Presented is a thermodynamic feasibility analysis of extracting base metal chlorides from low-grade, multi-metallic oxide ores using CaC[1]2 as a chlorinating agent in the presence of SO2 and O2. The oxides react to form corresponding chlorides, while CaC[1]2 is converted to CaSO4. The Ellingham diagram is used for comparing the standard Gibbs' free energy change for the sulfation-chlorination reaction of a large number of oxides. Except for alumina, silica and chromia, most of the other metal oxides will be converted to their respective chlorides. The volatile chlorides can be condensed, and the chlorides present in the condensed state can be leached. A process is proposed that uses a nontoxic chlorinating agent and gives an efficient separation of the metallic values from the gangue.

The idea of automatic or remote control of the mine ventilation process generally, and methane concentration particularly, attracts the attention of mining engineers more and more. The advantages of introducing mine ventilation control systems are breaking traditional reluctance. The change of attitude is not only because of the requirements of modern exploitation technology, but it is also due to the recent progress in development and successful introduction of reliable monitoring systems and actuators in the form of controlled ventilators and doors [1]; [2], [3], [4], [5], [6]. Many 'years of theoretical and experimental studies of the dynamics of mine ventilation processes created the needed base for a proper design of an automatic control system [7],[8],[9], [10]. From these studies must, however, be drawn a fundamental conclusion, which may be regarded as the motto of this paper: An automatic control system for mine ventilation ill-conditioned or improperly designed is capable of creating hazard situations in response to random disturbances, much more, severe in consequence than a traditional ventilation system without any automatic or remote control! This statement is easy to prove if the dynamic properties of the ventilation process are taken into consideration. The ventilation process, as a matter of fact, is described by non-linear equations, and it must be expected that the process has more than one state of equilibrium. In other words, in the ventilation process may exist not only one but also more than one steady-states of flow, of which some are stable and others unstable. In certain circumstances, there may be no steady-state at all, and the process will oscillate [8], [11] , [12] . The state of flow in a network tends towards a steady-state and the actual steady-state established will depend on the initial conditions or disturbances in flow (fire,. etc.), which steady-state from the total number that will be . We frequently observe jumps from one steady-state to another. Disturbances in flow conditions which may cause such transitions are events of random character, occurring very rarely. Concluding, it must be stressed that there has to be a control system adjusted to the ventilation process in order to avoid situations mentioned above. There is only one alternative available and suitable for examination or study of the dynamics of a given mine ventilation problem: either by continuous monitoring of the real process, or numerical simulation of the process using a mathematical model. The advantages of the second method are obvious. This method allows consideration of every possible case very quickly and cheaply in relation to the first method. The aim of the paper is to show again that the simulation of the mine ventilation process and particularly a methane concentration process, separately or combined together with a control system, are real possibilities. A simulation method requires precise specification of the problem under consideration. For example, if we intend to examine a methane-concentration control system, the following items have to be specified: - expected target function of the control system. - structure of the control system. - mathematical model of control system, including sensor system, data preparation system, controllers, decision routine, regulators, etc. - structure of mine ventilation network. - mathematical model of ventilation process, including air flow and methane concentration processes. - pattern of disturbances which may occur in the controlled process as well as initial conditions on a 'start-up' of the system. Using typical computer programs for numerical solution of equations in the mathematical model of the problem involved, we are able, within the adequacy of the model, to simulate every case specified by the disturbances and initial conditions. As a result of simulation, it is expected that the following parameters could be defined: - transient flow in the network. - transient state of methane concentration in working areas. - stability of flow and methane concent¬ration. - stability of the control system. - range of control. - efficiency of control, etc. It is obvious that simulation methods readily allow for modifications to existing systems such that desired results will be obtained. A significant amount of this consulting work involves process integration and optimization (PIO) studies, which include investigating the effects of drill-and-blast design and implementation on downstream processing. Critical to these studies is the ability to track specific ore into, and through, the plant. To increase the accuracy of this ore tracking, Metso Process Technology and Innovation (PTI) developed a system to track ore using a radio frequency identification (RFID) transponders technology designed to allow tracking of ore from its source through blasting, run-of-mine (ROM) pads, crushers, intermediate stockpiles and, finally, into the concentrator. The system is called SmartTag. Since its commercialization in 2007, SmartTag has been used in the majority of PTI?s consulting projects, and several permanent systems have been installed worldwide.

Introduction Potassium, together with nitrogen and phosphorous, is an essential nutrient required for growth. Since all living things need potash, the major demand for potash - about 95% of the total - is as a fertilizer. Agricultural productivity has increased dramatically in recent times. This increase in crop yields requires substantial amounts of added nutrients to keep the soil fertile. It follows then that potash will always be in demand. There is no substitute. Other fertilizers that contain phosphorous (P) and nitrogen (N) are complementary and not competing products. Fireplace ashes (pot-ashes) have a relatively high potassium content. Their value as a fertilizer had been recognized for centuries. But today's potash industry did not begin until deposits of potassium-rich ore were discovered and exploited in Europe during the 19th century. Canadian potash development Potash in Saskatchewan was first recognized in 1943. It was discovered as a byproduct of an oil exploration program. But it was several years later before the existence of a major commercial deposit was acknowledged, and not until 1951 that the first attempt at development occurred. That attempt was unsuccessful. The shaft flooded and was abandoned. It did, however, demonstrate the need for new technology to penetrate the waterlogged Blairmore layer. This was eventually developed and the first mines were brought into production in the early 1960s. Once the technology was available, and the extent and quality of the potash beds became known, a number of companies proceeded to develop mines. By 1970, seven mines were in operation and three more were nearing completion. Combined, total capacity then was 7.6 Mt/a (8.4 mil¬lion stpy) K20. At that time, world potash consumption was about 15 Mt/a (16.5 million stpy). This increase in supply from Canada produced a large potential surplus that shattered the prevailing balance between supply and demand. Although world demand increased steadily throughout the 1960s and early 1970s, it was several years before world supply and demand were again in balance. Saskatchewan capacity has been expanded a number of times. It now stands at 10.7 Mt/a (11.7 million stpy) K20. Actual production has not approached this figure, however. Two new mines in New Brunswick have recently been built with a combined annual capacity of 1.2 Mt (1.3 million st) K20. Total Canadian capacity of about 12 Mt/a (13 million stpy) now amounts to 30% of world capacity. Central offshore marketing organization Canadian Potash Exports Ltd. (Canpotex) was created in 1970 as the offshore marketing organization for Canadian producers. Canpotex is owned by Saskatchewan producers and is their exclusive marketing organization for offshore business. Each company handles its own sales in Canada and the US, but all sales to other markets are handled through and by Canpotex. The Saskatchewan industry has an ore body of a size and consistency unmatched anywhere in the world. Large efficient mines have production costs that compare favorably with other producing countries. On the minus side, Saskatchewan is remote from most major markets. It therefore needs the ef¬ficiencies that stem from one organization that coordinates all offshore shipments and minimizes distribution costs. Agriculture guides potash market In the period following World War II, potash was a classic growth industry. World demand increased each year from 1945 to early 1970s. Since then, demand has been more erratic. Some years show substantial increases, but are followed by significant declines. For about the last decade, the pattern has been unclear and future demand has become correspondingly difficult to predict. North America and Europe together account for about 40% of the world potash consumption. In both areas, farming is characterized by surplus production, declining crop prices, and expensive government support programs. Under those circumstances, farmers respond by minimizing input costs. Fertilizer is one of the items they reduce. Potash is retained in the soil. It is possible to reduce potash application with no immediate deterioration in crop yield. INTRODUCTION Previous papers by this author have discussed some of the difficulties involved with optimizing the performance of industrial flotation circuits, e.g. Klimpel (1988, 1989). The two major problems seem to be: 1) the inherent "systems" nature of the froth flotation process which leads to a great deal of self-compensation among the various operating options available and 2) the inherent variations in mineralogy, water chemistry, etc. that always seem to be present in industrial operations. In particular, the influence of reagent dosage has been emphasized in the above referenced work including an industrial system interaction denoted as the R/K trade-off, Klimpel (1984, 1987). Using a simple two parameter model for fitting time - recovery data, Klimpel (1980): [ ] where r is cumulative recovery at time t or at the t th cell, R is the long-term equilibrium recovery and K is the first-order rate of mass removal from the cell (time ), the definition of the R/K trade-off with increasing reagent dosage can be given as follows: at low dosages both R and K increase, at intermediate dosages R continues to increase but K starts to level out, and at high dosages, R may flatten out or still continue to increase but K starts to decrease, sometimes rather quickly. An illustration of this effect in a batch laboratory flotation cell is given in Figure 1. The purpose of this paper is to give a detailed plant illustration of this R/K trade-off phenomena with changing collector dosage which shows just how highly interactive the grindinglflotation system in sulfide mineral processing really is. This is one of about 20 plant level case studies that are being presented and evaluated in an upcoming book, Klimpel (1990). The particular study given here was completed in late 1979 on a copper ore of head grade 0.93% Cu. The frother being used was Dowfroth* 250 at a constant dosage of 0.15 g for each ton of solids feed to the rougher bank and the slurry pH was 10.2. The motivation of the study was to better understand the relationship of changes in feed rate (hence in particle size and state of liberation) with variations in collector dosage (potassium amyl xanthate). The major concern was to determine how much extra economic benefit could be gained by better utilizing the existing grinding mills and rougher bank consisting of eight identical cells. The remainder of the flotation circuit was also studied, including regrinding of rougher tails, but did not prove as critical as the rougher bank operation itself. It appeared from an overall economic viewpoint, the battle was being won or lost in the manner in which the rougher bank was being operated. This was not to minimize the roles of the scavenging and cleaning circuits but those portions of this particular circuit could be rather obviously operated to achieve maximum benefit given the specific output of the rougher bank. A special attempt was made to maintain constant ore type throughout the entire test program. Eight specific test conditions were evaluated including three different feed rates (and hence three different size distributions) to flotation. Tables 1 and 2 summarize the eight test conditions and overall recovery results at the end of the rougher bank for each test. A single test consisted of at least three consecutive eight-hour shifts operating at steady-state with composite cell lip samples taken over the final eight-hour shift. Introduction This article discusses the unique range of properties of platinum and its applications as a high technology metal. World reserves of this strategic and precious metal are confined mostly to South Africa and, to a far lesser extent, the Soviet Union. An analysis is given of past trends in world platinum output. The timepath is computed for the world platinum output rate, covering a period of more than 350 years. This is based on the postulate that the industrial conversion of a virgin resource progresses according to a Sigmoid curve. This computation is performed by means of a nonlinear, three-stage optimization model employing a multiform Sigmoid function. Finally, the price dynamics are examined. Platinum is the most important of the group of the platinum metals to which it gives its name. Other platinum group metals are iridium, osmium, palladium, rhodium, and rhutenium. The metals occur in nature in close association and are chemically very similar to each other. Three members of the group - platinum, iridium, and osmium - are the heaviest metals known to man. Platinum's density is 11% heavier than gold and about twice the weight of the same volume of silver or lead. Properties Platinum is a typical grayish-white metal. Its special properties were known 1000 years ago to the American Indian craftsmen of what is now Ecuador and Colombia. From those distant beginnings, platinum is now firmly established as the most precious and distinctive metallic element known to mankind. It is shown in Table 1, platinum has a unique wide range of physical, chemical, and mechanical properties including high melting point, resistance to chemical attack, high catalytic activity, mechanical strength, and malleability. These properties make it indispensable for use in many industries. Application Platinum is first and foremost a high technology metal. During the last few decades, fertile scientific minds searched for and developed widespread cost-effective uses for this precious metal. Its unique properties render it irreplaceable in many key industrial processes. Important major fields of application include: • protection of man's natural environment (pollution control), • defense, • fuel production, • fertilizer manufacture, • glass and glass fiber manufacture, • pollution-free energy generation - replacement of nuclear and fuel operated power plants, • electronics, • dentistry, • medicine, and • jewelry. Besides these industrial markets, platinum is increasingly finding a place in investment portfolios around the world as investors switch from gold and silver holdings to this relatively scarce and strategic commodity. Platinum has a growing popularity among private investors. This is being accelerated by the predicted "big crash" of the US dollar and its associated weak currencies, which American financial analysts are expecting towards the end of the decade. Figure 1 shows the demand for platinum in various applications throughout the western world in 1986. The total demand amounted to 88.6 t (97.6 st) of which autocatalyst usage accounted for 32.8 t (36 st) or 37%, the biggest share. Catalytic converter technology is increasingly centered on rhodium-platinum three-way catalysts. These catalysts are able to deal with all three pollutants - carbon monoxide, hydrocarbons, and nitrogen oxides - in a single catalytic unit. In this paper several leaching tests were per-formed to optimize the leaching section of a hydrometallurgical process for the recycling of alkaline and zinc-carbon batteries. Zinc and manganese oxides were dissolved by an acidic-reductive leaching using sulphuric acid and oxalic acid as reductant. Leaching tests were developed according to a full factorial design. The operational variables were pulp percentage, sulphuric acid concentration, temperature and oxalic acid concentration. Additional tests were performed to evaluate the precipitation rate of Mn and Zn oxalates. Finally a hydrometallurgical process were proposed for the recycling of alkaline and zinc-carbon batteries, in which Zn and MnO2 are recovered from purified solution by electrowinning: Zn is recovered as metallic compound, while Mn can be recovered as electrolytic manganese dioxide (EMD), but recovery of further manganese compounds is possible with simple process changes.

Representing the coal, metallurgical/processing, research and development, marble and lead industries, this year?s inductees cover a diverse crosssection of the mining industry. William Francis Diamond, Wayne Hazen, Redfield Proctor and Jeffrey Zelms will join 210 other mining industry pioneers when they are formally inducted into the National Mining Hall of Fame at the 24th Annual Induction Banquet and Ceremony. The members of this year?s class were selected for being visionaries, leaders and ambassadors both within their own sectors and across the industry at large. Diamond had an illustrious engineering and managerial career that spanned four decades with Island Creek Coal Co. During that time, he was responsible for the engineering and construction of the deepest coal mines producing in North America at the time.

"INTRODUCTION Grade control requirements for base and precious metal projects are an important input to both conceptual and feasibility mine plans. It’s the author’s experience that grade control input is insufficient at these critical stages. The few exceptions are a stimulus for this paper. A significant portion of CRC’s practice has involved assisting operations to solve grade control issues which were finally recognized as contributing to negative production variances. Even in operations perceived to be successful, deficiencies in grade control are often masked by measures taken by an operation to compensate a deficiency in one area with outperformance in another. The advantages in having a realistic and adequate grade control plan developed at an early project stage by a geologist(s) with considerable operations experience are manifold. It’s important for the geologist to prepare clear inputs into the mine plan backed by detailed supporting information in usable, flexible formats. When the decision is made to advance a project, the exploration team passes its model to a mine planner. The team doesn’t usually provide a detailed grade control plan with the block model, thus the planner tends to treat grade control as an activity to be rolled into a broader operating category. The consequences of highly compartmentalized mine planning can be severe in the long run. Once a plan is tabled, and especially once production begins, it is very difficult to improve grade control outside the fixed parameters of the operation. Major fixes tend to be costly in terms of time and dollars. Implementing needed changes to the grade control practices and culture in an established mine can present almost insurmountable difficulties. Hypothetical examples of grade control planning are presented to illustrate the author’s points. The diagrams are conceptual and schematic; any resemblance to actual deposits is coincidental. BEYOND 50¢/TON In more than a few cases, grade control cost is buried in a subcategory of mining cost with little more consideration than a plugged number. It is possible to do a word search in 43-101 Technical Reports on advanced projects and without finding reference to “ore control” or “grade control”. The idea is to reach the orebody by the shortest and least expensive means, achieving production and investor payback at the earliest possible occasion. This entails a low stripping ratio pit or a decline ramp with sills on ore to prepare the first stopes. The processes to achieve the target production, one of which is grade control, will fit into this framework. After all, there is a block model and the planner can see the grade and tons in each block. The exploration geologist whose responsibility was to bring a large percentage of the deposit into mineral resource owns the model and has released it to planning. Now comes the planning stage. Mine geologists haven’t been hired yet and they will be phased in with production. What could go wrong? Larger companies may have the geologists with operating depth who will be inserted into the mine planning discussions, but it’s not a given. Junior companies must often delegate the conceptual and detailed planning tasks to consultant groups. Is a senior-level grade control review part of the scope of work for the mine planning? If a good grade control plan is in place before the mine geology team is staffed, a key element of success is assured."

Introduction Traditional aggregate sources - riverbeds and alluvial fans - located close to developing urban centers are being foreclosed to mining. As sand and gravel reserves are depleted, nearby production plants cannot secure additional, adjacent reserves and are being forced to close down. The sand and gravel industry, in many respects, is its own worst enemy. It promotes development, street paving, home building, and industrial and commercial centers. Economics make us favor developments close to our operations. Thus, we encourage development by our neighbors, who soon become our detractors. Current Aggregate Mining Problems Urban development is not compatible with sand and gravel mining. Neighbors dislike the view of pits and quarries, and they complain about dust, noise, and trucking. In general, the neighbors are not happy being close to an aggregate source. This is reflected in land use or zoning laws. In most localities, mining requires a special-use permit. Public hearings are required before a legislative body. If a large group of opponents show up, legislators will often deny the land use. Urban areas are seeing traditional close-in sand and gravel sites becoming no longer available for industry. A parallel situation is also developing in most urban areas. That is, the not-in-my-backyard attitude toward landfills. As urban areas mature; a significant amount of change takes place in the physical makeup of a city. Streets and parking lots deteriorate and need repaving. Curbs and gutters need to be relocated. This necessitates a place to dispose of excess, or old, paving and structural material. Since landfills have become at least as difficult to permit as sand and gravel sites, they are becoming remote from urban areas. A significant portion of the structural material that needs to be disposed of is concrete and asphalt. This material is heavier than other materials. Thus, the cost of moving a large volume of very heavy material to a landfill becomes very expensive. In California, dump truck transportation is regulated by the State Public Utilities Commission through minimum rate tariffs. A rule of thumb for estimating the cost of such transportation is once the material is loaded, the extra kilometer (mile) costs $0.09/t ($0.08 per st). Thus, to haul an 18-t (20-st) road an extra 32 km (20 miles) will cost about $32. Because of its remote location, the cost of hauling aggregates to the point of use in an urban area becomes excessive - about the same as hauling the material to a landfill. Here is a classic example for synergism. If we could save the transportation cost of heavy demolition material by disposing it relatively close to the central city (its source), and at the same time provide an aggregate source close to the central city (its point of use), two difficult economic situations can be solved. Thus, the develop¬ment of recycling concrete and asphalt. Mining Concrete and Asphalt There are two methods of mining concrete and asphalt. The first is to pick up the old pavement in pieces. Thin, cracked pavement can usually be lifted from the grade with a front-end loader. It will break up into manageable-sized pieces. With heavier pavement, it is sometimes necessary to intentionally break it up with a stomper or heavy ripper. The pieces are loaded into heavy dump trucks and shipped to the crushing site. The recession that began in late 1980 has proved to be not only prolonged and severe, but in certain ways unique in its effect on the mineral industries among the periods of economic slowdown experienced in the Western world since the end of World War II. This time almost all minerals have been affected. In previous business turndowns, by contrast, some mineral sectors have with-stood economic adversity well. They experienced little or no adverse effect-thanks either to a strong secular expansion in the markets for their particular product or to specific factors that caused demand to be well maintained. For example, aluminum, molybdenum, and nickel are three metals that enjoyed extraordinary growth in applications during the years 1946-1973. These metals were little affected during the recessions that occurred in that era. Similarly, coal did not suffer a pronounced drop in sales in the 1974-75 turndown because, with the price of oil rising sharply, a switch away from oil and back to coal was clearly indicated for some energy-intensive applications. Oil itself was largely impervious to the ups and downs of the business cycle until very recently. And the precious metals, gold and silver, have often been regarded as benefiting from reduced economic activity because labor becomes more available, productivity rises, and operating costs diminish. In the current recession, however, no major mineral has escaped the broad trend. The secular growth factors that were previously so evident for aluminum, molybdenum, and nickel have disappeared, at least temporarily. The stable pricing behavior that previously characterized all three of these commodities has been replaced by extreme price weakness and apparent inability of the major producers to continue their roles as market leaders. Coal and oil both have suffered from a sharp drop in energy requirements. There are those who now anticipate a collapse of the market control over oil prices so clearly exercised by OPEC since 1973. If oil prices are no longer effectively controlled by the governments of the exporting countries, then coal prices are also certain to be affected. And the combination of high interest rates, tight money, and a change in public perceptions of precious metals put the skid under gold and silver quotations in 1981 and early 1982. Although inflation has been viewed as the scourge of most Western countries ever since the oil crises of 1973-74, prices-in constant dollars-of most minerals have not risen. On the contrary, with the exception of the precious metals and oil, for most minerals the prices that prevailed at the end of 1982 were close to the levels of the Great Depression of the 1930s in constant dollar terms. Table 1 compares prices for copper, lead, zinc, and aluminum at the end of 1982 with the average prices in 1934, stated in constant 1967 dollars. This emphasis on prices for mineral commodities reflects the fact that profits of mining enterprises vary directly with the level of prices. Manufacturing and retailing enterprises march to a different tune. They establish sales prices based on costs. Their profits tend to vary with volume. Commodities are for all practical purposes fungible, that is the advantages of known brands in marketing manufactured goods have little application in a commodity market. Thus the individual seller of minerals is unable to establish his sales prices. Except where a monopoly is present, he must sell at the going market. His option is to abstain from selling if he finds the price unremunerative. In past recessions, some mineral producers chose to do precisely that-either accumulating a substantial share of their output in inventory or, in prolonged downturns, abstaining from production. During the current recession, however, private-sector mining companies did not have the option of accumulating inventories to any great extent. Capital costs for new mineral projects or for expansion of existing facilities have escalated at an alarming rate since the early 1970s. Added to this has been the heavy cost of installing pollution control or safety equipment to comply with the regulations adopted in most industrialized countries (and particularly the United States) since 1968. The consequence has been that the financial position of most major mineral enterprises in mid-1980 was already strained. To finance increased inventories meant incurring additional funded debt at high interest costs, thus impairing the concern's credit rating. Management Choices Private-sector managements have had to face up to the alternative of either continuing to produce at an unchanged rate and marketing output at unremunerative prices or reducing output. In contrast to the rather generalized title of this paper, the subject of discussion will deal with two specific cases of sliding in glacial lake clays in northern Michigan. The slides in question occurred on lands owned by the Upper Peninsula Power Company a short distance south of Lake Superior. Slope failure problems have plagued the Company's operations for many years. It is hoped that this paper may provide some insight into the causes and possible mechanisms of clay slides in general as well as providing details of the two slides specifically cited. LOCATION The Upper Peninsula Power Company's Victoria facilities lie in section 29, T. 50 N., R. 39 W., in Ontonagon County, Michigan. The power site is situated on the West Branch of the Ontonagon River, approximately five miles southwest of the town of Rockland and only one mile to the southeast of the old mining location of Victoria. The area lies wholly within the Precambrian Shield and it is geologically similar to adjacent parts of Wisconsin, Minn¬esota, and Ontario. (Figure 1). In 1981, a gas outburst accident occurred in the Yubari Shintanko coal mine, the only expectant mine in Japan, it caused 93 deaths. As a result, Yubari Shintanko closed in 1982. This major disaster was a turning point for sustainability of Yubari City, the largest coalfield in Japan. Finally, Yubari City was bankrupted in 2007. This paper aims to explore how miner’s children experienced this disaster and felt about region, family, and themselves, and to explain the relation between region declining and children’s lives. The data of this paper are the archived 600 essays, written by the junior high school students at the time of the disaster. There are three findings. First, the children who lost their father were the most shocked. They faced profound sadness. But they expressed that they had decided to overcome their sadness with surviving family. Second, the children who didn’t lose their father were also influenced. They were anxious about the future of Yubari, their family, and themselves. Furthermore, they decided to strive for their future. Third, they understood the disaster as a turning point of Yubari declining and looked ahead their future outside of Yubari. In conclusion, this disaster created their hopelessness to Yubari region and, as a result, promoted the decline of the city through their migration to other city. Furthermore, it is important to clarify that Yubari City has to continue the struggle to the regeneration.

This paper describes a creep damage model that was proposed to clarify the rockburst mechanism for the Mufulira underground copper mine in Zambia. Cumulative rock damage was evaluated for the edge elements of each sidewall of the mining drives based on normal stresses by the 3-D displacement discontinuity method (DDM) (Crouch and Fairhurst, 1973). The rockburst occurrences were well hindcasted.

In traditional construction contracting practice, the owner allocated almost all risks to the contractor, saying in effect, "you deal with all construction problems and all third parties, and don't bother me." In this same tradition, the architect or engineer designed a structure in its finished condition, and if he thought about the construction problems that might be involved in building it, he was careful not to express any opinions on these matters in the contract documents. This feudal attitude fostered two results: 1. Contractors added high contingencies to their bids to cover the costs of risks. 2. Litigation of construction contract claims blossomed. Broadly, the owners lost--the courts reallocated many risks the owners thought they had laid on the contractor. Thoughtful owners and engineers recognized that owners were paying for risks twice --once in bid contingencies and a second time in court. Meanwhile, contractors were not getting rich; they were losing money on delays and disputes, and just about getting even (if they were lucky) in court. And construction law was becoming an increasingly lucrative field--for lawyers. Furthermore, with the growing influx of lawyers onto the construction scene, the owner-contractor-engineer relationship became increasingly an adversary one. The emphasis came to be on culpability rather than capability--who could be held responsible for breaching some contract clause, not who might find a solution to some common problem. This game was played with equal vigor by owners and contractors.

The phenomenon of re-entrainment is seen in environments such as sand dune formation, soil erosion, fugitive dust emission and the spread of radionuclides from accidents involving nuclear weapons. A thorough review of existing literature reveals that work on re-entrainment of dust in mine atmospheres is scant. The present study was undertaken as a part of ongoing research at the Generic Mineral Technology Center on Respirable Dust at the Pennsylvania State University on the development of methods to predict ambient dust concentrations in mine atmospheres (Ramani, 1983). The contribution of re-entrainment to the spatial and temporal concentration of dust in mine airways is being studied. The research has included wind tunnel and in-mine studies. A set of seven experiments was performed under controlled conditions in the US Bureau of Mines' Lake Lynn Laboratory mine. Two types of source coal dust, anthracite and bituminous, were subjected to various airflow rates and were subjected to walking by two different individuals. Six sets of instruments were used along the test section for sampling airborne particles. The average air velocity just above the coal dust bed varied between 2.1 to 3.2 m/sec. Due to re-entrainment as a result of the airflow conditions, the average respirable dust concentration in the center of the mine airway increased to 0.09 mg/m3 (standard deviation = 0.03 mg/m3) from an initial value of 0.02 mg/m3. The concentration of all (total) airborne dust increased to 0.17 mg/m3 (standard deviation = 0. 10 mg/M3) from an initial value of 0. 02 mg/m3. The action of people walking, however, caused higher amounts of re-entrainment. The average concentration of respirable and total dust at the center of the mine airway increased to values of 0. 28 mg/m3 (standard deviation of 0.12 mg/m3) and 1.53 mg/m3 (standard deviation of 1.0 mg/m3), from initial values of 0.03 and 0.05 mg/m3, respectively. It was observed that the dust concentrations were much higher near the floor, immediately at the end of the coal-dust bed. Depending on the level of activity and the amount of dust deposited in the mine airways, re-entrainment may become an important source of airborne dust in areas away from the point of actual mining.

This paper describes a process which finds the maximum worth of a mineral deposit. The procedure requires two phases. The first uses a microcomputer evaluation model to find the optimum design input, with minimum attention giving to actual mining constraints that might exist. The second phase runs the first-phase design parameters through a direct simulation model on a mainframe computer. In phase one, financial, economic, and geotechnical data are entered; and an idealized list of design parameters is output. The list includes optimum values for cutoff grade, mine life, mine size, paytons, paygrade, and payvalue. In addition, the model generates pro forma operating and cash flow statements and it indicates the maximum net present value (NPV) possible for the deposit along with the probability of that oc¬curring. The initial results imply perfect mining conditions. In phase two, when actual mining selectivity, sequence, and other practical design considerations are related in a direct simulation model to the optimum criteria found above, the maximum NPV invariably decreases. However, if it is still satisfactory (NPV greater than or equal to zero) then the maximum worth/ optimum design have probably been found in the first iteration. If, on the other hand, NPV is now unsatisfactory, then design compromises must be made and simulated, and the results rerun through the evaluation model. If several iterations fail to yield a positive NPV then the deposit is most likely unfeasible t for the forecast economic conditions used in phase one.

The hydrometallurgy review did not arrive in time for publication in the May issue. 1992 was not a banner year for hydrometallurgical installations or new hydrometallurgical developments. Installation of copper solvent extraction/electrowinning circuits were under construction or began operation in Nevada (Yerrington ), Arizona (SilverBell), Chile (Copiapo and Escondida), Peru (Toquepala and Cuayone) and Australia (Girilambone). These installations will produce more than 100 kt/a (110,000 stpy) of cathode copper. Several new heap leach gold facilities using conventional technologies were announced or were put into operation. New technologies undergoing widespread testing include biological oxidation of low-grade ores in a heap leach mode and evaluation of new agglomerating agents.
