A.C. Noble presents a clear and concise summary of the factors pertinent to a competent reserve evaluation of a mineral occurrence. However, I believe that he confuses the difference between a resource and a reserve. By definition, a reserve estimate includes all known economic, legal, mining, metallurgical and environmental factors impacting the recovery of the product(s) found in the deposit. A resource estimate, however, is an estimate of what is there - what is available for exploitation and should not include economic and other considerations. Only after defining the resource, its extent, location, physical and chemical properties, can an intelligent selection process begin of the extraction and processing technologies most appropriate to the circumstances encountered. The early and almost certainly inappropriate application of these often cookbook choices has probably lead many companies to walk away from good properties. (How many mines have been found in others rejects?) An example of the process is the early selection of metallurgical samples, after encouraging values are found in a few holes or surface samples, in an attempt to determine the economics of the prospect. Unfortunately, the sampler does not know how representative of the occurrence the sample is because he does not know what the deposit looks like. As a consequence, the property becomes saddled with a bad metallurgical sample that is often inappropriately used in evaluating the deposit which it does not represent.

Samuel G. Bonasso The article by Benavides and Schuster provides an in-depth study of three transportation alternatives for a four-mine complex in western Kentucky. The examination of aerial tramways was not undertaken as an alternative solution. We feel this is an oversight since industrial ropeways are competitive with both belt conveyance and overland truck hauling. In fact, there are aerial tramway systems, operational today, which are 100 years old and operating with some original components. Maybe unfortunately, there are no fixed rules or guidelines whereby the most cost-effective means of transporting and handling material for a given situation may be selected. Each situation must be evaluated so the variables that influence the selection of the desired alternative can be clearly defined. However, there are in-place industrial ropeway systems that have proven economically feasible over a range of 1.6-50 km (1-31 miles). The more difficult the terrain, the greater the cost efficiency.

INTRODUCTION Section 209(b) of the Federal Land Policy And Management Act of 1976 (FLPMA-43 U.S.C. 1719 b) authorizes the Secretary of the Interior to convey mineral interests owned by the United States where the surface is or will be in non-Federal ownership. The objective is to allow consolidation of surface and subsurface (mineral) ownership. Certain major conditions must prevail for a conveyance to occur. These are: 1) There are no known mineral values (KMV) or 2) Where the mineral reservation interferes with or precludes appropriate non-mineral surface development and that non-mineral development is a more beneficial use of the land than the mineral development. Remember that allegation, hypothesis or speculation that the conditions could or may exist in the future will not be a sufficient basis for conveyance. Convincing factual evidence for an applicant’s case for mineral conveyance must be made in order to achieve that conveyance. See 43 CFR 2720 0-1 to 0-3, and 0-6. CONCEPT OF KNOWN MINERAL VALUES Known mineral values means mineral rights in lands containing geologic formations that are valuable in the monetary sense for exploring, developing, or producing natural mineral deposits. The presence of such mineral deposits with potential for mineral development may be known because of previous exploration, or may be inferred based on geologic information (43-CFR 2720.0-5(b).

Introduction Industrial minerals are key ingredients in a large majority of domestic and industrial products that are used in our daily lives. In the 7th edition of Industrial Minerals and Rocks, fifty three industrial mineral commodities are described. A precise definition of industrial minerals and rocks is difficult. Bates (1975) proposed a definition which is widely used and is as follows: "any rock, mineral, or other naturally occurring substance of economic value, exclusive of metal ores, mineral fuels, and gemstones: one of the non-metallics". They can be igneous, metamorphic, or sedimentary and range in price from a few dollars per ton to a very high price of hundreds of dollars per ton. The growth in their production and use is closely allied with population growth particularly in countries that maintain a high standard of living. The United States just passed 300 million in population and it is predicted that by 2040 the population will be 400 million. This will result in large increases in the need for Industrial minerals. Other factors that relate to increased use of industrial minerals are increased research and development by the producing companies and better quality control. Many industrial minerals such as kaolin, barite, nepheline syenite, fluorspar, lithium carbonate, phosphate rock, potash, talc, and several others are exported from the producing countries to many users around the world which has significantly increased their use. Also, government agencies, State Geological Surveys, and Universities have contributed to their growth by their research and development activities.

The U.S. cement industry experienced its best year ever during 2004 in terms of production and shipments of cement. Clinker, portland and masonry cements production and shipments were up considerably. Clinker production as reported to the U.S. Geological Survey (USGS) was 87.75 Mt (96.73 million st), an increase of 5.4 percent. Gray and white portland cement production from domestic and imported clinker was estimated to be 91.6 Mt (101 million st), up 5 Mt (5.5 million st) from 2003.

Brazil is a major mineral and metal producer, has magnificent fauna and flora, and superb architecture. In 1693 gold was discovered in Ouro Preto and Brazil produced about half of the world's gold. In 1726 diamond was discovered in the region of Tijuco in the Province of Minas Gerais, 150 km east of Bello Horizonte. The country became independence from Portugal in 1822 as the Brazilian Empire. In 1876, an Englishman succeeded in obtaining from the Amazon region seeds of rubber trees and secretly transferred them to England, where they were planted in the royal gardens at Kew. Some of the seedlings which spouted were sent to Ceylon and Singapore. Thus, began the rubber industry in the East. Today, Brazil is the largest producer of niobium, and produces a large number of other metals. The Mineral Research Center in Rio de Janeiro is the countries main Government establishment for mineral research. The country has been a republic since 1889 with its capital in Brazilia.

Field investigations and office studies were used to develop criteria and cost parameters related to the geologic aspects of the proposed project. These results were employed in optimization of layouts and comparison of alternative schemes, leading to selection of the recommended program. Study of project features included the development of subsurface shafts, tunnels, and mined storage areas, and the utilization of existing surface quarries. These project features were proposed for construction within the bedrock units underlying Chicago. Principal geologic considerations included bedrock structure, stratigraphic sequence of units, rock competence and uniformity, and requirements for aquifer protection. All geologic factors were interrelated with other project considerations such as surface hydrology, hydraulics, and urban setting. Data for analyses was acquired through an exploration program conducted intermittently between 1967 and 1971, in addition to that already available through numerous explorations and well constructions in the project area. The exploration program included seismic surveying, core drilling, geophysical borehole logging, and water pressure testing of boreholes, and water well drilling and testing. Extensive laboratory tests were conducted on core samples. The data formed the basis of studies enabling the formulation of preliminary design and siting criteria resulting in construction cost evaluation.

Computer models of metallurgical circuits are extensively utilised in design, and prediction of overall plant separation performance. As always, in the final optimised flowsheet design there is a compromise between the recovery of values and grade of the circuit output. This paper mathematically examines various circuit options for the generation of a heavy mineral concentrate from a generic mineral sands wet concentrator plant. Based on data derived from testwork, any particular mineral sand has a unique release curve describing the separation performance of the heavy mineral suite. Models are constructed that combine particular stage output streams as feed to other stages in various configurations. The ramifications of each option are discussed and reasons why one particular option is selected over the others examined.

Simulation and modeling is powerful tool to analyze real time data and can be used to analyze different scenarios using appropriate software that may reduce need of infield data collection process and can predict reasonably accurate results. In this paper the real time data of a mine is used to simulate and model the stresses on the pillars and evaluate the pillar strength and safety factor. The material properties assigned to the model are obtained by testing the representative samples taken from the selected locations of the mine. The mine under investigation has 50 ft wide pillars and 50 ft wide rooms under an average overburden of 650 feet. The effect of reduced pillar dimensions and increased roof span on overall stability of mine and extraction ratio is analyzed using LaModel [1] software. The predicted results of the reducing pillar size are analyzed to compares the current mining practices with the optimized room and pillar size to get better extraction ratio without comprising the safety.

Spiraling costs in every segment of the open-pit mining cycle is a fact of life that every operator must reckon with. The introduction of various shock absorbing devices for rotary drilling is one recent innovation that may significantly reduce overall drilling cost, increase drill availability, and lower maintenance requirements. In a recent all-inclusive test in taconite ores, shock absorbers on Bucyrus-Erie BE 60R and Gardner¬Denver GD 120 rotary drills were directly responsible for overall savings of up to $41.06 per hour. What is It? A shock absorber is simply a device installed between the rotary drive head and drill steel that cushions the two. It functions in the same manner as springs and shocks on an automobile. Some benefits associated with use of the tool are readily apparent on a daily basis; other benefits are realized over longer time intervals and through continued use. A properly designed shock absorber will: •protect the drill from severe vi¬brations, improve rock bit performance, allow application of the best weight-on-bit and rotating speed under all drilling conditions, •function effectively over a wide range of applied bit weights, • have a spring rate soft enough to perform its primary function of absorbing both rotary and vertical vibrational forces generated by rough drilling, •be reliable and subject to as little maintenance as possible, •be easy to install and remove, and • be of such an economic benefit so as to offset the added expense of its application. A shock absorbing tool developed by BJ-Hughes Inc. was used in a recent test. The "Smoothdrill" is just one of the products currently available. This unit absorbs both rotary and vertical shock loads and has no mechanical parts so lubrication is unnecessary. A rebuild of the unit consists of removing the worn rubber element and inserting a new element, an operation taking less than one hour. Minimizing Vibrations Severe vibrations on a blasthole drill operating in broken and discontinuous formations have visible effects. These vibrations often cause structural damage when allowed to' continue, resulting in fatigue cracks in the mast and related structural components in the drill. When rough running formations are encountered, drilling must be interrupted and possibly shut down. Usually, the drill operator resumes drilling using less down pressures and various rotational speeds until firmer drilling is encountered. An effective shock absorber can substantially reduce these vibrational forces so more down pressure can be applied in bad ground. It is generally accepted that longitudinal vibrations and cyclic forces are more effectively reduced if a tool is designed to incorporate a relatively "soft" shock absorber. The softness of any shock absorbing tool is best judged by its spring rate-the weight required to produce a given amount of deflection, commonly expressed in units of kg per mm or pounds per inch of deflection. Introduction The Mineral Resources Institute, The University of Alabama, has for the past three years been engaged in a program to develop a beneficiation system for eastern (Devonian) oil shales. One objective of that program was to evaluate advanced technologies for effecting a kerogen-mineral matter separation. Column flotation was among the advanced technologies selected for evaluation. Early in the program it was shown that column flotation was superior to conventional (mechanical) flotation and to the other advanced technologies being evaluated. The investigation then proceeded toward the further objective of defining the optimum operating conditions for column flotation. One observation made in the course of optimization testing was that introducing the feed into the froth (above the pulp-froth interface) resulted in an improved combination of concentrate grade and kerogen recovery. This observation was reported in a previous paper (Schultz and Bates, 1989). Because the practice of maintaining the pulp froth interface below the feed point is contrary to "conventional" practice, it was decided to subject the observation to a systematic series of tests. This paper describes a recent series of tests and the results that were obtained. Experimental equipment and procedure The arrangement of the column cell and auxiliary equipment for continuous flow testing is shown schematically in Fig. 1. The feed sump [O] is filled with a sufficient volume of prepared sample to permit a large number of tests to be performed (typically 12). Past experience has shown this is necessary to control sample variability and variability in the size distribution resulting from ultra fine grinding. The feed slurry is maintained at about 20% solids and is constantly recirculated and stirred. The sample is metered from the circulating pipe by a peristaltic pump [O]. The feed slurry is diluted with reagentized water [O] by a second peristaltic pump [O]. Wash water [O], also reagentized, is supplied through a third peristaltic pump [O]. While this feed system may seem unduly complex, it does permit users to independently vary either the wash water rate or the net solids content of the cell. In the tests reported here, the feed rate and net percent solids were constant at 12.5 gms/min. and 3.3%, respectively. Diluted feed enters the column through 6.35 mm-diam (0.25 in.-diam) copper tubing and is discharged upwardly at the center of the column. Tailings are discharged through flexible tubing that can be adjusted so as to control the position of the pulp-froth interface. The column is 76.2 mm-internal-diam (3 in.-internal-diam) and 1090 mm (43 in.) high. It is made from lucite tubing and is fitted with a 51-mm-diam (2-in.-diam) fritted glass air sparger having an average pore diameter of 50 µm. In performing a series of tests, the concentrate and tailing are allowed to discharge continuously. The system is allowed to equilibrate for 30 minutes after the pulp and froth reach operating levels. Concentrate and tailing samples are taken simultaneously for timed intervals (five to 15 minutes, depending on the volume of sample desired). After sampling, a change in operating conditions is made and the system is again allowed to equilibrate. The tests to determine the effect of the pulp-froth interface level were part of a larger series of tests in which the objective was to optimize the conditions for a rougher flotation stage in a two stage circuit. The sample used in this series of tests was an Alabama shale ground to d90 = 23.1 µm and d50 = 7.9 µm. The operating conditions remaining constant in this series of tests were as follows: Column height - 1600 mm (63 in.) Air sparser - 50 µm (average pore diameter) Spray water - 130 cc/min. Feed rate - 12.5 gm/min (0.4 oz per min) (dry solids) Percent solids - 3.3% Frother (Dowfroth 250) - 45 ppm The variable test conditions are tabulated in Table 1. More than ever before, mining projects are besieged from growing regulatory, political, public, and special interest group pressure. Administrative and legal appeals to permits and environmental documents can delay project start-up and add tremendous cost to mineral development. Some mining projects have been canceled given undue external constraints. Successful managers must learn to cope with these constraints. This paper will discuss controversy and present a number of environmental management tips to minimize the potentials for delay and to lessen the impacts from government and anti-mining pressures.

To meet increasing demand of coal, underground mining is largely being replaced by the exploitation at deeper horizons and with greater complexities. The exploitation-proposition may be below not-to-be-disturbed surface properties or below water-bodies, posing a constant threat of inundation. Also, the mounting pressures to limit the adverse impacts on the environment bring the extraction-undertaking to face more challenges. An understanding of subsidence-mechanism and a rational quantification of subsidence parameters is a requisite herein. This paper presents such pragmatic quantification, validated at mine-sites in India. In comparison, better productivity, conservation and safety is ensured in this approach.

The enactment of the Surface Mining Control and Reclamation Act (SMCRA) in August 1977 addressed subsidence resulting from underground mines, in addition to creating the requirements for reclamation of surface coal mines. Subsidence control regulations pursuant to SMCRA were initially promulgated in March 1979. Several revisions have since been made. In addition, due to court challenges some regulations have been remanded and others are still on appeal. In the meantime the Secretary has agreed to initiate rulemaking on some issues. It is yet to be determined how the prohibition of certain areas from surface coal mining operations under Section 522(e) of the Act applies to subsidence. This presentation discusses the status of the regulations and issues related to or affecting the subsidence regulations.

The extractive industries addition to the International Valuation Standards (IVS) is scheduled for publication in the next edition of the IVS book in January 2005. This will provide guidance for valuation of minerals and petroleum industry assets of all types for all appraisal uses. It will provide asset valuation support to the International Financial Reporting Standards for the stock markets of the world, and a global umbrella standard which can be supplemented for local needs by institutes and regulators. This paper discusses implementation of the IVS within the minerals industry and important issues that the industry should confront.

Success in mining demands the creative application of equipment, systems and processes to the unique needs of each mineral deposit, market and, though often overlooked, the culture of the individual business. In recent years, domestic coal mining companies have become more attentive to the contribution safety and loss control programs have on their financial results. Although most have adopted fairly conventional safety programs, some have created systems and processes tailored to their unique circumstances. While each coal mining business must consider the typical risks inherent to our industry, excellence in safety is most likely achieved when a safety program is customized to meet the needs of the individual business.

The Acid Drainage Technology Initiative-Metal Mining Sector (ADTI-MMS) has established a Pit Lake Committee to enhance the science and understanding for the long-term management of pit lakes. Participation in this new committee is from members of federal and state agencies, industry, and academia, including numerous individuals representing 10 states. Work has begun on a pit lake literature search and review, database, classification, and sampling and monitoring procedures document. Coordination with the International Network for Acid Prevention (INAP) has been established. Future work will include preparing a prediction and assumption verification document, a report identifying variables upon which water quality is dependent, and an applied remediation technologies document, including an evaluation of the effects of backfilling.

Adverse geological condition is a major factor which makes construction difficulty in tunneling. But if it is predicted and tunnel support is made efficiently in time, the above difficulty can be reduced. It is necessary to develop one or several effective and economical geological methods for prediction of tunnel geology while expensive and time-consuming instruments are used. This paper reviews and proposes several geological methods for prediction of fault, seam, contact zone, and groundwater inrush. These methods have been proved to be effective and economical in tunneling practice in China.

We describe a new software product designed for the net present value optimization of multi-open-pit blended ore operations in which it is desired and/or necessary to dump some or all of the waste rock produced in the course of operations back into the voids created in the process of ore extraction. The software product simultaneously decides over the entire life-of-mine which material to mine in which year, once mined what to do with it, and where to put that material which it has decided to waste, all subject to annual blend and capacity constraints.
