Recent catastrophic failures of heap leach facilities have revealed fundamental weaknesses in prevailing design paradigms, modeling toolkits, and oversight practices that continue to treat heaps as static, free-draining earthworks despite compelling evidence to the contrary. The core proposition advanced in this paper is that heap materials are intrinsically dynamic: their structure, permeability, and shear strength evolve under the sustained influence of irrigation, climate, and geochemical reactions, and these timedependent changes can precipitate abrupt transitions from granular stability to flow-like failure. Drawing on investigations of recent failures at Çöpler Mine in Turkey and Eagle Gold Mine in the Yukon, alongside earlier incidents in Peru, Arizona, Nevada, and Chile, the analysis identifies a recurrent sequence driving catastrophic behavior: progressive weathering elevates fines and suppresses permeability; drainage systems designed for initial conditions become overwhelmed; pore pressures rise heterogeneously within the heap; and static liquefaction initiates rapid mass movement with long runout. Current guidance, including ICOLD and ANCOLD frameworks and ASTM testing standards, provides a necessary foundation but is tailored to tailings and conventional soil mechanics. These documents offer insufficient direction for characterizing timedependent material degradation, quantifying rheology of weathered ore, and modeling post-failure mobility. To address this deficit, the paper proposes an integrated framework combining enhanced characterization, multi-physics numerical modeling that couples hydro-geochemical processes with large-deformation mechanics, and comprehensive monitoring with Trigger Action Response Plans. The conclusion argues for a heap-specific standard that embeds these elements from concept to closure, aiming to materially improve safety performance and reduce the likelihood and consequences of future failures.

The United States is the world's leading producer of phosphate rock. In 1975 according to the US Bureau of Mines' statistics, 44.3 million tonnes (48.8 million st) of phosphate rock were produced in the United States, l which is 40.6% of the world's production.2 The major phosphate producing areas of the United States are located in [Fig. 1] and the production for 1975 is listed as follows: [ ] All of these areas produce phosphate from deposits which are of marine sedimentary origin. Occurrences of phosphate exist throughout the United States in numerous locations that are of both igneous and sedimentary origins. However, these other phosphate occurrences vary greatly in extent and economic significance. Georgia, South Carolina, California, Texas, Arkansas, Kansas, Iowa, Alabama, Kentucky, and Virginia are but a few of the states in which phosphate is thought or known to exist. The near future expansion will probably continue to be in, or near, existing producing areas, (i.e., Florida and North Carolina).

Boron-doped p-type and arsenic-doped n-type source materials were used to deposit thin silicon films on amorphous fused quartz substrates by cathodic sputtering in argon atmospheres. All as-sputtered films were found to have high electrical resistivities of about 104 ohm-cm, despite controlled variation of the substrate temperature from 50O to 400°C. The high resistivity of the n-type films persisted even after postdeposition heat treatments as high as 1000°C, while p-type films showed a sharp decrease in re-sistivity to values on the order of 1 ohm-cm or lower after heat treatments above 650°C. X-ray and electron diffraction, together with transmission electron microscopy of the p-type films, revealed that the improved electrical properties resulted from two distinct processes. A primary crystallization or recovery within the pains, which were approximately 200Å diam in the as-sputtered films, accompanied the initial sharp drop in resistivity at 650°C. Following this process, a secondary recrystallization or discontinuous grain growth was nucleated in films heated at 1000°C. The resulting significantly increased size of certain grains and the corresponding decrease in grain boundary area accompanied an additional decrease in resistivity after heat treatment at 1000°C. The properties of thin silicon films are of interest because of their possible application in device technology. Although evaporated silicon films on amorphous substrates1-3 and both sputtered and evaporated germanium films4-' have been studied in some detail, sputtered silicon films have not been widely investigated. It has been observed that evaporated silicon films deposited at substrate temperatures below approximately 600°C are amorphous.1,3,9,10 At substrate temperatures higher than this, the films are polycrys-talline, sometimes exhibiting a fiber texture with the fiber axis normal to the substrate surface.' Similar results have been obtained with germanium films, although in this case the substrate temperature for the amorphous to crystalline transformation is reported to be as low as 150OC.5 The mechanism of film deposition by cathodic sputtering differs markedly from that of thermal evaporation. It might be expected, therefore, that the properties of sputtered and evaporated silicon films would also differ. The purpose of our study was to determine the effects of deposition conditions and heat treatments on the electrical resistivity, structure, and composition of thin silicon films sputtered on fused quartz substrates. EXPERIMENTAL DETAILS Apparatus. A schematic diagram of the sputtering apparatus is shown in Fig. 1. The vacuum chamber was enclosed by an 18-in.-diam by 12-in.-high Pyrex bell jar mounted on a stainless-steel base plate. Access holes in the base plate were used to supply argon gas to the chamber, to allow for various electrical feedthroughs, and to provide mechanical motion to the shutter between the source material and substrate. The chamber was evacuated by a pumping system consisting of a 720 liter per sec oil diffusion pump backed by a 13 cu ft per min mechanical pump. Ultimate pressures of less than 1 x 10-6 torr could be achieved. The substrates were securely mounted on the stainless-steel substrate holder by quartz tabs held in place by stainless-steel screws. Temperatures of the substrate holder were measured by a thermocouple inserted within the holder. A quartz lamp was used to heat the holder and temperatures as high as 420°C could be maintained. Deposition Conditions and Procedure. The substrates used were polished fused quartz slides 116 by 1-12 by 3 in. and were outgassed at 200°C for 1 hr at a pressure less than 1 x 10-5 torr before film deposition. This was followed by a presputtering period of 2 hr during which the movable stainless-steel shutter was so positioned that deposition on the substrate was prevented. "INTRODUCTION AND OBJECT OF EXPERIMENTAn explosion in and rupture of a gas-tight switch box on an electric loader in a mine located near Pittsburgh indicated that the cause was an internally generated inflammable gas-air mixture. This led to the suspicion that moisture condensation or ""other unusual conditions might have caused a spark or are across the surface of the material and that the heat may have created a carbonized path across the synthetic plastic base which would then conduct a large current with the generation of considerable heat and thermal decomposition of the base materials base in the box which exploded gave every indication that this series of events had taken place, and accordingly it was desired to determine what explosive gases such a decomposition of these insulating materials would produce.ACKNOWNLEDGMENTSThe desirability of making this investigation was suggested to the authors by L. Power is furnished to the Climax Molybdenum Co. by the Public Service Co. of Colorado over two 100,000-volt lines to a bank of three 3333-kva. transformers 100/13.8 kv. These transformers are so designed that with the addition of forced cooling their capacity may be increased 331/3 Per cent at 12,000-ft. altitude. Under present conditions, these transformers are operated at 140 per cent of their rating with forced air cooling. On the secondary side of this bank there is a 15-kv., 1200-amp. Westinghouse oil circuit breaker provided with automatic reclosing relays allowing three successive short circuits before lockout. From this breaker 13.8-kv. power is transmitted to a central switching station (Fig. I) where all circuits radiate to the different operations of the property. Each circuit is protected by a 23-kv., 600-amp. oil circuit breaker with by-pass and isolating disconnecting switches.

The advent of open nit mining permitted the development and processing of minerals never before thought possible. New equipment was needed; new techniques were devised; new methods were called for. This development and acquisition of new techniques, methods and equipment did not, however, stir the souls of our industry and educational leaders sufficiently to a recognition of the problem of people, especially the future development of the people needed in open-pit mining. The people problem has been and will be with us as long as there are two of them. The development of people will be required for the same reason. The problem of developing future personnel for open-pit mining is not what must be developed; that is known to all of us and can be briefly stated ashore and better of everything." As I see it, the real problem lies in determining (1) what personnel are really critical, (2) why are they critical and (3) how can we develop them.

The experiments described in this publication were inspired by the Bell System's large interest in lead-alloy sheathed cables and by the wide range of fatigue and corroding conditions to which they are sometimes subjected in service. The first experiments consisted of operating specimens of lead + I per cent antimony telephone cable sheath alloy in a fatigue test while they were immersed in water taken from a manhole. Because of many published reports concerning corrosion-fatigue phenomena of various metals and alloys, a reduction in fatigue life was expected(1)2 Instead, however, the fatigue test ran on for many times the normal number of cycles an4 was finally stopped without failure. Because of this, the experiments were broadened to include the effect of many media on the fatigue properties of four lead alloys over a wide range of testing speeds and strains. Discussion of the paper of Edward Keller, presented at the Butte meeting, August, 1913, and printed in Bulletin No. 80, August, 1913, pp. 2093 to 2115. GEORGE L. HEATH, Hubbell, Mich.:-In the admirable paper quoted, is mentioned the date when the 5-g. assay was first proposed is a standard for refined metal. The author omitted, however, to mention a later paper,1 which contains a proposal for the use of a single " stock solution " of mixed acids, which has been adopted by the American Brass Co. and others. The suggestion is made that such a scheme would save time and manipulation with converter metal. Unless the low current of 0.5 ampere and the large excess of nitric acid, recommended by Mr. Keller, have been proved necessary to hold up antimony-and selenium, the use of the mixed solution which we have adopted will permit the use of 1 ampere of current per square decimeter of cathode surface, until the solutions have become colorless. At this point, we wash the covers and reduce to 0.5 ampere to prevent oxidation or contamination. The ordinary split electrodes have been used. With strong current, at least, the use of an excess of nitric acid tends to the neutralization of the solution before the end of the period, from the formation of too much ammonia., and this is detrimental. Antimony deposits more easily than arsenic, and tends to drag the latter dorm with it. There must, be some such explanation for the fact. that we have made hundreds of deposits of pure cathodes from Lake material containing no antimony, but as. high as 0.5 per cent. of arsenic. By placing an assay beaker in the Frary solenoid, or rotary device, a cathode deposit with less than 0.01 per cent. of impurity is easily obtained in one operation from 3 g. of whitneyite, carrying from 7 to 10 per cent. of arsenic. In such a case, it is necessary to test several times for end point and remove the plate as soon as no brown tint appears (at once) when hydrogen sulphide water is added to the test portion on the spot plate. Edward Keller's proportion,, of solvent figure out as 14 cc. of strong nitric to 11.4 cc. of sulphuric acid (1.84).

The application of post-combustion (secondary oxygen) to avoid skull formation on BOF lances was tested in industrial trials. The main findings are that no negative impact on the metallurgical targets (i.e. carbon, temperature and phosphorus at end of blow as well as iron–oxide in the slag) could be observed. The technology is capable of avoiding the buildup of lance skull and consequently increasing the average life of lance tips. The application of post-combustion not only affects the skull formation, there are also interactions with the refractory lining, especially thermal wear, and the utilization of the process gases (CO Recovery) that have to be considered. Special attention has to be paid to the parameters determining the use of secondary oxygen because rather small changes can strongly affect the points mentioned above. Since August 2016, the PCD (Post-CombustionDistributor) lances are used on a daily basis in the steelplant LD3 in Linz.

Discovery of a mine is a complex affair. No mine is simply found but comes about through the efforts of many. It is difficult to establish "credit" when a mine is found and becomes a viable operation, or "guilt" when a mine is lost, goes bankrupt, or remains undeveloped. The story of the Toquepala and Cuajone developments entails various stages of: (1) discovery and recognition; (2) testing and innovation; (3) political and industrial negotiation and intrigue; and (4) finance, development, and operation. The Toquepala and Cuajone projects introduced innovative drilling techniques, were among the first major porphyry copper deposits to utilize induced polarization (1P)geophysical methods, were among the first deposits to undertake complete feasibility studies on drilled- out ore bodies, and were developed by the first large Western Hemisphere copper mining consortium. Many persons have contributed to the development of these two great deposits. Some of the names have been lost and certain contributions have gone unrecognized. I apologize for these omissions.

Due to a tight ash constraint on the clean coal product and difficult middlings washability characteristics, a considerable amount of coal was being lost in the jig middlings at the Monterey No. 2 Mine. An investigation was conducted into circuitry to recover this lost coal with minimal effect on the total clean coal ash. A reverse two-stage hydrocyclone system cleaning at low specific gravities was selected. This system is currently recovering approximately 5.8 kg/s (23 tph) of 11.5% to 12.5% ash coal. The specific gravity of separation for the system is about 1.5 and the probable error is 0.13.

The mining industry seeks to engage with and respond to stakeholders through open consultation processes during the various phases of a mining project (Department of Industry, Tourism and Resources, 2006). Two Australian Coal Association Research Program (ACARP) funded projects conducted in the Bowen Basin coalfields in Central Queensland investigated the use of a stakeholder panel for the evaluation of mine site rehabilitation. The panel members were drawn from the local and regional area, and represented neighbouring landholders, traditional owners, AgForce, local government, conservation groups and non-governmental organisations (NGOs) such as Greening Australia and the Fitzroy Basin Association. The approach of utilising stakeholders to establish rehabilitation criteria was proposed as an alternative to the established practice of assessing rehabilitated areas against a suite of quantitative completion criteria; eg >70 per cent vegetative ground cover or <5 t/ha/a soil loss. The basis of this approach recognises the reality that the definition of completion criteria has proved problematic over the last 40 years with no broad consensus reached on the suite, let alone the metrics; eg the exact cover level that will benchmark acceptance of the mine site rehabilitation.CITATION:Merritt, J L, 2016. Discussion of the paper of WALTHER MATHESIUS, presented at the New York meeting, February, 1915, and printed in Bulletin No. 99, March, 1915, pp. 539 to 555. JOSEPH W. RICHARDS, So. Bethlehem, Pa.-This paper answers. partly the difficult questions which have come up as to why it is not economical to use higher blast temperatures in the smelting of Mesaba ores, such as the high temperatures used in European practices, and the answer is very plain that the ores will not stand the higher temperature. But the paper does not go into detail as to what special difficulties were found with the higher temperature of blast, and I would ask the author to kindly specify them. W. A. FORBES, New York, N. Y.-A large part of the troubles that furnace men experienced in using high-blast heats in smelting Mesaba ores in the early days of using Mesaba ores, was clue to the attempt to use these soft ores on furnaces having the same lines as the furnaces used in smelting the hard Old Range ores. As the result of observation and study, the dimensions of the lower part of the blast furnaces have been changed and the difficulties of the blast-furnace men in operating with a large percentage of Mesaba ore and high-blast temperatures have been largely overcome. The changes I refer to in particular are: (1) steepening the angle of the bosh; (2), decreasing the height of the bosh; (3) increasing the diameter of the hearth. JOSEPH W. RICHARDS.-Mr. Forbes's answer is quite satisfactory, and the moral which it points is that when the furnace is run with a higher temperature in the smelting zone, the furnace lines which were adapted for the lower temperatures are not necessarily those best suited for the higher hearth temperatures. If. enriched blast were used in a furnace, and higher temperatures run, it would be found necessary to further modify the lines of the furnace to meet the new conditions and to get the maximum output with economy. J. E. JOHNSON, JR., New York, N. Y.-It seems to me this is one of the few papers which could well have been a little longer. The data which Mr. Mathesius has given us, I think should be considered in connection with the paper which Mr. Brassert read before the American Iron and Steel Institute last spring, in which he described how they had obtained remarkable results with furnaces with steep but very short boshes; the angles have been raised to 80°, and the boshes made so short that they no longer appear as a conspicuous part of the shape of the furnace.

AT the last meeting of the Institute, Mr. A. L. Holley read a paper on "Steel," in which he proposes for it a definition so opposed to the one generally received, as to call for some remarks. Until within the last five or six years there has been no dispute on the subject, and it seems worth while to investigate the matter. DISCUSSION I. M. Symonds, (Cia. Minera de Penoles, Monterrey, N. L., Mexico)—Messrs. Boeke and Gunther have written most interesting papers describing their zinc de-leading operations. Mr. Gunther was kind enough to show me his operation last fall. Aside from the excellent results, I was most impressed by the ease of control. I had expected a difficult operation requiring careful control and supervision, but found one requiring little attention. The only disappointing fact of the separation is the poor copper recovery in the concentrate of the delead-ing float. The final zinc concentrate still has about 3 pct chalcopyrite, assuming the copper is chalcopyrite, and adversely affects the zinc grade. If the copper mineral is free, the poor recovery is probably due to the high cyanide concentration. Fortunately, about 75 pct of the copper is recovered before the pulp goes to the zinc circuit. Mr. Gunther's remarks about proper cyanide to zinc sulphate ratios cannot be overemphasized. Although our experience has been confined mostly to the conventional lead-zinc separation, we have found these ratios most important, and more important in the mill than in the laboratory. The laboratory appears to give optimum results over a wider range of reagent control than the mill, especially in regard to the effect of cyanide. In handling relatively high grade ores in the mill we usually find that ratios of cyanide to zinc sulphate of 1 to 10 or 20 or higher work best. Where there is a substantial amount of chalcopyrite present it has been noted that cyanide in the range of 0.02 to 0.10 lb per ton of ore is often beneficial in zinc rejection and possibly in copper recovery in the lead concentrate, while larger amounts, say 0.20 to 0.25 lb per ton, will float more zinc and cause a serious rejection of chalcopyrite. On an ore with 15 to 20 pct zinc content we have had to use 0.8 to 1.2 pounds of zinc sulphate per ton of ore with the above cyanide to obtain optimum results. Some time ago we made a laboratory study following Parral and Santa Barbara practice on an ore which had never a very satisfactory rejection of zinc in the lead concentrate. The results were not encouraging and a mill test was not run. Since then the study has been reopened using in the laboratory fresh zinc concentrate from the mill instead of one made in the laboratory. "There are a number of nitrate-containing wastewater sources, as concentrated as 30 wt % NO3 and as large as 2000 m3/day, in the nuclear fuel cycle. The biological reduction of nitrate in waste water to gaseous nitrogen, accompanied by the oxidation of a nutrient carbon source to gaseous carbon dioxide, is an ecologically sound and cost-effective method of nitrate waste disposal. These nitrate-containing wastewater sources can be successfully biologically denitrified to meet discharge standards in the range of 10 to 20 g N(NO3-)/m3 by the use of a fluidized bed bioreactor. The denitrification bacteria are a mixed culture derived from garden soil; the major strain is Pseudomonas. In the fluidized-bed bioreactor, the bacteria are allowed to attach to 0.25- to 0.50-mm-diam. coal fluidization particles, which are then fluidized by the upward flow of influent wastewater. Maintaining the bacteria-to-coal weight ratio at approximately 1:10 results in a bioreactor bacteria loading of greater than 20,000 g/m3,This paper describes the results of a bio denitrification R&D program based on the use of fluidized bioreactors capable of operating at nitrate levels of up to 7000 g/m3 and achieving denitrification rates as high as 80 g N(N03-) per day per litre of empty bioreactor volume. The microstructures of a CF2Br2-inhibited methane flame and its uninhibited analog have been determined using molecular beam-mass spectrometry. The slightly lean flames were stabilized on a cooled porous plug burner at reduced pressure. Composition profiles of stable, intermediate, and radical species and temperature profiles were obtained. Comparisons of the uninhibited and inhibited flame profiles revealed the following inhibition effects; a shift of the primary reaction zone to higher temperatures, a higher maximum flame temperature, an increase in the CH3 concentration, and a reduction in the H2CO, H, 0, and OH concentrations. Kinetic analyses of the data yielded rate coefficients at flame temperatures for the reactions H + CH4 ? CH3 + H2, H + O2 ? OH + O, CO + OH ? CO2 + H, and CH3 + O ? H2CO + H. CF2Br2 is judged to decay by thermal decomposition and abstraction reactions.

"Near-infrared (NIR) spectroscopy sorting technology is incorporated in an automated optical mineral sorter that can discriminate between materials using the differences in characteristics when exposed to near-infrared radiation. During September 2014 to April 2015, a pilot plant that utilized NIR technology to discriminate between kimberlite and waste materials was commissioned to determine the viability of including this technology in the diamond winning process flow sheet at Cullinan Diamond Mine. The plant was used to minimize the waste content in the size fraction -70+35 mm that reports to the crushing section and then to the dense media separation process. This paper describes the initial test work, conducted at Mintek, that led to the decision to conduct a pilot-scale study. The mineralogical characterization of the feed and product streams to establish the sorting criteria and the operational data obtained during the pilot plant campaign are described. The results indicated a good possibility of discriminating between the kimberlite and waste material using NIR technology. However, the consistency of discrimination was not good enough to avoid the risk of potential diamond loss. Furthermore, a lower than expected availability of the machine reduced the throughput capabilities. IntroductionUsing near-infrared spectroscopy (NIRS) technology for ore sorting is a new concept for the mineral processing and mining industry. NIRS has been used for decades in the laboratory for the identification of pure minerals, and has its roots in the recycling, food, and pharmaceutical industries (Salter and Wyatt, 1991; Robben et al., 2009). Ore sorting in itself is not a new concept; it was introduced during the Stone Age with handsorting being the first method to separate valuable materials from gangue (Wills and Napier-Munn, 2006; Sassos, 1985). However, over the years the scale of mining has increased and hand-sorting has become challenging to implement (Joensson, 2014).Sensor-based sorting is an advanced technology that can help overcome problems such as ore dilution experienced in mineral processing operations. The benefits are lower energy and water costs, reduced ore dilution, lower environmental impact, and improved profit margin (Mathew, 1974; Jonsson, 2014; Salter and Wyatt, 2009; Death et al., 2009). In sensor-based sorting, materials are mechanically sorted based on certain physical properties that are detected by a sensor (Dalm, 2013). Research has found that with NIR scanners it is possible to obtain a ‘fingerprint’ of a sample that is directly related to its mineralogical composition. According to Woutruba et al. (2009), molecules absorb NIR radiation by means of electronic and vibrational transitions. Nowadays, there are many sensors available in the market that utilize different material properties; the choice of a sensor is dependent on the mineralogy of the ore."
