This paper examines the economics of acquiring mineral exploration rights by royalty-rate bidding when the royalty basis does not provide for full cost recovery. Bidding takes place prior to exploration and the documentation of actual tonnage and grade. Consequently, it increases considerably the risk to exploration capital when the fraction of cost recovered is small and the product price exhibits large fluctuations. Price and grade risk are demonstrated on a 360-Mt (400-million-st) porphyry copper deposit by Monte Carlo simulation of discounted-cash-flow analysis. Copper price is modeled as a stochastic price process, and costs are based on US Bureau of Mines cost models. When both grade and price risk are considered, the probability for a negative NPV is 0.54, given a royalty rate of 5% applied to a basis that allows the recovery of costs up to 50% of product price. Investment risk could be considerably reduced by defining the royalty basis to allow greater cost recovery. Although such a basis would require society to share in the risk, society would benefit from greater resource development.

The Manapouri Power Station, commisioned in 1969, is located in Fiordland National Park in the South Island of New Zealand. It is the country’s largest hydro power scheme and can generate 700MW of electricity. The power station utilizes the hydraulic head of Lake Manapouri, using an underground power station and a 10 km-long tailrace tunnel was constructed by drill-and-blast to allow discharge to Doubtful Sound. Power generation fell short of expectations due to higher than expected friction in the tailrace system. To remedy this a second tailrace tunnel was constructed between June 1998and May 2002. It consisted of a 10 m diameter, 10 km long tunnel in predominately gneissic rock and was excavated using an Atlas Copco Robbins TBM. High water inflows, Owner/Contractor production incentives and a major claim settlement were handled during the 5 1/4 year project. This paper discusses TBM advance rates, utilization factors that increased in the second half of the project plus an innovative method for sealing Tunnel 1 to construct the bifurcation.

This study deals with carrier flotation of cerium dioxide, a surrogate of plutonium oxide, which is the major contaminant at the Nevada Test Site (NTS). The objective of this study was to determine the feasibility of using carrier flotation for remediation of the site. In this study, a - 200-mesh fraction of pure cerium dioxide was used. Oleic acid was used as the collector, while calcium carbonate was used as the carrier. Mechanical-cell tests were conducted to float the surrogate from a mixture containing uncontaminated NTS soil, both in the absence and presence of the carrier. It was found that the addition of the carrier drastically enhanced the flotation recovery of cerium dioxide. The flotation recovery of the surrogate increased from 34% to 65% by adding only 0.5% calcium carbonate (-150 mesh). The recovery further increased to 95% by adding 10% calcium carbonate. The flotation method utilizing a carrier of calcium carbonate seems to have a high potential for the remediation of the soil contaminated with radionuclides at the NTS.

The research is carried out to investigate the flow mechanics and effectiveness of face ventilation using induction fans, as an effort to provide a more efficient alternative to conventional auxiliary duct or brattice ventilation systems. The induction effects and plume longevity of fluid jets are being studied with the help of a plexi-glass model, using water as the fluid medium and creating a system that is dynamically similar to the flow in mine headings. This scaled model represents a typical 1.5m x 6m x 25m heading connecting to a crosscut. Reynolds Number criteria are used to obtain dynamic similarity of the flow in the designed model to simulate real mining conditions. The role of various parameters such as nozzle position in three dimensions, airway roughness, nozzle geometry, and flow rate in the jet are studied. During the laboratory tests, flow visualization techniques, coupled with still and video photography, were employed to identify the flow patterns. The results indicate that in typical coal mine headings, jet fans can produce effective face ventilation for distance up to 30 meters.

Typically, rougher molybdenite flotation and recovery from bulk copper/molybdenum concentrates involves the use of alkalisulfides, Nokes reagents, cyanides, oxidants, and/or thermal treatment to depress copper sulfide minerals. The bulk copper/molybdenum feed generally varies from 0.2% Mo to 1.0% Mo, and with traditional reagents the single-stage rougher flotation recovery of molybdenite varies between 40% and 90% at a concentrate grade of 5% to 10% Mo. With ozone conditioning for copper depression, however, improved separations appear to be possible, as demonstrated by tests with Cu/Mo concentrates from both the Phelps Dodge Morenci Operations and the Kennecott Copperton Operations. Single-stage rougher flotation after ozone conditioning can provide a molybdenum concentrate at a recovery of more than 90% and a rougher concentrate grade higher than 20% Mo in some cases. Subsequent cleaner flotation with additional ozone conditioning resuIts in relatively copper-free molybdenum concentrates containing as much as 52% Mo. Preliminary analysis indicates that, with a multistage ozone conditioning/fotation strategy, the process is technically and economically viable and should be suitable for industrial ap¬plication.

Al unite has been used as raw material for producing alumina and potassium sulfate fertilizer in Russia for many years. In the United States, this mineral has not been commercially processed though reserves of 5 to 10 billion tons of alunite ore have been estimated. Major constituents of these ores are quartz and alunite. The minerals are finely intergrown and liberation occurs below 10 µm. Adequate separation techniques for such ultrafine particles have not been developed. A new method for the beneficiation of al unite ore is proposed in this study. This method utilizes a small amount of fine magnetite upon which the liberated quartz is selectively flocculated. The co-flocculated magnetite and quartz are then separated from the alunite in a high gradient magnetic separator. Clean products, e.g., an al unite concentrate of 90% grade with 80% recovery, has been obtained from Utah ore. Techniques for selective co-flocculation of magnetite and quartz, separation of the carried quartz, and recovery of magnetite after separation are discussed.

This paper discusses the results of an experimental investigation to study the release of methane in coalbeds. Absolute porosity of coal samples was first determined experimentally. Following the porosity measurement, adsorption/ desorption tests were carried out to determine the gas content of coal and the rate at which it is released. Finally, micrographs were obtained using electron microscopy and the use of a physical model, developed to explain the gas flow behavior of coal, was justified. The results of this study indicated that the measured absolute porosity of the coal sample was between 5 an 6%. This was significantly lower than the porosity estimated by comparing the micrograph area occupied by the pores and the area of observation for several micrographs, suggesting that coal has a large number of pores with a very small volume. The micrographs also clearly indicated that coal has a large interconnected network of cleats and microfractures. The adsorption/desorption experiments showed a hysteresis between the adsorption and desorption isotherms. Also, the rate of desorption was found to be strongly dependent on the particle size of the specimen.

"While the American Exploration & Mining Association (AEMA) was preparing to close one chapter and begin another during its annual conference in Spokane, WA Dec. 3-7, word of a significant victory on an issue that has been important to the association for many years came from the halls of Washington, D.C.During a keynote address on Dec. 6, Joe Balash, assistant secretary of Land and Minerals Management for the U.S. Department of the Interior (DOI), told a sold-out lunch crowd that the DOI had released final drafts of proposed revisions to the Obama-era greater sage grouse conservation plans. The revisions suggest removing hundreds of thousands of acres of federally protected habitat in Utah, and easing restrictions on energy development and other activities, including mining, in Colorado, Idaho and Wyoming.The protections of the sage grouse were put in place by the Obama administration in 2015. The sage grouse, a prairie fowl, is considered by conservationists to be a key indicator species for the health of America’s sagebrush ecosystem. The previous plan to protect the ground-dwelling bird imposed restrictions to development in sage grouse habitat, but did not place the birds on the endangered species list — a move that many believed would have imposed far more rigid rules.AEMA, and its executive director Laura Skaer, led the way in the fight against the Obama-era greater sage grouse plan, arguing that the plan unnecessarily hurt economic development.“We were the first organization to point out that the greater sage grouse was being used to stop mining, oil and gas production and grazing on public lands in the interior mountain west,” said Skaer who is retiring from AEMA with a significant legal win on this front. “Early on, we cautioned that the proposed Land Use Plan Amendments would be worse than a listing (of the sage grouse) under the Endangered Species Act. Very few believed us until they saw the plans with all of the restrictions and the recommendation for a 4-million-ha (10-million-acre) withdrawal from mineral entry. We were the only organization that filed comments on all 88 Land Use Plan Amendments in 11 states covering more than 24.2 million ha (60 million acres).”"

Texasgu1f's Lee Creek Mine in Eastern North Carolina is usin8 a combination Dredge-Dragline method for mining deep phosphate ore at a rate of 8.5 million tons per year. The matrix is thick, uniform in grade, and is processed into agricultural products. As in many other good mineral deposits, there are tough obstacles to overcome in recovering the ore. The deposit is in an area with a land surface of about ten feet above sea level, is close to tidewater, is overlain with 90 to 130 feet of unconsolidated overburden, and is underlain by an artesian aquifer with over 140 feet of natural hydrostatic head at the bottom of the bed, The upper 40 feet of overburden will not support stripping equipment and is unstable when cast as spoil. Barriers are emplaced to prevent flooding from hurricane tides. The ground water problems have been successfully controlled by pumping 60 million gallons per day from the aquifer. Only recently have the severe ground problems been overcome by this unusual Dredge-Dragline combination of mining equipment.

Most of the mineral deposits found in North-East India remain unexploited due to inadequate knowledge on their status, economic viability, and requisite mining technologies. The aimof this study is to characterize the multimetallic magnetite mineral deposit from the Nagaland area in India. The quality of iron ore was evaluated to establish its suitability as a raw material for iron production. Detailed studies were conducted to establish the composition and properties of the samples. X-ray diffraction (XRD), X-ray fluorescence (XRF), electron probe micro-analyzer (EPMA), and petrographic microscopy techniques were employed in the investigation. Shatter and tumbler test was performed for analyzing the mechanical properties of the ore. XRD studies indicated that magnetite is the major mineral with low amounts of martite, maghemite, and quartz. XRF/EPMA results indicated that magnetite contains 35–65 wt.% of iron and 1–5 wt.% of chromium. It also confirms the presence of Ni and Al up to 1 wt.% and Si up to 6 wt.%. Chromite-rich ore contains up to 30 wt.% Cr and 15–20 wt.% of Fe.

A rational approach for the design of fully grouted bolts in underground excavations is presented. An analytical model involving elasto-plastic concepts and the mechanics of bolt/ground interaction was developed and tested by comparison with laboratory tests and field measurements. The theory elucidates the influence of shear stress distribution, bolt pattern and geometry on tunnel convergence. Laboratory simulation has provided convincing evidence to support the theoretical predictions. A dimensionless bolt efficiency parameter is introduced as a design tool that relates the reduction of tunnel convergence to the bolt length and density. Its application in practice is highlighted by the analysis of one case history.

In the past 30 years, great advances have taken place in the development of tunnel boring machines, raise drills, large diameter drills and blind shaft borers that have revolutionized the shaft sinking and tunneling industries. Techniques for placing concrete linings, however, have not changed significantly during this period, and still constitute a stumbling block to the achievement of the rapid construction. In the past 5 years, Foster-Miller Associates, Inc. (FMA) has been involved with the development of a remotely operated shotcrete system for lining raise drilled shafts, an Extruded Tunnel Lining System (ETLS) for lining TBM bored tunnels, and a Continuous Shaft Lining System (CSL) for lining any type of machine bored shaft. This paper presents an overview of these three developments, including capabilities and limitations, a description of the concrete production, concrete placement, and advance rate, and control subsystems, a description of the concrete mix development required for each system, a discussion of test results to date, and an assessment of the state of development of each concept. Plans for future development will also be presented.

Currently, its separation and extraction from Te-bearing materials face problems such as long flowsheets and high reagent consumption, giving rise to an urgent need to develop new methods for its recovery.

Investigators have attempted to develop lime refractories on a scale for broad applications in the metal and ceramic industries for several decades. There was a flurry of activity in the early to mid-fifties but no commercial developments were forthcoming. The literature of that period yields little information on plant trials. A major factor suppressing past interest in lime has to have been the high success with the application of magnesic and dolomitic materials. These materials, usually tar-bonded or impregnated, have become the refractories success story of the past two decades, especially in BOF applications. It is safe to say that their development and application has essentially plateaued, and that work today is focussed on finding cheaper paths to produce MgO-based refractories. For example there are efforts underway to extract MgO from mineral magnesite and to combine natural dolomite with MgO1. Beginning in the late sixties, rather intensive research began on the development of CaO brick, especially in East and West Germany, in Poland, and other communist bloc satellites, 'and also in Italy and Spain. One speculates that the motivation was a regional shortage of good magnesia and dolomitic material. Of course, There has always existed the prospect of cost savings should it be possible to use raw limestone as the starting material. Quite a large literature has appeared treating of these developments which in the early seventies had already reached full plant scale trials and uses. Some of the directions followed in the research have led to novel methods of brick manufacture.

SX operators have conducted extensive shut-downs and repairs over the years to mitigate solution leaks from failed stainless steel false floors and walls in rectangular mixersettler mix boxes. Hydrodynamic modeling using first principles and constitutive equations of fluid mechanics can inform an efficient structural redesign sufficient to eliminate the plate failures. Updated mix boxes have been performing without failure for over a decade. Given the extensive construction of the original Holmes and Narver mixer-settler design throughout the world that includes stainless steel lined rectangular primary and auxiliary mix boxes, SX operators may benefit from the approach, eliminating costly shutdowns, leaks to containment, and hazardous repairs.

Disposal of solid and liquid wastes from mining and milling operations has become a focus of attention in recent years. Consequently, the geotechnical engineer is more frequently associated with design of disposal facilities. Jack Wulff, a representative of one consulting firm with experience in this field, talks with ME about the geotechnical engineer's contribution. Mr. Wulff, mine and mill waste disposal today is receiving more attention-and many more dollars-than in the past. Regulatory agencies have promulgated demanding requirements concerning mill waste (especially uranium mill waste) and specialist consultants are frequently being called in to design disposal systems. What can the experienced geotechnical engineer add to the development of waste disposal facilities? It's true that geotechnical engineers have recently become more visible in the minerals sector, but we've been around mining for a long time-as foundation engineers for mills and mine support buildings, and for geotechnical aspects of open pits, pipelines, railroads, roads, and so forth. We've also designed water supply dams, which could be considered recursors of tailings dams and other forms of disposal systems. Let me show by example what geotechnical engineering can contribute to waste disposal facility design. I recently was asked to look at several small wastewater impoundments which had failed. The design of the earth embankments appeared, at first glance, to be rather conservative. They were only about 3.4 m high, the slopes were 3 to 1 (horizontal to vertical), with about 24 m of bottom contact with the earth foundation. But there had been three episodes of dike failure in a few months, all upon initial filling. The problem was the nature of some material in the foundation that was also used as structural fill-a dispersive clay that readily deflocculated and eroded on contact with water, especially with seeping or flowing water. The design did not include the defensive measures required to use such materials confidently in water retention structures. Apparently, the designer did not recognize the potential problem posed by the unusual soil characteristics. That's the sort of engineering information fundamental to geotechnical engineering, but not necessarily a part of the civil, structural, or mining engineer's professional training or experience. This difference in expertise is not simply a matter of factual knowledge-it also affects the design process. The structural engineer can design a structure to fit the client's functional needs and can specify the materials (grade of steel, PVC, concrete, etc.) to meet the demands of the design. The geotechnical engineer's design process is somewhat different, since we work with natural materials, not man-made materials produced according to specification. We first have to establish what kinds of materials are available (usually directly from the chosen site, since importation of materials becomes expensive). Then we determine the engineering properties and characteristics and, finally, design the structure to fulfill the client's requirements within parameters dictated by available materials. In brief, the geotechnical engineer works with naturally-evolved, not man-made, materials and uses design techniques developed to accommodate that fact. Because no two sites are exactly alike in configuration, structural (geologic) characteristics, or available materials, there will be unique design and judgmental questions to be resolved on virtually every project. You said that water retention dams could be considered the precursors of tailings dams-you probably had a specific technical relationship in mind. There's a very strong carryover of methodology from earth dam design, where the technology developed and where it has become very refined. Mr. C. A. Hollingsworth introduced commercial column flotation to the Florida Phosphate Industry in 1976, with a six feet diameter prototype cell at the Tenoroc Mine. More than two-dozen column cells have been installed in phosphate beneficiation plants since then. The increased interest in column cells for phosphate flotation, and their potential use in new plant construction, prompted the Florida Institute of Phosphate Research to fund programs to investigate various aspects of column flotation. This report describes a test program, conducted by JACOBS at CF Industries Hardee Complex II, as part of a comprehensive research program awarded to the University of Florida by the Florida Institute of Phosphate Research. The 1.5 feet diameter test column was operated with plant process water and plant reagentized flotation feed. Several variables considered for column cells design and operation were tested. Feed specific capacity, air superficial velocity, and the length to diameter ratio of the column were the variables that influenced phosphate recovery. Concentrate phosphate grade was influenced by concentrate superficial velocity and feed specific capacity.

The US Bureau of Mines investigated the selective electrowinning of Ag and Au from cyanide solutions contaminated with Cu with the goal of decreasing the amount of Cu codeposited. Decreasing Cu codeposited will reduce refinery costs. Direct current was applied to the cell in pulsed and square wave voltages at 0.7 A h/150 mL of solution. Times tested for each cycle ranged from 1 to 10,000 msecs. Graphite, lead and stainless steel were evaluated as electrode materials. Square wave electrowinning at 70°C (158° F) gave the best separation of Ag and Au from Cu. Applying 2.5 V during the duty cycle, 0.0 V the rest of the period, a duty cycle of 10% to 30%, and a period of 100 msecs to 1000 msecs gave the following results: Ag concentrations decreased from 34 µg/mL to 0.1 µg/mL. Au concentrations decreased from 54 µg/mL to 0.2 µg/mL and Cu concentrations remained almost constant at 560 µg/mL.

Among all secondary resources, spent catalyst is one of the most important as it contains valuable metals such as vanadium, nickel, molybdenum, cobalt, and aluminum. Compared with the extraction of metals from minerals, the recovery of valuable metals from spent catalysts has the advantages of a simple process, a short production cycle, lower investment cost, and less environmental impact.

Through the remainder of this century, world consumption of fluorine per ton of primary aluminum produced will continue to be substantially reduced. Growth of the primary industry will offset some of the unit consumption, but demand for new fluorine sources will decline sharply. Continued application of dry fume scrubbing systems will be the most significant factor in reducing demand.
