Born, March 28, 1853 Died July 23, 1916 On July 25, 1916, the Board of Directors adopted the following minute and directed that it be entered upon the records of the Board & published in the Bulletin of the Institute, and thereof be sent to the family of Mr. Kirchhoff: Charles Kirchhoff was one of the oldest, most widely known and most highly esteerned members of the American Institute of Mining Engineers. On his return in 1875 from a European course of study, to begin a highly successful professional career, he joined the Institute, then just commencing to acquire both national and international recognition. He became at once, and-for more than 40 years continued to be, its earnest , and active supporter, serving it as Manager, Councilor or Director for terms aggregating 9 years,-as Vice-President for 2 years, and twice as President for a year. During the critical period of the erection of the United Engineering Society's building, and the transfer of the Institute to permanent head-quarters therein, Mr. Kirchhoff was its efficient representative in the United Engineering Society, and on the Building Committee. In 1910, amid the congratulations of colleagues, employees, and innumerable friends, Mr. Kirchhoff retired from active business as Vice- President and General Manager of a great technical publishing company. Yet he sacrificed of his well-earned leisure yet one more year, to serve the Institute as President through 1911.

Over the past century coal miner safety and health has seen tremendous improvements, the fatality and injury rates continue to decrease while productivity continues to increase. Many of the hazards that plagued miners in the past, such as coal bumps, methane and coal dust explosions, ground fall accidents and health issues have been significantly reduced. The contribution of NIOSH research includes products for prevention and survival of mine fires, methane control measures, design procedure for underground coal mines, methods for excavation surface controls, methods and procedures for blasting, laser usage in underground mines and prevention of electrocution from overhead power lines that have reduced accidents and injuries in underground coal mines. Health research has produced products such as the personal dust monitor, noise abating technologies and ergonomic solutions for equipment operators. Research priorities at NIOSH are set by considering surveillance statistics, stakeholder inputs and loss control principles. Future research in coal mining is directed towards respiratory diseases, noise induced hearing loss, repetitive musculoskeletal injuries, traumatic injuries, falls of ground and mine disasters. The recent spate of accidents in coal mines resulted in the Miner Act of 2006 which includes a specific role for NIOSH in future mine safety research and development. The mine safety achievements in the USA reflect the commitment of industry, labour, government and research organizations to improving the safety of the mine worker.

In 1994 the world's largest underwater tunnel was constructed to link Canada and the U.S.A. This new tunnel was large enough to accommodate double-decker railway cars. The construction of an unplanned Retrieval Shaft was required to allow removal and servicing of the Cutterhead of the Tunnel Boring Machine before it passed under the St. Clair River. This paper, which is a revision of that published in Canadian Tunnelling, has been modified here to emphasize construction considerations and describes the evolution of the design and construction of this "Rescue Shaft" under extreme schedule pressure, and changed ground conditions..

"This paper reviews the installation, start-up, and operation of a comprehensive monitoring and targeting management technique in which all plant utilities (i.e., electricity, natural gas, compressed air, and water) are managed as controllable resources in the same way that raw materials, mined ore, personnel and capital are managed.The essential elements of monitoring and targeting (M&T) include:•gathering in a systematic, disciplined way the utility information by energy account centres;•closely monitoring the utilities used in each centre and comparing them with production on a common time base (e.g., kWh/ton per day);•bench marking and target setting to pro-vide attainable energy reduction goals which can be further refined as they are achieved; and•establishing an implementation plant that may provide efficiency enhancing benefits to various operating areas within the plant.The M&T system will reduce utility consumption per unit of production on a continuing basis.This would translate into sustained operating cost and waste. M&T will also provide better information for assessing the plant operation and progressively implementing further enhancements."

The U.S. Bureau of Mines contracted a study to determine the feasibility of water diversion and overburden dewatering for underground coal mines in the Appalachian Region. All relevant published literature pertaining to the occurrence and control of surface and groundwater in underground coal mines was reviewed and organized into a bibliography. The impacts of mine water with respect to health and safety, production, environment, and costs were assessed. Sources of water inflow into underground mines were described. A summary description and evaluation of techniques that can be used to reduce the amount of water entering underground coal mines was prepared. A review of engineering practices currently used by operating coal mines in the Appalachian region to prevent the movement of ground and surface water into active coal workings was conducted. Major emphasis was placed on the identification of the geologic and hydrologic con¬dition of the site, onsite inspection of the methods used and an evaluation of their technical and cost effectiveness.

"Ferromanganese crusts contain hydrous Mn and Fe oxides as main metal compounds together with some economically interesting minor elements such as Co, Ni, Ti and Cu and trace metals such as Mo, W, Nb, Te, Ga, Pt, and REEs. Some of these metals or semimetals have a great future potential as innovative high-technology constituents. All of them are highly enriched in the crusts compared to seawater composition.The Mn in the crusts mainly originates from the O2 - minimum zone in the oceanic water column. The agent for Mn2+ oxidation is dissolved oxygen, transported upwards from colder deep water layers by turbulent eddy diffusion. The Mn itself descends from surface waters and is carried down to the O2-minimum zone by fecal pellet transport. In contrast, Fe is mainly supplied from carbonate dissolution of planktonic skeletons in the water column. These relationships result in the fact that the oceanic water depth strongly controls the metal composition of ferromanganese crusts: the Mn - group metals are more enriched in shallower water, whereas the concentration of the Fe - group metals increase with water depth. The REEs play a very important role with regard to the trace metal composition of the crusts: their concentrations increase with water depth mainly controlled by a decreasing Mn/Fe ratio.In seawater, REEs occur as carbonate complexes; preferably, the light rare earth elements (LREEs) form REECO3 +(aq) and the heavy Rare Earth Elements (HREEs) REE(CO3)2 (aq) complexes. The REEs are transition metals, their 6s orbital of the outermost shell is filled before the filling of lower 4f electron shells is completed, thus the configuration of the valence electrons is similar in all the REEs, and all REEs exhibit similar chemical behavior and exist, dominantly, as 3+ cations. The ionic radius decreases progressively from La3+ (1.18 Å) to Lu3+ (0.97 Å), this phenomenon is called "lanthanide contraction". Due to the fact that REEs in seawater form cationic and anionic carbonate complexes, the two main hydrogenetic constituents, hydrous !-MnO2 and Fe-oxyhydroxide, fractionate the group of REEs by surface absorption processes. According to the pHZPC-concept the ?- MnO2 phase has an electronegative surface, and Fe-oxyhydroxide a slightly positive surface charge at seawater pH. These relationships are the main reason for the observed REEs fractionation."

Mining operations are characterized by cost pressure and cycling product prices. A high potential for enhancing efficiency is the integration of all single steps of the mining working chain into a production process structure to make advantage of an optimized flow of material and information through the ?moving ore factory?. As modern mining machinery today is controlled electronically and even already operated autonomously, a smooth and cost efficient flow of data in the mining process will be crucial for cost efficient future mine operations. Therefor, the International Rock Excavation Data Exchange Standard (IREDES) was launched by major players in the industry. The task of this initiative is to define a ?common electronic language? for easy and standardized data exchange between mining machines and central computer systems. As in other industries, this standard is expected to have significant impact on the use of automated equipment. It shall provide easy ways of using multi vendor machine installations in data controlled mining processes. At the same time it reduces cost for individual development of interfaces for all parties involved. Standardized data exchange is also a crucial precondition to integrate the mining process into enterprise level modeling, cost analysis and decision finding systems. The standard?s technical architecture is open and flexible for future applications. It uses modern XML technology enabling easy data exchange with commercial databases as well as open on line networking. The IREDES work is carried out by the initiative members working jointly together in the technical work groups. Prototyping implementations of the Drill rigs profile are currently going on. Further profiles under development cover LHD?s/Loaders/Trucks and Explosives Chargers. The first official release covering the Drill Rigs profile is planned for the end of 2002.

Results of the two main drilling operations on hydrothermal fields demonstrate that the two dimensional submersible operations need to be followed by drilling expeditions to study the third dimension of hydrothermal systems and understand hydrothermal and ore forming processes. Two types of environments were drilled recently in basaltic environment on slow spreading ridge, and on a sedimented ridge. Similar work has still to be done and targets to be discussed in other environments such as back-arc basins for felsic rocks environments and slow spreading ridges for ultramafic rock environments.

"To reach the Hemlo Gold Inc. objective of becoming the lowest cost, safest Canadian gold producer while causing no environmental damage, management embarked from its inception on a strategy to build an organization which would foster employee involvement wherever possible. This paper describes the organizational structure and how various innovative concepts have been implemented.BACKGROUNDThe Golden Giant Mine in the Hemlo area of North Western Ontario is owned by Hemlo Gold Mines Inc. 50.1% is controlled by Noranda. The mine commenced operations in March 1985 at a modest production rate. After it reaches full production by the end of 1988, with completion of underground development work, the mine is expected to operate at 3000 t/d and produce in excess of 300,000 ounces of gold per annum. This makes it one of the three largest producing gold mines in North America.Two other companies, Lac Minerals and Teck-Corona, operate mines on either side of the Golden Giant Mine. Noranda Geco Division is located 55 kilometers to the north at Manitouwadge. The majority of Hemlo Gold's 270 employees live in Manitouwadge where a mix of accommodation was constructed and made available for purchase by employees. Bus transportation is provided to and from the workplace with modern coaches. The housing and transportation policies were implemented prior to start-up and designed to help attract and maintain good employees.As shown in Figure 1, the operation is divided into five operating and support departments with each reflecting a high degree of departmental control and responsibility. For example, the mill department is responsible for all aspects directly relating to the milling complex including safety, operation, mechanical maintenance, assaying, instrumentation, and environmental control. Similarly, the mine department is responsible for all phases of operation, mine engineering, geology, and maintenance of underground mobile equipment. The plant department is responsible for maintenance of hoisting plants and conveyances, underground stationary equipment, all site electrical services, surface buildings, housing and yard maintenance. Efforts are made at every level of the organization, from departmental organization to individual job assignments, to ensure responsibilities are clear and that they encompass complete functions."

Key variables that govern the jet cutting process are examined based on fundamental theories of jet hydrodynamics and soil mechanics. Under normal conditions of jet grouting operations, lift speed and rotation speed are found to be of less importance than the depth of jetting, nozzle pressure, nozzle diameter, and the soil bearing resistance, with regards to their influence on jet cutting distance. An analytical equation linking the governing variables is proposed, which allows for the possibility of evaluating column diameters achievable in different ground conditions based on theoretical calculations. When used in conjunction with shallow jet grouting field trials, the equation can provide a means for extrapolating trial results to conditions at actual depths for production jet grouting.

Of the 345 km long Taiwan High Speed Rail Project, connecting the cities of Taipeiand Kaohsiung, the 23 km alignment on Contract C230 required the construction of5755 m of shallow mined tunnels ranging from 137 m to 1285 m in length. All nine of these tunnels were mined using NATM methodology. On September 6, 2002, a collapse occurred in Tunnel T08 that affected approximately 50 m of tunnel. There was little warning. However, the crew was evacuated approximately 45 minutes prior to failure and thus, no injuries or loss of equipment. This paper will discuss the mining methods, jet grouting ground support, and the instrumentation selected for the rehabilitation and monitoring of the tunnel.

An intermediate compound that has been identified as Niab is observed to form as a decomposition product from supersaturaled Ni-Nb solid solutions during aging at temperatures between approximately 300" and 500°C. On the basis of data from electron microscopy and selected-area diffraction, the structure of this compound has been determined as fct with a = b - 3a0 and c = a, wlzere a,, is the lattice parameter of the parent solid solution. The compound consists of close-packed layers with triangular ordering, where the niobiutrl atoms are separated by two nickel atoms ([long- close?-packed directions. A nine layer stacking sequence is required to describe the proposed structure. STUDIES of the Ni-Nb binary system have been limited primarily to phase diagram determinations,'-4 investigations of high-temperature equilibrium phases,5"1 and the determination of the influence of deformation on the structure of the equilibrium compound.8 The nickel-rich portion of the binary system is reported to be of the simple eutectic type in which the maximum solubility of 12.7 at. pct Nb occurs at 1282"c.' The two-phase field below the eutectic temperature is bounded by the a fcc solid solution and an orthorhombic Ni3Nb compound. No metastable phases have been reported in previous investigations. In transformation studies of certain nickel-base commercial alloys that contain niobium, two ordered metastable compounds containing niobium have been shown to precipitate from the solid solution, both of which have been identified as y' and have the composition NisNb or Ni,Nb. One compound has been reported to have the bct DOz2 type Al3Ti structure" and the other the cubic LI2 type Cu3Au structure.9,11 In the present work on Ni-Nb binary alloys a metastable y' compound has not been detected after conventional quenching and aging treatments. An anomalous behavior was noted in electrical resistivity measurements. in alloys containing between 7 to 12 at. pct Nb when aging treatments were performed below 500°C after fast quenching from 1250°C. Transmission electron microscopy has shown that this behavior is caused by the formation of a low-temperature precipitate of unreported structure type and composition. EXPERIMENTAL METHODS Several Ni-Nb alloys, containing up to 11.5 at. pct Nb. were prepared by either levitation melting and casting in copper molds or by induction melting in alumina crucibles; both techniques employed purified helium gas as a protective atmosphere. The purity of the nickel and niobium used to make the alloys was 99.98 wt pct Ni and 99.9 wt pct Nb. The composition and homogeneity of the alloys were checked by weight measurements and by electron microprobe analysis. The induction-melted alloys were homogenized for 100 hr at 1100°C. The resistivity specimens were prepared from rods swaged to 2.5 mm and the electron microscopy specimens were cut from sheet that was rolled to 0.4 mm and thinned using a modified Bollmann technique." The elevated-temperature solution treatments were carried out in a purified helium atmosphere followed by direct quenching into a 10 pct NaCl solution at 23°C. Additional protection against oxidation of the samples during solution treatment was accomplished by using tantalum foil as a "getter" in the furnace. The specimens were aged at various temperatures in salt baths controlled to +2oC. A Leeds and Northrup K5 potentiometer was used to make electrical resistivity measurements on specimens immersed in liquid nitrogen. Electron microscopy and diffraction studies were carried out with JEM-7 and Philips EM-200 microscopes operating at 100 kv. RESULTS AND DISCUSSION Ni-Nb alloys containing between 7 and 11.5 at. pct Nb that have been solution-treated in the range 1220" to 1280°C and quenched to 23°C undergo a precipitation reaction when aged in the temperature range 300" to 500°C. Precipitation was detected by selected-area electron diffraction after aging a specimen for as little as 30 sec at 350°C) whereas the reaction was well-advanced after aging for 150 hr at 475°C. Electrical resistivity measurements were used to monitor the progress of the precipitation reaction. In the present experiments the nucleation process for precipitation required a high solution temperature and a rapid quench into brine. The presence of aluminum, iron? and carbon in amounts totaling less than 1 wt pct was found by electron diffraction to completely suppress the formation of the low-temperature precipitate that has been detected in the binary alloy. Electron diffraction techniques were used to determine the structure of the precipitates that formed during the decomposition of the Ni-Nb supersaturated solid solutions. Figs. l(a) through l(d) show electron diffraction patterns oriented to the [loo], [110], [lll], and [I031 zone axes of the matrix. Areas of reciprocal space between these sections were investigated by slowly varying the orientations of the crystal under study; this procedure revealed no reflections other than those depicted in Fig. 1. The presence of super-lattice reflections at points coincident with the matrix reflections was confirmed by the examination of an almost completely transformed structure. The transverse force developed by expansion-shell rock-bolt anchors on the wall of a drill hole as the bolt is tensioned was measured by the Bureau of Mines using a device specially designed and fabricated for attachment to a universal testing machine. Load cells equipped with electrical-resistance strain gages provided the data from which the transverse force, in pounds, was calculated. Seven different expansion-shell anchors were tested, and the ratio of transverse force to bolt-tension load was found to range between 0.98 and 1.94 to 1.0. The drag load appeared to be the major cause of the transverse-force variation, but the relative effects of individual factors that affected the ratio between the transverse force and the bolt tension were not determined.

This paper presents the results of a study using computer human modeling to examine machine appendage speed. The objective was to determine the impact of roof bolter machine appendage speed on the likelihood of the operator coming in contact with. A contact means two or more objects intersecting or touching each other, e.g., appendage makes contact with the operator?s hand, arm, head or leg. Incident investigation reports do not usually contain enough information to aid in studying this problem and laboratory experiments with human subjects are also not feasible because of safety and ethical issues. As an alternative, researchers developed a computer model approach as the primary means to gather data. By simulating an operator?s random behavior and machine?s appendage velocity, researchers can study potential hazards of tasks where it is not possible to perform experiments with human subjects. Analysis information is helpful to the mining industry in terms of making recommendations that reduce the likelihood that roof-bolter operators experience injury due to contact with a moving boom. Data analysis of roof bolter simulations show that the virtual-operator?s response time has little effect on the number of contacts experienced. Based on frequency and cross-tabulation, regardless of other variables, contact incidents were always greater when the boom was moving up, were always greater on the palm, and were always greater for the boom part of the machine. Also, regardless of boom speed, the 25th-percentile-sized operators experienced more contacts than did other operator sizes. Furthermore, regardless of boom speed, the 152-cm mine seam experienced more contacts than did other seam heights tested. Results of a survival analytic approach suggest that controlling the boom speed is the most important factor in determining the risk of an operator making contact. Based on the data collected, boom speed greater than 41 cm/s results in a substantial increase in risk to the roof bolter operator and should probably be avoided. At speeds less than or equal to 25 cm/s are associated with a more modest relative risk, which represents an acceptable level of risk. Also, at speeds between 25 and 41 cm/s, there could be a particular boom speed in this range at which a significant inflection point in the relative risk estimates occurs. Based on the results, this issue needs to be addressed by future research.

Whether you buy your minicomputer from a manufacturer or another vendor, the first thing you must do is define your needs. With good planning, the initial cost will be low and your return on investment will be maximized over the long term. Involving all members of your staff who will he using the new computer in the planning phase is also important. Their participation will alleviate any potential concerns they may have about new equipment, and their suggestions will provide valuable input for your specifications. After you define your proposed system, survey available hardware and software. The survey will help you in the next step, preparation of specifications. The specifications, along with a quote request, are then sent to various manufacturers. Consider the Manufacturer When selecting your minicomputer, one important item to consider is the manufacturer. Remember, when you buy a computer, you're also buying the services of a computer company. A firm that makes a commitment to its customers and provides a product that is field tested before releasing it for sale is preferable. Examine the company's maintenance and support packages, since every machine requires preventive maintenance. Does your manufacturer or original equipment manufacturer (OEM) support service sites in your area? Has their service record been commendable? Will they provide training for your personnel and a supply of circuit boards so you can retain a degree of self-service autonomy? Three methods of buying a computer involve the manufacturer, an OEM, and the systems house. Buying direct from the manufacturer means you go straight to the source, using no middleman. This gives you maximum flexibility; you can consider every alternative and many possible combinations of computers, peripherals, and software until you find exactly the right system for you. The OEM buys computers direct from the manufacturer and builds them into his own computerized, special purpose product. He usually sells a complete package, including software and hardware, and often noncompetitive equipment as well (a scientific or engineering instrument, for example), designed for the mining market. Because he offers a packaged product, the OEM can often charge less for the system than if you put the pieces together yourself. In many ways, the OEM also provides a unique system. And while the OEM sells a packaged solution, he also usually has the special market knowledge necessary to modify the system to meet your unique needs, if necessary.

The National Institute for Occupational Safety and Health (NIOSH) has been conducting research at a Pittsburgh Coalbed longwall mine to evaluate and optimize bleeder ventilation and gob gas venthole longwall methane control systems. Gas flow into these two methane control systems was investigated using a combination of Sulphur Hexafluoride (SF6)tracer gas studies and gob venthole pressure monitoring experiments. The insights gained from this research has facilitated the development of a longwall subsided strata methane control system conceptual model. This model provides the basis for design suggestions to increase the efficiency of the gob gas venthole system to permit the bleeder ventilation system to become a "safety net" for methane control.
