The overall supply of platinum is forecast to rise more than the demand, and market deficit will narrow somewhat, but is still substantial at about 480 000 ounces. Because of this deficit, the price of platinum is expected to remain high, not taking into account the impetus from funds and speculators. With this strong demand for platinum and the high price, platinum producers still need to initiate projects to not only sustain current production, but also expand output into the high demand. However, the rise in the platinum price does not entirely offset the drop in revenue due to the strong rand. Consequently, in the current economic environment, executives and managers are under extreme pressure to initiate only the highest yielding projects and implementing them successfully. During the initiation phase of a project, the cost of changing concepts is the least, and strategic project decisions are the most important. It is during this phase that the most value can be added to a project, therefore requiring inputs from highly skilled, creative and experienced people. This paper will discuss thought processes and paradigms during the initiation of projects that will assist project owners in the selection and initiation of successful and profitable projects. The project initiation process will also be discussed outlining selection models, risk analyses and funding considerations.

High-purity tellurium oJ semiconductor grade may be prepared by a combination of electrowinning from tellurium oxide, electrorefining and controlled atmosphere melting, as detailed in the paper. SEMICONDUCTOR devices such as transistors and rectifiers depend upon extremely pure forms of silicon, germanium, and selenium. Although tellurium is chemically related to these elements, it has not been studied as a semiconductor because commercial forms are too impure. Highly purified tellurium would be an interesting starting point for a study of its solid-state characteristics. Tellurium shows a greater electrical conductivity in the direction of the helices or chains forming the crystals than at right angles to the chains, and thus is a semiconductor. Unlike selenium, the conductivity is only slightly increased by exposure to light. Impurities such as Ag, Cu, Au, Fe, Sn, As, Sb, Bi, Br, and I provide accepters and make extrinsic tellurium of the P type. So far, however, no elements have been found which, when introduced, would act as donors. Small amounts of tellurium dioxide enormously increase the thermoelectric power. Many extremely pure metals have been made by electrolytic refining or electrowinning procedures. Tellurium forms compounds in a number of valences, as indicated in Table I. The physical properties given in Table II do not show any unusual conditions which would interfere with the formation of elec- trodes, or the deposition of the metal on a cathode. Tellurium dioxide could be obtained in relatively high purities of 98 pct TeO2 or better at reasonable prices. Tellurium dioxide is soluble in caustic to form tellurites, which are conductive, ionizable, and from which tellurium metal may be deposited at a cathode. Preliminary solubility tests to saturation of tellurium dioxide in approximately 10 pct sodium hydroxide gave the results of Table III. The temperature range is a practical one for electroplating. The purpose of this discussion is to outline briefly the practices commonly followed in this country for the melting and refining of magnesium and its alloys. The processes used for the various forms of primary magnesium, as far as there are differences in the physical shape or behavior, will be discussed. The refining of general fine scrap or secondary magnesium was presented in an earlier paper.1 Inasmuch as the use of fluxes is an essential part of all the melting and refining processes, the principal aim of this paper will be to deal with these in sufficient detail to point out their unique characteristics, in order to make their use more effective. Types oF Melting Practice All melting and refining processes for magnesium and its alloys require the use of fluxes. These fluxes have a magnesium chloride base and other halide salts or oxides are added to give a density or behavior exactly suited to the particular melting practice. The successful handling of magnesium depends upon the proper use of the correct fluxes. There are four general methods of melting, summarized in the following paragraphs and treated in more detail in the section on Melting and Refining. Open-pot Method The open-pot method makes use of No. 230 flux.2 The flux provides protection during melting and a molten pool of flux into which the solid magnesium melts. It is stirred through the molten metal bath and agglomerates oxide or similar foreign bodies; then on quiet standing separates away, leaving the refined metal ball floating in an encircling layer of molten flux. It forms only a thin fluid film over the surface of the molten metal, which may be ' parted for hand-ladling processes and tends to cover the metal again after the ladle is removed. A very light dusting of the pot surface with fresh flux immediately after the ladle is removed is usually desirable. The open-pot method is used generally in the following processes: (I) alloying and secondary smelting in the production of ingot, (2) in sand foundries for premelting and to a smaller extent for the production of small castings requiring hand ladling, (3) in permanent-mold founding for premelting and also direct ladling to castings, (4) for continuous methods of preparing metal in the production of billets or ingots from which wrought products are fabricated, (5) in general scrap recovery. Crucible Process The crucible process makes use of No. 310 flux, which has the property of being thinly fluid at the start, to provide protection and refining qualities, and then drying out or thickening after a time, leaving a protecting crust on the pot surface until the time of casting. At that time it can be readily skimmed off or held back, thus allowing the contents of the crucible to be poured out directly into castings without fear of flux contamination. This flux is not

Abstract -The Molopo Farms Complex is a major, layered ultramafic/mafic, early Proterozoic intrusion which is totally covered by sediments of the Karoo and Kalahari Formations and situated in southern Botswana and northeastern South Africa. The approximately 3000 m thick, generally fine- to medium-grained ultramafic and mafic cumulates are intrusive into equivalents of Transvaal Supergroup sediments and lavas. Multiphase deformation resulted in tilting and segmentation of the Complex into individual tectonic blocks. Sr isotopes document at least two chemically distinct parental liquids which interacted in a complex manner to form an approximately 1000 m thick rhythmically layered succession which straddles the ultramafic/mafic boundary. Repeated mixing resulted in a complex cryptic layering pattern and numerous sulfide-enriched layers which contain significant PGE +Au concentrations.

The potential usefulness of reclaimed surface-mined land has received much attention recently. In an effort to develop a procedure for evaluating postmining land use potentials, specific mines in various regions of the U.S. were studied to determine the extent of current mined-land planning and to discover characteristics that are regional in nature. As part of this investigation, the Chinook Mine-West Field, located in western Indiana, has been studied. The Chinook Mine is presently operated by AMAX Coal Company and has been in continuous operation since 1928 under various ownership. The status of current reclamation and land use planning was reviewed. In addition, site planning principles were applied to the active mine area. This application included formation of a data base and development of postmining land use plan alternatives. Key factors affecting site potential realization for midwestern area mines have been identified along with suggestions for applying land use planning processes to mined-land planning.

In 1989, Alabama's nonfuel mineral industry produced a State record of $463 million of nonfuel mineral commodities, an increase of $4 million over that reported by the State's mineral producers in 1988. The new record marked the fourth consecutive year in which mineral production increased over that of the previous year. Alabama ranked 22d among the States in total mineral value. Cement, stone, and sand and gravel were the three leading mineral commodities produced, accounting for 77% of Alabama's total mineral value. During the year, there were several acquisitions by Alabama cement and stone companies, and the only tantalum mine in the United States completed its first full year of operation.

In the experimental work for this comparison of wet and dry grinding, it was found that the size distributions for wet grinding operations are characterized by a constant value of the distribution modulus, (a; whereas, for dry grinding the distribution modulus decreases slightly with increased size reduction. Wet grindability seems independent of the weight of material in the mill while dry grindability depends on weight. Experimental data and eqmtions for each process are presented for noncleavable isotropic material, for cleavable or material in which there is some form of internal stress, and for energy consumption. The equation ED/EW=BK-? (where ED and Ew are, respectively, energy for wet and dry grinding, k is the size modulus, and B and ? are constants) was found to give the ratio of energy. Dry grinding is generally considered to require more energy than wet grinding. Taggart' states that power consumption in wet grinding ranges from 60 to 90 pct of that required for dry grinding. Bond' states that dry grinding requires one third more power than wet grinding. It is interesting that Rose and Sullivan' note this same difference in power required for wet and dry grinding, but they state that on purely mechanical grounds it is difficult to see any great difference in fundamental principles between wet and dry milling, since dry milling may be regarded as wet milling with a fluid of low viscosity (i.e., air vs water). Yet it must be the viscosity of the fluid that is responsible for the differences between wet and dry grinding. Probably the most comprehensive investigation comparing wet and dry grinding has been that made by Coghill and Devaney. They compared the grind-ability of both chert and dolomite in a 19x36-in. batch ball mill under both wet and dry conditions. In these tests the weight of ore in the mill was varied from 35 to 200 lb and each grinding test was carried out for such period of time that the amount of -200-mesh material in the product was essentially the same for each test with a given material. Cog-hill and DeVaney's data for the grindability of dolomite, which are reproduced in Fig. 1, show that a comparison between wet and dry grinding is com- plex. The comminution of a material by a wet grinding method is characterized by a constant grindability over a wide range of mill loadings. Since grindability is the weight of material comminuted per unit of energy expended, it is equivalent to (w)/ (p)(t), where W is the weight of material being ground, P is the power, and t is the grinding time. In the case of wet grinding, the grindability of dolomite in the Coghill and DeVaney experiments was 0.546 * 0.009 ton per hp-hr when the load of dolomite in the mill ranged from 50 to 200 lb. On the other hand, for dry grinding no such simple relationship was found to exist between power, time, and weight of material in the mill. This work evaluated the effect of bucket orientation and operating parameters on resistive forces and penetration for rubber tire loaders. The work used a 1:16 scale LHD model to test a rubber tire loader (RTL) bucket operating at different levels of tractive effort, speed, digging height, and rake angles in a full factorial design experiment. The work repeated the test on two different muck piles with different particle sizes and used generalized regression modeling to test the association of rake angle, tractive effort, speed, and digging height on penetration and resistive forces for RTL buckets. The results show that speed and tractive effort are more important in explaining RTL penetration and resistive forces than height above the floor and rake angle. Speed, tractive effort, and height above the floor are positively correlated to bucket penetration, whereas the rake angle is negatively correlated to penetration. Similarly, speed, tractive effort, rake angle, and height above the floor are all positively correlated to resistive forces incurred during initial penetration. The observation that the combined effect of speed and tractive effort is negatively correlated to penetration and resistive forces is a novel contribution that enhances our understanding of RTL loading. The results also show that the effect of speed, tractive effort, and height above the floor all change with changes in particle sizes. This work adds to the literature on the effect of rake angle, height above the floor, tractive effort, and speed on penetration and resistive forces for rubber tire loaders.

Bureau of Mines research on the mining, preparation, and utilization of coal is directed toward developing and encouraging safer and more efficient mining practices and preparing and utilizing coals to the best advantage.

One of the present trends in the mining industry is the increased use of mining contractors. In the past, many project owners have utilized mining contractors for topsoil stripping or overburden removal, usually on a short-term or periodic basis. In recent years, mining contractors have not only removed the overburden, but mined the product as well. Why is this change occurring? A prevalent trend in the mining industry appears to be the outsourcing of non-core and non-strategic functions, allowing producers to focus more on areas of technical expertise where higher incremental value is added—that is the processing, refining, and marketing of the product. As capital allocation becomes more critical, this trend is likely to continue.

THREE surface activity procedures are in com--L mon use for the determination of diffusion coefficients in solids. In the oldest of these' the activity observed at the original surface is compared before and after diffusion, where all the activity is in a thin, plated layer on the surface before diffusion. Partial absorption of the radiations from active atoms which have diffused below the surface reduces the effective activity after diffusion. The formula employed to calculate the diffusion coefficient is where F, is the ratio of final to initial activity at the surface, measured with identical counting geometry; Z=u3Dt, where D is the diffusion coefficient; t is the diffusion time; and u is the absorption coefficient for the radiation in the solid as defined by Lambert's law. This absorption law implies that all the rays are parallel to each other and normal to the specimen surface. This assumption of a collimated beam used by Steigman, Shockley, and Nix has been adopted by all other investigators and, although it gives results which are approximately correct under restricted physical conditions, it does not represent many actual circumstances. It is the purpose of this paper to show the importance of the divergent rays and to indicate a procedure for taking them into account. In the residual activity method the activity is determined on a series of surfaces ground on the specimen at progressively greater depths in the diffusion layer parallel to the initial surface. Gruzin2 has de- rived a formula for this procedure, which may be put in the form where I is the ratio of the activity measured at a newly ground surface at distance k below the initial surface to the activity at the initial surface measured after diffusion, and K= k/2p Dt. A third procedure involves the autoradio-graphic determination of activity on a plane ground at a small angle to the initial interface through the penetration zone. Aut oradiography can be particularly sensitive to the oblique rays. Unlike most counters which detect essentially all ß particles or X-rays which enter the active volume as a single event, the photographic emulsion may be thin enough so that oblique rays with longer path length in the emulsion produce more darkening than rays which move normal to the film plane. Consider a plane containing a source of radiation uniformly spread over a circle and a point counter located on the perpendicular through the center of the circle. As the counter moves along this line, the total angle 6, at the counter subtended by the specimen will vary. O processo consiste na conformação de um fio-máquina que, guiado por um puxador, passa através de uma ferramenta (fieira de trefilação). Tal procedimento irá inserir tensões internas na barra chamadas tensões residuais, as quais, dependendo da sua distribuição e intensidade, podem causar distorções do produto final e possivelmente seu descarte. A fim de prever o comportamento destas tensões foram desenvolvidas simulações tridimensionais no software DeformTM. Este trabalho teve por objetivo explorar os efeitos do desalinhamento angular da fieira combinado com uma heterogeneidade na distribuição do atrito, avaliando a influência na distribuição de tensões residuais na barra trefilada. Observou-se certa influência na distribuição das tensões finais, atingindo diferenças em torno de 300MPa entre superfícies, o que caracteriza um potencial de distorções no produto final.

Industrial minerals play a central and dual role in the sustainable development (SD) of natural resources. Over the past decade the mining industry has increasingly focused on sustainably extracting and processing industrial minerals. This trend has been driven by higher energy costs, diminishing water resources and sensitivity towards environmental stewardship. Industrial minerals have been used throughout human history as low cost, naturally occurring, materials. Today they are critical components of recycled packaging, energy efficient building materials, light weight paper coatings, and other products critical to the responsible utilization of global resources. As industrial minerals become more widely used in ?green? products, mining companies have established best practices for the sustainable management of industrial minerals mining and processing. These management practices include reducing energy consumption, minimizing water usage, increasing waste recovery through recycling and process optimization, and maximizing the amount of ore extracted per acre of disturbed land. With the commitment to SD principles, quantitative methods for objectively measuring SD performance have become increasingly important. Measuring sustainability impact is a valuable tool for effectively applying SD principles and for making choices that balance sustainable development against other business objectives. SUSTAINABLE DEVELOPMENT AND MINING Sustainable development is a term that has become a common part of our lexicon; however, it has multiple meanings and interpretations leading to a sometimes confusing and contradictory array of definitions. The absence of a single, precise definition reflects the fact that SD is a broad concept or paradigm that offers guiding principles as opposed to a specific set of criteria or regulations enforceable by government or other oversight agencies. While a principle based conceptual approach allows businesses to broadly apply SD practices that are tailored to their specific situation, it has also led the public to sometimes view voluntary corporate SD programs with a degree of skepticism (Walker and Howard 2002). This is particularly true in the mining industry. One reason for this skepticism is that the relationship between SD and mining is misunderstood and to many, sustainably developing non-renewable mineral resources is a contradiction (Rajaram et al. 2005). However, this view takes a very narrow interpretation of the tenets of SD. The second is that mining carries a legacy of poor environmental stewardship that does not accurately reflect current corporate environmental practices Many minerals companies have adopted the Brundtland Comission?s definition of SD (United Nations 1987): ?? development that meets the needs of the present without compromising the ability of future generations to meet their own needs?. This definition is very broad and can be interpreted in a number of ways. It provides a general context for sustainable development and is not intended to provide detailed guidelines addressing specific aspects of sustainable development. To fill this gap the following SD principles were drafted by the international minerals community in 2003 (ICMM 2003): 1. Implement and maintain ethical business practices and sound systems of corporate governance. 2. Integrate sustainable development considerations within the corporate decision-making process. 3. Uphold fundamental human rights and respect cultures, customs and values in dealings with employees and others who are affected by our activities. 4. Implement risk management strategies based on valid data and sound science. 5. Seek continual improvement of our health and safety performance. 6. Seek continual improvement of our environmental performance. 7. Contribute to conservation of biodiversity and integrated approaches to land use planning. 8. Facilitate and encourage responsible product design, use, re-use, recycling and disposal of our products. 9. Contribute to the social, economic and institutional development of the communities in which we operate. 10. Implement effective and transparent engagement, communication and independently verified reporting arrangements with our stakeholders. These guidelines insure that SD concepts are applied equally across the industry while setting a clear performance standard and benchmark against which to evaluate success. By adopting these principles and issuing the Milos Statement (http://www.sdimi.org/milos_decl_October%206_2003.pdf), which provides a more detailed vision for integrating SD into everyday business operations, the minerals industry has embraced SD as a core corporate value. The unifying and holistic approach embodied in SD principles impacts the entire mine to market life cycle and addresses the economic, environmental and social consequences of mining. INDUSTRIAL MINERALS The world economy relies heavily on minerals; they are essential to economic prosperity and the quality of life. Industrial minerals are non-metallic, non-fuel minerals that provide the raw materials for a vast range of products used in most every aspect of daily life. They are mined and processed worldwide and they span the spectrum from relatively low value, high volume commodities (e.g. common clay, crushed stone) that are usually mined locally to high value, low volume specialty materials that are sourced from unique one of a kind deposits (e.g. barite, talc, mica). High volume commodity mining operations are often located near the end use market which, in most cases, means areas of high population density where construction and other urban activities drive demand. In these situations the strict adherence to SD principles is particularly critical as these are highly visible operations that must meet the public?s demand for good corporate citizenship. These operations are similar to chemical or other manufacturing facilities that operate near population centers. Since 1920, the Bureau of Mines and, other agencies have conducted numerous investigations of methods of communication for use in mines in times of disaster or emergency. The results of these investigations have been reported in various publications (3, 4; 5, 6, 8, 9, 10, 11, 12, 13, 14, 15, 16). In November 1944, the Bureau of Mines resumed the study of emergency underground communications. Until March 1946, the program was directed toward reexamining methods of underground communication that indicated possibilities of success. Since April 1946, the principal interest of this investigation has been in methods of application of radio to communication in mines, low-frequency radio seeming to offer the most promise as a successful method of emergency mine communication. Results achieved in reexamining other methods and in the investigation or the application of low-frequency radio between November 1944 and September 1946 were reported previously in a publication entitled "Some Studies on Emergency Mine Communications".

Information technology (IT) initiatives in the past have tended to be sold on their ability to maximize resource output and return on capital by using assets more effectively and efficiently. Many IT projects fail, not delivering return on their investment. This is known in the IT industry as the ?productivity paradox,? where increasing investments in IT do not result in comparable increases in productivity. Experiences and studies of most business sectors reveal that this paradox is rooted in the false assumption that more IT spending automatically results in financial benefit, whereas the true source of benefits is in how effectively IT is used. Most business sectors have accepted that the reengineering of processes is required to gain the full benefits promised of IT. A mining operation has organizational processes similar to most business sectors but unique operational processes. The lessons of changing business practice in more common business processes such as inventory control and customer-supplier relationships can be adequately transposed into a mine. The unique operational processes in mines, in turn require unique redesign efforts. Several enabling information technology opportunities have recently become available, such as more integrated mine production management systems and tactical manger training simulators. This paper reviews the latest IT products and ou lines the processes and kinds of change that will be required in order to benefit from these new investment options.

Discussion of the paper of Charles R. Keyes, presented at the Spokane meeting. Bulletin o. 34, October, 1909, pp. 867 to 903. A. M. STRONG, Bishop, Cal: (communication to the Secretary*) The paper of Mr. Keyes gives us the most complete account of the geology of the borax-deposits in the Death Valley region that has yet been published, and is a valuable addition to the geological literature of a very interesting though little-known territory. During the past ten years I have been over much of the northern part of the country described by Mr. Keyes and the region immediately north of it. Mr. Keyes seems to give the impression that Furnace creek is the northern end of these borate-bearing deposits, but such is not the case. Of the seven principal marsh-deposits which for years furnished the greater part of the borax supply in the manner described by him, four are north of the boundary-line as given on his map. The entire territory immediately east of the Sierra Nevada is composed of a series of sinks, each with a well-defined drainage-area.. Of these, Death valley is the deepest, and its drainage-area one of the greatest. The section given in the paper is typical of any line drawn eastward from the Sierra Nevada. At the lowest point of each of these sinks is a marsh, which, in times of heavy rain-fall in the mountains, is converted into a lake. These marshes always contain borax, which is now considered to have been derived from the washing of the Tertiary lake-beds in the surrounding mountains, of which they form a considerable part. Additional territory which I have studied shows that the boundaries given on Mr. Keyes's map should be considerably extended to the north. Just how far these borate-beds extend I am not prepared to say. J. E. Spurr says of them : 1

No sector of the mining industry is more closely tied to local communities than aggregates. Noise, dust, traffic, visuals aesthetics and environmental impacts all fall under the purview of neighbours, local governments and nongovernment organizations. It is no surprise that aggregate operations may not be welcome neighbors in many communities. In British Columbia (BC), the regulatory environment for aggregate operations includes a local component of municipal bylaws and land use-planning in addition to the usual suite of federal and provincial statutes that apply to its sister mining sectors. Additionally, under common law aggregate extraction is not considered to be a land use subject to land use zoning, and some aggregate processing activities can be regulated by zoning. Often traversing multiple local government jurisdictions, aggregate producers find themselves negotiating not only local traffic, but also a mosaic of regulatory environments. There is an opportunity in this present situation to facilitate the application of current technology and practices in the mitigation of many community and environmental concerns associated with aggregate operations. Moving a bulk commodity is a volume-based business, and operators often don?t have time for matters that don?t directly or obviously affect the bottom line. Regulatory agencies often play multiple and complex roles with respect to their industry, not the least of which is the fiduciary role. Balancing how and when to assist an industry is often a difficult decision. For the aggregate industry in BC, the Ministry of Energy and Mines saw an opportunity to assist not only aggregate operators, but also regulatory agencies, local governments, and the general public. Through investing in the Aggregate Operators Best Management Practices Handbook (handbook) project, the Ministry of Energy and Mines (MEM) believes that it will realize a return of upheld community values, enhanced environmental protection, improved regulatory compliance, reduce disputes and a stronger provincial aggregate industry. It is the intent to publish the handbook electronically through the MEM website later this year.
