INTRODUCTION This paper is for the mining manager, generally meaning mine superintendent, chief engineer, and others who have control over the mine operation responsible for feeding the insatiable beast called the mill or processing plant. The author is not from mine management but from the field of technical mine engineering consulting. This fact illustrates the authors gross inadequacy to comment on this subject. On the other hand, the consulting profession allows visits to many mine operations, worldwide, supplying many different commodities. The common complaints and misunderstandings that have been heard worldwide will be shared within the following few paragraphs. In order to discuss optimization, one must first define it. There certainly will be many papers in the following sessions that claim to optimize something, or other, based on a technical definition of cost, efficiency, throughput or some other quantifiable basis. DEFINE OPTIMIZATION Actual optimization of an operation is not as easily achieved as most of us in the technical world would like. Borrowing terminology from the technical world, the boundary conditions and the optimization function are usually not well defined. The problems in many cases do not lend themselves to quantification. Typical management procedures are to establish goals or strategies that set the approach or general boundary conditions to the overall plant. Three simple cases are listed below as possible corporate strategies to optimization of a mine-process plant complex. 1) Maximized discounted cash flow 2) Minimized long term cost of product 3) Maximized resource utilization This list seems simple when presented in the above context, uncluttered by constraints such as market position, capital availability, or environmental limitations. Grade control models are supposed to provide a higher resolution than long-term or interim models. However, available grids from diamond or reverse circulation drilling do not provide that required resolution. In this study, a geostatistical workflow is proposed to integrate available grade data from production blastholes with its operational parameters taken when drilling downhole. The step of geological logging can be replaced by machine learning models for classifying blastholes into lithologies and hardness classes. Next, indicator and ordinary kriging use the classified blastholes and previous data for estimating the model domains and the grades within each one. The workflow is applied in a world class iron ore mine in Brazil.

By an order of the Executive Council of the Provincial Government dated January 18, 1979, a Royal Commission was established under the Public Inquiries Act to: 1) Examine the adequacy of existing Federal and Provincial requirements for the protection of the health and safety of workers associated with exploration, mining and milling of uranium in B.C. and for the protection of the environment and of the public. 2) Receive public input on these matters. 3) Make recommendations for setting and maintaining standards for worker and public safety and for the protection of the environment as a result of the exploration for the mining and milling of uranium ores. At that time,and at the present time in British Columbia, no uranium mines were, or are, in operation. Exploration at a number of sites was under way and one deposit, the Blizzard deposit, with estimated reserves of 1.92 million tonnes containing approximately 4.74 million kilograms of U308 was at an advanced stage of exploration. With our Terms of Reference, and because of the diverse geology of the western Cordillera which could potentially host a broad variety of uranium, deposit types, the Commission was faced with the task of considering environmental and health protection necessary for the potential development of [any] kind of uranium mineralogy situated in [any] of the environments found in British Columbia. Over the past 17 months since that time, much has transpired, culminating in the February 27, 1980 Provincial Government announcement of a seven year moratorium on exploration, mining and processing of uranium coupled with the termination of our Inquiry before completion of the hearings. The Government sebsequently modified its decision to terminate the Commission completely, deciding instead to stop the hearing but allow time for the Commission to gather in the work that had been initiated

A laboratory tower mill was used to investigate the effect of some variables on the power requirements of a plant mill. The grinding laws were tested for fine grinding and Charles' law and Rittinger's law found to be most closely satisfy the experimental data. The effects of ball size, ball charge mass and media type were investigated. The screw speed was altered to control the power input as required. The results indicate that changes in these variables will change the grinding kinetics but in terms of the grinding efficiency they have no effect on the size-energy relationship. The main factor in the specific energy efficiency is the transfer of the input energy to the charge by variation of the agitation mechanism. The efficiency of a tumbling ball mill and a pin stirred mill were tested for comparison.

As part of an ongoing effort to develop more cost-effective and “user friendly” hardware for geomechanical measurements required for underground mine design, Serata Geomechanics, Inc. (SGI) has investigated the potential of borehole pressure cells (WCs) for in situ measurement of stress states and continuous monitoring of changes in ground stress. In particular, because of certain advantages gained thereby, WCs utilizing an elastomer, instead of metal (e.g., copper), for the skin of the pressure cell have been developed. A data analysis technique for determining ground stress state directly from BPC data has been developed. This technique has been tested for salt ground through both in situ applications and computer simulation analysis of the BPC/borehole boundary interaction. This paper discusses the data analysis technique, the results of field and computer simulation testing of its validity, and evaluates the advantages of elastomeric BPCs in relation thereto. It utilizes field data from recent elastomeric BPC applications in the salt mine at Goderich, Ontario operated by the Sifto Division of Damtarn Inc.

"Face ignitions at the longwall face are a serious hazard in underground coal operation that can lead to a major mine explosion. Despite having methane monitoring system mounted on the shearer and at various locations on the longwall face, undetected accumulations of methane can still occur and result in face ignitions. With the use of Computational Fluid Dynamics (CFD), the interaction between the air flow at the longwall face and factors that contribute to the accumulation of methane around the longwall face can be modeled and visualized in great detail. The results confirm that the tailgate corner of longwall face is a critical area that is prone to face ignitions and needs to be properly monitored. The occurrence of roof falls on the tailgate entry inby the face and/or poor caving conditions behind the shields can pose a safety risk in the longwall operation. Poor gob caving can lead to insufficient face air quantity to dilute methane at the tailgate corner, while blocking of tailgate by a roof fall can carry methane contaminated air from behind the shields back into the face near the tailgate corner and pull the explosive gas zones (EGZs) inside the gob closer to the face. INTRODUCTION Ignitions of accumulated methane gas at longwall faces are well known to be among the major causes of methane explosion in underground coal longwall mining operations. Some of these ignitions can lead to major mine explosions, such as the Upper Big Branch mine disaster in 2010, in which methane migrated from the gob to the shearer cutting drum where it was ignited, resulting in a major mine disaster (Phillips, 2012). History has shown that, despite having methane monitoring systems mounted on the shearer and various locations at the longwall face and alarms set to 1% CH4 (Mine Safety & Health Administration, 2012), undetected accumulations of explosive methane-air-mixtures can still occur and result in face ignitions. Recent study by Verma and Brune (2016) state that frictional ignitions on longwall faces contributed to 379 incidents or 23% of the total 1,637 cases of face ignitions recorded from 1983 to 2014. The common cause of mine explosions usually involves poorly designed ventilation systems, insufficient ventilation, and inadequate monitoring in critical areas that are prone to methane accumulations. In longwall operation, the tailgate corner of the longwall face can be considered as one such critical area. On-site studies by Krog et al (2006) and Thakur (2008) show that increasing the longwall panel width may also increase cumulative methane emissions at the tailgate. There are also indications that increasing longwall face lengths can result in an increase of the void space behind the face under certain roof conditions (Schatzel et al, 2006). This may cause higher leakage rates from the face to the gob, thus reducing the amount of fresh air available at the tailgate."

The U.S. Bureau of Mines conducted copper exchange capacity (CuEC) tests for six common clays under simulated in situ leaching conditions. Regression equations were obtained from the data expressing the CuEC as a function of Cu concentration, pH, and temperature. Further testing resulted in regression equations expressing CuEC's of Na and Ca montmorillonites and attapulgite as a function of Cu concentration, pH, and the concentration of metal ions which compete with Cu for exchange sites. Using these equations, an analysis was made of the impact each clay could have on overall copper recovery. The results suggest that Ca and Na montmorillonite clays could have a major impact on Cu recovery and that attapulgite and illite clays could have a smaller, but still significant, impact. Kaolinite and ripidolite clays pose little threat to loss of copper from in situ leaching solutions. Copper losses are decreased by the presence of competing ions, and A1 and Mg have the largest impact of those ions normally present in Cu leaching solutions.

El Teniente Mine expansion plans are currently under development and construction stages through an integrated project strategy that will allow the continuity of future mining. The deepest sector corresponds to Andes Norte Project that faced rockburst risks during tunneling in a completely different manner, implementing different actions for the mitigation of seismic hazard and seismic risk management, based on the following main aspects: rock mass preconditioning techniques such as destress blasting and hydraulic fracturing, improvement of rock support design with the inclusion of elements with higher energy dissipation capacities, use of mechanized equipment for the most critical activities in addition to re-entry protocols and improvements in geological, geomechanical and seismic data collection procedures to reduce the uncertainty of rock mass behavior. The current seismic risk management strategy integrates all of these elements and is the basis of construction methodologies in use, supporting the technical feasibility of tunneling in high-stress environments.

Relatively lower recoveries (60%) of coarse phosphate (-16 +35 mesh) particles are attributed to the difficulty in transportation of coarse particles from the pulp to the froth column and rapid drainage of these particles from the froth column to the pulp. Increasing the hydrophobicity of coarse particles by higher, more efficient coating of the collector and using larger froth volumes have been suggested to overcome these problems. In this study, the role of emulsification of the fatty acid-fuel oil collector on the flotation recovery of coarse particles was examined. It was determined that emulsification can not only increase the coarse particle recovery, but do so at higher fractions of fuel oil in the collector, thereby reducing the reagent cost as well.

Outokumpu Mintec started development of the pressure filter in 1991, and the first unit was delivered to Tara Mines Ltd. Ireland in 1992. The filter replaced a conventional disc filter and a thermal dryer. The replacement of the thermal dryer has improved both environmental and working conditions. The filter is currently dewatering 80,000 tons per year of lead concentrate, producing a cake with less than 6 wt % residual moisture.

Status of ISO 14000 standards. The ISO 14000 are voluntary international standards providing a frame-work that allows a company to integrate an effective environmental-management system (EMS) into its operations. The purpose of an EMS is to provide a systematic procedure to identify the environmental aspects of a company's activities, evaluate any significant impacts and use the information to set objectives and targets toward continuous improvement of the company's environmental compliance and performance. In addition to the specifications for certification, ISO 14000 can be used as a guide to develop an effective environmental-management system or for self-declaration. The International Organization for Standardization (ISO) is a worldwide federation founded in 1947 to promote the development of international manufacturing, trade and communication standards. The organization is now represented in 118 countries, with the American National Standards Institute (ANSI) representing the United States. The principal goals of the ISO is "to promote the development of standardization and related ac¬tivities in the world with a view toward facilitating the international exchange of goods and services and to develop cooperation in the sphere of intellectual, scientific, technological and economic activity." ISO develops standards with input from government and industry. Because the standards are voluntary, there are no legal requirements to pressure countries to adopt them. However, many governments, industries and US agencies are adopting the ISO standards as a requirement for business trans¬actions, thereby, compelling suppliers to adopt ISO standards. These business and market forces, which are likely to be strategic business issues in the 21st century global marketplace, are imposing the need to develop a systematic approach to environmental management. The ISO 14000 series evolved from a United Nations Conference on the Human Environment in 1972. It includes a broad range of elements: the basic environmental management system, environmental auditing criteria for internal and external auditors, criteria for environmental performance evaluation (EPE), environmental labeling criteria and life-cycle assessment methodologies. The standards comprise two categories: organization evaluation standards and product oriented standards (Table 1). The ISO 14001 specifications contain the requirements for developing an environmental-management system that may be objectively audited for certification. The ISO 14004 standard provides guidance on interpreting the ISO 14000 specifications for the development and implementation of the EMS and for coordination with the management system of the company. On Sept. 1, 1996, the American National Standards Institute (ANSI) and the Registrar Accreditation Board (RAB) signed a formal agreement to create a new entity called the National Accreditation Program (NAP). To obtain certification, a company must fulfill the requirements outlined in ISO 14001. It is required that "a third party give written assurance that a company's EMS meets all the requirements of ISO 14001." Preparing for ISO 14000 can include subscribing to voluntary environmental initiatives; learning from ISO 9000 quality-management experiences; and utilizing information from recognized training courses, publications and numerous Internet resources. Once committed to an EMS, the management should provide sufficient resources to achieve continuous environmental-performance improvement, as outlined in an environmental policy. A thorny issue now being debated concerns the potential liabilities of documenting the environmental performance of a company. General impact of the ISO 14000 EMS standards. With increasing stakeholder awareness, costly end-of-pipe pollution-control approaches and the success of ISO 9000 quality-management standards, the ISO 14000 EMS standards are being adopted by companies and governments worldwide. The United States and Canada have well-established programs. In Europe, countries differ but are firmly committed toward environmental-management standards (BS 7750, EMAS and ISO 14000). The Department of Environmental Protec¬tion of the State of Pennsylvania is using ISO 14000 as a vehicle to develop a closer working relationship with industry, and it is anticipated that this policy will eventually lead to fewer environmental site inspections for those companies with ISO 14001 certification. Slurry operations are an integral part of mineral processing. There is therefore reason to consider using slurry pipelines for long distance mineral transportation. This paper reviews the current state-of-the art of such systems and, in particular, the design factors which must be addressed. It also discusses the selection of major components such as pipe, pumps, valves and storage facilities. Finally, the major steps required to determine the economic feasibility of a slurry system are listed and the major advantages and disadvantages of slurry pipelines compared with other forms of land transport are summarized. SLURRY PIPELINES: GENERAL OVERVIEW Minerals Transported Long distance slurry pipelines have been successfully used for transporting coal, iron concentrate, copper concentrate, limestone and phosphate. Additionally, several tailings disposal pipelines of considerable size and length have been built, but these generally are not categorized as long distance commercial mineral transportation systems. Table 1 lists selected examples of commercial slurry pipelines.

Computerized systems for ventilation parameters monitoring which are used in Polish coal mines provide the ventilation staff with a great number of measuring data. These data can be used to get knowledge about dynamic properties of ventilation process and disturbances affecting its state. This is necessary to create a reasonable concept of mine ventilation control system and make a practical application of such system. In the paper a method of ventilation process identification with the use of measuring data from monitoring system is described. Computer analysis of time series including statistical, correlation and frequency methods are applied to estimate dynamic properties of ventilation process and its disturbances. Using the Fast Fourier Transformation (FFT) algorithm the parameters of the process have been obtained which can be efectively used in a system for mine ventilation control.

This article aims at highlighting the importance of technological innovation, namely the potential use of Virtual Reality (VR) technology, as a Sustainable Development Indicator for the minerals industry. Nowadays, VR is regarded as a mature technology for real world representation, and it has been already applied in various domains such as architecture, topography, aeronautics, medicine, and lately in the process industry. Several industrial sectors already use VR tools, as the car industry for improving car ergonomics and design and the aviation industry for both pilot and maintenance crew training. It is well known that the mining industry, as well as the process industry, requires people to work in hazardous environments and situations, often inadequately trained owing to limitations in time and resources, building thus the potential for minor or major accidents.

A basic ingredient for rapid tunnel excavation is material handling. In construction of tunnel projects in urban areas material handling requires additional input to maximize performance. Urban projects share the same problems experienced in all tunnel construction and they must be dealt with. Howeve.., Urban constraints add a larger dimension. APPLICATION ENGINEERING A MUST A word of caution. To achieve increasing speed of excavation in tunnels whether in Urban areas or elsewhere will require much creative thought and energy. It would be a false premise to assume that major breakthroughs will result from this conference, or shortly thereafter, or to hope that a success here or there can translate into a universal solution. The reality, as we see it is that rapid progress and great economies will accrue on any given project only if effective application engineering is carried through. By all means take advantage of past experiences but, do not at the peril of costly undertaking, blindly accept the program of a successful job elsewhere as automatically suited to your project. Tunnel construction in urban areas is at best a difficult undertaking made more difficult in this period of greater awareness of environment, of conservation and of the quality of living by sophisticated urban communities,. A construction job represents a necessary nuisance to urban communities. To minimize this nuisance many regulatory laws are adopted. These regulations can and do slow down tunnel jobs and pyramid costs.

Test work and plant operation confirmed that semiautogenous (SAG) milling is a viable option for Inco's milling rationalization project at Sudbury only if pebble crushing is included. Throughput increases more than 50% with pebble crushing incorporated into the comminution process. The finer product of high-speed pebble crushing provides further energy savings. The unconventional approach of pumping the pebble crusher product, while simplifying plant layout, has produced challenging wear problems. Inco Ltd.'s Sudbury operations are located in northeastern Ontario, Canada, about 400 km (250 miles) north of Toronto. Inco has 11 operating mines around the rim of the Sudbury basin. The mines currently produce about 11 Mt/a (12 million stpy) of ore. This ore contains pentlandite, pyrrhotite and chalcopyrite in mafic host rocks. The milling facilities are designed to produce 108.8 kt/a (240 million lbs/ year) of nickel as concentrate. This concentrate is further processed through Inco's smelting and refining facilities to produce nickel, copper and several other metals. Before 1991, -200 mm (-8 in.) ore was shipped to two primary mills. The Clarabelle mill had a design capacity of 29 kt/d (32,000 stpd). Frood-Stobie had a capacity of 16.3 kt/d (18,000 stpd). The flowsheets of these mills were similar. Two stages of open-circuit crushing were followed by rod milling and closed-circuit ball milling. The product from the comminution circuit, at 12% +250 mm (+65 mesh), was first passed through magnetic separators to recover magnetic pyrrhotite. It was then sent through a four-stage flotation process. The first two stages produced a high-grade copper-nickel concentrate. The final two scavenger stages produced a low-grade copper-nickel concentrate containing nonmagnetic pyrrhotite.

Mining is most vital to our civilization. The current model of extraction technologies was designed without an expiration date and therefore generates environmental effects that are severe. Mining results-effects have been traditionally accepted and promoted around the world since Agricola described mining. Mining’s extractive technology is outmoded and standardized and inflicts negative results-effects on nature. Those results are liabilities dimensioned in legacy and type of nature able to provide to the next generation. In order to design, build, and transform mining effectively we must ask: What is the vision of mining? Mining has exhausted its antiquated mindset of over 200 years. Now it merely pilots us into crisis. The challenge today is to resolve the socio-environmental conflicts globally with a radical transformation of the mining business at its core. This paper illustrates that old mindsets must be radically updated or the concept of mining will continue to be trapped. Changing the mindset will enable discourse toward a new destiny. These changes will change mining for the better. We are able to evolve and get different results than in the past by pursuing a new legacy to live in harmony with nature for many more years. INTRODUCTION Minerals are supported by the law of conservation of mass. They have the unique characteristics of being finite, exhaustible, unsustainable, and have an unlimited recycling. Minerals are also hard to find because we have explored and virtually exhausted the whole crust of this planet. Orebodies that used to be considered world class are almost exhausted. In the short-term, it would be almost impossible to find new world class orebodies unless they could be extracted from the ocean, the moon or other planets like Mars. Mining is designed to extract minerals for profit and to keep civilizations functioning. Subsequently, mining has a social issue that is an economic issue. Thus, mining must be seen as a real and urgent subject matter that must be protected in thought and in fact. The actual mining extractive technologies produce disequilibrium in nature that has unknowable effects in the course of time. History is filled with the negative consequences to nature due to the model of mining. The evidence of these effects from mining’s model is apparent in repetitive liabilities around the world. The effects negatively impact nature without any consideration to how these impacts will manifest themselves in the future. This model of mining is widespread and extolled in every corner of the planet because it is old and familiar and although wasteful and outdated, we do not want to expend financial resources from profit or elsewhere to explore newer ideas, methods, or technologies that would help us keep a sustainable harmony between extraction and nature. We need a new vision for mining today and to explore in what way academia can and must play a social role in the teaching of mining methods. We need to question why we continue to support the old model of mining and to ask ourselves what prevents us from updating and modernizing the method of mining to meet the current needs not just of civilization but the urgent needs to undo some of the damage to the earth. This paper hopes to develop a method to change our minds about how we conduct the business of mining in order to control the destiny of it.

Many gold ores are known to be refractory so that conventional cyanide processing will result in serious losses of gold and silver values. A significant percentage of these refractory ores contain aresenopyrite and the gold and silver is usually encapsulated within this matrix as well as the pyrite matrix. Normally the values can be recovered as flotation concentrates because of the sulfide compounds with recoveries of over 90% and at very good grades. In order to free the gold and silver, the sulfide matrix must be destroyed. This can presently be achieved by (1) pressure­temperature leaching (2) roasting and (3) bacterial leaching. All of them have advantages and disadvantages as well as an obviously increased cost for the each processing method. However, the increased gold and silver recovery should and must more than offset this cost. It is believed that gold recovery should be well over 90% from the concentrate so that overall recovery from the ore should be in the 90-95% region. All three processes must consider pollution control of both sulfur and arsenic to prevent contamination of air, water or land through improper waste disposal. This paper will concern only bacterial leaching and its necessary control of effluents and solids. Sulfur does not appear to be a problem as the element is oxidized to sulfate and is precipitated with an acceptable solubility. Other important improvements that must be controlled are arsenic and iron which are present as significant values (1-12 g/1 of arsenic, 20-40 g/1 of iron). In addition much smaller values of base metals, aluminum and magnesium can be present as well as other elements depending on the ore and these must be low enough after treatment to meet EPA regulations.

In the past 15 years, rock mass classifications have experienced unprecedented development and have emerged as powerful practical methods for assessing ground conditions and tunnel support. Such methods as the RMR System (Geomechanics Classification) and the Q-System have provided many advantages over the classical Terzaghi rock-load method introduced in 1946. These new classifications have found wide applications all over the world but some doubts have been expressed and shortcomings pointed out. The author, who developed the RMR System, takes a penetrating look into the promises and the pitfalls of modern rock mass classifications. He dispels some misconceptions and shows how rock mass classifications can serve as effective and dependable design aids in tunneling.

The regulatory landscape has changed considerably since the first passage of Oklahoma's land-reclamation requirements in 1968 (Open Cut Reclamation Act of 1968). The Oklahoma Legislature revised the reclamation requirements in 1971 with passage of the Mining Lands Reclamation Act. With the passage of this Act, the Legislature empowered the Oklahoma Department of Mines with jurisdiction for permitting and regulatory authority over non-coal (industrial-minerals) mining operations. This act required all operators to file with the State, through the Department of Mines, a written application for a permit to engage in non-coal mining. Each application consisted of a mining plan, which included location maps of the proposed mining area along with a reclamation plan for the area to be covered. Additionally, a reclamation bond is required prior to issuance of a permit to ensure that the site would be reclaimed. Since 1971, the Act has been amended to include public notification and public participation in the review process of any application. Also, the operator can request that the Department review the mining plan based on the Life Expectancy of the mine, instead of the original one-year plan (HB 1409 in 1993). Even though the operator is granted a mining plan tied to the "Life Expectancy" of the site, the permit is reviewed annually for compliance as required by law.
