In spite of the many new insulating materials, both synthetic and manufactured, that have been put on the market since the end of World War II, and notwithstanding the many millions of dollars applied to the development of synthetic mica, natural block mica1 is still a most indispensable insulator in various electronic components. It will remain so, barring some spectacular break-through in research that might provide a substitute fully acceptable as a replacement for mica in all of its superior properties. But this is not to say the future for mica is assured, or free from serious problems. Technological advances have created problems requiring a solution to be found if future requirements are to be filled.

The effect of dissolved ions present in plant water on the flotation of phosphate ore from central Florida was investigated. Of the three most abundant ions, namely Ca++, Mg++ and SO4--, calcium ions were the most detrimental in the flotation of phosphate with sodium oleate collector. In one feed, a 10 ppm concentration of Ca++ ions reduced the BPL recovery from 86% to 46% whereas in the other a 40 ppm concentration lowered the recovery from 90% to 52%. The effect of Na2C03, NaHC03, Zeolite and EDTA to remove ca++ ions from water and hence improve apatite flotation was also studied.

A process for producing reductive bleach in-situ in kaolin slurries has been developed. The bleach is formed by mixing an iron sponge powder (-325M) with slurry treated with SO2. The process has been successfully demonstrated in production, and applied to several grades. The color, brightness, and viscosity of the bleached product is equivalent to or better than that of product bleached with commercial sodium hydrosulfite . The tested products can be bleached at a cost, which is 38-54% of those associated with the use of commercial bleach.

Many investigators believe that column flotation cells offer significant advantages over standard mechanical machines for the flotation of fine particles. However, because of their unique design and operation, conventional techniques for flotation cell scale-up and design cannot be applied to columns. In an attempt to help alleviate this problems a population balance model based on first principles has been developed for fine particle flotation in a column. Two different terms have been considered in the model, i.e., transport and rate. Transport terms, incorporating fluid flow and bouyancy, are used to describe the movement of air bubbles, unattached particles and bubble-particle aggregates along the length of the column. Rate terms, which describe the bubble-particle attachment process, have been derived from first principle considerations. Because the model is based on first principles, it can be useful for the design, control, optimization and scale-up of column flotation cells.

Longwall and/or room-and-pillar mining operations in multiple coal seams could not only induce subsurface and surface subsidence but also cause interactions between these mined coal seams. The interaction might destabilize mine structures and subsequently induce additional strata movements. Mechanical models to utilize the predicted subsurface deformations to assess the interactions and the consequences have been developed. The models are incorporated into a computer program, CISPM-MS, for predicting the final surface movements and deformations as well as the mining interactions associated with multi-seam coal mining operations. It predicts final surface movements and deformations caused by the individual mining operations and by the interactive effects. The program can also be used to assess mine structural stability in multi-seam mining operations. The paper presents the developed interaction models and their application in surface subsidence prediction caused by multi-seam mining operations. A case study involving mining in two coal seams, using longwall and room-and-pillar mining methods, respectively, will be used to validate the program.

The value of exported nonenergy minerals from the less-developed countries has increased substantially between 1970 and 1985, but their market share relative to world exports has remained stagnant. Of the top twenty minerals exporters, only four are developing countries. Production capacity in the developing countries is shown to be less sensitive to demand downturns than capacity in the developed countries. Two approaches to the management of cyclical minerals demand are given using examples from India and Papua New Guinea. The authors conclude that pro¬tective policies implemented by developing nations have, barring a few exceptions, relatively little impact on the chronic nonfuel minerals oversupply problem.

INTRODUCTION In Canada, radium-226 is removed from uranium mining and milling effluents by the addition of barium chloride to precipitate barium-radium sulphate. Large settling ponds are provided to effect solid-liquid separation. However, the barium-radium sulphate precipitate [(Ba,Ra)S04] is a fine, slow-settling crystalline solid which is not easily removed by simple sedimentation systems. Consequently, settling pond effluents may contain appreciable quantities of particulate or suspended radium-226, depending upon the specific pond system and/or the time of year considered. Also, current technology is expected to be incompatible with ultimate disposal goals since safe recovery of the barium-radium sulphate sludge from the settling ponds may be difficult to achieve (IAEA, 1976). Under the auspices of Environment Canada, a Government-Industry Mining Task Force established a Radioactivity Sub-Group in 1974 to assist in the development of effluent regulations and guidelines for the uranium mining industry. Among the recommendations of the Sub-Group was the need to seek more effective methods of radium removal, including development of physical--chemical treatment systems as an alternative to settling ponds. In response to the Sub-Group recommendations, a bench scale feasibility study began in March 1976 at the Wastewater Technology Centre (WTC) of Environment Canada. The bench scale work was expanded and accelerated in 1977 with financial assistance provided by the Atomic Energy Control Board. The results of this study indicated that coagulation and flocculation of the (Ba,Ra)S04 precipitate greatly increased settling rates (Wilkinson and Cohen, 1977). Subsequently, a research program with a larger scope was initiated in January 1978; this program is jointly managed and funded by government and industry as indicated in Table 1. The principal goal of the Joint Government-Industry Program is the development of a physical-chemical process to reduce the radium-226 content of uranium mining and milling effluents. The following effluent radium-226 activities were established as targets for the program: 0.37 Bq/L (10 pCi/L) as total radium-226; 0.11 Bq/L (3 pCi/L) as dissolved radium-226. Preliminary geophysical surveys for nickel deposits are usually carried out by airborne magnetometer and surface electrical methods. Once an anomaly is discovered by these techniques, one must resort to chemistry to identify nickel and determine its concentration. Consequently, a method to determine nickel quickly and quantitatively at the exploration site could help guide detailed sampling and provide analytical data that might otherwise be delayed at distant laboratories. In addition, borehole probes capable of indicating nickel in the rock adjacent to the hole, should prove attractive to the exploration geologist. With these needs in mind, preliminary investigations have been made to demonstrate an in situ analytical technique which appears feasible for nickel exploration. The method depends on the very high energy gamma rays emitted when nickel absorbs a thermal or low energy neutron. These neutron capture gamma rays should be distinguished from the lower energy gamma rays emitted during decay of radioactive nuclides as in conventional activation analysis.

This paper considers mining ventures occurring in rural communities in Galicia, Spain and Western Australia, Australia. It compares and contrasts the communities where mining is taking precedence over other industries, examining the potential land use conflicts and the future of both the communities and the mines currently operating there. The Galician case study, Trevinca, is located 200 km inland and was once a primary producing area, notable for its scenic alpine landscapes, which have since been developed for small scale tourism purposes. The Australian case study, Boddington is located 100 km inland in what has been a highly productive farming area. Mining was a marginal industry in the case study areas but due to the comparative devaluing of agriculture and tourism and the increased value of mining outputs, mining has increased in scale and economic importance. This paper will consider the environmental, social and economic impacts that have occurred in both the case study localities. Where there have been land use conflicts, strategies for minimising the adverse outcomes will be considered.

Point load strength (Is50) and slake durability (ID2) indices provide a measure of the strength and durability of rock fragments and are related to the alteration intensity and frictional resistance of the materials. Samples were collected from the rock piles, alteration scars and debris flows at the Questa mine with the purpose of examining relationships between Is50 and ID2, mineralogy, chemistry, weathering, hydrothermal alteration, and other geotechnical parameters. The Is50 from the various rock piles ranges from 0.6-8.2 MPa and the ID2 ranges from 80.9-99.5%. The Is50 and ID2 results indicate that the samples from the debris flows are stronger (average Is50= 4.0 MPa and ID2= 98.4%) than the rock-pile samples and that the alteration scar samples are weaker (average Is50 = 2.8 MPa and ID2 = 89.2%) than the rock-pile samples, but still most of these rocks are strong in terms of their Is50 and ID2. The Is50 decreases as the degree of alteration increases in some rock pile and alteration scar samples, but not in all. However, the majority of the rock fragments within the rock piles still indicate high strength, even after 25-40 years of weathering.

The availability of a large number of characterization techniques and commercial instruments requires that the reliability and limitation of each be carefully examined. The choice of a method may depend upon the manner in which the information is to be used, for example, in development of new processes, plant and process design, plant control, problem solving, etc.

The purpose of this paper is to describe the possible application of two relatively new technologies: flat load cells, and improvement seeking computer programs (referred to in the literature as heuristic programs); to a very old problem, inventors control of ball mills. The combination of these two technologies seems most applicable to grate discharge mills operated closed circuit. It is possible that other applications such as controlling the inventory of autogeneous mills might also be found. Direct control of ball mill inventory has been the goal of a number of investigators over many years. Many patents and articles on the subject have claimed success, but operating installations are hard to locate. An excellent review of the advantages and problems of direct inventory control is contained in an article by Oswald and Ziegler (1). Figure 1 is a conventional representation of throughput vs. inventory with other factors such as slurry consistency and rock twee held constant. There are common sense, physical arguments? and experimental evidence supporting the existence of a unimodel curve of this twee? though direct measurement of the shape is difficult and how it moves as rock type changes is riot well known. Figure 2 represents the problem faced by all mass measurements of inventory, a tare weight of about 25 time the inventory mass. On 30 April 2004, a large scale slope failure incident occurred at the external waste dump facility of the South Field Mine, in the Western Macedonia Lignite Center, Greece. This landslide involved the mobilization of waste overburden material (that was continuously deposited for the last 20 years) in the order of 40 Mm3, while the material that moved outside the boundaries of the waste dump was in the order of 3 Mm3. The factors that led to failure as well as the procedures and measures taken in order to stabilize the failure and resume normal operations at the South Field Mine are presented and discussed. Emphasis is given to the impact on mine operations and the cost related to resuming of normal production operation as well as to implementing important modifications and improvements of the materials handling system.

To recycle steelmaking slags for their iron, manganese, and lime contents, removal of the phosphorus-bearing dicalcium silicate and calcium phosphate is essential. Slow-cooling of slags was necessary to promote the sufficient grain growth to achieve liberation. In-situ grain size distribution determination showed that a high soaking temperature, a long soaking time, a very slow cooling rate, and the addition of fluorspar were shown to promote grain growth. High gradient magnetic separation on slow-cooled slags removed much of the dicalcium silicate. Liberation modelling was used to discuss the breakage and beneficiation characteristics of the slow-cooled slags.

INTRODUCTION Sulphur is a mineral which accounts for 0.05% of the earth's crust and may be found either in its elemental state or as a compound. References to sulphur production and consumption are found in early antiquity and international trade of sulphur from volcanic deposits in Sicily began in the 1880's. The supply of sulphur consists of two components: the first is production, and the second is inventory. HISTORICAL SUPPLY Production World sulphur production in 1984 was approximately 53.5 million metric tons, compared to the 1970 level of 42 million metric tons. Of this 11.5 million metric tons production increase, brimstone accounted for close to 90%. Production distribution in 1984 was 62% brimstone, 21% pyrites and 17% other forms, while in 1970 it was 55%, 28% and 17%, respectively. Brimstone Production is derived either from mining operations (Frasch, underground melting and native refined) or as a by-product from hydrocarbons. World production in 1984 exceeded 33 million metric tons, up approximately 10 million metric tons from the 1970 level. This increase was uniformly distributed throughout the world as shown in Table A.

The Surface Mining Control & Reclamation Act is a complex piece of legislation signed into law on August 3, 1977. It is the culmination of more than six years of debate by the Congress over the need for a national regulation of surface mining as opposed to the prior concept of regulation by each concerned state. It departs from the more normal type of law in that it includes very specific requirements, limitations and performance standards. In its procedural aspects, it is somewhat similar to the Clean Air Act and the Water Pollution Control Act in that it places primary responsibility at the state level, provided the state meets minimum national requirements. At the time of writing this paper, in late December 1978, the Interim Regulatory Program has been in effect for seven months. The proposed regulations for the Permanent Program, the draft Environmental Impact Statement, and the draft Regulatory (Economic) Analysis ware available for eight weeks before the close of the comment period on November 27. We are now awaiting issuance of the final versions of these documents. The states in which coal is mined, for the most part, have made sere revision to their state laws and are in the process of revising their regulations, or have just completed the revision, to comply with the Initial Regulatory Procedures. They are now faced with another new major effort to analyze and plan for compliance with the Permanent Regulatory Program, which is expected to be promulgated by the Office of Surface Mining of the Department of Interior by the time this paper is presented.

The reagents commercially used in coal flotation and their roles are reviewed and discussed According to their function the reagents are divided into often overlapping groups: 1. Collectors 2. Frothers 3. Conditioning Reagents Frothers have by far the largest effect on the amount of coal recovered They act not only in their traditionally accepted function of “bubble makers”, but in coal flotation they serve in a seldom acknowledged role of collectors. A lab flotation study on four samples of different coal ranks shows how these react to various frother families and proves that no froher is the optimum reagent for all types of coal. The advent of new technology in flotation equipment in the past decade has resulted in various novel designs of column cells, Jameson and Centrifloat™ cells, air-sped hydrocylones, etc. All should require special frothers or blends of frothers to meet their specific needs.

This marks the 15th consecutive year for this column. During 1995, readers were asked to supply royalty data for construction raw materials especially for states where none is available. The response was discouraging and royalty data are still missing for several states for either sand and gravel or crushed stone. Several readers have said that this article has merit but more new information is needed to justify its continuation. Several articles and pieces of news relative to mineral royalties appeared in the trade journals. R. Lee Aston (E&MJ, November, 1995, p. 16N) described South Australian royalties as amended by the government in1994. The royalty rate (a percentage) was lowered but the assessed value for minerals was raised and the current rate amounts to 20 cents//t (18 cents/st).
