Many underground projects now include preparation of a Risk Register through planning and design as a tool for project and risk management. There is still significant discussion within the industry as to whether and how to best present the Risk Register through the bidding process and the construction phase of a project. While the ITIG Code of Practice for Risk Management of Tunnel Works recommends this approach of continuity in risk management procedures, it is silent on the specifics of how this should be achieved. This paper will explore the perceived benefits and disbenefit of including the project Risk Register with bid documents; format and content that should be transferred and lessons learned using the case history of bidding and early construction phase of the Bi-County Water Tunnel in Montgomery County, MD

Large open pit mines in desert climates, such as the Phelps Dodge Morenci copper mine in Arizona, can create groundwater cones-of-depression of considerable size and stability. The hydraulic containment provided by the groundwater depression prevents migration of process solutions into the surrounding regional aquifer. Copper leach operations that fall within the groundwater depression may not require costly lining if passive containment can be demonstrated. An approach is presented in this paper that was successfully used to demonstrate passive containment. The approach includes a combination of groundwater modeling and a water balance analysis of leaching operations failing within or immediately near the open pit.

A new monitoring device called SAFEBOLT (Stress And Force Evaluator in BOLTs) has been recently developed at McGill University. The device is essentially an alternative to the load cell, it permits the monitoring of bolt axial load in the field. The SAFEBOLT system consists of a portable readout unit, a connecting cable and the SAFEBOLT device, which is installed in the bolt head. The new device can be installed on any industry standard rockbolt or rebar. The device is completely encapsulated in the bolt head, which makes it resistant to corrosion, rugged, and free of any electric wires. Pilot tests at two underground Quebec mines were carried out and helped improve the initial design of the device head.

Estimating the residual metal inventory of large heap leaching operations is desirable for many reasons. Several methods have been tried with limited success. Drilling data from the Valley Leach Facility at AngloGold Ashanti's Cripple Creek and Victor Gold Mine has been used to develop a robust inventory estimation technique. The technique is presented along with discussion of the particular inventory components and evaluation methodologies.

Building on earlier work, an analysis relevant to international (Australasian) minerals trade is developed which accounts for both the impetus of globalization and national reaction or protection. At the firm level, integrated multinationals are contrasted with trade service providers. At the industry level tariff and, particularly, such barriers as quotas, standards, labor and environmental issues are explored. Specific areas examined include: location of both inventories and processing, sources of finance and currency risk, shipping availability and terms as related to processing level, residuals management or environmental controls, and “fair” labor standards. Intraregional rather than global trade is currently most likely.

After several years of laboratory and field evaluations, it has been established that each frother has its own unique relationship among bubble size reduction, gas hold-up increase, froth stabilization and frother concentration. It has been shown that a frother?s hydrodynamic properties can be characterized using the relationship between the froth zone property froth height and the pulp zone property gas hold-up. The relationship is established in a bubble column run at a given air rate over a range of frother concentration. The use of relationships in frother selection and plant diagnostics is illustrated in a series of plant case studies.

The use of statistical design to optimize deinking process design has been studied for the flotation deinking of newspapers. The interactions of two variables are often important in determining flotation deinking efficiency. The interactions can be synergistic or antagonistic. These interactions would not be discovered using the traditional method of varying one parameter and holding the other variables constant. An experiment design in which two or more process parameters are varied simultaneously is required to identify these interactions. A considerable number of conclusions could be drawn about the relative importance of process variables on ink particle size distribution, ink removal efficiency, and flotation yield loss in a flotation deinking process. However, these findings could be influenced by the deinking surfactant and the ink chemistry.

The algorithms for the mathematical modeling to predict productivity of underground room-and-pillar mining systems are well known and documented. These algorithms consider the time-varying relationships between mining equipment for a given geometry of operations as well as other constraints. This paper presents WebConSim, a newly developed, Web-based, user-friendly computer simulation tool for the Windows environment. The simulator is easily customized for use by field engineers, planning engineers, and management and will help mine operators plan the optimum mining sequence for different mine geometries and equipment layouts. Program output includes production data and equipment utilization indices, as well as time driven event chains that can be used for virtual reality presentations.

This is the sixth annual tabulation that gives mineral royalty information. This tabulation, like the previous editions, includes all of the earlier data plus more than 100 new entries. In addition to the royalty information, some entries show the cost of purchased reserves. An article in the December 1984 Kentucky Coal Journal could have far reaching applications. It explains that a banking firm examined the "reserve risk" as one of six factors for analysis when financing a coal project. The firm concluded that coal reserves in Kentucky are worth an average of $0.29/t ($0.26 per st) in-place. The banking firm based this in-place value on its examination of more than 50 leases. In-place value is especially important when trying to establish a mineral value for a given deposit. Ernie Lehman wrote to this author after last year's column appeared and he quoted the lease rates for lead and zinc on federal land. He states, from first hand information, that the leases are based on a percentage of net smelter return as follows: 4% for the first five years, 4.5% for the next five years, and 5% thereafter. The figures used in last year's column ($ per st) came from dividing reported royalty income by reported production. The information reported last year merely translates the results of the net smelter return (as written in the lease) to royalty income per ton to the US Government for the various years. Statistics from the Minerals Management Service of the Federal Government show that oil and gas account for 40% and 53%, respectively, of the Federal royalty income. Coal accounts for about 4% and all other minerals, the remaining 3%. Oil and gas leases are mostly at 12.5%. Most of the coal leases are at 12.5% for surface mining operations and 8% for underground mining. Many of the other commodities are leased at 5%, which has been true for decades. Relative to Federal leases, this year's table shows some percentages and some costs per ton. This was done to give information about the leases and also to show income produced by various commodities. Note that some commodities have a variation in $/ton even though the royalty percent is the same. These variations result from a combination of factors that influence the value of a mineral commodity. The same caveats that have appeared in previous columns relative to factors that influence the value of reserves are restated. The data in the table serve as a general reference and are not intended to present an absolute scale of reserves costs. Several factors influence the value of any mineral commodity. The factors include: • location/transportation (especially significant for most industrial minerals); • market conditions both for the commodity and the company acquiring the right to mine it; *quality or grade of the deposit as it reflects the amount of processing/beneficiation necessary to produce the finished product; and • legislative restrictions and conditions for mining a given material at a given site. These and other factors will significantly influence the cost of reserves. The table shows the range of royalties and the variations in the basis of computing the fees. In a few instances, it gives the cost of acquired reserves based on purchase price and quantitative estimates of the material in place. The table lists the commodity in column 1, and the subsequent columns give the location - either by state, US geographic area or Canadian province; the cost - R for royalty and P for purchased cost; and the year in which the lease or purchase agreement occurred. The last column offers either comments or gives a footnote number for more information. The cost column requires more explanation. The units may refer to cubic yards (/yd), cubic feet (/cu ft), tons (/T, 2000 lbs) or acres (/A). 1 cu yd = 0.7646 m3 1 cu ft = 0.2832 m3 1st=0.9078t 1 acre = 0.4047 hm or m2 In several cases, the royalty is a percentage of the sales price of the finished product and is levied against either the amount produced or the amount sold. The effectiveness of anaerobic in-situ biological treatment for the immobilization of selenium, molybdenum, and uranium in an alluvial aquifer was examined using long-term column tests. A series of organic substrate and nutrient combinations were tested to determine removal effectiveness, optimum supplement concentrations and ratios. Final column testing was conducted to determine the chemical stability of the treatment by-products/treatment compounds by dosing the columns continuously with elevated redox untreated alluvial groundwater.

Lime, soda ash and similar precipitants have been the industry standard for treatment of acid rock drainage (ARD) because of their proven ability and low per-gallon operational cost. However, these methods carry serious environmental drawbacks and high life-cycle costs. KEECO’s Silica Micro Encapsulation (SME) technology has all the positive characteristics of conventional ARD-treatment systems but none of the drawbacks. SME achieves highly effective treatment in a single step, provides options for ARD prevention and recovery of metals, requires lower capital expenditures, generates smaller volumes of higher-density sludge, consistently passes leach tests, and eliminates long-term liabilities associated with potential metal remobilization and hazardous waste landfilling.

Introduction Gold mining on an industrial scale is becoming increasingly dependent on low-grade refractory sulfide ores that contain large amounts of pyrite (FeS2) and arsenopyrite (FeAsS). Gold is usually present as sub-microscopic particles dispersed evenly throughout the sulfide matrix. Without some form of preoxidation, efficient recovery of this finely disseminated gold through cyanide leaching is hampered because the surface of the sulfide particle becomes passivated and impervious to penetration of the cyanide. Traditional methods for recovery of refractory gold from arsenopyrite ores include roasting and autoclave leaching. A modem alternative method is to preoxidize the mineral using the bacterium Thiobacillus ferrooxidans prior to attempting to re- cover the gold through cyanidation. The bioleaching of arsenopyrite ores presents a problem in the mobilization of large quantities of arsenic, present both in the +5 and +3 ionic states. Dissolved arsenic species pose a dual problem: they are -1 to the bioleaching process itself through inhibition of bacterial activity, and they also pose an environmental threat. The arsenate anion (AsO2) has been shown to be more toxic to living organisms, including Thiobacillus ferrooxidans, than the arsenate anion (AsO43) (Collinet and Morin, 1989). There is some disagreement as to the fate of arsenite in bioleaching solution. Mandl, Matulova, and Docekalova (1992) reported that dissolved arsenite concentration was constant during a long-term bioleaching study of chalcopyrite using Thiobacillus ferrooxidans. Torma and Oolman (1992) report that Thiobacillus ferrooxidans has been found capable of oxidizing As3+ to As5+. The solid products of arsenopyrite/pyrite bioleaching include jarosite (MFe3(SO4)2(OH)6 where M can be K+, Na+, NH4+ or H3O+), scorodite (FeAsO4.2H2O), ferric hydroxides, and ferric hydroxysufites (Carlson et. al., 1992; Van Breemen, 1982; Lazaroff et. al., 1982). The particular species formed is a function mainly of pH. Little study has been performed on the effect of solid products on bioleaching. Pesic and Kim (1993) showed that Thiobacillus ferrooridans cells served as a nucleation sites for jarosite particles, which grew rapidly and eventually killed the cell. Most bioleaching studies are performed at low pH&apos;s (<2.0) under uncontrolled conditions. By studying bioleaching of arsenopyrite under controlled pH conditions and at higher pH&apos;s (2.0 to 3.0), the distribution of iron and arsenic between the solid and liquid phases can be controlled, and their effects studied. The objective is to develop a bioleaching process that operates at high efficiency while keeping amounts of dissolved heavy metals low. Pesic, Stohok, and Torma (1993) demonstrated the usefulness of this approach in the leaching of cobaltite (CoAsS) concentrates. Materials and Methods The focus of this study was the bioleaching of arsenopyrite ore by Thiobacillus ferrooxidans. The parameters studied included the effects of pH, and the effects of arsenate (AsO43 and arsenite (AsO2). pH studies included pH set initially but not controlled, and pH controlled continuously with NaOH or LiOH. Bioleaching results from two strains of Thiobacillus ferrooxidans with different adaptation histories were compared. Bioleaching experiments were conducted in 150 ml stirred glass reactors using a strain of Thiobacillus ferrooxidans adapted to arsenopyrite ore, supplied by the U.S. Bureau of Mines. These bioreactors were innoculated with stock cells grown on arsenopyrite ore for 14-16 days. Typical elemental breakdown for this ore was: As, 9.90%; Fe, 18.60%, Stot, 9.26%; Suifide, 7.50%; SiO2, 25.90%. Mineralogically, the ore contained both arsenopyrite and pyrite. Bioleaching efficiency was measured by withdrawing bioleach solution samples at selected intervals, filtering, and measuring the amount of dissolved cobalt, iron, and arsenic by atomic absorption spectroscopy. Because the precipitation of iron and arsenic at higher pH&apos;s would lead to unreliable results, a 100 mg tracer of cobaltite concentrate from the Blackbird mine in southern Idaho was added to solution. Dissolution of the cobaltite tracer was used to indicate bioleaching of the bulk arsenopyrite ore. SYNOPSIS A Wirth tunnel borer owned by Anglo American Corporation completed a 1150m long tunnel some years ago and was subsequently extensively modified by Technical Development Services. In 1982 this borer provided new and particularly interesting information In the field of hard rock boring. The abrasive quartzltes traversed proved to be a challenge to the cutter manufacturer and the project team. This paper examines the problems faced, the solutions found and the lessons learnt.

Electrostatically charged water droplets efficiently suppress breathable dust produced during open air rock crushing operations, according to recently completed independent tests conducted for the Environmental Protection Agency. Since a primary rock crusher produces very heavy clouds of dust, this application was selected as an appropriate test site to measure the efficiencies of new "charged fogging" equipment in mining and mineral processing operations. EPA&apos;s Industrial Environmental Research Laboratory, Research Triangle Park, NC, contracted TRC-Environmental Consultants Inc. of Wethersfield, CT, to conduct a full-scale demonstration of a recently developed electrostatic fogger, designed to project a charged fog spray at distances up to 15.2 m. Test results indicated overall fogger efficiencies of approximately 70%. The Fogger IV* employed in these tests is reportedly the largest charged logger ever made, with an extremely long operating range. The original fogger was designed for indoor dust control; this fourth generation version is designed for fugitive dusts, indoor and outdoor, and has an operating range up to 15.2 in.

"Hydrothermal systems are a major component of the processes that shape the composition and structure of the ocean crust, providing a major pathway for the exchange of heat and elements between the Earth’s crust and oceans, and a locus for prolific biological activity on the seafloor and underlying crust. On the other hand, the structure and composition of hydrothermal systems are the result of complex interactions between heat sources, fluids, wall rocks, tectonic controls and even biological processes.Ultraslow spreading ridges, including the Southwest Indian Ridge and the Gakkel Ridge, are most remarkable end member in plate-boundary structures (Dick et al., 2003), featured with extensive tectonic amagmatic spreading and frequent exposure of peridotite and gabbro. With intensive surveys during the last decades, it was suggested that ultraslow ridges are several times more effective than faster-spreading ridges in sustaining hydrothermal activity. This increased longevity can be attributed to deep mining of heat and even exothermic serpentinisation (Baker et al., 2004).Distinct from faster spreading ridges, one characteristics of hydrothermal mineralization on seafloor in ultraslow spreading ridges, including the active Dragon Flag hydrothermal field at 49.6 degree on the Southwest Indian Ridge, is the abundant and pervasive distribution of lower temperature minerals (such as Fe-silica or silica, Mn (Fe) oxides, sepiolite, pyrite, marcasite, etc.) in the hydrothermal fields. Structures formed by lower temperature activity in active and dead hydrothermal fields can also be identified. High temperature minerals such as chalcopyrite are rare or very limited in hydrothermal chimneys at ultraslow spreading ridges. The distribution of diverse low temperature hydrothermal activity is consistence with the deep heating mechanisms and hydrothermal circulations in the complex framework of ultraslow spreading tectonics. On the other hand, deeper and more extensive mineralization at certain locations along the ultraslow spreading ridges can be reasonably presumed."

The International Tunnelling and Under-ground Space Association (ITA) is a nonprofit organization that represents all aspects of the tunneling and underground space industry worldwide. The United States has had a prominent role in ITA since its 1974 inception. ITA was formed as a result of a worldwide survey conducted in the early 1970s by the Organization for Economic Cooperation and Development (OECD). Bill Lucke was in charge of tunnels for the U.S. Federal Railroad Administration and was a member of the organizing committee that created ITA. He became a vice president of ITA. Jack Lemley served as President of ITA from 1983 to 1986. Dick Robbins was very active in ITA and served for many years both as a member of the Executive Council and as First Vice President. Harvey Parker has served as President of ITA for the last three years and will serve as Past President for the next three years. Moreover, there are many individuals and companies from the United States that have contributed significantly to the activities and the success of ITA. There have been several active Working Group Animateurs from the U.S. and there have been significant contributions from many individuals as well as companies from the U.S. Several engineers from the U.S. are currently serving ITA in a leadership role. The Underground Construction Association of SME (UCA of SME) is the official organization representing the U.S.. SME Executive. [ ] Director Dave Kanagy and UCA President Tom Peyton were instrumental in the U.S.?s role at ITA during the last few years. Peyton has been the official delegate to ITA. Henry Russell and Christian Ingerslev are both Animateurs of ITA working groups. This article will introduce ITA and its activities. A subsequent article will describe the ITA in more detail and will discuss the significant role the U.S. has played in the development and success of ITA.

The Carson Hill mine in Calaveras County, California, was explored and developed by Grandview Resources Inc., as an open-pit heap-leached operation, with production commencing in the fall of 1986. Grandview entered the district in 1983 after a 40-year period of quiescense, the initial contact being by Barden Stevenot, V.F. Hollister, and J.J. Crowhurst. The last dividend declared by the Carson Hill Gold Mining Corp. was 3 1/2$ per share paid in January 1943. The mine was originally discovered in August 1848 by Jim Carson. Preceding the entry by Grandview in 1983, Cyprus Mines explored Carson Hill in 1975, and drill exposed a mineral inventory of 7.3 Mt (7,982,000 tons) averaging 1.4 g/t (0.040 oz per ton) gold. From that time until the Grandview entry, R.W. Thomssen and B.E. Stevenot continued investigations into the potential of the deposit. Grandview successfully investigated many of the metallurgical problems involved with heap leaching the ore. Metallurgical investigations were con- cluded under the direction of R.S. Shoemaker. By November 1984, J.A.C. Ross had prepared a prefeasibility report that included the earliest Grandview investigations. This report concluded that the deposit contained at least 6.8 Mt (7,440,000 tons) of ore that average 1.5 g/t (0.045 oz per ton) gold and that this ore could be mined with a 2: 1 stripping ratio. A final feasibility report was prepared by D.W. Pringle in September 1985. It showed a final ore reserve of 14.7 Mt (16,160,000 tons) of 1.7 g/t (0.049 oz per ton) gold. Attached is a description of the geology of the deposit from an internal report covering Cyprus activity in 1975 and a brief portion of USBM IC 6940 (1937). Introduction The Cannon mine at Wenatchee, WA has recently been brought into operation to recover gold from the sandstones of the Swauk formation. The mine is a joint venture between Asamera Minerals (US) Inc. and Breakwater Resources. A tailings impoundment was constructed to impound 2.7 to 3.6 Mt (3 to 4 million st) of tailings at 1.8 kt/a (2000 stpd) over about five years. This paper describes the design and construction of the impoundment. In particular, it describes the 100 m (300 ft) high earthfill embankment that is the main feature of the facility. Project environment The project is located on the outskirts of Wenatchee, a town of about 40,000 people. The town is situated on the flat alluvial terraces beside the Columbia River. The Cascade Mountains rise from the terraces in a series of ridges and valleys. The mine is at the foot of the Cascades. The tailings impoundment is in one of the steep valleys. The climate is mild and dry (Table 1). Site selection Twelve alternative sites within a 16-km (10-mile) radius of the mine were examined. Decision making theory was used to select the most suitable site. Advantages of the chosen site include its proximity to the mine and its low visibility from points of common public access. Also, the area was already heavily impacted by an existing silica quarry. The major disadvantage of the site is the need to pump tailings over a distance of 1.5 km (1 mile) and against a static head of 200 m (655 ft). Also, it is located in a gulch just upstream from the town of Wenatchee. Site geology The impoundment is generally underlain by interbedded sandstones and siltstones. The siltstones are often shattered. The sandstones are often friable. Both rock types are extensively jointed. Some isolated faulting of the sediments occurred before the area was covered with basalt flows. About 10,000 years ago, at the end of the ice age, the basalts were covered by 3 to 10 m (10 to 33 ft) of wind blown loess - a fine sandy clay and silt. River deposits filled the base of the valley to depths between 5 and 25 m (16 and 82 ft). Under the main part of the embankment, these materials were removed to expose bedrock. Ground water flow is generally through the more permeable layers. The permanent water table is about 5 m (16 ft) beneath the ground surface. The 2023 Rapid Excavation and Tunneling Conference (RETC) will be held in Boston, MA and will include the presentation of 133 papers divided into 20 technical sessions during the 3 day conference that were selected from over 200+ papers that were submitted to the committee. The selected papers are included within this book to provide a comprehensive recap of the conference while also providing a source of reference for contractors and engineers in the future. The selected papers will include contributions from all divisions of the tunneling industry plus risk management and best contract practices. Boston is known to the tunneling industry for its complex and difficult tunneling history, specifically of recent memory the Central Artery/Tunnel Project also know as the “Big Dig” of the 1980s and early 1990s. The selection of Boston as a host city was fitting from a historical perspective and as avenue for the city to present its upcoming tunnel projects. RETC began in 1972 with the idea of sharing ideas, design and project construction experience, and new technology, between contractors, designers, owners and suppliers. The ability to provide a single location every other year for all facets of the tunneling industry to gather and discuss the aforementioned was and still is viewed as a way to help the tunnel industry grow. The lessons learned from completed projects, the advancement of technology which could be implemented into design and the presentation of new projects by owners/designers and contractors allows for the limits and complexity of upcoming projects to be expanded beyond our current capabilities. Our industry has never been as busy as it currently is, and we are seeing more future projects coming out for solicitation across all business sectors. With the good fortune that all of us have been blessed with one of the biggest challenges that we have been faced with is the shortage of future management on all levels for our projects including the labor force. We all want our industry to continue to grow and succeed, our most important assets are the people that we employ. Investing in the education and continued training of our work forces to be up to date with the latest technology and methods is the key to our success. This also includes develop, recruiting and mentoring of young students graduating college to join our industry so that we can all continue to grow. We hope that all those attending the conference will have the ability to attend as many sessions as possible and to expand their network within our industry. As in past years, scholarship students will be in attendance and we encourage all to offer these students an opportunity to visit jobs, attend learning sessions or future internships to expand their interest in our industry that needs an injection of young engineers to contribute and lead our future Rapid Excavation and Tunneling Conferences. The program chairs wish to thank the session chairs, co-chairs, authors, and other members of the RETC Executive Committee for their dedication to this conference. Last but certainly not least, we give special thanks to the SME staff for their hard work and enthusiastic support in making this conference possible.
