Variations in designs between belt cleaner systems are so wide that it is impractical to establish a dimensional stan- dard. The number of variables that affect the efficiency of belt cleaners is too great to assume a required number or style of cleaners for broad classifications of bulk solids or typical applications. The amount of carryback remaining on the belt is more dependent upon the characteristics of the bulk solid and the physical parameters of the conveyor system than it is on tonnage of material conveyed. Therefore, a performance-based standard is proposed. Three levels of cleaning performance are proposed: • Level I cleaning is general specified when concerns about carryback are not critical. Cleaning systems normally associated with achieving a Level I performance are single or double cleaner systems with one-piece blades undergoing poor to average maintenance. Frequent cleaning of the carryback that falls from the return run will likely be required. • Level II cleaning is generally specified when carry- back is of concern but does not create a safety or environmental problem. Cleaning systems normally associated with Level I1 performance are multiple cleaner systems with segmented blades undergoing the manufacturer's specified maintenance. Regular but infrequent cleaning of the carryback that falls from the return run will likely be required. • Level III cleaning is generally specified when con- cerns about carryback are critical. Concerns range from safety to environmental to product contamination. Cleaning systems normally associated with achieving a Level 111 performance are multiple cleaner systems in conjunction with at least one low- volume water spray. Scheduled inspection and the manufacturer's specified maintenance would have to be performed to maintain a high level of cleaning performance. Difficult-to-clean bulk materials may require the use of a washbox system with multiple cleaners using a combination of low-volume eater sprays to lubricate the cleaners and high-volume sprays to keep the washbox and discharge piping freely flowing. Further addition of a water and sludge recycling system reduces the amount of water that ends up in the product to a negligible amount. Very infrequent cleaning of the carryback that falls from the return run will be required. PURPOSE The purpose of this proposal is to propose a standard method for specifying belt cleaner systems based on user expectations and equipment performance over time. DEFINITION In bulk solids handling by conveyor belt, carryback is the material that adheres to the belt after the belt discharges its cargo. PROPOSED STANDARD Required Basic Good Practices There are a number of basic design and operating principles that are good practice for the selection, installation, and maintenance of belt cleaning systems on conveyors in order to achieve "standard belt cleaning performance over time. 1. The Belt Cleaning System shall be designed to meet the performance requirements based on the worst operating conditions and worst bulk solids proper- ties that are expected. 2. Each conveyor discharge point shall be designed to readily accept the manufacturer's recommended minimum number of belt cleaners. In addition, the discharge chute shall be designed to accept, with minor modifications, at least one additional cleaner if it is required.

Oxidation potentials have been measured in the presence of various concentrations of cyanide, ferrocyanide, and ferricyanide and ethyl xanthate at various values of pH and related to flotation response. Eh-pH diagrams are constructed and show that the formation of surface ferric ferrocyanide is probably responsible for depression when cyanide is added. The influence of cyanide in the depression of pyrite with xanthates as collector has been the subject of many investigations (1,2,3,4,5,6), and from these studies several theories on the mechanism of depression have evolved. Wark and Cox (7) and Gaudin(8) have suggested that the depressing effect is due to a competition of cyanide ion with xanthate ion for the surface. Cook and his colleagues (9,10,11) have explained this phenomenon in terms of competition between hydrocyanic acid and xanthic acid. Sutherland (12) has shown that both of these theories describe accurately the relation between pH value and cyanide addition at constant collector addition but fail to describe the relationship, between pH value and the amount of collector required to cause flotation. Taggart(12) suggested that depression in these systems is due to the formation of a reaction product between ferric ion at the pyrite surface and ferrocyanide ion derived from solution. Majumdar(4,6) has attempted to prove this hypothesis by measuring the contact angles of pyrite in the presence of 25 mg/liter ethyl xanthate and different concentrations of potassium ferrocyanide and ferricyanide. In all cases the contact angles were quite high up to pH 10; these results indicate that pyrite should not be depressed by either potassium ferrocyanide or ferricyanide. In view of these facts, Majumdar has assumed that the compound Fe(CN)2 forms at the surface.

In recent years the widespread problems of air and water pollution generated by both population and industrial expansion have become a major public concern. Therefore, many municipalities are striving to achieve more efficient wastewater treatment processes so these wastewater's can be reintroduced into the waterways of our nation with little or no detrimental effects on the future beneficial use of that water. With this, improved treatment comes an ever increasing volume of wastewater sludge which must be disposed of in a manner of minimal impact on the environment. Furthermore, with demand for energy continually accelerating in this nation, our concern over high oil prices and our increasing dependency on foreign oil sources, there has been an ever growing interest in the largest energy source that are nation has, coal. However, surface mining of coal can cause many environmental problems when adequate precautions are not faithfully adhered to. These problems include water pollution from silt and/or clay erosion and acid runoff, produced by oxidation and hydrolysis of pyrite; i.e., FeS2 + 3/02 + H20 + FeSO4 + H2SO4. One method of wastewater sludge disposal which can utilize large volumes of sludge for a beneficial project that may not compound our environmental problems is spray irrigation, to either depleted farmland or to abandoned strip-mined soils. Sludge is characteristically high in organics, as well as having near neutral to alkaline pH properties. With these two qualities it possesses a potential for neutralizing acid strip mine spoils, which would enhance the establishment of a vegetative ground cover. The vast majority of the estimated 100 million rock anchors installed in mines in the USA per year use resin cartridges (Tadolini and Mazzoni, 2006). About 4.5 million per annum of these are bolts with a mechanical shell that if properly installed become effective active supports on installation. In addition, cable anchors (mostly passive) are installed with typically 4 ft of effective resin anchorage length sometimes with mechanical shells, which further makes the installation more difficult. This is because the cable (even with a stiffener tube) is not very rigid. When installing bolts with mechanical shells and cable bolts in the holes, the back-pressure can be so high that the installation is unsuccessful often creating a ?spinner? (an un-tensioned bolt) at best or buckling the bolt thus requiring another bolt/cable to be installed, or leaving a poorly functioning unit. The installation problems can create a significant potential safety hazard and waste time and money. Using a purpose designed test rig that physically inserts different rock anchors into pipes with resin and measure the back-pressure developed with time during the insertion/ installation. The test installation procedure is designed to mirror that used underground by rockbolt operators in coal mines. In addition a computer model has been calibrated that can predict the approximate back pressure of new anchor and resin combinations acting as a screen before physical testing. This research has lead to an understanding and quantification of the insertion back-pressures and this already resulted in improved prototype designs that could lead to more reliable mechanical shell and resin bolt installations.

The Hurtières Tunnel was built in 1995 with drill and blast method, in metamorphic schist. It is located between Lyon and Torino on the A 43 motorway in the French Alps. During the construction, a geological hazard was encountered, which caused a massive ground collapse. The tunnel was filled up with 3,000 m3of glacial materials. Geological investigations realized after the accident showed that a narrow glacial valley was present at this location the water table was 40 m above the tunnel level. The paper will describe the collapse and the remedial methods which were implemented to proceed through the failure area. These included drainage works,2,000 m3 grouting and 6,200 ml jet grouting columns.

Coal production in the United States in 2010 increased to a level of 960 Mt (1,085.3 million st), according to preliminary data from the U.S. Energy Information Administration (EIA), an increase of 1 percent, or 9.43 Mt (10.4 million st) above the 2009 level of 975 Mt (1,074.9 million st) (Table 1). In 2010, U.S. coal consumption increased in all sectors except commercial and institutional, while total coal stocks fell slightly for the year. Coal consumption in the electric power sector in 2010 was higher by 4.5 percent, while coking coal consumption increased by 37.9 percent and the other industrial sector increased by 7.1 percent. The commercial and institutional sector, which prior to 2008 had been called the ?residential and commercial? sector and is the smallest of all the coal-consuming sectors, declined by 3.1 percent in 2010. (Note: All percentage change calculations are done at the short tons level.) U.S. coal exports increased from the 2009 levels due mostly to higher demand for metallurgical coal, while coal imports decreased for a third year in a row. The increase in coal consumption for electric generation during the year was the consequence of improving domestic economic conditions further bolstered by a cold winter and warm summer in important coal-consuming regions. Preliminary data show that total generation in the electric power sector (electric utilities and independent power producers, including useful thermal output) in the U.S. increased in 2010 by 4.2 percent. Coal-based generation also increased, resulting in a 38-Mt (42-million st) increase in coal consumed in the electric power sector. Coal use in all the sectors other than the electric power sector increased by 13.9 percent to a level of 65.9 Mt (72.7 million st).

"The electrokinetic and flotation behaviors of ilmenite using lead ions as the activator and sodium oleate as the collector were studied. The results of microflotation show that the flotability of ilmenite can be improved by lead ions obviously. The isoelectric point of ilmenite increases from 5.32 to 7.7 after the addition of lead ions because of the adsorption of Pb2+ and Pb(OH)+. The results of zeta potential measurements and the collector adsorption density calculation show that the adsorption of sodium oleate on the ilmenite surface via chemisorptions in addition to electrostatic interactions. Besides, the adsorption density calculation results show that as the addition of lead ions as the activator, the adsorption amounts of collector are greater than those without activation which is in aggrement with the flotation behaviors. INTRODUCTION Ilmenite, as an oxide mineral of formula FeTiO3, is usually used as the main resource of the extraction of titanium (Bulatovic and Wyslouzil, 1999). There are many researches showing that the conventional methods, such as gravity separation, magnetic separation and flotation, do not work efficiently as expected (Mehdilo et al., 2015; Zhu et al., 2011). Nowadays, to produce ilmenite concentration feasibly and efficiently, these separation methods above are combined for a reason that the raw ilmenite ores are characteristic of poor, fine and complicated. Moreover, surface modification, such as surface dissolution method, microwave irradiation and oxidation roasting, is applied to improve the flotability of ilmenite currently (Welham and Llewellyn, 1998; Zhang and Ostrovski, 2002). Generally, fatty acid salts are used as the collector for the flotation of oxide minerals and sodium oleate is usually used as the collector for the flotation of imenite ores (Fuerstenau and Pradip, 2005). The mechanism, such as individual ion electrostatic adsorption, chemical adsorption, ion–molecule dimeric complex adsorption, and the coadsorption of ion and molecule, have not been discussed systematically using sodium oleate as the collector in the flotation of ilmenite (Somasundaran, 1983). Under the activation circumstance using the lead ion as the activator and sodium oleate as the collector, the interaction mechanism seems to be still unclear. In the present study, the interaction mechanism between ilmenite and sodium oleate using lead ion as the activator are studied by microflotation, zeta potential measurements and adsorption density calculation. EXPERIMENTAL Materials and reagents Pure ilmenite minerals were obtained from Panzhihua, Sichuan province, China. The minerals were ground in a porcelain mill with an agate ball. Following that, the prosucts were sieved, and the samples of -0.074+0.038 mm size fraction were used for the microflotation experiments. The results of XRF show that the content of titanium element is 30.58%, showing that the purity of ilmenite is above 90%. On the basis of the results of XRF, it is determined that the purity of ilmenite is very high and meets the needs of microflotation"

"INTRODUCTIONThe Port of Miami Tunnel (POMT), designed and constructed by Bouygues Civil Works Florida between 2009 and 2014, was a Public Private Partnership between the Miami Access Tunnel Concessionaire, Florida Department of Transport, Miami-Dade County and the City of Miami. The project comprises dual 11.3m internal diameter, 1.27km long, twin lane road tunnels running between Watson and Dodge islands and under the main shipping channel in Biscayne Bay (Figure 1).The POMT was a unique project which embodied many technical firsts and involved the first large diameter tunnels constructed through Florida’s challenging sedimentary carbonate strata. At the outset, a comprehensive ground investigation was performed, using both conventional and less conventional investigation techniques, to characterise the highly heterogeneous ground conditions.The findings of the investigation had a major impact on the tunnelling methods, triggering a series of mitigation works to ensure that the tunnels could be excavated safely and effectively. The mitigations included modifications to the already designed Tunnel Boring Machine (TBM), to facilitate an innovative excavation process, and a unique grouting campaign (Storry et. al. 2013a). The project was completed and opened to traffic in August, 2014 and has significantly alleviated traffic congestion in Downtown Miami.GEOLOGICAL CONTEXTThe geological conditions at the project site consist of carbonate sediments which can be divided into distinct geologic units; the Miami Limestone Formation (Layers S3, S4), the Fort Thompson Formation (Layer S5), the Anastasia Formation (Layer S6), the Key Largo Formation (Layer S7) and the Tamiami Formation (Layer S8). Multiple changes in sea level over a relatively short geologic time scale have resulted in a heterogeneous profile consisting of interbedded sedimentary rocks and sediments, which vary widely, both vertically and laterally (Figure 2)."

Chemical and mineralogical characterization of Malaysian monazite, a phosphate mineral, bearing rare earth elements separated from the tin tailings originated from Ipoh, Perak, Malaysia, was performed in this paper. The study aims to collect detailed information on the chemical composition, crystal phases, and microstructure of the mineral monazite concentrate that would aid to optimize the subsequent hydrometallurgical processes for high-efficient separation of thorium and other associated rare earth elements. A systematic characterization study of the concentrate was conducted using techniques such as optical microscopy (OM), scanning electron microscopy (SEM) equipped with energy-dispersive X-ray spectroscopy (EDS), and Fourier-transform infrared spectroscopy (FTIR). These techniques analyzed the morphological details on the surface, elemental analysis, and mineral association assessment and identified the surface functionalization groups. The bulk composition and the mineral phases in which the elements are present were studied by wavelength-dispersive X-ray fluorescence (WD-XRF) and X-ray diffraction (XRD) studies respectively. The XRF analysis confirmed the presence of Ce, La, Nd, Pr, and Y (rare earth oxides: REO’s ~ 60 wt.%) while thorium dioxide (ThO2) accounted for 7 wt.% of the total composition. Traces of Ca, K, Al, Fe, Ti, and Mn were also confirmed by SEM elemental mapping. The XRD results confirmed that the concentrate was primarily composed of monazite (Ce, La, Nd, Th (PO4)) along with minor impurity phases of quartz. Automated mineralogical analysis was used as a confirmatory tool to corroborate the preliminary evidences. Based on the particle size distribution analysis supported by SEM, the majority of monazite grains were found to be present in the size range of 170–210 μm. Strong bands of PO4 and SiO4 were observed in the IR spectra corresponding to the phospho-silicate matrix of the REE mineral.

"The early mining of iron ore in Minnesota was carried on with the most primitive kind of tools. The pioneers used only such equipment as could be packed from Duluth through one hundred miles of forest to the first mines on the Vermilion Range and the operations were carried on with picks, shovels, hand drills and wheelbarrows, the ore being hoisted in buckets with a horse winch and carted in horse drawn wagons to the stockpile. This was about the extent of the mechanical equipment of the Minnesota iron mines in the early eighties.As soon as a railroad was pushed through from Two Harbors to the Vermilion Range the equipment began to be improved upon; wood burning steam boilers were installed and small steam puffers displaced the horse-winches, wheelbarrows were aban¬doned and small cars were introduced. Hauling the hoisted ore in wagons was discontinued and trestles were built so that the ore could be stockpiled more cheaply through the use of cars and high piles. These same stockpiles were loaded by hand into the 10 and 15 ton capacity railroad ore cars.Within a few years a marked change took place—the hand drill gave place to the air drill, such as No. 3 Rands, Ingersolls, Sargents and some Sullivans. Tramming was done by mules, the ore hoisted in. self-dumping skips, hoisting engines were intro¬duced and it seemed as though mining as a business in Minnesota had come to stay. At this stage someone conceived the idea of making the stockpile floor about three feet above the top of the ore cars to facilitate the hand loading of stockpile ore for trans¬portation. This was done through the use of wheelbarrows at first and later by using I-ton cars running on tracks laid on the stockpile floor."

Titan Group’s environmental policy and Sharrcem’s Corporate Social Responsibility (CSR) are the driving forces behind the development and implementation of a comprehensive Rehabilitation Plan at Dimce Quarry, which is the main raw material source for Sharrcem Cement Plant since the 1970’s, located in the municipality of Hani i Elezit in Kosovo. Based on an Environmental Impact Assessment Study and the approved Mining Plan and also on the principles prescribed in the Guidelines on Quarry Rehabilitation, released by the Cement Sustainability Initiative of the World Business Council for Sustainable Development (WBCSD-CSI), Sharrcem has adopted a quarry operation and rehabilitation process in line with the best practices in the mining and cement sector. This paper discusses the background for the development of the rehabilitation plan and the results of rehabilitation activities, as have been implemented over the last few years. The main objective of the progressive rehabilitation plan at Dimce Quarry is to restore the depleted pit and return it back to the original land owners for resettlement. To date approx. 3,4Ha of former mining area has been restored by backfilling and levelling of the depleted closed pit and returned back to owners, who have built their houses and turned it into a living area again. This Quarry has turned out to be a real composition and practical example of preserving and returning back the natural resources in a state compatible with the surrounding environment and with respect to the needs of the local stakeholders. The motivation for business to engage in rehabilitation activities in the first place lies in the belief that the development and implementation of a progressive and practical Quarry rehabilitation plan and restitution of the land will deliver significant environmental and social benefits that outweigh the long-term rehabilitation costs, while maintaining the company’s reputation.

Mine backfilling is a desirable method for the disposal of retorted oil shale. Hydraulic, mechanical and pneuna.cic transport and stowing methods were investigated, and the mechanical transport and stowing method using conveyors was selected as the most promising system. Transport of retorted oil shale at the rate of 3000 cons per hour (2700 t(h) to the backfill level, situated about: 2000 feet (610 m) below surface, with skips or conveyors is uneconomic. Hence, borehole transport utilizing gravity flow was investigated. This paper describes the theory of flow, flow properties of retorted oil shale, and the design of a borehole and hopper system.

Zinc ranks third and lead fourth in world nonferrous metal conumption. In 1972 the free world consumed 3,333,000 mt of refined lead and 4,422,000 mt of refined zinc. The lead tonnage was divided into the following end uses: storage batteries (42%), lead allows (7%), pigments and chemicals (11%), cable sheathing (9%), gasoline additives (13%), pipes and sheets (8%), and miscellaneous uses (10%). The corresponding distribution of zinc uses in 1972 was galvanizing (39%), die casting (26%), brass (15%), rolled zinc (8%), oxide excluding American Process zinc made directly from concentrate (6%), and other uses (6%). The pattern of usage of lead and zinc varies considerably from country to country. During 1972 in the USA 49% of refined lead was consumed in storage batteries, 19% in gasoline additives, and only 3% in cable sheathing, whereas in the United Kingdom 28% of the lead was consumed in batteries, 14% in cable sheathing, and 14% in gasoline additives. For zinc the major US uses were die casting (41%) and galvanizing (37%), with about 3% consumed as rolled zinc; corresponding usages in the same applications in France were 12, 28 and 28% and in Australia 12, 67, and 3%, respectively. Copper price rebounds A worldwide scramble for diminishing supplies of copper has pushed the red metal's price to more than $2.20/kg ($1 per lb), the highest level since 1980. The first nine months of 1987, world copper production was down 1% from a year ago, while consumption rose 7%. Demand has been fueled by economic strength in several countries, particularly Japan, South Korea, and Taiwan. The price has also been helped by interest rate declines that have prompted manufacturers to build up inventories. In addition, China is expected to be a major buyer in 1988 as it stocks up for its five-year industrialization plan. There appears to be no sign of any significant increase in copper supplies until later 1988 or early 1989. This means supplies probably will remain tight for some time even if world economic activity slows. Strikes and other production problems slowed world output of copper in 1987. As a result, copper supplies are the lowest they have been in 14 years. World inventories currently total 625 kt (690,000 st). That is not much above the 585 kt (645,000 st) level reached in 1974 when the price of copper rose to a record $3.84/kg ($1.74 per lb). This makes all the more interesting what Chile, the world's largest copper producer, has been doing lately. Chile has been the world's largest copper producer since 1982, when it overtook the United States. Table 1 shows Chile's copper grades, reserves, and production at its mines. Chile contains roughly one-fifth of the world's copper reserves. At present production rates, these reserves would last for more than 100 years. In 1986, Chile produced 1.4 Mt (1.5 million st) of fine copper, up 3%. Chile accounted for 17% of the world's copper output.

Barrier pillars and gateroads play a vital role for the safe exploitation of coal from the panel in the longwall workings. The barrier pillars and gateroads are subjected to the front abutment and side abutment loads during the retreat of the panel. These structures may fail if the developed load on them is higher than their strength. The stability of the longwall structures such as barrier, gateroads and face is paramount in extracting the coal from the panel safely. For this, a deep longwall mine in India is chosen for the study using a 3D numerical modelling technique. In this paper, three critical conditions such as scenario 1 (no side goaved-out panel), scenario 2 (with side goaved-out panel) and scenario 3 (with two side goaved-out panels) are taken. For each scenario, five retreat distances such as 100, 125, 150, 175 and 200 m are considered for detailed investigation. The development of vertical displacement in gateroads, vertical stresses on barriers, vertical stress concentration factor, abutment zone and yield zone for longwall face are extracted and analyzed. Also, the safety factor of the barrier and longwall face is estimated considering the Hoek–Brown rock mass failure criterion. From the study, it is observed that the maximum vertical displacement of 121 mm in TG3 at scenario 3 for a retreat distance of 200 m and a minimum vertical displacement of 33 mm in TG2 for a retreat distance of 100 m at scenario 2. The development of vertical stress on the barrier is found to be between 8.78 and 13.40 MPa, and the safety factor of the barrier lies in between 1.56 and 1.80. The study also revealed that the yield zone at the longwall face lies within 2 to 3 m.

Temporary local seismic networks were installed in western Crete, in central Crete, and on Gavdos, an island south of western Crete, in order to image shallow seismically active zones of the Hellenic subduction zone. Data acquisition was divided in four campaigns through the years 1996 to 2001. More than 4000 events in the magnitude range between 0.5 and 4.8 were detected and localized. The resulting hypocenter distribution allows the localization of seismically active zones in the area of central Crete from the Mediterranean Ridge to the Cretan Sea. The comparison of the hypocenter distribution and the structure has allowed intraplate and interplate seismicity to be distinguished. A southwards dipping zone of high seismicity within the Aegean lithosphere is found south of central Crete in the region of the Ptolemy trench. Between 20 and 40 km depth beneath central Crete, the Aegean lithosphere appears to be seismically inactive. Especially for the year 2001, 1560 events were localized, by the seismic network installed on Messara, central Crete. Most of the seismic events were located, as expected, in the South region of central Crete. National Observatory of Athens (NOA) maintains a permanent seismic network in Greece. In this work a comparison of the earthquake epicenters obtained from both the NOA network and the BOCHUM-TUC network is presented.

During a century of active mining, the Park City mining district produced millions of ounces of silver in addition to a substantial amount of mine tailing waste. Since 1985 the City has been remediating these impacts with state and federal oversight. One particular challenging CERCLIS site, that was previously a historic mine tailings pond is known as Prospector Square Development (CERCLIS Listing Silver Creek Tailings UTD98051404). This site has been very challenging due to the metals that impact the shallow ground water that eventually drain into the Silver Creek Watershed. To address the water quality impairment the City and Missouri University of Science and Technology teamed up to investigate the feasibility of constructing a horizontal-flow wetland to treat this pollutant source. This effort began with the building of a pilot cell in June of 2004 and lead to the construction of a full scale horizontal-flow wetland in the fall of 2008. The design of the pilot and full scale biocell was based upon lab-scale research conducted by the Missouri University of Science and Technology. In October of 2008, the Prospector Drain effluent was introduced to the system and to date analytical results reveal that the biocell is treating the Prospector Drain outfall below the Silver Creek Total Maximum Daily Load (TMDL) endpoint goals for zinc .39 mg/L and cadmium .00075 mg/L. The water chemistry of the influent, that originates from the historic silver mine tailings pond, is impaired with zinc and cadmium and has low iron with a pH of roughly 6.5. The construction of this unit encountered many challenges related to constituent relations, regulatory scrutiny, constructability and start-up. Nonetheless, since implementation this unit is considered a success for improving water quality within the Silver Creek Watershed.

INTRODUCTION Public opinion, over the effect of industrial development on the environment, has required government to institute guidelines for the protection of the environment both during the development of and after the decommissioning of mines. In no other area of mining has this requirement been more consistently applied in recent times than in the development of uranium mines. Uranium mines have been a focal point because of the very real uncertainties associated with the detrimental effects of radionuclides and the possible hazards of radiation. In order to determine if there is an environmental effect caused by a development or the storage of the mine waste as tailings, it is necessary to know what the quality of the environment was prior to the production of the tailings. This is the reason for baseline data programs. It is neither technically nor economically feasible to completely define the environment in any given region. Therefore, judgement decisions must be made prior to the development as to what aspects of the environment are more likely to be affected by the presence of the tailings, and to what degree. These decisions have evolved over a period of time based on information generated from existing facilities, scientific research, and the development of strong public opinions. This process is not static, but evolves with the growth of information and the technological developments which permit greater control of industrial pollution and waste management. A well-designed baseline program will reflect changes in science, technology and public attitude, even in advance of government regulations to enforce policy changes. RATIONALE FOR PREOPERATIONAL BASELINE STUDIES There are three distinct phases to be considered in the construction of an environmental assessment for a uranium mine tailings containment facility. I. The froth flotation of coal, differing greatly from that of most minerals1-5, is not improved but rather impaired by temperatures higher than room temperature6-10 This phenomenon has long taunted us for an explanation. Gayle and Associates 8,9 reported the lack of relationship between their contact angle measurements and their flotation of American coals under various temperatures. Bailey and Whelan6 stated that the viscosity of flotation reagents, offering some clue for their flotation of British coals at low temperatures, could not be put forward as an explanation either in whole or in part for the effect of temperatures on coal-flotation. In this paper, a froth hypothesis is proposed to explain the flotation behavior of coals under various pulp temperatures. Test work involved the flotation of coals and the frothing of reagents.
