INTRODUCTION The Bureau of Reclamation is conducting a research program to investigate, develop, and test polymer-impregnated concrete tunnel support and lining systems for gravity flow, circular cross-section water conveyance tunnels. This system consists of segmented precast rings, backfilled with concrete. Polymer-impregnated concrete is conventional precast concrete which has been impregnated with a liquid monomer. The liquid monomer is subsequently converted to a polymer by thermal-catalytic or radiation methods. The polymer is a solid plastic which fills voids and microfractures within the concrete, resulting in greatly improved strength and modulus of elasticity and reduced permeability, which in turn increases the durability of the concrete. The immediate goals of the program are to develop techniques for the fabrication of precast concrete segments, test single segments to determine physical and mechanical properties, assemble the segments into a support and lining system, load and test the full-scale system, evaluate specific applications, and develop design criteria and construction procedures. Mining has been a significant component of the Appalachian economy for about 200 years. The region continues to be adversely affected by the environmental degradation associated with these past activities. In addition, companies today are being denied permits at sites where acid generation appears likely. And air emission limitations at power plants now threaten the economic health of many moderate- to high-sulfur coal mines. Thus, when considering the environmental impacts of mining coal in Appalachia, it is important to consider abandoned and active mine issues. For example, abandoned mines generate acidic, iron-rich waters that adversely affect more than 6,400 km (4,000 miles) of rivers and streams in Appalachia. In contrast, operations that were active after the enactment of the 1977 Surface Mining Control and Reclamation Act (SMCRA) cause little water pollution. However, the costs of water treatment at such sites exceed $1 million a day. Even where water quality is not dimished, water supplies can be affected by mining. Subsidence-induced fractures can lower water table elevations or drain a surface stream dry. Subsidence can also cause damage to surface and subsurface structures.

Recent events in The Peoples Republic of China indicate that a major effort is underway to increase trade with the western world. Gold production contributes to China's ability to participate in international trade. Consequently, the Chinese government places a high priority on increasing gold production. Many of the operating gold mines in China contain refractory ores that to date have not been efficiently treated. Figure 1 illustrates the description and location of a few of China's major gold mines. China recognizes that the technology necessary to economically treat this ore has been developed in the United States and other western countries. The country has therefore begun to seek assistance in evaluating several potential projects. Organizational structure Gold mining and processing in China is directed by the China National Gold Corp. (CNGC), headquartered in Beijing. The agency has a director in each province who is responsible for exploration, mining and processing. CNGC uses the services of two engineering organizations for metallurgical testing, process development and design engineering for their projects. The largest engineering organization is the Central Engineering and Research Institute for Non-Ferrous Metallurgical Industries (ENFI), also located in Beijing. The second engineering organization is the Changchun Gold Design Institute (CGDI), located in Changchun Jilin province.

INTRODUCTION Providing sufficient thrust, particularly in the proper manner, is one of the major problems of conventional hardrock drilling and tunneling machines. For instance, with tunnel boring machines, massive jacks, mechanisms, and structures are required to generate and transmit the forces to the cutting head. One pays for this massiveness both in terms of material (dollars per pound) and in the attendant difficulties of transporting and maneuvering such machinery. The effect of an efficient thrust generation method on system size is evident when one considers conventional shaft drilling equipment. Raise borers are small enough to be used underground, while conventional big hole drilling equipment requires large amounts of space, personnel, and support. Proper application of the force is another problem, even with smaller holes such as blastholes. While one can load most tricone blasthole bits to their limit with such drill rigs as the Bucyrus Erie 61R or the Gardner Denver 120D, transmitting very large forces through the relatively flexible mast and drill pipe leads to large vibrations, fatiguing of the mast structure, and impact loads on the bit. In the following, a new method of generating the required rock fragmentation force is presented. Furthermore, the force is generated and applied in such a fashion that not only can the equipment size and weight be reduced, but also the cutter and equipment life can be increased.

Two aspects of tunnel support design are considered, and for both particular attention is paid to the influence of rock failure around the tunnel on the loads developed on the supports. 1) In general it has not been possible to extend analytical methods for the study of rock failure around tunnels to three dimensions. As a consequence it was not possible to calculate either the influence of the face or the actual sequence of support loading as the face advanced. The finite element method made this extension possible. A simplified analysis of the influence of the face and of the sequence of support installation has been made. The influence of the original stress field and of the rock behaviour on the length of tunnel which can be left unsupported (related to the stand-up time) is shown. The degree to which a 2-dimensional analysis can be used to approximate the final support load is shown to be dependent upon the post-failure behaviour of the rock. 2) Tunnel support design requires a knowledge of the forces and of the -rock displacements which cause stressing and deformation of the support system. A 2-dimensional model incorporating a detailed representation of several support systems, of the rock behaviour in the broken zone and of the interaction between rock and support is given. The model allows the calculation of the stress distribution in the support. The significance of the relative stiffness of support and rock on the stresses developed in the support is shown.

Mining, perhaps more than other industries, has been under pressure to achieve higher productivity, while reducing costs and environmental impacts. This has encouraged a move toward large-scale operations and greater integration and automation of systems. Mechanization is being used increasingly to raise production and reduce labor requirements. Yet, while transportation, ventilation and other activities have benefited from this trend, mechanization of rock excavation (for development and production) has lagged. The switch to a mechanized excavation system can be complex, requiring a thorough study of operational and cost benefits to be successful. To justify the high capital cost of mechanical mining equipment, production rates and the true costs of machine mining must be accurately estimated. To evaluate the cost effectiveness of mechanical mining for a particular operation, the total production cost (capital and operating) must first be estimated. This requires a reliable estimate of the production rate of the candidate mechanical excavator. Previously, the variable nature of rock caused performance prediction of these machines to be more an art than a science. Additionally, some of these machines are highly sensitive to operator skill. They all depend on their backup systems. The effects of interaction with the overall mining operation can be difficult to forecast. And a new system must surmount psychological barriers before it can become truly operational.

The Washington Metropolitan Area Transit Authority, WMATA, has constructed over 92 revenue miles of rapid transit facilities including some 14 miles of rock tunnel and 12 miles of earth tunnel. The system map is shown in Figure 1. During construction it is not unusual for contractor to encounter ground conditions resulting in major problems and extra cost. Problems such as major rockfalls and a "stuck" boring machine in squeezing rock are not unusual. In recent years, faced with additional tunnel construction projects, the Authority has sought newer tunneling methods which might be less costly. One new method which has been tried is NATM, the New Austrian Tunnel¬ing Method. NATM, which is applicable to both soft ground, mixed face and rock tunneling, relies on miners and comparatively small machines to excavate in conventional ways, but it is unique in its methods of obtaining "stand-up" time at the excavated face and its method of using shotcrete as an initial lining, frequently with a drainage system to reduce hydro-static pressure on the final lining. Lower costs result from use of a cast-in-place concrete liner, and from a reduction in the number of work operations at the mine heading which provides better daily production. WMATA has recently completed three twin bore tunnels constructed by NATM technology. The first was the Wheaton Tunnel and Section, followed by the tail track tunnel to total some 4200 linear feet cut through jointed rock up to 270 feet below ground surface, and the last was in soft ground at Fort Totten. Introduction Mine operators are interested in energy conversation in two ways. With our finite sources of energy, we are concerned for future generations. In addition, as mine operators, we want to minimize energy costs. Moving material represents a substantial amount of the energy used in mining operations. Wheeled vehicles are used extensively to move materials. And they derive all their energy from fuel. Energy is also required to overcome the vehicle's inertia, and internal and external frictional forces. Included in the vehicle's frictional forces is its suspension. Tires are an important part of this suspension. What influence do tires have on the overall fuel consumption of the vehicle? Does tire construction affect this influence? As far back as 1896, it was apparent that tires were a factor in fuel consumption. A test was devised in France using a coal-fueled steam-driven auto. The test measured whether there was any fuel savings with the new pneumatic tires rather than of the then commonly used solid tires. The result was a 28% savings in water and a 29% savings in coal on pneumatic tires. Today, the pneumatic tire is accepted, but there are differences in present constructions. Tire Construction: Bias vs Radial There are basically two types of tire construction, bias and radial. Bias tires have been around for about 60 years. Radial tires are more recent. They were developed to improve a tire's ability to withstand higher speeds and loads, as well as to improve tire life and vehicle handling. Another advantage of the radial tire is its lower rolling resistance. This characteristic results in lower fuel use by a vehicle. This has been demonstrated with passenger cars and over-the-road trucks. It is now being demonstrated with earthmoving equipment. A basic description of both types of tire construction should now be reviewed: The casing of a bias-ply tire is made up of crisscrossed textile plies or layers. The cords of these plies run on a bias, from bead to bead. The cords of each ply run on an angle relative to the cords of the adjacent plies. As the tire rolls and deflects, the angle between the cords changes, like the blades on scissors (Fig. 1). The cords of one ply pull one way, and the adjacent ply pulls another, straining each other. The fine coal fraction of a coal stream is that fraction which contains particles essentially in the -28 mesh size range. This fraction will normally first appear, in a coal preparation process, as a result of classification to segregate raw coal into various size components for beneficiation. More specifically, it could appear in desliming screen underfiow, classifying cyclone overflow, and in other process circuit components. It's recognized that the top size of this fraction has been determined more by secondary reasons, such as desliming screen area for the heavy medium cyclone circuit, the dewatering equipment for the fine clean coal, or even the stability of the refuse thickener circuit. Benefits, both economic and environmental, gained by beneficiating the fine coal fraction of a raw coal stream are increasing in number, until today, fine coal beneficiation is a necessity in most coal operations requiring any degree of preparation. This is due to some of the following reasons: • In the past it was frequently more economical to discard -28 mesh raw coal sizes than to recover the coal values from them. Today, mining costs have escalated to the point where all coal values leaving the mine should report to the finished product if possible. • Today's mining methods are producing run-of-mine coals containing higher percentages of -28 mesh sizes. This heavily weighs the economic balance in favor of beneficiating this fraction. As much as 25% of the run-of-mine coal from some mines is in the fine coal fraction. Beneficiation is recommended so that clean coal contained in the fraction can be recovered to reduce the loss of coal values. • Existing and pending environmental regulations mandate that solid fuels now consumed in power station boilers contain almost no pyritic sulfur. This form of sulfur appears in raw coal in the fine coal fraction, but can be removed by coal beneficiation. Environmental considerations dictate that every year, more of the fine coal produced for steam generating purposes in the US be beneficiated. To deliberately discard any portion of the fine coal can only add to this cost, not only in the sense that fewer tons will be recovered but, more importantly, additional tonnage will be diverted to the most capital- and labor-intensive section of the entire preparation plant-the fine refuse dewatering section. It is apparent to preparation engineers that dewatering and ultimate disposal of the fine refuse derived from this beneficiation step is certainly the most difficult technical problem presented in the entire plant design. Therefore, any beneficiation procedure which increases the fine coal recovery, or in any manner decreases the tonnage of fine refuse to be dewatered, is going to be cost effective. Since the -28 mesh fraction contains both coal and refuse particles in their finest particle sizes and thus presents the greatest degree of liberation, one would immediately infer that the highest degree of beneficiation would be achieved. Introduction Metals exploration activity is moderately intense in the US despite the 1981-82 recession in the mining industry. Although exploration expenditures are significantly less than the 1981 peak, quality and goal orientation of current exploration are high. Major foreign and domestic mining companies as well as nonmetal companies had been attracted to invest in minerals in the US. Its capital markets, political stability, and open-door policy are attractive for hard mineral explo¬ration, particularly in the West. The approach was to either acquire fully or partially developed ore bodies through merger and acquisition, or to fund large scale exploration programs in search of bulk-tonnage deposits. The acquisition avenue has not proved the panacea envisioned for overcoming lack of substantive mineral development. Nor has the decentralized approach to exploration that was adopted proven cost-effective. The emphasis on gold, to the exclusion of all other commodities, raises questions regarding the direction of exploration in the US for the rest of the 1980s. Overview More than 300 companies are active in metals exploration in the US. These range from established, well-known domestic and foreign corporations to hurriedly incorporated, unknown companies financed by having promoted mineral prospects or occurrences of questionable quality. Junior companies tend to be oriented toward property entrepreneurship, rather than the development of minerals resources. These companies have helped maintain mineral lands from prospect to production by holding blocks of property intact during periods of exploration inactivity. This was done through promotional efforts, even though few properties that attracted major venturers proved to have real merit. Exploration objectives of senior and junior exploration companies currently embrace only a few commodities. Arranged in approximate descending order of priority, these are: precious metals; base metals in monometallic or polymetallic deposits; strategic metals, such as tungsten, tantalum, and tin; unconventional commodities, such as diamonds; ferrous metals; and commodities such as beryl, zeolites, and barite. Prospectors are important in searching for these targets. In the US, where they have been financed by major and junior companies, prospectors have proven a useful and low-cost means of locating gold prospects (e.g. the Alligator Ridge property in Nevada). The tenacity and persistence of independent prospectors have been factors in discovering properties rejected or overlooked by professional geologists (e.g. Lornex mine in British Columbia). This has been realized by the provincial government that grubstakes bona fide prospectors. Exploration interest in commodities has always been cyclic with price. Gold is one of the few metals that has experienced a price increase of such magnitude to warrant attention. The potential for realizing adequate operating margins for the Nevada open-pit "no-see-um" gold deposits is great. The present declining gold price, however, may indicate that this emphasis on gold, to the exclusion of other commodities, is shortsighted. Mining companies have been the last to react to price increases, opening new mines based on unrealistic market expectations. A scenario could develop where plummeting gold prices bring recession to the gold industry, as lately occurred in uranium, molybdenum, and copper. Introduction The use of diesel engines as an alternate power source in US underground coal mines has been a controversial step towards more efficent mining practices. Three areas of potential benefit are foreseen. First, diesel-powered mining equipment is believed to be more efficient, resulting in less occupational risk for any given amount of production. Second, diesels are believed to pose fewer intrinsic hazards, especially those related to fires and ignition of combustibles. Finally, several other health and safety advantages are foreseen for diesel units. Each of these issues will be discussed separately. Diesel Efficiency Proponents of the use of underground diesel-powered mining equipment point to increased production efficiency due to greater maneuverability, speed, power, and payload (Bradbury, 1973; Jorgensen, 1982; Ogden, 1978; Wenberg, 1979; Olsen, 1980). Units most suitable for diesel power include LHD vehicles, shuttle cars, personnel carriers, and maintenance vehicles. Estimates of increased efficiency vary from 60%-300% and more (Wenberg, 1979). Increased diesel mining efficiency is usually viewed as making it practical to mine lower grade seams. Diesel units can also operate over a wider range of floor pitches and distances than electrically-powered units, thus allowing mining of seams with special mining problems (Olsen, 1980). Diesel application is not a universal substitute for electrical power. For example, continuous miners are unlikely diesel candidates. Reduced Intrinsic Hazards Proponents of diesel use have pointed to the increased safety potential due to a reduction in electrocutions, arcs, burns, underground cable fires, and methane ignition (Ogden, 1978). Diesel units are frequently employed in maintenance activities for lifting and moving, and for coal cleanup. Thus the case is made that diesel use, by making powered operations more conveniently available, reduces the incidence of lower back injuries and related causes for days lost due to disability (Olsen, 1980). Several other issues relating to diesel safety have also been suggested. Diesel units can continue operation even during power outages allowing, for example, personnel evacuation. The maneuverability of diesel units make them particularly attractive in difficult physical conditions, such as long haulage from the face to the belt and in areas where water is deep. The case for diesel use focuses heavily on the potential for a "per worker" reduction in accidents, or a reduction in the severity of accidents. Since accidents are a major part of the health impact of mining, a reduction in accidents and resulting injuries would make a major contribution to the health of coal miners. Opposition to Diesel Use Opposition to the use of underground diesel mining equipment in the US seems to have started with the United Mine Workers of America. Some opposition to US diesel use has been based on a widely publicized 1976 letter from NIOSH to Mine Enforcement and Safety Administration administrator Robert Barrett (NIOSH, 1982). In essence, this letter warned that while insufficient evidence existed as to diesel effects on underground coal miners, NIOSH had concerns based on prior knowledge of separate diesel exhaust constituents and the potential for interaction between these constituents and coal mine dust. Current opposition to underground diesel use has focused on respiratory health effects related to diesel emissions, particularly nitrogen dioxide (NO,), carbon monoxide (CO), and particulate content (Barrett, 1982). Separation of particles on a table deck* results from differences in specific gravity, plus a number of other interrelated phenomena: size of particles; shape of particles; stratification (consolidation trickling); and hindered settling. The effective use of these factors may be controlled and aided by the following table adjustments: differential action of the drive or head motion; speed of motion; length of stroke; side tilt; end elevation; size of deck area; shape of deck; character of deck surface; riffle design; amount and distribution of wash water; feed water-to-solids ratio; feed rate; and feed uniformity. The typical concentrating table used in the US coal industry is essentially a rhombohedral-shaped deck supported by a suitable subframe. It generally slopes in the direction of the short axis, tilts upward at the refuse end of the long axis, and is differentially reciprocated in the direction of the long axis. This head motion tends to move the particles longitudinally toward the end of the table. At right angles to this movement, wash water (distributed along the high side of the table) tends to move particles down the slope parallel to the short axis of the table. Hence, the natural path of a particle on a concentrating table is from the feed box corner to the diagonally opposite corner of the deck (Fig. 1). There is a natural tendency for heavier particles to sink to the deck of the table and for lighter particles to stay nearer the surface. As a consequence, the heavier particles are carried further along the longitudinal axis since, being on or near the surface of the deck, they are more affected by the table's reciprocating action. The lighter particles, being at or near the top of the moving bed, travel slower in a longitudinal direction and thus separate from the heavy particles. Wash water and the diluting water in the feed cause lighter gravity particles to move down the short axis of the table. The feed material then fans out from the feed box, where it enters onto the table with heavy gravity particles moving in one direction and lighter particles moving in another. By properly adjusting all of the previously mentioned factors, a clear-cut separation is possible between high- and low-gravity particles, or between refuse and coal. Riffles are of great importance to tabling. They create considerably more capacity than is possible with smooth decks, and they are responsible for better separation accuracy. Particles in their downward movement along the deck's slope are delayed behind the riffles. Hindered settling, consolidation trickling, and other phenomena occur as the particles tumble over the riffles and stratification ensues. The heavier particles settle to the deck of the table and are trapped behind the riffles, thus insuring their positive movement toward the end of the table. Since stratification and separation of particles are not complete as a result of any one riffle, a series of riffles are used. The cycle of stratification and hindered settling is repeated from riffle to riffle. The result is purer products as particles fan out and progress forward and downward over the table. The smallest, heaviest particles stratify downward to the surface of the deck more quickly and are carried out by table movement toward the refuse end at a faster rate than coarse, heavy particles. The application of remote sensing for environmental measurements is already being utilized. Aircraft mounted imaging spectroscopy has been utilized to evaluate areas of historical mining operations as well as active mine sites. To the extent that remote sensing can provide more sensitive, cost effective, and timely monitoring potential, the technology is of interest to the industry. Questions remain about the application and validation of the data and the availability of the technology in the private sector. This presentation will discuss some of the potential uses, benefits, and concerns related to remote sensing and efforts to monitor the technology's development.

Since the promulgation of the Mine Safety and Heath Administration?s (MSHA?s) Final Rule on mine seals (30 CFR § 75.335(b)), which became effective on October 20, 2008, many seal designs have been approved by MSHA and constructed by the mining industry. Since the effective date of the Final Rule, several issues on the design, construction, and/or inspection of seals have been brought to the attention of MSHA. Several such issues discussed in this paper include; the directional, design-load criteria required by MSHA for 50-psi seals, 120-psi seals, and greater-than-120-psi seals; the presence of fireclay in the surrounding strata where a mine seal is to be built; the measurement of convergence of the mine opening in which a seal has been constructed; where gob-isolation seals can be used; and the importance of periodic inspection of seals.

The Society for Mining, Metallurgy & Exploration’s annual conference and expo, MINEXCHANGE 2026, will take place Feb. 22–25, 2026, at the Salt Palace Convention Center in Salt Lake City, UT. The event will foster a hub for innovation, technical exchange and policy discussion for the global mining industry. Over four days, attendees will take part in short courses, technical sessions, field trips and networking events that highlight the advancement of the mining industry. The conference’s keynote session, titled “Regaining America’s Mineral Dominance,” will start at 8:30 a.m. on Feb. 23 in the Grand Ballroom E–J. The speaker will address the sweeping policy actions now shaping the nation’s mineral future, following a series of executive orders issued by the Trump administration designed to bolster domestic mineral production and energy security. These directives, including Immediate Measures to Increase Domestic Mineral Production (EO 14241) and Establishing the National Energy Dominance Council (EO 14213), have set in motion a coordinated effort across the Departments of Interior, Energy, Defense and Commerce to enhance the United States’ position as a global leader in critical minerals. The invited speakers include Utah Governor Spencer J. Cox and Nate Foster, managing director of Rio Tinto Kennecott, who will examine how policy and industry are converging to meet surging demand for minerals essential to modern technology. Governor Cox is expected to highlight Utah’s long-standing role in American mining, from the early development of Kennecott Copper to its current position as a producer of 40 of the nation’s 50 identified critical minerals. Foster, meanwhile, will offer insights into Rio Tinto’s extensive operations in Utah, including the Kennecott Copper Mine — one of only two operating copper smelters in the United States — and the company’s ongoing efforts to build more resilient, sustainable supply chains. Rio Tinto’s work in critical mineral production, from copper and tellurium in Utah to new operations in Arizona, has made it a fundamental figure in the U.S. mineral economy. Projects such as the Resolution Copper development and the revival of Gunnison Copper using Rio Tinto’s innovative Nuton technology illustrate how private-sector leadership is driving sustainability in domestic mining. These advancements come at a critical moment for the industry, as copper prices remain near historic highs. The keynote session will emphasize that meeting future mineral demand will require a concerted effort between government, industry and technology partners to secure responsible, domestic production. Mining companies often have many disparate systems and repositories of data in their organization for planning and scheduling outbound mining supply chains. To optimize ore quality, throughput, transport logistics scheduling and delivery to contract, planning teams need to model and manage the value chain accurately and achieve a consolidated, enterprise view of operational performance. Planning teams coordinate a complex series of activities to ensure production forecast accuracy. They also negotiate and execute complex contracts often with disconnected and limited visibility of production forecasts, quality, and variability with little ability to accurately market potential product specifications over longer time horizons. This market is becoming increasingly dynamic, with increasing variability and the time for planning teams to react is decreasing. This is driving the need towards using science to generate the necessary scenarios required to support the decisions made by planners on a frequent basis. Resource-to-Market is a highly flexible, user-configurable supply chain management system for the mining and metal processing industries.
