The uses of talc are many but are not, in general well known or fully developed within the last decade several companies have realized the possibilities of greatly increased use and have intelligently proceeded to develop some of the fields which seemed most promising. This has had a tendency to lift talc from the obscurity in which it had existed for years, but the work is only started and much remains to be done. Considerably more attention has been paid to the technology and utilization of talc in Germany and Austria than in this country, despite the fact that the United States produces 65 of the world's talc and Germany and Austria combined but 5.4%. In the "Bericht,uber die tatigkeit des verbends der talcum-interessenten in Oesterreich-Ungarn" (Proceedings of the Austro-Hungarian Talc Association), for the years 1912 and 1913, many notes upon new uses appeared, together with suggestions as to further development of old uses. Aside from a few notes on the use of tar in paper, little has been published in the English language upon this subject. By recent action of the Talc and Soapstone Producers Association (U.S.A.) funds for research into the properties and uses of talc have been made Available and it is hoped that markets will be materially broadened a a result of this work.

For the mineral industry, sustainability seems to mean socially positive and ecologically neutral mineral extraction. Mines are financed and developed in response to demand for their products. The purpose of my paper is to indicate the potential dimension of demand. As part of an unrelated study which I undertook ten years ago, it became apparent that there is a persistent relationship within communities between infant mortality and mineral use; greater mineral use corresponds to a lower rate of infant mortality. This comes as no surprise; sufficient potable water, a reliable supply of food, hygienic waste disposal, hot water and refrigeration all improve the chances of survival of the more vulnerable members of any community. The predictable provision of these facilities requires the application of minerals. This relationship is supported by a table (Appendix 1) included in the UNICEF publication, æThe State of the WorldÆs Children 2001Æ. This table lists regional infant mortality rate (IMR) statistics from around the world, including a listing for æindustrialised countriesÆ. Such countries experience an IMR lower by an order of magnitude than any other region. æIndustrialisedÆ inevitably involves the use of metallic and energy minerals. The principal use of copper is in the generation and distribution of power; it is fundamental to any industrialisation. IMR is a valuable connection because it quantifies caring for the young, a vital strategic driver of human behaviour independent of time, place, fashion or economic circumstances. I have tabulated the population, IMR and the copper demand per head of population for countries containing over 99 per cent of the population of the world in the years 1950, 1960, 1970, 1980, 1989, and 1999. These countries have been consolidated into four groups, Very High, High, Medium and Low rates of infant mortality (UNICEF has used this terminology; the Low group includes all the æindustrialised countriesÆ). The purpose of this consolidation was to reduce the volume of work, to dampen out the impact of regional wars and business cycles, and to dampen out the variable quality of information. Based on the pattern of the copper demand, population and IMR over the last 50 years, I have projected the likely copper demand in 50 years time. A dominant feature of my tabulation is the increase per decade in copper use per head and a corresponding reduction of the IMR. The word æuseÆ is preferred to æconsumptionÆ because it is estimated that over 80 per cent of all the copper ever mined is still in circulation There are two major influences at work; one is the absolute increase in population (UN estimates for 2050 are updated periodically) and the second is the movement of countries into a higher pattern of use and lower IMR. For example the Medium group in 1989 had an infant mortality rate approximating that of the Low group in 1960. With the population of the Medium group (which includes Russia and China) forecast to reach 2.6 billion in 2050, the world copper demand in that year will be significantly greater than the present figure. Nevertheless it will not be as great relatively as the increase of over 300 per cent in the last 50 years.

"Developed countries are in the midst of re-structuring education in minerals-related disciplines as raw materials, once vital to wealth generation, contribute progressively less to the economy. The changing circumstances mean institutions must justify mineral processing by new criteria. After considering what a mineral processor needs to know the ways to deliver are considered. Taking twenty graduates per year to illustrate, one institute could justify this number as a program in a department or school (of whatever grouping of disciplines). A strong research component would make the package additionally attractive. Divide among four institutions and mineral processing is best served in a research centre with delivery taking advantage of multi-centre and distance learning opportunities.INTRODUCTIONThis is one of five plenary lectures at the Congress. I may have preferred a technical subject, as that is what occupies most of my thinking hours, but it is reasonable as an academic that this topic should come to one of us. The fact the topic has not been high on my agenda may provide one advantage: that I can suggest directions free of pre-conceived notions, just as when reviewing the background to a technical article the temptation to select in support of one?s interpretations is resisted. The trick will be to add something new.One reading of the title seems to query whether mineral processing education has a future. (I will refrain at this juncture from defining mineral processing and assume for now we share an understanding of the term.) The proximity of natural and human resources led to the Industrial Revolution and the interaction continues to stimulate and sustain industrial and economic development in many parts of the world. The search for raw materials has historically played a key role in opening frontier areas, with undersea and outer space next. The reason is obvious: raw materials along with food and energy underpin society. Thus mining will remain part of human activity along with the need to pass on the knowledge and skills.What happens over time is resource relocation. Raw materials become exhausted in one area to be replaced by sources elsewhere; the demand for some materials lessens while growing for others. Educational institutions can find themselves with the wrong geography or with staff focussing on the wrong subjects. When this happens the restructuring produces much discussion. This is where we are in parts of the world. Japan, Western Europe and the United States are the prominent examples (Dowd, 1998; Flemings and Suresh, 2001; McDivitt, 2002). Mineral processing is becoming a series of courses in related disciplines: resource engineering, environment engineering or materials engineering. The start of the transition is evident in Canada and Australia, perhaps earlier than expected given the contribution of raw materials to their economies. A common backdrop in the developed countries is social pressure to reduce the impact of the ?untidy? aspects of life, and that includes mining. (This is not new: in classical times the mine face was the preserve of slaves and convicts.) These values are exportable, potentially affecting recruitment into mining schools everywhere."

Iron, like other metals, solidifies through the formation of dendritic crystals; iron alloys forming solid solutions, like other solid solutions, solidify likewise through the formation of dendritic crystals. The alloying elements or impurities as well as the inclusions segregate generally in the interstices, or "fillings," between the axes and branches of the dendrites; that is, in the portions last to solidify. This results in dendritic segregation or heterogeneity, which is generally persistent and makes possible the revelation of the dendritic crystallization of the metal through the selective action of a suitable etching reagent.' For this purpose, a cuprie solution, such as Le Chatelier's, is generally used, copper being deposited on the pure, or relatively pure, ferrite present in the axes while the fillings remain free, or relatively free, from copper deposition. The dendritic structure, formed on solidification in a steel containing 0.50 per cent. carbon, 0.37 per cent. manganese, 0.12 per cent. silicon, 0.07 per cent. sulfur, and 0.035 per cent. phosphorus is shown, after treatment with Le Chatelier reagent, in Fig. 1 under a magnification of 8 diameters. Commercial steel always contains inclusions of manganese sulfide, which are located in the fillings of the dendrites. Comstock has shown that boiling sodium picrate imparts a dark coloration to these inclusions. We find that this reagent likewise reveals dendritic segregations in commercial steel, as shown in Fig. 2, under a magnification of 8 diameters. which represents the same spot as that shown in Fig. 1. The fillings have been darkened while the axes remain white, the action being, therefore, the reverse of that of cupric reagents. On closer examination, under higher magnification (Fig. 3) it is found that the picrate blackens the small particles of manganese sulfide, that these are frequently surrounded by a rim of white, or relatively white, ferrite, and that both the ferrite

"The hydrofluoric acid (HF) industry in South Africa uses normalized mild steel (SA 516 Gr 70) for the storage and distribution of its technical-grade product (70% HF). The technical-grade acid is split from the anhydrous hydrogen fluoride (AHF) product during distillation just after HF is produced, in a stainless-steel-lined kiln, from the reaction of calcium fluoride (CaF2) with sulphuric acid (H2SO4). Uniform corrosion of the storage tanks is mitigated during commissioning by contacting the steel with 70% HF. A corrosive reaction takes place (2H+ + 2F- + Fe - H2 + FeF2) to form scale inside the tank which diminishes the attack of the steel by fresh HF, thus prolonging the service life expectancy of the vessels. This iron fluoride scale in the vessel grows continually, resulting in corrosion of the vessels continuing at a predictable rate (approx.0.5 mm/a) since the first commissioning of the tanks at Necsa in 1993. In early 2012, an increase in the average corrosion rate of the tanks to 3 mm/a measured at and below the liquid band in the storage vessels was noted. Three months later the corrosion rate had increased to 30 mm/a, just before the first leak from the tank was detected. The tanks were decommissioned shortly afterwards and an investigation revealed that the rapid corrosion was due to the presence of increased levels (>50 ppm) of nitric acid (HNO3) in the tanks, which attacked the fluoride layer protecting the steel.The oxidation characteristics of high concentrations of HNO3 with low concentrations of HF on stainless steel surface treatment are well documented. The effects of low levels of nitric acid on the corrosion of steels in sulphuric acid are also known, but no suitable published data currently exists on corrosion by high HF concentrations with low HNO3 concentrations. Establishing the rate and mechanism of corrosion by HNO3 (0.1 to 1%) in 70% HF is currently a high priority for the HF industry in South Africa and will become increasingly important in the near future due to depleting fluorite reserves and cheaper, but less efficient, processes producing H2SO4 with higher impurity levels, which were not anticipated in the original plant design. The aim of this study is to simulate the corrosion conditions in the plant on a laboratory scale in order to establish the corrosion characteristics of the steels used in the HF plant, which are increasingly exposed to the HNO3 impurities that tend to concentrate in the final technical-grade HF acid product."

Studies by the Bureau of Mines have identified geologic structures in mine roof rock that contribute to many roof falls in Appalachian coal mines. These structures, including paleochannels, scours, pinchouts, slickensides, clay veins, crevasse splays, and joints, can often be identified during, and sometimes before, mine development. Mine projections can be revised to reduce the adverse effects of discontinuitites in roof structure; large roof areas of laminated sandstone or incompetent strata generally can be delineated or inferred from exploratory drill hole data, and the need for supplementary support can be anticipated. Accurate descriptions of roof geology also provide some indication of optimum length and type of roof bolts that should be installed.

"IntroductionThe Coal Branch region of west-central Alberta has been the focal point for unprecedented exploration and development activities over the past ten years prompted by the renewed markets for high-quality thermal coal. Although mines were developed and operated extensively throughout the region from 1910 until 1960, information relating to the detailed stratigraphy of the coal measures and their areal distribution tended to be localized to individual mine sites. Continuity along trend was impaired by a paucity of outcrop restricting geologic mapping to stream bank and roadside exposures. Recent studies and subsequent publications by Jerzykiewicz and McLean of the Geological Survey of Canada (1978, 1980) have established a detailed sedimentological model and defined the stratigraphic nomenclature for the region . The term Coalspur Beds has been adopted to describe the coal-bearing sequence between the overlying Paskapoo Formation and underlying Brazeau Formation. Complete sections of the Coalspur Beds have been compiled from sub-surface borehole data and published by Manalta Coal Ltd ., Dentherm Resources Ltd. and Luscar Stereo Ltd. This paper is an attempt to correlate this information on a regional basis to illustrate trends within the Coalspur Beds."

This paper presents a technique lor predicting the flow of oil, gas and water through a petroleum reservoir. Gravitational, viscous arid capillary lorces are considered, and all fluids are considered to be slightly compressible. Some theoretical work concerning the fluid flow in one-, two- and three-space dimensions is given along with example performance predictions in one- and two-space dimensions. INTRODUCTION Since the introduction of high speed computing equipment, one of the goals of reservoir engineering research has been to develop more accurate methods of describing fluid movement through underground reservoirs. Various mathematical methods have been developed or used by reservoir engineers to predict reservoir performance, 193-5,7,8 The work reported in this paper extends previously published work on three-phase fluid flow (1) by including a rigorous treatment of capillary forces and (2) by showing certain theoretical mathematical results proving that these equations can be approximated by certain numerical techniques and that a unique solution exists. DISCUSSION The method of predicting three-phase compressible fluid flow. in a reservoir can be summarized briefly by the following steps. 1. The reservoir, or a section of a reservoir, is characterized by a series of mesh points with varying rock and fluid properties simulated at each mesh point. 2. Three partial differential equations are written to describe the movement at any point in the reservoir of each of the three compressible fluids. All forces influencing movement are considered in the equations. 3. At each mesh point, the partial differential equations are replaced by a system of analogous difference equations. 4. A numerical technique is used to solve the resulting system of difference equations. Capillary forces have been included in two-phase flow calculations.1,4,8 The literature, however, does not contain examples of prediction techniques for three-phase flow that include capillary forces. Where capillary forces are considered, each of the three partial differential equations previously discussed has a different dependent variable, namely pressure in one of the three fluid phases. Therefore, three difference equations must be solved at each point in the reservoir. Where large systems of equations must be solved simultaneously, an engineer might question whether a unique solution to this system of equations actually exists and, if so, what numerical techniques may be used to obtain a good approximation to the solution. It is shown in the Appendix that a unique solution to the three-phase flow problem, as formulated, always exists. It is also shown that several methods may be used to obtain a good approximation to the solution. The partial differential equations and differenceequations used are shown in the Appendix. Matrix notation has been used in developing the mathematical results. Two sample problems were solved on a CDC 1604. They illustrate the type of problems that can be solved using a three-phase prediction technique. SAMPLE ONE-DIMENSIONAL RESERVOIR PERFORMANCE PREDICTION A hypothetical reservoir was studied to provide an example of a one-dimensional problem that can be solved. Of the several techniques available, the direct method of solution as shown in the Appendix was used. The reservoir section studied was a truncated, wedge-shaped section, 2,400 ft long, with a 6' dip. (A schematic is shown in Fig. 1.) This section was represented by 49 mesh points, uniformly spaced at 50-ft intervals. The upper end of the wedge was 2 ft wide, and the lower end was 6 ft wide. The section

"The use of hydraulically delivered classified tailings sands to provide ground support in large mining operations is still widespread despite recent developments of alternate backfilling methods and materials. The major disadvantages of the use of hydraulic fill are the costs and risks associated with slurry delivery. The main risk is that of bulkhead failure resulting from sand liquefaction due to insufficient operational control or due to dynamic loading from earthquake or rockburst. That risk may be eliminated by the pouring of a stiff cemented sand plug in the base of each stope prior to continuous fill pouring in that stope. An additional advantage of cemented plugs is that massive bulkheads are not needed. Instead, a temporary (removable and reusable) bulkhead can be used for plug forming.Physical model studies of fill pressures on a temporary bulkhead were carried out in a 3 m radius centrifuge facility. Fill pouring in-flight was carried out in order to model prototype stress paths. The results indicate that the average bulkhead pressure is likely to be less than 10 kPa under normal operating conditions and less than 20 kPa under the poorest anticipated operating conditions which include smooth walls, high slimes content and high water-content slurries. A portable bulkhead consisting of a central core and a surrounding sealing bladder was modelled and found to be effective. The use of different sizes of cores allowed the stress distribution adjacent to these bulkheads to be evaluated."

While the new Minister of Economic Development sends his apologies at being unable to speak at this Conference, I am delighted to present on his behalf. The Ministry of Economic Development is not only responsible for managing the Crown mineral estate, but also for developing initiatives and policies to promote regional economic development and for managing the GovernmentÆs broader economic development strategy. IÆd like to talk to you today about the critical links that need to exist between these three areas.   I am going to start with a question for all of you. What do these towns have in common? +        Waiuku, +        Thames, +        New Plymouth, +        Nelson, +        Greymouth, +        Arrowtown, +        Reefton, +        Palmerston, and +        Dunedin.   The answer is minerals. These towns were nearly all founded on the back of minerals and mining. In the case of Greymouth it was gold that brought the people to the mouth of the Grey River and it is coal that sustains the town.   In 1870 the town of Shortland had 20 000 people, 90 hotels and was twice the size of Auckland. We now know Shortland as Thames, and of course Auckland is considerably larger. One wonders whether the good folk of Shortland suffered from ætraffic jamsÆ with 90 pubs to navigate between. Gold mining in the Aorere River near Collingwood led early entrepreneurs to develop the land surrounding Nelson as a food basket to sustain the mining population. Nelson is still thriving on this legacy today. The town of Palmerston was founded in 1862 as a stopping point for gold miners heading into central Otago. The gold rush made Dunedin New ZealandÆs first highly industrialised city. Reefton on the West Coast was the first town in New Zealand to have electric lights and in the recent past we were wondering whoÆd be left to turn them off. New Plymouth, and Waiuku are still known as energy and mining centres.   By contrast once thriving towns like Capleston, Canvastown and Blackball are just names on a map now, and at the extreme you have places like Waiuta which has been reclaimed by the West Coast forest. Queenstown was built off the back of the gold rush, but by 1900 with the gold gone, only 190 people lived there yet Queenstown has managed to rebuild itself thanks to some other stunning natural assets. These examples help illustrate three key points that I am sure will each be extensively linked with our minerals and mining industries. First, NZÆs development and that of its regions has been, and continues to be, inextricably linked with our minerals and mining industries.   Second, things change. Sectors, regions and countries must continually adapt and improve if the are to avoid the fate of the Waiutas of this world. And third, the development challenges faced by NZ and its mining industry in the 21st century are vastly more complex than in the past. Governments and industry alike must balance and respond to a range of domestic and international environmental, cultural, economic and other interests and considerations. If you thought of your industry as æjust digging holes in the groundÆ then you may as well simply stick your head in one!

Long Island Rail Road’s (LIRR) service to New York City is limited to Penn Station on the West Side of Manhattan, which is operating at its practical capacity for the commuter railroad. This situation imposes serious considerations for future growth and limits the destination of many Long Island commuters. The East Side Access Project will provide a connection of the LIRR to the landmark Grand Central Terminal (GCT)on the East Side of Manhattan. The construction of the connection will require significant tunneling and underground work utilizing a variety of construction techniques. In Queens, the connection will require five soft ground tunnels using pressurized face tunnel boring machine. In Manhattan, the connection will require a series of rock tunnels and caverns connecting to two deep large station caverns under GCT to accommodate eight tracks with four platforms in a stacked configuration. The caverns housing train rooms are connected to the lower level of GCT where a large concourse will be provided. With a budget of $4.3 Billion, The East Side Access Project is the largest transportation project ever undertaken in New York City. This paper provides an overview of the project, discusses its environmental and the engineering challenges, and provides an insight into the design development to date.

Australia has many potentially important tin deposits, particularly on the eastern shore of the continent and in Tasmania. A number of these have been worked on a meagre scale, while some of them, because of metallurgical, transport, and other difficulties, have not as yet been developed.Believing that the full development of the tin fields of the Commonwealth of Australia is in part dependent upon the adoption of the most efficient methods of milling and smelting, the Development and Migration Oommission arranged for the first-mentioned author to visit the mining fields of Cornwall, one of the oldest tin-producing districts of the world, and prepare a report for the information of the Commission.This paper, now presented to the Australasian Institute of Mining and Metallurgy with the hope that it will assist the full development of tin mining in Australia, is the joint work of both authors.For over two thousand years tin has been produced from the Cornish mines. Even the ancient Greek historians made mention of tin mining in Cornwall, and it is probable that during the earliest periods the mining was alluvial. As early as 1602 a stamp battery working in Cornwall was described, and in 1671 calcination and buddling was a recognised scheme of treating pyritic ore. In the first half of the 16th century the output of tin from Cornwall was 700 tons per annum, and, from then on, production increased to the maximum in 1914 of 6500 tons. At present (Oct., 1929) the Cambourne-Redruth area produces over 95% of the Cornish tin output. This area includes such mines as the South Crofty, East Pool, Dolcoath, Parkanchy, Polhigey, and Wheal Kitty. The remaining 5% is largely supplied by the Levant and Geevor mines at Pendeen, St. Just area, near Land's End.

"Mine management now recognizes the value of computer-based truck-shovel dispatching in open pit mines. The key tangible benefits are substantial productivity increases with a given fleet of equipment or, alternately, significant reductions in equipment required to meet production quotas. In this paper, the authors review the literature, report on efficient, optimal algorithms for haul truck dispatching in real-time, and briefly discuss methods used by various mines to evaluate productivity improvements over manual methods. Actual results obtained at thirteen mining operations around the world are also presented.IntroductionModular Mining Systems manufactures, installs, and supports its computer-based DISPATCH system at mines worldwide. DISPATCH is a large scale, computer-based mine management system which controls the dispatching of all haul trucks in any open pit mine (Fig. 1). When increased production is important, DISPATCH gets the needed production increase with fewer new or recommissioned trucks. DISPATCH also helps operations meet its blending objectives while minimizing rehandle and maintaining production. Furthermore, DISPATCH includes a powerful, eventdriven simulation subsystem. David J. Mack (University of Wisconsin, Madison, Wise.)—Have the authors considered that the effects reported in their paper are readily explainable on the basis of equilibrium grain boundary segregation rather than ordering? It seems to the writer that all of their experiments and observations correlate well with known behavior associated with equilibrium grain boundary segregation. Although at first glance one would tend to dismiss such a possibility because of the similarity of the gold and copper atoms, their sizes differ by 12.8 pct which is in the range where segregation at grain boundaries would be expected. Then, too, the electrochemical differences between the copper, the Cu3Au, and the gold strongly suggest that a segregation mechanism is involved in the corrosion of the Cu-Au alloys. R. Bakish and W. D. Robertson (authors' reply)—The authors would like to thank Dr. Mack for his consideration of the problem of grain boundary segregation as an explanation of the observed phenomena. We had considered the problem in the following terms: Assuming a pure binary Cu-Au alloy and an ideal solid solution, the surface excess, T2= N25 — N2, of the second component (gold) may be expressed in the following way20 1 —exp (—da/kT) where 8 is the difference in surface tension of copper and gold, and a is the surface area per atom. In the present case, 6 is positive which implies that the component in excess at the boundary is gold. Since the only chemically active component in ferric chloride is copper, it does not appear that the segregation of gold is likely to increase the boundary activity. A small concentration of a third component could profoundly affect the situation. Analysis indicated only spectrographic traces of impurities, all of which are soluble in both copper and gold. Quenching experiments, reported in the paper, also tended to eliminate significant effects attributable to a third component.

This report (Software Safety 2.2) is the third in a nine-part series of recommendations addressing the functional safety of processor-controlled mining equipment. It is part of a risk-based system safety process encompassing hardware, software, humans, and the operating environment for the equipment’s life cycle. Figure 1 shows a safety framework containing these recommendations. The reports in this series address the various life cycle stages of inception, design, approval and certification, commissioning, operation, maintenance, and decommissioning. These recommendations were developed as a joint project between the National Institute for Occupational Safety and Health and the Mine Safety and Health Administration. They are intended or use by mining companies, original equipment manufacturers, and aftermarket suppliers to these mining companies. Users of these reports are expected to consider the set in total during the design cycle. • 1.0 Safety Introduction.—This is an introductory report for the general mining industry. It provides basic system/software safety concepts, discusses the need for mining to address the functional safety of programmable electronics (PE), and includes the benefits of implementing a system/software safety program. • 2.1 System Safety and 2.2 Software Safety.—These reports draw heavily from International Electrotechnical Commission (IEC) standard IEC 61508 [IEC 1998a,b,c,d,e,f,g] and other standards. The scope is “surface and underground safety-related mining systems employing embedded, networked, and non networked programmable electronics.” System safety seeks to design safety into all phases of the entire system. Software is a subsystem; thus, software safety is a part of the system’s safety .• 3.0 Safety File.—This report contains the documentation that demonstrates the level of safety built into the system and identifies limitations for the system’s use and operation. In essence, it is a “proof of safety” that the system and its operation meets the appropriate level of safety for the intended application. It starts from the beginning of the design, is maintained during the full lifecycle of the system, and provides administrative support for the safety program of the full system. • 4.0 Safety Assessment.—The independent assessment of the Safety File is addressed. It establishes consistent methods to determine the completeness and suitability of safety evidence and justifications. This assessment could be conducted by an independent third party. • 5.0 Safety Framework Guidance.—It is intended to supplement the safety framework reports with guidance providing users with additional information. What impelled The Anaconda Company to dismantle and move a concentrator 25 miles that was already operating at a rate of 35,000 ton per day? The answer to that question takes in almost exactly 49 years and perhaps 10 complete cycles of the metallurgical wheel in the Anaconda, Mont., mill. One could say with truth that the move is a logical next-step in the development of metallurgy in The Anaconda Co. In the old concentrator at Anaconda, the background story is unfolded: - Gravity separation by jigs, later supplemented with gravity tables, 1905. - Separate sand and slime froth flotation, 1915. - Acid bulk froth flotation, 1917. - Bulk alkaline flotation, 1926. - Alkaline flotation of total ore without sand- slime separation due to change in ore type. 1939.

On April 1, 1937, Burma, formerly a province of the Indian Empire, was formally separated from India and became an independent unit of the British Commonwealth. In future, therefore, statistics of oil production in India will exclude Burma and those for Burma will be separately published. The last few years have been marked by noteworthy, almost spectacular, developments in the oil fields of Burma and the Punjab. In Burma these developments have been the proving of unexpected extensions of the existing fields and not the discovery of entirely new fields. The new extensions are important not only to Burma in giving a new lease of life to her fields, but also in general as stressing some interesting geological aspects hitherto neglected. The remote location of the field, inaccessible except by river and situated 22 miles from the Chindwin 270 miles up that river from its junction with the Irrawaddy, has not encouraged active exploitation. The field is worked exclusively by the Indo-Burma Petroleum Co., Ltd. (I.B.P.), using now an automatic gas-lift system, and the company formerly refined the oil at a small refinery at Pantha on the river near by. The chief market was for kerosene in upper Burma. The refinery has now been closed. The oil is stored on the field during the low-water season

Experimental work is reported showing the effects of gasoline characteristics on auto emissions. Fuel volatility is shown to influence evaporative losses, with the higher losses associated with higher volatility. Fuel front-end olefin is shown to contribute significantly to reactivity of emissions. Large vehicle-to-vehicle differences were found. The study was conducted by the Bureau of Mines at its Bartlesville Energy Research Center in cooperation with the Coordinating Research Council Air Pollution Research Advisory Committee. The work was done using 15 1968-70 model autos and eight fuels were tested at ambients ranging from 20° to 95° F. Data on emissions from each vehicle-fuel-temperature combination are presented. Also included are calculated photochemical reactivity data and the distribution of hydrocarbon and nitrogen oxides during the test cycle.

RESULTS of investigation of corrosion-fatigue of metals at the U. S. Naval Engineering Experiment Station, Annapolis, Md., have been discussed by the writer in several recent papers. 1.2.3.1 In those papers references were also given to the work of Haigh in 1917.6 Efforts by the writer to obtain a better understanding of some of the factors involved in corrosion-fatigue finally developed into a general investigation of the effect of time and cyclic stress on corrosion of metals. Corrosion fatigue of Metals As described in the papers mentioned, rotating-cantilever specimens, conically tapered so that the stress is nearly uniform over a length of about 1.5 in., were subjected to simultaneous fatigue and corrosion. For this purpose a stream of water was diagonally applied so as to sweep the specimen from the outer to the inner fillet and surround the stressed surface with water. The fresh water is a calcium carbonate water, the composition of which has been given in a previous paper .2 The salt water is Severn River water having a saline content about one-third that of sea water. The previous papers described results obtained with ferrous and nonferrous metals. INTRODUCTION Public opinion, over the effect of industrial development on the environment, has required government to institute guidelines for the protection of the environment both during the development of and after the decommissioning of mines. In no other area of mining has this requirement been more consistently applied in recent times than in the development of uranium mines. Uranium mines have been a focal point because of the very real uncertainties associated with the detrimental effects of radionuclides and the possible hazards of radiation. In order to determine if there is an environmental effect caused by a development or the storage of the mine waste as tailings, it is necessary to know what the quality of the environment was prior to the production of the tailings. This is the reason for baseline data programs. It is neither technically nor economically feasible to completely define the environment in any given region. Therefore, judgement decisions must be made prior to the development as to what aspects of the environment are more likely to be affected by the presence of the tailings, and to what degree. These decisions have evolved over a period of time based on information generated from existing facilities, scientific research, and the development of strong public opinions. This process is not static, but evolves with the growth of information and the technological developments which permit greater control of industrial pollution and waste management. A well-designed baseline program will reflect changes in science, technology and public attitude, even in advance of government regulations to enforce policy changes. RATIONALE FOR PREOPERATIONAL BASELINE STUDIES There are three distinct phases to be considered in the construction of an environmental assessment for a uranium mine tailings containment facility. I. Pre-operational 2. Operational 3. Post-operational (decommissioning and long term).
