Respirable (PM-10) crystalline silica is regulated by the State of California as a carcinogen. The risk-management of this material by the State exemplifies the inherent problems in the development of regulations based on current risk-assessment practices. The influence of extremely conservative risk-assessment and risk-management can be expressed in economic impacts including the increased cost of production, reduced competition, increased prices, reduced employment and redistribution of income. This paper attempts to contrast theoretical risk- assessment and risk-management with current application using crystalline silica as an example. Based on health information pertaining to silica, the paper examines federal and State of California regulatory and public policy positions. Using current risk factors and empirical data for the Central Valley of California, the projected incidence of lung cancer in humans is examined. While such an analysis would project an extremely high incidence of lung cancer as well as silicosis, not a single case of either lung impairment has been recorded within the study area or throughout the world in the general population. This suggests that sound guidelines for the analysis of scientific information have given way to the assumption that virtually any information representing a substance as a carcinogen is to be considered valid with little or no qualification.

A significant amount of energy exists in the waste generated by the coal and timber industries. In the coal industry, the energy loss is mainly due to the discharge of fine coal to the waste impoundment. Despite the fact that the fine coal has the greatest cleaning potential, dewatering, handling and transportation concerns prevent its use as product in many cases. Likewise, the sawdust generated from wood production has energy value and is used as industrial boiler fuel when the transportation distance is relative short. However, wood waste is often discarded into cumbersome landfills due to uneconomical transportation alternatives. Recent research found that these two waste materials can be combined to provide a high energy fuel of around 13000 btu/lb that can be easily handled and transported to end users.

"Dump design is critical to effective mine planning in large scale open pit mines. Capital and haulage costs are considerable from early stages and through the life-of-mine as these dumps gradually become immense structures. Delivered mining rates, as well as certain spatial and physical constraints, provide a set of parameters of mathematical and economic relationship that creates opportunities for modeling and thus facilitates the measuring and optimization of ultimate dump design by using programming and empirical techniques while achieving economic objectives. This paper presents a methodology to optimize the ultimate dump design by minimizing its total dumping costs. The methodology consists of the formulation of a generalized model based on the relationship of the main dump parameters, followed by the use of linear programming to find the solution that minimizes the haulage total cost, and finally through a series of iterations, modifies the preliminary solution by projecting it to the topography and creating the ultimate dump design. A case study applied to a waste dump exemplifies this methodology. INTRODUCTION Open pit mine operations move large amounts of material on a daily basis from the shovel faces to the appropriate destination points. Hustrulid et al. identified three major destination places where the material receives downstream treatment after its delivery: mill processing, leaching dumps, and waste rock dumps [1]. The corresponding destination is given by a cut-off grade criteria, ore type, and the possibility of obtaining the maximum metal recovery. Dump leaching technologies have developed substantially since 1975 [2], and have enabled mining facilities to beneficiate low grade sulfide and oxide ores. As a consequence, the number of active dumps have increased since then and the entire mine configuration, which is limited in itself, has changed. The proper location, design, and construction of a mine dump must serve the safety, environmental and economic goals of the long-range mine plans. Therefore, an optimized use of the available surface area in the mine is highly desired."

"In July 2012 construction started on the Grosvenor project, a five million tonne per annum underground longwall mine planned for Moranbah in Central Queensland. Grosvenor is located immediately to the south of the existing Moranbah North mine which has been in operation since 1998. EPBM technology is being used for the first time in Australia for excavation of a coal drift. The TBM was used to build two drifts on the project, one for the coal conveyor which will transport to surface, and another for people and equipment to access the underground once the mine’s operational (as shown in figure 1). The TBM will pass beneath a steel archway roof that has been installed at the drift’s entrance and begin drilling into the ground to build the seven metre diameter tunnel, descending at an angle of one in eight until it reaches the depth of the coal seam approximately 160 metres below.INTRODUCTION AND BACKGROUND The first TBM used in a coal mine was in 1962, a Wohlmyer, in Westerholt, Germany. A further 75 km of tunnels were excavated in coalmines within Germany between 1971 to 1983. This paper will review the Grosvenor Mine project (Grosvenor) owned by Anglo American Metallurgical Coal (Met Coal) includes the construction of a new underground coal mine and surface facilities on the northern boundary of the town of Moranbah in the Central Queensland Bowen Basin coal precinct. The contract to undertake the underground development works was awarded to Redpath in 2012. The scope of the Grosvenor Project was to construct temporary office and workshop facilities, install 2 portal arches, backfill boxcuts and infrastructure, excavate by EPBM method 967 m of 1:6 gradient Conveyor Drift and 1,258 m of 1:8 gradient Transport Drift, development of 2,520 m of pit bottom area roadways and development of 10,550 m of the first longwall tailgate. The purpose of this paper is to investigate trends in exploration expenditures of a selected group of mining companies for the interval 1968 through 1971. The paper also compares these trends with other financial factors that are associated with various groups of companies and comments on the implications of these trends. Although a four-year interval is hardly enough time to establish a long-range set of trends from which operating rules can be derived, the fact that the four years selected are in the immediate past gives some sense of relevance to the matter of exploration expenditures at the present time and in the near future. The sample under study here consists of 21 mining companies. Of these, 19 are listed on the New York Stock Exchange and 2 are listed on the American Exchange. Twenty are American, one is Canadian. All are fundamentally "mining companies" in that they derive the bulk of their income from the extraction, sale, and at times, fabrication of metals from their own mines. This is in contrast to companies which have mineral exploration departments but derive the bulk of their revenues from sources other than mining; for example, from oil and gas sates, Also, no companies which can be considered strictly as exploration companies are included in this study. Although this definition held up fairly well when studying this list in 1968, the strict application of this definition became more difficult through the years up to the present time. In 1971, three or four of the companies were changing their character in that they were phasing out of the mining business, and either deriving their income or planning to derive a substantial part of their income from activities other than mining. When the Trelleborg Divisions of Boliden Allis and MPSI merged, a unique opportunity occurred for two independent mill fabricators to compare various design procedures and the research upon which they were based. This paper documents such a comparison in the structural design area. Several SAG mill analyses are compared using both Boliden Allis and MPSI methods. The differences and similarities are then utilized in a correlation of critical stress definitions and the acceptable design and inspection criteria.

Since the discovery of uranium in the Ambrosia Lake Area in 1955, a new mining district has developed which promises to be the greatest uranium producing area in the United States. Exploration and development work is proceeding rapidly in mines operated by Kermac Nuclear Fuels Corporation, Phillips Petroleum Company, Rio De Oro Uranium Mines, Inc., Calumet & Hecla, Inc., Rare. Metals Corporation, Homestake-Sapin Partners, Homestake-New Mexico Partners, and Centennial Development Company. Individual mining operations vary in size from 200 tons to more than 1200 tons per day with production from wet and dry ore bodies ranging in depth from 300 to 1500 feet. Many problems have been encountered during the development period in the district mines. Within this paper the author will review some of these problems and mining practices being used. In order to understand better the developments to date, a brief description of the area and its geologic setting will be presented.

The goal of the drill bit consumption study was to develop an equation(s) based on various components that affect drill bit wear and use that equation(s) to estimate the consumption of bits during production drilling. Drill bit data from various geographic locations were compiled and used to develop linear regression equations using the Microsoft Excel software package. Multiple drill bit consumption equations were developed and statistical analysis was used to verify the accuracy of those equations. The equations will allow mining companies to more accurately forecast drill bit consumption when evaluating new mine properties. This capability becomes increasingly beneficial to forecasting as the cost of consumables increases.

With continuing pressure from stockholders not only to maintain but to increase mineral revenues, producers have increased plant capacity. Depressed mineral prices have accentuated the trend toward higher production rates to maintain consistent cash flow, and these same trends have promoted the development of large-scale processing equipment. In addition to the need to handle increased throughput, larger flotation equipment can result in decreased capital-equipment and operating costs. The development of larger column and conventional flotation equipment relies, in part, on suitable scale-up procedures. To properly scale-up large flotation cells and columns, certain constraints and design parameters must be taken into consideration, including velocities in the vessel, residence time, solids suspension, and lip loading. This paper will review the design constraints and scale-up criteria for WEMCO® flotation cells. Scale-up criteria are augmented with computational-fluid- dynamics analyses and high-speed imaging techniques, as well as multiple regresesion analysis of in-plant operational data.

Four types of slope failures in waste dumps are recognized; debris flow, foundation failure, edge slump and blowout. The first three types, although at times causing considerable damage to property and interfering with mine operations, are not usually dangerous to personnel because of their slow rate of movement. The fourth type, the blowout, is considered to be the most dangerous because of its explosive mode of failure and lack of forewarning. The December failure at Verona dump is presented as an example of a blowout. Data from piezometer holes indicate that the blowout was due to perched leach solutions near the face of the dump. The level of water in this zone is very closely related to the rate of leach water application on the dump. A detailed analysis of core samples indicated that the impounded water was due to a zonal accumulation of Jarosite which is associated with a buried dump surface. Drain holes proved successful in controlling perched leach solutions in the critical zone near the face of the dump. Monitoring of the water level in the perched zone is considered essential in preventing blowouts. The use of drain and piezometer holes has allowed an increase in the rate of water application on the dump while preventing additional failure.

A new device, called the dual impact load cell, has been developed and built at the Comminution Center to measure fracture energy and damage accumulation in brittle particles that are subject to impact. The results show that damage accumulation during impact is not a significant factor in determining the fracture energy or the particle strength. However, predamage induced by thermal pretreatment of the particles has a significant effect on both fracture energy and particle strength.

Faulty insulators on mine trolley/track haulageways may allow the flow of leakage currents into the mine roof and ultimately result in combustion of the local roof material. The National Institute for Occupational Safety and Health (NIOSH), Pittsburgh Research Laboratory (PRL), has devised a passive means to detect overheating insulators on direct current systems. The detector consists of a spring-loaded cartridge that ejects a reflective streamer of white Teflon tape when subjected to elevated temperatures. The cartridge assembly can be easily installed over the outer metallic shell of an existing trolley line insulator. If an insulator overheats due to ground leakage currents, the visible streamer alerts mine personnel traveling on the haulageway.

The theoretical model based on fluid mechanics, in conjunction with the laser-Doppler velocimetry (LDV) measurements, elucidate the size-classification mechanisms in an industrial hydrocyclone. The model has no adjustable parameters and involves solving the Navier-Stokes equations to predict the liquid-phase velocities. The spatial-concentration gradients were determined considering the particle phase in the Lagrangian frame and the classification curve was determined by balancing the forces acting on the particle. The force balance requires liquid velocities, which in turn depend on the local volumetric concentration of the particles. Hence, complete modeling work involves coupling both the concentration and liquid-phase velocity calculations until convergence is reached. Finally, the experimental and predicted classification curves were presented for 250-mm hydrocyclone operating at high-percent solids.

The Dolph Mine fire site is located in Lackawanna County, PA, approximately three miles northeast of the city of Scranton. The fire was burning in both coal refuse (culm) and underground anthracite mine workings. It was reportedly begun by rubbish burning on top of a culm bank. A site investigation was completed in 2006 to define the extent of the fire and to recommend fire control measures. A cut off trench was selected as the principal control method. Plans and specifications were prepared in late 2006. The project was bid and a contractor selected in early 2007. The trench construction was completed in 2007. This paper describes the investigation and selection of the fire control method and discusses the trench construction.

Three nutrient amendments and a biological seed inoculant were evaluated for use in establishing vegetative cover on waste rock substrates. Randomized blocks were placed on three substrates. Treatments included two types of organic fertilizer, mineral fertilizer, Azospirillum bacterial inoculant, plus controls. The seed mix consisted of native grass species adapted to low nutrient conditions. Canopy cover has been monitored for three growing seasons. Results indicate: 1) two of three substrates support plant growth following amendment with organic fertilizers; 2) organic fertilizers increase cover substantially over mineral fertilizer; and 3) Azospirillum had no effect on canopy cover.

A brief review of the current state of the art manufacturing technology will be presented and some parameters related to the material used in the drag and conical type pick cutters and their impact on their life and performance will be explained In addition, the selection procedures for choosing the right bit for excavation of a particular geological formation will be reviewed A set of guidelines will be provided for initial selection of the tools for various machines and rock formations. The methods for estimation of the tool life in various materials and the influencing parameters along with limitations of the rock cutting tools will be discussed as well.

Mineral commimition is an important and expensive industrial process and modern comminution circuits are complex There is considerable economic incentive to optimize circuit design and performance and to operate circuits at maximum efficiency, and these aims may be achieved by setting up mathematical models of the units in a circuit on a digits, computer and studying the behavior of simulated circuits. Models of grinding mills and cyclone classifiers which may be used for this purpose are discussed. The use of these models for design and optimization is discussed and particular mention is made of the factors which are important in circuit control. To evaluate intelligently and to market a source of rare earth raw material, it is necessary that the producer understand the requirements of the processor and the manner in which these requirements effect the value and salability of his product. This paper will be an attempt to aid in such an understanding. The majority of rare earth processors are primarily chemical companies, not mining or metallurgical companies, as the complexities of the processing procedures are' much more chemical in nature than metallurgical. The rare earths and the rare earth industry are normally divided into two groups - the ?light? or cerium group and the ?heavy? or yttrium group. They are so named because cerium and yttrium are the most common elements in 'heir respective groups and are so divided on the basis of mineralogical and chemical characteristics. The dividing line of the two groups is not rigidly fixed but usually is considered as being between samarium (atomic number 62) and europium (atomic number 63). Although the two groups are quite similar, processing procedures differ significantly, hence most processors tend to specialize in one group or the other. There is, however, a growing tendency toward participation in both groups.

Investment in minerals development usually entails big financial outlays. which will remain at risk for a long time before the venture can begin to generate a return cash flow. Before 'committing himself to such a venture the investor would be wise to carefully examine the possible consequences of his exposure to risk. In this context risk is defined in multiple terms, which relate the magnitude of possible loss with the probability that such loss may occur--normally the probability will decrease as the amount of possible loss increases. The analysis of risk is an essential component of the decision making process, especially so in the case of low grade high tonnage mining ventures where a very real possibility exists that future unfavorable circumstances may lead to losses that could cripple or ruin even the richest corporation. Wells (1979) postulates a rationale for making the investment decision under uncertainty based on the comparison of two independent risk criteria: 1) the risk inherent in the venture represented by the negative portion of the cumulative distribution of the net present value (NPV), as derived by a stochastic evaluation procedure, 2) the limits of risk the decision maker is willing to accept, taking account of the financial capacity-of the 'firm to absorb various levels of future cash shortfall should the venture prove disappointing. The chance the investor would be prepared to accept can be expected to decrease as the amount of the possible shortfall increases. The limits of acceptable risk are-defined by a curve called the "LL-curve" which can be directly compared with the cumu¬lative NPV curve. A positive investment decision is implied if the limits of acceptable risk are not exceeded.

This paper review s several new applications of solvent extraction developed in conjunction with a research project carried out under the AEC Raw Materials Division by the Dow Western Division laboratories during the last two years. A process for recovery of uranium from ores by contacting the solid directly with organic solvent without a prior aqueous leach and a process for uranium recovery by contacting thick, unfiltered leach slurry with the solvent were studied in an attempt to simplify ad reduce the cost of ore treatment procedures. Processes to produce pure UF4 products at the concentrate mills thus eliminating the production and subsequent dissolution of the concentrate were investigated. Since many of the leach liquors contained vanadium as well as uranium, solvent extraction processes for by-product vanadium were also studied.
