I WOULD like to spend a few minutes describing to you the present condition which exists in the oil industry and then point out some aspects of this deplorable situation in which I think petroleum engineers can be helpful. As you know, the oil business at this time is in a very critical condition, .due to the tremendous potential production in excess of current demand. This is a world-wide condition as well as a national problem, as it is estimated that the surplus production available for the market in foreign countries is of about the same proportion as that existing in the United States. Due to the inability within the United States to hold production within the bounds of demand prices have been slumping for the last four years and at this time have reached the point where the sales value of the average barrel of crude oil in the United States, is far below the cost, of production. In addition to the large amount of potential production available for the market in excess of demand we have in storage in the United States about six hundred fifty millions of barrels 'of oil. Unless something can be done to limit the amount of oil coming onto the market to a point well below the demand, which point will permit the reduction of stocks, it looks as though the 'oil business is facing demoralization.

Scandium can be recovered from waste streams of other metallurgical processes such as red mud from the Bayer process and titanium dioxide acid waste. This is accomplished by an integrated process comprising leaching using acidic media, solvent extraction using organic solvents and stripping of Sc from the organic phase using NH4F solutions. The precipitation of scandium as (NH4)3ScF6 from NH4F strip liquors has been demonstrated at lab-scale with recoveries and purities greater than 98% and 98.3%, respectively. It is desired to assess the possibility of recovering the solvents for re-use in the process to improve its economy and environmental friendliness. Investigations have been conducted to recover alcohol by simple distillation from strip liquor-alcohol mixtures containing about 50 v/v% alcohol. The mixtures were obtained after anti-solvent precipitation of (NH4)3ScF6 using an alcohol to strip liquor volumetric ratio of 1:1. The starting strip liquor contained about 2000 mg/L scandium in 3 mol/L NH4F solution. In the recovery of methanol, the first distillate product collected had a purity of about 87 v/v% and this decreased slightly with time over two hours. The methanol distillate collected in the first 30 minutes with a purity of ca. 85 v/v% was re-used in anti-solvent crystallisation of (NH4)3ScF6 from the initial strip liquor, and the scandium recovery attained was about 98.6 w/w%, almost similar to that of 99.2 w/w% obtained using 100 v/v% methanol. For ethanol recovery, the first distillate product collected was approx. 84 v/v% pure and the distillate collected in the first 30 minutes with a purity of about 75 v/v% achieved a scandium recovery of about 97.2 w/w% in comparison to 98.5 w/w% obtained using 100 v/v% ethanol during anti-solvent crystallisation. "A West Kentucky mine operation in No. 11 seam, encountered floor heave, due to the localized increase of the thickness in the fireclay mine floor. Floor heave has overridden seals installed in two mined out panels. The third seal’s location was planned for isolating that area from the Mains. A plan of support has been developed to prevent repetition of the floor heave and related problems outby the seals. The applied ground control measures were successful. An attempt of a 3D numerical modeling was made, that it would match the observed behavior of the mine floor and could be used as a design tool in similar conditions. In the paper described are sequence of events, a mitigation ground control system applied, and the first stage of numerical modeling.IntroductionWest Kentucky coal mine operation in the No. 11 seam has approached an area where the fireclay floor thickness increases to about 5 ft. Delayed floor heave has been observed. In the first sealed area (Panel KK), floor heave has overridden the seals and has begun to progress outby. This could not be allowed at the new seal location PP described in this paper because such override would affect the mains. Previously numbers of standing support systems were used, but their effectiveness was not satisfactory as is illustrated in Figure 1, Figure 2, and Figure 3. Therefore, with sealing of the next area approaching, mine management was looking for a better solution that would eliminate the problem. In that stage, our team looked closely at the geology and strength of roof and floor, as well as the characteristics of ground failure around the seal at the first site. The technical literature has been searched as well Haramy et al. 1986 Hsiung and Peng 1987, Peng 2008, Santos & Bieniawski 1987. This led to the identification of factors responsible for the ground failure. It has been determined that increased fireclay thickness from typically less than 2 ft to about 5 ft, when compared to the previously mined parts of reserve, and the strong limestone strata just above the immediate roof composed of 2 ft of black shale, created conditions of failure. It appeared that, when pillars were punching into the mine floor, the strong roof did not break but was bending, exerting high pressure on outby pillars, causing rib failures and closure. This is a similar mechanism to a strong roof affecting longwall shields. The remedial action planned was additional support."

"The Donalda gold deposit is located in the southern part of the Noranda camp, approximately 2 /em east of the Horne deposit. Combined past production and current reserves total over 1.5 Mt grading 6.9 grams of gold per tonne.The deposit consists of two main veins which are both narrow but persistent structures. The No 1 Vein, hosting about 80% of the gold ore, consists of an EW-striking banded quartz vein dipping on average 25° to the south. Although variable in thickness, it averages lessthan1 metre. TheNo2 Vein, located 300 m below the No 1 Vein, is similar to it except that it dips 50° south. Gold occurs mostly as fine native gold disseminated in quartz, with 2-3% pyrite and trace amounts of various sulphides and tellurides. The wall rocks are only weakly altered and mineralized with pyrite, hematite and sericite.Structurally, the Donalda deposit is centered on the Horne Creek fault (HCF) where the HCF is intersected by the ENE-trending DonaldaandCentralfaults.NorthoftheHCF,theNo1Veinishosted by the Quemont Rhyolite, whereas south of the HCF the vein is hosted by magnetic basalts and diorites of the Wilco Andesite Formation. The No 1 Vein extends across the HCF with only minor displacement, whereas the No 2 Vein has not yet been traced south of the HCF.A preliminary structural analysis of the mine shows that the HCF, which strikes 275° and dips 70° north in the mine area, has a reverse movement a lid that the flat dipping No 1 Vein is a tension vein. Both probably developed in response to the same stress conditions. Although the absolute age of the Donalda veins is not known, structural relationships indicate that they formed during the latest movements of the HCF, but prior to the intrusion of the Proterozoic D' Eldona Diabase. The occurrence along the HCF of gold-rich synvolcanic massive sulphides and much younger vein-type gold deposits (such as Donalda) indicates that the HCF was a very long-lived, deep-seated (?)structure which has controlled the circulation of gold-rich fluids over a long period of time."

In this paper, we discuss the possible impacts on market structure of imposing the pollution tax on coal producers in the Appalachian market. The consequence of such environmental restraints would (i) alter the trade and supply patterns, (ii) reduce consumptions of coal, and (iii) cause the Appalachian coal market to undergo a structural change. Simulations are then made to demonstrate that the model is rather sensitive to the pollution tax especially in terms of market boundaries.

Elevated concentrations of ammonia nitrogen is a common characteristic of mine impacted water and generally results from the dissolution of undetonated explosives (i.e., Ammonium Nitrate and Fuel Oil and emulsion explosives) by contact water. Several active water treatment technologies are commercially available to remove ammonia nitrogen, but reduction of active treatment demand by promoting natural attenuation is considered best industry practice. In this paper, the results of laboratory-scale and full-scale trials of a semi-passive approach (i.e., enhanced algae growth) to remove ammonia nitrogen at the Meliadine mine are presented. Phosphorus was found to be the limiting factor to algae growth at the mine site. The addition of various concentrations of phosphorus was first tested at a laboratory scale. The samples were exposed to in-situ conditions, and ammonia nitrogen removal rates ranging from 40% to 93% were achieved over a period of 24 days. This paper also presents the methodology and results of an in-pond treatment during which a 50% ammonia nitrogen removal rate was observed after 68 days. The studied mine site uses breakpoint chlorination as its primary treatment approach for ammonia nitrogen removal. The results presented in this paper show the potential of using enhanced algae growth as a pre-treatment method, subsequently reducing the quantity of chemicals required for operating the breakpoint chlorination plant. This potential requires further investigation and additional trials are currently under evaluation.

The symposium was held to update the minerals industry, the health community, government agencies and academia on the technical, health and regulatory aspects of minerals to be evaluated by the International Agency for Research on Cancer (IARC).In October 1996, the IARC met in Lyon, France, to discuss and prepare “Volume 68 of the IARC Mono-graphs on the Evaluation of Carcinogenic Risks to Humans on Silica, Silicates, Dusts and Organic Fibers.”

I'm the Vice President of the Rocky Mountain Coal Mining Insitute from the state of New Mexico. I'm manager for the Navajo Mine down in Farmington, New Mexico and also project manager for a new mine that we're starling out called the LaPlata Mine in the same area. I'd like to introduce our first speaker, Tom Lien, who is the Director of Engineering, Western Division of AMAX Coal Company. He is responsible for mine engineering, environmental engineering, permitting, reclamation, planning, design and construction plant engineering, geology exploration, quality control and real estate for the western division. He joined AMAX Coal in 1980 as manager of preparation and quality control and was promoted to the present position in August of 1980. He has a BS in geological engineering from the University of Mines. He previously worked for Kennecott Copper Corporation in Hayden, Arizona from 1965 to 1970. He worked as a mine geologist, mill metallurgist, mine production and quality control engineer. Then he also worked for Kaiser Steel Corporation, Eagle Mountain Iron Ore Mine in California, 1970 to 1977. Worked as a process engineer and plant superintendent at that place. Then he was employed by Mountain States Research and Development, Tucson, Arizona, 1977 to 1980. Worked as a senior process engineer and operation superintendent. So without further ado, I'd like to introduce Tom Lien who will talk to us about in-pit coal crushing. MR. LIEN: Thank you. The official title of my paper is actually: "The Potential for In-pit Crushing and Conveying in the Powder River Basin." The Powder River Basin is one of the world's greatest coal fields and will be an important source of energy for centuries to come. About one-eighth of the total coal producing in the United States comes from the Powder River Basin, and 80% of that production came out of Campbell County, Wyoming last year. The growth potential for this region is projected to be enormous. New technology as well as existing technology will make this region competitive in the decades ahead. Understanding the current status of the Powder River Basin, both the mines and the possible methods for changing the means of material movements within the mines is the subject of this paper. Each mine is unique and must be addressed specifically with respect to the application of new and innovative technology. There have been many articles written in the recent mining journals on in-pit crushing and conveying applications, including costs which are very interesting, enlightening and I recommend it to any company considering such installations. To give a general setting, coal production in the United States for 1982 was about 800,000.000 tons. This production came principally from six regions, the Applachian fields of the eastern states where bituminous and anthracite coals have been mined for almost three centuries, the Midwest located in the upper Mississippi Valley are often typified by huge dragline operations of which AMAX Coal has three right now, the Gulf Coast lignites. feeding mine-mouth power plants, the vast bituminous and sub-bituminous departments of the four-comer states of Arizona, New Mexico, Colorado, and Utah and finally the Northern Great Plains lignite fields currently being developed and the sub-bituminous fields of Wyoming and Montana including the Powder River Basin. The Powder River Basin is located in northeastern Wyoming and southeastern Montana. It is the darker brown right in the center of the photograph. It covers about 18,000 square miles. It's about 200 miles north to south and 90 miles east to west. The shallowest coal beds are on the east, north and northwest edges of the basin with deeper coal beds toward the center in the same kind of relationship. There are about one trillion tons of coal in the Powder River Basin, that's the one with 12 zeros after it. A little bit there. It's distributed in many, many seams at varying depths to the current topography. In 1982 about 100,000,000 tons of coal were mined from this basin and 81,000,000 tons came out of Campbell County, Wyoming. The mines that are shown in this picture are basically the mines around the basin edge. The principal area that I'll be talking about is the eastern edge down where it shows Gillette and Campbell County. Geologically the Powder River Basin is the Fort Union formation. The most productive seam is called the Wyodak or Smith-Roland or the Anderson-Canyon, depending upon where you're located. There is about 75 billion tons of coal in the Wyodak of which about 23 billion are considered surface minable today. the coal is Paleocene in age, about 40,000,000 years old. It was once an old Delta region very much like the Mississippi River delta is today. During the 100,000 years that this deposit was formed peat accumulated to a thickness of about 365 feet. It was later buried and turned into sub-bituminous coal. All of the coal mined in the basin is for the electric utility industry. This coal has a typical BTU content of about 8,300 plus or minus about 4,500 BTUs. This paper describes the sinking and lining of a 14 foot 6 inch finished diameter shaft down to and into the salt of a typical dome of the Gulf States region. The conditions and nature of the strata encountered divide the work into three distinct sections - that in (1) alluvial surface deposits, sunk through by open caisson methods, (2) water bearing rock, directly above the salt, and in (3) salt. "Starch is the most widely used depressant in the reverse cationic flotation of iron ores. There is however, an indication from recent studies, that other polysaccharides may successfully replace them. When starches are used in the flotation of iron ores in the presence of quartz as gangue mineral, their strong adsorption on the surface of iron oxides can be explained by the molecular conformation between the available sites on the mineral surface and two hydroxyls of starches. However, when the gangue minerals are iron-bearing silicates, the strong interaction with starch can occur on these minerals since they have the same surface behaviour as iron oxide. In this work bench scale tests were conducted in order to generate scientific knowledge about other alternatives depressants for the flotation of iron ores. A magnetic pre-concentrate from a skarn iron ore processing plant was used as feed material for flotation tests. The reverse flotation approach was used to upgrade the iron content by removing complex ironbearing silicates. The depressants used in this study were: corn starch, dextrin, carboxymethyl cellulose (CMC) and humic acid. The tests were performed under different pH conditions in order to try to relate the efficiency of depression to the pH used during flotation. The results show the important role of pH as each depressant reached its best performance at different pH values. At alkaline pH the corn starch showed best depression performance while the humic acid is more efficient at pH close to neutrality.INTRODUCTIONIron corresponds to approximately 6% of earth’s crust composition (McDonough and Sun, 1995). It is the most used metal in our lives, some of its properties as resistance and facility to be shaped makes is replacement very difficult. The primary sources of iron on our planet are minerals. The iron-bearing minerals most commonly found in nature and economically exploited are magnetite [Fe3O4], hematite [Fe2O3], goethite [FeO(OH)] and siderite [FeCO3] (L O Filippov et al., 2014). These minerals are commonly associated with other minerals (most of the time not economically exploited) forming the so-called iron ore. Iron ore is the source of primary iron for the world’s iron and steel industries."

(communication to the Secretary*).-When asked to discuss Mr. Feild's paper, I felt most highly complimented to have the privilege of commenting on such a worthy and needed piece of apparatus. In consideration of the importance of the viscosity of blast-furnace slags and the relation existing between the' melting point of a slag and its viscosity, the introduction of this apparatus should be a welcome means or assistant in the study of the physical properties of a slag. Up to the present time, it is A fact that this side of the practical working of the blast furnace has been sadly neglected by those investigating slags. It is easily seen that the fluidity of a slag is of as great importance as its melting point. It is not necessarily true that a slag having a low melting point will have a correspondingly low viscosity or be highly fluid. For example, a slag having a melting point of 1,100° C. may have to be superheated to, say,1,300° C., in order to have as high a fluidity as another slag whose melting point is, say, 1,250° C. The latter in this case would be the more economical. This point has been brought out very nicely by Mr. Feild. Before discussing this paper further, I think it will be well to outline some of the points, a discussion of which may be in order:

"Heredity"1 in cast iron has been a subject of much discussion. Numerous experimenters have found that the properties of gray iron may vary greatly without corresponding variations in composition or thermal treatment. The main structural difference in such cases is in the size and distribution of the graphite flakes and the explanations given usually attribute this difference to some chemical element not shown by ordinary analysis or to some physical factor, such as inclusions in the melt. It cannot be said that any of these theories is completely satisfactory. Much remains to be learned about cast iron and for this reason a study of the material was undertaken as a part of the program of fundamental research at Battelle Memorial Institute. A review of the literature indicated that very little systematic work had been done on the mechanism of freezing in cast iron. The experiments described below are largely concerned with that problem. Normal and "Dendritic" Cast Iron As examples of variation in type of structure, photomicrographs of two test bars of cast iron are shown (Figs. 1 and 2) and the composition and properties are given in Table 1. Both are common, unalloyed gray iron. Test bar No. 13 has normal graphite flakes while No. 49 has very fine, lacy graphite arranged in a dendritic pattern, the matrix in both being pearlite. These two types of cast iron are well known to foundry-men and need no detailed description.

The evaluation of earthquake-induced liquefaction has become a routine part of geotechnical engineering design. For a given project, if an analysis identifies a potential for liquefaction and the consequences of liquefaction are deemed unacceptable, then some form of hazard mitigation is required. Mitigation efforts may consist of removing the liquefiable soils, bypassing the liquefiable soils with deep foundations, structurally accommodating the deformations or strength loss caused by liquefaction, or preventing the onset of liquefaction through ground improvement. The fundamental ground improvement mechanisms for liquefaction mitigation include densification, drainage, and reinforcement. When evaluating, recommending and specifying various ground improvement methods for liquefaction mitigation, practitioners should understand the fundamental mechanics involved and applicability and limitations of the various methods. The DFI Ground Improvement Committee offers a review of the fundamental mechanics and commentary on the applicability and limitations of each method to provide clarity and guidance on the issues related to ground improvement for liquefaction mitigation.

IN the field of mineral resources, today's problems and those we can reasonably expect in the future are so vast that nothing less than world-wide thinking and world-wide planning will suffice. I can imagine nothing more useful for the Institute to do in celebration of its seventy-fifth anniversary than to hold this conference on world mineral resources. Mineral resources are the basis of any nation's industrial production. Without expanding industrial production, the high standard of living found in the United States could not exist. Without such a standard of living it would be most unlikely that we should have a high level of culture. The hope of the world, as I see it, depends very largely on a general rise in living standards everywhere, and in the general increase of the levels of culture including a sympathetic understanding of the problems of other nations. For this reason, the proper use of the world's remaining mineral resources must be taken into account in any plans to safeguard the peace of the world. Being as exasperatingly human as human beings always seem to be,. we usually wait until almost too late to begin our plans to stave off an impending disaster. We do this as individuals, as components of particular States or Governments, and as citizens of the world. I HAVE already referred to this interesting locality in the opening address, but at the request of some of the members of the Institute, brought before them specimens of the ore and the accompanying rock. The ore, which is cassiterite, is also met with elsewhere in Maine, at Paris and Hebron, but it there occurs associated with orthoclase, quartz, tourmaline, and beryl, in concretionary granite veins, which cut the micaceous gneisses of the White Mountain series. At Winslow the veins traverse an impure gray micaceous limestone, which is found in many parts of this region, and is subordinate to the same gneissic series. The veins, which are seldom more than an inch or two in thickness, are abundant through a considerable breadth of the rock, and are interlaminated with it, occupying places between the sedimentary layers, which are distinctly marked by different shades of color. Occasionally, however, they cut across the stratification for a little distance, showing that the disrupting action was not always confined to tearing the layers apart. The vein-stone consists of purple fluor-spar, and silvery white mica with quartz. In this gangue the cassiterite, nearly black in color, is disseminated in small crystalline masses, sometimes one-half an inch in diameter, and is associated with a little mispickel. I have only seen the veins as exposed at a single point, but was informed that similar veins holding the ore are met with at a distance of several thousand feet

(communication to the Secretary*):—Iu following the discussion of the specifications for cast-iron and finished castings, I mas strongly impressed with two points which might be ventilated to advantage more fully from the view of the practical foundry-man. First, the reasons why only silicon and sulphur were specified and not phosphorus, manganese and carbon; and second, why but little was said concerning the presence of iron oxide in the material.
