Water occupies a dual role in our industrial society. It is the indispensable raw material, essential to life itself. It is equally an industrial nuisance, interfering with the production of industrial minerals, making construction difficult, flooding valuable land, and generally producing problems because it is in the wrong place at the critical time. The legal position of water as a nuisance, and the counter measures to be taken, have been well established procedures for determining the responsibility for damage caused by water, and the organization of drainage districts and flood control and levee districts have been legally tested many times. Thus there is rather adequate legal doctrine concerning water, the common enemy. But recently efforts have been made to regularize the position of water as a useful, industrial, commodity. Such laws are not new to the West, where the doctrine of appropriation for beneficial use is slowly becoming the water law. Elsewhere the University of Michigan has produced a "model" water law and efforts are being made to induce all of the states to use this law, or a slight variation of it, as the basis for legislation. There are many serious criticisms of the proposed "model"-law, and the writer strongly opposes many of the provisions. But the fact remains that water is, in itself, so useful and essential that laws have been, and will be, passed to insure the orderly development of our water resources and to prevent waste. The, most important aspect of these "water-use" laws is that, wise or unwise, the existing laws and the proposed laws have been "water oriented". "Water oriented" means that it has been tacitly assumed that the beneficial use of water, either surface water or ground water, is the overriding consideration.

A flowsheet for the recovery of nickel and cobalt from laterite ores was developed. The flowsheet involves acid leaching followed by hydroxide precipitation of the metal values and then releaching of the hydroxide cake with ammonia. Investigations of the chemistry of extraction of nickel by LIX® 84-I and a developmental reagent, XI-84-IT, along with the physical properties of the organic phases are described. Based on these investigations, suggestions with regard to design of a solvent-extraction plant and operating conditions were made.

YOPES 17.1.1--CURRENT The history of surface mining essentially is one of mining coal, copper, iron and aluminum ores, of placer mining gold and tin, and of pits and quarries producing clays, gypsum, phosphate rock, sand, gravel and stone. Table 17-1 is a summary of the estimated world and United States production of crude metallic and non¬metallic ores and coal in 1969. It includes estimates of the quantities produced by surface-mining methods. Two-thirds of the 10 billion tons are mined from the surface, ranging from a third of the coal. 57% of the metallic ores, and nearly all clays, stone, sand and gravel. Production by surface methods in the United States, parallels that of the world with one exception: about 90% of the copper and iron ore is mined from the surface, whereas elsewhere only about half the copper ore is surface mined. In Canada, surface mining of the Athabasca tar-sand deposits is a recent large-scale unique operation. In surface mining of coal and, to a lesser extent, metallic ores, much waste is stripped, but in nonmetallic pits and quarries the ratio between waste and ore usually is small. The recent study by R. M. Hays(l) prompted the study summarized in this paper. In his Interesting paper, Mr. Hays shows fine results to be attainable by a relatively complex flowsheet on a semi-taconite, a manifestly difficult ore to treat. We obtained a semi -taconite from Minnesota, and treated this sample by wet magnetic separation alone. The device in which the separation was accomplished is the standard pilot-plant, laboratory separator in use at Magnetic Engineering Associates' laboratory (MEA) in Cambridge, Massachusetts. It consists of a cylindrical space which can be magnetized by turning on the magnet of the separator. In this cylindrical space, there is a canister which provides the special configuration of the magnetic field and magnetic field gradients that MEA considers to be required. The ore pulp is made to flow through the canister while the current is on. A portion of the pulp is retained in the canister, and the rest is evolved as a non-magnetic fraction. The laboratory device is cyclic, but it accurately predicts the results obtainable by an Industrial unit of either cyclic or continuous type (moving matrix). The ore tested was 99.5°%o -325 mesh, and approximately 75% -500 mesh. The concentrate from this ore was, therefore, eminently suitable for pelletizing. In passing the ore through the magnet, we had the choice of repeatedly passing the concentrate from the first step through the operation, or of repeatedly passing the non-magnetics. The Illinois State Geological Survey added Minerals Processing to its capabilities in 1966. Subsequently, the Minerals Processing Team and several Geologists collectively thought what neither would have thought of separately. The results included a number of projects. discussed here are: 1) The Utilization of the Fines from Kitty Litter as a Bonding Agent for Iron Ore Pellets; 2) Separating Plant Waste from a Commercial Silica Sand Producer into two marketable products, including a closely sized Silica Sand; 3) Marketable Feldspar Sand and Silica Sand from Dune Sands near the Kankakee River; and 4) A Method for Making Metallurgical Grade Fluorspar more desirable as Blast Furnace (Steel) Feed.

"INTRODUCTION This past year commodity prices continued their dip with increased volatility causing market values to slide another 16% putting increased pressure on even the largest companies to improve their free cash flow.[1] Without a recovery in commodity prices in sight, companies must find a sustainable method to improve returns in the current economic climate. In an effort to improve plant sustainability, the mineral processing industry is investing in advanced automation technologies and innovative processing methods that are both more reliable and more efficient than ever before. One such breakthrough technology is Heap Leaching (HL). This method of extraction has certain advantages over traditional metallurgical methods making previously unsustainable operations economically feasible. While HL is already seeing use in the gold and copper industries among others, recent developments may allow for the use of HL to process primary sulfide ores which make up about 80% of today’s ores.[2] For this reason, this emerging technology is poised for exciting growth. Unfortunately, as with any process change, the implementation of HL projects requires significant training on both the control system as well as the underlying process, and further, due to the complex nature of the HL process, this can be a particularly difficult task. DEMOGRAPHIC TIME BOMB Even before the implementation of these new technologies, the availability of the skilled workforce has already become a significant problem for the mining and mineral processing industries. From a survey of 912 mining professionals, Stratum International found that a mere 0.4% of senior level candidates were between the ages of 25 and 34 and a similar proportion aged over 75 years.[3] This indicates that there is both a deficiency of young skilled workers and a skilled workforce that is retiring earlier than the previous generation. Combined with data published by the US Department of Labor stating that the median age of the mining workforce is approaching 50 years old, research suggests that up to 50% of skilled mining and mineral process professionals are expected to retire in the next 5 years, leaving with their irreplaceable knowledge and experience.[4] While it is projected that the labor pool will be sufficient to fill open positions, the real question is if this young workforce will have necessary skill sets and experiences. In addition to a rapidly aging workforce and an inexperienced labor pool, a study done by the Oil and Gas Journal showed that it takes about 7 years, on average, for new workers to achieve a level of competency that permits them to assess risks and appropriately make decisions.[5] Not only is this figure is in direct conflict with the typical tenure of 5 years in one position meaning that the thinly spread skilled labor will be required to become senior staff before they are able to achieve competency in their current role, this also means that these millennials are not given the opportunity to become competent in their role before the retirement of the more experienced workforce."

Phosphate mining and beneficiation in the State of Florida are presently being carried on by 12 different mining companies with a total of 21 mining and flotation plant locations. Their combined production of both washer rock and flotation concentrate was approximately 28,000,000 long tons in 1968. This accounted for 70-72% of the total U. S. production and close to 30% of the world's output of this mineral. From this extensive activity in the Florida phosphate field, one basic flow sheet for beneficiation of the ore has developed over the years as the most commonly employed. In fact, all of these plants with the exception of two beneficiate Florida pebble phosphate using a basic operation as illustrated in Figure I. The two plants which differ from this general approach are not using raw matrix as feed. In one instance, +14 mesh pebble is ground in a rod mill to release free silica which is subsequently removed in a cationic froth flotation circuit using an amine acetate blend and kerosene. This technique generally results in a 4-7 BPL unit upgrading of the feed pebble. The other exception to the standard flow sheet illustrated in Figure I is an operation which is beneficiating tailing piles. In this case, the material is first subjected to cationic froth flotation in order to upgrade the feed to a point comparable to normal matrix. Thereafter, after, the phosphate is floated in an anionic rougher circuit followed by cationic flotation of the silica in a cleaner circuit.

Its a pleasure to be with you this afternoon and to talk briefly on one of my favorite subjects -- the U.S. sulphur industry. As our Chairman mentioned, I have been associated with the sulphur industry either directly or indirectly for the last twenty years, both on the production side and as a consumer. Sulphur, while unseen and relatively unknown to most people, is like margarine ... that ubiquitous spread ... that is yellow and nearly omnipresent in the industrial world. It is because sulphur, in some form, is required in nearly all aspects of our economy that makes its study so interesting to me as a researcher. An analysis of the sulphur outlook requires examination of such industries as fertilizer, paints and pigments, copper and zinc, uranium, petroleum, chemicals, pulp and paper and textiles - just to name a few. Of course, because its use is so widespread and ever-changing it is difficult to develop and maintain a good understanding of the sulphur industry. It is also a problem to cover the industry in a short discussion and to project its really dynamic nature. Hut, if you will bear with me, I will attempt the task. First of all, let me say that sulphur today is a world commodity and to a large extent moves freely in world trade; nearly a third of the world's sulphur or something over 15 million tons in 1974 entered international trade. However, today our interest is in the current changing sulphur picture in the U.S., with particular emphasis on the western part of the country.

Introduction The purpose of coal preparation is to improve the quality of coal to make it suitable for a specific purpose by (1) cleaning to remove inorganic impurities; (2) sizing-crushing or screening, or both; and (3) special treatment, such as dedusting. The properties and quantities of impurities in coal are of major importance in the design and operation of steam generating equipment. Although boilers are often designed and equipped to use a wide range of coals, no boiler will perform equally well with all types of coals. All coals have certain properties that place limitations on their most advantageous use. These limitations are especially stringent for many of the older installations. Because of a general lowering of quality of raw coal in recent years, the need for coal cleaning has significantly increased. Among the factors contributing to the need for increased coal preparation are (1) increased demand for quality brought on by market and environmental requirements; (2) increased extraneous dilution caused by mine, health, and safety laws; and (3) depletion of the higher-quality coal seams. The major characteristics of coal and impurities from the standpoint of mechanical cleaning are particle size composition, generally called size consist; density differences; the relative friability of the coal and its associated impurities; hardness; and strength. Some of the other factors related to preparation are petrographic composition and rank. RANK CLASSIFICATION Coal is a general designation for a great number of solid organic minerals with different compositions and properties; all are rather rich in carbon and have a dark color, generally black. Next to mineral oil and kerogen, coal is the most important reservoir of carbon in the world. Carbon is an indispensable necessity of life as well as the main source of energy. Coals are found in stratified deposits, sometimes at great depths. All coals owe their origins to slow decomposition and chemical conversion of immense masses of organic material. As found in seams, coal is a heterogeneous mixture of organic and inorganic materials. Not only are there large differences in the properties of coal originating from different seams, but also in coal removed from different locations in a single seam. A genetic relationship exists between peats, brown coals, lignites, biturninous coals, and anthracites. As a whole, the process of coal formation, or coalification, proceeds as a continuous transformation of plant material, each phase characterized by a degree of coalification, or rank. As a measure of this rank, the carbon content or some related parameter can be used.

One of the most persistent topics at technical gatherings and in the recent scientific press has been the reduction of iron ore. To cite some of them, in May 1960, a symposium on the subject was sponsored by the Electrochemical Society. The proceedings, comprising two dozen papers, were later published.3/ More recently, November 1966, a similar gathering took place at Michigan Technological University, Houghton, Mich. The latest meeting was the International Congress on Production and Utilization of Reduced Materials, Evian, France, May 1967. If the volume of literature, symposia and conferences is a measure of industry concern, then current interest must be at a high level. To the casual observer of the metallurgical scene, the abiding and recurring attention to iron ore reduction outside the blast furnace must be somewhat puzzling in that so much research endeavor has resulted in so little commercial activity.

There is a credible, cogent, and responsible argument that mining can be part of a sustainable future in countries with freely elected governments, transparent and enforceable laws, a closure plan with an adequate bond, and a small handful of other measures. This perspective, built largely upon the understanding of mining as a temporary use of the land, is coupled with a growing understanding of economic diversification as a tool to level out the ‘bust’ side of the boom and bust cycle. There are verifiable signs of progress that the sector has, at least in some venues, begun to embrace this view of ‘sustainability’ both in philosophy and practice. While laudable, there remains a conundrum not yet fully explored. It is conceivable that companies can fulfill all legal requirements, practice corporate responsibility in its broadest and most liberal interpretation, and yet leave behind, after the gates are closed and the lights turned off, a situation which is not only unsustainable, but far worse off than before mining started. Having observed this outcome, repeatedly, some critics have concluded that all mining should be stopped. Others recommend that it be vastly curtailed until regulatory regimes are re-vamped, communities fully empowered, and companies brought to heel. Yet others, including many within the industry, are looking to hold back this dark prospect with peer pressure, branding and competition for good will. In this paper, I propose to focus on this discontinuity, that gap wherein the chain of logic breaks and reasonable policies, reason-able choices, reasonable actions, may fail to deliver expected results. I suggest that any meaningful definition of post-closure sustainability must include the concept of human welfare, and increasingly, human security, over and above meeting the requirements of law, beyond retaining shareholder value and reputation, beyond discussions of subsequent land use and diversified employment. I suggest that self-determination, that ability of a people to hold for themselves the vision of their own future, and to have a sense of their power to implement it, may be both the most difficult and the single most important determinant of long-term sustainability in a community. The particulars will vary; a Canadian junior or an Australian multinational, a highly regulated state in the American west or a ‘failing state’ in Africa’s west, gold or sand and gravel. But the recommendation is the same: this must be a collective endeavor, a shared responsibility involving some combination of government, companies, communities, local and international NGOs (non-governmental organizations), each contributing in the ways most able.

The six main drives needed to build 55 miles of 4.8 and 7.7 metre i.d. tunnels in 33 months called for careful co-ordination of the design of tunnel boring machines and linings. The implications of these requirements are discussed, with particular reference to the selection of tunnel liners. The solutions adopted are detailed and details are given of the specifications and procedures adopted. The design methods employed for liners are outlined. The construction methods are described and current performance figures given.

Pea Ridge Iron Ore Co., previously Meramec Mining Co., a joint venture by Bethlehem Steel Corp. and St. Joe Minerals Corp., mines and pelletizes iron ore at the Pea Ridge mine. The Pea Ridge property, now wholly owned by St. Joe, is located near Sullivan, MO, about 112 km (70 miles) southwest of St. Louis. The ore body was delineated in the mid-1950s by St. Joe during a lead exploration program. The first test holes drilled on the Pea Ridge magnetic anomaly revealed the presence of a large magnetite deposit; further drill¬ing in 1956 and 1957 confirmed that the ore body was minable. Meramec Mining Co. was incorporated in 1957 and shaft sinking began late in the year. Pro¬duction commenced in April 1964. The ore body is overlain by about 396 m (1300 ft) of flat-bedded sediments. It is tabular, about 792 m (2600 ft) long, and up to 182 m (600 ft) thick. It dips about 1.39 rad (80°) and is of unknown depth. The ore is mainly high grade magnetite with small zones of specular hematite. The wall rock is a Precambrian rhyolite porphyry. The mine was initially started with five major levels on 45-m (150-ft) intervals. Crosscuts were driven across the ore body on 58-m (190-ft) centers. Banks of stopes were mined between the crosscuts by a modi¬fied shrinkage stoping method (Fig. 1). This was done by undercutting a 12 m (40 ft) wide by 45-m (150-ft) long block and blasting horizontal "lifts" drilled on 1.5-m (5-ft) intervals. A 20-m (65-ft) sill was left between levels which contained the slushing drift, fin¬gers, crown pillar, and adequate thickness for support. By 1971 a "lattice" of pillars had been left and mining had progressed to the point that an orderly pillar re¬covery program was necessary (Fig. 2). INITIAL PILLAR RECOVERY PROGRAM The program was started in the upper western por¬tion of the ore body, furthest from the shafts. Due to the fact that the ore body narrows in the western extremity, the stope orientation was changed to mini¬mize required development. This left pillars 18 to 24 m (60 to 80 ft) wide and up to 79 m (260 ft) in length. The area selected for the start of the program had been developed between the uppermost level at 419 m (1375 ft) below surface and the 510-m (1675-ft) level. Due to the 91-m (300-ft) difference in depth, sublevels were driven on 15-m (50-ft) intervals and the ore was taken by rather classical sublevel stoping methods (Fig. 3). This left a structure with accesses compatible with drilling with 114-mm (41/2-in.) bore drifters mounted on columns. Most holes were drilled 63.5 mm (21h in.) diam and reamed to 100 or 127 mm (4 or 5 in.). Practical depth capability was about 21 m (70 ft) for holes above horizontal and 13 to 15 m (45 to 50 ft) for holes below horizontal. The interdependence of these long pillars necessitated that several of them be blasted simultaneously, making large blasts the only practical approach. Due to the required length of such loading cam¬paigns, it was necessary to select an explosive which could stand in the hole in an underground mine for a 4 to 6 week period. After some consideration a pump¬ able water gel was selected for both uphole and down¬hole loading. This afforded a high velocity, high density explosive which could be handled in large quantities. Loading the downholes was a fairly straightforward process. The holes were lined with an 8 mil polybutylene plastic sleeve and water gel was pumped into them with a double diaphragm pump mounted on the bottom of a stainless steel tub with a 81-kg (180-1b) capacity. Without a doubt, the scope of China?s coal boom has been nonstop. Despite the world economic slowdown, China?s year-on-year gross domestic product (GDP) jumped 10.3 percent year-on-year in 2010, boosted by a faster than expected 9.8 percent expansion in the fourth [ ] quarter. And, the first quarter of 2011 expanded another 9.7 percent. According to a frequently cited statistic, the country is building two mid-sized coal plants each week. This amounts to a yearly increase equivalent to the entire power grid in the United Kingdom. China?s coal production was doubled in the last 10 years, from 1.044 Gt (1.15 billion st) in 1999 to 3.2 Gt (3.52 billion st) in 2010. This is 3.2 times the U.S. production (986 Mt or 1.085 billion st) and nearly half (46.3 percent) of the world?s total coal production (6.91 Gt or 7.6 billion st). This rapid increase of demand for coal has made China the world?s largest coal importer in 2009. With the economic situation improving, this trend is expected to continue.

In North America, the paper industry is by far the largest consumer of coating and filler mineral pigments. Present use is at an annual rate of 5.5 million metric tons with a value of $660 million. Current estimates are 65 percent is used in coating and 35 percent in filler applications. During the past decade, the switch to alkaline papermaking has provided the opportunity to substantially increase filler levels while maintaining paper strength. As a result filler consumption has been growing at a late in excess of 15 percent yearly. Unfortunately, within a few years, mandated recycling could slow or even reverse this trend. The critical issue is finding an economically viable method for recycling the mineral pigment and/or minimizing the disposal problem

Careful consideration is given to the type of cleaning equipment and control systems to be used when selecting circuits for washing fine coal (0.5 mm x 0, or 28 mesh x 0, size fraction). However, desliming, declaying, and sizing procedures required for efficient operation normally are not evaluated in sufficient detail, resulting in disappointing system performance. This paper details desliming and de. watering circuit design that is effective based on recent test data. The circuit maintains control of the 0.5 mm x 0 (28 mesh x 0) (declayed) size fraction with minimal misplaced material and maximized circuit efficiency. A discussion of circuit design parameters and control systems, as well as results from the testing program, are included in this text.

Efficient transport of bulk materials by belt conveyor systems is an important engineering design issue, especially as conveyors become longer and power requirements increase. It is well known within the industry that the parasitic energy loss of a belt conveyor, due to the indentation of the idlers into the belt backing material can be upwards of half the total energy required to drive it on a horizontal flight. Other loss sources includes the rolling resistance of the idlers, belt/roller misalignments, material trampling, frictional and acceleration losses on loading, etc., but energy absorbed by indentation of the belt backing as it passes over each successive idler is the dominant power consuming factor. INDENTATION LOSS MODELS Models to predict the rolling resistance of a cylinder (idler) on a viscoelastic foundation (backing material) have been available for some time. As a contact problem, it is nonlinear (contact length or indentation depth is a dependent on the load and vice versa) in load/deformation response. Rubber backing material is generally assumed to behave as a linear viscoelastic solid, even though it is known that most rubber compounds retain linearity only at very low strains. Because completely general solutions are impossible, practical solutions require simplifying assumptions. Those assumptions relate naturally to two separate pans of any analytical model: I. The deformation model-aspects of the problem relating to the geometry, boundary conditions and kinematics of how the material deforms. 2. The material model-aspects of the problem relating to the material properties, or constitutive relationships, i.e., the stress/strain relationships.

In April 1990, the Homestake Gold Mine embarked on a five year, $US 23 million underground drifting and drilling program to explore promising ore targets north of the current mine. This paper describes the ventilation and air-conditioning system that was installed for the 4m x 4m x 5.2 km (ultimately) drift, which is being driven at about 8m per day in 48OC (118.5 F) crystalline rock. Design parameters are described first. Differences in South African, Canadian and U.S. drift ventilation and civil tunneling techniques proved interesting. Details are then given on equipment selection, installation and performance. Costs are included. Special note is made of safety considerations for a long, dead-end drift.

This paper is about a horizontally curved conveyor, which carries 6,050 stph of limestone over land from a new quarry to the owner's plant. The conveyor is 5,012 ft long with a horizontal curve radius of5,OOOft Site conditions made a curved conveyor design the most optimal and economic solution. Using our unique custom conveyor calculation program, TKRI was able to accurately model and design the conveyor to properly track the belt and prevent any spillage through the horizontal curve radius. A data monitoring system was installed that allows monitoring of the conveyor both locally and remotely. The remote monitoring allows TKRI to contact the owner for preventive maintenance. Preventive maintenance can reduce the conveyor downtime during normal operating hours.

The mechanism and kinetics of pretreatment on pyritic gold concentrate with the catalytic oxidation acid leach (COAL) process were studied in the temperature range of 80-100°C and oxygen pressure range of 230-1013 kPa, with sodium lignosulfonate (SL) and mixed medium of sulfuric acid (11 g/[ ]) and nitric acid (5.5 g/ [ ]). The results show that nitric acid acts as a catalyst, the surfactant changes the hydro-phobicity of resulting elemental sulfur to favor the oxidation of pyrite, and the oxidation-determining step would be the chemical reaction between nitric acid and pyrite. When about 80% of pyrite contained in the concentrate is oxidized, the gold cyanidation extraction exceeds 95 % . The nitric acid in solution can be recycled and used again.
