That you are giving the Daniel C. Jackling award to me is a great personal honor. But more significantly, it is a recognition that geostatistics has come of age. And since I am considered by many as belonging to an older generation of geostatisticians, I thought that it would be fitting that I reflect on where geostatistics came from and where it might be going. First, though, let me propose a definition of geostatistics. Etymologically, paraphrasing Webster's definitions of "geo" and "statistics," it is "a branch of mathematics dealing with the collection, analysis, interpretation and presentation of masses of numerical data taken from the earth." This definition is most appropriate in the context of mining geostatistics. It includes both classical and spatial statistics. It emphasizes the earth aspect, or the analysis of geologic features. And it should remind the practitioner that geologic input is a critical part of all geostatistical applications. In the 1910s, statistical methods were already used to analyze geological data. However, the origin of geostatistics, as we know it today, is best set in the late 1940s, when H.S. Sichel recognized the lognormal distribution of sample values in the South African gold mines. In 1951, Daniel Krige observed that "it can be expected that the gold values in a whole mine will be subject to a larger relative variation than those in a portion of the mine." In other words, samples taken close to each other are more likely to have similar values than if taken farther apart. This observation is the foundation on which spatial statistics, which characterizes values defined in a multidimensional space, is built. However, the 1950s were marked by studies based on classical, as opposed to spatial, statistics. It was only in the 1960s that the need was recognized to model the similarity between sample values as a function of the distance between samples and that the semivariogram was defined. A theoretical framework was developed by Matheron that supplied an elegant mathematical explanation to the empirical observations made by Krige. Matheron coined the term "kriging" in recognition of Krige's pioneering work on the geostatistical evaluation of mineral deposits. As soon as this theoretical framework was developed, it was possible to bring geostatistics to the academic world. The "Centre de Geostatistiques" was founded in Fontainebleau. Numerous students were trained there, disciples eager not only to improve the theory and develop more sophisticated mathematical tools, but also to spread the new faith throughout the world. INTRODUCTION A safe heat stress control strategy for an underground mine has three elements: Application of an environmental measure which reflects physiological strain with sufficient accuracy for the range of conditions encountered underground. Acceptance of a functional relationship between the environ- mental measure and human performance which is used to optimise the environmental conditions achievable with either ventilation or ventilation and refrigeration. A management control strategy based on the environmental measure which is designed to ensure that work in environments where excessive physiological strain may occur is prevented and corrective action is initiated. The environmental measure that reflects physiological strain is the link between the three elements and, since the turn of the century, the discussion of the merits of various indices has been prolific. One problem in selecting a suitable measure or index is the ease with which it can be physically obtained relative to accurately reflecting the physiological strain. For example, wet bulb temperature is simple to measure and, for a particular mining sys- tem, it may adequately represent physiological strain, however, it would not necessarily provide the same relatively safe measure in a different mining system. The acceptance of a measure which can be universally applied has been confounded by both development and predisposition. That is not to say that there is only one "correct" measure and all others are unsuitable. It is self evident that if the application of a particular index has resulted in adequate control, then that mea- sure is correct for that situation. However, an understanding of the limitations is necessary to ensure that adequate control is maintained as mining conditions change. Almost 100 years after the question of heat stress in mines started to be dealt with in a collective manner, an analysis of the available information is leading towards a general strategy to control this problem. In the paper, the developments in heat stress assessment are briefly examined and followed since the earliest published observations on the effect of heat in mines (Haldane, 1905), efforts to determine a relationship between an environmental measure and human performance are reviewed and summarised and the benefits of control strategies such as acclimatisation and shortened shifts are discussed as they relate to Mount Isa Mines. The results of testing the prototype air cooling power instrument are discussed and a heat stress control strategy outlined. HEAT STRESS AND AIR COOLING POWER The operation of the human engine is analogous to other engines where the conversion of chemical energy from the oxidation of fuel to useful mechanical energy is not 100% efficient. In a diesel engine it is about 33% and in a human engine less than 20% resulting in at least five times as much heat produced by the meta- bolic process as useful work done. Metabolic energy production is related to the rate at which oxygen is consumed and is about 340 W for each litre of oxygen per minute. Using measured oxygen consumption and an average body surface area of 2.0 m2, the approximate metabolic energy production associated with different mining tasks is (Morrison et al. 1968):- • Rest, 50 W/m2 • Light work, 75 to 125 W/m2 (machine, LHD or drill jumbo operators) • Medium work, 125 to 175 W/m2 (airleg drilling, light construction work) • Hard work, 175 to 275 W/m2 (barring down, building bulkheads and timbering) • Very hard work, over 275 W/m2 (shovelling rock) Heat balance is achieved when the rate of producing heat (the metabolic heat production rate) is equal to the rate at which the body can reject heat mainly through radiation, convection and evaporation. Heat exchange between the lungs and the air in- haled and exhaled is normally less than 5% of the total and there- fore usually ignored. Any heat not rejected to the surroundings will cause an increase in body core temperature. Since heat stress is related to the balance between the body and the surrounding thermal environment, the main parameters required to be known when determining acceptable conditions are those associated with the heat production and transfer mechanisms. These can be summarised as follows: Metabolic heat production rates (M - W) Skin surface area (A3) (and effects of clothing) Dry bulb temperature (t[ ]) Radiant temperature (t[ ]) Air velocity (V) Air pressure (P) Air vapour pressure (e [ ]) The rate of heat transfer to or from the environment depends on the equilibrium skin temperature t, and the sweat rate S,. These in turn depend on the response of the body to the imposed heat stress and the effect of thermoregulation (Stewart, 1981). Thermoregulation The body contains temperature sensitive structures which send impulses to the brain at a rate depending on the temperature. Both hot and cold signals can be differentiated and the thermoregulatory response ahivated according to which signal pre- dominates. If "cold" signals are dominant, body heat loss is re-

INTRODUCTION Construction of Phase I, Section A, of the Baltimore Region Rapid Transit System required that six underground stations be built using a cut and cover excavation technique. For five of these stations, soldier piles, used as support of excavation, were installed with tip elevations well below the bottom of the excavation. However, in the case of the sixth subway station, the Mondawmin Station, soldier piles were installed only through soil and decomposed rock, with the tips of the piles being stopped well above the bottom of the excavation in partially decomposed rock. Below the tips of the soldier piles, and below a cut slope where piles were not installed, the sides of the excavation consisted of partially weathered and fresh rock and were supported by a combination of rock bolts, wire mesh and shotcrete. An extensive installation of geotechnical instrumentation permitted detailed monitoring of horizontal and vertical movements of the soldier piles and the walls of the excavation. Preliminary studies indicated that the excavation support system selected for the Mondawmin Station would have several advantages over a conventional system consisting of soldier piles extending to the bottom of the excavation, braced with prestressed struts. These advantages included lower cost of installation, a decreased time required for installation, and a more open excavation for the contractor during construction of the station. The Mondawmin Station is situated in the northwestern quadrant of Baltimore City, approximately 6.4 km (4 miles) from the center of the City. In 1998, Kentuckians for the Commonwealth filed an Administrative Petition with the Kentucky Natural Resources and Environmental Protection Cabinet to designate 8,903 +/- hectares (22,000 +/- acres) on Black Mountain, which contains the state’s highest point, as unsuitable for mining. A fast track legislative process was triggered which could have "taken"100 million tons of coal reserves or, in the alternative, imposed severe restrictions on mining. Even with all parties represented by reasonable individuals, this process can be extremely cumbersome and expensive. The legal and technical preparation for this unusual hearing process as well as issues and strategies of the negotiated resolution are reviewed.

More than 80% of U.S. roof bolts are fully-grouted, but about 1500 roof falls are reported each year. Anchorage failure of a fully grouted bolt can occur when the roof is active near the top of the hole. This paper reports on an extensive series of short-encapsulation pull tests (in which the bolts are installed with only 1 ft of resin) that were conducted in the National Institute for Occupational Safety and Health(NIOSH) Mine Safety Research Laboratory and operating mines in WV and PA. The tests confirmed that poor anchorage can been countered under some weak rock conditions. Suggestions for improving anchorage are included.

Introduction As the world economies continue to face an increased demand for natural resources to support growth in the established and developing world, the western mining industry has expanded its operations and funding of mineral developments into new and relatively unexplored regions of the world. Mining companies worldwide, in order to grow in a global economy, are now actively exploring and developing mineral resources in the emerging markets of South and Central America and most recently have expanded activities throughout Asia. South East Asia Resources (S.E.A. Resources) has recognized the vast resource potential offered by countries such as China, India and Indonesia, Asia's main driving forces of economic growth and has made a commitment to be actively involved in the area. These countries rich in mineral resources, represent some of the highly prospective and underexplored regions on earth. Their vast potential has been underestimated because of political reasons and overlooked as Central and South America still continue to be the focus of exploration for many mining companies. Most of these Asian countries have faced a prolonged period of political unrest and it has not been until recently that they have begun to enjoy a relatively stable political climate which has encouraged foreign investment, growth and economic development. These countries are in need of capital to develop their infrastructure and market economies. Their wealth in resources is one of the best methods to achieve their goals. Gold is usually one of the first targets to be extracted from developing economies. Equivalent-sized gold projects tend to cost less to develop and require less supporting infrastructure than base metals. These projects are easier to finance and, most important of all, tend to give a quicker return on investment than that offered by base metals. They also provide the economy with precious foreign exchange, international investment and the technology required to build the country. Following is a graph representing the global re-allocation of the total capital investment on the twenty largest gold projects now under construction with the total for those under construction in 1990.

The specific lithological conditions over the Pittsburgh coalbed, highly resistive limestone and sandstone units with relatively shallow overburden, prevent the use of any predictive method as developed for European conditions. This paper describes the development of a subsidence precalculation methodology suitable to the mining-geological conditions in the Northern Appalachian Coal Field. It has been found that due to lithological conditions over the Pittsburgh coalbed the subsidence coefficient varies within the area of the subsidence trough. This is different from the European conditions where the subsidence coefficient is considered to be a constant. The effects of lithology, in-the form of a variable subsidence coefficient, have been separated for each test site by introducing a correlation between hypothetically homogeneous overburden and existing lithological conditions, while providing for different mining conditions. Field data from eleven Bureau longwall panel studies were used in the regression analysis. For each panel the characteristics of the variability of the subsidence coefficient along individual profile lines were defined. Regression analysis of the subsidence coefficients from all test sites on the location relative to the edge of the panel has yielded a third degree polynomial equation with a coefficient of correlation of 0.9999. All sensitivity tests have shown good results.

Disseminated Au-As-Hg mineralization is localized along the Getchell Fault system at the Getchell Mine in north-central Nevada. Replacement ore bodies occur in Cambrian carbonaceous limestone and limy shale beds. Cretaceous granodiorite, dacite porphyry, and andesite porphyry dikes parallel the fault zone and are spatially associated with the mineralization. Hydrothermal alteration and mineralization occur continuously along 4-5 km of the fault system, and extend more than 1 km down-dip. Alteration consists primarily of removal of carbonate and deposition of quartz, pyrite, and carbonaceous material. Marcasite, sericite, kaolinite, calcite, barite, and fluorite are common. Gold content reaches more than 43 ppm in parts of the altered zones and averaged 9.3 ppm in the mined ore bodies. For the mineralized zones as a whole arsenic averages 0.28%, and occurs primarily as realgar, orpiment, and arsenopyrite. Mercury (22 ppm) is finely disseminated and mercury-bearing minerals are seldom recognizeable. Accessory mineralization includes antimony (100 ppm), copper (47 ppm) , lead (18 ppm) , molybdenum (10 ppm) , tungsten (16 ppm) , and zinc (50 ppm) . Geologic field studies and K-Ar dating suggest that the mineralization is related to a hydrothermal system produced by the granodiorite and related dikes.

Success of The Carter Mining Company's safety program can be primarily attributed to "total immersion" of all operating and staff personnel in program design and implementation. Currently, the Company operates two surface coal mines in Campbell County, Wyoming. Total employment is about 440 and current annual production is about 15 million tons. The safety program has evolved from one which was administered primarily by staff personnel (the Safety Department) to one which requires active participation by line management and operating personnel. Lost time accident frequencies have declined from a high of 1.86 per 200K hours worked in 1978 to zero in 1982. Reportable accident frequencies have declined from slightly over 5 to slightly over 2 during the same period. Analysis of program results indicates that the most important achievement by the company has been to gain strong commitment to safe operation by all employees. It is important that program format and content be frequently changed and modified so that: 1) The requirement for safe job performance is communicated well and often, 2) The safe job performance message is trans- mitted in new and interesting ways, and 3) Operating personnel participate in design and implementation of the program.

In order to filter small amounts of fine slimy solids the reversible cake-filtration process was developed. The filterable solids contents lion in feeds can range from less than 1 ppm up to about 5%. The relative advantages of this process, are usually the greatest in the range of 0.05% to 1.0% filterable solids. Filterable solids that average in particle size about 20 microns& are non-compressible are very easy for this filtration process. Some feeds have been all sub-micron in particle size. A 1/8 inch thick cake is considered to be very thick. The usual cake is between 13/2 and 1/16 inch thick. A new line of injection molded plastic filter plates were developed for use with the reversible cake filtration process. The first commercial sized installation of this system was made 3 years ago in the Wakefield Y.M.C.A. swimming pool. Over 70 filters ranging in size from one plate to 63 plates have been produced. In addition to the process advantages there are the low cost and corrosion resistance advantages of the plastic plates.

A fairly complex analysis is required to select, or evaluate a piece of excavating and bulk handling equipment and obtain its performance. At present there is little agreement as to what specific points should be considered, and even less on what procedure to follow. This paper provides both of these in a consistent and direct form. The analysis applies to all types and sizes of equipment from the bulldozer and the continuous miner, to the B.W.E. The importance of the equipment characteristics, job activities, and work conditions are stressed and separate analytical stems are established in a flow chart for these. They are combined using suitability tests in the following steps: 1) problem statement, 2) natural conditions, 3) suitability guidelines, 4) appropriate equipment types, 5) operational activities, 6) encumbered space, 7) geometric design, 8) equipment sizing, 9) failure and limits, 10) performance and consumption, 11) public policy checks, and 12) costs and profitability. Public policy and economics while considered throughout receive emphasis towards the end. The procedure is iterative, containing distinct feedback loops. Specifying the steps and sequence provides a necessary structure which has long been overdue.

A number of investigators have studied the electrokinetic potential (?) of kaolinite as a function of pH. (1,2,3,4,5) These investigators all agree that the ? is negative except at quite acid pH values. The actual shapes of the curves reported by the several authors vary considerably. In spite of the general negative character of kaolinite the mineral has a rather high anion exchange capacity. (6,7,8) The cation exchange capacity is the lowest for the clay minerals. (6) It has been shown that anionic surfactants adsorb readily onto the mineral even up to neutrality, often in quantities exceeding the reported anion exchange capacity. (7,8) At least part of the anionic adsorption should be onto positive edge sites thought to exist on the mineral. (9,10) In the present study ? of kaolinite was measured as a function of pH using both the streaming potential (sp) and microelectrophoresis (m.e.p.) methods. In addition ? was measured at various pH values as functions of sodium dodecyl sulfate (SDS) and trimethyldodecylammonium chloride (TMDAC) concentrations. In some experiments decyl alcohol (DA) was added.

Simultaneous alkaline pressure oxidation and sodium cyanide leaching treatments on a pyritic ore from Mulatos Mine located in Sahuaripa, Sonora, Mexico, were carried out. Mineral characterization, agitated leaching, hot cyanidation under atmospheric pressure conditions, simultaneous moderated pressure oxidation and leaching, and kinetic tests results are shown. The modified variables were temperature, pressure, and cyanide concentration. Characterization indicated that pyrite was the main mineral. Simultaneous pressure oxidation and leaching experiments were conducted in a temperature range of 40 to 80 °C, an oxygen pressure range of 87.5 to 200 psi, and cyanide concentration range of 0.8 to 1.2 weight percent in a 2-L Parr pressure reactor. Dissolution rates of 81 to 86 percent were achieved under the following conditions: 87.5 psi, 80 °C, 0.8 weight percent NaCN and processing time of one hour.

The increase in productivity which has been achieved in mining during the past two decades has been attained largely through the replacement of manpower with electrical power. Power demands should continue to increase, requiring electrical distribution systems to be well planned to avoid inadequate voltage levels caused by underdesign and excessive costs resulting from overdesign. To aid the mining electrical engineer in designing proposed power systems or analyzing changes to existing systems, a digital computer program has been developed. This program will analyze alternating or direct-current networks with up to 10 voltage sources, 75 loads and 300 total segments. A maximum of nine levels of voltage is permitted in the system. This project was part of a package of programs developed at Virginia Polytechnic Institute (WI) for the mining industry under sponsorship of the Office of Coal Research. Included in this package are also programs to: 1. Schedule mine production and predict cost of mining 2. Simulate rail haulage systems 3. Simulate belt haulage systems 4. Analyze ventilation networks 5. Analyze pumping networks These programs are available from the Department of Mining Engineering, VPI, Blacksburg, Virginia 24061 for a nominal processing cost.

The goal of the DOE Coal Preparation Program is to provide industry with the scientific and engineering knowledge base to produce economically competitive and environmentally acceptable clean coal products for both existing and new markets. The DOE/PETC in-house program continues to conduct fundamental, exploratory, and applied research in the areas of physical, chemical, and microbial coal beneficiation to assist in meeting these goals and objectives. The Coal Preparation Division now has a new Coal Preparation Process Research Facility that allows continuous bench-scale testing of emerging coal cleaning technologies and ancillary coal preparation equipment at feed rates up to 1,250 kilograms (1.25 tons) per hour. Bench-scale and laboratory-scale research projects at PETC cover areas such as 1) the use of micronized-magnetite for fine-coal, 2) heavy-media cycloning, 3) fine coal reconstitution, 4) development and testing of coal preparation process flowsheet simulators, 5) dry coal beneficiation using electrostatic methods, 6) tracer methods to determine the efficiency of density-based separations, 7) selective oxidation of organic sulfur, and 8) microbial removal of pyrite and organic sulfur from coal. This paper will discuss several of these research areas.

The planning of experiments and the importance of statistical interpretation of the results have been recognized for years by scientists and engineers. The Factorial Design of experiments is among the various methods used for this purpose and is being widely applied in all branches of research and production. The basic principles of this tool have been described in detail (1, 2, 3, 4) and several examples of its application in various fields have been published (5). In recent years the mineral industry has also used Factorial Design to improve the efficiency of research, testwork and plant operation (6, 7, 8, 9). This method permits for a qualitative determination of the influence of the variables studied in a process and also a qualitative measure of the interaction of the variables. By graphic means or derivative methods, one may also establish the optimum conditions of the process (ibid 7, 8, 9). It is desirable, however, to develop mathematical methods to evaluate quantitatively these effects and restrict the optimization to the practical limitations of the variables. It is also convenient to adopt a notation system to generalize the Factorial Design.

Personnel from the Spokane Research Laboratory of the National Institute for Occupational Safety and Health integrated the results of studies from a seismic tomographic survey, a finite-difference analysis, laboratory measurements of compression wave (ultrasonic) velocities in rock cores, and site geology to evaluate the use of seismic tomography for identifying induced pressures in an underground pillar at the Edgar Mine, Idaho Springs, CO. The key findings were that (1) the seismic tomograms showed that seismic velocities in rock adjacent to mine openings were low, (2) a difference tomogram in which in situ stresses on the east and west sides of the slot were compared showed that velocities increased west of the slot but decreased east of the slot, (3) geologic features (rock types and a fault) identified through geologic mapping were recognizable in the seismic tomograms, (4) ultrasonic velocity measurements on the rock cores agreed with seismic velocity measurements in the tomograms, and (5) results from a finite-difference analysis compared well to the seismic tomograms west of the slot but not east of the slot. The significance of this research is that seismic tomography is a useful tool for determining relative stress in underground pillars.

The disposal of spent ore from cyanide heap-leach processing facilities is of concern to the mining industry, regulatory agencies, and the public. Disposal of several hundred million tons of additional spent ore is planned in the western United States during the next decade, with increased amounts likely if gold prices rise. In the past decade, more than fifteen million tons of spent ore have been disposed of in the Black Hills. South Dakota's off-loading criterion for cyanide has been set by the state's Department of Environment and Natural Resources at 0.5 parts per million (ppm) as weak acid dissociable (WAD) cyanide. Nitrate off-loading limits vary for each mine in the state, depending on ore type and other factors. Nitrate concentrations in leachate from spent ore depositories could be caused by conversion from other nitrogen-containing species. One likely source of nitrate is residual explosives from blasting of ore. Previous work on the combustion products of nitrogen explosives has shown incomplete 3xidation (Johansson and Persson, 1970). Another likely nitrate source is degradation of cyanide to ammonia, followed by oxidation to nitrite and nitrate.

Mining in Estonian oil shale deposit mainly takes place in the Ordovician, Keila-Kukruse aquifer. The aquifer is affected by mining and is fully dried out around the working mine areas (Perens and Savitski, 2008). The groundwater level is decreased down to 30 m, to the mine floor elevation using about 30 pumping stations (Lind, 2005). The pumping rate is very high - depending on the season, ranging from 10 up to 40 m3 per ton of produced oil shale (Reinsalu et al., 2006). The Estonian oil Shale Company mined 15.5 million tons of oil shale in 2007 (Source: Estonian Oil Shale Company). In order to predict the effects, and avoid the social and environmental impacts, there is a need to continuously monitor the situation and run software simulations aiming at decreasing the pumping rate. This becomes even more important since the environmental taxes on usage of groundwater resources increase every year. Therefore, it is necessary to monitor groundwater level and quality, and develop a groundwater model for the overview of the situation during mine operations and also for a number of years after mine closure.

"Hecla - Lucky Friday is an underground mine that has been in operation for 75 years and produces from depths over 2.3 kilometers (7,500 ft) below the surface. Technical issues at this depth include high rock temperature and seismicity. The use of new innovative mechanization is being examined for ore production. Principal advantages of mechanization are the reduced exposure of personnel, reduced seismic triggers, and increased efficiency. Lucky Friday has partnered with Atlas Copco to design, build, test, and deploy a mechanical miner for primary ore production. We will discuss the background, concept, development and deployment strategy for a mechanical miner. BACKGROUND The Coeur d’Alene mining district in northern Idaho was first discovered over 130 years ago and has been the most prolific silver producer in the US. The Lucky Friday mine of Hecla Mining Company (Figure 1) is the oldest (76 years) and deepest mine in the district, producing approximately 725 tonne per day (800 tons per day) from narrow, vertical lead-zinc-silver veins. Cut and fill stoping is currently employed at depths to about 2.3 km (7,500 ft) below ground surface, making it one of the three deepest mines in the western hemisphere. The #4 Shaft, a winze collared at approximately 1.8 km (5,900 ft) below surface and extending to a depth of nearly 2.9 km (9,600 ft), was recently completed to exploit the high-grade 30 Vein, whose resource has been identified to at least 3 km (9,700 ft) in depth.As with other deep mines worldwide, a number of challenging engineering issues occur, including: high in situ rock stress, squeezing ground, seismicity, high in situ rock temperature that requires refrigeration, diesel equipment that generates diesel particulate matter (DPM) requiring high ventilation airflow rates, and long travel times for worker transport to mining areas."
