Powered haulage continues to be a large safety concern for the mining industry, accounting for approximately 50%of the mining fatal accidents every year. Among these fatal accidents, haul-truck-related accidents are the most common, with 6 of 28 and 6 of 27 fatal accidents occurring in 2017 and 2018, respectively. To better understand why these accidents continue to occur and what can be done to prevent them, researchers reviewed the 91 haul-truck-related fatal accidents that occurred in the USA from 2005 to 2018 and performed bow-tie analyses using the final reports published by the Mine Safety and Health Administration. The analyses explore the context of the accidents with a focus on the initiating event, event outcome, hazards present, and possible preventative and mitigative controls. Overall, the vast majority of the accidents resulted in a haul truck colliding with the environment, and the majority of these events were initiated by loss of situational awareness or loss of control. The majority of the hazards were related to design and organizational controls. The results of this study suggest a need to investigate operator decision-making and organizational controls and to focus on improving design and operation controls such as mine design and operational procedures.

The reliable performance of the coal reclaim system is essential to the continued availability of a coal-fired electric generating unit. The control of fugitive coal dust within the areas housing the reclaiming equipment is necessary not only to minimize maintenance and clean-up costs, but is also a safety and health consideration. This paper describes the reclaim system control and dust suppression systems as initially installed, the shortcomings of these systems and the steps eventually taken to correct these shortcomings.

Glass sands fall into that extremely select category of mineral deposits that requires a fantastic degree of natural concentration (95% +) of a single component before they can even be considered as ores suitable for further refinement. The combination of geological factors that has produced such an environment of "mineralogical single-mindedness" has appeared only rarely. Factors that require consideration in the economic evaluation of a potential glass-sand deposit can be grouped into three categories: 1) geological (e.g., size, shape, structure); 2) petrographic (e.g., grain size, accessory minerals, nature of iron contaminants); 3) geographic - political (e.g., proximity to consumer, size of market, zoning restrictions). Of particular con ern is the nature of the iron contamination. Iron-bearing species appear as 1) accessory mineral grains, either detrital or authigenic, 2) cements, 3) grain coatings, and 4) quartz-grain inclusions. Selection of the cheapest form of beneficiation requires precise information on the mineralogy of the iron species and their detailed petrography. Because of the antipathetic relationships, in many parts of the United States and Canada between the geographical locations of glass plants and the geological distribution of glass sands, the selection of ac suitable source for a particular glass plant may be dichotomous. One may seek either an exceedingly pure "classic" type glass sand that is relatively distant and whose cost includes a major transportation charge or a relatively proximate and somewhat "impure" source whose cost includes a substantial fee for beneficiation.

After passage by the Congress, Public Law 95-87, the "Surface Mining Control and Reclamation Act of 1977" was signed by President Carter on August 3, 1977. This law, in its simplest form, was intended to control the environmental effects of surface coal mining and to ensure that mined land is restored to a condition equivalent to that prior to mining. Immediately after the signing, the wheels of government bureaucracy began turning to establish a new federal agency -the Office of Surface Mining Reclamation and Enforcement or OSM -in the Interior Department that would implement the provisions of the Act. Since this took time and because the Congress had not yet provided funding for OSM, a special task force was assembled within the Interior Department to begin the task of writing interim regulations to implement the Act. With respect to the use of explosives, the Act specified that a blasting plan be included in the application for a mining permit. The blasting plan will outline the procedures an operator will use to meet specified environmental protection performance standards. The performance standards established by the Act require explosives to be used only in accordance with existing state and federal laws and regulations and with regulations to be promulgated by the regulatory authority. The regulatory authority was defined as either a state agency operating under an approved state program or the OSM operating under a federal program. As a minimum, it was specified that the regulations should include provisions to require that: 1) a blasting schedule be published in a local newspaper and be mailed to local governments and to all residents living within 1/2 mile of the blasting site . 2) daily notice be given to residents in the area prior to blasting. 3) blast reports be prepared that are maintained for three years and available on request to the public. 4) blasts be designed to prevent injury to persons, damage to property outside the permit area, adverse impacts on underground mines and adverse effects on ground or surface water channels or availability outside the permit area. 5) upon request of residents or property owners within 1/2 mile of the permit area, preblast surveys shall

LIX63 in combination with DNNS selectively extracts nickel and/or cobalt from acidic leach liquors with pH values as low as 1.0. Nickel/cobalt and cobalt/nickel selectivities are achieved by varying the relative concentrations of LIX63 and DNNS. Increasing LIX63 concentration retards both extraction and strip-ping rates while DNNS has the opposite effect. Slope analyses of equilibrium data indicate that both LIX63 and DNNS are present in the extracted complexes. Examples of possible flowsheets are presented.

Currently, virtually all new electric power generation systems under construction are designed with natural gas as the primary fuel. Factors driving these construction decisions involve sustained low prices for natural gas, environ-mental (and consequent regulatory) risks associated with the use of coal for power generation, and relatively high costs of construction for conventional coal-fired power plants. Despite the unarguable abundance of coal in the US. and worldwide, a fundamental question arises: What will be the role of coal in electric power generation in the 21st century? Congress, recognizing the vital and strategic importance of preserving the coal option for electric power generation, authorized the Clean Coal Technology Program. This pro-gram, with original funding in excess of $2,500 million, is intended to promote the demonstration and commercialization of a new generation of clean, efficient coal-based energy technologies through collaboration and partnering with private industry. The two technologies being demonstrated under this program which are the key to the continued use of this nation's huge coal reserves are coal gasification and the pressurized fluid bed. Either or both of these technologies, coupled with a combined cycle will pro-vide the continuing future coal option, while responding to increasingly more restrictive environmental standards. Recent Congressional budget-cutting efforts, however, could threaten the effectiveness of that model program, and ultimately other subsequent government-industry collaboration.

The inadequacy of our knowledge of the coal combustion process has long been recognized. This was expressed very well by Spicer and Finney (1). "The control of combustion processes in industry and the design of the equipment necessary for efficient burning to take place have always been very much branches of an industrial art rather than of an exact science. This has been especially true of the utilization of coal, a substance so hetrogeneous and complex in character that all too little is known about its chemical and physical composition.' During the past several years one branch of coal utilization, that of high temperature carbonization; has made significant advances from being an art into being an exact science. This has been accomplished by the development of petrographic techniques for identifying, measuring, and determining the thermal properties of the organic materials which affect the carbonization of coal and the correlation of this information with a pre-existing standard of coke quality, the stability index.

INTRODUCTION Use of air-cooling or refrigeration equipment in underground mines is needed when conventional ventila¬tion techniques do not maintain acceptable environ¬mental temperatures in working areas. Because refrig¬eration can be very expensive, it should be implemented only after all possible and practical steps have been taken to eliminate or reduce heat sources in the mine. As an example, to prevent the main ventilation fans from contributing heat to mine air, they should be located in the air return and not in the air intake. It is particularly important to prevent any direct contact between hot water and ventilation air, especially in mines which encounter large flows of hot fissure water. Any water hotter than the prevailing wet-bulb temperature of the ambient air must be removed by pipes located as close as possible to the water source. This hot water must not be allowed free contact with the incoming ventilation air at any time during the water's passage out of the mine. Although insulation of the pipes carrying the hot water is seldom necessary, direct contact between the air and the water must be prevented so the warm water cannot evaporate. REVIEW OF COOLING PRACTICES Spot Coolers vs. Centralized Refrigeration To eliminate a few specific hot places in an otherwise cool mine, it is possible to use devices known as "spot coolers." A typical spot cooler that uses chilled water is shown in Fig. 1. These devices consist of self-contained refrigeration units that are often mounted on rail cars for haulage to hot spots. The cooling capacities of such spot coolers usually are limited to about 100 kW or 30 "refrigeration tons." A refrigeration ton represents a cooling rate that produces 1.0 st of ice in 24 hr; that is a cooling rate of 3.517 kW (200 Btu per min). Typically, the electric-power consumption to drive the compressor motor of the refrigeration plant in mines is 1.0 kW per refrigeration ton, corresponding to a coefficient of per¬formance of about 3.5. The principal difference between spot coolers and centralized refrigeration plants is the method of re¬jecting heat from the refrigeration system. Centralized refrigeration plants always discharge heat into the reject or return airflow of the mine; often that is the primary influence in selecting the location for the underground refrigeration plant. Heat from spot coolers usually is rejected into drain water or into air that is not flowing to the location requiring the cooling. As a result, spot coolers remove heat from troublesome hot spots in the mine, injecting that heat-plus the electrical energy used by the cooling unit itself-into other working areas where the ambient conditions are cooler. In effect, this is "robbing Peter to pay Paul." In deep, extensive mines, spot coolers usually pro¬vide only temporary and, over the long term, expensive solutions to localized cooling problems. Centralized re¬frigeration plants are preferred for such mines, with cooling distributed throughout the mine as required. Fig. 2 illustrates a typical underground centralized re¬frigeration plant. Centralized plants lend themselves to improved maintenance at reduced costs while offering the economy of size. Refrigeration plants of larger unit sizes have considerably lower initial costs than smaller unit sizes. The remainder of this chapter is devoted to large refrigeration plants, with no further consideration of spot coolers. Cost of Refrigeration Total Cost: The total cost of refrigeration amounts to about $200/kW of cooling per year (1981 US $). This total cost breaks down into approximately three equal parts: 1) Financial charges, which include the interest and amortization on the capital cost of the initial installation, and the cost of necessary underground excavations. 2) Operating and maintenance costs which include the cost of the electric power to drive the refrigeration plant's compressors. 3) Distribution costs which include costs for pump¬ing, insulated piping, and air-to-water heat exchangers. The local cost of electric power, the number of operating months per year, and the method of refrigera¬tion distribution all contribute to the actual costs in¬curred in a given application. However, the variations usually are limited to no more than ±30% of the $200/ kW per year total cost figure. Cost Per Ton: Refrigeration cost per ton of mineral production can be calculated if the annual production tonnage from the refrigerated section of the mine is known. In most cases, this cost will be less than $1 .00/t. However, in deep mines with high rock temperatures, such as those found in South Africa, the total cost of refrigeration can increase to several dollars per ton of broken rock. The relationships between the amount of light reflected off 21 samples of Florida phosphate and the chemical, composition of the samples were examined. It was found that the reflectivity of a rock is directly related to its chemical composition and that darker phosphates (less light reflectance) have relatively high amounts of iron, organic C and sulfate while lighter-colored rocks were rich in phosphorus, fluorine and aluminum. The use of reflectivity measurements could have economic applications in the phosphate rock industry: color specifications for rock shipments could he met, beneficiations by optical sorting could be performed and semi-quantitative analyses could be made rapidly and inexpensively.

"The successful commercialization of a pressure oxidation (POX) process for recovering metal values, including gold, copper, zinc, nickel and molybdenum, is the result of a carefully planned development program. The initial task involves developing one or more conceptual flowsheets, including the POX autoclave and downstream purification and recovery steps. A laboratory program is completed to determine the technical viability of the flowsheets, define the operating parameters for each step and provide information for an initial economic assessment of the process. The process is then confirmed during a continuous pilot plant program, providing engineering design data and other information for the commercial design. A well-thought-out development program has been shown to be critical for reducing the risk of commercializing POX processes. Experiences developing POX processes for refractory gold ores and copper concentrates are briefly discussed. IntroductionPressure oxidation (POX) has become a common commercial operation for processing sulfide-bearing feedstocks. These feedstocks include gold ores and concentrates; copper concentrates; nickel concentrates and mattes; zinc concentrates; and molybdenum concentrates. Drivers for the development and commercialization of POX processes include:• The high cost for pyrometallurgical processing of sulfide ores, much of which is attributed to environmental controls.• The motivation to implement safe and more environmentally attractive alternatives for sulfide ores.• The need to process increasingly difficult ores with complex mineralogy.• Improvements made over the last 25 years in POX equipment design and experience operating commercial POX plants.Although the capital and operating costs for commercial POX processing can be high, this technology is capable of rapid oxidation of most sulfides and arsenic minerals in the feed, with little noxious gases and environmentally stable iron arsenate and other iron compounds in the POX residue (Marsden and House, 2006).In POX operations, sulfides are oxidized to either sulfates or elemental sulfur in an autoclave at elevated temperature and pressure with oxygen gas. In recent years, slag, a residue from pyrometallurgical processes, has become more attractive in circular economy frameworks to increase the efficient use of resources throughout the life cycle of steel products and help in the reduction of carbon emissions. Its applicability is strongly dependent on the particle size, and therefore, the optimization of breaking processes should be approached by increasing the knowledge of the dynamics of slag to promote fracture. Increasing the knowledge on themechanical response ofmanganese slag opens up the potential for the development of cost-effective numerical models, e.g., constitutive models based on inverse engineering calibration frameworks or digital twins. In this study, rate-dependent tests of manganese slag have been performed using a split Hopkinson pressure bar device for testing its dynamic mechanical response. In order to obtain information about the crack initiation and fracture process, 2D ultra-high speed imaging was implemented with a sampling frequency of 663,200 fps for diametrically loaded specimens. Full-field deformation measurements using digital image correlation (DIC) techniques showed a staggered fracture process where failure points on mechanical response curves vary due to the internal events happening in the material. Localized frictional occurrences and inertial effects acting inside the pre-cracked matrix have a strong effect on the global mechanical response, and therefore, a great variability of strengths was obtained.

The Buick Mine is a joint venture of American Metals Climax, Inc., and Homestake Mining Company located 120 miles by road southwest of St. Louis, near the village of Boss, in the 'New Missouri Lead Belt' (See Figure 1). Since start-up in 1969, over four million tons of lead-zinc ore have been mined and milled at Buick. Situated about 1,100 feet below the surface at an elevation 270 feet above sea level, the flat lying sinuous ore bodies are up to 250 feet wide, 85 feet high and several thousand feet long. Mineralization is galena, sphalerite and chalcopyrite in dolomite, Access to the mine is through two 18'Ø concrete lined vertical shafts - one for servicing and the other for hoisting ore (See Figure 2). The mine is being worked by a modified room and pillar method using both rubber tired equipment and a sub-level rail haulage. Ore is broken from first pass headings, back and bench faces and transported by load-haul-dump units to ore passes located on 900 foot centers. The ore is pulled from chutes on the sublevel 90 feet below into 15 ton bottom dump cars and delivered in 10 car lots by a 15 ton diesel locomotive to a 42" gyratory crusher (See Figure 3). A recent innovation has been the introduction of two 50 ton trucks with plans to haul up to 60% of the ore on the mining level to an ore pass feeding directly to the primary crusher (See Figure 4). Ventilation raises up to 16'Ø, which were originally planned for 900 foot centers, are now driven on 450 foot centers.

"The solvent extraction of cerium(III) and samarium(III) from mixed solutions of all rare earth elements (REEs) except promethium using PC88A (2-ethyl hexyl phosphonic acid mono-2-ethyl hexyl ester), an acidic extractant, was investigated. The effects of aqueous equilibrium pH, various acids (sulfuric acid (H2 SO4 ), hydrochloric acid (HCl) and nitric acid (HNO3 )), initial metal ion concentration and extractant concentration on the solvent extraction of Ce(III) and Sm(III) were systematically studied. From the experimental results, HNO3 and HCl were found to be the preferred aqueous media for the solvent extraction of both Sm(III) and Ce(III). The most promising experimental conditions of pH, PC88A concentration and metal ion concentration were identified for the extraction of Ce(III) and Sm(III). Separation results showed that H2 SO4 at pH 2 provided the best separation between Sm(III) and Ce(III). IntroductionIn recent years, demand for rare earth elements (REEs) has increased significantly because of their many commercial applications. REEs have especially important high-tech applications owing to their unique physical and chemical properties, and they are used in a wide range of areas such as catalysts, ceramics, magnets, lasers, glass, neutron absorption and alloys. As REEs have very similar physicochemical properties, their separation and purification from each other is challenging and gaining significant interest. Samarium (Sm) and cerium (Ce) are found in different REE minerals, including bastnäsite ((Ce,La,Nd(CO3)F), xenotime (YPO4) and monazite ((Ce,La,Nd,Th)PO4) at major production sites in the United States and China, as listed in Table 1 (Bleiwas and Gambogi, 2013). The most common acidic organophosphorous extractants used for REEs extraction and separation are DEHPA (di-(2-ethylhexyl)phosphoric acid), PC88A (2-ethyl hexyl phosphonic acid mono-2-ethyl hexyl ester), Cyanex 272 (bis-2,4,4-trimethylpentyl phosphinic acid) and Cyanex 301 (bis(2,4,4-trimethylpentyl)dithiophosphinic acid) (Sarangi, Reddy and Das, 1999; Surampally et al., 2012; Tian, Jia and Liao, 2013). Out of these extractants, PC88A is known for providing higher separation factors (Acharya, Mishra and Misra, 2015). El-Hefny et al. (2010) investigated the kinetics of the solvent extraction of Sm from chloride media using sodium salt of Cyanex 272 and reported the extracted species to be Sm(OH)A2•2HA. Lee et al. (2005) investigated the solvent extraction of Sm(III) with PC88A and saponified PC88A from chloride solutions and found the stoichiometry of the extraction reactions to be 1.5 with PC88A and 3 with saponified PC88A."

The present fuel situation indicates that, at least for the next 20 to 30 years, the burning of coal will be a main source of energy. All coal contains sulfur, which is converted to sulfur dioxide during combustion. The concentration of sulfur dioxide (SO2) in the resulting flue gas, for most coals, would exceed the limits established by the Environmental Protection Agency (EPA). Therefore, the sulfur must either be removed from the coal prior to its burning, or be collected from the stack gas before it reaches the atmosphere. There is currently a large amount of research devoted to methods of removing the sulfur from the coal before burning, or during combustion in fluidized beds with materials which trap the sulfur in the solid residue. The commercialization of these processes, however, is not expected in the near future. Flue gas desulfurization appears to be the best near term prospect of fulfilling current air quality control regulations. The lime/limestone wet-scrubbing methods are the most advanced flue gas desulfurization processes and will account for the majority of sulfur removal systems in electric power generation. There are currently at least 23 full-scale systems existing or under construction and 17 of these will use the lime or limestone wet-scrubbing process. (1)

Lime has been produced for many centuries. The simple pot kiln was one of the first devices used in this process. It was constructed of stone often on the side of a hill to reduce construction efforts and provide easy access to the top for feeding of limestone. It was fired from below with wood and coal. The pot kiln was very small and operated on the batch principle. The kiln being cooled between each batch, the fuel consumption was horrendous. The lime quality was poor with perhaps only one half of a batch being lime of suitable quality. Of the remaining half one part would be over burned and another part underburned. For centuries the lime burning technique was improved at a barely recognizable rate. One of the first major steps forward was the introduction of the continuous process vertical lime kiln. Although at first crudely constructed, the kiln had a refractory lining. It was charged with alternate layers of limestone and solid fuel usually in the form of coke. Continuous mode of operation, larger unit size and better heat distribution resulted in greatly improved fuel economy. However, quality of lime produced still left much to be desired. One problem was contamination by ashes from solid fuel.

The purpose of this paper is to present an example of the application of a theoretically derived mathematical model for track-soil interaction to the evaluation of the mobility of large-scale mining equipment used in open pit operations. The model described by Karafiath and Nowatzki (1978) and presented in detail by Karafiath (1978) was used to predict the performance characteristics of four different bucket wheel excavators (BWEs) on rwo types of copper mill tailings at various moisture conditions. The BWEs considered In the analyses are two-and three-tracked continuous excavators. Most have boom-mounted rotating buckets and swinging side- or rear-discharge conveyors. The analyses were performed at the request of Dames and Moore for the Kennecott Corporation's proposed remining of selected tailings deposits at the McGill, Nevada, concentrator. The objectives of the analyses were to determine whether BWEs would have sufficient mobility In the tailings deposit to achieve satisfactory production rates, and TO compare the predicted performance of the various BWEs evaluated. Good qualitative agreement was obtained between the results of the theoretical analyses performed for the McGil1 operation and the actual performance of BWEs in two South African gold mine tailings impoundments.

Recently research efforts have been made to obtain a high-purity gibbsite concentrate, suitable for first-class alumina refractories, from a Brazilian bauxite ore containing gibbsite (50%), quartz (35%),and kaolinite (15%). Detailed polished-section microprobe analysis was used to describe the liberation characteristics of the ore. Experimental results suggest that the kaolinite liberation characteristics can be described by King's liberation model and that only about 11% of the kaolinite is expected to be liberated at a particle size of 75 µ. Bench-scale experiments for the flotation of gibbsite/kaolinite from quartz using alkyl sulfates as collectors were particularly successful at pH 2, and under appropriate conditions a concentrate containing 93.0% A1 0 (calcined basis) was obtained 2 3 at a gibbsite recovery of about 96%. Subsequently, the more difficult separation of kaolinite from gibbsite was accomplished by kaolinite flotation from the alumina concentrate with a quaternary ammonium salt at pH 6 to produce a high-purity gibbsite product, 97.4% A12O3 (calcined basis), at an overall gibbsite recovery from the bauxite flotation feed of about 90%.

As Florida phosphate mining gradually moves from the Bone Valley formation to the Hawthorn formation, a greater portion of the minable deposit contains dolomitic diluents which result in lower product grades that can be detrimental to the production of phosphoric acid for fertilizer uses. One beneficiation technique found applicable to the phosphate pebble size range (3 X 16 mesh) is heavy media separation using suspensions of magnetite and ferrosilicon. As part of an ongoing investigation of dolomite removal technology, a pilot heavy media cyclone system was constructed by IMC and used in the testing of a variety of drill core composites and hulk samples. The results of these tests were used to develop a predictive model for heavy media cyclone separation based on pebble fraction assays and heavy media operating parameters. This model is currently being used in the evaluation of specific future mining areas.

Sphalerite in the ores is multi-banded. Based on color and textures, bands in samples separated by a few kilometers may be correlated. Darkness of color is directly related to iron content. Isotopic and fluid inclusion data indicate that temperatures of ore deposition were 225°C-50°C. The agreement between these two sets of data suggests that chemical and isotopic equilibrium were established. The salt content and hydrogen and oxygen isotopic compositions are similar to present-day values of oil field brines suggesting a similar mode of origin. Ore transport and deposition are not adequately explained by either chloride or bisulfide complexing. Necessarily, other mechanisms were involved.
