It has been known for several years1 that certain alloys of the Konal type, containing commercial cobalt (99.32 per cent Co and 0.42 per cent Ni) and varying amounts of ferrotitanium, exhibit very high tensile strengths at 600°C. However, their proportional limits and yield pints are relatively low. published data' for the alloys quenched in water from 950°C. and then tested at 600°C. are summarized in the upper section of Fig. I. Similar specimens that were aged at 650°C. for 72 hr., after quench and prior to testing at 600°C., gave the result; shown in the: lower section of Fig. I. In the present work the investigation of the properties of these materials has been extended by a study of the tensile deformation characteristics in moderately longtime tests at 600°, 700' and 800°C. after quenching from various solution temperatures. In addition, some metallographic studies have been made to correlate with the deformation tests, and to obtain information on the quasi-binary system cobalt-Fe2Ti. The material, very kindly furnished by the Westinghouse Electric and Manufacturing Co. in the form of hot-swaged rods of 3/16-in. diameter, analyzed as shown in Table 1. The February General Meeting of the Branch was held in the St. Helena Club at 8.00 p.m. on the 10th February, 1971. Mr G. Y. Nisbet (Chairman, O.F.S. Branch) was in the chair. There were also present: Seven Fellows: Messrs. N. A. Honnet, C. J. Isaac, J. M' Meyer, I. Thomas (Committee Members), J. Lorenzen, S. L. S. Swart and D. Waterman. Six Members: Messrs. R. Campbell, D. J. Couperthwaite, R. Cross, A. H. Edwards, C. G. J. Vermeulen and G. J. C. Young. Two Graduates: Messrs. J. McLuskie and M. H. Smith. Six Associates: Messrs. J. Dean, W. F. de Lange, J. S. Freer, A. Hooper, A. Paschalides and L. Vorster. One Student: Mr D. J. Hammond and nine visitors, a total attendance of thirty-two. Minutes As the minutes of the General Meeting held on the 17th November, 1970 had not yet been published in the Journal, the Chairman moved that the adoption and discussion thereof be deferred to the next General Meeting. This motion was adopted unanimously. Office-bearers The Chairman informed the meeting that this branch had received the resignation of Mr J. N. Saunders. Following his resignation the Committee elected the following office-bearers: Chairman - Mr G. Y. Nisbet Vice Chairman - Mr J. M. Meyer The Chairman also announced that Messrs. J. M. Meyer and G. J. C. Young had been co-opted onto the Committee. General Members were advised that arrangements had been made for the Cookhouse Tunnel visit towards the end of March. Talk by J. Freer The Chairman called on Mr J. Freer to deliver his talk on "Uranium Extraction, Processing and Conversion for Fuel Element Manufacture". The presentation of this talk, illustrated by sketches, proved very interesting and entertaining and was received with applause from all present. Mr I. Thomas proposed a vote of thanks to Mr Freer on behalf of all members of the O.F.S. Branch. After thanking Mr Freer for his talk and all present for their attendance, the Chairman declared the meeting closed at 9.30 p.m.

"During present converter vanadium extraction process, phosphorus could not be removed from hot metal due to absence of CaO in slag though it is an efficient way for vanadium extraction. In order to improve the phosphorus remove and produce CaO-containing vanadium slag, which could be directly used in subsequent roasting process, during the converter vanadium extraction process, lime dissolution in FeOx-Si02-V203-Ti02 slag was investigated by using a rotating cylinder technique and the slag-lime interface was characterized by SEM/EDS. Results showed that changes in the slag chemistry and phase compositions during the lime dissolution process were similar to that in CaO-Si02-FeOx based slag during the BOF process. The V and Ti in the slag were expected to diffuse into the lattice of2CaO·Si02 solid solution, which formed a rather thinner layer in thickness at the slag-lime interface than that in BOF process, leading to improvement of lime dissolution in the slag.IntroductionVanadium is important material that widely applied in industries. The traditional technique to extract vanadium was to leach vanadium after sodium salt roasting. However, the sodium salt roasting process has several problems including lower yielding rate[!] and environmental pollution[2]. Therefore, the more environment-friendly technique of calcium roasting[3-4] was proposed. In order to increase roasting efficiency of vanadium slag, it is essential to study the dissolution/reaction mechanism between lime and vanadium slag. Many investigations about the dissolution reaction of lime in molten slag have been carried out from the standpoints of rapid slagging to De-Pin steelmaking process[5-6]. However, their studies were focused on BOF slag and the reaction mechanism between solid lime and slag containing vanadium has not been reported yet. In present work, the dissolution process was studied with rotating cylinder technique and the reaction interfaces were observed and analyzed by SEM/EDS to elucidate the dissolution mechanism of lime in vanadium slag. The first step in determining whether Mn can be recovered by in situ leaching is to develop and test a selective lixiviant. Two column leach tests and one core leach test Were conducted by the U.S. Bureau of Mines on Mn oxide ore using aqueous sulfur dioxide (SO2) as the lixiviant. The column tests showed that aqueous S02 could selectively dissolve available Mn oxides from calcite-rich ore in a heap leach system. However, the core test showed that calcite gangue side reactions can have pronounced negative effects on the likelihood of successful in situ leaching of a calcite-rich ore with aqueous S02. Petrographic and geochemical analyses showed that both Mn (IV, III) oxides and calcite were dissolved. The abundance of dissolved Ca caused precipitation of gypsum. Acid consumption by calcite dissolution caused a rise in pH that caused the SO/S species to shift to S032-(sulfIte), which hindered reductive dissolution of Mn oxide. Gypsum precipitation did not affect complete leaching of the rock fragments in the column tests; however, it plugged the natural permeability in the core. Manganese recoveries were high for the column tests and low for the core test.

Mining activities at Kennecott and Park City are similar in that both districts began operation in the last half of the 18th century, and both operated on a large scale for many years. However, they are different for two important reasons. First, the mines in the Park City district were always underground. The city of Park City was above many of those mine workings. It remained in place after mining activity stopped, and as the town became an up-scale ski resort, property values increased and the tailings dumps became desirable building sites. In contrast, Kennecott eventually became an open pit mine, and the growing pit effectively consumed many of the small towns that had grown up around the underground workings. Even towns on the periphery of the open pit were razed to allow for the disposal of mine overburden. Second, almost all mining activity stopped in Park City in the early 1970s, just as the first rigorous environmental legislation in the United States was enacted. (The Ontario mine operated sporadically until 1982.) Many mine structures, waste dumps, tailings ponds and piles, and tunnels were simply abandoned as the mining companies ceased business or were bought out. Kennecott, on the other hand, has been in continuous operation for more than 120 years, so a closure plan hasn’t been finalized. Nonetheless, environmental and social problems have arisen, and the company has had to address them.

THE geometrical interpretation of transmission electron micrographs of hcp metals is more complicated than the equivalent interpretation of cubic metal for two reasons: firstly, prominent zone axes are not in general normal to prominent planes, so that a simple diffraction pattern often corresponds to a nonra-tional foil plane; and secondly, the Miller-Bravais sys-tem of indexing directions is not easy to visualize. In this, the indexing is referred to the Bravais four-axis system, and the direction is labeled [hkil], chosen so that and I are shown in Fig. 1. Some geometrical relationships useful for the interpretation of transmission micrographs have been calculated and are tabulated below: 6) Direction of the intersection of two planes; this is easily calculated by applying Condition 4 to both planes: a direction that lies in both planes is clearly their direction of intersection. Some of the above expressions have also recently been given by Otte and Crocker;' Expression 5 is of course in most standard crystallographic texts. It is generally considered easier and quicker to use graphical methods for the interpretation of electron micrographs than analytical methods. The Bureau of Mines continued its research into the recovery of fluorine by the phosphoric acid acidulation defluorination of phosphate rock concentrates. A small process development unit with a capacity of about 10 kilo-grams of charge per hour was operated, and concentrates from both Idaho and Florida were processed. Over 80 percent of the fluorine was evolved and recovered as a dilute fluosilicic acid solution. Phosphate extraction from the concentrates always exceeded 98 percent. The fluorine was converted to a synthetic fluorspar product (3CaFa?SiOa) suitable for use as a slag conditioner in electric furnace steelmaking operations.

Major diamond pipes discovered in Western Australia in the late-1970s exhibited a number of unique features that not only resulted in Australia becoming the largest diamond producer in the world in volume terms by 1986 but also changed geological thinking on the primary occurrence of diamond. They were: - lamproite is an alternative primary diamond host to kimberlite. - the extremely high mean grade of the Argyle lamproite pipe at 5 ct per tonne. - the tectonic setting of the lamproite pipes in mobile zones mar- ginal to the Kimberley Craton in contrast to the traditional African setting within stable cratons. Diamond was one of the earliest economic minerals discovered in Australia but 128 years elapsed between its first recognition and the first Australian economic pipe discovery (Argyle). During that period some 200,000 ct of alluvial diamonds were mined in Australia (mostly in New South Wales), but such alluvial output is insignificant on the world scene where annual production today runs at 95 million ct of natural stones some 76010 of which comes from primary pipe sources such as Argyle which alone produces 30 million ct per annum. Of particular significance therefore is the geological nature of the primary diamond source rocks in Australia. The Argyle and Ellendale Pipes are lamproites, differing from kimberlite in their mineralogy and geochemistry, and characterised by the presence of typical lamproite minerals such as leucite, priderite, potassic richterite, and the abnormally high content of chemical elements incompatible with ultramafic rocks. The Bureau of Mines studied alumina extraction from uncalcined, kao-linitic clay at temperatures from 1000 to 2500 C using 20-or 27-wt-pct-HCI concentrations and with an acid-to-clay ratio of from 0.8 to 1.4 times stoichiometric. Autogenous digestion pressures ranged from atmospheric pressure to about 900 psia. Extraction of 96 pct of the alumina was obtained by HCI leaching at temperatures and leaching times that varied from 1000 C for 120 h to 2000 C for 15 min. Hydrochloric acid stoichiometry of the reaction A1203'2Si02'2H20 + 6HCI + 2AICl3 + 2Si02 + 5H20 was studied at different temperatures and leaching times in a 750-mL tetrafluoroethylene-polymer-lined autoclave. A combination of high temperature and 20 wt pct excess HCI promoted rapid and almost quantitative extraction of alumina (99 pct in some tests). Additional Bureau data obtained with 35-mL tantalum bombs and leach-ing tests with added fluoride are also provided. At high temperatures, the addition of fluoride did not result in a significant improvement over HCI alone and was deleterious to the filtering properties of the digest residue.

I realise that it is an onerous task by reason of the fact that the Chair has been occupied in the past by so many able and distinguished men, and I realise also that I have been set a standard which is hard to emulate. Real gross national product3 (GNP) grew at a seasonally adjusted annual rate of 4.2% in the fourth quarter compared with a revised 4.3% rate in the third quarter, according to the most recent estimates released by the U.S. Department of Commerce (table 1). Expanding inventories, Government purchases of goods and services, residential fixed investment, and a narrowing of the trade deficit fueled the growth. Significantly reduced consumer demand led to the heavy inventory growth. Almost half of the buildup in inventories consisted of automobiles because consumers reduced purchases when Detroit ceased most incentive programs in late summer. Reduced consumer demand also affected imports, however, and the narrowing of the trade deficit resumed after widening in the third quarter. Nonresi- [ ] dential fixed investment also declined after a strong gain in the third quarter. On a year-to-year basis, the economy grew at an inflation-adjusted rate of 2.9%, the same as that of 1986. However, on a fourth-quarter-to-fourth-quarter basis, the real growth reached 3.8%, the highest growth since 19M, and exceeded the Reagan Administration's estimate of 3.4%. Rising merchandise exports accounted for about one-third of the growth in GNP for all of 1987 and are expected to continue to grow as domestic manufactures benefit from the lower value of the dollar vis-a-vis other major trading country currencies. Consumer demand became a less important factor of economic growth, but employment continued to grow (table 2), and civilian unemployment declined by 0.9 percentage points (December to December) as the industrial sector geared up to increase exports. Inflation, as measured by the fixed-weighted GNP price index, remained low at 3.4%.

FOREIGN WAR RELIEF COMMITTEE Chairman, MRS. JESSE SCOBEY The task of the committee since Oct. 17, 1918, has been to stimulate and foster interest in the work of the Dispensary in France, to aid and further the work, and to that end has centered on the inauguration of an "Engineers' " day, once a week, at the headquarters of the American Fund for French Wounded, where members of the Auxiliary might join in sewing for this "Dispensary of the New York Section of the Woman's Auxiliary to the A. I. M. E.," recently established at Briey, France. Letters and pledge forms asking for workers were sent to all members of the Auxiliary in New York City and vicinity, and a most gratifying response has assured the success of the undertaking. The meetings in December, pending the completion of better working facilities at Fund headquarters, were held at the home of Miss Madeline P. Stone, to whom the committee extends its grateful thanks for her hospitality large, well-equipped room at Fund headquarters has now been assigned to the committee for Tuesday of each week, from 10 a. m. to 5 p. m., with Mrs. Percy E. Barbour of the committee as director of work room. All members of the Auxiliary and others whose interests are with the mining profession will be welcome on "Engineers'" day-Tuesdays-at 73 Park Ave.

My attendance at this seventy-fifth Anniversary banquet of the A I M E is for me a homecoming, It means renewing associations with old friends, breathing again 'the invigorating mining atmosphere in which I was born and reared, and being among those who remember with affection and esteem the man from whom I inherited a name so intimately linked to-the mining profession Tonight, like a prodigal son strayed from mining into the far countries of diplomacy, I return, to eat and be merry over the fatted calf on this pleasurable occasion , While there is no riotous living in modern diplomacy, you are no doubt convinced that neither did I suffer a mighty famine in those far lands When I entered the Foreign Service, a few mining friends, viewing diplomats as sartorial perfectionists, or "striped pantsers" preoccupied with the art of cookie pushing, no doubt thought me a lost soul Conversely, some of my new colleagues at first looked upon me captiously and later as a reformed character, because they believed all miners to be rough customers, attired in muddy boots and given to direct action and equally direct or even explosive speech In point of fact, these two professions have much in common I do not have in mind the parallel cynicisms that "a miner is a liar with a hole in the ground" and "a diplomat a man sent abroad to lie for his country " I do

EMR Microwave has developed several unique processes for the pretreatment of refractory gold and copper ores. This report describes a recent large scale pilot project involving a carbonaceous gold-bearing whole ore. Pilot plant testwork conducted jointly by EMR and Bateman Engineering Inc. has shown that 90+% cyanide soluble gold recovery is obtainable from refractory (sulphide and carbonaceous) Carlin, Nevada gold ores. Typical cyanide soluble gold recoveries for untreated material is 20%. AC energy consumption was found to be between 58.l kWh/ton and 15.5 kWh/t for an assumed heat recovery of 50% and 80% respectively. The plant was operated at reduced temperatures ( 400°C) from previous testwork on similar ore at 600°-700°C.

"Crystalline scorodite (FeAsO4·2H2O) has been pointed out as the most stable compound to immobilize arsenic for disposal due to its good stability performance according to EPA’s TCLP test. However, in anaerobic conditions, arsenic releasing is increased to undesired levels due to scorodite reductive break down, in eh <100 mV at 5.5< pH <7 which causes contamination of groundwater. In this work, the concept of encapsulation by controlled deposition of mineral coatings immune to pH or redox potential variations is presented. Aluminum and calcium phosphates were evaluated as coatings and the release of arsenic from scorodite previously coated with phosphates was substantially decreased when compared to the VALUES (obtained from crude scorodite, both in oxic and anoxic conditions. INTRODUCTIONThe widely acknowledged hazardous properties of arsenic as a soil and natural water contaminant and its adverse health effects when present in drinking water have led to very strict environmental regulations (Mandal & Suzuki, 2002) aiming at the drastic reduction of the presence of arsenic in the effluents of the mining and metallurgical industries.In Canada, the Metal Mining Effluent Regulations (Government of Canada, 2002) dictate that the maximum monthly mean concentration in tailings for arsenic must be lower than 0.5 mg/L. At the same time the new Environmental Protection Agency’s (EPA) standard for drinking water foresees concentrations of arsenic less than 0.01 mg/L, which means that the leachability limit for the industrial waste is set at 1 mg/L arsenic (EPA, 1994; Le Berre et. al, 2007). One of the preoccupations of the mining and metallurgical industries is directed to the elimination of arsenic presence in all its effluents, especially since arsenic is commonly found in many ores mainly in the form of oxides and sulphides. After processing of arsenic-containing ores and concentrates, arsenic can be present either in solid residues and tailings, liquid effluents or in flue dusts. Several of these forms of arsenic waste materials are soluble and therefore may cause the contamination of ground water, if disposed of without further treatment."

Three single crystal strips of a 3 pct Si-Fe alloy with approximately (110) [001], (210) [001], and (100) [001] orientations were rolled at room temperature to 30, 50, and 70 pct reductions in thickness. Their deformation and annealing textures were studied. In most cases, the change in texture upon recrystallization and subsequent growth can be described as rotations around the <I10 > axes. A < WO > rotational relationship was also observed. The temperature dependence of recrystallization textures was discussed. WhILE considerable data have been published on the rolling and annealing textures in silicon-iron crystals, very little study has been made on the texture formation at various stages of rolling deformation, and during the process of recrystallization. Dunn&apos; in some of his early works had studied the orientation of recrystallized grains in crystals cut out from lightly rolled (10 to 20 pct reduction) large grained sheets. He found that in most cases a third-order twin relationship exists between the crystal and the recrystallized grains. This orientation relationship actually corresponds to rotations around the <110> axes. The more recent studies of Dunn &apos; and of Dunn and Koh &apos;5 on the rolling and annealing textures in various silicon-iron crystals were concerned mostly with a cold-rolling reduction of 70 pct and annealing at 980OC for recrystallization. Reductions of similar magnitude were also employed by Walter and Hibbard in rolling columnar crystal aggregates of a silicon-iron ingot. A systematic study of the effect of rolling reduction on the deforma- tion and annealing textures is still lacking. Regarding the effect of annealing temperature on the texture formation, Dunn3 has observed a change in therecrys-tallization texture by annealing a 70 pct rolled (1 10) [001] crystal first at a low temperature then atahigh temperature. But the details of texture formation during the annealing treatments were not thoroughly investigated. The present investigation was undertaken to study the texture developments at various stages of rolling deformation and of the recrystallization process, so that a better understanding on the texture formation in silicon-iron crystals may be obtained. EXPERIMENTAL PROCEDURE The three single crystals used in the present investigation were selected from the group of single crystal strips previously prepared7 from a high grade commercial Si-Fe alloy with 3 pct Si. The thickness of these single crystal strips was 0.040 in. The orientations of the three crystals as determined by the X-ray back-reflection Laue technique are shown in Table I. The Bureau of Mines used micro fracture density analysis of quartz grains in thin sections and diametric pulse velocity measurements along preblast and postblast cores to determine the nature and extent of rock damage produced by small (0.25-,0.50-,1.0-, and 2.0-kg) charges of high intensity explosive (C-4) in granite. Pulse velocities from the postblast cores were significantly lower than velocities from the preblast cores and, with the core logs, provided clear identification of the upper and sometimes the lower limits of most severe damage. These zones ranged from about 1.68 ft for the 0.25-kg blast to 4.16 ft for the 2.0-kg blast. Microfracture densities from postblast cores were significantly higher and more variable than densities measured from preblast cores. The microfracture density measurements showed that microscopic damage was present far past the zones of most severe damage as delineated by the pulse velocity logs and core logs. An exponential relation-ship was observed between the micro fracture density levels and the charge weight.

The following letter was received from Prof. Kemp in reply to a telegram expressing the greetings of the members attending the Annual Meeting in New York. "Melbourne Beach, Fla. Feb. 17, 1916. Dear Mr. Stoughton: The welcome telgram from the members of the Institute, which you kindly trans-mitted to me, came safely yesterday and I catch the next available mail with a heart-felt acknowledgment. I cannot express to you how greatly the remembrance cheers and braces me during the days of patient waiting for the feeling of over-strain to fully pass, and for the time when I can again be back among the friends in the Institute who are very clear to me. While I cannot reach all the members who joined in the telegram I will ask you to say to such as are available that I am profoundly sensible of the thoughtfulness which prompted the message. I write from a little bungalow on the ocean. side of the half mile or more of sand dunes, thickly grown with palmetto, which separate the ocean from the Indian River. Two miles or more of Indian River still intervene between the little colony of Melbourne Beach and Melbourne on the mainland and on the Florida East Coast R. R. where the telegraph station is.
