The Australian Constitution specifies certain powers of the Commonwealth Government to be used in its capacity as the national government. Certain of these broad powers result in the Com- monwealth having a facility to play an important part in the development of the mining industry. The State Governments, however, by virtue of their wide powers to regulate matters within the boundaries of a particular State, are more directly involved in the day to day administration and standards of activities of mining operations. In this respect the Common- wealth has something of a dual role because of its "State-like" responsibilities for the mainland Terri- tories. The components of the role that the Common- wealth Government discharges in relation to the mining industry are qualified to varying extents at particular times by the political persuasion of the Government. In absolute terms the components are as follows. 1. Economic management. The Commonwealth's fiscal and monetary policies have an important effect on industry as well as on State finances. In particular, the taxation regime employed by the Commonwealth Government is of direct importance to economic decision-makers in the mining industry. 2. International matters. International trade and commodity matters are, more and more, becoming an everyday part of the conduct of a nation's foreign affairs. 3. Exports. The Commonwealth Government, via the constitutional powers over overseas trade, have exercised varying degrees of control over mineral exports to achieve particular objectives. 4. Foreign capital and investment. Australia in general, and the mining industry in particular, is and will continue to be a net importer of capital. There appears to be bipartisan political agreement in Australia that foreign investment policy must be enunciated to ensure that investors. are in no doubt that Australia welcomes beneficial investment and technology from overseas. 5. Environment and Aborigines. Governments, both Commonwealth and State, have in recent years become more involved in these areas in response to their interpretations of community aspirations. 6. Energy. Access to assured supplies of energy is now viewed, by Governments worldwide, as a desirable asset to ensure the well-being of a nation's people and industries.

Laboratory studies have been carried out on acid leaching as a possible route for the extraction of potassium from glauconitic sandstone. Leaching efficiencies with sulphuric, hydrochloric and nitric acids were investigated. The effects on potassium dissolution of temperature, concentration and type of acid, stirring speed and leaching time were also studied. The results show that it is possible to recover 87.5, 93 and 85% potassium with 5 M H2SO4, HCl and HNO3, respectively. During the initial stages of the sulphuric acid leaching process the chemical reaction at the mineral surface is the rate determining step, whereas during the later stages diffusion through the product layer is rate-controlling. Overall, the process follows a mixed-control model that includes both chemical reaction and diffusion. The activation energy for the dissolution of K was found to be in the range 25.79-106 kJ/mol.

Model pillars of limestone, marble, sandstone, and granite having length to diameter ratios of 3:1, 2:1, 1:1, and 0.5:1 were broken in axial compression to determine whether lateral end constraint affected the breaking strength. Steel rings bonded to the ends of the model pillars with epoxy provided, during the loading cycle, a lateral end constraint of about 17 to 30 percent of the average axial stress. The effect of this constraint was to increase the breaking strength of the rock as compared to cylindrical pillars without constraint. The percentage increase in breaking strength varied with rock type and increased as the length to diameter ratio decreased. The maximum increase in breaking strength was 35 percent for marble pillars having a length to diameter ratio of 0.5:1. A theory was developed which relates the expected constraint to the physical properties of the ring and rock.

"INTRODUCTION The orienting phases of the current investigation of cushioned blasting in the Explosives Division of the Bureau of Mines were indicated in a previous publication (5) 3/. Pertinent literature reviewed therein indicated a highly controversial field. This emphasized the need for experimental studies of many factors that affect the health and safety of miners and the efficiency of mining operations. Results of some orienting tests showed marked effects on practical hazards. Further, they emphasized the necessity and importance of the contemplated investigation. The scope and general plan of these practical inquiries into the safety of cushioned blasting were indicated.This investigation of cushioned blasting relates to the various means employed to reduce the intensity of application of energy from explosive actions in boreholes. It has been suggested (from p. 19 of reference that the divisions of this work would correspond to the salient hazards affected by cushioned blasting. These include the ignition hazard, hazards from poisonous gases, and other practical hazards in the blasting technique. The ignition hazard was resolved into two components of approximately equal weight. These include studies of effects upon (1) the incendivity of blown-out shots and upon (2) the occurrence of such shots. Experimental studies of effects on the incendivity of blown-out shots were first undertaken. Questions of the best procedure for making these evaluations have been adduced, and the interpre-tation and utilization of the results of gallery testing seemed to require detailed attention; some preliminary general considerations of such testing were therefore necessary."

Capital and operating costs have been estimated for separating methane and hydrogen in gas - separating plants designed to produce 90 million scf per day of product gas containing a minimum of 90 percent methane . After a preliminary literature review of various separation techniques , three different processes --moving - bed adsorption using active carbon , oil absorption , and liquefaction -- were chosen for the cost estimates . Three different methane feed gas concentrations , 5 , 20 , and 50 percent ( cases 1 , 2 , and 3 , respectively ) , were chosen as representative methane concentrations for the separation estimates . Capital and operating costs were lowest for the moving - bed adsorption process in all three cases investigated . Operating costs declined from $ 0.24 to $ 0.06 per 1,000 cu ft of product gas , and capital costs declined from $47,490,800 to $7,411,200 as the percentage of methane in the feed gas increased from 5 to 50 percent .

"The structure and hydrogen-absorption properties of LaNis thin films were investigated in the present study. LaNis thin films were prepared by a sputtering method with a radio-frequency power, Ws, of 50 -400 Wat substrate temperature, Ts, of323 -573 K. Nickel content of the films decreased with increasing Ws, however, there was no dependence on Ts. At low Ws and low Ts, amorphous films were deposited. In other conditions, the films were polycrystalline. The films prepared at high Ws and low Ts, or at low Ws and high Ts, exhibited only a (h k · 0) peak in the X-ray diffraction profiles. This indicates that the c-axis of crystalline films was oriented parallel to the substrate plane. At high Ws and high Ts, the films with columnar structure were obtained. Hydrogen-absorption capacity of the thin films increased with increasing Ws. The pressure plateau did not appear on the pressure-composition isotherms. The films deposited at high Ts represented a higher equilibrium pressure.IntroductionThin films of hydrogen storage alloys can be applied for an electrode of rechargeable battery or fuel cell, a filter for H1 purification and various kind of sensor. Some studies on the preparation of the thin films of LaNi5 intermetallic compound, which is a typical hydrogen storage material, have been done hitherto. Adachi et al. , 2) and Sakaguchi et al. 3) prepared amorphous and crystalline LaNi5 thin films using flash evaporation of alloy powders and measured the pressure-composition isotherm for the prepared film utilizing a quartz crystal mass monitoring (QC:MM) method. It was found that the prepared amorphous film absorbed hydrogen without disintegrating into the powders and the hydrogen-absorption capacity of the films increased with the degree of crystallinity. Sakai et al. 4) reported that the maximum hydrogen storage capacities of amorphous and crystalline LaNi5 thin films, fabricated by a RF sputtering method using combination targets, were about 40 mA h g-1 (LaNisHo.7) and 160 mA h g-1 (LaNi5H2.6), respectively. Uchida et al. 5, 6) prepared LaNi5 thin films using flash evaporation of alloy powders and measured volumetrically the pressure-composition isotherm for the prepared film. It was reported that the hydrogen-absorption capacity of the films changed by the annealing treatment."

From 1970 to 1975, approximately forty metallurgical plants throughout the world have adopted automation techniques based on digital controls (see Table 1). Several recent technical reports have described development of digital control systems in concentrator grinding control, 1,2 flotation,3 and smelter operations.4,5

This report on the properties of motor fuels sold through service stations-in the United States was made in accordance with a cooperative agreement between the American Petroleum Institute and the Bureau of Mines of the United States Deparment of the Interior. It presents analytical data for 4,397 samples, representing the products of 130 companies. The samples were collected during December 1952 and January and February 1953. As in previous surveys, the gasolines covered by this survey include those from both large and small suppliers. The data were obtained by laboratories of various refiners, motor manufacturers, and chemical companies and submitted to the Bureau of Mines for compilation. A list of the National Motor-Gasoline Survey reports published during the past ten years is given on page 5.

"In this research work, it was attempted to reduce the iron contents (Fe2O3) in relatively low grade silica sample which was obtained from Shenin silica mine, using magnetic separation. The prepared sample contained 93.75%SiO2, 0.44%Fe2O3, 2.78%Al2O3, and 0.08%TiO2 and the Fe2O3 had to be reduced to less than 0.08%. Mineralogical studies and XRD analysis indicated the presence of Hematite, Pyrite, and Goethite as the major iron impurity phases. Mineralogical studies of polished and thin sections demonstrated that the degree of freedom of silica is more than 80% in -300+212 ?m size fraction. After primary stages including crushing, milling, scrubbing and de-sliming, various methods such as low intensity magnetic separation (LIMS), high gradient magnetic separation (WHGMS) and dry high intensity magnetic separation (DHIMS) were applied to find out that which process would be appropriate for the elimination of iron impurities from this sample. Different experiments were carried out on the product of wet rod mill and scrubber. However the magnetic field intensity of WHGMS was increased down to 2Tesla, and there was not any acceptable result in reduction of Fe2O3 content lower than 0.08%. Thereafter the product of wet rod mill and scrubber were dried and reported to DHIMS. In these experiments, maximum magnetic field intensity was 1.4Tesla. In this case very significant results were achieved, and Fe2O3 content of final product were reduced to less than 0.05% which meets glass manufacturing standards."

During the course of the work: it was found desirable to investigate the sensitizing action of nitrostarch in mixtures of ammonium nitrate containing low percentages of this material. Data were derived as to the sensitivity to decomposition by heat and the completeness of detonation and,of detonation of straight ammonium nitrate, as compared with ammonium nitrate-nitrostrarch mixtures containing 1 to 10 per cent of nitrostarch.The ammonium nitrate was a sample of coated material obtained from the salvage of amatol shells. The cut-and-fill mining methods in use in the mines of The International Nickel Company of Canada Limited, at Falconbridge Nickel Mines Limited, in the Sudbury District, and at McIntyre Porcupine Mines Limited in the Porcupine District, are typical of the general cut-and-fill practice in both the base-metal mines and the gold mines in the Province of Ontario. The following pages describe the methods in use. HORIZONTAL CUT-AND-FILL STOPING Horizontal cut-and-fill stoping, as practiced in the mines of The International Nickel Company of Canada Limited, falls into two main classifications: (I) transverse cut-and-fill stoping, where ground conditions or wide ore bodies make it necessary to establish narrow stopes and pillars across the width of the ore body; (2) longitudinal cut-and-fill stoping where ore body widths and ground conditions allow safe mining of the full width of the ore body. Transverse Cut-and-fill StopiNg General Stoping Layouts Stope and Pillar Widhs.—For transverse stoping, experience has indicated that narrow stopes and pillars, 27 ft. 6 in and 22 ft., respectively, are most satisfactory. These width are multiples of 5 ft. 6 in., which is the center to center dimension of a standard square set. Thus any stope, or block of stopes, can be readily converted from cut-and-fill to square set-and-fill if ground conditions should warrant such a change. Formerly, pillars were established 16 ft. 6 in. wide, the equivalent of the width of three square sets, with the intention of extracting the pillars by mining an overhand slice one set wide and an underhand slice two sets wide. However, subsequent experience proved that a two-set overhand slice is so much more efficiently mined than a one-set slice, and 22-ft. pillars have been made standard. Chutes.—The stope chutes are established on the longitudinal center line of the stopes and are spaced at 22-ft. centers from footwall to hanging wall. The footwall chute is usually from 5 to 10 ft. from the footwall of the stope. It is offset where necessary at an angle of 52° and vertical chutes are carried from the offset at 22-ft. centers. In sections of the ore body where a flat hanging wall would cut off hanging-wall chutes within a few cuts of the sill, it has proved to be more economical to use temporary chutes or slushers, or both, for these first few cuts, rather than to el permanent chutes at the hanging wall.

The MANUFACTURE of Iron in the PROVINCE of Quebec. The St. Maurice Forges.—The deposits of iron-ore in the St. Maurice district, in the rear of Three Rivers, were probably known to the Indians and .Jesuits, but it is not till 1667 that any discovery is reported. The affairs of the colony were then in the control of the " West India Company," who amongst other monopolies had a right to all mines and minerals." Specimens of the iron-ore were examined in Quebec. in 1668 by the Sieur la Potardière, who reported unfavorably on them. In 1671, Louis de Buade, Comte de Frontenac, was appointed governor of La Nouvelle France ; and in the original manuscripts relating to his administration some allusion is occasionally found to the St. Maurice iron mines.? In a letter to the Imperial Government, dated 2d November, 1672, he says: "The iron mine of which I have already spoken is of great consequence. I have visited it myself, in order that I may be enabled to give a more accurate account of its nature. The adhesion of Leptospirillum ferrooxidans bacterial cells onto the sulfide minerals pyrite and chalcopyrite was evaluated using two different physical-chemical approaches; thermodynamic and extended DLVO theory. For the parameters incorporated into calculations, the zeta potentials and contact angles of powdered solids and bacterial cells were acquired experimentally. The Hamaker constants essential for Lifshitz-van der Waals inter-action calculations were calculated following two different methods: macroscopic and microscopic. Adsorption tests were carried out at physiologic conditions to estimate the amount of cells adsorbed onto a mineral surface and the extent of alteration of that mineral surface in biobeneficiation. The free energy of adhesion was found to be negative for both minerals, indicating that the adhesion is energetically favored and preferred. The interaction energy diagrams of the total interacting force was also negative for the cases where the particles were charged oppositely; in the remaining cases, the total force was attractive after overcoming an energetic barrier caused by the repulsive electrostatic forces. Under the conditions of the adsorption test, the experimental results are in agreement with the theoretical; this suggests that the physical-chemical forces are crucial for bacterial adhesion.

I DESIRE to say that, owing to the number of papers which have been more or less crowded at this session of the Institute, and the fact that, as one of the Local Committee, I have the distinguished honor to feel somewhat like one of the hosts, I should not tax the patience of members at this late hour, but would have my paper read by title were it in any way possible to do this. But the task I have set myself this evening is to present to the eyes of the members of the Institute certain objects which have occupied more or less of my time during the last eighteen months or two years. The objects I allude to are some of the igneous rocks of this country, which, until quite recently, have been less understood than any others. It will be well known to some of the members that some of the cooled lavas of a previous age of our planet, when not directly coarsely crystalline and granular, were considered and spoken of as " natural glasses," or perfectly uncrystalline, vitreous, or hyaline masses of matter. Among the first results of the use of the microscope was the dispersion of this fallacy. Sir David Brewster, Mr. H. C. Sorby, and William Nichol (the discoverer of the celebrated calcite prism, which bears his name), had, with greater or less success, examined sections of various rocks and minerals, both by transmitted and reflected light, and also in the form of powder. But, until the genius of Vogelsang undertook the subject, these investigations had no permanent value, nor did they constitute an independent line of mineralogical and geological research. Since the close of his labors, by Vogelsang's premature and much-lamented death, the subject has been made one of renewed interest by his brother-in-law, Ferdinand Zirkel, as well as by Rosenbusch, Tschermak, and many others abroad, and at home by the commencement of a systematic study of the traps of Connecticut by Messrs. E. D. Dana and G. W. Hawes, of New Haven, and by the splendid set of described sections of the traps of the West which have been furnished by Zirkel to illustrate Clarence King's report. I had the honor of presenting a large number of thin sections of our traps at the Washington meeting, for the inspection of the members, with the aid of a table microscope belonging to the Smithsonian Institution. "INRODUCTIONSedimentary deposits of titaniferrous magnetite occur at various localities in the eastern foothills of the Teton Ranse in Deer Lodge County, Mont. The Choteau deposit was examined by a Bureau of Mines engineer in August 1942. An exploration project was recommended.Core drilling exploration was begun in June 1945; it was concluded in August 1945, Seventy-six holes were drilled. This report presents the data obtained by the Bureau of Mines exploration.ACKNOWLEDGMENTIn its program of exploration of mineral, deposits, the Bureau of Mines has as its primary objective, the more effective utilization of our mineral resources to the end that they make the greatest possible contri¬bution to national security and economy.
