Construction projects may be delivered under one contract package or multiple packages divided by discipline, geographic location, or other characteristics. Dividing the construction into contract bid packages is called contract packaging, and is a vital and strategic aspect of effectively delivering tunneling projects. The process of contract packaging considers many factors, including the type of project, location, and owner?s priorities. This paper describes the key facets of the contract packaging process used recently on several tunnel projects, reports, where possible, on the success of the process, and concludes with recommendations for applying this process to achieve the right contract package.

10.1 I~RODUC1'ION In order to understand the effects of surface subsidence due to underground mining on the ground water hydrology, a brief introduction to the rate, direction, and general pattern of ground water movement in aquifers is necessary. Ground water movement in an aquifer is controlled by aquifer lithology, structure, permeability, water levels, topographic set¬ting, and pumping patterns (Sgambat et al., 1980). Fig. 10.1 shows an idealized flow pattern of ground water in a hilly terrain (Coe and Stowe, 1984). The hill is made up of a series of interbedded permeable aquifers (mostly sandstone) and confining units (mostly shale). Since sandstone is porous and permeable, ground water moves through it downward and laterally until it reaches the interbeddings of the confining unit immediately below. The ground water then moves laterally along the interbeddings, be¬cause the confining unit is less permeable, and comes out as springs on the surface at the intersection of the aquifer and the confining unit. If there is a ground water table in each aquifer, it is a perched water table (e.g., right side of Fig 10.1). On the other hand, if the ground water recharge is larger than can be drained out, the interbedded permeable aquifers and confining units will be filled with water and a ground water table will exist only at the uppermost permeable aquifer. This is the semi-perched water table (e.g., left side of Fig. 10.1). There are three ground water flow systems: shallow, interme¬diate, and deep. Shallow flow systems occur near the land surface and the surface drainage system. The flow depth ranges from a few to several hundreds of feet with a resident time of a few weeks to a few years after entry, depending on the permeability of the rock strata. In a shallow flow system, the drainage coincides with sur¬face run-off water divides. Intermediate flow systems occur in minor hills some distance away from surface drainage. The travel distance ranges from several hundreds to several thousands of feet, the travel time from several months to tens of years. These systems are less dependent on seasonal recharge or discharge. In deep flow systems, the ground water travels from thousands of feet to miles, and transfers between surface basins. The travel time ranges from several tens to several hundreds of years. The systems generally receive recharge over a large area on major mountains and dis¬charge into major stream systems. 10.2 CASE STUDIES There are two ways of monitoring water wells for studying the effects of dewatering due to underground mining, i.e., water level and piezometric level. The water level is the water elevation in a water well that has penetrated two or more aquifers. Thus it indi¬cates the combined flow of all the aquifers that the water well intersects during the time of measurement. The piezometric level is the level to which water rises in a piezometer cased to a specific aquifer, and coincides with the pressure level of water in that aquifer. Therefore piezometric level reflects the water condition in that particular aquifer to which it is confined, while the water level represents the total yield of a water well without regard to the source of water. For instance, if a water well intersects two aqui¬fers, and if the lower aquifer is affected by undermining and goes dry while the upper aquifer does not, the water level in the well will drop, but may never go dry. Under this condition, the data obtained by monitoring the water level do not indicate the true behavior of the individual aquifers, especially if they are located at widely separated heights. 10.2.1 WATER LEVEL EFFECTS The effects of underground mining on ground water flow have been the subject of many investigations (Booth, 1984; Coe and Stowe, 1984; Owili-Eger, 1983; Rauch et al., 1984). However, the problems are very complicated, as have been exemplified by the conflicting conclusions reached by various investigators in var¬ious case studies. The most dramatic examples were described by Coe and Stowe (1984). In the first case (Fig. 10.2), the coal seam was 5 ft thick with cover from 400 to 800 ft deep. The majority of water supplies came from a sandstone aquifer in most ridge tops. When the face of the Panel No. 3 passed under it, dug well WW-1, which was approximately 670 ft above the coal, went dry, while the water level in Borehole B- 1, which was located at the center of Panel No. 4 with the bottom reaching the coal seam, also dropped about 160 ft. In Panel No. 5, the developed spring DS-2, which originated from the surface of the sandstone/shale contact and was approximately 750 ft above the coal seam, stopped when the face passed under it. The water level in the dug well W-2, which was dug into the shale about 700 ft above the coal seam dropped about 22 ft, but the well did not go dry. Therefore, nearly every spring or well located above or near the active panels was affected by longwall mining. In the second mine (Fig. 10.3), the seam was 5 ft thick with cover from 200 to 400 ft thick. Dug well DW-2, the bottom of which was 35 ft deep and approximately 330 ft above the coal seam in a perched sandstone aquifer, went dry right after the longwall passed under it. Drilled well W-3, in the sandstone aquifer, about 220 ft above the coal seam, experienced a 75-ft drop in water level when the face was under it, but showed some re¬covery after the face had passed under it. Ponds P- I and P-2 were developed in shale bedrock and were spring fed. They were not affected by longwall mining. Pond P-3 was developed in the sand¬stone aquifer, and its water table showed some decline when the face passed under it. Spring ST-1, which originated from Pond P-1 and was fed from several tributary valleys, was affected by longwall mining, probably because it passed across the panel edges where tension cracks drained off the water. Although the overbur¬den in case 2 was about half of that in case 1, the majority of water resources were not affected by longwall mining. Coe and Stowe (1984) attributed this discrepancy to: (1) a higher percentage of clays, shales, and claystones, resulting in a lesser degree of inter¬connected fracturing, and (2) a less rugged topography resulting in a less localized ground water flow system. Therefore, in order to assess the effects of underground mining, the premining ground water flow patterns, topographical, lithological, and meterological conditions must be known. Booth (1984) also monitored the ground water effects of a longwall mine (Fig. 10.4) in a seam 5 ft thick and 300 to 800 ft deep. There were three major aquifers: Morgantown sandstone approximately 30 ft thick and 630 ft above the coal; Saltsburg sandstone of up to 50 ft in thickness and 520 ft above the coal; and

The concept of using powdered coal-in-oil-mixtures (COM) as a composite fuel to conserve oil resources and relieve import supply problems is being vigorously promoted by the Department of Energy via the sponsoring of various demonstration units (1). The idea of COM as a useful alternative fuel has been explored on and off for over 100 years (2). The approach must be capable of grinding, mixing, storing, and combusting COM with presumably only minor equipment changes on oil-fired boilers. DOE estimates that 56 000 m3 of oil (350 000 barrels) could be spared daily if a 50-50 COM was used to generate electricity. Of course, the ability of COM suppliers to prepare and deliver a stable suspension of COM at reasonable economic costs must be achieved if the concept is to be successful. This report reviews the various methods used to attain stable coal-oil mixtures. Various physical-chemical principles associated with each method of stabilization are also discussed.

The speed and internal accuracy of today's electronic calculators can be utilized to write an efficient slurry calculation program. The calculator's input/output printing feature offers additional benefits for data organizing and record keeping. This program allows slurry calculations to be performed without the urgency of immediately transferring a calculated result onto a process flowsheet or specification sheet. The number of flowsheets required for some hvdrometallurgical processes means the number of process stream blocks or ladder diagram entries can become substantial. Slurry calculations for such projects tend to become repetitious and tedious, and the chances for errors increase both in calculation and data entry onto process documents. Using this program has minimized both types of errors. Checking process flowsheets is particularly expedient with the program because you may "walk" through the flowsheet on a weight basis, i.e., solids rate and solids density, and have the program verify and/or correct the volume entries, gallons, and specific gravities. The program was initially used on a beneficiation project to check some 500 data entry values on ladder diagrams covering seven process flowsheets. Numerous hand calculation errors were determined and corrected, and the time for completely checking and correcting the flowsheet ladder diagrams was substantially reduced.

Vancouver-based War Eagle Mining Co. is an advanced-stage Canadian junior mining company that is focused on becoming one of the world?s leading germanium producers. War Eagle?s primary focus is on the Tres Marias high-grade germanium mine near Chihuahua, Mexico. The Tres Marias Mine has high-grade zinc mineralization as well. War Eagle acquired the 28-km2 (17.4-sq mile) property in 2001 from Tombstone Exploration and is currently working to put the mine into production. Current exploration is focused on supporting a resource report and prefeasibility study that is expected to be completed in early 2008. War Eagle expects to have completed an estimated 80 underground diamond drill holes, 40 surface diamond drillholes, 31 percussion holes and 1,296 1.5-m (5-ft) channel samples. Eighty-seven additional exploration targets have been identified within the mining concession. Recent drill results have significantly expanded the known mineralized body at the Tres Marias Mine. The exploration and development program is expected to be completed during 2008. War Eagle owns both the drills currently in operation at Tres Marias. An advanced exploration and development program has confirmed historical grades and is producing encouraging new results from diamond and percussion drilling, channel sampling and high-resolution resistivity geophysics. Glenn R. O?Gorman, an independent geologist and consultant to War Eagle, conducted a study on the reporter. He stated that the Tres Marias concession area has the potential to host 5 to 10 Mt (5.5 to 11 million st) of minable ore.

Introduction Samarco Mineracao S.A. is a Brazilian corporation jointly owned by S.A. Mineracao da Trindade (SAMITRI) and Utah International Inc., with 51% and 49% interests respectively. Headquartered in Belo Horizonte in the state of Minas Gerais, Samarco owns and operates an open-pit mine capable of producing 10 Mt/a (11 million stpy) of iron ore; a concentrator rated at 7 Mt (7.7 million st); a 12-Mt (13.2-million st) capacity pipeline transportation system; a 7 Mt (7.7 million st) filtering and pelletizing plant; and a harbor facility. The mine, concentrator, and initial pipeline pump station are located at Germano, near the town of Mariana, about 300 km (186 mi) north of Rio de Janeiro by air. The pipeline terminal, pellet plant, and harbor are at Point Ubu, 70 km (43 mi) south of Vitória the capital city of Espirito Santo State, and about 300 km (186 mi) by air east of the mine. The 396-km (246-mi) pipeline uses 508-mm (20-in.) pipe except for a 53-km (33-mi) section where 457-mm (18-in.) pipe is used to absorb and control slack flow through increased velocity in one of the areas along the route. Iron Ore Slurry The hematite iron ore concentrate produced at the Germano plant is processed by grinding the average 53% run-of-mine itabirite iron ore to -150 µm (100 mesh) for gangue liberation. It is treated further by cyclones to remove the 10 µm (1250 mesh) slimes to prepare the ore for flotation. During the multistage cationic flotation operation, the silica is reduced to make low silica (-0.9%) concentrate for the direct reduction (DR) iron-making process or to make normal silica (-3.5% +2.5%) concentrate for the blast furnace (BF) iron-making process. The concentrate then is reground further to meet the particle size requirements for pelletizing. The reground hematite concentrate is screened in closed circuit with the regrind mills for close control of the maximum particle size, not to exceed 3.5% +75 µm (200 mesh) for pipeline wear protection. Thickened concentrates at 70% solids are pumped to four 5-kt (5,510-st)(dry) agitated slurry storage tanks that hold the feed before it goes to the first pipeline system pumping station. Pipeline Capacity The pipeline system was designed to transport 12 Mt/a (13.2 million stpy) at 65% solids with an average minimum safe operating velocity of 1.5 m/s (5 fps). The pipeline will transport 5 Mt (5.5 million st) in 1982. The system, therefore, is moving the slurry in 13-kt (14,330-st) batches, dispatched at intervals to move 20 kt/d (22,050 stpd). In operation, the pipeline has exceeded its 93% availability design factor. Pipeline Facilities Pump station No. 1 is located at the Germano minesite 1 km (3,330 ft) above sea level. It has the following principal equipment: • four 5 kt (5,510-st) (dry) agitate slurry storage tanks; • two centrifugal charge pumps (one stand-by); • a 217-m (712-ft) safety loop; • seven mainline positive displacement triplex plunger pumps (189 m3/h, or 832 gpm, at 14.9 MPa, or 2,162 psi, maximum output pressure); • four corrosion-erosion spools; • a control and command center. "Production of industrial minerals remains important to the rural economy of New Mexico. In 2014, some 240 mines were registered in New Mexico, including 25 industrial mineral operations and 189 aggregate operations. New Mexico leads domestic production of potash, perlite, zeolite, and travertine. Other production includes aggregate, humate, pumice, gypsum, salt, common and fire clay, scoria, limestone, fly ash, cement, magnetite, silica, and decorative stone. New Mexico has potential for additional production of industrial minerals. One company is exploring for garnet. Cretaceous black sandstones in the San Juan Basin have drawn interest for titanium, rare earth elements (REE), and zircon. Other REE deposits are being explored. REE-Th-U veins are found in the Gallinas, Capitan, and Cornudas Mountains and Laughlin Peak-Chico Hills. Recent exploration has occurred for beryllium in the San Mateo Mountains, Iron Mountain, and Victorio districts. Companies also are examining High-Ca limestone and High-Mg dolomite for potential development. Aggregate continues to be important in urban areas and along highways. INTRODUCTION Industrial minerals and rocks are literally the building blocks of our way of life and they are an exceptionally diverse and vital group of raw materials that underpin almost all aspects of human activity, infrastructure, and standard of living. Industrial minerals and rocks are used in the manufacture of many products, from ceramics to plastics and refractories to paper. Although industrial minerals permeate every aspect of daily life, their presence and their role are typically invisible. A widely used definition of industrial minerals and rocks is “any rock, mineral, or other naturally occurring substance of economic value, exclusive of metal ores, mineral fuels, and gemstones: one of the non-metallics” (Bates, 1975). This definition includes the important construction materials sector as well as specialized industrial minerals, but complex interactions between consumer industries produce a number of apparent anomalies to this definition. Some metals are included as industrial minerals because their use is industrial rather than as a metal. Sulfur is now predominantly extracted as a by-product of cleaning natural gas, one of the world's major energy fuels. Production of industrial minerals has been and remains important to the rural economy of New Mexico. Industrial minerals constitute nearly 40% of the more than $2.8 billion generated by mineral production in New Mexico in 2013 (Table 1, see APPENDIX). In 2015, some 240 mines were registered in New Mexico. This total includes 25 industrial mineral operations and 189 aggregate operations. New Mexico leads domestic production in potash, perlite, zeolite, and travertine. Other industrial minerals production from New Mexico includes aggregate, humate, pumice, gypsum, salt, common and fire clay, scoria, limestone, fly ash, cement, magnetite, silica, and decorative stone. I would like to congratulate Professor Gershon on an idea that is obviously valuable and is certainly new to me. It has, however, to be further developed, in that one can get fallacious results by limiting oneself to positional weights. In the example problem, the positional weight of one block was 8.6 (the 8.0 value in the paper was incorrect) for 36 units in the cone, for a mean block value of 0.239. The positional weight of the second block was 4.4 for 15 units, for a mean block value of 0.293. Surely one would expect the second block to be rated higher. Additionally, the time value of money adjustment cannot be determined by depth, because the time that a block is mined is determined by the mining sequence, not depth. Figure 1 shows a slightly altered version of Professor Gershon’s pit. The overall value of the pit is the same, as are the total values under each of his blocks. The values in the right-hand cone have been reversed top to bottom, and the values in the rest of the pit adjusted to keep the central cone total unchanged. All values have been multiplied by 10. Figure 2 shows the sequence of mining, at three blocks per year, for Professor Gershon’s pit, and Fig. 3, the sequence for a pit under the other block. Table 1 shows the value and discounted value (157. ) of Professor Gershon’s pit, and Table 2 shows similar values for the second pit. It is apparent that the second pit schedule is more valuable than the first.

"Using a parameter representing the degree of hydration of particles in a liquid called hydration index I, which we derived based on Einstein’s viscosity equation, we evaluated the degree of hydration of fine montmorillonite particles in different aqueous solutions by measuring the viscosities of the montmorillonite dispersions and plotting relative viscosity against volume fraction of dry montmorillonite particles in the dispersions. We investigated the effects on the hydration of montmorillonite in aqueous solutions of (1) the type and (2) the concentration of electrolytes in the solutions and (3) pH. For the same concentration of electrolytes, the hydration index I of montmorillonite was found to increase in the order of Na+ > K+ for monovalent cations and Mg2+ > Ca2+ for divalent cations, and to decrease with increasing valence of cations in the order of Na+ > Ca2+ > Al3+. For both Na+ and Ca2+, the hydration index I first increased with increasing concentration of electrolytes and then decreased after a certain concentration. The hydration index I increased with increasing pH. IntroductionClay minerals have the distinctive ability to adsorb water molecules and hydrated cations in aqueous solutions, resulting in hydration on their outer surfaces and in their interlayer spaces. Many investigators (Jurinak, 1963; Anderson and Tice, 1971; Costanzo et al., 1982; Israelachvili, 1992) had found evidence of ice-like structures of water on clay minerals.This phenomenon of hydration plays an important role in the dispersion and sedimentation of clay minerals in aqueous solutions. To understand clay hydration, numerous experimental and simulation studies have been carried out since 1933, including the recent ones of Hawkins and Egelstaff (1980), Skipper et al. (1995), Karaborni et al. (1996), Salles et al. (2013) and Morrow et al. (2013). Among the factors that can influence a clay mineral’s hydration characteristics are chemical composition, type and degree of isomorphous replacement in its structure, and number and nature of associated exchangeable cations."

Considerable controversy seems to exist over the extent and nature of information that should be provided in design-build type contracts. Much of this controversy may relate to the types of owners, ranging from private industry to state and federal agencies that are implementing design-build. Philosophies for the development of geotechnical information ranges from no information to a thorough investigation approaching that needed for final design. Several recent projects, such as the Channel Tunnel in Europe, Whittier Tunnel in Alaska, Tren Urbano in Puerto Rico, and Sound Transit in Seattle have taken varying approaches to providing and interpreting geotechnical information for bidders. The pros and cons of these various methods are discussed and assessed.

Previously we reported crushing or grinding crystalline silica results in silica-based free radicals on the particulate surface which can generate hydroxyl radicals in aqueous solution (1). Now we find that freshly ground silica is more cytotoxic to and a more potent activator of alveolar macrophages than similarly sized aged silica. Since the United States Department of Labor estimates that over 1.25 million American workers may be exposed to freshly ground crystalline silica arid nearly 60,000 may be at risk of developing some degree of silica-based occupational lung disease, then this is hardly a trivial problem. Occupations of concern include workers who come in contact with silica including miners of soft and hard minerals, stone quarry workers, glass workers and even millers who stone grind flour. Acute silicosis is manifested by inflammation, alveolar lipo-proteinosis, and the rapid development of respiratory disability that depending on the dose of silica can produce chronic silicosis which takes 20 - 40 years to develop. It is demonstrated by the appearance of concentric hyalinized nodular lesions and progressive development of dyspnea(3). Certainly the free radicals produced on the surface of freshly ground crystalline silica play a most important role in producing the acute and chronic symptoms of silicosis. When respirable-size freshly- ground silica (0.1 -- 5 microns in diameter) enters the deep alveolar spaces in the lung and contacts an aqueous environment, hydroxyl radical are generated and cellular damage is bound to occur. We have found that freshly ground silica can cause lipid peroxidation and lysis of erythrocytes(1). The objective of this investigation was to further elucidate the enhanced toxicity of freshly ground versus aged silica. It can be deduced from the data that not only is freshly ground silica more cytotoxic to alveolar macrophages but it is a more potent stimulant of these phagocytes. However the mere characterization of toxicity is not entirely helpful if there is not a useful means to detoxify the cause of the damage. We have identified an aqueously soluble substance that can be used in high dilution to detoxify the SiO(•) and Si(•) type of free radicals. This is the organosilane known as Prosil 28 (R). We have found that coating of the freshly ground silica can effectively reduce its toxicity. The importance of this observation is that such a coating could be used with water cooled drills. This may partially detoxify silica at the point of generation of the free radical, i.e., the generation of the fresh silica dust itself. Such a coating could be used in great dilution 1:103 or 1:104. The coating would be long lasting, inexpensive and should be non-toxic because of the great dilution.

Several important areas to be reviewed and agreed upon with the client and their legal counsel are discussed. General observations on litigation, the discovery process, testimony and some repercussion’s are also given.

Land access and tenure certainty for exploration and mine development is absolutely critical to the foundation of a healthy, sustainable and environmentally-sound mineral exploration and mining sector. Without certainty, mineral exploration will be severely eroded, resulting in reduced possibility of discovering and developing new mines. The development of positive relationships based on a shared commitment of understanding, mutual respect and trust by First Nations and the mineral sector can provide this increased business certainty and social and economic benefits for local First Nations. As a sector, we face many challenges in regard to building relationships with First Nations. The root solution to addressing these challenges lies in recognizing and understanding the unique cultural differences that exist between indigenous people and the business community. From the Canadian perspective, the First Nations culture differs vastly from non-Aboriginal culture. It is equally as imperative that cultural differences be acknowledged and respected at home as they are when seeking business opportunities in other countries. The traditional “business” approaches and relationships that one understands and incorporates with one’s contractors, legal counsel, investors and Board are generally not be the best approach for the introductory and subsequent meetings with indigenous peoples. This paper is written from the perspective of my experiences accumulated over the past ten years, first as Manager of Aboriginal Affairs for one of the largest forest companies in British Columbia and now, as President and CEO of the Association for Mineral Exploration BC (AME BC). My opinions are not necessarily endorsed by AME BC. Before the gritty issues of consultation and benefit sharing are dealt with, it is worthwhile to clear up the confusion surrounding terminology. “Indigenous Peoples” is used in a global context; “Aboriginal Peoples” is used in the Canadian context therefore includes Métis, Inuit and First Nations Peoples. The term “First Nations”, in the context of British Columbia, perhaps has its roots in the fact that treaties have largely not been settled. Therefore it is important to reaffirm that British Columbia was not discovered. First Nations have resided in British Columbia since time immemorial.

The breakage parameters of phosphate ore were determined by batch first-order grinding studies in a laboratory ball mill according to the procedures described in the text by Austin, Klimpel and Luckie, using a slurry density of 70 weight percent. The results were scaled to five larger mills of 0.56 m diameter by 0.91 m length (2 ft. by 3 ft.), 0.82 m by 1.52 m (3 ft. by 5 ft.), 3.36 m by 7.90 m (11.5 ft. by 25 ft.), 4.41 m by 9.10 m (14.5 ft. by 30 ft.), and 5 m by 11.1 m (17 ft. by 36 ft.), assuming equilibrium ball charges for the full-scale mills. The results were used to predict product size distribustions and capacities for batch grinding in the 0.56 m and 0.82 m diameter mills and open circuit grinding in the 0.82 m diameter and larger mills using a one-large/two-small reactors in series model fitted to the residence time distribution measured in the 4.41 m diameter mill. The simulated results were compared to plant data for ranges of mill capacities. It was found that the simulated product size distributions were in good agreement with the experimental values below the 70% passing sizes, but did not agree so well in the top sizes. The predicted capacities were in approximate agreement with experimental values for the pilot-scale mills, were about 7 percent too high for the 3.36 m and 4.41 m diameter mills and about 25 percent high for the 5 m diameter mill. Use of the Bond method with the measured Work Index of the phosphate ore gave capacity predictions that were 45 to 150 percent too high.

Lingering effects of the 1990 oil shock that included overbuilding and corporate and individual financial distress caused the Gross Domestic Product to fall slightly to $5.67 billion (US billion = l09). With 254 million people - 697,000 in mining and petroleum - the US has more than 100 million dwelling units and 190 million licensed motor vehicles. New private housing starts fell 15% to one million units. New car production fell 11 % to 5.4 million units. Truck and bus production fell 8% to 3.4 million units. The inflation rate was 3%, while the prime rate of interest was 8.5%. The Producer Price Index (1982 = 100) changed as follows: -fuels and related products and power down 1% to 8l, • metals and metal products down 2% to 120, • chemicals and allied products up 2% to 126, and • non-metallic mineral products up to 2% to 117. Energy Imports of crude and refined petroleum, costing $50 billion, fell 5% to 2.8 billion bbl. Domestic petroleum production rose 1% to 3.6 billion bbl. Petroleum supplied about 39% of US energy, natural gas 24% and coal 22%. The National Energy Strategy was announced in February 1991. Its purpose is to encourage domestic production of fossil fuels and nuclear and renewable energy and to stimulate efficiencies in use. Congress continued to debate the strategy and took no action. Coal production fell 3% to 902 Mt (994 million st). About 60% of that came from surface operations. Seventy-eight percent of the total was used to generate electricity and 3% was coked.

"Production of industrial minerals remains important to the rural economy of New Mexico. In 2014, 226 active mines and mills were registered in New Mexico and included four coal, eight potash, 11 metal, 33 industrial mineral and 170 aggregate and stone operations. New Mexico leads U.S. domestic production of potash, perlite, zeolite and travertine. Other production includes aggregate, humate, pumice, gypsum, salt, common and fire clay, scoria, limestone, fly ash, cement, magnetite, silica and decorative stone. New Mexico also has the potential for additional production of industrial minerals. One company is exploring for garnet. Cretaceous black sandstones in the San Juan Basin have drawn interest for titanium, rare earth elements (REEs), niobium and zircon, and other REE deposits are being explored. REE-thoriumuranium veins have been found in the Gallinas, Capitan and Cornudas Mountains and Laughlin Peak-Chico Hills. Exploration for beryllium has occurred in the Ojo Caliente No. 2, Cuchillo Negro and Victorio mining districts. Companies also are examining high-calcium limestone and high-magnesium dolomite for potential development, while aggregate continues to be important in urban areas and along highways. IntroductionIndustrial minerals and rocks are literally the building blocks of our way of life. They are an exceptionally diverse and vital group of raw materials that underpin almost all aspects of human activity, infrastructure and standard of living. Industrial minerals and rocks are used in the manufacture of many products, from ceramics to plastics to refractories to paper. Although industrial minerals permeate nearly every aspect of daily life, their presence and their roles are typically invisible. A widely used definition of industrial minerals and rocks is “any rock, mineral, or other naturally occurring substance of economic value, exclusive of metal ores, mineral fuels, and gemstones: one of the nonmetallics” (Bates, 1975). This definition includes the important construction materials sector as well as specialized industrial minerals, but complex interactions between consumer industries produce a number of apparent anomalies to this definition. Some metals are included as industrial minerals because their use is industrial rather than as a metal. Sulfur is now predominantly extracted as a byproduct of cleaning natural gas, one of the world’s major energy fuels.Production of industrial minerals has been and remains important to the rural economy of New Mexico. Industrial minerals constitute nearly 41 percent of the more than $3.1 billion generated by mineral production in New Mexico in 2014 (Table 1). Among the many compositional parameters used to judge the quality of a steam coal is the fouling factor of Attig and Duzy1 [% base in ash % acid in ash X % Na20] in ash. The higher the fouling factor, the more likely the heat transfer surfaces of the boiler will acquire a deleterious deposit of sintered ash. While examining the elemental composition of ash from various size and gravity fractions of coals from Illinois, we noticed that variations in the fouling factor were attributable mostly to variations in the sodium content. Further, sodium content was essentially the same in all sink-float fractions from a given coal. In other words, sodium was related neither to the ash nor to the organic material. We therefore concluded that the sodium was most likely in the pore water, which was approximately a constant proportion of all fractions. This led to the supposition that the sodium might be removable through water extraction. This supposition tended to confirm the observations of Daybell,2 Daybell and Gillham,3 and Gluskoter and Ruch4 that much of the sodium in coals existed as water soluble sodium ions. In passing, it should be noted that most sodium in Western U.S. coals (i.e., Wyoming, North Dakota, Montana) is not water soluble, but rather is fairly strongly held in association with the organic material (ion-exchanged).5 Because data reported in the literature were not very conclusive about the typical proportions of sodium that might be removed by water extraction, and because there were few data indicating extraction rates, and finally, because our calculations showed a favorable economic incentive to lower sodium contents, we initiated an experimental program to investigate water extraction of sodium from Illinois coals.

Coal waste materials inhibit direct vegetation establishment due to adverse physical and chemical properties, particularly low water retention and high potential acidity. The Moss # I coal refuse pile is located in Dickenson County, Virginia, and was idled in the late 1980&apos;s with little topsoil resource available for final closure. The refuse was acidic (Total-S = .. 38%; pH = 3.6), black, high (70%) in coarse fragments, and had a low water holding capacity (4.5% in < 2.0 mm fraction). A small plot experiment was established on the refuse pile to evaluate the influence of liming rates (50% and 100% of lime req.) and topsoil thickness (15, 30 and 60 cm) on vegetative growth and leachate quality. Liming and topsoil amendment increased the surface soil pH from < 4.0 to > 6.0 over a two-year period, which resulted in greater vegetative cover and biomass than the control plots. All topsoil treatments resulted in greater vegetative cover and biomass than plots treated with lime only due to improved surface soil physical and chemical properties. A topsoil treatment of 60 cm gave the thickest vegetative cover and biomass yield. Such a treatment, however, would be cost-prohibitive at this location. Application of 27 Mg ha-1 of lime to the refuse surface along with 15 cm of topsoil produced acceptable two-year vegetative cover and biomass, and appeared to be the optimal treatment for this particular situation. Both liming and topsoil had no affect on leachate pH and the electrical conductivity in leachates collected below the plots. This suggests that surface revegetation will have little effect on the quality of water draining through the pile, so long term water treatment requirements may not be reduced by successfully revegetating the pile surface.

Chile is at present the largest copper and rhenium producer and was before World War I the largest nitrate producer. She is also an important producer of lithium carbonate and molybdenum oxide. An important event in the history of the country is the Pacific War of 1879-1883 in which she acquired the northern provinces initially belonged to Bolivia and Peru. In 1888 Chile annexed Easter Island. The Chilean mineral and cultural history is briefly reviewed together with the people who contributed to her development. The present report is the result of a number of academic and industrial visits to Chile during the period 1992 to 2009.
