An intermediate scale (8 m + 8 m + 5 m high) constructed waste rock pile experiment was built upon a contiguous grid of 16 gravity drainage lysimeters to investigate the flow of water in unsaturated waste rock. Average net infiltration to the uncovered waste rock pile is 55 per cent of precipitation. Large rainfall events have net infiltration of 55 per cent to 85 per cent. Net infiltration estimates range from 23 to 120 per cent of precipitation between lysimeters. Small-scale lysimeters of less than 4 m2 area are shown to be poor predictors of net infiltration for uncovered waste rock. The appropriate size for lysimeters increases with increasing flow rate. The residence time distribution has an estimated median value of 3.0 to 3.9 years under average infiltration conditions. Water flows within the fine grained matrix, within larger pores (macropores), and in matrix free areas of the pile. In situ tracer concentrations vary between pore sizes, and between spatially distinct areas of the pile, indicating water geochemistry may also be variable. Water samples collected from in situ soil water samplers are dominated by the most mobile water fractions. In situ measurements of water content and matric suction are compared to the measured outflow. The data indicate the focusing of flow in spatially distinct areas can make in situ instrumentation a poor (non-conservative) predictor of volumetric water flow.

How is the Government's oil import control program doing? In July 1954 Mr, Eisenhower established the Cabinet Committee on Energy Supplies and Resources Policy. On July 29, 1957, the Administration imposed "voluntary" company oil import quotas on American oil importers to maintain "a healthy domestic (oil) production industry" and safeguard "national security." On March 10, 1959 the President by proclamation made the voluntary program mandatory. But study of the program in practice shows that it is not working out as expected and-that there is some doubt that its aims and other related Administration purposes are being achieved. Take the Administration's anti-inflation policy. To be sure, the President apparently recognized in his March 10th proclamation that in restricting cheap imported oil in favor of more expensive-domestic oil he was making the inflation fight that much harder, for he called for Government surveillance of domestic oil prices to prevent them from getting out of hard, And indeed while domestic crude oil prices have not risen appreciably during 1959 neither have they fallen appreciably (although there has been some price weakness in the past few weeks).

Enterprise Mine at Mount Isa is to expand ore production from the current 1.4 to 3.5 mtpa by mining the 3500 Orebody, from which production is scheduled to start in February 1998 making this the deepest underground mine in Australia with its lowest mining horizon at nearly 1.6 km below surface. The following fill requirements were defined for the 3500 Orebody during the feasibility study: a minimum filling rate of 250 m3/h, a curing time of 28 days, and minimum free fill water. This paper mainly describes the investigation of high density and paste fills for the 3500 Orebody. The investigation covered all the key issues relating to fill option selection, including design criteria, material supply and demand assessment, drainage modelling, tailing dewatering method, mix design and a pump loop test. Results of the investigation indicate that both high density fill and paste fill are technically feasible. The investigation has led to the selection of a blended tailing paste for the 3500 Orebody as the paste option has significant advantages over high density fill in stope filling rates and fill reticulation. The blended tailing for paste fill is finer than Isa deslimed tailing but coarser than full plant tailing. The paste fill selected has minimum binder and tailing dewatering requirements while a relatively high filling rate is achieved.

THE dendritic pattern of steels shown by deep etching is used exten-sively as a guide in the inspection and control of the great majority of steels used in ordnance construction and for many applications in indus-try. The value of macroexamination lies in the fact that it enables a qualified observer to make deductions concerning the general quality of relatively large pieces of metal. Not the least of these general character-istics is the nature and extent of the dendritic segregation in the steel, either in the cast condition or after mechanical or thermal treatments. PREVIOUS WORK Detailed methods for macroetching were outlined by Yatsevitch1 and have been standardized by the American Society for Testing Materials. A comprehensive study of the occurrence, origin, and the chemical and crystalline nature of the dendritic structure was given by Keshian.2 The marked persistence of dendritic segregation in nickel steels is fully recognized and has been discussed by Sauveur and Reed' and by others. Very little, however, has been written on the effect of the various elements on the macrostructure of steels, and the purpose of this report is to submit evidence concerning the influence of chromium, nickel and molybdenum on the macrostructure of some 4 by 4-in. ingots cast and treated under closely controlled conditions.

In order to mitigate the effects of climate change, our society must be able to drastically reduce its CO2 emissions. As the metallurgical industry is a considerable contributor to these emissions, new greener technologies must be invented and developed. One option could be the direct production of metals from oxides using renewable electricity. The aim of this study was to investigate the possibility of using high-temperature molten oxide electrolysis (MOE) for iron and ferrochrome production. FactSage™, ver 8.2 (by Thermfact Ltd and GTT-Technologies) was utilised for estimating a feasible equilibrium electrolyte composition, and the experiments were conducted at 1550–1580°C in conical alumina crucibles with iridium wire as the cathode and platinum wire as the anode. The sources of iron and chromium were either pure FeO powder or industrial chromite pellets. Voltage was applied to the electrolysis cell for 6 hrs and the resulting current was measured, along with oxygen concentration in the off-gas line. The electrolyte comprised of SiO2, Al2O3, MgO and CaO. First, the effect of FeO concentration on iron reduction efficiency was investigated using only pure oxide powders as starting materials. The results indicated that 10 wt per cent FeO mixed with the electrolyte resulted in more efficient iron reduction compared to 20 wt per cent. In further experiments, industrial chromite pellets were ground and mixed with the CaO-free electrolyte. Iron and chromium reduction efficiencies were higher when approximately 19 wt per cent of the total sample mass consisted of pellets compared to increasing the pellet amount to 37 wt per cent. Generally, the chromium solubility in the liquid electrolyte was relatively low, and most of the chromium was confined to the spinel solid solution, from where its dissolution to the liquid electrolyte was very slow, resulting in slow reduction kinetics. For larger scale applications, economically more viable electrode materials should be investigated.

In laboratory tests using reconstructed soil columns, rubber latex showed good sealing efficiency when applied at a rate equivalent to 4000-5000 pounds per acre. Results of field testing, however, were inconclusive. The ideal situation in which latex would coagulate in a narrow zone two to three feet below the surface by reacting with acidic or metallic constituents of the soil was not attained. Rather, the latex was deposited progressively as it passed through the soil (most of it remained in the top foot), the rate of deposition being dependent on soil structure and composition as well as on properties of the latex such as particle size and emulsion stability. Latex stability appears to be a more critical property than latex particle size in controlling penetration. Addition of excess anionic or nonionic surfactants to latex improved its penetration into the soil. A styrene-butadiene (SBR) rubber latex of 2400 Å average particle size with high mechanical stability gave the best balance of penetrating ability and sealing capacity in laboratory tests and this was confirmed in tests on a 5 x 5 foot test plot at Lanse, Pennsylvania. This latex was subsequently applied to three one-quarter-acre plots at Lanse by sprinkler irrigation, and compared to adjacent areas that were sprinkled with water only. Soil moisture measurements did not enable us to judge the effectiveness of the seal because differences between sampling positions were greater than differences between treated and untreated sections, but permeability tests showed that water flow was much slower (90-99% reduction) within the top ten inches of soil in the latex- treated sections. This sealing effectiveness was reduced after wintering. There was no deleterious effect on the vegetation as a result of sprinkling the areas with latex. A laboratory study conducted in a 5 x 5 x 5 foot box containing uniform reconstructed soil from a New Jersey source suggests that latex penetration into the soil in the field occurs mainly through natural macro openings and not through the capillaries of the soil structure. Dilute solutions of ammonium hydroxide or sodium carbonate (with no latex present) were found to seal effectively in laboratory soil columns as well as in field applications. However, since these chemicals are water soluble, the seal is temporary. Raw material costs of latex at the application rates used in the field testing are in the order of $1000 per acre. This paper describes full-scale tests on ten large bored piles with grouted end conducted for three projects in the urban area of Fuzhou city. Test program included site investigation, pile installation and end grouting. The piles were instrumented with strain gages and load cells to determine load distribution in the piles. Test results showed that end grouting improves load-settlement performance of bored pile. End grouting significantly increases the shaft resistance near the pile end. The better the end condition, the greater the shaft resistance. The average shaft resistance of the bored piles with grouted end is much higher than that of piles without grouting.

I am honoured to be given the opportunity to share with you my thoughts on what will be the essential characteristics of æThe Mining Company for the 21st CenturyÆ. For me the 21st century is all about globalisation and the challenges and the opportunities that globalisation presents for the mining industry. To play on the global stage the successful mining companies must develop profiles that are global in: their operations diversity, their partnership relationships diversity, their customer relationships diversity, their workforce diversity, and their shareholder diversity. In my view æbigÆ will count in the 21st century, but big overlaid with quality: quality assets, quality people, quality partners, quality customer relationships, and quality image and reputation. Last year, Rio TintoÆs Leon Davis said when he addressed the Minerals Council of AustraliaÆs annual conference that Australian resource companies that wish to become global operators must develop an unequivocal international identity that will make that company a known and trusted quality wherever it seeks to do business. He went on to say that structuring and operating a business in a way that consistently manifests the qualities that inspire respect and evoke confidence is vital. I absolutely concur with what Leon said. Unfortunately, the fact is that, as we stand at the beginning of the 21st century, our industry and many of our companies are no better accepted by the world community than was the case five, ten, 15 or even 20 years ago. In fact, in some cases, the warmth of the acceptance may have subsided. To some extent the demonstrations that we saw recently in Seattle and Davos reflect a growing distrust, disquiet and cynicism in our communities. Here, however, I see an opportunity. While on the one hand the mood of disquiet presents many challenges, it also provides those of us who are willing to get out on the front foot in addressing the issues, and engaging in the dialogue, with a very significant opportunity to create a major competitive advantage. It provides the opportunity to earn respect and the opportunity to develop a reputation as a company that is sought as a joint venture partner and a company that is welcomed by governments and communities. Importantly, also, people will seek employment with such a company and will invest in such a company. The challenge is to change the way we behave and the way we are perceived by all the key stakeholders. Many of our industryÆs traditional skills are now commodities à many can be à and are out-sourced. The new critical skill for the 21st century à the real competitive advantage à will come from creating a real and genuine understanding of our role and what we stand for. Everything we do should demonstrate not only sound business principles, but also an understanding of the political, social, cultural and environmental impacts of our activities - at an international and a local level. This concept isnÆt new - but for large companies such as BHP, where we operate in more than 20 countries with diverse cultures, languages and religions - it requires enormous energy and dedication. It is complex. It is difficult. But I believe it is absolutely fundamental to our future.

There are several alternating terminological combinations such as "in situ mining", "borehole mining", "shaftless mining", "mineless mining", "geotechnology" etc.; specific terms denote particular method of unconventional mining technology: "underground coal gasification in situ", "underground coal combustion in situ", "borehole hydraulic coal mining" and others. This article could be entitled "The Rediscovery of the Windfall Mine," since it was originally discovered early in this century. The "Rediscovery" was made by personnel of Idaho Mining Corp. during the course of an investigation of the Windfall mine beginning in 1967. There had been historic production from the Windfall mine sporadically from 1908 until 1951 and there was present during much of this time a mill that vat leached crushed ore. Mining was underground to a depth of 91 m (300 ft). Prior to Idaho's activities, the mine had been inactive since the early 1950s. Idaho Mining Corp. was an "exploration company," privately owned and based in Reno, NV. The writer was at that time manager of exploration for Idaho Mining. The company held interests in the Cortez Gold mine, then being readied for production, and had conducted exploration for various mineral commodities in Nevada for several years. Idaho's attention was first directed to the Windfall mine in the Eureka District, Eureka County, Nevada (see Fig. 1, Nevada map) by a search of published geologic literature of the state of Nevada. An attempt was made to acquire a library consisting of all of the published geo-data for the state of Nevada as well as to obtain as much of the unpublished material as could be acquired. A study of these data, and in particular Tom Nolan's Professional Paper 406 (1962), indicated that the Windfall mine was anomalous for the Eureka District in that it contained deposits of disseminated gold. This source and other sources indicated that the Windfall had produced from underground operations approximately 59 kt (65,000 tons) grading 12.6 g/t (0.368 oz per ton) gold ore that was processed in a vat leaching operation and that the gold was "invisible" to the naked eye and could not be panned. It was ascertained that there were no active operations near the mine and a geologic reconnaissance was made and a few samples were taken to attempt to determine if the mineralization was indeed disseminated. The initial group of samples around the mine area averaged 1.25 ppm [11.5 g/t gold (0.036 oz per ton)] and the mineralization did appear to disseminate into the wallrock. The next step involved researching the ownership of property in the immediate area of the mine, and [ ] a property map was constructed that showed six or seven different ownerships of patented and unpatented claims, as well as some open ground, in the target area. An important problem in rock engineering is to control the properties of artificial rock. A compaction technique for casting artificial rock specimens with controlled properties is described, i.e. using a compression-testing machine to compress the mixture. Uniform density is necessary to achieve uniformity of properties of the specimens, and uniform density can be obtained by using the specific pressing method presented. Rebound and borax content are important to the technique and have been studied as well.

ALTHOUGH several geological indicators of the critical type are known, including quartz inversions and decomposition of hydrous minerals such as serpentine, there are very few of the general type. Solid solutions are excepted, but the limitations of use are very restricted and interpretations are sometimes ambiguous. General methods for determining temperature and pressure conditions during the crystallization of minerals would have considerable scientific and economic value. It is not the purpose of this paper to discuss the various methods of geological thermometry and barometry, but to present one general method, applicable to all minerals, and to describe what progress has been made in the methods of measurement. The general method, in brief, is a study of the stress conditions in and around various types of foreign inclusions which are trapped in minerals during growth. The method depends upon the fact that any homogeneous gas, liquid, or solid will in general have coefficients of thermal expansion and volume compressibility different from those of any given mineral. Therefore stress must develop in and around all types of inclusions in minerals if the temperature or the pressure, or both, are changed from the conditions which prevailed during the growth of the mineral. The methods of measurement consist of determinations of the temperature-pressure conditions of fit of the inclusions in the host mineral. The types of inclusions in minerals are: I—gas, or liquid plus vapor, when observed at room temperature, due to crystallization under pneumatolytic conditions; 2—liquid, or liquid plus vapor when observed at room temperature, due to crystallization under hydrothermal conditions; 3—glassy solid, or devitrified glass, due to crystallization under magmatic or high temperature metamorphic conditions, in a siliceous liquid; and 4—crystals, due to overgrowth of other minerals crystallizing simultaneously or of other minerals which crystallized previously. A survey of the literature shows that much valuable earlier work on inclusions, especially that car- ried out in England in the last century, has dropped out of current knowledge. The following is a brief summary of the significant contributions to the problem up to the present day. Davy in 1822 asserted that fluid inclusions in minerals consist of an aqueous solution of salts and a gas bubble, the whole being either at lower or higher pressure than atmospheric.' At intervals from 1823 to 1862, Brewster contributed information concerning other types of inclusion consisting of 1—aqueous solution, a much more expansible liquid, and a gas; 2—aqueous solution, salt crystals, and a gas; and 3—the very expansible liquid and a gas. The very expansible liquid fills the gas space between 20" and 30°C. Compression strain effects were seen around inclusions in diamond, topaz, and other minerals.'-" Sorby in 1858 and 1869 further advanced the study begun by Davy, stating that fluid inclusions represent a sample of the mother liquor of crystallization and that the degree of filling of aqueous inclusions at room temperature defines the temperature-pressure relations during formation of the host. The degree of filling may be measured by determining the minimum temperature of filling of the inclusion by the liquid phase. The very expansible liquid in some fluid inclusions is liquid carbon dioxide. The temperature at which salt crystals in fluid inclusions completely dissolve in the fluid is the minimum temperature of formation. Inclusions of glass or devitrified glass indicate crystallization from a melt. Inclusions of crystals in minerals are often centers of strain, which may be seen by optical effects or by radial tension cracks. Sorby realized that an analysis of stress-strain relations about inclusions could be used to provide precise data on the temperature of crystallization, but the matter was never pursued.' , Hartley (1876, 1877),".'" It is generally known and accepted that the efficiency of the blast furnace process, expressed by the symbols specific production and coke consumption, is influenced by a large number of variables connected to the type of burden, the alloy contents of the produced iron and the conditions of production as composition and preheating of the blast, the furnace heat losses and the possible use of fuels added on the tuyere level. It is furthermore obvious, that the coke consumption of the process will be influenced by specific production which could be said to be the result of two counter-acting influences. With high production, realized through intensive blowing, the passage time of the ore through the furnace is shortened leading to a decrease of the indirect reduction taking place in the upper part of the shaft within the temperature range of 300 to 1000°C. Simultaneously the external heat losses (constant in time) will be smaller calculated on each ton of iron and the resulting change in coke consumption will be the effect of both those influences. It is certainly of interest to be able to predetermine the effect of those variables before a change in the production practice is carried out.

MEMBERS-QUALIFICATIONS AND ELECTION SEC. 1. The membership of the Institute shall comprise seven classes, namely: 1. Members; 2. Honorary Members; 3. Senior Members; 4. Associates; 5. Junior Members; 6. Rocky Mountain Members; 7. Junior Foreign Affiliates. All shall be equally entitled to the privileges of membership, excepting that no member of any class whose residence shall be outside of the United States of America, except those residing in Mexico and Canada, shall he entitled to vote. SEC. 2. Members: A person to be eligible for election or transfer into the class of Member must be at least 27 years of age and must have had at least six years' employment in the practice of engineering, mining, geology, metallurgy, or chemistry, during at least three years of which be must have held positions of responsibility in one or more of these fields. This shall not apply to Rocky Mountain members. SEC. 3. Honorary Members: Each candidate for Honorary Membership must be recommended by at least ten Members and must be elected by ballot at a meeting of the Board of Directors by the unanimous vote of the Directors present; provided, however, that the number of Honorary Members shall at no time exceed twenty. Such election shall automatically act as a transfer of such member from any other class of membership to which be may belong.
