A series of dilute solid solutions of a1uminum and silicon in copper, in powder -form, were internally oxidized, compacted, and extruded, to produce Cu-A12O3 and Cu-SiO2 alloys with 0.1 to 12 vol pct of oxide. Room-temperature tensile tests, creep-rupture tests from 450oto 850°C. conductivity measurements, and recrys-tallzzation studies were made. Oxide particle size and interparticle spacings were determined in an effort to relate the structure to measured strength values by means of known dispersion strengthening theories. A new dispersion strengthening theory, based on the effect of the dispersed phase on the retention of strain energy from the deformation step, zs proposed for this type of alloy, THE study of dispersion strengthening is of partitular interest in high-temperature materials technology in view of the excellent creep-rupture Properties and thermal stability achieved with SAP.1-5 Considerable effort has been devoted to this study in recent years, and encouraging results have been obtained in a number of systems.6 In general, the most

AT A MEETING of the Shareholders of the Russo-Asiatic Cons. Ltd., in London, Oct. 23, 1922, LESLIE URQUHART, chairman of the com- pany made the following statement:* I come now to our recent negotiations with the Soviet Government and to the agreement which has resulted from them. You will remember that the conference at The Hague broke up without having achieved anything very definite. It was not, however, a failure. It elicited from M. Litvinoff an offer which will, I think, come to be regarded as a milestone in the progress of Russia from a ruinous and unpracticable Communism towards a modified form of capitalism. The offer made by M. Litvinoff at The Hague amounted in effect to this: that in return for political recognition on our part the Soviet Government would first acknowl-edge its liability for Russia's national foreign debts, and, secondly, would give the original foreign owners of property in Russia effective compensation. A very great advance that. It showed-and there have been many other signs to confirm it-how real and persistent has been the internal evolution of Russia during the past year from Marxism to the economics of the Western world. I will not now detain you with the reasons why M. Litvinoff's highly promising and significant offer came to nothing. The fact that it had been made and the further fact that The Hague Conference had separated indefinitely were the important things. The first fact seemed to indicate that the Soviet rulers, after all, proved to be people with whom one could do business. The second fact rather emphatically showed that the way to do business with them was not by unwieldy poly-glot conferences of ministers, officials and experts representing a few dozen different governments and a few dozen different sets of national interests. That method had been tried at Genoa. It was tried again at The Hague. Each time it failed, and having failed it left the road clear for a simpler and more direct approach.

Load testing is important for controlling the quality of piled foundations. The Statnamic test is an alternative to existing testing methods with a load duration that lies between that for static and dynamic tests. Current methods of analysis offer excellent correlation between static and Statnamic tests for coarse-grained soils but often over-predict the capacity for fine-grained soils. Thus a calibration chamber is being used to produce instrumented beds of clay with reproducible properties. A model pile placed in the beds can be loaded at varying rates using a computer controlled servo-hydraulic system. Results from the modelling will be used to improve methods of analysis and govern the design of a full-scale study. Initial results suggest the rate effect can be represented by a power law relating pile velocity and resistance. Statnamic loading of the model pile produced large negative pore pressures in the clay bed.

Introduction Typical dragline rigging includes several sets of ropes: hoist ropes, drag ropes, dump ropes and boom suspension ropes. The drag and hoist ropes contribute most to the dragline operating cost. Both work in very difficult conditions and wear out rapidly. As a result, frequent rope changes are required resulting in substantial cost and productive time loss. Although performance of rigging has a profound impact on dragline efficiency, there are no common, industry accepted standards related to its selection, operation and maintenance. Little information on the subject is available and the practice differs widely throughout the industry. The performance of drag and hoist ropes depends on: •rope construction that should closely match requirements of the specific application, rope operating conditions and its maintenance and • correct definition and application of the rope discard criteria so that full advantage of the rope can be taken without endangering safety of its operation. This paper reviews the present practice related to all these factors. Its findings are based on the wide survey of the present industrial practice. Field survey In total, 33 North American dragline applications were surveyed of which 17 were Bucyrus-Erie machines, 10 were Marion and six were Page (now P&H). Most of the draglines were stripping overburden in coal mines, but the survey also included some unique applications such as phosphate mining in Florida and oil sand mining in Alberta. Hoist drive power of the surveyed machines varied from 300 to 7775 kW (400 to 10,400 hp). Drag drives varied from 300 to 5815 kW (400 to 7800 hp). Boom lengths varied from 37 to 110 m (120 to 360 ft). Bucket sizes varied from 5 to 96 m3 (6 to 115 cu yd). The hoist and drag ropes installed on the surveyed machines were supplied by 10 rope manufacturers and differed widely in type and construction. Most common rope strand constructions included standard strands, Seale, Warrington, Warrington-Seale and Filler-Seale. Results of the survey [ ] Working conditions Working conditions of hoist and drag ropes are quite different. The first cope primarily with bending on rope drums, point sheaves and deflection sheaves, and with tension force imposed by the bucket and its load. The drag ropes are exposed to severe abrasion at the pit crest, and to severe bending and crushing at fairleads, all while coping with tension forces imposed by resistance of the bucket to dragging. Bending of drag ropes at house rollers and at rope drums is of minor importance for their performance. Differences in working conditions result in different wear patterns, which make it feasible to install discarded hoist ropes to further serve as drag ropes. The hoist ropes wear primarily due to fatigue breaks of wires, while the drag ropes are subject to severe abrasion of outside wires, rope deformation and internal wire-strand breaking. The last is often indicated by the reduction of rope diameter. The summary of working conditions for the surveyed draglines is shown in Table 1. For simplicity, Table 1 does not include the data on rope bending at the fairleads, nor at the deflection rollers and house rollers. Similarly, Table 1 does not include the data on drag rope bending (other than that on the rope drum), as its influence on rope life is insignificant in view of severe abrasion and internal wear taking place elsewhere. However, the safety factors of the dragline ropes are lower, which requires them to carry relatively large tension forces. In 2001, 14,623 mining operations reported employment statistics to the Mine Safety and Health Administration (MSHA). This was an increase of 210 mining operations compared to 2000. Almost half (49%) were sand and gravel mines, followed by stone (29%), coal (15%), nonmetal mines (5%), and metal mines (2%).

Hall measurements have been made on three groups of silicon samples, which were implanted with boron, aluininunz, and phosphorus ions. Boron and phosphorus implants show essentially bulk properties when annealed under previously determined conditions, i.e., 15 min at 80O°C for boron and 10 mirz at 600°C for phosphorus. Bulk properties were also observed in alu?rrilzum-implanted samples when ion concentrations were below 1015 cm-'; however, strange low- terrzperalure behavior and a falloff in cavrier concenlralion was observed for sarnples with ion concenlration abozle loL5 ern-'. This can be attributed to solid-solubility effects since the average bulk concentration f0.r the sample exhibiting bulk properties was below the reported solubility limit for aluminum, while the other samples were above the limit. A detailed study of the annealirzg process indicates that mobilities reach bulk c~alues in phosphorus implants at 250DC, in alutninurn ivnplanls a1 500°C, and in boron implants at 700°C. A simple rnodel has been proposed to fit the annealing data. THE technique of semiconductor doping by direct injection of energetic ions is being actively investigated at this Center. Previously published results from this laboratory have been concerned with the investigation of implanted profiles in silicon and the electrical properties of the resultant p-n structures.1'2 Diode properties have been reported for junctions produced by implantation of boron ions and aluminum ions in n-type silicon and phosphorus ions in p-type silicon. Reverse current characteristics, as well as electron diffraction data, have indicated that the damage to the structure produced by the energetic ions during the stopping process can be minimized by a gentle anneal. The time-temperature conditions for this process have been determined by sheet resistivity studies.3 Electrical profiles of implanted phosphorus ions which have been determined by a differential sheet conductivity technique are based on the assumption that the carrier mobilities and activation energies for ionization are the same as in bulk silicon. These assumptions have been substantiated experimentally by measurement of Hall constants and resistivities of these implanted structures and the results are presented herein. After establishing the bulk property equivalence of the annealed layers, a more detailed examination of the annealing process was undertaken. The sheet resistivity technique initially used to determine anneal conditions has been broadened to include Hall constants and mobility behavior with anneal conditions. PROCEDURE The three groups of samples prepared for Hall measurements were implanted with mass-separated beams of boron, aluminum, and phosphorus ions. Ion concentrations are equivalent surface concentration and they have been determined from beam current measurements during implantation. Implant conditions for the samples are shown in Table I. In all cases, the samples had previously been angle-lapped on one edge and the junction delineated with an HF-copper sulfate solution. The surfaces of the implanted regions of the samples were exposed to the delineating solution and in the case of the "n"-type phosphorus-implanted areas it was later discovered that a finite amount of surface could be etched by this solution. This is discussed in the section on results. The implanted samples were ultrasonically cut into the conventional six-probe configuration shown in Fig. l.* In the annealing studies, for which the meas- urements were taken at room temperature, the sample holder was a Bakelite jig incorporating tungsten mechanical probes. The other measurements were taken using a conventional liquid-nitrogen cryostat, in which the temperature could be varied from 77" to about 400°K. For these measurements, 10-mil aluminum dots were evaporated onto the samples and alloyed with the silicon at 530°C for 15 min. The samples were then mounted in flat-packs, and gold wires were bonded to the aluminum dots. The electrical measurements were made with either a Leeds & Northrup K-5 Potentiometer, a Keithley 147 Nanovolt Null Detector, or a Keithley 601 Electrometer. No external bias was applied to the substrate. There is an inherent self-biasing arrangement at one or the other of the current contacts (depending upon the polarity), and this suffices to limit the current flow to the implanted layer. The discovery of rhenium on the ion exchange resin used at the uraniun in-situ leach operations at Palangana, TX, led to a laborabory study of possible recovery methods. Rhenium was present in small amounts in the ammonium carbonate leach liquors as the perrhenate anion, ReO4-. It concentrated on the anion exchange resin, which was a factor of 10 more selective for rhenium than for uranium. Various elution systems were investigated for stripping the rhenium from the columns after the uranium had been eluted with chloride or nitrate solutions. Although the per-chlorate ion was most efficient on a molar basis, nitrate ion combined the benefits of efficiency and low cost. A 3N or stronger concentration of nitrate containing up to 0. 5N H + was found to be the system of choice. A rhenium sulfide concentrate containing up to 14010 Re was obtained from these effluents by hydrogen sulfide precipitation. Preliminary experiments were run to produce rhenium metal powder by oxidation of the concentrate to NH4ReO4 followed by hydrogen reduction at elevated temperature.

In processing coal, the low concentrate value requires high capacity production and sharp classification/separation techniques to reduce specific production costs. The allflux separator meets these criteria with a unique two-stage design. Through a combination of rising current and fluidized bed technologies, the allflux has extended the state of the art by expanding the particle size range that can be efficiently processed. Using concepts that have proven successful in processing concrete sands, small-scale industrial testing with coal feed stocks looks very promising. Attractive applications for the allflux are projected in fine coal recovery from old settling ponds or as a retrofit in existing fines circuits.

This paper describes a field/laboratory study that was conducted in cooperation with a mine in Arizona. The primary purpose of the study was to investigate the effect of blasting energy on the crushability and grindability of the post-blast rock fragments. The crushability and grindability of the rock fragments were evaluated through laboratory comminution tests. A secondary purpose of the study was to investigate different laboratory methods for estimating the comminution properties of the rock fragments. In particular, a number of standard rock mechanics tests were conducted and compared with the comminution test results. Finally, the study was used to evaluate new technologies for estimating insitu rock mass strength and for assessing post-blast fragmentation. To estimate in-situ rock mass strength, the specific energy of drilling (SE) was calculated during blast hole drilling utilizing a continuous drill monitoring system. Post-blast fragmentation was estimated using the Split image processing system. Results from the study support the idea that increases in blast energy can enhance crushing and grinding. Also, several simple rock mechanics tests were found to correlate well with the results from standard comminution tests, which could prove to be useful in practice.

An extensive design phase testing program in which 10 piles and 2 drilled shafts were instrumented and statically load tested to failure, was undertaken to establish relevant foundation design parameters for two bridges in Charleston, South Carolina, USA. The bearing strata at both test sites was a calcareous, overconsolidated, firm to very stiff, slightly sandy, clayey silt (locally known as Cooper Marl). Confirmation dynamic and static loading tests on production piles indicated only 50 to 60% of anticipated pile capacities; including consideration of time effects. Supplemental subsurface explorations did not reveal any significant variations in marl properties. Ultimately, 22 static and 75 dynamic tests were performed on production piles for a 2 mile section of the project. Pore water pressures in the marl were also monitored during and after pile driving. A study of unit skin friction in the marl as a function of time revealed two distinct trends: piles driven in areas with a sand overlaying the marl gained more capacity significantly faster than those driven through a clay or silt. Although the insitu marl properties are apparently similar across the site, the material immediately above the marl evidently has a large effect on pile capacity. This effect of overburden on pile capacity was verified by testing piles over a period of two years.

International Training Resources is a company consisting of personnel with extensive law enforcement and military special operations experience, The staff members are qualified to train and certify, assist and advise law enforcement officers and agencies, at any level, in critical incident policy, procedures and tactical resolutions. Successful critical incident resolution is comprised of many elements of professional skills and personnel. (Command staff, negotiators, snipers, tactical teams, uniform patrol, K-9, bomb squad, etc.) Recently, tactical teams have been developing the capability for the use of explosive methods for rapid entry into crisis locations. This document ‘will briefly describe the environment, operational issues and courses of action associated with developing a complete tactical breaching program for utilization by SWAT teams in response to operational conditions in critical incident situations. This topic is being presented to the I.S.E.E. evaluators under “Interesting Blasting Projects” and “Public Relations” categories. Tactical operations differ significantly from traditional industry practices and we appreciate the opportunity to show the industry other professional applications of explosive materials and techniques. Presently, of the few schools from which law enforcement officers can receive training with explosive breaching methods, International Training Resources is the only company currently teaching and certifying officers which has received total endorsement by the California Peace Officer’s Standards and Training Commission (P.O.S.T.) and the state blaster’s licensing commission. We have pioneered the combining of law enforcement needs and blasting industry technology to train tactical officers, nationwide, in the mission essential skills necessary for explosive breaching.

"CONTROL STRATEGYThe Lake Dufault Division of Falconbridge Copper Limited has been concentrating a complex copper zinc ore since late 1964. An ARL X-ray on stream analyzer was installed in 1966 for process control. A Digital Equip-ment Corporation PDP8 was added in 1968 for more complete control. To improve the system the computer was exchanged for a Moded PDP-81 in 1971.The new computer is time sharing with 8K core memory and 32K disc storage. A new interface was installed to accommodate 14 X-ray streams and additional analog signals for process control. The system gave us additional capacity and flexibility to make changes in operating programs and control strategy while on line. As the computer is used for process control a modified focal language was chosen as the operating language for ease of operation. This language is more suitable for process control than for statistical work.The main components of the control system are(a) Computer(b) Interface(c) Production Control X-ray Quantometer(d) Teletype terminals(e)Reagent feeders(f) Sample SystemThe operation of the system consists in the computer selecting the various streams to be analyzed by a PCXQ Quantometer. When the flowing sample is presented to the X-ray the intensities of the various elements are read by the computer from analog to digital converter, the assays are then computed. From the tonnage and assays the computer is programmed to determine the amount of reagent added to various parts of the circuit. The computer drives the feeders via the interface for the required amount of reagent. After following a certain sequence the computer prints out the performance and control data on an ASR35 Teletype. The data is printed out approximately every seven minutes. Any des¬ired changes in the program or strategy can be made during operation via an ASR33 Teletype connected to the computer."

The presence of hydrogen sulphide in sewerage systems leads to severe concrete corrosion. Acid causes breakdown of the concrete matrix, and attacks reinforcement. Older sewer systems under acid attack are often found to be acutely corroded, sometimes after short operational periods. Consequently secondary liners are now almost always used. Polymer concrete is extremely acid resistant and if used in segmental linings can forgo the need for a secondary lining. Combined with fibers and/or GFRP rebar Polymer Concrete can produce a very strong acid resistant lining, saving considerable time in the installation of additional liners. This paper explains the problems and advantages of using Polymer concrete in segmentaly lined wastewater tunnels, addressing areas of design, cost, and programming.

Reference materials have always been important for validating and controlling analytical methods. They have recently become even more important as quality requirements have become more stringent and customer demands for properly verified and controlled results increase. Clients, especially from the resource exploration industry, demand critical validation of all results reported. Mintek has been producing geological and semi-processed ore references since the early 1970s and recently, due to increase in demand, other manufactures have entered the South African market. This paper describes analytical challenges from the customers? perspective, the customers being metallurgists, mine geologists, environmental scientists and geologists from resource companies. Reference materials with their appropriate use and a good understanding, can aid greatly in building confidence in the results, choosing the right laboratory for a project, deciding which set of results is correct and providing evidence to the customers? clients that the best possible results have been obtained

Introduction The efficient process control of a uranium mill and its associated mining operation requires a nearly continuous knowledge of the uranium concentration in the ore. Generally, the approach is to use laboratory assays of grab samples from the mill feed belt. In some cases, elaborate and expensive systems have been used to ensure random sampling, but even with these systems, mass-balance discrepancies still exist. There is a requirement for an on-line instrument that can give a prompt, accurate analysis of a large portion of the feed stock. The authors have recently evaluated a laboratory system that achieves these goals using neutron activation and delayed neutron counting. The development of the on-line uranium ore analyzer is a consequence of previous work done at the Whiteshell Nuclear Research Establishment (WNRE) (Campbell et al., 1978 and 1981), and is based on the emission of delayed neutrons after the neutron irradiation of fissionable materials. The mechanism of delayed neutron emission has been described (Keepin, 1965), but briefly is as follows. The fission fragments resulting from irradiation are in an excited state. Certain of these delayed fission products, precursors, decay to a more stable state by the emission of a delayed neutron. The delayed neutrons can be divided into six groups with effective half-lives ranging from 0.2-55 sec. It is important to note that more than 50% of the delayed neutrons are emitted within the first 6 sec after irradiation; this has an influence on the design of the analysis instrument. Measurement Cycle The measurement cycle involves a neutron irradiation, a delay time, and a counting period. The laboratory demonstration model of the ore analyzer comprises a californium-252 neutron source, a source chamber, a pneumatic transfer facility, and a neutron irradiation and counting module (Fig. 1). The ore sample is placed in the irradiation chamber. The neutron source is transferred to the center of the chamber for a 5-sec irradiation while the helium-3 thermal neutron detectors are switched off. As the source returns to the storage chamber, the detectors are switched on and the delayed neutrons counted. The total assay cycle is 16 sec. The current instrument design calls for the ore to be cut from the main belt every 16 sec by a mechanical arm and dropped into the analyzer directly, or via another belt. The cycle starts when there is a sufficient mass of ore in the irradiation chamber to depress a switch and stops when the delayed neutron count is finished. The ore is then dropped through the bottom of the analyzer chamber and returned to the main belt. The counts from each cycle are accumulated and the data reduced to give the desired information. The source is contained in an iron capsule and pneumatically transferred between the irradiation/counting and storage chambers. The irradiation/counting chamber possesses 12, 600-mm (24-in.) long helium-3 thermal neutron detectors embedded in an annulus of wax (Fig. 1). Two sets of six detectors are each interfaced to a preamplifier, amplifier and single-channel pulseheight analyzer system, and the two systems are connected to a scaler. A special timing unit controls the transfer of the source and the on and off switching of the detector assembly, in sequence with the movement of the source. Results and Discussion In the experimental demonstration, using the 107 neutron.s-1 source, a 10% uranium ore was measured to ± 10% (2o total error) in 10 cycles and ±6% (2o) in 100 cycles. Since a larger source was not available, it can be statistically predicted that a 109 neutron-s-1 source could be used to measure a 0.1% ore to ± 10% (20) in 10 cycles. The uranium can occur as discrete nonhomogeneous particles in the ore, and the error caused by such a distribution of particles is ± 4% (2o), as determined by

"Geological and technical problems are often considered the most important ones affecting new mining projects. Typical problems and likely causes are reviewed based on current Quality Management and Continuous Improvement (QMCI) perspectives, giving particular attention to the work of W.E. Deming. As the “system approach” is an essential part of these policies, its characteristics are described with particular attention given to cultural- behavioural, organizational and systembased constraints described by J. Gharajedaghi. Given that poor communication and interaction among geologists, mineral processors and mining engineers/operators can seriously affect the adequacy of tests, project planning and execution, and mine profitability, these interrelated processes within the mining systems are analyzed and modelled. The impacts on models and simulations of ignoring typical data, information and knowledge uncertainties are addressed. Adapting W.E. Deming’s Fourteen Points, System of Profound Knowledge and insistence on leadership, and the analysis of mining system constraints, will allow the effective QMCI approach required to reduce geological and technical risks. Whenever we achieve this goal, we will be in a better position to overcome environment-, market-, finance- and community-related problems, achieve higher company and industry profitability as well as more sustained development. Compte-tenu que les lacunes dans les communications et les interactions entre géologues, minéralurgistes, et ingénieurs/opérateurs miniers peuvent affecter sérieusement la validité des essais, de la planification et de l’exécution des projets ainsi que la rentabilité des exploitations, ces processus connexes font l’objet d’analyse et de modélisation. Les impacts sur les modèles et les simulations de l’incertitude des données, informations et connaissances sont soulignés. The Government of Canada recently passed a new regulation to control the liquid discharges from metal mines in Canada. The Metal Mining Effluent Regulation of the Federal Fisheries Act will come into force within the next six months. As a result the Ontario Regional Office of Environment Canada has developed a compliance promotion program to accompany the new regulation. How the mines implement the regulation will be key to its success. This paper will briefly outline the components of this regulation, including the reporting structure, the discharge parameters and limits, as well as the requirement for the mines to conduct long-term environmental effects monitoring on their effluent discharge. The presentation will give a brief account of the compliance promotion program, and then focus on the spill trends from Ontario mining operations. The province of Ontario has the largest concentration of metal mining operations in the country with approximately 40 active mines.

Drilling and blasting in a Karst (sinkholes and mud seams) environment has long been a problem for blasters, miners, quarry operators, contractors, and developers. While one cannot change the geological conditions, one can take some measures during the bidding process and the initial preparation of the blasting program to help reduce some of the problems. During the geotechnical investigation and developing the test/core drilling grid, the owner/developer needs to take some additional measures that will provide important data to the blaster to help reduce the problems associated with blasting this type of geology. The owner/developer must also understand that, due to the geologic conditions, the results of the blasting will not be ideal and there may be additional blast-related costs. If provided the proper geologic data, the blaster can develop drilling patterns and blast designs that will help reduce some of the more problematic areas.
