In his March 31, 1977 budget, Finance Minister Macdonald has attempted the delicate balancing act of stimulating the economy without reinforcing the inflationary pressures which Canada is continuing to experience. Several tax changes of benefit to the mining industry, as well as measures designed to encourage oil exploration in frontier areas, are among the budget proposals. Additional earned depletion of 66- 2 /3 %, which may be offset against income from any source, will be available on drilling costs in excess of $5 million incurred between March 31, 1977 and April 1, 1980 in connection with an exploratory well in Canada, including the continental shelf . Other changes include more favourable treatment of resource property dispositions, less restrictive rules r elating to "successor corporations" , increased capital-cost allowance on railway spur lines, the inclusion of certain production royalties in Canadian development expenses and the application of the lower "manufacturing and processing" tax rate to sulphur production. To encourage business capital spending, the 5% federal investment tax credit it to be extended an additional three years to mid 1980 and broadened to include spending on scientific research and development. The rate of credit will also be selectively increased on a regional basis, to 7.5 % in certain designated areas in Saskatchewan, Manitoba. Northern. Ontario and Quebec, and to 10% in the Atlantic provinces and the Gaspe.

DURING the last year or so, with higher prices for gold and silver, many old properties in the West have come back to life. Almost every profitable producer in the old days has been considered, and the reasons for its shut-down investigated. If it seems likely that modern ore-finding, mining, and metallurgical methods, and S35 gold can again put the property on a profitable basis, someone can usually be found to back the venture. Methods of rejuvenation vary with the property, of course, but the following outline of what has been done with one group of mines in Idaho is fairly typical and may be suggestive to others. The Golden Chariot gold-silver properties, near Silver City, consist of seven old mines, working a vein system striking north and south, which had a productive length of some 3500 ft. The vein is a quartz-filled fissure with granite walls. Gold occurs in native, and with silver in the form of electrum which is the natural alloy of the two metals. GASIFICATION of coal under pressure produces a gas that may be used as the fuel in a gas turbine. The pressure produced by a gas-turbine compressor (5 to 9 atm) should allow the use of high firing rates without unreasonably high solid carry-over rates. Hot make-gas with the tars contained in it in the vapor form can be used in a gas turbine. Most of the ash can be removed through a grate, and only a small portion of the ash and any of the solid combustible material carried over by the make-gas requires separation. The gas stream from which separation is required is a small portion of the total flow of a gas-turbine plant and hence the separator size will be small. The gas stream is reducing and will not, therefore, allow separator fires to occur. The response of the producer to rapid load changes is satisfactory. Only the air rate must change substantially in synchronism with the load. The coal feed, the steam addition to the blast, and the ash-removal rate can follow the load changes with time lags in the order of minutes. The necessary control equipment is simplified by these producer characteristics. With these possibilities in mind, the Steam Turbine Division of the General Electric Co. made arrangements with Battelle Memorial Institute in January 1945 to investigate the problems of the gasification process. A number of tests were made during this investigation on an updraft producer with a grate area of 1 sq ft. The equipment used has been described and the results of the tests made between 1946 and 1950 have been reported.1 The testing with this small producer was recently completed. The concluding tests were run to determine the effectiveness of a clinker-grinding grate and the effect of the operating conditions on the amount and character of the solid carry-over. The present paper describes the producer as modified, and gives the results of the tests using three coals. Another method of using coal in gas turbines is to pulverize it and burn it directly in the combustion chambers. This plan is being tried by the Loco- motive Development Committee of the Bituminous Coal Research, Inc., whose investigation has reached the stage of tests of full-sized equipment.

In its investigation of deposits of strategic minerals, the Bureau of Mines did same development drilling at the Perkiomen Creek deposits, 5 miles east of Phoenixville, Pa. This area was the center of much copper mining from 1851 to 1858. The most productive vein was the Perkiomen-Ecton mines, owned by the Perkiomen Consolidated Mining CQ. The mines were closed in 1858, and no further production has been recorded. The Perkiomen-Ecton vein ranges in thickness from 2 to 19 feet. The principal mineral of value is chalcopyrite, with minor amounts of galena and sphalerite. No definite record was found as to the grade of ore min d. It was reported that 617 tons of 18-percent copper are obtained by hand sorting 12,200 tons of mine-run ore was shipped in 1851-1852. To cut the vein below the old mine workings, the Bureau of Mines diamond-drilled five holes aggregating 2,216.2 feet. The vein, where intercepted by drilling, carried narrow stringers of copper, lead, and zinc minerals.

Following the suggestion of Engineering Council and at the direction of, the President, representatives from each of the Federal Government bureaus interested in map-making were called into a conference for the purpose of coordinating all of the Government's map-making activities. This conference has now reported back to the President the results of its findings, which indicate that Engineering Council's recommendation in this matter was well founded. While the conference report states that its members were of the opinion that little duplication of effort existed, it recommends the formation of a permanent Board of Surveys and Maps. An extended review of the map-making activities, which is given as an appendix to the report, indicates that this recommendation is a logical step. The conference recommendations concerning this Board of Surveys and Maps are as follows: (1) the Board is to he com-posed of representatives of mapping bureaus to be assisted by outside engineering organizations, which have been named above; (2) the estab-lishment of an information office in one of the Government bureaus, preferably the Geological Survey, which is to be under the supervision of the Board and is to be a mapping information clearing house for the Government and outside engineering organizations; (3) copyright laws are to be so changed that copies of all. maps made in the United States and with Governmental authority, will go to the central information office; (4) the Government departments are to receive orders to cooperate, with the Board; (5) future topographic maps of all kinds are to conform with specifications for the standard topographic map; (6) the U. S. Coast and Geodetic Survey to have supervision of final adjustment of all important control data under specifications approved by Board of Surveys and Maps; (7) surveys in the form of maps and publications are to be issued as soon as possible after field work has been completed; (8) program of the Interdepartmental Committee on Aerial Surveying was approved. Outside technical and scientific organizations that are called in for consultation are to operate in an advisory capacity only, responsibility for action on Governmental work is. to rest solely with the Governmental agencies.

MANY years ago, I expressed the opinion, in writings and otherwise, that it was possible to desulfurize zinc blende autogenously, i.e., without the use of extraneous fuel, and that at some time this would be accomplished. This opinion was based on thermal calculations and also on observations of the behavior of blende during roasting in different ways, all of which observations tended to confirm the theoretical calculations. Among such observations were things like the following: Once in carrying out the stall roast of cupriferous pyrites as a regular metal-lurgical operation, I was minded to charge a stall with lump blende, ranging from walnut to egg size, as I recollect, following the same procedure as with pyrites, and setting fire to the kindling wood, observe what would happen. The blende charge ignited well enough and bravely began to burn, quite actively the first day, at a diminished rate the second day, while on the third day burning ceased and the charge quickly became cold. It was just like trying to set a grate full of anthracite afire with insufficient kindling wood. The volume of air drawn through the stall was too great, quickly cooling the entire contents below the ignition temperature, which means, of course, that burning ceased.

That calcium will activate quartz for flotation with anionic collectors such as soaps has been known for a number of years,1 2 3 and the method has been applied to the concentration of various iron ore 4 5 6 as well as to other materials. Clemmer gives the permissible pH range for the activation of quartz by calcium as between 9.5 and 12.5 with an optimum value of 11.0, and Hertzog7 has determined the calcium abstraction of iron ores and of Ottawa sand, but otherwise little quantitative data are available. The purpose of the present investigation was to determine those conditions under which dilute solutions of calcium chloride will activate quartz for anionic flotation and to determine the amount of calcium ion adsorbed by quartz. Those variables, the influence of which was primary, such as calcium, sodium, and hydrogen ion concentrations, were studied. Other factors which influenced the results are discussed in the description of the experiments. Three different experimental methods were used to determine the activation of the quartz. The first method was to treat a sample of ground, deslimed quartz with solutions of calcium chloride and sodium hydroxide, and to determine the calcium adsorbed by chemical analysis of the solution. "INTRODUCTION During the Bureau's extensive program of investigating possible domestic sources of manganese, an are-dressing study was conducted in its laboratories at Salt Lake City, Utah, on a sample of oxide manganese ore representative of vein material from the Ophir Hill mine at Ophir, Tooele County, Utah. The sample (obtained by blasting down and mixing a portion of the vein) was submitted by the Ophir Development Co. of Ophir, Utah. As the ore was too law in grade to be acceptable for direct production of ferromanganese, it was tested to determine its amenability to concentration by ore-dressing methods.At the beginning of the investigation of manganese-ore beneficiation in December 1940, the only product marketable to Metals Reserve Company was ferrograde manganese, grade B, the requirements for which follow: Mn, min., 48 percent; Fe, max., 7 percent; Si02, max., 10 percent; P, max., 0.18 percent; A1203, max., 6 percent; Zn, max., 1 percent.Later, the specifications were modified gradually. As of May 15, 1943, manganese products were acceptable if they contained over 35 percent manganese and less than 3 percent zinc and 1 percent phosphorus. Prices were based upon material containing 48 percent manganese, 6.0 percent iron, and 11 percent silica plus alumina. Premium were paid for manganese content in excess of, 48 percent and iron content below 6 percent, penalties being imposed upon products containing less than 48 percent manganese or more than 6 percent iron or more than 11 percent silica plus alumina. The specifications for commercial manganese further required that maximum particle size be 12 inches and that 75 percent of the product be coarser than 20-mesh. Therefore, fine material, such as table and flotation concentrates, had to be nodulized or sintered. In addition, carbonate manganese ores were not acceptable unless calcined."

It is a matter of importance to use the lower alkyl monoethers of propylene glycol (polyPGME) as a frother in sulfide mineral flotation, for their compounds are highly soluble in water and are surface active frothers to some extent. The purpose of this study is to clarify fundamental roles of frothers in sulfide mineral flotation by investigating the effects of polyPGME on the floatability of galena with xanthate and adsorption property those ethers at the liquid/air interface. Fundamental investigation on the flotation of sulfide minerals using o,o-dialkyl dithiophosphates has been carried out through galena floatability tests in the following two cases:(l)single use of dithiophosphate for sulfide mineral collection and (2) joint use of dithiophosphates for its collection.

The copper extraction yield from thermophilic bioleaching of chalcopyrite depends on temperature, pH, and the oxidation-reduction potential (ORP), as well as the activity of the microbe used. We studied copper extraction yields obtained from chalcopyrite with three thermophiles, Acidianus brierleyi, Sulfolobus metallicus, and Metallosphaera sedula, under various pH and temperature conditions and with different initial amounts of ferric iron. The results indicated that the capacity of each thermophile strain to leach iron as Fe3+ differed, which affected the influence of pH, temperature, ORP, and microbial activity level on the yield of copper. Microbial activity can cause ORP to be close to the critical value (450 mV) at which copper extraction at 65 °C can be higher than that at 80°C. An initial pH of 1.5 retards the precipitation of jarosite, allowing temperatures as high as 80°C to result in copper extraction yields close to 100%. However, if a thermophile with a poor capacity to form Fe3+ is employed, 100% copper extractions can also be obtained at pH 2.5, because ORP is low as result of low amounts of Fe3+ in solution. Optimum temperatures for the growth of thermophiles did not always mean high copper extraction yields. Conversely, high biomass concentrations depending on the capacity of the thermophile strain to leach iron as Fe3+, can result in excess Fe3+ in solution, leading to the precipitation of large amounts of Fe3+ as jarosite. The bioleaching capacity of A. brierleyi was reduced or suppressed when insufficient initial Fe3+ was pro-vided to trigger the leaching reaction, whereas S. metallicus and M. sedula were less sensitive to the initial availability of Fe3+. This result confirmed that a direct enzymatic attack on the mineral surface could initiate the leaching reaction, but later ORP governed the leaching rate of chalcopyrite.

Successful miniplant and laboratory testwork has indicated that high purity selenium can be produced from copper refinery slimes. The recovery technique fits into existing unit operations, and the selenium recovery in the new process was close to 99%. This recovery virtually eliminated any selenium being processed through the smelting stage. In addition, miniplant tests conducted at Inco Metals Co.'s J. Roy Gordon Research Laboratory in Mississauga, Ontario, have demonstrated the reliability of the process with respect to extractions, product quality, filtration characteristics, and effluent disposal. Inco's copper refinery at Copper Cliff, Ontario, produces about 500 t/d of copper with the anode slimes fall typically averaging 0.5% of the throughput. Investigations relating to the treatment of slimes within Inco's R&D have been conducted on several occasions since 1959, when the available alternatives such as acid or alkaline pressure leaching, aqueous or high temperature chlorination, roasting, smelting, etc., were considered. Interest in slimes processing was revived recently to meet increasingly stringent environmental standards and to replace equipment of a relatively old plant.

During the period from June to September 1943, the Bureau of Mines undertook an investigation of the Vial mine, near the village of Linden I in Iowa County, Wis., as part of a general investigation of the zinc-producing area of southwestern Wisconsin. The work was done when every effort was being made to increase the production of metals important to the Nation's war program. The Bureau completed 29 churn-drill holes aggregating 3,348 feet of bore in areas immediately north and west of the old Vial mine, which had been worked intermittently between 1908 and 1939. The drilling supplemented a previous drilling program by the lessees and disclosed the presence of two significant zones of mineralization.

The effect of production history of a well on the results of two-rate flow tests, and conventional build-up analyses was investigated. The effect was examined by means of digital computers and an R-C network model, respectively, for wells with infinite and finite radii of drainage. For systems which behave as infinite, it was found that production history and the duration of production at constant rate prior to the initiation of the test have important effects on the results. During build-up time equal to about one-fourth of the stabilized time, correct permeability-thickness product calculations can be made. For wells with finite radii of drainage, the time was determined during which the straight line can be satisfactorily used for permeability-thickness product calculations in case of drawdowns and build-ups. On build-ups, the dimensionless time (based on the external radius) during which the straight line gives reliable results was detertriined to be about 1/12. This is one-fourth as long as that of the drawdown. The investigation was done theoretically, and subsequently was verified by R-C network model runs. General interpretive rules were formulated which, if not followed, could lead to serious errors. Moreover, a recommended testing procedure is reported. INTRODUCTION The method used by most reservoir engineers for estimating formation characteristics in a producing well is the analysis of pressure build-up data. The method originally devised by Horner' makes use of the point source solution to the diffusion equation. This solution is approximated by a logarithmic function and the superposition principle is employed to arrive at the well known pressure build-up equation:where q, the flow rate, is in reservoir B/D; ft is in cp; kh is in md-ft; At is the shut-in time; and t is the producing time. At and t are in any consistent time units. Ey. 1 is applicable to a well of unlimited drainage radius which produces at a constant rate q from zero to time t and is then shut in. Such a constant production rate seldom obtains in practice. Therefore. a correction term must be applied to Eq. I to account for the varying rate. Two theoretically accurate methods are available for treating the variable rate case. The first, originally derived by Horner,' is based on the application of the superposition theorem. It requires knowlege of production history of the well as a function of time and results in lengthy and laborious calculations. The second t*q* niethod is suited for short production tests and requires that the shut-in time be at least one and one-half times the production time. A third method which is not based on any theoretical justification and which was suggested by Horner as a "good working approximation" is the one used by the majority of reservoir analysts. especially when the well has been producing for a long time and the t*q* method is not practicable. The key to this method is in choosing or determining the t that appears in Eq. 1. Horner suggested using a corrected time t, in place of t. t, is calculated by dividing the total cumulative production by the last established rate. Therefore, a normal procedure of pressure build-up testing is to stabilize the well at a constant rate for at least 24 hours before shut in and to use the stabilized rate to calculate t,. The analysis is then made by plotting either or P. and examining the resulting plot for the expected straight line to calculate kh and the original reservoir pressure. Recently, Russell" proposed a method for determining formation characteristics from two-rate flow tests. His method reduces to pressure build-up if the second flow rate is zero. Russell uses the Horner simplified procedure for calculating a corrected t,. His method also requires the stabilization of the well at a constant rate q which is used to calculate t,. Theoretically, the above procedure is valid for a well with an unlimited radius of drainage or with a limited radius as long as the boundary effect has not been felt by the well. Several authors'' derived formulas which allow the estimation of time during which limited reservoirs behave as infinite ones and, thus, can be treated by unsteady-state mechanics. One equation derived by Swift and Kiel' terminates the application of unsteady-state theory when the drainage radius reaches one-half the reservoir radius. Thereafter, steady-state behavior obtains. I. INTRODUCTION. THE facts is presented in this paper, based chiefly on recon¬naissance made, during the summer of 1903, by myself and my assistant, Mr. R.. C. Brooks, cover practically all that portion of Texas lying east of the 99th meridian. The work was undertaken for the University of Texas Mineral Survey, and was to have been extended over the entire State, but the sudden termination of the survey prevented even the official publication of the results already obtained. Most of the mineral resources of Texas were fully treated by the First Geological Survey, but the clay-industry was tit that time little developed, so that only a few scattered notes concerning it are to be found in the Survey reports. The extensive exploitation of the clay-deposits, however, has emphasized their commercial importance, and has also made accessible many facts of exceptional interest concerning their geologic conditions. The erection of new plants for the utilization of clay-products is usually preceded by more or less prospecting, which, by reason of the scarcity of outcrops, and the geologic and topographic conditions of eastern and southeastern Texas, is often slow and difficult work. This is especially true in the Tertiary and Pleistocene areas, where the structural conditions much resemble those of the Atlantic coastal plain, the deposits being mostly lenticular in form, and surrounded by beds of sand. II. GENERAL GEOLOGY OF THE CLAY-DEPOSITS. The accompanying sketch-map, Fig. 1, shows the location of nearly all the deposits examined, their relation to the geology of the State, and the type of clay found in each. The geology is based on the published work of Hill, Cummins, Tail, Adams, Hayes and Kennedy, but the boundaries have unfortunately not been determined over the entire region covered by the map, and, in many areas, are only approximate. It will be seen that the clay-deposits range from Carboniferous to Pleistocene in age, the older deposits being found in the northwestern part of the area, while those of Cretaceous and Tertiary age lie to the east, southeast and south. The Pleistocene clays are found in part in a belt along the coast, and in part along many of the larger rivers, where they often underlie extensive terraces.

"The use of the finite element method (FEM) for studying the plastic behavior of metals has become a common practice over the past few years, because it has been proved to be a good means of evaluating processes parameters, and predicting and improving processes, avoiding the traditional trail and error technique. FEM was used via a commercial package (Abaqus) to create two dimensional models to simulate uniaxial tensile tests for a galvanized low carbon steel. The aim of the work was to analyse the plastic behaviour of a distribution of grains on the zinc cover of a set of galvanized low carbon steel samples. A mesh with lines 2 mm apart was drawn on one of the faces of the samples that were deformed at room temperature, at constant crosshead speed, stopping the deformation at different times. Before and during the stops the deformation measurements were recorded for further calculations in an image analyser in order to compare these with computational predictions, as well as validate the numerical model. The results of this study can be extended to other testing conditions, besides the model can be used for obtaining constitutive equations of the materials.INTRODUCTIONThe use of the finite element method has been widely spread during the last two decades in most engineering areas, it is a good means of obtaining approach values at a first try [1-4]. Thanks to the software and hardware developments it is now possible to run huge problems within hours or minutes, making the technique more accessible and useful for the industry.The aim of this work is to create a finite element model for the uniaxial simple tension test, and compare the results with some experimental results, and asses the validity of the model.The plastic behaviour of the materials with FEM has been studied for a long time [5] and there is always something new to learn about this behaviour of the metals in particular, as well as to characterized new materials and alloys [6,7]. The tension test has been used since XIX century to get knowledge of the materials [5,8], it is the test that has been used the most and the only that is fully standardized, although it has the limiting of low strains, it is still the most widely used, especially in the industry.Two different finite element models in two dimensions (2D) have been developed, one called the mesh model and the other one the grain model, attention was focused on the geometry and strain prediction. The model is validated with experimental test, by using the data and directly comparing it with the numerical predictions. All the tests were carried out at the same constant crosshead speed at room temperature. An analysis of the grid distortion using FEM and analytical methods has been carried out."

A series of controlled experiments was conducted at four surface coal mines to study the effects of certain blast parameters upon the ground and air vibration. Preliminary scale-model blasts were conducted at a quarry to provide basic data. It was found that the amplitudes of the ground and air vibration were controlled by the maximum explosive weight per delay. Either cube root or square root scaling could be used for the seismic amplitudes, and cube root scaling could be used for the overpressure amplitudes. Both amplitudes were not significantly affected by the total charge weight per blast, the attitude of the boreholes, or the charge length or diameter. The overpressure amplitudes were affected by the charge depth, the use of cover over surface detonating cord, and the use of adequate stemming. The length of the delay intervals and the spacing of holes were important in determining' the potential fur reinforcement of the amplitudes in certain directions from the blasts. In downwind directions from the blast, the attenuation of the overpressure with distance decreases. Surface terrain did not significantly affect the overpressure amplitudes within the range investigated. The type of overburden affects the generation of both amplitudes and the propagation of the seismic amplitudes. Spectral analysis of the ground and air vibration is reported. A bibliography of pertinent literature is included as an appendix. A scaled distance of 300 ft/lb1/3 should produce a peak particle velocity of less than 1 ips and an overpressure of less than 128 dB linear peak. For square root scaling, a scaled distance of 75 ft/lbl/2 should limit the ground vibration to less than 1 ips.

This paper presents the ventilation problem faced by Jaduguda uranium mine, operated up to a depth of 905 m. The first two stages of the mine workings are up to 555 m, which are nearly exhausted. The third stage of the mine is from 555 m to 905 m and presently most of the stopping and development activities of the mine are carried out in the third stage. The total available intake quantity in the third stage was only 21 m3/s. As a result, the mine was facing a radiation hazard. The different instruments and the methods used for monitoring of radiation levels are also presented in the paper. It was observed that the average individual effective dose (external + internal) of radiation workers in Jaduguda mine increased from 6.93 mSv/y in 1995 to 9.5 mSv/y in 2001 and during this period the average individual effective dose of mine workers of the world was less than 5 mSv/y. Keeping this problem in view, a detailed ventilation investigation has been carried out in this mine. Initially the requirements of intake air quantity have been assessed by carrying out field investigation in different stopes and it was found that the third stage workings require nearly 100 m3/s. A detailed ventilation survey has been carried out in the total ventilation network and a basic ventilation model of the mine has been prepared. Different alternative schemes for effectively ventilating the third stage workings of the mine were simulated and a set of recommendations were made for implementation. The recommendations were partially implemented in 2002. As a result the total intake quantity to third stage workings increased to nearly 70 m3/s and the average individual effective dose (internal + external) of mine workers came down from 9.5 mSv/y in 2001 to 6.65 mSv/y and 6.60 mSv/y in 2002 and 2003 respectively. The implementation of remaining recommendations is in progress. Finally, a mathematical model has been formulated from the first principle for predicting air quantity requirements in cut and fill stopes in uranium mines and this model is being validated for further use.
