"Keep calm and carry on mining. That has long been the conventional wisdom in the mining industry, a largely cyclical one that has weathered roller-coaster booms and busts. But in the years from 2002 to 2016, an unprecedented steep rise in commodities prices that lasted a decade and then took a sharp turn downward had made it hard for gold and silver miners to stay the course.“The last 15 years highlighted some of the structural and inherent challenges that our industry has, from product price uncertainty to long lead times to the capital intensity of our business,” said Mitchell Krebs, president and chief executive officer of Coeur Mining, who was the luncheon speaker at the American Exploration & Mining Association’s 122nd Annual Meeting held Dec. 5-9, 2016, in Reno, NV.Looking back, Krebs said, “We were given this enormous gift of a commodities super cycle, and the industry kind of blew the opportunity.” While gold prices rose 319 percent and silver prices rose more than 200 percent over the 2002 to 2016 period, the XAU index of 30 gold and silver mining companies’ stock prices went up by only 20 percent.Entering 2016, precious-metals prices have made a comeback, with gold rallying strongly from a six-year low at the start of the year. This time, the industry is ready. Companies are leaner and meaner, with lower costs, reduced debt and an increased focus on higher grades and quality ounces. Although opportunities were missed in the past, the industry has got its act together and is now well positioned to take advantage of a price upswing and even to show profits when prices fall, as they did in August 2016, pushed down by a strong dollar."

This report concerns the successful construction of Contract No. 287 of the Northeast Side Relief Sewer System for the Metropolitan Sewerage District of the County of Milwaukee. The contract involved the construction of approximately 3316 meters (10,880 feet) of tunnel concrete lined to 1.83 meters (72 inch) internal diameter; 30.48 meters (100 feet) of 1.83 meters (72 inch) reinforced concrete pipe jacked-in-place; a river crossing of approximately 107 meters (350 feet); 197 meters (647 feet) of 1.83 meters (72 inch) reinforced concrete pipe in open-cut; several diversion and flow monitoring structures; and miscellaneous manholes and appurtenances. The contract proposal, which was extremely prescriptive, did allow alternative methods of primary support consisting of precast reinforced concrete segments, steel liner plates, steel ribs with wood lagging, and combinations thereof in designated areas. The specifications required the contractor to designate which support scheme it intended to use. The specifications also required compressed air as a means of ground water control for approximately 2316 meters (7600 feet) of tunnel. The alternative selected in the bid proposal was the support method consisting of steel ribs and wood lagging for 2263 meters (7425 feet) of tunnel and steel liner plates for the remaining section. Shaft supports, by specification, were designed to be steel liner plate with steel ribs varying in size from 4.27 meters to 6.10 meters (14 foot O.D. to 20 foot O.D. ).

This paper presents the results of an investigation into the influence of hydrodynamics on a preflotation process for the copper sulfide ore from the Fore-Sudetic Monocline deposits in Poland in a flotation machine. The main aim of the preflotation stage for Polish copper ore is to remove the easy-to-float organic matter — organic carbon — that causes serious problems in metallurgical processes. The organic matter is connected with the presence of shale ore. This paper describes the preflotation experiments conducted to investigate the effect of various stirrer speeds. The upgrading selectivity of copper and organic carbon were analyzed and compared. The results show that the effectiveness of separation between organic carbon and copper decreases with increased stirrer speed in the laboratory flotation machine. The more intensive the mixing of the flotation suspension, the lower the selectivity of the preflotation experiment. Lower stirrer speed probably provides lower mechanical entrainment and flotation of copper minerals.

The CH Leaching process is a new, more sophisticated, form of gold, silver, uranium and sulfide copper heap leaching wherein each layer of a multi-layered heap is divided into a number of independent cells, each of which are successively formed and leached in the top layer of the heap to their maximum economic recoveries, and then rinsed and sealed from further leaching. Triangular earth berms form the outside walls of the heap and a gridwork of rock-filled berms on top of the bottom pad form independent under- heap solution storage zones. The high degree of solution recirculation and staging that occurs in this process produces a relatively small volume of very rich pregnant solution. The cellular heap design and its mode of operation result in a uniform, intensive, long-term leach for all of the ore particles in the heap. Besides improved metal recoveries, the process appears to have several cost and operating advantages. In the CR2MR process, sulfuric acid and a soluble sulfide are added to a gold and/or silver pregnant leach liquor to precipitate most of the contained silver, mercury, copper, etc. as sulfides at a pH below 2.5. The other product of the reaction is solubilized HCN. Following a liquid-solid separation step, cyanide is regenerated in the supernatant solution by raising the pH to a level above 9.0. This process regenerates a portion of the cyanide used in the leaching step, removes contaminant ion species (silver, copper, mercury, etc.) from the leach solution and, in a subsequent step, recovers the gold in an enriched form. It is believed that substantial cost savings may be experienced by the use of this process in some gold and/or silver leach systems.

Butler Taconite, operated by the Hanna Mining Company, is an Iron ore pelletizing operation that is located on the Western end of the Mesabi Iron Range in Northeastern Minnesota. The operation mines low-grade taconite ore and through primary crushing, two stage grinding, magnetic separation, agglomerating and indurating, produces 2.6 million annual tons of high quality, 66% iron pellets. Mining and stripping is done with 13 - M100 trucks and 5 - 12 cu. yd. shovels. The operating processes in the concentrator and pellet plant are primarily con¬trolled through a centralized control room and monitored by a PDP l140 computer. During 1969 and 1970, a re-organization of the Company took place. Through this re-organization, each mine unit was analyzed and studied to determine the proper staffing of the internal departments. At this time, it was decided to continue with further detailed studies of the Maintenance Department with the intent to reduce maintenance costs. Maintenance costs at the time of the re-organization were 38.6% of the total mine operating cost. The preliminary study indicated that the Maintenance Department had a system of maintenance, as a matter of fact, it had a separate system in each sub-maintenance division and in some of the sub-divisions each foreman had a system of his own. Therefore, from the data collected, it was decided to develop one system of maintenance that could be utilized throughout the entire operation. To determine the type of system suitable to all phases of the operation, detailed time and method studies were conducted. All types of maintenance tasks performed at the operation were studied. The data collected was analyzed and the recommended improved methods were reviewed with the Maintenance Superintendent and his staff. The new improved methods that were accepted as feasible, were introduced into the system immediately.

Lupin is located on the shores of Contwoyto Lake at lat. 65° 48'N, Long. 111° 15'W and lies about 80 kilometers south of the Arctic Circle. Since start up in 1982 the mine has produced over 2.15 million ounces of gold from 6.66 million tonnes of ore grading 10.63 gm/tonne. Total remaining reserves at 1993 year end were 5.1 million tonnes at a grade of 9.11 gm/tonne (1.65 million ounces). This is sufficient for 7 -8 years at the present annual production rate of about 200,000 ounces. The Centre and West Zones of the deposit are open to depth. The deposit is in an Archean metaturbidite sequence of the Contwoyto Formation, which has been mapped as part of the Yellowknife Supergroup of supracrustal metasedimentary and metavolcanic rocks making up part of the Slave Geologic Province. These rocks have been subjected to regionar and contact metamorphism and to several phases of deformation. Six stages of Archean plutonism have been identified and all Archean rocks have been cut by Proterozoic diabase dyke swarms. Gold mineralization in the Lupin deposit is commonly fine grained and associated with pyrrhotite and arsenopyrite in amphibolitic banded iron formation. The gold-bearing portions of the host iron formations are characterized by the presence of multiple quartz veins and the pervasive replacement of grunerite by hornblende. In sparsely mineralized portions of the host iron formation, zoning of sulfides about quartz veins is clearly seen with the arsenopyrite halo being more restricted around the veins than the pyrrhotite halo. In well mineralized portions, quartz vein densities approach one vein per metre along strike. In these areas pyrrhotite distribution in the iron formation is more pervasive and the rock takes on the appearance of a banded sulphide rock.

The decreasing supplies of natural gas and low-sulfur crude oil available for electric power generation in the United States will unquestionably shift the emphasis to nuclear and coal fired steam power plants in the immediate future. Failure to do so will ensure our dependence on mid-east low sulfur crude oil comprising some 70% of the known world reserves, and imported liquid natural gas. By contrast, the United States has 43% of the known world reserves of anthracite, bituminous and semi-bituminous coal and 48% of all known coal reserves of the world including lignite. It is evident, therefore, that coal is alive and well and will continue to be a significant energy source for the production of electricity for many years. Of course, concern for our environment and the development of new technologies will ultimately curtail the utilization of coal for the generation of bulk power, but information released by the National Electric Reliability Council and the Federal Power Commission is worth repeating. In the year 1972 the total capacity of generating units in the United States was 379,552 Mw of which 149,974 Mw, or 39.5% of the total, was produced by coal fired steam turbines which consumed 344,700,000 tons of coal. New capacity additions planned or in construction show that in the year 1981 our total generating capacity will be 843,503 Mw, of which 257,995 Mw, or 30.6% of the total, if from coal only. Translating this increase into terms meaningful to the bulk material handling industry suggests that ten years from now the utility industry will require 590,000,000 tons of coal per year - a monumental task - if we are to sustain our current demand rate for power.

The use of fillers and reinforcements for plastics has increased considerably over the past few decades. For example, in the 1980's the average growth rate of filler use was 5.8%. [Katz and Milewski, 1987] Similar filler use growth rates occurred in the 1970's due largely to the increase in price of petrochemical starting materials for plastics. While filler use is still sometimes predicated on the cost benefits associated with their addition to the plastic, other mechanical and performance advantages associated with filler addition are being realized, and account for most of the increased usage. Plastic filler types are many and varied, and include both inorganic minerals/metals and organic compounds, with the former type being, by far, the more common. Common mineral fillers include oxides, including both natural and synthetic silica; carbonates, particularly calcium carbonate; clays such as kaolin; and silicates like mica and talc. It has been recognized that a number of factors influence filler performance, including particle size, shape, surface area, and hardness to name a few. In addition, the interaction between the filler and the plastic is of paramount importance as this interaction will determine the wettability, bonding and the adhesion between the two materials, and ultimately, the mechanical properties of the composite. Froth flotation has long been recognized as a viable process to separate different mineral types. [Leja, 1982] Prior to flotation the minerals are liberated from the ore by comminution. The mineral particle size range produced by this comminution process is typically between 300 and 10 microns. This size range is also typical of mineral fillers for plastics. The size similarity between mineral fillers and minerals concentrated by froth flotation is only one of many similarities that can be found.

BHP Iron Ore initiated research programs in January of 1995 to develop long term plans for decommissioning of the waste rock material at their Mt. Whaleback operation. More than 2 billion tonnes of waste rock were deposited during the past 30 years. Ultimately, the operators will deposit a total of approximately 5 billion tonnes in waste rock dumps constructed near the open pit. The Mt. Whaleback operation is located in a semi-arid climate adjacent to Newman, Western Australia, approximately 1200km north-northeast of Perth, Western Australia. The primary research program includes the development of technology for the long term performance of the waste rock dumps with respect to vegetation, slope stability, surface runoff, erosion, and water infiltration. This paper focuses on the design and implementation of a cover system to prevent water infiltration to the underlying waste rock. A laboratory program and the soil-atmosphere modelling completed to design the horizontal field test plots are described. The construction of the horizontal surface field test plots are discussed together with the field instruments installed to monitor performance. The key components of the instrumentation program are the design and installation of large scale field lysimeters to measure the unsaturated flow of moisture into the waste rock from the base of the cover layer. The cover system is designed to maximize infiltration during wet periods for subsequent evapo-transpiration while minimizing surface runoff. The result is a near zero net infiltration to the underlying waste material. A key feature of the design is the use of pit run waste material as the cover material. Monitoring is in progress and will continue for at least two annual wet/dry cycles. The optimum cover system should minimize the net infiltration of water to the underlying waste rock while maintaining physical and ecological integrity for long term performance.

Introduction Compania de Carbones de Chile (Cocar SA) has brought into production Chile's first large-scale, open-pit coal mine, located in the Magellan Province. The US $65 million project includes a 1.1-Mt/a (1.2-million stpy) subbituminous steam coal mine and a mechanized bulk loading marine terminal with water depth sufficient to receive 60 kt (66,000 st) Panamax vessels. The loading terminal will be one of the largest in Chile. The Pecket coal project is expected to save Chile about $40 million in energy production costs and a further $100 million in oil imports, or about 25% of the country's oil import costs. Pecket coal will generate electricity for Codelco and will also supply general electricity needs for northern Chile. The Pecket coalfield is located on the Brunswick Peninsula, about 30 km (19 miles) northeast of Punta Arenas, the provincial capital, as shown in Fig. 1. Pecket is part of a large, coal-bearing basin. It extends from Punta Arenas 250 km (155 miles) north to Puerto Natales and across the border into the Rio Turbio coalfield in Argentina. A fleet of large and small O&K hydraulic shovels and backhoes is used to dig and load overburden and coal into mining trucks while O&K graders maintain the haul roads in and around the pit. Many changes have taken place in the "World Cement Market" since Joseph Aspdin discovered portland cement in the early 1800's. At the turn of the century, production of cement world wide was a few million tons; today, it is over one billion tons. By 1995, world production is estimated to reach 1.2 billion tons. Cement processing has changed from inefficient, small vertical kilns to large efficient, precalcining kilns, and large automated crushing, blending and grinding systems. Consequently the cost of production has declined in real terms, resulting in significant economic benefits to the general public. In addition, quality and uniformity of cement have increased, strengths have increased, and at least 25% fewer pounds of cement are needed for each cubic yard of concrete. Today, cement moves thousands of miles on the inland rivers and great lakes of the U. S., across Siberia and across the oceans of the world. The volume of cement moving more than a few hundred miles is almost 100 million tons, or 10% of world production. Today, on a per ton basis, it costs no more to move 40,000 tons of cement to the United States from the Western Pacific rim or from Europe than it does to truck cement 200 miles. For example, cement shipped by water from Spain costs $5.00 to $7.00 per ton compared to cement shipped by truck 200 miles at $16.00 per ton. This low cost water transportation has been a major factor for the increased movement of cement between countries. Table 1, Cement Production Summary-World, gives a global picture of production, export and import tonnages in recent years. Figure 1 is a graph showing CEMENT PRODUCTION SUMMARY WORLD WIDE.

Sulfonate promoters and collectors were originally developed as relatively inexpensive anionic collectors to selectively concentrate the iron-bearing minerals in low grade iron ores and to remove iron and other mineral contaminants by flotation in the processing of glass sands, feldspar and other ceramic raw materials. The first reagents produced were effective collectors for such iron oxide minerals as goethite, hematite, limonite, magnetite and siderite. Further development has resulted in additional reagents with a broadened application to the selective flotation of a variety of nonsulfide and nonmetallic minerals. The products in this group are anionic sulfonate-type promoters, natural petroleum sulfonates, and synthetic modified sulfonates. Beyond their applications to iron-bearing minerals, the sulfonate collectors have gained commercial use in the flotation treatment of barite, celestite, fluorite, apatite, chromite, industrial garnet, kyanite, mica, rhodochrosite and cassiterite. in addition, extensive laboratory studies indicate their potential suitability for flotation of the following minerals: Anatase Anhydrite Bauxite Beryl Calcite Chlorite Some Copper Carbonates Corundum Dolomite Hornblende Huebnerite Ilmenite Lepidolite Magnesite Phosphate Minerals Rutile Scheelite Spodumene Sillimanite Talc Tourmaline Wolframite Zircon Sulfonate promoters are water soluble or dispersible liquids, syrups or pastes of varying viscosity with colors ranging from dark blackish-brown to clear. Customarily, they are fed to the conditioner or flotation as 5% to 30% water solutions or dispersions. In addition to their normal collector activity, certain of these products display notable frothing characteristics. Improved collector efficiency and adequate froth control can frequently be obtained by employing mixtures of sulfonate reagents, of ten with results quite markedly superior to those achieved with equivalent dosages of the individual promoter alone. Reagent requirements will vary with the type of mineral being treated; however, a general overall range of 0.13 to 2.0 kg/metric ton (0.25 to 4.0 lb/ton) of feed should cover most applications.

As man searches unexplored horizons for new and economic industry, he must be constantly and acutely aware of the presence or absence of that precious commodity without which Industry, indeed Man himself, could not survive --W ATE R. The water requirements of the world today are magnanimous, considering that in 1960 the estimated consumption in the united States was over 300 billion GPD (1) or more than 1,700 GPD per person (5). The magnitude of the problem can be visualized as one considers that three times this quantity of water will be required in the united States by the year 2 000, when the dependable supplies of water are estimated to be only two-thirds of that required(2). How, then, can we continue to wreak such havoc on that life-sustaining substance -W ATE R? It is necessary, indeed mandatory, that those engaged in the Engineering profession consider it their moral obligation, not only to conserve the quantity of water which their conceived projects may require, but also to treat the effluent in order that the eutro-phication of natural water courses not be abnormally accelerated. The International Nickel Company of Canada Limited consumes some 33-1/2 millions of gallons of fresh water daily at its nine town-sites, fourteen mines and eight plants throughout the Sudbury district of Ontario. The present daily reuse of water exceeds 100 millions of gallons in the same area. It is noteworthy to mention that the milling rate has increased from 46,000 to 70,000 tons per day during the past five years, with no increase in water consumption. In fact, there has been a reduction in fresh water requirements.

A detailed assessment of acid rock drainage (ARD) potential was conducted at the Quintette Coal Mine site in northeastern British Columbia The site is unusual in that the coal seams contain low sulphur levels as compared to eastern coals (typically less than 0.5%), and the non-coal wastes generally do not to have the potential to generate acid on the basis of static ABA tests. The presence of small iron-stained seeps on the pit walls indicate localized sulphide oxidation, while the overall mine site drainage has remained of excellent quality with extremely low levels of metals after approximately 15 years of mining. Thus the site provides an excellent comparison to more problematic coal mine sites. For the Quintette assessment, static acid-base accounting (ABA) analyses of individual samples were compared to criteria for potentially acid generating materials developed for the U.S. Appalachian coal, as well as criteria developed in British Columbia for hard rock mines. Geologic units were characterized by the percentage of samples, or weighted thickness, that was deemed potentially acid generating (PAG). Links were then made to actual seepage and water quality emanating from geologic units around the site. Seeps at the site demonstrate a large range in pH (2.32 to 8.18). The few acidic seeps (pH < 4.0) were found to contain elevated levels of sulphates, dissolved iron, manganese and aluminum, consistent with the metals typically of concern in Appalachian coal mines. Other heavy metals that were detected in acidic seeps at Quintette included copper, zinc, nickel and cadmium. The use of simple ABA tests, and comparison of individual sample results with the Appalachian and British Columbia criteria, was found to be useful in predicting the probable sources of the small localized acidic seeps.

Maintaining stable high walls can be a challenging task. Complex geological and structural features, alteration zones, rock mass properties, and hydrogeological conditions must be well understood to design a safe mining environment. Economic considerations must also be taken into account as the mine operator must provide ore deliveries and protect reserves. However, even when good engineering practices are followed, and proper blasting and mining techniques are implemented, slope movements may still occur. When these slope instabilities are minor, the mine is often able to continue operations with minimal impacts on safety or production. When these occurrences are excessive and coupled with high rates of movement, a robust monitoring system is crucial to continuing mining activities while protecting personnel. This paper summarizes the approach an open pit mine in Nevada took as excessive and rapid high-wall movement was experienced in an integral area. Creative mining approaches, combined with slope monitoring radar technology, were utilized to maintain safe and successful mining activities despite active movement that exceeded an average velocity of 30 inches per day.

The author was privileged to find employment as a uranium mill chemist for The Anaconda Company while working his way through school in the mid-1950s. He then served Anaconda in various technical and management positions until 1980. This paper describes the prevalent technologies employed by uranium producers, briefly describes various mines and mills in the U. S., and memorializes a few of the thousands of men and women who contributed to the U. S. Uranium Boom. Following isolation of uranium as an element by M. H. Klaproth in 1789, uses of uranium were confined primarily to pigments, glass coloring agents, and ceramic glazes. In 1896, Antoine Becquerel found that uranium is radioactive, releasing particles and energy as it decays. In 1898, Pierre and Marie Curie isolated radium from uranium and learned that it can be an effective treatment for some types of cancer. In 1939, it was discovered that the isotope U235 is fissionable1 . Up to this point, nearly all uranium production was from pitchblende concentrates made in Bohemia, Canada, and the Belgian Congo. In 1938, only about 5 percent (23.85 short tons) of global output was produced from ores of the carnotite mineral that were being mined in the U.S. By the early-1950s, physicists in many countries had begun to recognize the potential for nuclear chain reactions. Ernest Rutherford (UK), Frederick Soddy (UK), and Leo Szilard (US) explained transmutation of elements and formulated the principle of “atom splitting”. In 1934, Marie Curie’s daughter, Irène, and her husband, Frédéric Joliot, identified uranium as the most viable source for this new form of energy. The basic fission process was unraveled by German scientists in December 1938. After Hitler’s army seized the uranium deposits in Czechoslovakia, many feared that Germany would build the first nuclear weapon.

Today there are numerous electronic rotating vane and thermal (hot-wire) anemometers, as well as vortex meters available to measure air velocity. Of these, a laboratory and field evaluation has found that certain instruments are better suited to routine airflow measurements in mine roadways and ventilation ducts. This paper concludes a study sponsored by the Atomic Energy Control Board of Canada, that was introduced at the 5th U.S. Symposium. The study investigated the suitability of currently available electronic anemometers as replacements for the traditional mechanical analog devices while maintaining standard methods such as the continuous traverse. Six electronic instruments were subjected to extensive tests under controlled conditions both in a wind-tunnel and in the field at an underground mine. The evaluation concluded that ergonomics and design were major considerations in unit preference as most of the instruments had very similar performance characteristics. Specific findings were: a) In the wind-tunnel the vane anemometers, especially the "micro" vanes, were more susceptible to misalignment or yaw effects but these were not noticeable in the field; b) Both the vortex and hot-wire anemometers were suitable for continuous traverses of mine roadways; c) Traversing ventilation ducts was more practical than a Pitot-tube multi-point assessments or discharge measurements; d) Yaw is a major concern in duct measurements; e) The continuous traversing method for roadways overestimates the average air velocity; f) Hot-wire anemometers can require significant air density corrections; and g) Hot-wire anemometers are better suited than rotating vanes to mine roadways of less than 1 m/s average air velocity. Based on research detailed in this paper, the ventilation engineer should be able to match the mine&apos;s requirements with the presented instrument performance characteristics, thereby optimizing the purchase of a new anemometer and the efficiency with which air velocities are measured.

Control of radiation hazards in mines is only one of many goals of the Bureau of Mines. Radiation research is only a small part of the Bureau&apos;s mine health and safety research program. In this paper I will describe the mission and programs of the entire Bureau of Mines, with emphasis on the mine health and safety program of which our radiation research is a part. The radiation program and its results will be described in detail by other speakers during this symposium. The Bureau of Mines was established in 1910 and is one of a number of agencies within the Department of Interior. Our mission is given by the Organic Act of the Bureau of Mines, last revised in 1913, which still accurately describes our work today. The amended Organic Act (Public Law 62-386) gives the Bureau authority "... to conduct inquiries and scientific and technologic investigations concerning mining, and the preparation, treatment, and utilization of mineral substances with a view to improving health conditions, and increasing safety, efficiency, economic development, and conserving resources through the prevention of waste in the mining, quarrying, metallurgical, and other mineral industries; to inquire into the economic conditions affecting these industries..." Since 1913 at least 52 public laws bearing on Bureau responsibilities have come into force. However, our basic role is still unchanged, i.e. improving health conditions, and increasing safety and efficiency in the mineral industries. The two principal activities of the Bureau are Minerals Information and Analysis and Minerals Research. The Minerals Information and Analysis programs provide the data base and the analytical capability to support the development of effective national mineral policies. Data on the availability, production, and utilization of minerals are collected, interpreted, and analyzed for some 100 commodities. Resources of the most important commodities are evaluated to support policymaking that influences utilization of the Nation&apos;s existing and potential mineral supplies. The President&apos;s budget for the Mineral Information and Analysis programs in fiscal year 1982 is $34 million. The largest activity of the Bureau is Minerals Research, which is divided into three major programs: Mineral Resources Technology, Minerals Environmental Technology, and Minerals Health and Safety Technology. The principal goal of the Mineral Resources Technology program is to help provide technology to maintain an adequate supply of minerals for the United States. The budget requested by the President for this program in fiscal year 1982 is $41 million. The goal of the Minerals Environmental Technology Program is to create mining and mineral processing operations that are more compatible with the environment. The budget for this program in fiscal year 1982 is $12 million. The largest program of the Bureau is Minerals Health and Safety Technology, which has the goal of providing the technology to protect the health and safety of mine workers. The budget for health and safety research for fiscal year 1982 is $55 million. Our radiation research is part of the health and safety research program. The Bureau of Mines has done research to improve health and safety conditions in mines since it was established in 1910. The research expanded greatly following the passage of the Federal Coal Mine Health and Safety Act of 1969 (Public Law 91-173) and the Federal Mine Safety and Health Amendments Act of 1977 (Public Law 95-164). These acts provided for increased health and safety regulatory activities, but they also significantly increased the funding available for mine health and safety research by the Bureau of Mines. Funding for the Bureau&apos;s health and safety research grew from $12 million in 1970 to $60 million in 1981. The funding in 1982 will be somewhat lower than that for 1981. However, the health and safety program funding is still approximately 40 percent of the total budget of the Bureau of Mines. Of the health and safety budget, 22 percent is spent on research to control health hazards in mines, including radiation hazards, which has a budget in 1982 of approximately $1.1 million. Other mine health hazards which the Bureau is doing research to control include respirable mine dusts which cause black lung and silicosis; excessive noise; toxic gases from explosives and diesel emissions; and excessive heat in deep hot mines. The other 78 percent of the budget is spent on safety research to prevent death and injury to miners from such causes as roof falls, fires, explosions, and accidents involving mining equipment. Over the past decade the majority of the Bureau&apos;s health and safety research has been done through outside contracts with private industry and universities. Our policy has been to do some research inhouse to maintain the expertise of Bureau personnel. Contractors are used to do research for which the Bureau does not have the necessary personnel available. The percentage of the program being done by contract has been gradually declining for the past few years, and in 1982 the program will be divided evenly between inhouse and contract research. The inhouse research of the Bureau is done at the 10 research centers located throughout the country. Our radiation research is done at three research centers, Denver, Spokane and Pittsburgh, and by contractors whose work is monitored by project officers at these centers. There are three Federal agencies involved in mine health and safety. Plants obtain nutrients from both air and soil. They absorb carbon dioxide mainly from the air, although some carbon dioxide may be dissolved in soil water which is absorbed by plant roots. Carbon dioxide, a gaseous form of carbon and oxygen, supplies the carbon which usually makes up 50% or more of plant structure. Growing plants use water more than any other biological substance. Plant nutrients dissolve in soil water and enter the plant via root absorption. Water is then given off into the air as the plant breathes or transpires. Water also supplies hydrogen and oxygen to plants. Plant roots absorb nutrient cations or anions by contact exchange with soil clay particles. Inorganic or mineral nutrients essential to plants are supplied through the soil. Inorganic or mineral composition of plants usually is less than 5% of their weight. In most crop-growing areas, much of this nutrition is inadequately supplied from soil reserves and must be provided by fertilizers. The role of the fertilizer industry is to provide economical, efficient, good quality fertilizers to improve or maintain soil productivity for optimum crop production. The essential plant nutrients other than carbon, hydrogen, and oxygen which often must be added to soils or plants are categorized as primary nutrients (nitrogen, phosphorus, and potassium), secondary nutrients (calcium, magnesium, and sulfur), and micronutrients (boron, chlorine, copper iron, manganese, molybdenum, and zinc). These classifications are based on quantity of nutrients utilized by plants and do not imply their function or degree of necessity. One point of major significance to the fertilizer industry is that not all fertilizer minerals contain the plant nutrients in a chemical form available to the plant. A product which may be considered a fertilizer mineral may require substantial processing or treatment before it becomes useful as a nutrient source or fertilizer.

A tube bundle system (TBS) is a mechanical system for continuously drawing gas samples through tubes from multiple monitoring points located in an underground coal mine for analysis and display on the surface. The U.S. National Institute for Occupational Safety and Health (NIOSH), in collaboration with Signal Peak Energy (SPE), LLC, Bull Mountains No. 1 Mine, operated a TBS during mining of two bleederless, longwall panels. This paper describes the gas analysis data and its interpretation. As verified by the TBS, coal at the SPE mine tends to oxidize slowly. It was known that a reservoir of low-oxygen concentration atmosphere developed about 610 m (2,000 ft) behind the longwall face. A bleederless ventilation system facilitates formation of an inert atmosphere in this longwall gob and decreases the likelihood of spontaneous combustion. Connections of the mine atmosphere to the surface through subsidence cracks could allow airflow into the longwall gob, revive coal oxidation and increase spontaneous combustion risk. The atmospheric composition of the sealed areas was homogeneous, except in the immediate vicinity of suspected ingassing points. The TBS verified that gases within the partially sealed, bleederless longwall gob expanded into the longwall tailgate area when barometric pressure decreased. The concentration of carbon dioxide in the back return airflow at the longwall tailgate was observed to increase by a factor of three and possibly up to 10 times the typical background concentration of 0.5 to 1.0%, depending on the size of the longwall gob and the magnitude of barometric pressure decrease. TBS have the inherent disadvantage of slow response time due to travel time of the gas samples and sequential gas analyses. A TBS or similar continuous monitoring system could be beneficial in detecting and providing warning of potentially hazardous gas concentrations, if the slow response time of the system is always understood.
