This paper describes the driving of a 1421 m long by 2.74 m diameter sewer tunnel in postglacial soils of the Menomonee River Valley in Milwaukee, Wisconsin. An earth pressure balance machine was used for excavation and to install a "one pass" pre-cast concrete gasketed segmental liner. Also discussed is the use of ground freezing to stabilize the ground for the start of tunneling operations and modifications made to two structures to accommodate final tie-ins for the sewer tunnel.

It is important to understand the mission that TML, as a design/build contractor, has undertaken and how the various interfaces have evolved between the other entities involved in the project. The problem of measuring the amount of rock removed during a given time interval is faced by most mining operations. Many methods have been developed with varying degrees of success, dependent upon the mining method and the availability of usable data. The Rosebud Mine has been in production for nearly two years, employing several techniques to estimate monthly production from underground production stopes. The use of three-dimensional solids generated from survey data has greatly improved the reliability and confidence of monthly production reports. The authors will summarize the methodology currently being utilized at Rosebud.

Mill linings play an important role in all comminution processes with tumbling mills. The selection of the lining profile and the lining material has a great impact on overall grinding cost and mill throughput. With the rise in construction claims in public works contracting over the years, the use of Dispute Review Boards (DRB’s) in underground construction contracts has become quite common. However, in order for the DRB process to be an effective tool, there must be complete trust and confidence in the Board members and their adopted procedures by both the owner and contractor. This can be difficult in an industry where Board members and contractors may be well known to each other, while an owner maybe involved in a large complex underground project only occasionally. Using case histories, this paper will discuss some recent experiences with the DRB process from an owner’s perspective.

The ICMM Sustainable Development Framework provides the basis for achieving this vision by assisting the industry to improve its performance. Two years on from the first SDIMI conference, significant progress has been made in further developing and implementing the Framework. To fulfill their commitment to implement and report performance against the ten sustainable development principles in the Framework, ICMM’s corporate members have committed to report ‘in accordance’ with the GRI 2002 Sustainability Reporting Guidelines and the Mining and Metals Sector Supplement, developed by the GRI and ICMM. While much remains to be done, development of the Supplement and the commitment to reporting mark an important milestone for ICMM and the sector.

Capital budgeting and investment analysis have, to this point, been beyond the scope of this text. However, a recent conceptual development by John K. Shank and Vijay Govindarajan in the capital budgeting literature is of interest to operations managers because it (1) employs some of the cost management tools outlined earlier in this text and (2) provides a useful framework for using cost management techniques to improve the competitive position of the firm. ft Shank and Govindarajan present a method of analyzing proposed expenditures that is not based on discounted cash flow measures. Their approach employs a combination of three analytical tools: value chain analysis, strategic positioning analysis, and cost driver analysis. In each of these, cost and revenue information is used in ways normally not associated with conventional budgeting. Using this framework, capital projects are selected based on their ability to improve the firm's strategic position. Shank and Govindarajan have termed this approach "strategic cost management."

Today, after about 30 years of development, computer-based analysis of geoscience data has reached a mature phase. From the tentative early beginnings recorded in the proceedings of the APCOM meetings, geoscientists are now able to emphasize the need for both pertinent mathematical/statistical models and computer hardware and software. From those models that are well understood in the disciplines of statistics and mathematics and for which effective computational methods are available, practitioners select and develop methodology for their particular purposes. Computer hardware is typically assembled from off-the- shelf components now readily available, with particular emphasis, whenever feasible, on microcomputers for reasons of economy and control by the scientific or engineering user rather than by a bureaucratic computer center. Computer software may be written by the user in high level languages such as Pascal, FORTRAN, or LISP. However, more often today geoscientists use routines available in spreadsheets, data bases, or statistical packages. In so doing, they save time and, programming costs and take advantage of routines written and maintained by large, well- established organizations, while losing the flexibility in specifying exact input/output afforded by writing in a high level language.

After being closed for three years, Specialty Minerals Inc.'s Port Inland limestone facility reopened in the spring of 1992 as a commercial limestone producer. In 1990, Specialty Minerals, a division of Pfizer Inc., bought Port Inland's reserves and equipment from Inland Steel because of the strategic value of the limestone for the production of precipitated calcium carbonate (PCC). Specialty Minerals' project team faced many challenges in reconstructing the Port Inland facility. Many traditions and norms had to be overturned to achieve the productivity, flexibility and cost necessary to survive in today's competitive minerals environment. Port Inland's history Inland Steel built Port Inland in 1930. It was operated as a captive source of metallurgical grade limestone for the steel industry until its closure in 1989. The facility is located in the Upper Pen¬insula of Michigan on the north edge of Lake Michigan. Operations consist of a deep water port facility with crushing, screening and stockpile storage for 453 kt (500,000 st) of finished product at the port. Ninety-nine percent of the stone is shipped by lake boat to ports within the Great Lakes. The operation is unique in that both metallurgical dolomite and limestone are produced on site.

Investment in the mining industry has increased substantially throughout the world in recent years. So have acquisitions, divestitures, and financial restructurings. The return of outside investors to the industry is welcomed. The trend toward stockholder litigation is not so welcomed. Both have provided the impetus for commissioning outside professional due diligence studies of potential minerals transactions. For a number of reasons, some unique to the industry, evaluation of mining investments is a challenging task for the investor. Investments in exploration prospects and undeveloped properties have a high speculative content. Buyers pay for uncertain future prospects. Alternatively, most developed mining investments are large and long-lived and cannot easily be modified during that life. Even so, to be successful, they must compete in an environment in which their reserves - the source of their profits - are often imperfectly known. And markets, competition, technology, and politics are among the many continually changing factors that affect investment performance. Minerals investment evaluation is further complicated because each minerals investment has its own singular combination of risks and opportunities. Each ore type and each ore body presents different problems in reserve evaluation, mining, and extraction. Each minesite has its own often unique combination of mine, infrastructure, political, environmental, and other risks. And the key requirements for commercial success differ substantially among various minerals.

Rapid industrial growth in India has caused the country to realize the strategic importance of its zinc and lead deposits. Private companies, nationalized in 1965, are now a corporate public sector organization that is making great strides in developing the nation's lead-zinc mining capability. The main mining area is centered around Zawar at Rajasthan. It consists a group of mines - Mochia, Balaria, Zawarmala and Baroi. Mining activities have also been extended by opening the mines at Rajpura-Dariba at Rajasthan, Sargipallie at Orissa and Agnigundala at Andhra Pradesh. A huge deposit has been explored at Agucha in the Bhilwara district but full-scale production has not yet begun. Annual consumption of zinc and lead in India has risen steadily from 25 and 7.9 kt (27,500 and 8700 st), respectively, in 1973-1974 to 162.8 and 80 kt (179,450 and 88,000 st), respectively, in 1989-1990. Mine production has also risen consistently to cope with the increased metal demand. The mining company hopes to increase production at existing mines and upgrade the beneficiation and smelting facilities. Moreover, mining operations may be expanded by opening up new units that are now awaiting governmental clearances. The disposal of hazardous chemical wastes will be one of the major environmental issues of the 1980s. About 45 Mt of hazardous wastes are produced yearly. One major aspect of the problem is the siting, design, and construction of' environmentally acceptable disposal facilities to accommodate this huge volume of material. Surface mines have been considered attractive for development as disposal sites for several reasons. • Surface mines offer an open pit that can conveniently serve as a repository for wastes. This could represent a significant economic, savings when compared with sites on undisturbed lands that might require extensive excavation or embankment construction. • Surface mines often have an abundance of mine spoil available that could potentially serve as construction material. This could result in a significant economic advantage over other sites that might require extensive amounts of construction material to be excavated or hauled in. • Operation of a commercial disposal facility in a surface mine can reduce or totally alleviate reclamation costs. • For an abandoned surface mine, conversion into a disposal facility could represent a positive form of land use and may provide a means for reclaiming lands that would otherwise remain unreclaimed. Despite these positive reasons, there are many technical factors associated with surface raining that can make the prospect of disposal site development an uncertain one. Before discussing factors associated with mining that can present siting, design, or construction problems, some understanding of the basic components of a chemical waste disposal facility is necessary.

This is a world of change and has been from the beginning. There are constant efforts on the part of natural forces to wear down the high spots and fill in the low spots. Wind and water over eons of time tunnel through obstacles and build windways and waterways to make movement of air and water easier and more efficient. It is a natural, never ending, ever changing continuing effort. Man in his struggle to survive, and to progress, has had to adapt the terrain of the earth to fit his needs the best he could. First, he used natural caves to protect him from the elements; then he learned how to build earth and rock-moving tools from antlers, bone, rocks, and sticks and adapted his cave to increase his security and provide better protection from heat and cold and from his predatory enemies. As his numbers increased, so did the necessity of further adapting his environment to accommodate his needs. Water was usually not available when and where needed, especially in the desert areas where civilization developed, and long tunnels were drilled to intercept ground waters and lead them to underground caves carved out of soft limestone. Most of the tunnels of early man were to bring water from where it was to where man needed it. Then, as now, as man increased his chances for physical survival, he turned to the quality of life -- and this reflected in the concern for life after death. This lead to the elaborate shafts and tunnels for the protection and prservation of the more affluent noblemen and pharaohs of the early Egyptian civilization. Man used the underground for the stable temperature and for protection and safety.

INTRODUCTION Located on the Colorado River on the Nevada-Arizona border about 56 km (35 miles) southeast of Las Vegas, Nevada, Hoover Dam is a gravity arch dam 221 m (726') high for electric power generation and water supply. The head waters of the dam form a large reservoir, Lake Mead. The dam is equipped with two emergency spillways, one in the Nevada abutment and one in the Arizona abutment. Both spillways which are concrete lined and 15.25 m (50') in diameter, were intended for use only if Lake Mead is full and incoming flow of the Colorado River exceeds the discharge capacity of the turbines and regular bypass conduits. In the spring of 1984, a combination of rain and unusually rapid snow melt required the opening of the spillways for only the second time in the 50 year history of the dam. As in the previous use in 1942, the massive discharge of water through the tunnels resulted in severe damage to the concrete Linings of both tunnels. This damage is the result of cavitation which occurs as the discharge water flows at very high velocities over minor irregularities in the concrete lining. The U.S. Bureau of Reclamation has long been aware of the cavitation effect which occurs during these high volume discharges and has been studying solutions. One solution to the problem is to induce air bubbles into the flowing water to eliminate the vacuum associated with cavitation. This solution had been implemented at Yellowtail, Flaming Gorge, Blue Mesa, and Glen Canyon dams by constructing an aeration slot in the inclined portion of their spillway tunnels. Since the spillways of Hoover Dam were already in need of repair, the BUREC decided to construct similar facilities in each of the two 15.25 m (50') diameter spillways coincidental with the other repairs required.

Compared to alternative ways of dealing with coal fines, oil agglomeration has always been a commercial bridesmaid and never yet a bride. Yet interest is high in the process, as shown by a number of pilot plants in operation that are funded by industry as well as government. In the past in the US, alternative ways to handle coal finer than 100 to 200 mesh included flotation, or no treatment except dewatering, or discarding the fines as waste. There are now a number of factors that tilt the economics more toward fine coal recovery. Today, the cost of mining a ton of underground coal runs from $22-30, and discarding even 10% as unrecovered fine coal is a real economic loss. A number of attempts (notably by EPRI) have been made to quantify the effect of coal cleaning on utility boiler operations. Transportation and ash handling costs, frequency of unscheduled outages, fouling and slagging problems, and boiler tube erosion are all lowered by cleaning coal. The advantage of coal cleaning on these parameters has been shown, but the dollar amount varies with many assumptions and is difficult to pin down. The message to a utility, however, has not been lost and the trend toward cleaner steam coal is accelerating. This may lead to fewer installations that only wash the coarse coal, and add back the unwashed fine coal until a maximum contractual ash limit is reached. And, as the proportion of coal fines continues to increase by continuous and longwall mining, it may become impossible to clean the coal sufficiently without cleaning the fines. Flotation and oil agglomeration are the only processes that presently deal directly with cleaning the very finest coal fractions. Flotation has proven its effectiveness in cleaning blackwater and in separating fine coal from mineral matter. It has the achievable potential for far greater pyrite rejection than is now obtained in commercial preparation plants. INTRODUCTION A shuttle car is a self-propelled rubber-tired haul¬age vehicle designed specifically for underground min¬ing, primarily in coal mines (see Figs. 1 and 2). The drive mechanism is located on the sides of the vehicle, and the load is carried in the center. A chain-and-flight conveyor distributes the load when the car is being loaded by a loading machine or continuous miner and also discharges the load onto a conveyor belt or into a mine car. As the name implies, the shuttle car shuttles back and forth between the working face and the un¬loading point and is not required to turn around. Shuttle cars have served as primary haulage in this country since 1940 and still perform this function in most coal mines today. TYPES OF SHUTTLE CARS Shuttle cars may be battery-powered, diesel-powered, or cable-reel electric powered. Battery-powered cars were used between 1940 and 1950, but are almost out of existence today because of their limited power. Diesel cars have been used in coal mines, but are used mostly in noncoal mines where rules and regulations are not as stringent. Also, objections by organized labor have limited the use of diesel-powered shuttle cars in coal mines. Today, the largest number of shuttle cars are cable-reel cars. Electric power is fed through a cable stored on a cable reel that may have a capacity from 152 to 244 m (500 to 800 ft), depending upon the size of the cable and the cable reel (see Table 1). This, of course, limits the travel of a shuttle car. However, time studies have shown that for the most efficient haulage cycle, the length of haulage should not exceed 91 m (300 ft). As haulage distance increases, the waiting time for the loader or miner becomes longer, and haul¬age efficiency suffers. Cable-reel cars are manufactured in standard hand and opposite standard hand models. A standard car has the operator's control on the left front side and the opposite standard car has the opera¬tor's controls on the right front. Generally a loader or miner operates with two shuttle cars, one of each type. This allows the trailing cable to lie on either side of the entry and prevents the cables from fouling each other. Shuttle cars are designed to operate with either dc or ac power. Cars using dc power are designed for 250-v supply and ac cars are designed for either 440, 550, or 950 v, three-phase voltage. Most coal mines that are relatively level can use dc cars where dynamic brak¬ing is not required. For mines having steep grades (in excess of 15%) ac cars are used because ac traction motors have inherent dynamic braking and are safer when tramming downgrade. A recent innovation in shuttle car design in the last five years has been the introduction of an ac/dc car. This design utilizes ac input power through the cable, and the power is rectified on the car to 250-v do for traction motors. The pump motor and conveyor motor are powered by ac voltage. The main advantage of this design is efficiency-a much smaller cable may be used and the smooth operating characteristics of the dc traction motor is obtained. This prevents shock loading on the traction drive train, which is an undesirable feature of ac traction motors. SHUTTLE CAR FEATURES Elevating Discharge Today, all shuttle cars are equipped with an elevating front conveyor that allows the shuttle car to discharge into a mine car or belt feeder without the use of ramps. In operations that use the sublevel stoping mining method, production scheduling takes into account factors — including ore reserve envelopes, ore grade averages, equipment capacity, feed controls to the mill, and geotechnical restrictions — across the scheduling horizon. Mathematical programming is one of the most effective methods for enhancing the decision-making process in regard to the most viable production schedule in light of a given set of limitations. The majority of research on sublevel stope mining focuses primarily on a single objective of optimization, which is to maximize the net present value (NPV). Environmental, social and governance (ESG) considerations are becoming more prevalent in the mining industry. This includes aspects relating to deforestation, land disturbances, gas emissions, community relations and water usage, among many others. Institutional and other kinds of investors are becoming more interested in the work that resource companies do regarding their ESG obligations. This review article identifies the gap in the existing literature and proposes to simultaneously optimize the production schedule around three objectives. Two of these relate directly to ESG aspects

The Cyanide Regeneration Process (CRP) was developed by Golconda Engineering and Mining Services and installed at Golconda's Beaconsfield Gold Tailings Retreatment Project situated in Tasmania, Australia. The Tailings Project is a 1000 ton per day carbon-in-pulp treatment plant, feed for which consists of tailings material which is dredged from the Tamar River. The pulp is screened to remove debris, then cycloned to form two products. Underflow pulp is stored in a 350 ton bin and cyclone overflow passes to a thickener. The coarse pulp material is fed to the grinding circuit then rejoins the thickened slimes in the cyanide leach circuit. Gold is extracted by carbon-in-pulp techniques. The plant is sited in rolling, hilly country approximately 200 meters from the Tamar River. The residue disposal area is quite small consisting of four dams, totalling 42 acres. The regional climate is cool and wet with little evaporation; therefore, we anticipated a net increase in contained liquor, and subsequent storage problems. Our plan was to remove cyanide from the liquor prior to returning the detoxified solution to the river system. Such treatment was not required until midway through the second year of the project. Initial testwork on sample material indicated that destruction of cyanide by chlorine was the simple solution. Subsequent follow-up on actual plant liquor indicated a huge chlorine requirement due, we believe, to the substantial degradation of vegetable matter plus organic content from the marine environment. The cost of cyanide destruction could not be justified.

The post-apartheid South African government has instituted a new minerals policy. As part of the new policy, minerals rights are now held by the national government, not as private property. In addition, the national government desires to see a greater participation of all South Africans in the corporate mining arena. At the same time, the national government has adopted a policy of a strong monetary unit compared to the U.S. Dollar. The combination of these tow policies has led to changes within the platinum mining industry.
