The sign of the surface charge of selected potassium soluble salt minerals namely KClO4 , K2SO4 , KNO3, and KCl was determined from nonequilibrium electrophoresis measurements and found to be negative for each of the salt. Dodecylamine flotation of these salts revealed that the concentration of amine required for flotation increases in the order KClO4< K2SO4< KNO3<KCI. Precipitation of the amine collector colloid was not required for flotation of the oxyanion salts and in this case it appears that adsorption of the dodecylamine cation is sufficient to create the hydrophobic surface state. The order for flotation is explained in terms of surface hydration of these respective potassium salts based on contact angle measurements and FT Raman spectroscopic characterization of water structure.

Confined explosions are a major risk in underground coal mine operations. Depending on confinement, ignition location and obstacles in the flame path, methane explosions can transition to detonations. As a result, the severity of mine explosions ranges from minor damage to loss of lives and permanent mine closure. Experimental results have shown that the inclusion of obstacles can significantly increase the flame propagation velocity by inducing turbulence. This research focuses on explosion experiments in a 71 cm diameter, 30.5 m long reactor that includes rock piles as obstacles along with developing the corresponding CFD model that captures the observed flame behavior and interaction with the obstacles. The rock rubble increases the flame front propagation velocity by 500% compared to the maximum velocity observed in the empty reactor experiments. The 2D and 3D CFD models predict the experimental flame front propagation velocity, whereas the 3D model shows a more explicit conformity than the 2D model. Although the computational time to complete the simulation is much less for the 2D model than for the 3D model, the 2D model is not sufficient to simulate cases with rock rubble since it cannot capture the propagation of the flame through the small voids between the rocks with the same effective blockage ratio as the 3D model. The validated CFD model can be scaled up to simulate methane explosions in full scale mine and industrial settings.

A major process control system is in some ways like a complex organism. The extremities, (that is, field instruments) are exposed to many hazards and suffer malfunctions of relatively minor and repetitive nature. Here I equate a stuck valve or dead transmitter with a skin abrasion or cut. The maintenance and repair of the extremities can be done by technicians with basic but thorough knowledge of relatively few problems and their solutions. Here I equate with administering Band-Aids and aspirin. On the other extreme, when the master control device (such as a computer) fails, one does not attempt home remedies. A "brain" specialist is called in. It is, however, crucial that the patient be able to clearly describe his symptoms. Getting down to the case at hand, a complex system consisting of field instruments, instrument racks, interface equipment, and perhaps a computer, may require maintenance at all levels. At the field equipment end where physical damage, corrosive atmospheres, reconfiguration, and routine calibration checks are common, the customer has the opportunity to develop a competent staff of maintenance people. The relatively high maintenance activity assures competence through repetition.

General History The first jaw crusher in the US was patented about 1830, but the Blake crusher that has maintained a substantial advantage over other types was invented in 1858 by Eli Whitney Blake. For going on 150 years the jaw crusher has been an invaluable machine; even today, when gyratory crushers have assumed most of the burden of crushing large tonnages of large rock and ore, the jaw crusher has a firm place in the mining industry. It is interesting that soon after the invention of the Philetius Gates gyratory crusher in 1881, a contest between the first No. 2 Gates and Blake jaw crushers of equal gape showed the gyratory to be 3.2 times as fast. This foretold a day not far in the future when the jaw crusher would not be adequate on the largest jobs. In his Textbook of Ore Dressing (1909) R. H. Richards recom¬mended that the word breaker be used for all machines breaking to relatively large sizes (say to 5 in. or greater), and crusher be used for finer work. Even in the 1968 US Bureau of Mines dictionary of mining terms the work breaker is defined by Richards in this context. However, in modern US usage it is nearly limited to coal breaking. Over the years the jaw crusher has been developed in a variety of forms but it appears today in these three general forms: (I) Blake type, (2) Dodge type, and (3) single toggle (or overhead eccentric) type. All of these crushers have a fixed jaw and a moving jaw, between which the coarse rock fragments are intermittently caught and crushed. The three types are differentiated by the manner in which the movable jaw is moved in relation to the fixed. Types The Blake-type crusher is shown in cross section in Fig. 1. The simplicity and strength that have made it first among jaw crushers are evident. The movable jaw is suspended from a cross-shaft at its upper end, this shaft being carried in bearings on the sides of the frame. The actuating mechanism consists of an eccentric shaft, also supported in frame-mounted bearings, which imparts through a pit¬ man and a pair of toggles a reciprocating motion to the bottom of the swing jaw, the return movement being effected by several spring¬loaded rods. The whole is built into a box frame with the crushing chamber at one end. As in all jaw crushers, the eccentric shaft is equipped with a heavy flywheel that maintains an even speed through¬out each stroke. The Dodge-type crusher illustrated in Fig. 2 is simple, mechani¬cally. Its movable jaw, being pivoted below the discharge opening, has minimum movement at crusher discharge and maximum at crusher feed. Because the choke point coincides with the point of least motion, these crushers are of relatively low capacity, and the rapid action in the feed area gives the machine the advantages of large reduction ratio and closely sized product. Thus, it fits well into low-capacity operations like sample reduction. Besides low capacity, its principal disadvantages are tendency to pack and make fines. The single-toggle or overhead-eccentric type of jaw crusher (see Fig. 3) has gained in usage, starting as a modification of the Dodge idea in that the greatest movement of the movable jaw occurs at the top, and being gradually improved and strengthened to its position today where it covers just as wide a field of application as the Blake type from the standpoint of feed opening. The motion of the movable jaw is the result of the circular motion of the eccentric shaft at the top of the swing jaw combined with the rocking action imparted to the bottom by the inclined toggle plate. Because of light weight and mechanical simplicity, it is economical in small mills and portable plants where the rock is not as tough and abrasive as to punish the machine with excessive impact from shocks, or excessive wear result¬ing from the pronounced vertical component of motion.

One of the Northwest Mining Association&apos;s guide-lines is: "If you always do what you&apos;ve always done, you&apos;ll always get what you&apos;ve always gotten." Another way of saying this is, simply, "when the road curves, don&apos;t refuse to turn." Our industry has been roundly criticized for living in the old political world, and, I believe, justifiably so. Until about 20 years ago, members of both houses of Congress deferred to specialists among their members for mining legislation. This was true for all public lands and natural resource issues, and were referred to as the mining bloc, or the timber bloc, or the ranching bloc. We felt safe, and to a large degree, were safe in the sense that western members of the US House of Representatives and of the US Senate understood the need for multiple use of public lands, and the need for the natural resources they supply. They also knew what it takes to stay in business and how to create the economic atmosphere that encourages private industry to find and provide the natural resources. Almost daily, members of our industry bemoan the destructive effects that current regulations, let alone new proposals, are having on American industry. And, there are some intriguing aspects for us to ponder. First, the specific complaint about the government is not regulation per se, but rather that the rules or policies don&apos;t make sense. We recognize that few understand our industry, but we have assumed that the government will rely on people experienced and knowledgeable in the area being brought under government controls. There was a time that this assumption was valid, but it is no longer true since we have entered the era of the professional regulator. Much like the MBA who believes that a professional manager can manage anywhere, the new breed of regulator sincerely believes that process is the key to developing effective regulations or programs. They reason the process virtually assures that all the pertinent facts will inevitably come to light and, after receiving appropriate considerations, will result in the proper decision being reached and implemented. Unfortunately, following the process also allows politics to play a new and greater role than ever before, since information based on what can only be called weird-science can now be presented to the professional regulator and accepted as fact. Regulators do not have the background to question the basic tenets of the conclusion being presented to them. To add insult to injury, testimony from people in the industry involved, intended to set the record straight, is too easily discounted as being merely self-serving. A second aspect is that the question of why the associations aren&apos;t doing more to stop poorly conceived legislative and regulatory proposals, or to counter the ever-increasing influence of the selfappointed public interest groups is being increasingly discussed. This is occurring despite the fact that there is a higher level of involvement and closer cooperation between the various associations than ever before. This raises a most important question: where are we going wrong? In the last 20 years or so, major changes have taken place. A new philosophy, taking advantage of the public&apos;s recognition of need to protect our environment, has swept through the nation, resulting in a whole new body of law enacted to assure environmental protection. We all acknowledge the need to prevent undue degradation during the course of mineral development, and we all consider ourselves to be responsible stewards of the land, because we live and work in the outdoors and know the importance of environmental protection. The changes in the federal statutes apply now to every aspect of mineral discovery, development, and production, and assure adequate reclamation of lands when we are done. Along with the positive changes, are a constant barrage of attempts to stop public land use, or stop mining, or stop any new economic development, ostensibly to "protect the environment," but often reflecting a hidden agenda of social reform. These types of extreme, irrational, and just plain impossible proposals are everyday occurrences, but we have not geared up to challenge all the proposals which could end mining. Instead, we did what we always had done. The road turned, but we didn&apos;t. And we wondered why those who had always protected mining weren&apos;t doing their job, and why we were having such limited success in reining in the regulators. The boron review arrived too late for the June issue. The United States was the world&apos;s largest producer and consumer of boron compounds during 1993. Boron mineral concentrate and chemical production in the United States totaled an estimated 958 kt (1.05 million st), yielding 526 kt (580,000 st) of B203, according to the US Bureau of Mines. Estimated value was $322 million. This level of production was about 5% less than 1992 revised production figures. The United States continued to provide essentially all its own boron while maintaining a strong position as a source of sodium borate products and boric acid to foreign markets. Domestic employment in the mining and beneficiation of boron products in 1993 was 900 people, about the same as in 1992. That was down from 1988 levels of 1250 people. Total world production of boron in 1993 was about 2.5 Mt (2.75 million st), yielding about 1.2 Mt (1.3 million st) of B203. World production in 1993 was about equal to revised 1992 levels. Production United States In 1993, mines and processing operations in southern California were the only domestic sources of boron mineral concentrates and chemicals. Domestic producers, in order of quantity of production, were: • US Borax and Chemical Corp., which operates an open pit kernite and tincal mine at Boron, CA, producing boric acid and borax products, • North American Chemical Co., which produces boric acid and borax products as coproducts from chemical operations at Searles Lake, CA and • American Borate Co., which produced small amounts of colemanite and shipped from inventories from its operation in Death Valley, CA.

Booster fans in underground coal mines are often located using the concept of a neutral point. Normally, intake airways are maintained at higher absolute pressure than return airways; therefore, air leaks from intake to return. By adding a significant pressure force to a region of a ventilation system, booster fans installed in a return airway can increase the pressure in the return so that air leaks from return to intake. This is commonly referred to as recirculation. The neutral point occurs at the location in the system where the pressure difference between [ ] the intake and the return airway is zero. At this point, there is no leakage or recirculation. Ideally, placing a booster fan near the neutral point minimizes leakage and recirculation. However, in practice, the position of the neutral point is not static and it changes as the ventilation system parameters change. Booster fans have the potential to increase the capacity and efficiency of coal mine ventilation systems. However, these fans add a significant pressure source to ventilation systems and can create areas where the pressure in the intake is less than the pressure in the return causing recirculation. In systems with multiple booster fans, there may be multiple recirculation paths and, as the capacity of these fans increases, recirculation is more likely to occur.

?We are certain there is need for research in every phase of mining." This statement by R. M. Crump of the Jones and Laughlin Steel Company (047) paraphrases opinion widespread among mining people. It is undoubtedly true. In preparation for this presentation, 193 organizations were asked to describe their mining research efforts. 60% responded, The meaning of "research" was taken in several different ways. The continual efforts of progressive companies to improve themselves were reported as research. We will call this and any effort to solve specific and immediate problems "practical research". The continuing investigation of subjects of long range interest will be called "basic research".

The decision to accelerate development of Stillwater Mining&apos;s East Boulder Mine was made in March of 1998. It required the completion of conceptual designs by July of 1998. This was accomplished through teamwork and close cooperation of mine personnel, engineering firms and vendors, all working toward the common goal of developing an efficient and workable design. Early in the project, representatives of Stillwater Mining, Kilborn International, Parsons Brinckerhoff Transit and Rail Systems, Continental Conveyor, and H.A. Simons met to develop methods to bring the mine into production at a highly accelerated rate and to solve potential bottlenecks, including the movement of personnel, materials, and muck through a 5.6 km (3-1/2 mile) adit. This interaction, including companies not normally associated with the mining industry, led to innovative approaches and designs produced by Kilborn Engineering and Stillwater Mining.

"The ultimate objectives of the post-tensioned strands are to connect the precast segments into a ring and provide pre-stress in the tunnel circumference. The method involves inserting the strand through the preliminary embedded duct in the precast concrete segments and then tensioning the strand by jack and fastening it. The post-tensioned strand eliminates the necessity of bolt connections between the segments and may reduce the labor cost and increase speed of lining construction. Pre-stressing of the segmental lining reduces the steel reinforcement or fiber volume in precast segments and/or thickness of the precast segments which would result in reducing the manufacturing cost of them. Pre-stressing would reduce cracking and increase water tightness, and would provide smooth intrados due to eliminated bolt joints and pockets in the tunnel lining. Pre-stressing would increase resistance to internal pressures as well. Further, this system could work very well structurally in tunnels with squeezing rock or tunnels with high seismic loadings. INTRODUCTION OF THE METHODPost-tensioning is commonly used in the construction of bridges, large buildings, nuclear power stations, and water tanks but its utilization in tunnels is still in its infancy.The precast pre-stressed concrete segmental lining can be used for shield tunnels. It provides a reinforced lining ring by the following construction stages and as shown in Figure 1:1) Segments to be assembled by TBM to complete a full ring2) Steel strand to be inserted through embedded duct (sheath) within the segments3) The strand to be tensioned by Jack after anchorage of the other end4) The strand to be fastened after reaching required tension load5) The horizontal strands (if necessary) to be installed, tensioned and fastened6) The recesses and gap between strand and duct to be filled by groutingFurther, Figure 2 shows an unbonded post-tensioning strand model; Figure 3 shows an anchor sample (Xanchor); Figure 4 shows a duct (sheath) and anchor within reinforcement; Figure 5 depicts the posttensioning of a strand by jack; and Figure 6 is an image of the Midorigaoka Trunk line tunnel in Sagamihara, Japan which was constructed using this system."

Dense medium cyclones are the preferred means for cleaning 112 in. x 14 Mesh to 28 Mesh (12.7 mm x 1.0 mm to 0.6 mm) raw coal and are becoming a common choice for cleaning raw coal from a nominal top size of 2-1/2 in. to 3 in. (63.5 mm to 76.2 mm) down to 14 Mesh to 28 Mesh (1.0 mm to 0.6 mm). During the last ten years, dense medium cyclone circuitry design has undergone changes which have combined to improve process efficiency. This paper describes these improvements and compares present day design with the design used prior to the mid 1980&apos;s. Improvements in the following areas are described: Raw coal desliming, cyclone configuration, drain and rinse applications, dilute medium circuitry, and instrumentation and control.

A computer program has been developed for use by the mining engineer for analyzing drum-type hoists prior to the modification of an existing system or the designing of a new one. Its use permits the preliminary evaluation of a system before seeking the technical assistance of mine hoist designers and manufacturers. Compatible with an IBM-PC, the user-friendly program accepts a variety of data and can analyze hoisting systems for any balance state. The extensive program can be used to: (1) calculate skip capacity to yield a desired production rate; (2) solve for required drum face width; (3) select a permissible wire rope from a menu of 50 available rope types: (4) estimate total horsepower of the hoist plant; and (5) estimate power cost. An example of the model&apos;s use in evaluating a hoisting system will conclude the paper.

Geologic studies during development at Copper Flat were directed at acquiring the information necessary in evaluating a low-grade porphyry copper deposit. In addition to the geologic mapping and core-logging of a typical exploration project, these studies included the following : (1) careful checks on the sampling and assaying (2) selection of representative samples used to establish the recoverable amounts of precious metals in the ore (3) examination of underground workings driven to provide samples both for metallurgical testing and for assay comparisons (4) evaluation of plant site and waste dump areas as non-mineral, including a placer examination of the taillngs disposal area (5) location of an adequate water supply. All these investigations were carefully documented to provide the necessary data both for the engineering design and, more importantly, for the feasibility studies required for successfully financing the project.

The Coastal Water Authority&apos;s 2,740mm/2,590mm (108 in./102 in.) pipeline, known as the Northwest Lateral Project, will transport raw water from an existing pipeline over 14.3 km (8.9 miles) to the City of Houston&apos;s East Water Purification Plant. The new pipeline crosses under Houston Ship Channel and Greens Bayou in tunnels at approximately 30.5m (100 feet) and 25.9m (85 feet) depths, which present unique experiences in tunneling under open bodies of water in the Gulf Coast&apos;s soft ground conditions. An earth pressure balance TBM is being used for the deep tunnel sections where the ground demonstrates high overload factors and variable conditions ranging from clays to silty sands. This paper discusses the design approach for the tunnels and shafts, ground conditions, constructability, and selection of the primary lining system.

Topaz is a fluorine-bearing aluminosilicate mineral of the kyanite-sillimanite group. The formula has been given as Al2SiO4(F,OH)2, [Al(F, OH)]2SiO4, or 2Al2O3?2Al(F, OH)3SiO2. Topaz is generally considered a semiprecious-to-precious gem mineral, but it is a fairly common minor constituent of granites. In 1937 the U.s. Geological Survey reported an occurrence of massive topaz in the 3 Brewer gold mine, Chesterfield County, S.C. Over the next 8 years considerable research was done on topaz to establish its properties and to determine possible end uses The first reported shipment of ore was in 1939 Peak production was reached in 194412, and output then began declining until the mine closed in 194913? During World War II topaz was used in refractories, as a flux in steel mills, and in the manufacture of borosilicate glass 14. The main advantage of using topaz over kyanite and sillimanite in refractory use was that calcined topaz converted to over 95 percent mullite (3A1203 .2Si02) while calcined kyanite or sillimanite contained only 88 percent mullite15. However, a major draw-back to utilization of topaz is the evolution of fluorides during calcination. In 1973 the Geological Survey reported that topaz occurred in probable commercial quantities in at least two domestic locationsl6: the Brewer area of South Carolina and a location in Colorado. The literature also indicated that progress had been made in controlling fluorine-bearing fumes. This research has progressed to the state where valuable fluorine compounds are being recovered on a commercial scale 17. Thus, a major obstacle to utilization of topaz appears to have been resolved. The Bureau of Mines under its program of advancing minerals technology initiated a project to study techniques for the concentration of topaz from disseminated materials. The objective of the study was to determine those techniques that would be used to produce topaz concentrates that could be utilized as a source of fluorine and mullite.

The phenomenon of re-entrainment is seen in many environments, such as sand dune formation, soil erosion, fugitive dust emission, spread of radio-nuclides from accidents involving nuclear weapons, etc. A thorough review of existing literature reveals that work on re-entrainment of dust in mine atmospheres is scant. The present study was undertaken as a part of on-going research in the Respirable Dust Center on the prediction of ambient dust concentrations in mine atmospheres (Ramani, 1983) to identify the contribution of dust re-entrainment to the spatial and temporal concentration in mine airways and included wind tunnel and in-mine studies. A set of seven experiments was performed in the Lake Lynn Laboratory Mine of the U.S. Bureau of Mines under controlled conditions. Two types of source coal dust, anthracite and bituminous, were subjected to airflow with a range of air velocities and walking by two different walkers. Six sets of instruments were used along the test section for sampling the airborne particles. The average air velocity just above the coal dust bed varied between 2.1 to 3.2 m/s. Due to re-entrainment as a result of the airflow conditions, the average respirable dust concentration in the center of the mine airway increased to 0.09 mg/m3 (standard deviation = 0.03 mg/m3) from an initial value of 0.02 mg/m3. The concentration of all (i.e., total) airborne dust increased to 0.17 mg/m&apos; (standard deviation = 0.10 mg/m&apos;) from an initial value of 0.02 mg/m&apos;. The action of personnel walking, however, caused higher amounts of re-entrainment. Average concentration of respirable and total dust at the center of the mine airway increased to values of 0.28 mg/m&apos; (standard deviation = 0.12 mg/m3) and 1.53 mg/m3 (standard deviation = 1.0 mg/m3), from initial values of 0.03 mg/m3 and 0.05 mg/m3, respectively. It was observed that the dust concentrations were much higher near the floor, immediately at the end of the coal dust bed. Depending on the level of activity and the amount of dust deposited in mine airways, re-entrainment may become an important source of airborne dust away from the point of actual mining.

The mining complex, which the Mines Gaspé division of Noranda Mines Limited has operated in Murdochville since 1954, includes open pit and underground mines, two mills, one leaching plant and a smelter. The under- ground mining uses predominantly a large scale room and pillar method, rooms 15 m wide, 30 m high and 300 m long being common. Ore production is effected by 4.5 m3 front-end loaders and 32-tonne trucks powered respectively by 225 and 325 kW diesels. Daily dust and gas readings show that air quality can be maintained at an acceptable level with much less ventilation than that normally specified. This paper emphasizes the point that air requirements should be based on Air Quality Standards, thus allowing an operation to benefit from favourable conditions or from improvements such as exhaust treatment, fuel alteration, etc.

The article is an excellent one, providing a basis for the conduct of the major tasks in underground mine planning and scheduling. I object to only one word. Since that word is featured in the title, it is a strong objection. The word used erroneously is optimization. There is no optimization performed in the article. By definition, an optimization is an approach that yields the best of all possible solutions. We can limit this definition to its narrowest sense, the optimization techniques of operations research such as linear programming, or broaden it to include less sophisticated search procedures that find the best mine plan or schedule. No such claim is made in the article. No optimization of any kind is performed. The major tool used is a simulation, which, in truth, is probably more appropriate for this problem than any optimization. But simulation does not optimize. It only allows for quick evaluation of many options, leading to the selection of the best plan "of those tried," not "of all possible plans." This article, of course, is not the first mining paper to make this error. It seems that the word optimization is used more to impress people than to refer to any act of optimizing. It is used in a way that implies "try to optimize" or "come close to optimize," but not to really do it. It is usually appropriate to quietly ignore this error. But when Dr. Chatterjee, who has done so much good work in true optimization projects and whose work I have come to admire, makes such an error, it is time to publicly dispute it. Having discussed this very point with him in the past, I am sure that he will agree. If he can support this position in his response, perhaps people will start to listen and we can reduce the number of false claims of optimization. This should be easy for him in this case since the approach he used, simulation, is the more appropriate one anyway.
