"INTRODUCTION Istanbul is a unique megalopolis connecting two continents. Population growth and economic development require permanent solutions and continuous investments on the transportation infrastructure. While the average population growth rate in Turkey is around 1.3% per annum, Istanbul is growing at an even faster rate of more than 1.5%. Even more striking is the fact that car ownership in Istanbul is increasing 5% a year, which is four times faster than the population growth. Although Istanbul Metropolitan Municipality (IMM) has worked persistently to improve the quantity and quality of the public transportation system in the city through, in particular, extending the available rail system network, the need for extra roads has always fallen behind demand. To make things worse, Istanbul is divided by the Bosphorus Strait, the large waterway connecting the Black Sea to the north and Marmara Sea to the south, which leads to the Mediterranean. This waterway is crossed via two suspension bridges, the Bosphorus Bridge built in 1973 and the Fatih Sultan Mehmet Bridge built in 1988. Current daily traffic across the bridges is around 450,000 vehicles per day. Ever increasing cross-Bosphorus traffic demands require other routes to be in place a soon as possible. While a third bridge farther north is currently under construction, yet another tunnel crossing is coming to the end of construction and is planned to be in service by December 2016. Being implemented under a Build-Operate-Transfer (BOT) model, Istanbul Strait Road Tunnel Project (ISRTP, the Project) has been under the spotlight not only because of its distinctive technical characteristics but also because of its robust business model, exacting financial and legal arrangements, diverse stakeholders and challenging organizational management structure. The following paragraphs offer an overall view of the Project from inception to where it stands now and extend to the imminent operational phase, touching lightly on all major aspects of this challenging journey."

A computerized system (SCAPEVIEWER) based on landscape indices and artificial intelligence techniques is proposed in order to classify landscape images into various categories according to the quality of the pictured scenery. Photographs (totally 108) from various landscapes have been clustered, from seven experts in accordance to the mean estimation of landscape quality, into distinctive (C1), typical or common (C2), and indistinctive (C3). For each of the landscape photographs, ten (10) environmental and operational indices have been selected and determined, corresponding to visibility (V), naturalness (N), relief (R), flora quantity (FC), flora quality (F), water (W), skyline (SL), visual entities (G), season (S), and viewer position (P). These landscape indices are fed to a classifier. The classifier is a feed forward Neural Network (NN) trained by a novel hybrid method combining genetic algorithms and the back-propagation algorithm with adaptive learning rate and momentum. A total classification rate of 93.5% has been achieved, using only 8 input neurons. The discarded input neurons correspond to the indices S, and P. The pilot system SCAPEVIEVER has shown the feasibility of landscape photograph classification into three categories (C1, C2, and C3) according to the landscape quality, selecting simultaneously the most robust indices, by means of a computerized system combining the knowledge of an expert with a NN based classifier.

When the original water-only cyclone patents were established in the 1950?s, the supplies of low cost oil and natural gas were abundant and low selling prices for metallurgical and steam coal provided little incentive for developing more sophisticated coal cleaning systems. Bituminous coal sold for less than $5.00 per ton, and in this period many domestic coal producers discarded to the slurry pond the coal finer than 0.5-mm. For many producers, the selling price would not permit the recovery of the capital and operating costs required for dewatering and drying the fine coal. Water-only Cyclones Clean Fine Metallurgical Coal The first broad interest in the water-only cyclone became evident in the mid- 19601s, and though some work was done on coarser coals, investigators were particularly interested in cleaning coal finer than 0.5-mm. Flotation was the only fine coal cleaning method that was broadly accepted, but short-comings were recognized and investigators were looking for an effective fine coal cleaning device or system. Because of the greater market value and the need for reducing pyritic sulfur in metallurgical coals, much of the development work of the 1960's was done on coking coals.

Due to the world's ever increasing minerals and energy demands, process plants have to cope economically with ever growing throughput rates. This trend has accelerated the development of high capacity vibrating screens. Screens with screening areas of 30 to 50 square meter (322 to 540 square feet) and width of 5.5 meter (18') are technically possible and are being used presently with great success. This paper will concern itself with the general aspects of large screen design, by using modern technology and the latest findings with regards to fatigue strengths relative to the laws of vibration. It also will investigate the technical and economical limits of such designs.

The MetroWest Water Supply Tunnel project includes three main work shafts, excavated primarily in rock. Shaft L is 9.8 m (32 ft) diameter and 124.1 m (407 ft)deep. Shaft E is 7.0 by 12.8 m (23 by 42 ft) and 91.4 m (300 ft) deep. Shaft 5A is 7.9m (26 ft) diameter and 72.5 m (238 ft) deep. Construction methods are compared and contrasted. Lessons learned involve a differing site condition in soil overburden, contractor-proposed modifications, and remedial slurry wall work. Other aspects discussed include noise and vibration control, groundwater inflow, water treatment, muck handling and contract administration issues.

Western bituminous coal can be processed to low sulfur liquid fuels by fast reactions. A process (LEFCO) under development at the University of Utah uses coal and catalyst under hydrogen pressure to convert 60 to 70 percent of the coal matter to fuel liquids and gases. Coals have been processed in small diameter (less than 1/2 inch) tubes and at reaction residence times of less than 10 seconds. Effects of process variables on the yield and quality of products have been studied. General features of the process and the properties and characteristics of the products produced are presented. Special features of the process that distinguish it from other liquefaction processes under development are also discussed.

Long distance, overland conveyors require significant capital outlay of which up to 70% may be contributed to the cost of belting. Significant savings may be achieved by identifying possible risk areas and applying modern technology methods to reduce or eliminate risk. Recently, Sasol Coal commissioned an overland belt conveyor system comprising three belt conveyors of 7 km, 5 km and 4.5 km in length. These were designed and constructed taking the above into consideration. Contained in the paper are the belt conveyor system requirements, designing assumptions and methods applied in the designing process as well as ways and means to eliminate or at least reduce risks.

A geological model accounting for uncertainties possesses important advantages for resource estimation. Machine learning algorithms (MLAs) employed on multivariate geochemical datasets open up ways to new methodologies for such geological models with ease in comparison to traditional geostatistical methods. This article proposes a two-step MLA with an ensemble implementation to define geological domains and their uncertainties based on geochemical data. The proposed workflow is applied hierarchically on a dataset from a porphyry copper deposit to perform binary classification that can be attributed to alteration domains.

The strongly skewed grade distributions and the need to estimate the local recoverable reserves in a selective mining environment are the two problems that Ordinary Kriging (OK) cannot easily handle. With the recent introduction of the nonparametric, distribution-free technique of Indicator Kriging (IK), the above problems can be solved. This paper describes the results of performance evaluation of IK in an open-pit gold-silver deposit. For performance evaluation, the predictions of local recoverable reserves using IK were compared with the actual reserves based on blast hole information. The IK estimator, although a bit optimistic, performed very well in predicting the total recoverable ounces of gold from each panel on a test bench. The OK estimator was also used to try to predict local recoverable reserves, by treating each panel as either waste or ore, depending on the panel's average grade. Under this criterion. OK was found to be very biased and pessimistic.

The boron review arrived too late to appear in the June issue. The US was the world's second largest producer and the largest consumer of boron compounds during 1990. Boron mineral concentrate and chemical production in the US totaled 1.13 Mt (1.2 million st), including 565 kt (662,800 st) of boric oxide (B2O3) in 1990, according to US Bureau of Mines estimates. Total value amounted to $404 million. This was slightly higher in production than 1989 but down in value, reflecting a softening in boron product prices. Total world production of boron mineral concentrate and chemical tonnage in 1990 was estimated at 3 Mt (3.3 million st), which corresponds to about 1.3 Mt (1.3 million st) of BO,. World production in 1990 was about the same as in 1989.

The syngenetic, metamorphic water, and source bed concept theories of ore deposition proposed by Anton Gray, C, Lo Knight and others, to explain ores in sedimentary rocks, are challenged on the basis of a survey of the literature and personal observation, A hydrothermal origin for the Northern Rhodesian Copperbelt deposits is indicated by the presence of post-Roan age igneous rocks and post-gabbro mineralization, the wide distribution of ore in the various Lower Roan lithologic types, and the zoning of the copper-iron sulphlde minerals and minor elements The proposal by Gray and Knight that igneous rocks are not favorable as guides to nonferrous metal deposits, and Gray's hypothesis that the redistribution of connate waters and their dissolved metals by metamorphic processes was responsible for the emplacement of ores, are rejected as contrary to field evidence, The absence of exposed potential igneous source rocks is shown to be an invalid argument for the proponents of any syngenetic hypothesis, The common association of ore deposits with calc-alkaline intrusive rocks and their derivatives is, however, demonstrated to be convincing evidence that an exploration program based upon a magmatic theory of origin, would have found most of the important known non-ferrous metal deposits of the world, It is urged that prospecting be continued on the sound basis of accumulated knowledge of the lithologic and structural facts surrounding known ore deposits.

In general a term "unconventional mining or "non-traditional mining technology" getting more and more familiar to the mining engineering media. There are several alternating terminological combinations such as "in situ mining", "borehole mining", "shaftless mining", "mineless mining", "geotechnology" etc.; specific terms denote particular method of unconventional mining technology: "underground coal gasification in situ", "underground coal combustion in situ", "borehole hydraulic coal mining" and others. This article could be entitled "The Rediscovery of the Windfall Mine," since it was originally discovered early in this century. The "Rediscovery" was made by personnel of Idaho Mining Corp. during the course of an investigation of the Windfall mine beginning in 1967. There had been historic production from the Windfall mine sporadically from 1908 until 1951 and there was present during much of this time a mill that vat leached crushed ore. Mining was underground to a depth of 91 m (300 ft). Prior to Idaho's activities, the mine had been inactive since the early 1950s. Idaho Mining Corp. was an "exploration company," privately owned and based in Reno, NV. The writer was at that time manager of exploration for Idaho Mining. The company held interests in the Cortez Gold mine, then being readied for production, and had conducted exploration for various mineral commodities in Nevada for several years. Idaho's attention was first directed to the Windfall mine in the Eureka District, Eureka County, Nevada (see Fig. 1, Nevada map) by a search of published geologic literature of the state of Nevada. An attempt was made to acquire a library consisting of all of the published geo-data for the state of Nevada as well as to obtain as much of the unpublished material as could be acquired. A study of these data, and in particular Tom Nolan's Professional Paper 406 (1962), indicated that the Windfall mine was anomalous for the Eureka District in that it contained deposits of disseminated gold. This source and other sources indicated that the Windfall had produced from underground operations approximately 59 kt (65,000 tons) grading 12.6 g/t (0.368 oz per ton) gold ore that was processed in a vat leaching operation and that the gold was "invisible" to the naked eye and could not be panned. It was ascertained that there were no active operations near the mine and a geologic reconnaissance was made and a few samples were taken to attempt to determine if the mineralization was indeed disseminated. The initial group of samples around the mine area averaged 1.25 ppm [11.5 g/t gold (0.036 oz per ton)] and the mineralization did appear to disseminate into the wallrock. The next step involved researching the ownership of property in the immediate area of the mine, and [ ] a property map was constructed that showed six or seven different ownerships of patented and unpatented claims, as well as some open ground, in the target area. How is the Government's oil import control program doing? In July 1954 Mr, Eisenhower established the Cabinet Committee on Energy Supplies and Resources Policy. On July 29, 1957, the Administration imposed "voluntary" company oil import quotas on American oil importers to maintain "a healthy domestic (oil) production industry" and safeguard "national security." On March 10, 1959 the President by proclamation made the voluntary program mandatory. But study of the program in practice shows that it is not working out as expected and-that there is some doubt that its aims and other related Administration purposes are being achieved. Take the Administration's anti-inflation policy. To be sure, the President apparently recognized in his March 10th proclamation that in restricting cheap imported oil in favor of more expensive-domestic oil he was making the inflation fight that much harder, for he called for Government surveillance of domestic oil prices to prevent them from getting out of hard, And indeed while domestic crude oil prices have not risen appreciably during 1959 neither have they fallen appreciably (although there has been some price weakness in the past few weeks).

It is generally known and accepted that the efficiency of the blast furnace process, expressed by the symbols specific production and coke consumption, is influenced by a large number of variables connected to the type of burden, the alloy contents of the produced iron and the conditions of production as composition and preheating of the blast, the furnace heat losses and the possible use of fuels added on the tuyere level. It is furthermore obvious, that the coke consumption of the process will be influenced by specific production which could be said to be the result of two counter-acting influences. With high production, realized through intensive blowing, the passage time of the ore through the furnace is shortened leading to a decrease of the indirect reduction taking place in the upper part of the shaft within the temperature range of 300 to 1000°C. Simultaneously the external heat losses (constant in time) will be smaller calculated on each ton of iron and the resulting change in coke consumption will be the effect of both those influences. It is certainly of interest to be able to predetermine the effect of those variables before a change in the production practice is carried out.

Surveying is to tunneling, as a steering wheel is to a car—somewhat essential if you want to end up in the right place. The principles of tunnel surveying have remained unchanged since the first tunnels were constructed: To mathematically connect the selected start and end points of a tunnel and physically translate that alignment onto the ground. The alternative is just dead-reckoning and leaves the probably less than satisfying end results to chance. Today’s laser-guided tunnels often have to thread the needle through a maze of soil types, utilities, structural features and other underground considerations. Surveying makes it possible.

The importance of underground stress instrumentation cannot be minimized. It was Lord Kelvin who said that unless you can assign a number to a quantity,, you know very little about it. Most engineers will agree although this kind of statement is resented by our friends in non-technical fields. Mining is undergoing a revolution from art to science. But how can mining methods be optimized if there is no way of measuring the effectiveness of a given mining method? Do we know how effective a' support is unless we can determine its reaction to the mine structure? How do we assess the need for modifications to existing systems and supports, and how do we measure the effectiveness of such changes? Cut and try techniques are too wasteful of time and energy, and rarely provide solutions to a given problem. The purpose of underground stress instrumentation is to provide answers to some of the above questions -- answers that cannot be obtained otherwise This does not mean that laboratory studies are not valuable -on the contrary. Laboratory and underground studies supplement one another. Rock mechanics had its conception with the study of stresses in homogeneous, isotropic, and elastic models subjected to various force systems. These analyses were valuable inasmuch as they pinpointed possible sources of trouble due to stress concentrations. If the results observed underground did not always agree with the experimental analysis, it was not an indictment of the latter. More probably, the discrepancy could be attributed to the lack of similitude between model and prototype. The more nearly one can simulate underground conditions in a model, the more apt one is to produce results which correlate well-with underground observations. It is impossible to completely simulate underground conditions because all of the significant design parameters have not been recognized and evaluated. What better way can one evaluate these parameters than by underground stress instrumentation?

The effect of oxygen partial pressure on the volatilization percentages of valuable metals from iron-rich pyrite cinder by chlorination-volatilization method using CaCl2 as chlorinating agent was investigated in this study. The volatile products were collected directly and analyzed by X-ray diffraction. It was found that there were CuCl2, CuCl, PbCl2, and ZnCl2 existed in the volatile products. Au and Pb volatilization percentages were almost not affected by oxygen partial pressure. Both Cu and Zn volatilization percentages were negatively correlated with oxygen partial pressure when CaCl2 dosage was no more than 4 wt%, and almost uncorrelated with oxygen partial pressure with a CaCl2 dosage of 6 wt%.
