria, are a classic example of the "ladder vein" type of deposit. The structure of this series of repeating quartz veins or "floors", some barren and some productive, occurring in a set of conjugate shears which transect a "dyke bulge" of diorite (Fig. 1), has been described on numerous occasions as mining has progressed and figures in the textbooks (Whitelaw, 1905; 1916; Junner, 1920; Lindgren, 1933; McKinstry, 1935; 1942; 1949; Kenny, 1949; Hills, 1952; Clappison, 1953) ; but there has been no study of the mineralization apart from that in Junner's (1920) general study of the Walhalla-Wood's Point Goldfield, made at a time when mining had not developed below the 400 ft. level,. and the mine was dormant.

The use of electrokinetic or zeta-potential phenomena in studies of the properties of mineral sulphides has increased greatly over recent years. This review aims to examine and discuss the body of literature on the subject of electrokinetic properties of sulphides in a comprehensive and critical manner. Although the review covers the period from 1925 to 1975, it is only in the past ten years that researchers have been fully aware of the implications and problems of chemical reactions, notably oxidation and precipitation reactions, on the surface properties of sulphide minerals. These papers are discussed in more detail than the earlier publications. A table containing a list of determinations of iso-electric- points and points-of-zero-charge of mineral sulphides, and the methods employed in obtaining these results, is presented.

Interest naturally attaches to fissuring and subsidence of the earth's surface, whatever the cause may be, and the induced movement and fissuring of the impervious strata overlying an oil sand is of even greater practical importance because of its bearing upon the recoverability of the portion of the oil not already extracted or extractable by ordinary production methods. It is probably true that significant ground movement induced by oil production occurs only in oil fields in relatively young formations, where the oil comes from incoherent or only slightly cemented sands and oil-soaked clays, but inasmuch as a great proportion of our "gusher" wells produce from "running" sands and yield a large part of the total oil output, it seems worth while to make an effort to inspire the collection and recording of data indicating the nature and magnitude of oil-field subsidence, both surface and subsurface. Goose Creek Field The single known instance in which the nature and magnitude of the surface subsidence incident to petroleum withdrawal has been accurately ascertained is that in the Goose Creek oil field of Texas, described by Pratt and Johnson.' There subsidence caused the submergence of a considerable area within the oil field, and, because the title to the naturally submerged lands of Texas rests in the State, it became necessary to determine whether the submergence was due to natural or artificial causes. A detailed study revealed that the sunken area conformed very closely to the limits of the productive oil field and that the cumulative depression over an eight-year period ranged from zero at the margin to 3.25 ft. at the center. Just prior to the close of the century, the Mine Safety and Health Review Commission issued its long-awaited decision in Berwind Natural Resources et al. vs. Secretary of Labor[1] to usher in the new millennium. The case arose as a result of a mine explosion in Eastern Kentucky resulting in the US Mine Safety and Health Administration's (MSHA) issuance of 225 citations, not only to the contractor but to four affiliated entities of Berwind Corp. While an Administrative Law Judge dismissed citations to three of the four Berwind entities, MSHA and the remaining Berwind entity appealed the case to the commission. Although the commission effectively left intact the administrative law judge's decision, it announced a new theory of liability that would apparently be applied in the future, namely the unitary operator theory.

"IntroductionDuring 1994, Barrick Gold Corporation, or American Barrick at that period, acquired Lac Minerals Ltd. properties. One of them was the Bousquet Complex. The Bousquet Complex is divided into three distinct sites: one mine (Bousquet 2), one mill (Est-Malartic Division) and one analytical chemistry laboratory (Les Terrains auriferes).The Bousquet 2 orebody was discovered in 1986. An extensive drilling program was initiated during 1987. Its purpose was to define the orebody extent. At the end of 1997, gold production from Bousquet 2 mine reached 1 290 000 oz of gold from a cumulative tonnage processed of 4 175 000 M t.From 1980 to 1990, the Est-Malartic mill was used for the treatment of ore from the following mines: Bousquet 1, Doyon, Francoeur (Richmont mines), Buckshot and 1-20 stope. At present, the mill receives ore from the Bousquet 2 mine.HistoryThe Est-Malartic mill is located close to the town of Malartic in northwestern Quebec. The mill has been in production since the mid-1930s processing mainly clean, free mill gold ore. Active mining from the Est-Malartic mine ceased in 1979 and the mill was switched to custom processing of ore from La Mine Doyon located some 45 km to the west. This custom processing arrangement continued until 1987 when the expanded mill at Doyon became available to process all of the Doyon production. In 1987, Lac Minerals commenced development of a second mine at the Bousquet site located 40 km west of Malartic. This mine, Bousquet 2, is the down dip extension of the La Ronde mine developed by Agnico Eagle. During pre-feasibility evaluations, it was determined that it would be economically more attractive to modify the existing Est-Malartic mill than building a new facility on site. The Est-Malartic mill modifications for processing the high-copper/gold ore from the Bousquet 2 mine began in late 1989 and new circuits were commissioned in mid-1990. Modifications included the addition of both gravity and flotation concentration circuits to recover coarse, free gold and the copper. The existing leaching circuit continued to operate on the copper flotation tailings with some minor modifications to the solution handling systems. A S02/Air cyanide destruction circuit was also added at that time."

HAND picking was the earliest form of coal preparation, first practiced to improve the outward appearance of the coal being loaded and to remove any pieces that might appear objectionable to the buyer. It is still extensively practiced on the plus 1-in. sizes and particularly on the plus 4-in. and larger sizes. The percentage of ash reduction that can be obtained by hand picking depends entirely upon the amount of free impurity occurring in the coal. In a particularly dirty seam, where a considerable quantity of rock occurs with the coal as mined, hand picking produces sizable reductions in ash. If the coal is prepared clean at the working face hand picking is a final check; in some cases, on the smaller sizes, it is practiced only to show that an effort is being made to prepare a clean product. Because of the variety and different methods of handling coal, the early plants were not always adapted for e5cient hand picking. At most mines an attempt is made to - remove the visual impurities at one or more of the following places in the surface plant: (1) in the tipple during screening; (2) on picking band, belt, or shaking conveyors; (3) during the loading of the coal as it goes into the railroad car. Whatever the physical arrangements of the plant may be, the usual practice is to run the coal over the screen, picking table or boom at such a rate that each piece of impurity is exposed to the view of the picker. Coal should be uniformly sized and spread out on the table so as not to exceed one particle in depth. The flow should be even in tonnage and the speed of travel should be from 30 to 60 ft. per minute and not exceed 80 ft. per minute. The dirtier the coal, the slower the speed required for a fixed number of pickers. Actually, picking capacity depends on the number of particles per minute that can be picked out and rejected. The percentage of impurity removed is determined by this and the average weight of piece rejected. Handling a mixture of sizes from nut to the largest lump over the same picking table or conveyor is not conducive to efficient separation by hand picking because the lump hides the smaller impurities. Picking tables should not exceed 5 ft. in width, so that a picker on either side will be able to remove impurities from the center of the table. Guards usually are placed at the side of the screen, boom or table, to allow the pickers to stand close enough to remove the impurities without too long a reach.

G. A. Moore—The tin-fusion method has been a very favorable possibility for many years. The authors apparently have settled the question that delayed the method for a long time by showing that no hydrogen is absorbed in the tin. This, of course, is very important. I want to make a few remarks concerning the absolute accuracy of analysis, which must be the final basis for deciding among the various methods. From the figures in the paper, there seems to be some re-maining slight discrepancy on the actual amount of hydrogen present in various samples which may be presumed essentially identical. (This is of the order of the precision of individual analyses but appears in averaged results.) From the analyst's viewpoint, the tally of hydrogen content can be regarded as occurring in three portions. First is a large portion which comes off easily and automatically during sample storage and later on heating in the apparatus. This is fairly easily analyzed. Second is an item which may be either positive or negative in the tally sheet. In warm or hot evolution, this is a portion which, in practice, can never be re-

The creep rate of polycrystalline tin was studied as a function of temperature and stress in constant stress experiments. The temperature was varied from room temperature to almost the melting point of tin. Activation energies were calculated from tests run at the same stress. It was found that on a log creep rate vs inverse temperature plot the experimental points did not fall on one straight line but on a line which changed its slope in the 90° to 160°C region. Two activation energies for the creep of tin can be calculated from the data: a value around 26,000 cal per mol at high temperatures and a value around 11,000 cal per mot at low temperatures. It is suggested that the discrepancies between the creep activation energies and those of self-diffusion can be accounted for if self-diffusion takes place predominately by Zener's ring mechanism rather than through vacancy or interstitial movement. SHERBY, Orr, and Dorn' and Dorn' have recently reviewed some of the data on high temperature creep of metals. -The data show that the activation energy of high temperature creep is approximately equal to the activation energy of self-diffusion. This same correlation has also been successfully made between the activation energy of grain boundary relaxation and that of self-diffusion.3,4 The metal tin does not fit into this simple picture. Its activation energies of self-diffusion differ appreciably from that of grain boundary relaxation and of creep. Fensham,5 from a precisely performed experiment, has determined that the activation energies of self-diffusion of tin are 10,500 and 5,900 cal per mol along the C and A axes, respectively. There are two energies because of the anisotropic nature of tin. Rotherham, Smith, and Greenough6 have shown that the grain boundary relaxation activation energy is 19,000 cal per mol (measurements made from room temperature to 100°C). Puttick and King7 found the same activation energy for grain boundary slip in bicrystals of tin (180° to 225°C region). Until recently, there was no high temperature large strain creep data on tin suitable for activation energy calculations. At rather small strains (up to 0.01), Tyte8 had made a series of measurements on tin from which activation energies can be calculated. In Fig. 1 are plotted some of his data on a log creep rate vs inverse temperature graph. It can be seen that Tyte's work indicates that at a relatively low temperature the activation energy is around 7,400 cal per mol but at higher temperatures the activation energy increases. The Rabbit Lake In-Pit Tailings Management Facility contains frozen layers of tailings due to subaerial deposition during the coldest periods of winter. Thawing is required to ensure full consolidation of the tailings and to regain disposal space presently occupied by ice. Electric resistance heating has been used to heat soil for bitumen extraction and remediation of volatile contaminants. A preliminary evaluation of the application of electric resistance heating to thaw about 0.3 cubic metres of frozen tailings was conducted using tailings frozen at about -2 oC. Visible thawing of the tailings mass was observed after 25 hours, demonstrating the feasibility of this approach.

The paper outlines the main objectives of the project that concern the evaluation of the possibility of uranium production from indigenous resources since Poland enters the nuclear program. The best available technologies are considered for uranium extraction and obtaining the yellow cake - U3O8. Liquid-liquid extraction with novel extracting agents, as well as membrane processes for separation of by-products will be tested in course of the project. The technological part will be completed with techno-economical analysis. The Uranium Province of Lagoa Real is located in the mid-south region of Bahia State, Brazil. Uranium is the only mineral wealth, occurring mainly in the form of uraninite. The region has been searched for uranium since 1971 and 35 anomalies were detected, distributed over 1200 km2. Seven are now taken as deposits, accounting for reasonably assured resources of 100.000 tons of U3O8. This paper describes the geological aspects of the area, the exploration and mining activities done so far by the state company INB and the perspectives for the near future, when a raise in the country?s uranium demand is expected.

MERCAPTOBENZTHIAZOLE and its sodium salt are marketed under the trade names Flotagen and Flotagen S respectively, for use as collectors for cerussite and other minerals. The structural formulas for sodium mercaptobenzthiazole and for sodium ethyl xanthate are: [ ] Chemically there is a resemblance between the two compounds, though the free acid (mercaptobenzthiazole itself) is much more stable than xanthic acid. Both are readily oxidized, e.g., by iodine to disulphides, and can be estimated by iodometric titration. Qualitatively they are similar as collectors in flotation, although there are quantitative differences between them that may be important in practice. It is deduced that the influence of the nitrogen atom is subordinated to that of the sulphur atoms, and that the dominant group of these compounds is the mercapto group -SH or -SNa. The general method of investigation has been based on contact tests. Two temperatures, 10º and 35º C., have been chosen, and with a standard concentration of 20 mg. per liter of mercaptobenzthiazole (i.e., of the free acid) the influence of alkali, cyanide and copper sulphate on contact at sulphide mineral surfaces has been studied. This standard concentration corresponds to about 19 mg. per liter potassium ethyl xanthate; it brings out the differences between the minerals better than a higher concentra-

INTRODUCTION The driving of drifts is a very important aspect of underground mining. It is not unusual for the percent¬age of rock broken during development in a mine using sublevel caving, for example, to be as much as 25% of the total. If one also considers the amount broken for transport, ventilation, and exploration drifts, one can easily understand that the planning and excavation of drifts play a major part in the total economics of the mine (Fig. 1). Increasing mechanization in mining demands larger tunnel areas for transport and mining equipment. With modern machines the hard work involved in using hand¬held pushers is gone, and a better environment is achieved. More rational methods could be used, but much of the experience the working man acquired by working close to the rock face (such as utilizing the natural weak planes in the rock when he placed the drill¬ing holes) has unfortunately been lost. By having sepa¬rate shifts for drilling, loading, and hauling, more atten¬tion has to be placed upon a well-designed drilling pattern. Some reduction in the number of holes required can be achieved with mechanized drilling because of the larger holes that can be produced. On the other hand, it is probably not possible to achieve the same precision as with pneumatic pushers, and it is difficult to utilize the larger holes because these cause more damage to the re¬maining rock. Recently, however, the precision has be¬come very good with the parallel booms and automatic devices for setting the lookout angle (Fig. 2). A larger arch of the drift roof requires a more carefully executed blasting procedure than before in order to prevent rock fall and to insure a sufficiently long stand-up time. In this chapter, empirical relationships that can be used to design an economic and optimal drift blasting design will be presented. The principles of the calcula¬tion method are based upon the earlier work of Langefors and Kihlström (1963) and Gustafsson (1973). COMPARISON OF EXPLOSIVES To provide for the use of various explosives it is necessary to have a basis of comparison. Several meth¬ods have been developed to characterize the strength of an explosive. Some examples are comparison of values given by (1) calculated explosion energies; (2) the ballistic mortar test; (3) the Trauzl lead block test; (4) the brisance test; (5) the weight strength concept; and (6) the underwater test. From a computational point of view calculating a variogram is a perfectly simple operation. For any particular study, we know which variable is to be studied. We also have a good idea of structural parameters which are likely to be important (the scale of the phenomenon, the probable direction of the anisotropy, etc.). Finally, we know the structure of the data file. So we can specify the parameters to be used to calculate the variogram (the distance classes, the angular classes, etc.). This allows us to decide which variogram program is most appropriate (1, 2 or 3 dimensional data, regularly or irregularly spaced, etc. ) . In general, the basic statistics (mean, variance, correlation? etc.) have been calculated beforehand, and so the distribution of the data is already known. Consequently, the choice of the parameter values fed into the variogram is by no means arbitrary. But it must nevertheless be made before the' variogram is calculated. If the resulting variogram is not satisfactory, the whole sequence of operations has to be repeated. Before going on to see how this can be avoided, it is worthwhile having a brief look at the common causes of "unsatisfactory" variograms.

In its investigation of more efficient methods for utilizing the coals and lignites in the United States, to the end that waste might be avoided, the value of low-grade coals increased, and the life of the nation's fuel resources prolonged, the technologic branch of the United States Geological Survey carried on a study of the factors involved in the manufacture and use of briquets, including the suitability of various coals for briquetting, the cheapest and most satisfactory binders, and the furnace behavior and evaporative efficiency of briquetted fuel. The investigations had their beginning in the work done at the coaltesting plant at the Louisiana Purchase Exposition, St. Louis, Mo., in 1904, and were continued at St. Louis and later at Norfolk, Va. Accounts of various tests and statements of the conclusions to be drawn from them have appeared in a number of bulletins. a In connection with the work at Norfolk, comparative steaming tests were made in stationary, marine, and locomotive boilers with run-ofmine coal and the same coal formed into briquets of two sizes. The tests in a locomotive boiler that are described in detail in this bulletin were undertaken to add cumulative evidence to work done at other places. They were made possible through the courtesy of the Seaboard Air Line Railway Company in supplying both the locomotive and the coal used. During the trials the locomotive stood on a side track in the shop yards of the railway company at Portsmonth, Va. No running tests were made.

The iron ore bodies of the Iron Springs district are replacement deposits of magnetite and hematite in Jurassic limestone around the borders of three intrusions of quartz-monzonite porphyry. Production in the period 1923-1965 was about 72,000,000 tons, nearly all of which was direct-shipping ore from open pits. The intrusions are laccolithic in form; all three were emplaced at the same stratigraphic horizon, which had been a zone of decollement gliding during the Laramide orogeny. The intrusions and associated volcanic rocks are post-orogenic. There was no change in the thickness of the limestone during the metallization. Comparison of the composition of the limestone and stratigraphically equivalent replacement ore indicates that, with every million tons of iron, there were additions of 40,000 tons of silicon, 20,000 tons of magnesium, and 10,000 tons of aluminum. The ore-forming fluid was derived from the exposed porphyry. The iron was first incorporated in hydroxyl-bearing mafics, which crystallized in depth and were carried upward in the magma that formed the hypabyssal intrusions. The mafic phenocrysts decayed deuterically in the new environment, releasing iron into the interstitial fluid of a consolidating crystal mush in the interior of the intrusions. Primary tension joints, which opened in areas of late intrusive distention, served as roots through which the ore-forming fluid was drawn from the crystal mush.

The City of Kalgoorlie/Boulder is situated approximately 600 kilometres to the east of Perth (Fig. 1), and is the major regional centre of the Eastern Goldfields, supporting a population of approximately 25,000. The formation of Kalgoorlie Consolidated Gold Mines in 1989 brought the existing operat- ing entities adjacent to the city under common ownership and management. The Joint Venturers forming the management company are Homestake Gold of Australia and Gold Mines of Kalgoorlie (a Normandy/Poseidon com- pany). This traditional underground mining centre has been worked since 1893, yielding 40.8 million ounces of gold from ore with an average head grade of 10 grams per tonne. Historically the heart of the operation has been the famous Golden Mile located on the Eastern perimeter of the city, in the area known as Fimiston. The other significant operations that form KCGM are the Mt Percy Open Pit and the Mt Charlotte Underground Operation. KCGM's current production is 520,000 ounces per year, with the com- bined Fimiston operations (open cut and underground) contributing 400,000 ounces. The current expansion will increase production levels by a further 150,000 ounces. Traditionally 98 per cent of gold has been sourced from underground areas, however the recent upsurge of open cut operations is rapidly overturning this historical relationship.

"Linking results from laboratory scale experiments to industrial flotation behaviour is challenging. Typically, such experiments involve batch tests in which the system does not operate at steady-state, making it difficult to infer the effects that operating conditions have on flotation performance. In order to overcome this limitation a 4-litre recirculating tank was previously developed at Imperial College London. This tank is capable of reaching, and operating at, steady-state by recycling overflowing concentrate back into the feed. As well as instruments to control operating conditions, it is fitted with a system of sensors that allow the surface of the froth to be dynamically monitored. From this information, it is possible to measure the air recovery—a proxy for froth stability. Thus, this bench-scale tank can be used to understand the effect of differing operating conditions on flotation performance at steady state. However, so far, this cell has only been used to investigate idealised systems with only one or two species.Reprocessing of tailings dams is not only environmentally desirable but also increasingly economically feasible due to the declining head grades of primary deposits. There is also the added benefit of no further milling being required prior to flotation. However, the effects of fine and ultrafine particles on froth stability are not yet fully understood. In this work, the bench-scale continuous tank has been used for the first time to determine the flotation response of a complex feed, consisting of samples from a copper tailings dam, to changes in operating conditions. It was shown that the froth stability in the system is comparable to that of previous work and industrial tests, with a peak in air recovery being found at a superficial gas velocity of 1.13 cm/s. There is scope to optimize the froth stability of tailings flotation for enhanced metallurgical performance."

This report, 27th in a continuing series1, describes Bureau of Mines research and technologic work on coal and related investigations during 1962. While the brief discussion in each section of the report presents only the highlights of Bureau work during the year, details of many investigations can be found in publications cited in this text. Other work, reported here for the first time, will be covered in greater detail in later publications. Recent trends in coal research and technology both at home and abroad were reviewed in several publications2. Bureau research, as in the past3, continued to stress improved methods of mining, preparing, processing, and using coal. The program included a wide variety of applied and basic studies for developing information useful to the coal mining industry and the coal consumer while promoting wise conservation and utilization of our coal resources.
