INTRODUCTION The Empire Mine is an iron ore mining, concentrating and pelletizing facility operated by The Cleveland-Cliffs Iron Company in the Upper Peninsula of Michigan. Owners of the mine are Inland Steel, LTV Steel, Wheeling-Pittsburgh Steel and Cleveland-Cliff s. The orebody is a fine-grained, low grade iron formation with magnetite as the primary constituent. Also present are iron carbonates, iron silicates, chert, hematite, goethite and quartz. The original six concentrating lines were started in late 1963. Successive expansions of ten lines in 1967, five lines in 1974 and 3 lines in 1979 have resulted in Empire reaching a present annual capacity of 8.0 million long tons of pellets. The Empire flowsheet was developed over several years of laboratory bench testing, pilot plant testing and testing of a full-scale primary autogenous grinding circuit. Since the original flowsheet was established, modifications have been made based on pilot plant and full-scale plant tests. The present flowsheet for three sections of the concentrator consists of one stage of crushing, two stages of closed circuit autogenous grinding, two stages of magnetic separation, one stage of hydraulic concentration and two stages of flotation (rougher and scavenger). The flowsheet for the fourth section of the concentrator (Empire 4) is the same as the first three sections, except a crusher has been added to crush excess pebbles. The Empire 4 flowsheet appears in the at- tached figure. PRIMARY GRINDING CIRCUIT FLOWSHEET Empire has a total of 24 individual grinding lines. However, at the present time, Line 1 is not being used for processing crude ore. The primary mill on Line 1 is now grinding flux stone for fluxed pellet production and the secondary mill is being used as a ball mill to grind rougher flotation tailings prior to a scavenger flotation circuit.

The mechanism shown here (Fig. 1) may not be all that it appears to be. To many of you it may look like a hopper car, a thing of mobility, in which you would ship coal, ores, limestone, or other bulk materials. It is approximately 50 feet long, 12 feet high, and can be placed on tracks which are on approximate 14 foot centers. But far too often in the past, and all too often today, this mechanism has been made to serve as an immobile storage box, with its primary role -- the transportation of products, seemingly incidental to the storage function. Our engineering training teaches us to conserve resources, despite some of the popular and misconceived philosophies being advanced these days. Those of you who work for companies with traffic departments know that they are always striving to reduce the price which is paid to move your mine products. Today, let's consider and analyze the ways in which the cost of transporting your mine products might be reduced, based on particular reference to coal. Bear in mind that in this context, cost and price are not necessarily synonymous. Until a few years ago, most coal and other bulk materials handled by railroads moved under standard tariff rules. These rules, which still exist today, provided transportation vehicles (railroad cars) for extended periods at no added price to the shipper or receiver. High brightness clays are produced from Georgia kaolin by flotation. Fatty acids are used commonly as collectors for anatase, which represents the major colored impurity in the crude. This process requires activation of the minerals with divalent cations such as Ca2+, in which case proper control of the activation step is crucial to the success of the flotation process. In the present work, laboratory tests have been conducted using alkyl hydroxamates as the collector for anatase. A major advantage of using hydroxamate is that this new collector requires no activator. The laboratory tests show also that the hydroxamate collectors produce consistently better products with higher yields from a variety of kaolin clays.

A major investigative' program was conducted on the development of an acceptable substitute organic binder for bentonite for the pelletizing of the Iron Ore Company of Canada's Carol concentrate. The first phase of the program covered an evaluation of several organic binders in laboratory tire balling in order to identify the most promising potential organic binders. Based on the green ball quality obtained, Peridur C-10, Alchem 8C26 and peat moss were selected for full scale pot-grate testwork. The selected binders were tested with various pelletizing mixes (acid, dolomite, limestone and fully fluxed). The pot-grate test results showed that an acceptable pellet quality can be produced with the use of Peridur C-10.

Namibia is one of Africa's newest nations. A German colony until 1915, it then became a South African protectorate until 1990, when it gained independence after an armed struggle that lasted more than two decades. However, no trace of past bitterness can be found today in the capital, Windhoek, or in the countryside. Namibia is now one of the safest parts of Africa. Namibia's industrial base and infrastructure have been untouched by war. Swapo, the ruling party, has embarked on a successful policy of reconciliation and economic development. The GNP per capita is a surprising $1500 (from the World Bank), one of the highest in Africa. Namibia's population stands at 1.3 million, including about 100,000 whites. Namibia is a very sparsely populated country (1.7 inhabitants per km2). About 70% of the people are farmers. Namibia has a surface area of 824,232 km2 (318,261 sq miles), about the size of France and Germany combined. The semi-arid climate and generally flat morphology make the country well suited to mineral exploration. About 40% of the country presents abundant rock outcrops. The rest is buried under the Kalahari sands. However, this cover in most of the country hardly exceeds 200 m (655 ft), and Australian technology has shown that large mineral deposits (Roxby Downs) can nowadays be found at even greater depths. Mining is Namibia's largest industry. In 1991, it accounted for 22% of the country's GDP, about 70% to 80% of its exports by value and 25% of internally generated government revenues. The Ministry of Mines and Energy (MME) is responsible for formulating and implementing national mineral policies. This agency has recently introduced legislation aimed at encouraging new and long-term investment in the mineral sector. The variety of Namibian mineral resources, both metallic and nonmetallic, is rivaled by few countries worldwide.

Introduction A problem that has faced mining engineers and mining geologists for many years is how to best explore a particular prospect so that the basic decision as to whether the material present is ore or only high-grade rock can be made with some confidence. It is obvious that one could not begin a large scale mining program on the basis of tests made on a few hand samples. On the other hand, one could not be 100 percent certain as to the average grade or tonnage before beginning development, as this would require the orebody to be mined out in the sampling process. The basic objectives of the exploration program can be stated as (1) to reduce mining risk; (2) to lessen the cost of development; and (3) to increase the profits of mining. The exploration program should be terminated when these objectives are no longer being met. The construction of tunnels is a specific mining operation. In the exploration program one should gather the data needed to determine (1) the type of excavation technique(s) to be used; and (2) the rate of advance that might be expected. As in the evaluation of an orebody, with the data collected it should be possible to estimate mining costs and project life. Unfortunately, at the present time, it is not possible to do this at least when dealing with medium to hard rock types. The reason for this, it is felt, is basically the inability to identify what specific rock mass properties are of use in tunnel design and to specify how these may be obtained in an exploration program. The effects of induced seismicity caused by mining activities are one of the main problems that the mining industry faces. Although it has been documented by countries with a great mining tradition (United States, Canada, Australia and Chile) for over a century, the problem has been intensified throughout the years due to the greater depths that mineral extraction reaches, where the stress levels and environmental conditions increase the possibility of a rockburst occurrence. Seismic events inside the mine cause important losses of human lives and infrastructure damage. To deal with this problem it is necessary to implement several kinds of safety protocols. For example, seismic indicators allow to identify, through the analysis of a set of seismic parameters -magnitude, energy, time, decay rate, among others-, periods of time when a seismic event of considerable magnitude is most likely to occur. The objective of this work is to use the frictional energy generated by a microearthquake inside the mine as a seismic indicator, linking it with the occurrence of large magnitude seismic events which are outer the background activity. Thus, we seek to determine the set of seismic parameters which allow the best performance of the frictional energy/heat indicator. In the present study, we considered magnitude, frictional energy, and time as seismic parameters to study the efficiency of the proposed indicator. The optimal set of parameters was determined using two different methodologies: accumulated thermal energy and alert bands. The Piece Skill Score and the Accuracy indexes were used to evaluate each set of parameters. Both approaches show a high rate of true positive and true negative hits. Furthermore, it was concluded that both methods show complementary results in terms of the detection of critical events (Mw > 3.0).

In no Confederation of Independent States (CIS) country does the mining sector play quite so commanding a role as in the mountainous Central Asian republic of Kyrgyzstan. Its president, Askar Akayev, says he would like to develop his country into "a Central Asian Switzerland." However, in Switzerland, the gold is largely under the street along Zurich's renowned Bahnhofstrasse. In Kyrgyzstan, though, the gold is still in the mountains. Accordingly, Kyrgyzstan's recent adoption of a comprehensive new mining law has attracted widespread attention. Akayev recently completed a tour of the United States. His visit drew large crowds from the business community at events staged in New York and Washington, DC. The success can be attributed as much to the attractiveness of Kyrgyzstan's min¬ing sector as to the personal charms of the nation's president. Led by a half-billion-dollar investment by Canada's uranium giant Cameco, the mining sector is leading Kyrgyzstan's economic revival. And Bishkek is beginning to show some of the same signs of a "boom town" that already mark its Kazak neighbor, Almaty. Mercedes and BMWs already outnumber the Volgas on Bishkek's major traffic arteries. After nearly two years of debates involving government advisors and a final round of deliberation in Parliament, Kyrgyzstan finally adopted its second mining law. This followed quickly in the wake of measures enacted in neighboring Kazakstan and proposed in Russia. Kyrgyzstan's new law replaces the 1992 law "On Mineral Resources." It was one of the first enactments of an independent Kyrgyzstan. The 1992 law made a major contribution to the introduction of free-market economics in the country by ending the state monopoly over mineral exploration and development. It also laid the groundwork for an independent mining industry. According to Kyrgyz government reports, Kyrgyzstan has about 270 commercially viable deposits of almost 40 types of mineral resources. These include oil, gas, coal, precious-, nonferrous-, ferrous-, rare- and basemetals. However, the nation's key draw is gold. Since enactment of the first law, the government has issued more than 100 licenses for geological prospecting for and development of established deposits of gold.

The Eufaula bauxite-kaolin district in southeastern Alabama is an important source of raw material for the refractory industries in the United States. At the present time, five companies are mining and processing bauxite and kaolin from this district and a sixth company is holding substantial reserves. Mining operations are expanding, but finding new ore reserves is a major problem. The Geological Survey of Alabama sponsored geologic research in the Eufaula district to: 1) investigate the utilization of sandy kaolinS and other clays associated with bauxite-kaolin deposits; 2) find limits of the bauxite district, looking for possible extensions; and 3) study the geology of the district, looking for patterns or trends that may aid in finding new ore reserves. This work was done with the full cooperation of mining companies operating in the district and property owners. Research was aided by the U.S. Bureau of Mines and the University of Alabama. The investigation included detailed geologic mapping of mines, drilling in selected areas, and making mineral analyses of bauxite and clays. The mapping was performed primarily by pace and compass because of the complexity of the deposits studied, but aerial photographs were used to a limited extent. Drilling included both auger and core drilling. The auger drilling was limited to 100 feet, but core holes were drilled as deep as 200 feet. The term 'bauxite,' as used here, indicates a mixture of minerals containing more than 50 percent gibbsite. Bauxitic clay is a mixture of gibbsite and kaolinite that contains more kaolinite than gibbsite. The term "kaolin" indicates a clay composed of predominantly kaolinite. Other clays in the Eufaula district are composed of kaolinite, illite, quartz, mica, and goethite or hematite.

The trends in dust exposure levels and longwall production over the last 20 years were examined. The study was conducted for nine major underground coal mining states: Alabama, Colorado, Illinois, Kentucky, Ohio. Pennsylvania, Utah, Virginia and West Virginia. The dust exposure and shift production data were obtained from the Mine Safety and Health Administration (MSHA). Trends were identified and analyzed for the headgate, tailgate, jack setter and shearer operator positions. The relationships between average scam height and dust exposure levels as well as the percentage of dust samples exceeding the dust standard for the four occupations were examined. The concentration to production ratio, a better indicator of the success of dust control measures, was calculated for the 20-Year period. The data show that, in general, dust exposures over the last two decades hare decreased. However, it appears that much of the decrease was in states that had significantly high dust exposure levels (such as Alabama and Utah), while for states such as Virginia, West Virginia and Pennsylvania, the decrease was not as dramatic. Major reductions were made in the period starting in 1982, when a host of longwall dust control techniques was introduced. However, nearly 35% of jack setter and shearer operator dust exposures were still above 2 mg/m3 in 1990, with nearly 20% of tailgate operator exposures and 8% of headgate operator exposures being above the federal standard. The concentration/production ratio has shown a remarkable decrease since 1981. This indicates that long wall operators have been able to meet increased production as well as, to a large extent, control chest production at the face. An analysis of the relationship between average seam height and dust concentration for the years 1984 and 1990 shows that while in 1984, the dust concentration could be correlated to seam height, in 1990 the relationship was less definitive. This indicates that technological factors may be more important than seam height.

Flotation performance varies widely as feed conditions change. Maintaining metallurgical targets has proven almost impossible without automatic control. Traditional control methods and procedures are inadequate. Using on-line x-ray analyzers, reagent control and accurate froth level control with flotation models and "Expert" computer control systems has improved metallurgical performance significantly. Examples of actual plant cases are described as well as the expert system methodology.

This paper describes an economical method of upgrading a clay deposit using conventional separation processes into a suitable cement plant feed. The natural size difference of clay and silica in the clay deposit is utilized in the dry air classification device. A case study in which the raw material from a clay deposit is converted into a portland cement plant feed is presented.

A survey was undertaken in late 1993 and early 1994 to gain insight into the current status of pillar-design practice in underground coal mines in the United States. A total of 552 room-and-pillar mines and 75 longwall mines were surveyed to collect general, geological and mine-plan information. The collected information was critically analyzed with special emphasis on the pillar-design criteria adopted in these mines. A safety factor analysis was also carried out for the pillars in the room-and-pillar mines.

The design and planning for the construction of a new passageway to improve access and circulation to better accommodate anticipated increased passenger flow within Grand Central—42nd Street Station. The passageway includes the break-in of an over 100-year-old station cavern with an innovative design implementing a protective structure above the existing track to allow for safe train operations and passenger circulation during construction. Construction of the new passageway follows the Sequential Excavation Method. This paper will present the innovative solutions that went into the preliminary design and planning considering construction access, site logistics, risk management, structural retrofitting, instrumentation and monitoring, and impact assessments.

Coal macerals differ widely in their surface properties and in their hydrophobicities. Therefore, it is necessary to study the flotation time dependence of coal macerals using varying concentrations of various frothers and collectors. In the present study, froth flotation is used to explore the possibility of segregating coal macerals based on their relative rates of flotation. Petrographic analysis of the various macerals in the concentrate were carried out, and the results are expressed in terms of the recoveries of various maceral groups and mineral matter. Results show that it is possible to recover a good volume of the reactive macerals without mach loss of calorific value.

Mining equipment, like all other equipment, is subject to failure. Since most failures occur at random and are unexpected, corrective maintenance is usually more expensive and causes more down-time than preventive maintenance. In order to reduce the number of failures and thereby increase the availability of an equipment or system, preventive maintenance can be scheduled at predetermined points of time. The preventive maintenance scheduling policies presented in this paper utilize reliability and probability theories. They can be applied to various production bottlenecks where high cost equipment precludes having sufficient quantities of stand-by units.

There are technical and commercial limitations to using high fluorine copper concentrates in industrial copper smelters. The presence of more than 1,000-ppm fluorine affects the sulfuric acid units generally integrated to copper smelters. Price penalties are normally applied to copper concentrates with high fluorine contents. Several process alternatives to resolve this issue were studied at the Companhia Vale do Rio Doce (CVRD) Technology Center, Santa Luzia, Brazil. These alternatives included modifications to conventional sulfuric acid plants so that they can use high fluorine concentrates; removal of fluorine-containing minerals by flotation using depressants; selective leaching of fluorine minerals; and sulfuric acid leaching of the copper concentrates. As a result of this research, a hydro¬metallurgical process to remove fluorine and upgrade copper concentrates was developed by the CVRD.

This paper describes the surgical removal of a 24 ft dia. Slurry Shield TBM entombed beneath one of the country’s busiest commuter rail interlockings, the Harold Interlocking in Queens, NY, and the construction of the interface to a cut/cover tunnel which extended the mined tunnel section. A sophisticated SOE was built around the TBM to support active track loads within 8ft. of the excavation. Once the TBM head and guts were removed, a full round CIP lining was installed connecting the existing precast tunnel liner to the C/C tunnel under construction. All this construction was done on a narrow island of land without road access nestled between 7 mainline LIRR/Amtrak rail lines.
