"It has been nearly eight years since rare-earth elements (REE) became the subject of frontpage headlines. It was when the controversial Chinese export policy for these critical commodities was epitomized in a maritime border dispute with Japan in September 2010 that resulted in the big REE crisis and price spike of 2011 (Barakos et al., 2016c; Mancheri, 2015).The world was dismayed, especially in REE-importing countries such as the United States that was, and still is, totally dependent on Chinese production and exports (Barakos et al, 2016c; Kennedy, 2015). The short-lived alarm initiated a treasure hunt by way of exploration for REE deposits all over the world. The continuously growing demand on the one hand, and the Chinese sovereignty of the REEmarket on the other, led the rest of the world to explore their own REE resources. In just a few years, more than 400 projects were initiated to explore REE deposits outside of China (ERECON, 2015; Goodenough, 2016).The prices of REE, however, dropped rapidly in late 2017 and were in six-year lows, before the 2011 crisis (Barakos, 2017). The viability of even major established producers is being challenged, not to mention the development prospects of potential REEmarket entrants (Barakos et al., 2016b; Rollat et al., 2016). Production cutbacks and industry consolidation in China have impelled REE market experts to forecast that prices have already reached their lowest point and have nowhere to go but up (Adamas, 2015; Roskill 2015). Yet, expectations for increased REE prices are limited and drastic changes are unlikely to happen in the near future, as there is still excess supply in the overall REE market (Barakos, 2017). Nevertheless, the low prices of rare earths are not the only reason that potential producers are struggling to enter the global REE market. Among other parameters, the separation process of the individual elements seems to be the most important factor, as it is technically challenging and expensive to build and to operate."

After years of steadily declining employment and production, the U.S. coal industry is having a moment. In 2016, when Donald Trump was running for U.S. President, he cast a spotlight on coal mining in his campaign speeches, promising to end the “War on Coal.” Fast forward to 2025. On the first day of his second term, President Trump signed the National Energy Emergency Act, which emphasizes domestic energy production as a matter of national security and focuses on incentivizing domestic energy resources. Then on April 8, President Trump issued an executive order opening federal land to coal mining to reinvigorate “America’s beautiful clean coal industry.” As the nation seeks to identify reliable solutions to meet its ever-growing energy needs, the administration is going all in on proven, reliable and readily available natural resources, including coal. This means the coal industry is positioned to play a pivotal role in the administration’s stated energy policy, and highwall mining could be an integral factor in helping the industry optimize the extraction of ore to make the most of this moment. The White House noted in a statement that the United States’ “abundance of energy and natural resources … have historically powered our Nation’s economic prosperity” and vowed to remove regulations that have hindered developing these resources — regulations that resulted in job reductions and higher energy costs for U.S. consumers, while weakening national security. “There has been an increase in electricity prices in the United States of over 30 percent in the past four years,” said Rich Nolan, president and chief executive officer of the National Mining Association (NMA). “This administration wants to focus on that, inflation and on increasing electricity availability to help lower the price over time by incentivizing energy policy. Coal is definitely a high priority for this administration.” Part of the White House’s strategy is to facilitate investment in coal-fired plants. The shift comes at a time when the reliance of coal-powered energy plants has been waning. According to the U.S. Energy Information Administration, 7.5 GW of electrical capacity from coal-fired plants was retired in 2024, following the retirement of 22.3 GW of electric generating power the two years prior.

This article summarizes some of the results of the continuing research activity at the Henry Krumb School of Mines, Columbia University, directed towards a better understanding of the stochastic behavior of slurry flows in underground coal-slurry pipeline systems. The slurry system under consideration here replaces all conventional haulage systems between the coal face and the coal preparation plant on the surface. At the beginning of the pipeline system, flow rate and frequency of coal slurry is very closely related to the activities of production equipment at the coal face. Due to several scheduled and unscheduled interruptions in continuous miner's coal mining activity, resulting slurry flows possess stochastic characteristics. Proper understanding of these characteristics is believed to lead to a more realissic and economic design of slurry handling equipment. Fundamental ideas supported by field observations are presented and a Semi-Markov model of the slurry flows is developed. As a result of this formulation, behavior of combined slurry flows from N independent coal faces can be expressed in analytical form. The contents of a slurry surge tank receiving slurry flows with certain stochastic characteristics is investigated as a function of discharge pump characteristics and time.

"This summary of international mineral exploration activities for the year 2015 draws upon information from industry sources, published literature, SNL Metals & Mining (SNL) (Charlottesville, VA) database and specialists in the U.S. Geological Survey (USGS) National Minerals Information Center. The summary provides data on exploration budgets by region and mineral commodity, identifies significant mineral discoveries and areas of mineral exploration, discusses government programs affecting the mineral exploration industry, and presents analyses of exploration activities performed by the mineral industry.Three types of information are reported and analyzed in this annual review of international exploration: budgetary statistics expressed in U.S. dollars provided by SNL; regional and site-specific exploration activities that took place in 2015 as compiled by the USGS; and regional events that affected exploration activities including economic, social and political conditions, which were derived from published sources and discussions with USGS and industry specialists. Commodity and regional compilations are presented in this summary. Because multiple sources were used to develop commodity and regional compilations, statistics may vary depending on the source and type of data that are being reported.The SNL data summarize planned company budgets for worldwide exploration activities in 2015 for 24 nonfuel mineral commodities and metal alloys and are based on company surveys. Surveys focused on precious metals (gold, platinum-group metals and silver), base metals, (cobalt, copper, lead, molybdenum, nickel, tin and zinc), bulk commodities (bauxite, chromite, iron ore, manganese, phosphate and potash), and other commodities (diamond, graphite, heavy-mineral sands, lithium, niobium, rareearth elements (REE), tantalum, tungsten and uranium).USGS data compilations and analyses are based on information provided by USGS mineral commodity and country specialists, as well as industry contacts and published trade journals. The USGS data summarize exploration site data collected for more than 80 minerals and materials, with a focus on base metals, diamond and precious metals. The USGS analyzed available information to assess the level of exploration activity in 2015 and to report trends in mineral exploration activity for the period 2005 through 2015. These analyses identify where mineral exploration is occurring by commodity and region and the intensity of activity that is taking place in each region for selected mineral commodities, and determines those factors that most affect changes in exploration activity."

Paraphrasing the poetic repetition of Gertrude Stein - "Research is research, is research, is research --- ad infinitum." But research takes many forms and involves many facets. Perhaps the most simple of definitions is that attributed to the late "Boss" Kettering of General Motors who in advising a young trainee said, "Research is an intelligent effort to satisfy the curiosity of the human mind." Reclamation research is complex and requires a diversity of scientific knowledge. The overall aim of land reclamation research is directed to finding practical ways to develop efficient methods to restore mined lands to productive use, compatible with use of adjacent lands, as soon after mining as possible; and, finding practical ways to reduce or prevent damage to surrounding resource areas, which may be affected by the mining process. Research in the field of mined land reclamation is not entirely new, although in some respects we are exploring new areas each day.

Will Rogers unwittingly commented on the essence of evaluations when he said: "We don't know what they don't know!" In so doing, he explained why managers have an obligation to verify that their personnel really know what is expected of them. Rogers further stated that "What we know may not be so!" Here, he suggests that managers must establish the correctness of facts on which they make decisions concerning the future of their organizations. Yet, there are some managers who may not have considered this basic wisdom. These are perhaps the ones who shun a solid, fact-finding evaluation. Instead, they trust to guesswork as a basis for attempting improvement. Without realizing it, they may be making incorrect decisions harmful to the very organization they are trying to improve. Unfortunately, an attitude of avoiding evaluations often permeates whole organizations when their managers fail to appreciate their importance. Recently, the following was found prominently displayed in the office of a maintenance manager. Regrettably, the facts of a subsequent evaluation established how imprudent his attitude was:

This paper presents a scalable framework for worker safety assessments. The paper focuses on uranium mine reclamation in underserved communities, specifically Cove Chapter of the Navajo Nation. By integrating field observations, OSHA data analysis, systems mapping, and a hierarchical occupational health pyramid, this framework identifies site-specific hazards while addressing broader socio-cultural dynamics. The approach improves upon existing safety programs by suggesting actionable, locally sensitive solutions that prioritize higher-order controls such as hazard engineering interventions and administrative controls. This study contributes to enhanced worker safety, efficient environmental restoration, and engagement in marginalized communities with abandoned mine lands.

Roadheaders are gaining widespread acceptance in North America as a means for mechanical tunnel excavation. Until recently, almost all of the large-scale North American tunnel projects were excavated one of two ways ? the tried and true drill-and-blast method or with the use of tunnel boring machines (TBM), the hi-tech super-excavators. TBMs enjoyed fast-growing popularity worldwide as TBM manufacturers offered greater technology to meet the demand of the civil tunnel industry in the late 20th century. Recently, though, more tunnel projects, large and small, can thank the brute force of a roadheader for getting the job done.

"Pareto analysis was used to investigate the failures database of a Hitachi EX1900 hydraulic shovel over one year of continuous operation. The hydraulic system and hydraulic links, hoses and piping were identified as the most critical system and subsystem, respectively. A three-parameter gamma distribution function was identified as the best fit for a probabilistic modeling of the time between failures (TBFs). This distribution was used in a Monte Carlo reliability analysis of the hydraulic system. Autoregressive integrated moving average (ARIMA), within the context of a time series analysis of the TBFs, was proposed as a viable alternative to the traditional technique of distribution fitting. The mean absolute percentage error (MAPE) metric was used to compare the two models. The MAPE value that resulted from the ARIMA was 66 percent smaller than that from the traditional technique in predicting the TBFs. The Montgary pegmatite is located at Bernic Lake in the southeastern Manitoba pegmatite district. 'It has a complex internal structure with several contrasting mineral assemblages. The pegmatite contains a number of potentially valuable miners including spodumene, amblygonite,. lepidolite, zinnwaidite, pollucite and beryl.. The distribution of each of these within the pegmatite is related to the internal structure and controlled by a specific mineral assemblage. Parts of the pegmatite contain a high concentration of spodumene. The pollucite occurrence is of unique character and is one of the largest known deposits of this mineral. The pegmatite is still-like in attitude with a maximum dip of about 15 degrees. Its contents with the amphibolitic wall rocks are sharp and tourmalinized. Mineral assemblages present include perthite-plagioclase-quartz-muscovite, spodumene-microcline perthite-plagioclase-quartz-muscovite, cleavelandite-lithia micas-quartz, quartz-amblygonite, albite, lepidolite, pollucite, and quartz assemblages. The occurrence and relationships of these are described and possible relationships between attitude and internal structure are discussed. Many features of the pegmatite suggest that the deposit formed by crystallization and differentiation of a pegmatitic fluid in a restricted system. These features are discussed. The nature and occurrence of the pollucite, lepidolite and albite assemblages are such, however that it is difficult to visualize them resulting from such a system. These assemblages may be of later replacement origin. The source of the, late, alkali-rich replacing solutions may be unmixing of soda and the rarer alkalis (lithium, rubidium, caesium) from earlier-formed silicates in a manner analogous to the unmixing of soda feldspar in perthites. Various aspects of this hypothesis are examined.

Pressure relief is an important step in preventing and controlling rock burst disasters. Hydraulic slotting has emerged as a strategy for pressure relief and energy release in roadway surrounding rock. There is no qualitative description for the response relationship between hydraulic slotting parameters and the degree of pressure and energy release in a roadway, which is a scientific problem. In this paper, theoretical analysis, numerical simulation, and on-site industrial practice were comprehensively used. First, a structural model for the pressure relief and energy release of coal by hydraulic slotting in a deep roadway was established, and the pressure relief and energy release principle by hydraulic slotting was revealed. The principles and methods for determining hydraulic slotting parameters in the roadway were proposed. Three evaluation indices for the pressure relief and energy release effect of coal after hydraulic slotting were proposed, namely, the stress ratio of coal, elastic energy density ratio of coal, and displacement rate of the roadway rib. According to the evaluation indices, the degree of pressure relief and energy release was divided into three levels: reverse pressurization, full pressure relief, and transitional pressure relief. Then, a FLAC3D numerical model was constructed, the levels of pressure relief and energy release under different hydraulic slotting parameters were analyzed, and the optimal slotting parameters were determined. Finally, on-site industrial practices were carried out in Panel 7312 of the Xinhe Coal Mine. An effect test showed that the effect of pressure relief and energy release was remarkable after hydraulic slotting was adopted on the roadway surrounding rock, which can effectively reduce the risk of rock bursts. These research results can further improve hydraulic slotting technology systems and provide a theoretical basis and technical reference for the stability control of deep roadway surrounding rock.

Many reports and papers have been delivered on projects under construction or already in operation, but we believe there are few that have been written about projects yet to be built specifically dealing with advanced mine and environmental planning. This paper describes such planning for Atlantic Richfield Company's Black Thunder mine. Project planning is a cyclic phenomenom involving four broadly overlapping planning steps (Figure 1). The demands of the public include needs that can be satisfied through planned resource development. Using a base of information that partly exists and must in part be gathered and updated, the preplanned development can be, evaluated. The evaluation process, with built-in environmental constraints leads to an implementation procedure. Implementation results in the development, including the release of the affected area to other public demands that follow.

Feldspar is no example of special mineralization in isolated spots: it can usually be found within a mile or so of almost anywhere. Along with silica sand, it is a major part of our world's total mineral composition. This fact imparts to it an economic status different from a sulfide ore, or potash, or phosphate. While every feldspathic "stringer" does not possess economic potential, the generous distribution does yield a high statistical frequency of good feldspar ore bodies: the adjective "good" being subject to some flexibility of interpretation. The strong chemical bonds of this alkali aluminum silicate give it certain use advantages, but under present technology its individual elements cannot practically be separated to create aluminum, potassium, sodium, silicon - or their oxides. Its present uses rely upon chemical inertness - as in fillers; and on its physical melting characteristics and their effect in glass, enamel, or ceramics.

As the demand for most industrial minerals on the world market continues to climb, educational institutions maintain traditional policy in emphasizing chiefly metallic ore deposits and energy resources in addition to the general disciplines. In spite of their increasing importance, few universities exhibit great depth with respect to industrial minerals courses due to the shortage of specialized faculty in a category this broad. As new ideas are formulated and technological advances are developed in the field of industrial minerals, the classroom still exists as a student's primary source of information. This opportunity to give today's students the benefit of modern developements has not been utilized to its utmost potential.

Methane has been a hazard since the beginning of coal mining and has influenced, more or less, every aspect of coal mine design. It is receiving increased attention lately because the rate of methane emission in coal mines is increasing as increasing demand for coal leads to exploitation of deeper seams and the use of higher productivity equipment. Consequently, the government and private industries have directed a great deal of effort towards understanding and solving the problem of methane emission in coal mines. In the United States, Consolidation Coal Company has pioneered research in this area since the early 1950's.1 Currently this work is being expanded by Consol through the Mining Research Division of the parent company, Continental Oil (Conoca), to find new techniques for degasification of virgin areas as well as control of methane in gob areas. Basic reservoir properties of coal seams, such as gas content, reservoir pres-sure, diffusivity, porosity and permeability are better understood today largely through the efforts of the U. S. Bureau of Minese2,3,4 It is possible now to identify and model the basic mechanism of gas emission from coal and to forecast steady as well as unsteady state emission of methane in coal mines with some degree of reliability. Combining this knowledge with any ventilation simulator should often identify problem areas in advance and permit adequate methane control measures to be planned.5 Another recent innovation in methane control is the horizontal hole drilling technology. The U. S. Bureau of 1-1ines and the Mining Research Division of Conoco have independently developed techniques for drilling horizontal holes 300 to 600 m deep6 The Bureau's method employs a rotary drill string while Conoco uses a non-rotating string with a down hole drill motor. It is the authors' view that the latter provides more positive control on bore hole deviation both vertically and laterally and appears to be faster, though somewhat more difficult to operate. Millions of mechanical anchor roof bolts are used each year for mine structural support. The benefit of this bolting depends on a number of factors including rock density, bolt length, in situ stresses, time elapsed between mining and installation, rock properties, bolt patterns, and tension (Lang, et al., 1979). Installation tension is a major determinant of support quality. Postinstallation tensions indicate both the usefulness of the individual bolts and the behavior of the reinforced rock structure. The importance of short- and long-term bolt tension measurements is well recognized, and such measurements are required by regulations (Fed. M/NM Nine Safety and Health Reg.). These regulations also take into account the difficulty of practical tension measurements. Only a statistical sample of the bolts installed is required to be measured using current torque wrench technology. Drawbacks to this practice are that the anchorage is disturbed and perhaps weakened, accuracy is limited by friction to about 30% (Lang, et al, 1979, and Barry, et al., 1956), and the procedure is relatively time intensive.

The industrial processing of ores containing precious metals such as gold is generally very mining site specific, e. g. McQuiston and Shoemaker (1985), vanZyl et. a1. (1988), Fuerstenau and Hendrix (1990), and Hausen et. a1. (1990). The variety of various mineral processing techniques employed is extensive and includes size reduction, size classification, gravity separation, roasting, cyanidation, chemical and/or bacterial leaching, ion exchange and/or solvent extraction, and froth flotation. Gold occurs in the earth's crust on the average in very low concentration estimated by various sources to be between two and five parts per billion. For a specific ore deposit to be considered as an economic source of gold, generally a concentration of near one part-per million (one gram / Mton) or more is required. From a mineralogical viewpoint, gold often occurs in its native or free form. However, it can also occur as gold compounds of telluride, antimony, and selenium contained within either sulfide minerals such as pyrite, arsenopyrite. and pyrrhotite or, to a less extent, within silicate, oxide, and carbonate minerals. In many locations, alloying of gold with silver is found. The optimal processing method for recovering gold is determined by many factors such as the mineralogy of the gold bearing minerals as well as the associated mineralogy of the gangue minerals, the type of liberation profile of the gold bearing minerals upon' size reduction, and the particle size of the gold itself. Free or native gold particles can vary in size from the extreme of large nuggets to very finely disseminated gold associated in a complex sulfide mineral matrix. Typically free gold particles of several hundred microns or larger are efficiently recovered by one or more of a number of gravity based techniques due to the large specific gravity differential of gold (19.3 to 15) versus typical gangue minerals (5 to 2.7). When gold is associated with a sulfide (usually pyrite) matrix, historically most industrial plants involving size reduction and subsequent liberation have operated in a size range of 50 to 80 percent less than 75 microns. Grinding finer than this has been normally not economical unless the ore has a high gold content in the feed ore.

At the first workshop on Surface Subsidence Due to Underground Mining (1 981 ) , Yarbrough delivered a paper (1 ) describing the mine subsidence insurance program in Illinois operated as the Illinois Mine Subsidence Insurance Fund (IMSIF) . In this paper we will present claims data and describe changes that have occurred in the Illinois Insurance Code during the first six years the IMSIF has been in existence. The change in the original Illinois Public Act 80-1 41 3 that most affected the public was an amendment increasing the maximum amount of mine subsidence insurance avail- able on a structure from $50,000 to $100,000. Seventy-two counties in Illinois have been undermined for minerals, primarily bituminous coal. In Franklin County (.in the southern part of the state) 36 percent of the land area has been undermined for coal extraction. In St. Clair and Madison Counties , two counties that include the St. Louis Metropolitan area along the western border of the state, 10 percent and 7 percent of the land surface have been undermined. Most of the undermined area in the two counties is beneath urbanized land. In 34 counties, approximately 1 percent or more of the land surface has been undermined (2). The first shaft mine in Illinois was sunk in the city of Belleville (east of St. Louis) in 1842, and the mines of early vintage have initiated the majority of the mine subsidence claims. Data compiled from the first six years reveals that most Illinois mine subsidence events that affect structures occur over abandoned mines where early methods of high- extraction mining practices were used. Maps of these mines operated in the 1800s reveal irregular development of room and pillar areas and poorly defined production areas (panels). Rooms in the mines varied from 15 to 40 feet in width and the pillars varied in width from 5 to 40 feet. The pillars were often long and narrow. Recovery rates in mines that operated prior to 1900 generally averaged 50 per- cent, and extraction rates as high as 80 percent have been documented (2). Some pillar robbing occurred.
