The National Institute of Occupational Safety and Health (NIOSH) is dedicated to achieving "safety and health at work for all people -- through research and prevention." An important procedure in pursuing this goal is the NIOSH surveillance studies where the number of injuries are monitored according to demographic, employment, and injury characteristics. These numeric data are then used to identify injury risk factors, develop safety programs, and monitor implemented remediation methods. In essence, ongoing surveillance data form the bases for directing the resources of NIOSH in setting of research and prevention priorities, and in evaluating safety procedures. This surveillance techmque, which is based on the Public Health Service approach to identification and control of disease (1, 2, has been used quite successfully in dealing with relatively high number injuries such as hearing loss, musculoskeletal disorder, respiratory disorder, falls, etc. (2). However a problem arises when extending this paradigm to lower frequency traumatic events; particularly those often referred to as disasters (i.e., high impact events like mine explosions, airplane crashes, etc.). One can ask the question - there hasn't been a coal mine fire fatality in the U.S. for over ten years, to what extent should we be concerned with mine fire safety (resource-wise)? - The National Traumatic Occupational Fatalities (NTOF) system (4J which NIOSH uses to survey occupational fatalities annually, would suggest that underground mine fires would not be a high priority item in occupational safety. Yet, miners' (i.e., the exposed workers) do consider mine fires and explosions to be major safety concerns. I believe that we need to rethink our evaluation of work place disasters, what is worker exposure, and what are the underlying assumptions (both explicit and implicit) as to the impact that economic, societal and degree of hazard factors make on risk evaluation. The answers to all these problems, will require much broader considerations than those in current surveillance safety and health models. This paper discusses some facets of those considerations.

How to connect an effluent conveyance tunnel to riser shaft and diffuser arms of an outfall system is dictated by the ground conditions, which ideally include rock or soil strata of low permeability. Where such favorable conditions are beyond reach, both the complexity of designing and the risk of constructing this crucial system connection increase disproportionally. This paper describes the considerations that went into the approach of connecting a 5-m-diameter TBM drive with the in-river riser shaft of the Annacis Island WWTP New Outfall System in the highly permeable Fraser River sands at hydrostatic pressures exceeding 3 bar.

This paper explores the age-old concept of mine-mill reconciliation from a new perspective. Advances in reconciliation processes have been slow to materialize because in the quest for “rightness”, engineers, geologists and metallurgists have become entrenched in their viewpoints, dutifully performing to the metrics and expectations imposed upon them by the siloed organization. Moreover, reconciliation has not been viewed as a primary value creator, but an accounting non-value added task. In reality, the knowledge from reconciliation can significantly enhance yields. Critical review of the direct variables (tons, grade, etc.) and other less-obvious variables (incentives, communication, etc.) reveal a complex web of barriers to be cleared by management in order to realize benefits. Also, mineralogical reconciliation methods may offer renewed faith in the process.

At the Wilkes-Barre Meeting of the Institute, Dr. J. Lawrence Smith, in the course of his remarks on some peculiarities in the composition of irons, alluded to the so-called " bucltshot" iron, and exhibited a specimen of this material. He said that when the small granules, or shot, were separatetl from the mass, they could be flattencd under the hammer, and inferred that these particles had been decarburized by the blast before sinking into the hearth of the furnace, and thus we had the exceptional production of wrought iron in the blast furnace. I have recently obtained a characteristic specimen of this variety of iron from one of the furnaces at Orbisona, Pa. Considerable uncertainty existed as to its true nature and the conditions of its production. Its weight seemed to preclude the idea that it containetl much or any slag, yet its lack of strength indicated that it was not homogeneous cast iron. At times considerable quantities had been produced, which could only be utilized by charging in the furnace and remelting. The specimen, on the freshly fractured surfacc, appeared to consist of flattened globules of iron cemented together by a bluish material which one would naturally suppose to be slag, and qualitative examination for lime strengthened this supposition. It was quite difficult to obtain drillings, as there was a tendency to split in several directions as soon as pressure mas applied; but enough was obtained to undertaltc quantitative determinations. They were found to consist of two portions—one attracted by the magnet, and the other not. By repeated separation the magnetic portion was found to be 94.44 per cent., and the non-magnetic 5.56 per cent. Analyses of these gave the following results: Magnetic Portion. Non-magnetic Portion. IT has been shown that the isothermal transformation of austenite in a special steel can be modified by isothermal holding in the high subcritical transformation range.' Since this treatment potentially leads to increased hardenability, limited testing has been completed to determine if the stabilization effects observed with this treatment can be used to advantage in the heat-treating of 4340 steel. As an index of the effects of the several austenitizing treatments on the hardenability of the steel, Jominy-type hardenability tests were completed for specimens 2.5 in. in diameter and 8 in. long. Since the steel studied is to be used at strength levels where notch sensitivity is of major concern, notch sensitivity after selected austenitizing treatments has been evaluated by notch tensile tests for several specimen sizes. The steel composition and the austenitizing treatments are given in Table I. The test specimens are presented in Fig. 1. The hardenability data are given in Fig. 2 and the notch tensile properties are presented in Fig. 3. The hardenability of the steel investigated when determined by use of the standard Jominy test specimen2 as high and remained essentially unchanged for the different austenitizing treatments. For the larger test specimen, as has been shown by other investigations," the characteristic hardenability indexes are changed and it becomes possible to isolate austenitizing treatments which promote maximum hardenability. The stepped austenitizing treatment promotes higher hardenability as is indicated in Fig. 2. The evaluation of notch sensitivity for very high strength steels is best accomplished by means of the notch tensile test. The experimental conditions of the test, however, modify the notch strengths measured, and in the present experimentation an effort was made to achieve a limiting notch condition by fixing the notch root radius at 0.001 in. while the specimen diameter was allowed to increase from 0.3 to 1.1 in.* For this root radius the notch strength, 0.3-in.-diam specimen, and this trend differs from that for the larger specimens. At the highest tempering temperatures the 1.1-ip.-diam specimens yield comparable results for the austenitizing treatments compared. The growth rate of bainite has been determined by hot-stage metallography in five hypereutectoid high-purity iron-carbon, iron-carbon-chromium, and iron-carbon-nickel alloys. The studies have been confined essentially to lower bainite. The growth rate is independent of time at constant temperature, but both the edgewise and sidewise growth rates increase with increasing temperature. Increasing the carbon content, or adding chromium or nickel, decreases the growth rate without greatly affecting the temperature dependence. The results lead to separate diffusion-controlled models for the edgewise and sidewise growth rates. ALTHOUGH bainite has been subject of many detailed investigations,1,2 the growth mechanism of this intermediate transformation product of steel remains unclear. One difficulty has been that practically all the kinetic measurements have been restricted to studies of the overall reaction rate. Only a limited amount of information3, 4-6 is available on the growth process itself. The purpose of the present work was to investigate the effect of time, temperature and composition on the growth rate of bainite using hot-stage metallography. This method makes it possible to observe continuously the isothermal growth of individual bainitic units because of the surface upheavals accompanying their formation.3 This information is needed to test the existing growth models and to obtain a better understanding of the factors controlling the bainitic transformation. EXPERIMENTAL PROCEDURE Alloys—The compositions of the alloys used in the present work are shown in Table I. The five alloys were vacuum-melted and cast, and were prepared from high-purity materials. The three iron-carbon alloys were available from the work of Roberts et al.7 in the form of 3/8-in. diam rods.* To facilitate machining, the rods were ing. The rods were then tempered for 3 hr at 650°C to allow machining. The iron-carbon alloys in Table I were selected for investigating the effect of carbon on the bainitic growth rate. Due to the rapidity of the transformations involved, it was not feasible to measure the growth rates in iron-carbon alloys having carbon contents much less than 0.9 pct C. The iron-carbon-chromium and iron-carbon-nickel alloys were selected to study the influence of chromium and nickel on the growth rate at a carbon level of about 1.1 pct C, since this carbon content was intermediate among the iron-carbon alloys. The concentrations of chromium and nickel were chosen to match isothermal trans formation diagrams in the literature.8'9 Hot-Stage—Since the iron-carbon alloys had such low hardenabilities, it was necessary to quench the hot-stage specimens drastically from the austentiz-ing temperature to the isothermal transformation temperature to prevent the formation of pearlite or proeutectoid constituents. A rapid-quenching metal-lographic hot-stage was built for this purpose. A maximum temperature of about 1100°C and quenching rates up to 500°C per sec could be attained with this equipment. The details of the apparatus are described in a recent publication. After being polished and mounted on the hot-stage, the specimen (0.020 in. thick) was protected from oxidation and decarburization during austenitizing by a vacuum of 10-4 to 10-5 mm. The quench to the reaction temperature was accomplished with a helium blast, and the isothermal run at this temperature was conducted in a helium atmosphere. This Technical Memorandum Report is a collection of three working memoranda, prepared during the course of our work for the bureau of Mines and hound together for convenient reference. These working memoranda present preliminary performance estimates, for baseband voice and narrowband through-the-earth electromagnetic communications systems of principal interest to the Bureau, for operational/emergency mine communications. The calculations were prepared to obtain early indications of the feasibility and governing parameters of such communications systems. They are based on limited, but pertinent, coal mine electromagnetic noise data acquired to-date by Bureau of Mines contractors; and of theoretical signal-attenuation characteristics for two transmitter antenna types of present interest to the Bureau. The memoranda examine the cases of baseband voice and narrowband communications for uplink and downlink transmissions, for frequencies up to 3kHz. Downlink transmissions are via a horizontal wire antenna, up-link transmissions via a vertical-axis loop antenna, for typical mine depths of 300, b00, and 1000 feet. Representative coal-mine overburden conductivities of 10-2 mhos/meter (moderate and common) and 10-1 mhos/meter (high) were used; 10-2 for voice and narrowband, 10-1 for narrowband only. Examples of high, moderate, and low; surface and subsurface; harmonic and broadband-impulsive noise conditions were taken from NBS and Westinghouse (WGL) mine noise data, together with examples of high- and low-levels of ELF atmospheric noise taken from M.I.T. Lincoln Laboratory data.

A natural gamma-ray gauge has been devel- oped for discriminating overburden and inter- seam sediment from low ash coal located on a moving conveyor belt. It is based on the difference in natural radioactivity of the sediment and overburden compared with the low ash coal, which is detected with a highly ef- ficient "Polyscin" NaI(T1) gamma-ray detector located underneath the conveyor. Gauges have been successfully installed on the bucket wheel boom of the two coal dredgers at the Loy Yang Open Cut. They are used to warn dredger operators that they are digging overburden or sediment and that action is required to avoid the sediment or divert it to the waste dump rather than send it to the coal bunkers at the power station.

Bus drivers represent a large segment of the US transportation industry and research has shown an association between exposure to Whole Body Vibration (WBV) and the high rates of low back disorders. Impulsive WBV exposures have been recognized as a risk factor for low back injury and new guidelines exist for their measurement and assessment (ISO 2631, Part 5). Methods to accurately and better characterize the impulsiveness of WBV along with the temporal patterns of the exposures are needed. The development of a hardware and software system to measure continuous TWA and raw, impulsive WBV exposures and the design of a subsequent study are presented. Methods Using two Larson Davis HVM 100 as accelerometer amplifiers, small external batteries, and a Pocket-PC (PDA) with 1 Gb of compact flash memory, we can collect up to 16 channels of data for a full day 600 Hz. Tri-axial WBV exposures will be measured and characterized at the frame of the bus and at the driver/seat interface (seatpad accelerometer). Using a repeated measures design, 20 bus drivers will drive on selected routes which include both city streets and highways, and within and between subject components of variability and exposure determinants related to the bus, bus seat, the bus driver, and the route will be identified. Global Positioning System (GPS) data will also be collected and integrated with the WBV exposure data to facilitate the identification of the location, velocity and type of road associated with high average TWA and impulsive WBV exposures. This system may be used to develop administrative (alter speed and/or route of bus, systematically vary type of routes) and/or engineering controls (identify and trigger the need for street repair) to reduce high WBV exposures. Results Our portable Pocket-PC based data acquisition system is up and running and we can collect seven channels of WBV data (seat pan tri-axial accelerometer, bus frame tri-axial accelerometer and GPS data) continuously for a full shift. The software analysis of the data is complex but nearing completion. We have incorporated the vibration dose calculations from ISO 5321, Part 5 and have obtained a Matlab-based routine to appropriately weight the continuous signals. Discussion In summary, the measurement of WBV is complex but new technologies open avenues of collecting and assessing WBV exposures that were previously not possible. The standardization of impulsive WBV exposure assessment methods is needed to further the discipline and better enable comparisons across studies.

Charles T. Malcolmson, Chicago, Ill.:—Mr. Blauvelt's admirable paper is a valuable contribution to the literature on briquetting of coal in this country. It should have a special significance for those interested in the commercial development of the coal-briquette industry. I believe that the data included in Mr. Blauvelt's paper will be particularly useful because they represent costs taken from a briquette-plant in actual operation. There are several points touched on in Mr. Blauvelt's paper which may bear comment in the way of emphasis rather than of criticism. In the first place, he has stated a fact which becomes axiomatic to any one who has had any experience in the design, building, or operation of coal-briquette plants, and that is, that the press is only one factor in the successful opera-

"Incineration is a proven disposal technology for all waste materials with heat release potentials, and provides high degree of toxic destruction and control for a broad range of hazardous materials. In the Netherlands, all the hazardous wastes are processed at AVR-Chemie located at the Rotterdam harbour, through rotary kiln incinerators. The newly enforced regulations from the European Union with stricter emission levels require a better understanding of the incineration process and improved process control. However, the transport phenomena and combustion processes within the kiln system are very complex and not well understood. In order to get better understanding of the incineration process, research has been carried out to study the fluid flow and combustion behaviour of the incineration system. Computational Fluid-dynamics (CFD) was used to simulate the gas flow and waste combustion process, and temperature measurements of the operating rotary kiln incinerator were conducted to validate the CFD model. This paper will present the latest results from the current research project for simulating gas flow and combustion heat transfer for a wide range of hazardous waste streams.The simulation of the waste incineration process was carried out using a general-purpose CFD code Phoenics. The rotary kiln and the secondary combustion chamber (SCC), with a waste processing capacity of 50,000 ton/y and an energy input of 30 – 40 MW, is translated into a CFD model. The model includes a k-e turbulence model and a global gas-phase combustion model (3-gas or 7-gas combustion model). The 3- gas model (Simple Chemically-Reacting System, SCRS) predicts only the thermal effect of the fuel combustion, and only one global fuel is used, therefore, real chemical species are not taken into account. In the 7-gas combustion model, (an Extended SCRS, ESCRS), different forms of waste fed into the incinerator have been modelled into a mixture of a general hydrocarbon fuel C3H4 and other components such as CO, CO2 and H2O. Thus, all the incoming fuel streams with different compositions and calorific values can be properly converted into separate inlets. The combustion of the waste is assumed to take place only in gas phase in two steps: (1) primary combustion of the main fuel component C3H4 to form CO and H2, (2) secondary combustion of CO and H2O to form CO2 and H2O. The rate of each combustion reaction is assumed to be controlled by turbulent mixing of fuel and oxidant (air or oxygen), i.e. the Eddy-Break-up (EBU) model. The resulted temperature field was validated with temperature measurement data, and the simulated temperature distribution from both 3-gas and 7-gas model have reasonable agreement with the measured data."

THE electric arc welding of cast iron has been studied by Braune, Lamberton, Schimpke, Kenyon, Gale Manufacturing Co., Wedemeyer, Candy, Neese, Miller, Carter, American Welding Society, Namack, Lebrun, Achenbach, Jansson, Kochendörffer and others.1 The writer of this paper has been able to obtain a series of cast irons, from gray to white, without using cast-iron electrodes but by coating on wrought-iron bars mixtures of carborundum (SiC) and graphite (C). In this work, he has found the curious phenomenon of barium- carbonate.

O desenvolvimento de aços de alta resistência associados à boa tenacidade é uma alternativa para redução de custos na construção e instalação de oleodutos e gasodutos, devido à possibilidade de redução da espessura dos tubos sem que seu desempenho seja afetado. Os aços da classe API (American Petroleum Institute) pertencem ao grupo de aços ARBL (Alta Resistência Baixa Liga) que possuem as combinações desejáveis de resistência à tração, ductilidade, tenacidade e soldabilidade. No processo de laminação a quente o comportamento dos aços está diretamente relacionado aos parâmetros de processamento como temperatura, deformação, taxa de deformação, taxa de resfriamento e tempo entre passes. O controle desses parâmetros é importante na determinação da microestrutura e propriedades mecânicas do material. O objetivo deste trabalho é estudar o comportamento termomecânico do aço API 5L X80M–PSL2 através de ensaios de torção a quente isotérmicos. Através desses ensaios serão determinados a tensão e deformação de pico, tensão e deformação crítica e a porcentagem de amaciamento do material.

IN THE first report1 disks of steel of- known composition and history were exposed, under carefully prescribed conditions, to impacts of explosion products resulting from the explosion of 50-gm. charges of explosives having well-determined rates of detonation, or to, impacts of a weight of known mass, falling through measured distances. There were available at the Bureau of Mines Experiment Station five explosives, having rates of detonation of 5716, 4470, 3190, 2296, and 1523 meters per second. It being desired to continue this exposure downward, and no explosives with a lesser rate of detonation being at hand, resort was had to the impact of a falling weight, the differences in the velocity of impact being attained by varying the height from which the weight was allowed to fall. It was expected by this means to demonstrate experimentally that the development of Neumann bands was determined by the suddenness of the deformation of the metal in which they were produced. But while progressive deformations were obtained with the explosive charges, the falling-weight method failed because the tup was progressively deformed, also the disks were so flattened as to be unfit for metallographic examination. A return, therefore, has been made to the use of explosives as the source of energy, an air-gap being interposed between the charge of explosive and the disk, as the effect diminishes as the function of the distance between the charge and the object on which the products of its explosion, or the shock wave from its detonation, impinge. The details of the arrangement of the tests by the air-gap method were the same as those described by Foley and Howell,2 except that after the system had been set up and the desired apparent specific gravity for the explosive

The trend of global copper production has prospectively increased over time. Based on typical mined ore grades, 1 t of copper ore generates approximately 6–10 kg of copper, which requires much energy, usually in the form of metallurgical coke. Copper production using carbon as a fuel and reductant contributes up to 0.3 per cent to global greenhouse gas (GHG) emissions. As a result, research into decarbonisation processes applicable to reducing low-grade copper sulfide ores, copper oxides, electronic wastes and other alternative complex Cu-rich materials has increased. Alternative fuels for reducing carbon-rich emissions in pyrometallurgical copper processing include methane, ammonia, biomass, solar and wind power, but in recent times increased focus has been on hydrogen as a potential fuel and reducing agent for materials such as oxidised copper scrap, Cu2O/CuO and Cu-rich slags/e-wastes. From a thermodynamic perspective, hydrogen exhibits a significantly more negative standard Gibbs free energy (ΔG°) than copper oxide making it a suitable reductant and the exothermic thermal effect from reaction between hydrogen and Cu2O/CuO may be used to control process parameters. These characteristics renders hydrogen an ideal gas for reducing copper oxides and copper-containing slags/e-wastes. This review article assesses previous research on utilising hydrogen for producing and refining copper from primary and secondary feed materials.

L. Cope Welcome. I am pleased to see so many people interested enough to stay until this last session of the last afternoon of the convention. Of the people on the panel here, everyone has done everything in placer mining, but we have tried to sectionalize it with each one of us taking a particular portion. Any one of us could probably answer any question. I am very pleased to see some well experienced people in the audience. To start the discussion, Joe, can you give us a brief comparison of pit and drill sampling? J. Wojcik They both have their place. If you expect your deposit is something that is going to have widespread fairly uniform grades, then the pits may be the way to go. If you are going to have something you have to trace for several miles down the river valley, you can't do it with pits and do a proper sampling job. C. McLain Joe, the end result of all of this is to go ahead and mine it if it is a deposit. Do you try to relate your drilling results to something in mining itself against the recovery, because the drilling in different types of ground will give you different kinds of recoveries, and mining in the end is what you are going to do? Do you try to relate this to your mining method?

In a smelting reduction process the reduction reaction occurs predominantly in the liquid state. The main reduction agent is the carbon from the carbon saturated iron bath. The aim of the present work was to determine the velocity equation and the rate constant of the reduction rate of MnO content in a Mn0-SiO2-Fe0 slag by iron saturated carbon and the carbon dissolution rate in a Fe-Mn bath. The manganese content in the iron bath was in the range of 5 to 15 wt.%. It was observed that the rates of carbon dissolution in all Fe-Mn baths are faster than the rates of MnO reduction by the carbon saturated liquid iron.
