The Riverside Badlands Tunnel segment of the Metropolitan Water District of Southern California’s Inland Feeder Project, was lined with a segmented concrete primary lining and a welded steel final lining with the annulus filled with Low-Density Cellular Concrete (really a grout). The paper describes a numerical modeling technique that was developed to determine safe grout placement procedures to avoid pipe flotation, and shows the relationship between flotation and the rheology of the liquid grout. Design details of the steel liners are often not well suited to grout placement, and recommendations are given on how to improve this.

Anew approach to the use of projectiles for rock fragmentation uses recently-developed technology to optimize projectile shape and composition to achieve the desired type of breakage. Projectiles can also be made of various materials, as determined by the requirements of downstream processes. This paper describes laboratory tests with an 21-mm (8-guage) gun, and field tests with a 60-mm cannon.

The Detroit River Outfall No. 2. is an effluent water conveyance system linking the Detroit Metropolitan Wastewater Treatment Plant to the Detroit River. The 6.4m (21ft) finished diameter tunnel extends 1,890m (6,200ft) east from the bottom of a 91m(300ft) deep, 9.2m (30ft) diameter drop shaft. At the eastern terminus of the tunnel, six Riser Shafts connect the tunnel to diffuser heads on the riverbed. The tunnel runs through a highly fractured Limestone formation capable of producing high levels of groundwater in?ows and Hydrogen Sul?de gas. Control of this water and gas was a theme which ran through the entire Project’s design and construction. This paper will provide an overview of each portion of the Project’s construction, including the Entrance Shaft, Precast Concrete Segments, TBM Tunnel, Pre-Excavation Grouting Methods, and the Riser Shafts.

Drainage improvements at O’Hare International Airport, Chicago, IL included the installation of a drainage and storm water system to control the over?ow from nearby Willow Higgins Creek. This involved construction of a weir structure at the creek and the channeling of water from the weir to a newly constructed reservoir via three, 3.7-m(12-ft) diameter, underground storm sewer lines. The sewer lines passed beneath an existing, 2.3-m (90-inch) diameter high-pressure water main, which was to remain in service throughout sewer line installation. The soil composition around the water main ranged from medium stiff clays to silty sands and sandy silts. Triple-fluid jet grouting was used to stabilize the variable soil profile beneath the water main in preparation for tunneling and installation of the sewer lines. The varying soil strata presented a challenge to the project team to establish a constant set of jet grouting parameters throughout the stabilized zone while keeping within the specified unconfined compressive strength range for the stabilized zone of 690 to 1,380 kPa (100 to 200 psi)at 28 days.

Recent scientific studies by researchers at the National Institute for Occupational Safety and Health (NIOSH) and the U.S. Army Corps of Engineers (USACE) presented the worst-case explosion pressures that can develop if a methane-air mixture of a certain composition and dimension accumulates and ignites within a sealed area of a mine. The Mine Safety and Health Administration (MSHA) issued its final rule on sealing of abandoned areas which considers potential explosion pressures and the risk of achieving the necessary conditions. The new MSHA seals regulation has increased the pressure design criteria an order of magnitude beyond the old standard of 140 kPa (20 psi) to 800 kPa (120 psi). However, there still are major knowledge gaps pertaining to seals and sealed areas including: (1) the composition of the sealed area atmosphere and how it changes in time and space, (2) explosion pressures that might actually develop within sealed areas, (3) engineering procedures to follow when designing seals and seal installations, and (4) guidelines to manage the atmosphere within sealed areas with monitoring or inertization. NIOSH has initiated a seals research program with collaborators from Safety in Mines Testing and Research Station (SIMTARS) in Australia, West Virginia University (WVU), the Naval Research Laboratory (NRL), and USACE. Highlights of progress so far include: (1) construction of a gas explosion tube at Lake Lynn Laboratory for studying large methane-air explosions, (2) computer simulation of the fluid dynamics of high pressure methane-air explosions, (3) development of seal analysis methods considering construction materials, reinforcement and the seal foundation, and (4) development and testing of innovative seal designs that utilize inexpensive, readily-available rock rubble to resist high explosion pressures. NIOSH researchers aim to provide sound engineering guidelines to better address the new MSHA seal regulations. "Location. The iron formation of the Gogebic district (including the Penokee) comprises a narrow belt south of the western part of Lake Superior extending from Michigan for a considerable distance into Wisconsin. From the mouth of the Montreal River (about twenty-five miles west of Ashland) the iron formation is only about twelve miles distant, but it is about twenty miles south of Ashland. Beginning on the east at a point about eight miles east of Wakefield, Mich., it extends through Sunday Lake, Bessemer and Ironwood in Michigan, and thence south of west through Hurley, Wis., and only a short distance south of Mellen, Wis. About eight miles westward from Mellen, the formation disappears, but six miles further west it is known to reappear and continue thence for about eight miles. The total length of the range is about sixty miles, two-thirds of this distance being in the State of Wisconsin; but nearly all of the ore has been obtained from the eastern third of the district, which is in the State of Michigan.History. This iron range was first noted in 1848 by Dr. Randall, assistant geologist to Dr. David Dale Owen, while following the fourth principal meridian northward. It was also reported by Charles Whittlesey in an account of a survey made in 1849, and published by Owen in 1852. Analyses of the iron ore are given with the following account. ""The bed of magnetic iron ore south of Lac des Anglais is of extraordinary thickness,25 to 60 feet. * * In the wild and deep ravines where the Bad River breaks through the range, there is a cliff of slaty ore * * * probably three hundred feet thick. * * * I estimate more than one-half of this face to be ore, and in places the beds are from ten to twelve feet in thickness, with very little inter-mixture of quartz * * * . The position of the best exposures of ore which I saw is such as to require from eighteen to twenty eight miles of transportation to reach the lake."""

Today's subject of discussion, "OSHA AND ITS PROBLEMS", must be covered in the time allotted with a slight tongue in cheek approach, for if one is to believe that the "problems of OSHA" can be covered in a twenty minute review, he, himself, has one of three problems: 1. He has residual combat fatigue left over from World War II. 2. He is an egomaniac. 3. He is afflicted with both of the above. Clearly, the difference between divinity and humanity lies in their work. All human endeavor is plagued by errors and omissions, and unless one would be so facetious as to equate bureaucracy with godliness, our government-sponsored ventures seem to receive more than their share of missive missles with which to combat the ills of our society. Coming from an industry known for its undertaking of gargantuan projects, I feel capable of looking at things from the big picture perspective. No one would deny that the massive influx of government, both in the monetary and supportive personnel roles, has accomplished much. But only we, as tunnel constructors, have moved countless mountains of muck, placed endless yards of concrete and engaged the public on numerous fronts and in spite of all, at times have even made a profit! Profit! What a dirty word in our society today. It makes one shrink back from the filthy overtones dripping with the cloying scent of decay. Never shall we judge the success of our government programs with such a slimy yardstick as profit. No, for that which has been conceived in the bowers of Camelot, the measure must be more elevating and inspiring. Something to bring a proud bearing to our efforts! As the 2016 president of the Society for Mining, Metallurgy & Exploration Inc., I am pleased to present the 2016 issue of the Transactions of the Society for Mining, Metallurgy & Exploration Inc., Vol. 340. A significant portion of the contribution that we make as a professional society is the publication of professional and technical papers that accelerate the advancement of scientific knowledge and enable the transfer of technology. Communication within the mining community is the key to a successful society. This technology exchange continues a tradition that dates back to the 1871 meeting of 22 mining engineers in Wilkes-Barre, PA, that resulted in the founding of the American Institute of Mining, Metallurgical and Petroleum Engineers (AIME). Those individuals envisioned that these transaction volumes “would form a most valuable and greatly needed addition to our professional literature.” This volume fulfills that pledge. The 2016 Transactions contains some of the most interesting research and insights from the past year and features an international slate of authors spanning industry, academia and government. Papers include the latest findings from the U.S. National Institute for Occupational Safety and Health (NIOSH) and special-issue articles on process development testing. The 2016 Transactions consists of a total of 65 technical papers, encompassing all 21 papers published in 2016 in the Technical Papers Section of Mining Engineering (Vol. 68) and all 27 papers published in 2016 in Minerals & Metallurgical Processing (Vol. 33). Additionally, this volume contains 17 papers that are being published for the first time in this issue. The papers presented in this volume were written by some of the most distinguished professionals in the industry worldwide. All of the technical papers were peer-reviewed. The process of review and publication requires much hard work by authors, reviewers and our publications staff. As the 2016 president of SME and on behalf of all our members, I would like to extend our gratitude to all whose volunteer efforts contributed to the publication of this volume.

High horizontal stresses were recognized to impact roof stability more than 60 years ago. Since then, numerous measurements associated high horizontal stresses with difficult ground conditions. This paper presents case histories illustrating the practical usage of roof stress determinations for helping assess stability, not only in the case of high horizontal stresses but also of low stresses. Examples are given of high stresses associated with faults, mine design changes, quantification of stress shadow effect, and anistrophy. The paper concludes with a comparative evaluation on the effect of various stress fields on ground support requirements.

"Risk management in tunneling is more important today than it was a few years ago, considering increasing demands for safety and environmental and socio-economic sustainability, which are now required by citizens, owners, lenders, and insurers. Moreover, our current risk management philosophy should not only address risk avoidance and mitigation, but should also be used as a means of value creation, benefiting the overall project. Given the strategic implications of risk management, the authors intend to present, in this paper, a comprehensive overview of references and experiences from current practice—e.g., what is missing or weak, as well as possible or necessary developments that can have a key role in implementing effective risk management, particularly for a project’s design and construction phases. Therefore, as God has set some things in broad daylight; as he has given us some certain knowledge, though limited to a few things so, in the greatest part of our concernments, he has afforded us only the twilight, as I may so say, of probability (John Locke) PREFACE Many large-scale engineering and construction projects suffer millions of dollars in cost overruns, delays in design and construction, and operability troubles once finally completed (Edward W. Merrow, 2011). The undesired effects of these problems can become disastrous for large-scale megaprojects (those that typically cost US$1 billion or more), particularly considering that these are increasingly used as the preferred delivery model for infrastructure (Bent Flyvbjerg, 2014), often in public-private partnerships (PPPs). McKinsey G.I. (2015) has estimated that bridges and tunnels average 35% in cost overruns, and roads 20%. Some of the values published by Flyvbjerg (ibidem, 2014) for projects with relevant underground elements are the highest, with cost overruns from 60% to 300%. The analysis of 32 other case histories (from 1994 to 2010) given by Hartmut, R. (2011, IMIA Annual Conference, Amsterdam) indicates an average increase of costs around $55 million, with a 20-month average delay."

"R.E. Janes Gravel Co. is an aggregates producer is located along a paleo-channel of the Ogallala formation (locally known as the Slaton Channel) approximately 48.3 km (30 miles) southeast of Lubbock, TX. In an attempt to beneficiate the 25.4-mm (1-in.) concrete aggregate product, a log washer was installed in the processing line to liberate and remove fines (clay) from the finished product. The introduction of this extra cleaning step increased fines in the finished product, exacerbating the original problem. Several other processing options were investigated before a geological analysis was undertaken to try and define the lithology of the formation and formation characteristics in an attempt to alleviate this problem.Initial assessmentsThe mined resources are mid-Miocene to early Pliocene (16-4 mya) in age and is the eastern exposure of the Ogallala formation of the Southern High Plains escarpment. The Ogallala formation consists of coarse-grained alluvial sediments in paleovalley channel ways from the Rocky Mountains with fine Aeolian and paleosol deposition on the uplands across the High Plains region of the United States. Locally, these Rocky Mountain sediments from New Mexico were transported and deposited in a paleochannel that is approximately 0.805 km (0.5 miles) wide and 15.25 to 18.3 m (50 to 60 ft) in depth. As this channel cut across the Southern High Plains it eroded local rock sources of Late Cretaceous limestones and Triassic sandstones and mudstones incorporating them into the younger Ogallala depositional sequence.Depositional historyThe channel currently being mined is a nontypical Ogallala deposit. The Ogallala in the panhandle of Texas is divided into two units, the Couch and the Bridwell. The Couch is the older of the two and exhibits alluvial sedimentation of thicker and larger gravel (up to 76.2 mm or 3 in.) deposits fining upward to Aeolian sedimentation and thick friable caliche deposits. The Bridwell overlies the Couch and is characterized by alluvial sedimentation, a distinctive red tint and smaller gravel components (typically no larger than 25.4 mm or 1 in.) fining upward to Aeolian sedimentation and thick, well-indurated caliche cap. The Slaton Channel divides these two units and shares lithologic components of both, yet is lithologically distinct due to its Cretaceous Age limestone gravels that can be < 3.66 m (12 ft) in size. Caliche/calcrete is a calcareous (CaCO3) deposit that forms in the B horizon of soils as a rain water leachate of CaCO3 from the upper A horizon."

Hong Kong is an intensively developed region and has the highest vehicle densities in the world. In 2000 there were 6.6 million people and 580,000 vehicles using 1,890 km of road covering the 1084 km 2 territory. The high vehicle and population densities together with the difficult terrain have seen road tunnels emerge as key components both in the current and future road transportation network. Currently there are eleven operating highway tunnels in Hong Kong, seven government owned and the remaining four “build, operate and transfer” franchises, see Figure 1. The very first tunnel was the dual two Lions Rock Tunnel completed in 1967and the latest the dual 3 lane Tai Lam Tunnel opened in mid 1998. Figure 2 shows the alignment and statistics for all 11 Hong Kong tunnels. Looking ahead, Hong Kong has embarked on the study and design of the next generation of major highways and as many as a further seven tunnels are currently under feasibility study or detailed design. This seems an opportune year to produce a broad appreciation of the fire strategy, life safety and ventilation practices in Hong Kong not only for the existing tunnels but the new standards and requirements for the next generation of Hong Kong tunnels. This paper provides an overview of the fire strategy, life safety and ventilation of Hong Kong’s existing and planned tunnels. The paper pays particular attention to the areas where the unique conditions and requirements in Hong Kong impacts on tunnel and systems design and the solutions adopted to overcome these challenges.

This paper reviews the growth pattern in bauxite and alumina production, and primary aluminum smelting through 1980. Because the alumina and primary metal are intermediate products of the major integrated aluminum companies, it is not possible to determine their production costs. The costs indicated in this paper are order of magnitude costs based on published figures and the market price of these products. The conclusions in this paper indicate the general pattern of growth in the aluminum industry and are not meant to be a substitute for the feasibility and economic studies that are needed for individual bauxite mining, alumina refining and aluminum smelting projects.

The article cited above reflects the difficulty that is often encountered in interpreting different aspects of kriging. Baafi et al. write: "Due to negative kriging weights, negative block grades may be obtained in some extreme situations, which makes no practical sense." Their solution to this particular problem is to constrain the kriged estimates to data values that have positive weights, i.e., reduce the subset size contributing to the estimation. As Journel (1986, p. 133) has already observed, "Negative weights are no evil." Indeed, they are an ineluctable result of the Lagrangian multipliers in the system of simultaneous equations. The fact that data distant from the estimation point may be given negative weights simply means that the influence of such distant values must be negated because their influence is contradictory to closer values (as illustrated by Baafi et al. in their Figs. 3 and 4). Of course negative kriging weights applied to distant grade values will not in themselves induce negative grade at some central interpolation point. Negative grade values, rather, seem to be a particular artifact of automatic methods of estimation involving accumulations (Philip and Watson, 1985a, 1985b, 1987b). The elimination of negative weights, suggested by Baafi et al., is likely to exacerbate a quite different problem of kriging and piecewise spline interpolation discussed elsewhere (Philip and Watson, 1987a). In interpolating large data sets of scattered observations, changing local subsets or neighborhoods must be selected automatically. Because of the mathematical formulation of kriging and spline interpolation, discontinuities then occur between closely-spaced estimation points as the subset used in the estimation changes. If this subset is reduced in number and size, the discontinuities will be amplified and more common.

Land is a precious resource and should be treated as such by all members of our society. The soil covering this earth is only a very thin outer layer, varying in thickness from a few inches to a few feet and covering the rocks and minerals lying beneath the surface. The wise use of this valuable commodity is the responsibility of everyone. Many everyday activities disturb e earth&apos;s surface. Examples are highway construction, housing and commercial developments, agriculture, and various types of mining. This chapter discusses the relationships of the environment to land as it applies to surface operations in the coal industry. Mining by surface methods disturbs, for a brief period of time, thousands of acres of land annually. In addition, refuse piles, slurry ponds, abandoned mine structures, unprotected mine openings, and unsightly cleaning plants can also adversely affect land unless properly handled.

This paper describes the recent application of gasketed, precast concrete segmental lining design that has improved tunneling productivity and quality. The speci?c segment arrangement includes: six-piece ring with equal 60 degree gasketed segments, juxtaposed key and counter-key segments, trapezoidal and parallelogram shaped segments, inclined and skewed radial joints and plastic circumferential joint connectors. This allows rapid, but accurate ring erection, reducing mine cycle times. The design avoids cruciform joints, minimizes potential gasket damage and eliminates the need for separate left and right ring molds. The implementation on the Los Angeles ECIS and NEIS sewer projects is described.

JAMES DONALD FORRESTER 32.1-EXAMINATIONS The field examination of a mineral deposit or mining enterprise requires a comprehensive effort to determine all natural and man-made factors bearing upon the problem to be resolved by the investigation. Therefore, the purpose to be served by an examination must be fully understood before the engineer assumes responsibility, and before actual field work starts. A clear understanding facilitates planning the approach to the project for maximum efficiency and thorough acquisition of information. It follows, of course, that the engineer has the necessary knowledge and experience to discharge satisfactorily the professional obligations attending the project. Some studies are in herently more complex than others, and the requirements of the problem are not always the same. Some examinations require the detailed investigation of large operating or nonoperating mines or, possibly, of mining districts; others involve more or less reconnaissance studies; and still others rela¬tively small undeveloped mineral occurrences. Likewise, the primary objective of some analyses may be the evaluation of a mineral deposit or a mining property, whereas in other projects the major objective may be guiding mining or drilling work in the discovery of new or hidden ore bodies and mineral-bearing structures. Thus, the possible range of any given examination may extend in varying degree through one, or more, of the following types of procedures: 32.1.1--GEOGRAPHIC ENVIRONMENT Studies of geographic environment should be made to ascertain the general physical situation in the area under consideration and to identify those correlative factors hearing on the, findings resulting from the field examination. This commonly will include determinations of: A. Location of the field area with respect to the state and county in which it occurs and, if feasible, a record of the township, range and section with reference to the principal meridian, and base line (or lines) that apply. For examinations in foreign countries, or in regions outside the continental United States, it is desirable that the field locality, in each instance, be identified with reference to the boundaries of some form of political entity essentially comparable in character to the divisions used in the United States. B. Distances from existing communities and related service centers, via: 1. Roads, both improved and unimproved. 2. Railroads. 3. Navigable waterways. 4. Airports. C. Topographic relief as it will influence the selection of 1. Pit site or positions of underground mine portals or shaft sites, including dump areas. 2. Mill site, including tailings disposal area.

The Conveyor Equipment Manufacturers Association (CEMA) specification B105.1 "Welded Steel Conveyor Pulleys" adequately defines pulley assembly standards for light material handling applications. However, most mining applications demand pulleys of higher reliability and load capacity than that offered by CEMA standard pulleys. Various sources have published specifications for "Engineered" conveyor pulleys. Typically, these specifications require T-section type pulleys applicable to operating belt tensions exceeding 439 N/mm (2,500 lb./in.). This paper examines the application of CEMA standard pulleys, T-section pulleys and also a mining duty pulley design. The mining duty pulley fills the void between CEMA standard pulleys and T-section pulleys and can eliminate the high cost and long lead times associated with T-section type pulleys.

The Metropolitan Water District of Southern California is designing new outlet facilities for Lake Mathews, including a junction shaft, connecting tunnels, and an ear-shore outlet tower. Since Lake Mathews must remain operational during construction, groundwater inflow potential is a concern. This paper describes the challenges and methods used to investigate rock mass and groundwater conditions at an operational reservoir, where offshore and onshore geotechnical exploration was performed. Several investigative and analytical methods were used to characterize rock mass and groundwater conditions, including rock coring, downhole geophysical and video surveys, hydraulic conductivity testing, automated groundwater level monitoring, and laboratory testing.
