It's a pleasure to be included with this group. I am not here to sell my services, but rather to share with you some ideas and considerations on using environmental consultants. Environmental consultants have developed some problems as well as created new costs for companies that are as legitimate as engineering costs. Each day the mining industry is becoming more affected by the proliferation of environmental regulations and their interpretations by federal and state agencies. How does a modern mining company cope with all the demands for environmental consideration by regulatory agencies and special interest environmental groups-- yet produce a product and make a profit? One way is to make efficient use of environmental consultants. But, as everyone here knows, this approach has been fraught with seemingly inherent frustrations, difficulties, and much justified criticism.

In 2006, a total of 4,573 stone mining operations reported employment to the Mine Safety and Health Administration (MSHA).1 Stone mines comprised 30.7% of all mining operations. ? Mines producing the primary commodity of limestone (crushed and broken) comprised the largest number of operations (n=2,042; 44.7%). ? Stone mining operations were located in all states and territories except Delaware and North Dakota. ? Pennsylvania had the most stone mines (n=368; 8.0%), followed by Texas (n=342; 7.5%).

INTRODUCTION Interaction effects between mining operations developed on different levels of contiguously placed bedded deposits are a major problem in many parts of the United States. Efficient design criteria, derived from careful analysis of field studies as well as theoretical and model analysis, have shown that many problems that may result from seam interaction can be avoided, minimized, or on occasion used with beneficial results. Selection of seam mining sequence is rarely based only on ground control considerations, but rather on factors such as seam ownership, characteristics and accessibility. Therefore all possible mining sequences and methods must be considered in the development of multi-seam design criteria. Increased utilization of the longwall method of mining creates special problems in multi-seam mining due to the inevitability of caving and, therefore, subsidence. Considerable valuable experience has been gained in this direction from British mining operations where interaction problems are extremely common and the longwall method is the primary method used. However, limitations persist in the application of much of this information to U.S. conditions due to variation in layouts between advancing and retreating longwall systems and the inherent difference in the geologic environment. Considerable field data is available for U.S. room and pillar operations, and where successful pillaring operations have been carried out close parallels may be drawn with ground control mechanisms in longwall operations. VARIABLES AFFECTING INTERACTION Analysis of ground control multi-seam problems shows that factors contributing to interaction may be classified into variables that are fixed by the geo- logic environment and those that depend on engineering design. These may be described as follows (Haycocks et al, 1982): Fixed: (i) Depth*, (ii) Innerburden thickness*, (iii) Innerburden physical characteristics*, (iv) Stress field, (v) Seam thickness, (vi) Coal characteristics, (vii) Completed mining operations either above or below the seam to ve mined, and (viii) Age of workings. Mining: (i) Height, (ii) Dimensions and geometry*, (iii) Method*, and (iv) Spatial location of entries* *These variables are regarded as being critical effects. Few attempts have been made to quantify the variables controlling interaction. Dunham's (1978) linear regression analysis, combined with the National Coal Board's MRDE Roadway Monogram, is probably the most noteworthy. This study involved eighteen multi- seam longwall mines in the United Kingdom. The following variables were taken into account: seam depth, pillar width, opening shape, floor and roof conditions, rate of face advance, vertical seam interval, and age and geometry of overlying workings. A multi-linear regression analysis of these variables fitted by appropriate field values developed a prediction equation for lower seam stability. Although the study included many variables, it neglected the nature or geology of the innerburden. The prediction equation was found unreliable, but it did show the significance of geometry as a factor controlling lower seam stability. MINING SEQUENCES Irrespective of the type of mining method selected only four possible mining sequences are possible for two seams. Finlay and Winstanley wrote in 1934. .. "Experience has shown that whether the upper or lower seam was worked first, the subsequent working of the other seam in the same area seriously affected the roads in the seam first worked." Those effects depended upon the four basic mining sequences: 1) The upper seam is mined out prior to mining the underlying seam; i.e., the seams are mined sequentially downward and mining of the underlying seam is not commenced until operations above are completed and have ceased.

"INTRODUCTION The rock-bit interaction during the cutting process in underground mines has been a matter of great concern to mining operators, researchers and manufacturers, particularly after the passage of strict environmental laws. Coal cutting bears directly on airborne coal dust generation and rock cutting generates frictional sparks which may cause face ignitions, jeopardizing the productivity, safety and economy of the industry. It is imperative to investigate into the factors which have influence on bit we.ar. Hurt and Evans (1981) concluded that the point attack bits have greater ignition potential than the conventional wedge shaped bits, and also worn bits were more responsible for ignition than the new bits. The results of a study (Khair et al., 1992) suggested that after 7% weight loss, the bit should be replaced. The polycrystalline compact diamond (PDC) tipped bits are reported to be cost effective in a study done by USBM (Twin Cities Research Center), and it was stated that the PDC tipped drill bits had 80 to 100 times longer life than the ordinary tungsten carbide (WC) tipped bits.This paper presents the results of the experiments which were conducted utilizing a coal cutting simulator at the laboratory of the Department of Mining Engineering, West Virginia University, USA. The description of the machine and the experimental set-up have been described elsewhere (Khair et al., 1989; Gehi & Khair, 1994), and therefore, will not be discussed here. The rock types which were used in experimen~ are Tennessee sandstone, Berea sandstone and Indiana limestone. The operating parameters include (1) drum speed, (2) water spray pressure and (3) bit type. Besides studying the wear characteristics influenced by the above mentioned variables, the effect of these parameters on the required cutting force, specific energy consumption, acoustic emissions rate and rise in temperature of the bit were also studied. A preliminary study was also done to compare we.ar characteristics of the WC bits with those of the poly-crystalline compact diamond tipped bits."

There is considerable economic incentive to increase the angle of open pit walls so as to reduce the total volume of waste to be moved to gain access to an orebody. However, a number of slope failures has increased the awareness of mine operators to the potential and consequences of slope failure. Sophisticated methods for the analysis of slope stability have been developed but they rely on an understanding of the appropriate parameters to describe the structural properties of the slope materials. Unfortunately, these properties change with time.The excavation of an open pit mine removes the constraint and weight of the overlying material and allows the newly formed slope to release previously locked in stress. The release of this stress allows the opening of joints and leads to a significant reduction in bulk modulus. The rock mass is also further affected by damage from nearby blasts. Such damage is cumulative and further reduces the modulus of the near surface material and weakens the bonds between structural elements in the slope.

INTRODUCTION The mining industry has been under- going a significant restructuring for the past several years. Some firms have been liquidated. Some have been merged with other firms. A number of mining divisions of larger firms have been spun off, in some cases in leveraged buyouts by management. Recently, there have been a number of spin outs of gold subsidiaries. There are also a number of start-up situations where new firms are emerging as significant gold producers through mine development or acquisition. This restructuring has created an attractive market for specialized mining finance firms, and a number of firms have recently entered that field in the United States. These firms provide financial advisory and valuation services to mining firms and project developers, and access to venture capital. In some cases, they invest for clients or for their own account. I have been asked to describe how our firm works, and what kind of information we expect to receive when mine developers seek our assistance in financing a project. HOW WE OPERATE Denver Mining Finance works for both mine developers and investors. We also provide expert advice on mining issues to governments and to firms who are in litigation over mining issues. A lot of our work involves valuing mineral interests for various purposes. Our principal expertise is in the technical, commercial, and financial area. We help put mining deals into shape commercially so that they can be financed, and we help investors get into mining deals that are commercially sound. We work on projects, but we also advise mining firms on the structure of their business and how to make the most out of one or several mines that they might own. In addition to our work for clients, we are also prepared to invest in mining projects for our own account, and to recommend gold properties for acquisition by our parent company, Royal Gold, Inc. We are, to some extent, a venture capital firm, in that we sometimes work with projects that are not "bankablerV1 and are prepared to invest in attractive early-stage situations in mining. However, I want to emphasize that our principal focus is on development of commercially attractive mining projects that can be brought into production in the best possible financial terms. If we can make a project qualify for a project loan from a commercial bank, we will not advise the developer to use high cost venture capital. For the purpose of this paper, I will focus primarily upon our functions with respect to development of precious metal projects. In a typical case, a firm with an advanced-staged project approaches us for help with financing the final feasibility study, and construction and operation of a mine. In some cases, the developer has already developed a financing plan and wants only our access to investors. If we agree that the project is sound and that the financing scheme will be attractive to investors, we will help the developer reach investors on a commission basis. In such cases, we are particularly insistent that the financing plan and our participation meet all regulatory requirements, particularly compliance with state and federal securities laws. In most cases, however, the developer asks us for advise both on how to structure the financing, and how it can be implemented. Here we work for fees based on hourly rates for advisory work,

It is suggested that the difference in ease of cross-slip among the fcc metals determines the relative amounts of [111] and [100] wire texture which occur in each metal. Since the ease of cross-slip is controlled by the stacking fault energy, it turns out that the amount of [111] texture should increase as the stacking fault energy increases. Arguments and existing data are presented to support the above suggestion. THE fcc metals generally have a dual texture, [11 and [loo], after wire drawing. As yet no fundament explanation exists concerning the variation of the amounts of each texture among the metals. Barrett&apos; has compiled data which show how the relative amounts of each texture vary from 100 pct [Ill] in the case of aluminum to 25 pct [l1] for silver. In this paper it is suggested that the value of stacking fault energy plays a major part in determining the amount of each type of texture. The double texture has its origin in the classical rotation of a single crystal under tension. An equilibrium position of the crystal is one in which three or more equivalent slip systems are operating simu taneously. Most crystals, initially, tend to rotate toward the [1ll] or the [l00] pole depending upon its initial orientation. This single-crystal behavior is essentially the same as the rotational behavior of the polycrystalline metal as worked out by Taylor.2 The next point to consider is whether the [Ill] or [100] orientation is more stable. There have been many discussions of this question3&apos;" which, in general, have lead to the conclusion that 11111 is most stable. For example, Pickus and Mathewson 4 suggested that a [Ill] texture produces more effective flow becake the [ 110] slip direction makes a smaller angle with the [111] than with the [loo]. A crude statistical argument will be presented which again favors the (1111 orientation. In order to maintain a pure [loo] wire texure, slip must occur in equal proportions in four of the six possible <110>slip directions. In order to maintain a pure [Ill] texture, slip must occur in equal proportions in only three of the six <110>directions. Since the <110> directions are the only slip directions in a fcc metal and if it is assumed that each of these six directions is equally probable, then the relative probability of a [1ll] texture vs a [l00] texture may be calculated. Site-cast samples are tested in unconfined, confined, and consolidated-undrained triaxial compression. Pore pressures during shear and consolidation characteristics are measured to determine both drained and undrained shear strength parameters and assess the potential for undrained loading. Since late 2010, CH2M HILL has been working with a confidential client who holds a long-term commitment to sustainable development (SD). The commitment is aligned with all three elements of the triple bottom line: people and society, ecosystems and environment, and financial and economic systems. These commitments are carried forward by the firm?s executives, managers, and operational sites, and are evident in materials posted on the company?s public website. These materials include a formal sustainability report prepared in accordance with the Global Reporting Initiative (GRI) guidelines (GRI, 2006), a report that outlines key SD challenges and progress toward the GRI targets, and a delineation of risks and opportunities outlined in the firm?s Form 10-K and Annual Report. In keeping with its commitments to SD targets, our client wished to consider SD issues in its decision processes for facility expansion or new projects. The company engaged CH2M HILL to meet this goal, based on working relationships established through existing contracts and CH2M HILL?s leading capabilities in sustainable solutions.

Fatigue is the primary cause of failure of structural and mechanical components subject to dynamic loading. Recognition of this basic fact and the development of appropriate techniques and details are important in the design and repair of off highway trucks (OHTs). The frames and appendages of OHTs and other mobile plant used in the Pilbara are subject to tough operating conditions. Any fatigue-prone details quickly show up and become a maintenance liability of considerable concern. Much of this equipment is approaching the limit of its fatigue life and maintenance managers face decisions on whether to repair or replace. Even new equipment often contains some poor details which suffer distress soon after commissioning. In those cases a repair is required which will reinstate the detail to its original intended design life. Repair details must be practical and cost effective. They must also be tailored to the capability and expertise available in the field or in local manufacturers&apos; establishments. This is particularly important where original equipment was manufactured overseas and long delivery times are involved. Lessons are drawn from components which have failed, using the evidence constructively, to provide an upgraded part or an improved substitute. With the experience now available it is relatively easy to extrapolate to cover new problem areas. This paper describes specialised techniques of mechanical fastening and detailing for low fatigue susceptibility, built up over many years of experience with OHTs and other mining plant and equipment in the Pilbara.

Australian continental crust has accreted and consolidated by thirds: 1/3 during Archean time, 1/3 during Early to mid- Proterozoic time, and 1/3 during latest Precambrian to mostly Paleozoic time. The progression of orogenic systems and the crustal consolidations they represent seem not fundamentally different in basic orogenic processes from better known Mesozoic-Cenozoic examples in that accretionary, continental margin, collisional, and intraplate intracratonic inverted and/or reactivated systems are all recognizable in the tectonic evolution of Australia.

This paper is the second of a series recording the results of tests made at various quarries throughout the United States to determine, (1) the relation between the size gradation of feed to, and product from, primary crushers; (2) the particle shape of crushed product; (3) the differences in gradation and particle shape produced by different tries of primary crushers; and ( 4) the differences in gradation and particle shape caused by crushing different kinds of stone. Primary crushing has received comparatively little attention in the technical literature in spite of tine fact that the design of the whole crushing plant should be correlated to the performance of the primary crusher.

The leaching of a Greek low-grade manganese dioxide ore, not amenable to conventional mineral processing operations, was studied using a mixed culture of Thiobacillus sp. bacteria. The experiments were carried out in specially designed continuously aerated and stirred tank reactors arranged in two-tank series. The first tank of each series was loaded with an elemental sulfur culture suspension while the second was loaded with a manganese ore high density slurry. The bacterial culture had been previously adapted to grow on elemental sulfur and also in the presence of manganese ore and dissolved manganous ion. A two level full factorial design was constructed in order to study the effects of the ferric ion concentration in the leach solution, the "elemental sulfu weight to ore weight" ratio, the ore pulp density and the composition of the dispersed gas. The responses which were investigated included percentage manganese recovery, co-dissolution of iron and manganese dissolution rate. Parameters with constant values throughout the experiments were the leach solution pH, the nutrient medium composition, the dilution rate and the ore and sulfur grain sizes. It was found that the ferric ion concentration was the most significant factor and had a positive effect on the final percentage extraction of manganese from the ore and also on the rate of manganese solubilization from the ore. The effects of the other factors studied are discussed in detail.

Many present direct reduction processes utilize iron ore concentrates for the production of sponge iron and the sponge iron is usually preferred as an agglomerate. Pelletizing a high grade iron oxide concentrate prior to reduction is a simple approach to the high capacity production of a uniform and agglomerated sponge iron product. The present paper describes the effect of different atmospheres and physical characteristics on the reduction of pelletized iron oxide concentrates. The kinetics of iron oxide reduction have been I studied by numerous investigators1-4 and a rate equation for the hydrogen reduction of hematite and magnetite has been proposed. Mc Kewan&apos; obtained kinetic data for the reduction of hematite spheres sintered at 13&apos;70°C (2498&apos;F&apos;). The kinetics of magnetite reduction was studied by Quets. He compacted the oxide at a pressure of 1 ton per sq cm and sintered the specimens to densities of 95 to 96 pct of theoretical. These studies demonstrated that the reduction of iron oxide is a topochemical process and that the rate of reduction is proportional to the receding surface area of remaining iron oxide. Thus, the measurement of the kinetics of iron oxide reduction depends upon the development of a measurable and well defined interface between metal and reacting oxide. It is evident that the reduction rate will be constant only when the rate of formation of the reaction product layer is constant. It was recognized by Joseph&apos; and Edstrom&apos; that the physical character of the oxide will determine the configuration of the interface between oxide and metal. The reduction of oxides which exhibit few pores or no interconnected pores should proceed by topochemical processes. However, if a massive or dense crystalline ore cracks during the reduction of the oxide, thus allowing the reduction to Proceed away from a well defined oxide/metal interface, then the observed reduction rate will vary or change during reduction. From a process standpoint, it would be difficult to apply absolute reduction rates determined for crystalline or nonporous iron oxide to the direct reduction of a porous pellet of iron ore concentrate. Most present direct reduction processes are attempts to utilize iron ore concentraates in the production of sponge iron. The sponge iron is usually preferred in an agglomerated form for subsequent melting practices. Pelletizing a high grade iron oxide concentrate prior to reduction is a simple approach to the high capacity production of a uniform and agglomerated sponge iron product. One process for preparing such a product has already been de-scribed. This paper describes the effect of different atmospheres and physical characteristics on the reduction of pelletized iron oxide concentrates. ORE CONCENTRATES STUDIED A magnetite concentrate from Reserve Mining Co. and a hematite concentrate from U.S. Steel Corp. were used in preparing pellets for these experiments. A head analysis of these concentrates is given in Table I. To compare the reduction rates of pelletized concentrates, it was necessary that each pellet contain equal amounts of oxygen which could be removed by reduction, regardless of the oxidation state, i.e., Fez% or Fe304. Also, because of the difficulty in preparing spherical pellets of uniform size, weight, density, and porosity for experimental purposes, pellets of a cylindrical shape were formed in a press.

IT is to be hoped that no casual reader will erroneously refer to the latest publication&apos; of the Division of Public Relations of the American Petroleum Institute, as being "Petroleum Facts and Fancies." The facts are so faithfully derived and the figures are so authentically sponsored by the highest sources that no person can read this valuable volume (287 pages and numerous tables) without being convinced that every- thing therein set forth is "the truth and nothing but the truth." Yet, having read the volume from the perspective of the world&apos;s petroleum industry and with a critical attitude that comes from years of study of the subjects discussed, I find myself tempted to cogitate and to envisage a few of the fancies that come to mind as a fitting sequel.

The war emergency has affected every phase of industry. The gas and coke-oven companies have sought faithfully to discharge their responsibility in this critical period and have willingly modified their operations where possible to meet the ever increasing demands made upon them. Our company made commitments for blast-%urnace coke for war purposes which necessitated a reduction in coking time in order to produce the amount required to meet the new demands. At the same time there were certain customers of long standing, who had been supplied with foundry and egg-sized coke produced on fairly long coking periods, who also were engaged in war work and whose patronage we desired to retain. Coke produced on short coking rates from the coal mixture we were then using would not have been satisfactory for these customers. The average width of our ovens is 19¾ in., which is a little wider than the more modern ovens of the present day. They were originally designed to give somewhat cool tops in order to produce a rich gas. This necessitates carrying the heats a little on the warm side so that the tops will be fully carbonized. A reduction in coking time, as is generally known, is accompanied by a reduction in the average size of the coke produced. This is due to the greater shrinkage that takes place at the higher temperatures required to carbonize the charges in a shorter time. The net result is that the coke is more cross fractured and longitudinally fractured and breaks up into small sizes on handling. The cokes produced from the better coking coals seem to be more susceptible to fracture at high temperatures than those from poorer coking coals. A coal mixture that produces a beautiful foundry-sized coke at 30 to 36 hr. may yield a product at 18 hr. that would be so badly fractured as to be unsatisfactory for foundry practice. Coking Characteristics OF Coals Our problem was to find some economical innovation and develop a method that would enable us to reduce the coking time and still produce a coke satisfactory to our foundry trade. However, before discussing the results of our present operations, it might be well to present a few observations on the coking characteristics of coals in general. Most coke-oven operators carbonize a blended mixture of coals. It may consist of a single high-volatile coal with a single low-volatile coal, or of a combination of several high-volatile and low-volatile coals. Medium-volatile coals of the Eagle seam are used for the production of high-grade foundry coke. Medium and high-volatile coals are often blended with one or more low-volatile coals. The possibilities are almost infinite, but the combinations are limited by such factors as cost and facilities for handling multicoal mixtures, and by other practical considerations. Wildcat drilling in the Rocky Mountain region did not suffer as large a decline in 1942 as was anticipated. The drilling program laid out by the Government at the beginning of the year stressed wild-catting operations and called for reduction of drilling in proved fields. The increased wildcatting campaign did not yield a great many new discoveries, nor important extensions to old fields. Several interesting wildcat wells were drilled in Colorado in 1942 but no new fields were discovered. The Wilson Creek field was extended and about 400 acres added to its reserves. In Montana two new oil fields and two small gas fields were discovered. The developments in the marketing situation had improved, however, making the prospects especially bright for 1943, as will be shown presently in the section on Montana in this report. In New Mexico eight wells were completed, which constituted discoveries ol either oil or gas but none of these was of major proportions. In Wyoming one new oil field and one new gas field were discovered, and one old oil field and one old gas field were extended. Most important was the disco-very of prolific oil producers in deeper sands in three old oil fields, of which one at least, Elk Basin, probably is of major proportions. Government Action On Dec. 26, 1942, President Roosevelt signed the O&apos;Mahoney bill, calling for a flat 12.5 per cent royalty on lands in the public domain. It is expected that the enactment of this bill will encourage wildcatting in the public land states. Opportunity for a full discussion of the problems of reserves and production was afforded at the hearings conducted on the O&apos;Mahoney bill by the minerals subcommittee of the Senate Committee on Public Lands and the statements submitted at these hearings last fall placed the situation, its causes and the logical remedy, clearly on record. It was established at the hearings that for several years the volume of oil discovered per wildcat well drilled has steadily declined; new fields discovered have not been of major proportions; drilling costs have advanced rapidly; a sharp decline in exploratory drilling took place in 1942, while the proportion of dry holes increased; the inescapable conclusion is that to find new reserves the search for oil must be intensified and much more wildcat drilling &apos; must be done. To ensure an adequate drilling campaign, the Petroleum Industry War Council, the Interstate Compact Commission and other representative oil organizations have voiced by resolution their opinion that an upward revision of crude prices is necessary to provide an incentive to the prospector to undertake the hazards of wildcat drilling, since statistics prove that only ope in five or six wells drilled results in actual production. Former Price Administrator Henderson rejected the recommendations for price increases and declared himself unalterably opposed to a general price advance, On the ground that such advances would contribute to inflation.
