INTRODUCTION The principal OSHA standards dealing with tunneling activities are found in 29 CFR Part 1926. A reference for the applicable subparts which apply to tunneling is included as Appendix A. In addition, some standards from 29 CFR Part 1910 have been identified as applicable to construction and are included in the recent printing of an interim vertical standard for construction (1910/1926 Project). The remainder of this presentation will be focused on past OSHA activities to revise Subpart S of 1926, the principal subpart dealing with tunnel construction.

Graphite usage in the United States during 1994 was fairly strong. The hearty showing of the domestic economy, along with sound performances from the major industries that use graphite, helped make 1994 a solid year for the graphite industry. Supply Virtually all natural graphite is imported into the United States, as there is no domestic production. The primary producers are Brazil, Canada, China, Madagascar, Mexico, Mozambique, Sri Lanka and Zimbabwe. Mozambique is a new producer. It is now supplying a high-carbon, large-crystallite flake in large quantities. Sri Lanka continues to experience problems with one of its two mines, closing operations in December 1994. The synthetic graphite used domestically was produced primarily in the United States as a byproduct of electrode production. Synthetic graphite was also imported from Switzerland for specialized applications. The purified graphites/carbons, such as Desulco and ThermoPURE materials, were also produced domestically. There was a sufficient supply of all types of graphite to meet domestic demand.

Many gold ores which are not only submicroscopic but also rich in arsenic and organic carbon, for example Dongbeizhai Mine, have been found in china. These ores belong to the most refractory ores The key to the recovery of gold from these ores is preoxidation. Dongbeizhai ores have been tested with biooxidation, chlorination, double oxidation, acidic and alkaline pressure oxidation, catalytic oxidation, NITROX and roasting. To date it appears that either roasting or pressure oxidation is optimal. It is suggested that the flotation-roasting (or pressure oxidation)-CIL process should be used to treat this type of ore.

Lognormal grade distributions are definitely the rule rather than the, exception in many types of deposits, including precious metals, uranium, and many others. The "normal theory" geostatistical techniques do not work well in these situations because the occasional high grade values, perhaps several orders of magnitude larger than the median, can overwhelm the rest of the data, resulting in variograms and Kriged estimates which are unrealistic or even ridiculous. Robust techniques for variogram modeling have been proposed, and truncation of high sample values can produce more reasonable Kriged estimates, but the technique of working with log transformed data appears to be the best method of handling lognormal data. This paper will discuss primarily the two parameter lognormal case, with some discussion of the three parameter lognormal, but no discussion of other methods of transforming data, such as disjunctive Kriging.

The Price Road Drain Tunnel in Tempe, Arizona is part of the drainage system constructed in conjunction with the Outer Loop Highway in metropolitan Phoenix. The Outer Loop Project is a part of a much larger expressway system that includes other large drainage tunnels such as the Papago Freeway Drain Tunnels. Large diameter downhole inspection borings were utilized to obtain subsurface data for the design of these tunnels. Subsurface data obtained from the large diameter borings resulted in the development of empirical parameters that were successfully incorporated into the Geotechnical Design Summary Report and which satisfactorily predicted ground behavior, formed the basis for improved geotechnical design criteria, and facilitated the cost effective assessment of third party risk. The purpose of this paper is to describe the subsurface exploration program performed for this project and to explain the methods used to evaluate underground construction procedures.

Bergbau AG Niederrhein, a subsidiary of Ruhrkohle AG; Essen, Germany, is working coal mines on both sides of the Rhine River. The Prosper Mine in the City of Bottrop has a production of about 13,000 tons per day and has been in operation since the turn of the century. Mining has moved to the north as coal deposits south of Bottrop are exhausted. To facilitate ventilation, material handling, and transportation new shafts are being constructed in the northern coal fields. The Prosper 10 shaft is being sunk to develop the Prosper - Haniel coal field which has reserves of 280 million tons. In October, 1976 Bergbau AG Niederrhein awarded the shaft sinking contract for the 1047 m deep, 8 m inside diameter Prosper 10 shaft to Gewerkschaft Walter; Essen, Germany. Construction costs will amount to about 40 million DM with construction completion scheduled for 1981. GEOLOGY The shaft, located near the town of Kirchhellen north Bottrop, is being sunk in the Grafenwalder Horst between two faults on the south west flank of the Kirchheller Anticline. 270 m of upper cretaceus sands and marls overlay sandstone bedrock at the shaft location. The upper 124 m of this section contain highly saturated sands interspersed with marl. In order to successfully sink the shaft through this section, ground stabilization by freezing was used.

Philip M. Hocker is president of the Mineral Policy Center (MPC), a Washington, DC-based, non-profit organization formed to "address the environmental problems that are caused by mineral development in both the hard-rock mining and onshore oil arenas." Hocker has been involved with resource development and environmental policy issues since the 1970s. He has been a plaintiff in several lawsuits regarding environmental management of federal onshore oil and gas leasing. He was also active in the 1987 campaign to pass the Federal Onshore Oil and Gas Leasing Reform Act. Hocker served on the board of directors of the Sierra Club from 1980 through 1986. He is also a member of SME and spoke at the welcoming luncheon and keynote session of the SME Annual Meeting and Exhibit, Feb. 14, 1994, in Albuquerque, NM. In his role as president of MPC, Hocker has become a major player in the ongoing battle concerning mining law reform. And, while the mining law issue is the most visible and controversial issue confronting the mining industry and MPC, Hocker's organization is also active in clean water reform and other public policy issues that concern natural resource development and the environment. Hocker and MPC invoke a wide spectrum of reactions from the mining industry, most of it negative. Even so, the editors of ME decided that SME members should hear from Hocker his views on domestic mining, including mining law reform, clean water legislation and other environmental issues facing the industry.

Introduction There is a continuing search by government and industry for new mining methods that increase production, improve the working environment, reduce labor intensity, enhance recovery effectiveness, improve the reclamation process, streamline the flow of material, and reduce the unit cost. Hydraulic extraction and transport methods have outstanding potential in several of these areas. For example, hydraulic fragmentation produces a significant reduction in respirable dust. The inherent simplicity of hydraulic mining equipment and the resulting high reliability are recognized. Tool wear can be virtually eliminated. There is great flexibility in the size, shape, and orientation of the mineral deposit that can be mined. The cutting, gathering, and transport operation can be controlled remotely, providing more safety for workers. The threat of tool sparking and the resuiting dust or gas ignition are also eliminated. Although hydraulic mining was introduced in the US before the turn of the century, it has not gained the degree of acceptance found in other countries such as the Soviet Union, China, Germany, and Canada. The Hydraulic Mining Research program, initiated by the US Bureau of Mines in 1958, and the subsequent research by others has provided much of the basic technology required to spur the development of these methods into a viable extraction alternative. This article updates the development of hydraulic mining in the US. Particular attention is paid to monitor mining, the long-wall hydrominer, borehole mining, and the semi-autonomous mining system. Whenever the particular mining method is also being developed in other parts of the world, a brief description of the world-wide state of the art is given. Finally, allied studies designed to optimize these mining techniques are described. Hydraulic Monitor Mining Since 1958, the US Bureau of Mines (USBM), the Department of Energy (DOE), and other government agencies have funded more than a dozen programs to investigate the potential of hydraulic monitor mining. For this method, water is directed on the coal face from a monitor nozzle. Sufficient velocity is used to cause local fragmentation (Fig. 1). Coal particles are washed from the face to a trough. They are then flumed to a collection point. Oversized particles are directed through a breaker and then into the troughs. Monitor field tests were conducted in the 1960s in bituminous and anthracite coal at the following locations: • Rosylin No. 9 mine, WA (Nasiatka and Badda, 1963); • Rosylin No. 10 mine, WA (Price and Badda, 1965); • Sugar Notch mine, PA (Buch, 1964); • Thomson Creek mine, CO (Palowitch and Malinka, 1964); and • West Lebanon, PA (Fowkes and Wallace, 1968). Part one of this two-part series covers conceptualizing and developing a maintenance information system. It explains what information is necessary to manage such a system. Next month, part two will discuss using this type of system with administrative information, including error and absentee reports as well as open work files. Introduction There is no doubt that quality, timely, and accurate information can make a solid contribution to maintenance cost reduction objectives. Yet, despite obvious benefits, methods being used to acquire information systems are proving costly, frustrating, and often unsuccessful. Those needing the information are disappointed. Mine managers, hoping to reduce costs with quality information, are instead seeing no system, no savings, and massive spending on information endeavors of questionable benefit. Options Any software vendor will happily sell you his program. Numerous mining organizations, having "gone to the cleaners" themselves, will gladly make their programs available to help cover huge trial and error development costs. Any package can only be a generalization. Any program bought from some other organization must undergo numerous modifications to make it work properly. In the process the initial cost is doubled. Many mining maintenance organizations do not know how to go about the task of conceptualizing, developing, installing, and effectively using a maintenance management information system. Consequently, many have hedged their primary responsibility of specifying what information they want, how they will get it, and how they will use it effectively. Into this void have jumped many who claim they can help. But some may not understand the special information needs of maintenance in the mining industry. By default, the whole scene of maintenance information systems has become confused and in need of clarification. A Starting Point Four broad phases are used to organize the steps by which maintenance acquires an effective maintenance management information system and initiates its use. Conceptualization is an identification of needs, factors that influence development, and an assessment of support for the system. Development is a plan of action for bringing the conceptualized information system to life. Consideration is given to the practical aspects of collecting field data, processing it, and converting it into useful information. Implementation consists of those actions by which the newly developed system is integrated into the organization and put in the hands of its personnel so that its value can be derived. Use addresses the means by which personnel use the information to accomplish maintenance improvement objectives. These phases are preceded by establishing the need for the information system. They are followed by a requirement to measure its success (Fig. 1). Conceptualizing the Information System Responsibilities - The information system user must acquire the system best suited for its use. A step-by-step process is essential to avoid many serious problems than can easily occur. The most important step is to clearly identify its objectives and lay out a course of action to achieve those objectives. The major reason for the failure to achieve information objectives is not carrying out this responsibility. Maintenance cannot delegate the task to data processing. It can obtain technical assistance but it must retain responsibility. Nor can maintenance purchase

"Since ancient times, storing and conveying water via underground water systems and tunnels has been touted for its strategic advantages. Underground cisterns and tunnels assured protection of essential fresh water supplies from man made contamination and especially from enemies who would gain an advantage by disrupting an adversary’s water supply in a siege. Modern day engineers do not usually specify tunnels for reasons of avoiding deliberate contamination or siege — however, they are just as enamored with the idea of building tunnels for water conveyances.Such was the case for the San Francisco Public Utilities Commission (SFPUC). The SFPUC provides drinking water to 2.6 million residential, commercial and industrial customers in the San Francisco Bay Area. The SFPUC’s water system includes 257 km (160 miles) of transmission pipelines and tunnels from the SFPUC’s largest reservoir, the Hetch Hetchy Reservoir inside Yosemite National Park, to San Francisco. About 129 km (80 miles) of the system consist of tunnels. A 30-km (19-mile) section of the tunnel network, called the Mountain Tunnel, was thought to be at risk of a catastrophic failure in its concrete-lined section of 18 km (11 miles). For much of the project planning process, a new replacement tunnel was presumed to be required according to the tunnel planners.Originally constructed between 1917 and 1925, the Mountain Tunnel has been in continuous service since 1925. The 30-km (19-mile) tunnel is located downstream of the Hetch Hetchy Reservoir water source in Yosemite National Park, between the Early Intake and Priest Reservoir (Fig. 1). Approximately 18 km (11 miles) of the tunnel is lined with unreinforced concrete. Though the condition of the tunnel was being monitored through water sampling and periodic inspections, there was growing concern that the tunnel lining was at risk of a partial collapse that could interrupt water delivery for up to nine months. The SFPUC was faced with a decision to construct a new bypass tunnel to replace the lined section of the Mountain Tunnel or to rehabilitate the existing tunnel."

LiDAR technology has made it possible to map large areas of underground mines accurately and rapidly in three dimensions. MSHA Technical Support began implementing LiDAR technology in conjunction with the Agency’s Pillar Collapse Initiative, using scans to determine width-to-height ratios (w/h) of pillars adjacent to mass collapse areas and to conduct risk assessments for global pillar stability in U.S. stone mines. This work quickly expanded to include change detection, such as measuring many pillars to show which are deteriorating over time. Change detection has also been used in ground falls and squeeze areas to see if they have continued to propagate. LiDAR technology supports accurate data acquisition of unstable mining conditions from safe distances. For example, once the LiDAR scan has been processed, it can measure roof fall cavity heights and volumes with the user at a stable ground location. Some LiDAR scanners can collect geologic data, such as joint orientations.

Successful longwall gate entry design requires control of vertical and horizontal stresses. Vertical, or overburden, stresses are most severe in the tailgate where they are concentrated by longwall panel extraction. Horizontal stresses can also be highly destructive but they are less well understood. This paper discusses measurements of in situ horizontal stress fields in the eastern United States, experience with horizontal stress in longwall mines and methods for predicting and controlling horizontal stresses. The information presented was collected through site investigations at 45 US longwalls and an international literature review.

Clay-coating has been used as an environmental technology tool for the immobilization of toxic elements. The mechanisms of arsenate retention in clays suggest that not only the system pH is of fundamental importance in the process but also the character of metals and ligands that compose the electrolyte system. The goal of this study was to investigate the interactions between system pH and electrolyte ions on the retention of arsenate in an Oxisol soil. The sorption of arsenate decreases with the increase in system pH, reflecting the competitive sorption of arsenate with OH groups. Solutions containing Ca tend to favour the immobilization of arsenate in a relatively broad pH range.

A one-day seminar designed to help quarry and mining managers make their operations more productive, more efficient and less expensive was held in Harris- burg PA. "Rock-Solid Productivity" was sponsored by Pittsburgh Power & Light (PP&L). The seminar, one of a series sponsored by PP&L in 1997, proved to be well-organized and provided valuable information to the many quarry and mining professionals who attended. The information presented included a comparison of on-site diesel power vs. electric power, discussions of equipment improvements and topics on environmental management.

Oversize boulders in mines and quarries must be broken for waste disposal or further processing of ore. Early methods involved drilling and "shooting" or using a drop ball of sufficient weight to accomplish the purpose. The first "high-energy" hammers for breaking concrete or boulders were pneumatically operated. Blow energy was limited by valving and air pressure. However, smaller boulders of lower compressive strength could be broken. A hydraulic excavator-backhoe type machine was required for either a drop ball or hammer. Standard practice was to break oversize boulders in the pit before hauling to the grizzly or crusher. Generally, quarry boulders were not valuable enough for further processing. Quarry roads were lined with oversize boulders. As safety requirements were advanced, "drill and blast" for boulders was ruled out.

Recently a detailed study ?Minerals Planning Policies and Supply Practices in Europe? has been completed. The study, conducted on behalf of DG Enterprise, demonstrated that there are very few written down national minerals policies within European Union. Mineral policy elements are dispersed in many different documents and acts. The paper discusses the essential elements of minerals policies; particularly importance is placed in issues related to planning (land use planning, mineral development, etc.). A number of examples of successful and less successful mineral planning policy approaches are presented in other to support the idea of importance of comprehensive mineral policy. The main sources of information were the country reports of 26 European countries that are appendix of the study. We conclude that comprehensive written mineral policy that incorporates essential elements is crucial in order to achieve secure minerals supply.

Efforts to define sustainability indicators are continuing in the mineral extracting industry and sector research institutions. Comprehensive ‘sets’ of economic, ecological and social sustainability indicators for the minerals industry are a necessary precondition for rationale-based negotiations with stakeholders from society. These tools alone, however, will not suffice in a delicately balanced economy-ecology -social well-being equilibrium with ever shifting valuation of different variables. Individual interests and emotions and also ideologically motivated positions of diverse stakeholders are gaining momentum. The minerals industry therefore has to develop beyond the rational pro-arguments for mining in the form of sustainability indicators also proactively its ‘soft skills’ to deal with expectations, fears and outright anti-mining bias, if it wants to retain the ‘social licence’ to continue.

An ongoing research program at the Colorado School of Mines is investigating the application of low to moderate pressure water jets to assist the cutting performance of drag type cutter bits commonly used on coal mine cutting machinery. The results to date indicate that a water jet directed to impinge the rock in the immediate vicinity of cutter tip can provide significant benefits in terms of reduced cutting forces, prolonged bit life and less airborne dust, as well as reduced tendency of sparking during cutting. This paper describes the findings of this research effort designed to fully evaluate and optimize the parameters affecting the performance of a combined water jet assisted drag bit cutting system for coal mine applications.

Compliance standards for respirable dust, which are reduced because of high quartz concentrations, have become an industry-wide problem. Research on the physical and chemical character of quartz-classified particles in respirable coalmine dusts indicates that they mine exist in intermixed layers or may be coated by clay or coal material. The relative amount of intermixing varies with the coal seam being mined. If most of the quartz particles of a mine dust are "pure," then the dust may have a high fibrogenic risk potential because of truly free silica and the compliance standard should be lowered. If, however, the quartz is locked inside another material matrix or coated, a reduced compliance standard may not be appropriate.
