I appreciate very much the invitation to speak with you and the opportunity of bringing you messages from both the Secretary of the Department of Health and Human Services and the Assistant Secretary for Health/Acting Surgeon General of the U.S. Public Health Service. I would like to take this opportunity to congratulate you (the organizers of this Conference) on identifying the critical issues in the field and assembling such a broad array of experts to address them. I would like to present a brief view of the emerging framework for health that puts into perspective some of the aspirations of the Administration and to highlight several points with regard to prevention and occupational health. The goals are: 1. To improve the overall health status of our people. (This has been and will remain the National policy regarding health.); 2. To engage the Nation in the important effort of enhancing public health. (This is not reserved exclusively for the activity of the Federal Government or for State Governments. Public health has to be a cooperative effort that brings together all of the people engaged in the process of serving the people.); and 3. To pledge that health care will not be priced out of anyone's reach because of inflation. (It is clear that there are major tasks of bringing about economic recovery in our country. One aspect of this effort is to guard against the cost of health care not being allowed to rise beyond the reach of persons who need that care.) "How will these goals be achieved and what must change in the delivery of health and medical care in our society?" There are a number of real issues as well as perceptions that adversely affect the attainment of these goals: First, The cost of medical care is soaring and the public, industry unions and other elements of our society are becoming concerned. (They recognize the problem and are demanding a solution.); Second, There is a growing concern about the priorities that have been set. (For example, the evidence that preventive interventions are the most effective approach is overwhelming, yet medicine has not yet given that a high priority.); and Third, There is the perception that physicians do too much to too many people at too great a cost and that too much and too costly technologies are used. In view of the perceptions, we all must accept some changes and the challenges that needed changes will bring. A month before the new budget went to Congress, President Reagan went on nationwide television and told the American people that, "It is time to recognize that we have come to a turning point and we are threatened with an economic calamity of tremendous proportion and the [old business as usual treatment can't save us. Together we must chart a new course]." Now eight months down the road from this and a long Spring and Summer of discussion both within the Executive Branch and in the Congress, many plans and programs and concepts have emerged. The new course has been charted and the turning point has been made. Business as usual has been put aside and the Administration's leadership has been stretched and tested in putting forth a better approach with the reality that money is tight and that old habits of delivering care are difficult to change. The Congress has now given us a look at a new health budget that takes into account some of the harsh economic realities and that does make allowances for the persistence of familiar behavior. Against this background, it is now possible to begin addressing ways to provide health services to people at a price the Nation can afford to pay. There are without question difficult decisions involved but the Administration is committed to supporting and improving health care in America. It has been the President's contention that one of the principal causes of the inflationary spiral in the country was the steady and indefensible growth of the Federal budget. The problem stems from the fact that we have been living well, but beyond our means for nearly 30 years. Now we are discovering that there is a bottom to the barrel after all. It is possible for our society to run out of things like energy (oil), water or money. The health bills must be paid -- by Government, by insurance, by parents or by someone. Each year with a bigger shopping list and more money to spend the Federal Government went into the marketplace to buy. This action altered the

Ice frozen from a dilute chemical solution is mechanically weaker than ice frozen from pure water. This phenomenon is the basis of a practical method for reducing the strength of a mass of frozen coal. If a chemical additive is applied to moist coal, prior to its shipment during freezing weather, the resulting frozen coal can be more easily broken than in the absence of the chemical additive. This greatly expedites the unloading and handling of coal during winter. There has been considerable research into the nature and mechanical strength of ice frozen from various solutions. The literature relating to this process has been reviewed as has the literature relating to the chemical treatment of coal and mineral particulates. Some important articles are discussed and speculations are made about the nature of the ice-weakening process. A laboratory evaluation of the effects of chemical additives on the mechanical strength of ice and frozen coal has been made. An apparatus designed for this purpose is described, and some results obtained with it are discussed.

My comments today are directed toward western coal and its impact on Burlington Northern. I will be discussing three major topics. These are: location and extent of mining activities, the flows of this coal traffic into the various market territories, and finally the interaction of this western coal with coals found in the balance of the United States. When we at BN speak of western coal, we refer to those substantial deposits lying in southeastern Montana and north-eastern Wyoming. This territory covers many different coal formations. For the sake of simplicity, I will be referring to this general area as the Powder River Basin (or the "western" coal fields). This slide highlights the area overlayed by a map of the BN rail system. The U.S. Bureau of Mines estimates the demonstrated reserve base of Montana and Wyoming to be approximately 176 billion tons. Of this figure, about 73 billion tons is minable by surface methods. This is roughly 72% of the total strippable reserves in the western united states, BN does not have sole access to this coal for there are deposits in southern Wyoming near the union pacific railroad. I will say more about this later.

As part of the Bureau of Mines research on the In-Situ Uranium Leaching, various geophysical resistivity measuring techniques were -evaluated to identify a rapid reliable method for detecting the underground migration of lixiviant outside of the planned limits. Surface and downhole galvanic resistivity and controlled source audio-magnetotelluric (AMT) methods were tested at an in-situ uranium mine in Northern Wyoming during start-up of a new mining area. Downhole galvanic and AMT were the most promising techniques.

Discussion by R.J. Pindred In his paper, Davis presents an overview of risk. He also introduces the Capital Asset Processing Model (CAPM) as a foundation for selecting the appropriate discount rate for a mining project. While applying portfolio theory is more defensible than the ad hoc adjustment of discount rates, the CAPM is not a panacea. CAPM shortcomings [The CAPM, as Davis stated, is expressed in the equation: ri=rf+pi4) where ri is the project discount rate rf is the risk free interest rate (3i is the project beta, and 0 is the market risk premium (rm - rf)] Application of the CAPM is more difficult than Davis indicates. Valuation is prospective, while the CAPM parameters are historical. Beta is determined from a regression analysis of historical data, while the beta needed for valuation is the expected beta. Betas are known to be unstable and the regressions that generate them often have low explanatory power. The difficulty of estimating a "project" beta must also be considered. Thus, the beta that is used in the CAPM will be based on the analyst's judgment. Like Cavender's discount rate, this judgment can lead to different project NPVs. Subjectivity in valuation cannot be avoided by a mechanical application of the CAPM. The risk-free rate, which Davis identifies as a short-term real rate of 4%, is also subject to scrutiny. A mining project is not a short-term investment and no single risk-free rate is appropriate for all of the cash flows. The hypothetical mine discussed in Cavender's paper is a six-year project. One might argue for the application of a risk-free rate from the Treasury yield curve at the duration of the project (in a bond-duration sense). This, too, is inappropriate. The risk-free rate should be matched to the timing of the cash flow. These rates can be determined by calculating the implied forward rates from the yield curve using a procedure known as "bootstrapping." It is likely that each of the project's cash flows would be discounted at a different rate. Commodity prices Davis criticizes the "ad hoc adjustment to the discount rate." Yet, in his discussion of the value of stochastic simulation, he suggests that the gold price be modeled as a "random walk, with or without a trend." This is essentially an arbitrary modeling of price risk. Consider that a liquid market in gold futures exists. The futures' price curve, which is closely related to the market's estimate of future spot gold prices, should be used to provide inputs to the model. This is especially true of a relatively short six-year project. Alternatively, as Davis correctly points out, a risk-averse investor can sell the commodity short to hedge price risk. Is it any more correct, in the portfolio sense, to account for price risk at all ?? Davis Pindred discusses two issues related to my paper, the shortcomings of the Capital Asset Pricing Model (CAPM) and which commodity price values to use in the valuation exercise. Even though these topics are not directly related to the use or misuse of Monte Carlo simulation, they are important points to take into consideration in valuation exercises. Since I do not appear to have addressed these issues satisfactorily in my original paper, I will comment on each here. Pindred agrees with me that applying portfolio theory, and specifically the CAPM, to the selection of project discount rates is more defensible than ad hoc methods. But he then points out that the application of the CAPM to project valuation is more difficult that I indicate. It is true that the CAPM is a difficult tool for project valuation in general,. But the application of the CAPM to mining projects is one of the easiest I can think of. The biggest problem with using the CAPM for project valuation is coming up with an expected project beta. I suggest a project beta for gold projects of 0.45. The "true" value might be 0.35, 0.55 or whatever. Pindred correctly notes that the selection of the appropriate project beta is based

The effectiveness of the grouting of saturated, fractured rock in the vicinity of underground workings depends to a great extent on the correct interpretation of the specific hydrogeological conditions at the site. During the planning of grouting operations, calculations of the hydrogeologic co-efficients and of the parameters of the isolating grout curtain(s) and the procedures for forming the curtain(s) must be based on valid hydrogeologic characteristics of the fracture system of the rock within each hydrostratigraphic unit (Anon., 1976). This chapter presents a discussion of the background information that must be collected for these purposes. Details of testing are presented in Chapter 3. The general design of new or the reconstruction of existing underground workings requires a broadly based organization having the expertise to develop a grouting operations plan once it acquires the necessary information. The needed information includes: 1) general information about the hydrogeologic section, 2) the engineering design of the underground workings, 3) the geology of the region, 4) the hydrochemistry of the ground water, 5) the hydraulic properties of the rock, 6) the characterization of all gases present, and 7) characterization of the rock's physical-mechanical properties which is necessary to avoid or control hydrofracturing . The geological documentation portion of the hydrogeological investigation is prepared based on the results of geologic mapping, geophysical surveys and on geo-exploratory operations at a regional and local scale. Geological data from the excavation of other underground workings in adjacent areas of the region is also included. Finally the results of site specific investigations in boreholes constructed at the site of the proposed underground activity are incorporated. A section of the preliminary report entitled "General Information about the Project Site" patterned after the parent STG guidance document on this subject must be com- piled based on the contents of geological reports and on the general construction plan for a new project or the plan for reconstruction of an existing operation. This section of the preliminary report must contain concise information about the conditions under which the planned grouting operations are to be conducted. The information must cover the geo- graphic, administrative, and economic subject areas also. Information about sources of electrical power, heat and water supplies, the presence and characteristics of local construction materials suitable for making grout (particularly clay and cement for the clay-based grout), transportation, and the status of communication lines and other services must be included in this section. Map scales for this section should be on the order of 1:25,000. The technical characterization of planned underground workings is presented in a project report chapter called "General Construction Plan for a New or the Restoration of an Old Operation. " The characterization comprises concise information about the purpose of the workings, the planned depths (for shafts) and the length (for horizontal and inclined workings), the inside and excavated diameters (for shafts), the cross-sectional area (for inclined and horizontal workings), and the face and mouth markers. If excavated underground workings exist in the region, then a concise description of them must be provided. The characterization of all excavations and all operational conditions must be specified. The location within the general structure of the proposed operation is specified. Flow charts must be included in this section that show: 1) the plan for opening the deposit, 2) the plans of the mining operations, and 3) the planned geological sections as they relate to the main workings. These graphical flow charts and appendices are drawn in scales of 1:2000 or 1:5000. 2.1 GEOLOGICAL CHARACTERIZATION The geological characterization of a site of proposed underground workings includes the following principal subject areas: stratigraphy, lithology, structural geology and a characterization of the status of fracturing. 2.1.1 STRATIGRAPHY AND LITHOLOGY A description of the geological section of the rocks to be intersected by the planned underground workings is complied on the basis of: 1) research data derived from core extracted from exploratory boreholes and monitoring boreholes, 2) the documentation and mapping of all natural out- crops in the region, 3) the data from all existing under-ground workings in the regions where operations are being canied out already, along with data from adjacent regions, 4) the data from surface and borehole geophysical investigations (standard and specially developed logging methods, and 5) regional stratigraphy. The geological description of the rock must express the maximum detail possible. The description provides the name of the rock, the granulometric composition (for fragmented rock), the composition and type of stratification, the drilling characteristics of the rock, a visual estimate of porosity and density for each stratum identified, the karstic

Over the past 15 years numerous pressure oxidation plants for pretreatment of gold ores and concentrates have been installed throughout the world. While, this technology is now established, it suffers in term of the complex engineering and operational characteristics inherent in utilization of high temperatures (i.e. up to225°C) and high pressures (i.e. > 400 PSIG). This paper outlines the application of an industrially proven pressure leaching methodology utilizing nitrogen species catalyzed pressure leaching and alkaline sulfide gold leaching. As such, it stands as an economic and engineering advancement in pressure leach treatment of gold ores and concentrates.

This report presents equations derived from experimental testing to convert borehole pressure cell data from vertical and horizontal cells to the biaxial ground stress changes. While hydraulic pressure cells in boreholes have been in extensive use since 1957, methods of data reduction have been slow to develop. The methods of Sellers (1970) and Bauer et al. (1985), respectively, indicate a linear relationship between cell pressure change and the rock stress change. Lu presented a theory for creep behavior (Babcock et al., 1982). In the present work, in laboratory testing, the logarithm of the cell pressure was related to the stress change in seven elastic materials for a range of Young's moduli of 3.45 to 85.5 GPa (0.5 to 12.4 x 106 psi). The gage response depends upon the setting pressure of the gage, the gage pressure at any time, the rock properties, and the cross-sensitivity of the gage to transverse loading. The setting pressure of the cell should be proportional to the Young's modulus of the rock, the absolute stress can be determined by overcoring in strong rock, and the in situ Poisson's ratio can be estimated in some cases from the cell responses.

"The Sydvaranger magnetite mine closed in 1996 due to low iron ore prices and was reopened in 2009. The flowsheet has remained more or less as in the old plant, based upon two grinding steps followed by magnetic separation. The magnetite is free of harmful elements and should be attractive on the high quality market. This requires a concentrate containing less than 2% SiO2, which previously was achieved by amine flotation. Amine was preferred because it could be used with sea water. The use of amine is now restricted by the Norwegian Climate and Pollution Agency. Therefore, testwork to replace cationic with anionic flotation was done. Activation of quartz with Ca or Mg ions prior to anionic flotation was shown by research from 1960 to 1980 to be effective under laboratory conditions. The old research results have been followed up in order to make a commercial process for Sydvaranger. Calcium activation works excellently with all Sydvaranger ores, including the ones containing amphibole minerals, but Ca activation requires the high and not environmentally friendly pH of 12.4. Magnesium activation at pH 10.5 is a little more challenging, because the maximum concentration of MgOH+ is about 100 times lower than that of CaOH+. Fortunately, the major impurity in the main Bjornevatn orebody is quartz, which responds well to Mg activation. The process does not appear to depend much upon water quality, as the silicates may already be activated during grinding and magnetic separation in recycled water. The new process is environmentally friendly, as only well-known household reagents are used; oleic acid or tall oil, dextrin, sodium hydroxide and magnesium chloride at pH 10.5.IntroductionThe processing plant of Sydvaranger Gruve AS (SVG) is located in the port town of Kirkenes in the northernmost part of Norway, 10 km by rail from the high-grade deposit of Bjornevatn. This plant has been able to beneficiate magnetite ore to up to 99.5% purity, as described by Sandvik and Malvik (2001). Using the magnetic properties of the ore and making the most out of its enviable liberation characteristics, the original plant consisted of ball mills and 600-mm magnetic separators. The plant was shut down due to market conditions in 1996 but reopened in 2009."

Laramide porphyry copper deposits are large, low grade (<0.8% Cu) deposits that contain disseminated copper minerals, breccias, and stockwork veinlets of copper and molybdenum sulfides associated with porphyritic intrusions in Southwestern New Mexico. Critical minerals, such as PGEs, tellurium, indium, germanium, and gallium are recovered from the anode slimes remaining after copper is refined. Detailed age dating, mineralogy, geochemistry, along with geologic mapping could refine the location of critical minerals within specific systems and could identify porphyry systems with elevated critical minerals that could become economic, in addition to the already produced copper, gold and molybdenum.

Electrochemical oxidation of arsenopyrite (FeAsS) has been investigated as an attempt to gain a better understanding of its dissolution chemistry. Rest potential measurements, cyclic voltammetry and constant potential experiments were conducted in the pH range from 8 to 12 in the absence and the in the presence of cyanide. A two-step reaction sequence is suggested by the electrochemical measurements. The initial step is described by: [FeAsS+6H20=Fe(OH)3+H2AsO3- +S°+7H++6e] The second step involves the oxidation of the arsenite and sulfur according to the following reactions: [H2As03-+H20=HAsO24-+3H++2e and S° +4 H2O=SO4-+3H++6e] Stoichiometric determinations confirm that 14 electrons are involved in the overall reaction.

The subject area known as upper Dry Valley is located 15 miles due east of Soda Springs in Sections 14 and 23, Township 9 South, Range 44 East, Caribou County, Idaho. The railroad extending from Soda Springs to its terminus at El Paso&apos;s Maybe Canyon mine is 8z miles to the north in lower Dry Valley. Initial data derived from trench work in 1962 revealed a variety of econom¬ically significant alterations of the phosphatic beds related to the rather unique geomorphic development in the northern part of phosphate lease 1-012989. It was apparent that such conditions, while valid for near-surface beds in a strike direction, would be misleading if projected to the proposed depth limits of strip mining. Consequently, a subsurface mapping program was initiated in 1963 to determine: (1) the depth and horizontal extent of weathering and related phe¬nomena, (2) the depth, thickness, and quality of ore beds and intervening strata, and (3) structural geology as a guide for mining procedures. Successful use of a scintillometer in 1956 to detect the subcrop position of phosphate beds in the Smokey Canyon area of southeastern Idaho led to the conclusion that gamma radiation surveys of drill holes could be a useful aid in subsurface mapping. The objectives of this paper are: (1) briefly to describe geologic features characteristic of the phosphate lease area and (2) to demonstrate the practical application and theory behind gamma radiation logging as an effective tool in the economic evaluation of a phosphate lease.

Since human daily demands for fresh water have been increased significantly, the supply of fresh water for the mining industry, especially froth flotation, should be considerably reduced. In addition, stricter environmental standards have been implemented in many countries to reduce the risks due to the disposal of wastewater, many flotation operators have to seek more efficient ways to utilize the limited fresh water sources. Recycling water with high concentrations of impurities is a normal strategy for most of the mineral processing plants; however, water quality should be carefully considered to guarantee a smooth flotation process. Recently, the application of seawater in flotation has attracted much attention due to its availability and abundance rather than fresh water. However, the influencing mechanisms due to the application of seawater in flotation have not been fully understood especially the reactions between mineral particles and bubbles in the presence of high concentrations of cations and anions. This would impede the application of alternatives to fresh water in the flotation. Therefore, this paper reviews the current water sources and the technologies for water recycling in the flotation process. Specifically, the life cycle of water in flotation was proposed. In addition, the strategies including high pulp density flotation as well as the most promising alternatives to fresh water have been discussed in details, with the related mechanisms being demonstrated.

Florida Power and Light is the fifth largest investor-owned electric utility in the country. It has a service territory that covers 35 counties, or 28,000 square miles, 2.5 million customers, and serves 5.6 million people. The total installed capacity is 13,470 MW, generated by four nuclear units, 36 oil and/or gas fired units, and 48 gas turbine units. Traditionally, FPL has been an oil-based utility. In 1979, this dependency on oil became obvious when 42 million barrels of oil were burned during the year. At that time, it was also projected that, based on the current estimates of customer growth and available generation capacity through 1990, FPL&apos;s residual fuel oil consumption would increase from the 1979 level of 42 million barrels (6.7 million m3) per year to approximately 55 million barrels (8.7 million m3) per year by the mid-1990&apos;s. Concern over this was further aggravated by the fact that it was difficult to estimate both the price and quantity of fuel oil that would be available over the next decade since changes in the world market, decisions by oil producers and refiners, and international political developments would all affect the availability of oil. Also, at that time, the price of residual fuel oil had increased drastically, and there was no reason to think that these prices would soon stabilize. Thus, oil back-out became a primary objective of FPL and since then, FPL has been actively investigating ways to decrease fuel oil consumption.

The Equis and El Roble projects are located in the Cordillera Occidental of Colombia. The Equis vein deposits have sulfide ore reserves of 95.9.5.5 mt (105.770 st) grading 8.51 g/mt (0.248 oz/st) gold and 12.4 g/ml (0.36 oz/st) silver with 0.94 % copper. 1.10 a lead and 11.06% zinc. Ore reserves at El Roble are estimated as 1.1% Mmt (1.21 million st) grading 4.89% copper and 3.39 g/mt (0.099 oz/st) ,old. Geologically possible reserves at Equis may total 1.6.Mmt (1.76 million it). El Roble has the potential to contain several tens of millions of metric tons. Exploration included diamond drilling, trenching, channel sampling, rock and soil geochemistry, geophysics and tunneling. Erratic high grade samples affect the weighting of channel and drill core samples. Secondary reconcentration of gold is also a factor. Sample maps and graphs show the distribution of values to be highly variable. Geostatistical treatment of some of these data gave important guidelines for parameters such as sampling densities, drill hole spacing and confidence limits.

Soda ash is the common name for sodium carbonate (Na2CO3), an alkali compound that is the 11th largest inorganic chemical in terms of production of all domestic inorganic and organic chemicals, excluding petrochemical feedstocks. Despite that most people have never heard of soda ash, it is an important industrial compound used to manufacture glass, chemicals, soaps and detergents, pulp and paper, and many other familiar consumer products. Natural alkalis have been used by mankind for thousands of years; however, their industrial manufacture dates back to only the latter half of the 18th century. Natural deposits of sodium carbonate have been known as early as about 3500 BC, when the Egyptians used natural soda ash in making glass. They also mixed lime and soda ash to make sodium hydroxide (caustic soda) that was combined with silicate minerals found in the Sinai desert. This made a soluble silica, which when added to aluminum-rich silt from the Nile River, produced a silica- aluminate cement mortar with excellent bonding properties for construction. The Romans in the first century AD also used natural soda ash in glass manufacture but expanded its use medically for the treatment of colic pains and skin eruptions, and in the making of bread. Elsewhere, people used the ashes of wood to obtain their source of alkali. People learned over time that different types of wood yielded various ashes with different properties; therefore, various plants were burned specifically for their ashes. Ash from plants grown in salt-bearing soils (such as saltwort) and from kelp and other seaweeds, especially Spanish barilla, were so different from ashes obtained from other vegetation that it became known as soda ash (due to its sodium content) versus pot ash, a potassium-based alkali ash. About 13 t of barilla ashes produced 1 t of sodium carbonate and 14 kg of iodine as a byproduct. The difference between these two ashes was relatively obscure until Duhamel Dumonceau made the distinction clear in 1736. The word soda ash developed from common usage and is perhaps more well known today than its synonym sodium carbonate. One of the primary ores of soda ash is trona, a sodium carbonate-bearing mineral that&apos;s name is traced back to Arabic origin. Trona also is known internationally by other names such as urao (Venezuela), kaum (Nigeria), natron (from Greek nitron and Latin natrium), and szekso (Hungary). The beginning of the Industrial Revolution in Western Europe in the late 18th century soon put a strain on the availability of raw materials to meet consumer demands. One of these scarce materials was soda ash. Because of the Seven Years War with England and the Napoleonic wars with other parts of Europe, France could not obtain sufficient quantities of Spanish barilla or other supplies of vegetable alkali to meet the growing demand. Efforts were needed to synthesize soda ash. In 1775, the French Academy of Sciences offered a large prize of 2,400 livres to someone who could find an inexpensive method to make soda ash. In September 1791 at St. Denis, Nicolas Leblanc (1742- 1806), a French chemist, developed such a technique using salt, sulfuric acid, coal, and limestone. The French Revolution interfered with its development, and his patent and factory were confiscated with Leblanc receiving only token compensation. Napoleon returned his factory to him; however, Leblanc was not able to raise enough capital to reopen it, and he committed suicide in 1806. A small, but not particularly successful, Leblanc plant was established in England in 1814. It was not until 1823 when the process first became commercially successful in Liverpool, England. The process was introduced in Germany in 1843 and in Austria in 1851 (Harness and Coons, 1942). Soda ash production by the Leblanc process reached its peak of about 599 500 t in 1880, after which it began to decline as the Solvay process became more popular. The Leblanc process was used to a limited extent in Europe during World War I but had disappeared by World War II. The Solvay process, also known as the ammonia-soda process, was developed by Alfred and Ernest (1 838-1922) Solvay in 1861 based on a concept by Fresnel that had been known since 1811. For the next 50 years, the implementation of the idea evaded industrial chemists because no large-scale and economic means could be found to commercialize the concept. Although Ernest Solvay was unaware of the existance of an ammonia-soda concept, he solved the problems by utilizing carbonating towers. The Solvay process produced soda ash from salt, limestone, and coke, with ammonia as a catalyst. With a capital of 136,000 francs, the first plant was built by the Solvay brothers at Couillet, Belgium, in 1863 with production commencing in 1865. Synthetic soda ash production amounted to 1.5 tpd in 1866, but reached 10 tpd by 1872. They patented their use of carbonating towers in 1872 that had made ammonia-soda manufacturing a successful continuous process. Their second plant was built in 1872 at Dombasle, France. In 1874, the first Solvay plant in England was built at Northwich by Ludwig Mond, the namesake of Brunner Mond and Co. (formerly Imperial Chemical Industries), the company that currently operates the two English Solvay plants. In the United States, William B. Cogswell in February 1879 heard a presentation on the Solvay process and sailed to Europe to meet with the Solvay brothers to seek their support for using their process in New York. At first, the brothers were not interested; however, Mr. Cogswell was persistent and ultimately gained their support. The Solvay Rocess Co. was formed Sep. 2 1, 1881, and construction began immediately on the first Solvay plant at Geddes, near Syracuse, NY. The plant came onstream Jan. 10, 1884, and produced 11 180 t in its first year of operation. In 1910, rotary calciners were installed that increased capacity to 1 000 tpd. By 1930, plant capacity was up to 2 400 tpd. The facility remained in continuous operation for more than 100 years. By 1939. 10 Solvay soda ash plants were in operation in 6 States throughout the nation. The Syracuse plant was officially closed Jan. 6, 1986, with total shutdown completed by Feb. 1986. Ironically, this facility was the first Solvay plant as well as the last. Two pressure balancing chambers were constructed at a Colorado coal mine to reduce the risk of spontaneous combustion. Each chamber was established by installing a Kennedy stopping at about 10 ft (3 m) in front of an isolation seal, and equipped with two safety doors, a nitrogen injection system, and a set of environmental monitors. Several pressure balancing tests for different ventilation conditions were conducted in these chambers. During each test, pressurized nitrogen was injected into the chamber and the pressure differentials across the stoppings and seals monitored. This study presents a summary of the results achieved, lessons learned, and the basic requirements to operate a pressure chamber effectively.

According to the U.S. Geological Survey (USGS), a critical mineral is one that is essential to the economic well -being of a nation and whose supply may be disrupted due to geological, geopolitical or environmental factors (Nassar et al., 2020). For example, REEs are critical to the production of electricvehicle motors as well as wind turbines, yet China’s share of their global production rose to more than 95 percent in 2010 (IEA, 2021). China’s share has since declined, with production quotas dropping to nearly 70 percent by 2023 (Statista, 2023). This and similar situations with many of the critical minerals raise deep global concerns about supply-chain vulnerabilities (Bauer et al., 2011). Critical minerals are used in the production of renewable energy, electronics, agricultural products and common household items (McLemore, 2020). As the global demand for these minerals continues to grow, it is not sufficient to rely solely on scaling up production from existing operations. While increasing production from known deposits can provide short-term relief, long-term resource security requires discovering new, economically viable mineral resources. One of the most effective ways to secure future supply is through mineral exploration, which increases the global inventory of critical minerals and also minimizes risks posed by market monopolies and political instability. The major challenge of mineral exploration lies not only in identifying mineralized deposits but also in determining whether discovered concentrations are sufficient to warrant further investigation and development. A fundamental concept in this decision-making process is using cut-off grade. In this article, cut-off grade refers to the minimum concentration of minerals required to justify further exploration efforts based on factors such as type and size of mineral deposit, mining and processing technologies, associated byproducts/coproducts and the market price of these minerals. Typically, economic cut-off grades are used to determine whether a mineral deposit can be mined profitably. However, this article focuses on preliminary cut-off grades needed to establish whether the amounts of critical minerals within a deposit are high enough to justify further exploration and detailed evaluations. By comparing mineral deposit grades, size, production and extraction technology, and other economic factors with established and active mines, exploration teams can estimate cut-off grades that justify further exploration.

GENERAL DESCRIPTION The Henderson mine utilizes a highly mechanized, continuous panel-caving system to extract ore from a deep, massive, molybdenum deposit. The mine site, lo¬cated 80.5 km (50 miles) west of Denver, is situated at 3170 m (10,400 ft) above sea level in a steep valley on the eastern side of the Continental Divide. The mill site, located on the western side of the divide, is linked to the mine via a 15.5-km (9.6-mile) railroad tunnel. Mine production is scheduled to reach 27 215 t/ d (30,000 stpd) from the uppermost production level. This pro¬duction rate will have been reached within the four years following an intensive ten-year preproduction development program. A second production level, due to come on stream in later years, will expand production capabilities to 31 751 t/d (35,000 stpd). The mine, which employs approximately 2000, has blocked-out ore reserves of 220 Mt (242 million st) at an average grade of 0.42% MoS2. Geology The Henderson deposit is composed of two partially overlapping ore bodies that lie 1080 m (3600 ft) beneath the peak of Red Mountain. The ore bodies are entirely within a Tertiary rhyolite porphyry intrusive complex that has intruded Precambrian granite. The de¬posit is elliptical in plan with overall dimensions of 670 x 910 m (2200 x 3000 ft). In section it is arcuate with an average thickness of 185 m (600 ft). The top of the deposit is at an elevation of 2610 m (8700 ft) while the lower limits range from 2340 m (7800 ft) on the west to below 2100 m (7000 ft) on the east. The mineralization is relatively continuous in the ore bodies and consists of molybdenite and quartz in random to subrandom, intersecting, closely spaced veinlets. Cavability RQD (rock quality designation) * values measured from Henderson drill core and compared with the RQD values from the Climax and Urad block-cave mines in¬dicated that the Henderson ore would cave but with difficulty and that a high percentage of the cave ma¬terial would be blocky. Initial caving experience shows the Henderson ore caves easier and with greater frag¬mentation than was indicated by the RQD values. Pos¬sible reasons for this are: 1) The greater lithostatic load at the Henderson has a greater effect on caving and fragmentation than anticipated. 2) The relief of confining pressure due to caving action and brittleness of the rock is enhancing breakage. Mine Layout The Henderson mine layout was designed from its inception for a large-scale, rubber-tired, continuous panel-caving mining system. The ore body is vertically divided into three major mine levels (Fig. 1). The top¬most level (8100 level), which is 2469 m (8100 ft) above sea level, is the current mine production level.
