The percent ash in a coal blend is equal to the weighted average of the ash contents of the component coals. If the raw coals differ in washability characteristics, the total yield may be maximized by washing the component coals to different quality levels. A mathematical basis for blend maximization is developed and a computer program is described The program determines the component weights that maximize the yield, while meeting an individual coal-quality specification. The procedure is directly applicable to linear parameters of grade quality such as percent ash, percent sulfur and the calorific value. A transformation of variables permits program execution to meet a sulfur-compliance specification. Blends may consist of any number of component coals.

Recycling of such municipal solid wastes as glass containers, metal cans, and newspapers has received increasing attention recently. However, municipal solid wastes account for only 1% of the total solid waste stream in the United States. The remainder includes hazardous and non-hazardous industrial wastes. Generators of industrial wastes are facing higher landfill costs. Future liability potential, and public image concerns which are forcing them to seek innovative and often profitable solutions to minimize, reuse, and recycle their waste streams. Opportunities for the mining industry in industrial recycling include recovery of mining wastes and by-products, and utilization of mineral products for treating waste streams.

INTRODUCTION Pincock, Allen & Bolt, Inc. (PAH) has developed a series of cost models for Western U.S. Gold Mines. The models indicate the economic potential of developing gold properties at various production rates and ore grades. Various combinations of mining and processing methods are also analyzed. The conclusions shown in this paper are taken from PAH's 600 page study titled, "Capital and Operating Cost Models for Western U.S. Gold Mines." PAH decided to develop the cost manual as a result of our perception of the industry's need for such a document. It was our impression that exploration development decisions were being made on the basis of limited economic information. PAH has compiled a substantial database on unit cost information. That database and the engineering capabilities of the firm allowed us to develop a reasonably detailed analysis of capital and operating costs and overall development economics. The study has developed a series of algorithms for underground and open pit mining, processing, G&A, and infrastructure costs. The capital and operating cost data served as a basis for performing after tax discounted cash flow analysis for the various development alternatives. For the base case scenarios, a 15% DCFROR was assumed and the required ore grade was back calculated using the computer. The ore grade versus production rate graphs summarize the economics of developing gold projects in the Western U.S.

The advantages of quantitative environmental risk assessment techniques over the more commonly used qualitative approach is widely accepted. One important parameter related to the level of risk is the extent and geographic spread of pollutants. Geographic Information Systems (GIS) provide a powerful and highly flexible tool that increases the sophistication of the risk assessment methodology. Through spatial representation, the estimated risk becomes more comprehensive, thus facilitating the decision making process. In addition, valuable qualitative information can be incorporated into the risk assessment procedure with the help of GIS. This paper illustrates a methodology for quantifying risks posed to human health, by exposure to contaminated land, in a manner, which gives a measure of the uncertainty in the assessment and preserves the spatial distribution of the risks. The case study utilised to illustrate the methodology is a large industrial area around a number of decommissioned minerals production and processing sites with known high heavy metal loads at Lavrio, Greece. The spatial distribution of Pb concentration in soils was derived from 425 soil samples collected over a total area of 120 km2. Indicator kriging was used to quantify the spatial distribution of the risk and related uncertainty and the results displayed in map form using GIS.

Though the mining industry is beset with problems-a broad slump in metal prices, a rash of acquisitions and takeover attempts, rising capital costs, and an aggressive Canadian energy program-there was an under-current of optimism at the 1981 AMC conference that's been missing at industry meetings in recent years. The industry anticipates a turnaround in the 1980s, buoyed perhaps by the new spirit of cooperation from the Reagan administration. For the first time in years, it appears that Washington and the mining industry share mutual goals for developing the nation's resources. A number of prominent Reagan officials were on hand during the three-day conference in Denver, September 28-30, to reassure conferees that restrictions plaguing energy and minerals development would be eased. Interior Secretary James Watt and other government speakers promised cooperation in bringing balance to federal public lands policies, a review of regulations that have hampered the industry, and prompt action on domestic minerals policy. Daniel N. Miller, Jr., assistant interior secretary for energy and minerals, said, "It is our intent to dismantle the overhearing bureaucracy that has stifled mineral and energy exploration. We know that Interior's rules have shackled the mining industry in recent years, and we know that those rules must be eased." Miller noted that the administration will not permit mining on national park lands or wildlife refuges, but added that "we must assess a variety of uses of public lands ... we will restore lands to multiple use where practical." EPA administrator Anne Gorsuch assured industry representatives that the administration intends to work within environmental laws and with Congress to review and revise water, soil, and air pollution policies. "We have a strong commitment to see that there are major mid-course corrections" of air regulations, Gorsuch said. Support from these "new friends in Washington" will be crucial in light of the serious problems pressuring the industry. Copper prices have plunged to almost three-year lows and prices for molybdenum, gold, and silver have slumped. Earnings are down and today's high interest rates prevent a quick turnaround. Companies are on edge after the recent takeovers of Kennecott, St. Joe Minerals, and Texasgulf Though the companies may benefit from the major injection of capital that large energy firms can provide, many observers fear the new parent companies won't be willing or able to survive the cyclical metal markets. Arco and Gulf Resources, for example, have been criticized for closing Anaconda's Montana copper facility and the Bunker Hill unit in Idaho, respectively. Canada's national energy program has brought additional pressure on the industry. This policy, which emphasizes Canadian majority ownership of the country's energy sources, resulted in acquisition of Texasgulf's Kidd Creek lead-zinc-silver complex by Canadian and French interests. In response, the American Mining Congress adopted two resolutions on takeovers. One calls for the US government to review laws regulating tender offers and takeovers "to better ensure that principles of fairness and sound investment policy govern such transactions.'' The other asks the government to demand "fairness and reciprocity" as a basis for US policy governing international trade in minerals and investment relations with other countries. AMC's shopping list included four other priority goals, aimed primarily at the Interior Department: • Prompt implementation of Interior's efforts to bring order and balance to rules governing access to public lands for exploration and development. • Statement by the President of a comprehensive and coherent domestic minerals policy. • Amendment of the Clean Air Act to remove impediments to productivity and barriers to economic development that are not necessary to essential goals of the act. • Development of new approaches to better achieve worker health and safety in the most cost-effective manner without penalizing productivity. Almost 6000 mining industry executives attended the 1981 convention-the largest in AMC's 84-year history. As in years past, the conference offered a wide spectrum of presentations-nearly 100 papers in 26 sessions-ranging from commodity forecasts to the latest technical achievements. New Administration Stockpile Goals The minerals availability session included a presentation on management of the minerals stockpile by Paul K. Kruege r of the Federal Emergency Management Agency. Krueger notes that rather than providing incentives for development of a domestic raw materials industry, the government has "a history of providing disincentives to industry." In mining industries, he adds, the rate of productivity growth has been -6% over the last six or seven years. Krueger feels there will be a major change under the Reagan administration. Two years ago, about the only US mining ventures that could turn even marginal profits were precious metals. In 1986, the price of gold dramatically increased, as did earnings from precious metals, mostly gold mines. First quarter results for 1987 show that gold will again be the most profitable type of mining in the US. All this money being made in gold resulted in many new mines being opened and hundreds of old workings being re-evaluated. The Society of Mining Engineers has put together a technical program to aid in developing precious metals mines. Problems facing the small miner The small miner has found and started most of the productive mines in the world, says Alfred G. Hoyl, of Coal Fuels Corp., Rollinsville, CO. Hoyl will state his case for small mines development in the opening session of the program. He will make the point that government regulations must never restrict the small mine or miner. And the mining industry must be careful not to crowd out the independent miner. "To restrict small mining is to say to our young men and women entering the mineral industry `There is no place for you as an independent.' Small is a relative term and we must never feel that starting small will restrict our possibilities of becoming big." In the same session, David J. Starbuck, Starbuck Minerals Management, Mayer, AZ will take a look at why smaller precious metals mines are profitable. Mining companies have changed their perspective on reworking previously mined properties. They are looking at abandoned properties in older mining districts. The attitude is that smaller operations in these districts can be profitable with the present economic climate, more advanced technology, and better management. Small, independent mining companies may not have the same resources to draw from as the majors. But there are affordable technologies available that fit into the independents' budget. Betty Gibbs, of Gibbs Associates, Boulder, Co will explain how a personal computer can help a small operation to analyze data more effectively and respond quickly to changing conditions. Scenarios will be developed that will describe how PCs can be incorporated into all phases of an operation. Financial institutions are becoming more willing to consider venture capital for small precious metals mines, according to Stanley Dempsey, Denver Mining Finance Co., Denver, CO. This may be in the form of equity or debt, he says, but they want to receive assurances of the quality of the resource. And they will ask about the ore reserves. Next, the potential lender will want to know about the mining method and en¬vironmental regulations. Dempsey will discuss these requirements. Once a high grade gold mineralization is located and reserves proven, it must be evaluated to determine which recovery process is best suited for this deposit. Robert Martinez, Amselco Minerals, Ely, NV will evaluate processes for such a deposit located in Mexico. Heap leaching, vat leaching, and a carbon-in-pulp circuit are all viable options, he says. He will explain which recovery process proved to be the most economic. Other papers in the introductory session include How to Best Use Consulting Firms to Accelerate the Development Process, by H. The Metropolitan Water District of Southern California established a Board of Consultants to assist them in administering the design and construction of the Inland Feeder Program tunnels. The Board acts as an expert review body for the owner, looking at key issues that can potentially impact the success of the program. The use of the Board evolved over the life of the project, and its composition was modified to better address the needs of the owner, and the Program requirements. The experience, function, and value of such a board is analyzed and discussed in this paper.

In addition to classifying bulk material, vibration screens are commonly used in dewatering. However, the lack of a comprehensive physical theory of dewatering often leads to difficulties in the design and operation of the vibration screens. First, in this report, the dewatering of bulk material are shown based on a physical model. Because of tile oscillatory motion of the liquid in the bulk, the inertial force of the accelerated liquid and the dripping of water out of the bulk or screen must be taken into special consideration. The physical model put forward shows the effect of the various operations parameters of dewatering screens. A comparison between dewatering theory and practice are shown by measurements using coal, limestone, etc. Dewatering measurements conducted on a vibration screen demonstrated that different vibration frequencies and rates of acceleration lead to different residual moistures. Finally, the possibility of improving vibration dewatering is described.

Where weak rock zones are encountered in the slopes of an open pit, they may control pit wall stability. Back analysis of slopes involving failure through weak rock enables an estimate to be made of the weak rock strength. A system of consistent rock mass classification is described which enables the weak rock mass material to be described and classified from drill hole core. Correlation with back analysis determined strength allows strength estimates to be assigned to each rock mass classification.

Rhenium is a valuable and extremely rare chemical element with unique chemical properties. It is extracted commercially as a byproduct from the processing of molybdenite associated with porphyry copper ores. There is a present interest in recovering rhenium from copper pregnant leach solutions (PLS) produced by copper heap and stockpile leaching. These solutions contain rhenium at very dilute concentrations, typically in the 1 mg/L concentration range. This paper describes laboratory column ion exchange experiments to extract rhenium from these solutions using weakly basic anion exchange resins and actual plant PLS from two operating mines. The dynamic loading and elution behavior of Re on Purolite® A170 and A172 is discussed.

Kaiser Aluminum and Chemical Corp. (KACC) had been discharging spent bauxite-generally referred to as red mud-into the Mississippi River for almost 20 years when, in 1972, it agreed to store the waste solids on land. KACC decided to utilize a DREW system (decantation, drainage, and evaporation of water) where the spent bauxite is deposited in a large drying bed, surrounded by a 9-m-high levee. At the bottom of the bed, corrugated, perforated plastic pipe is encased in filter sand. The company built one DREW bed at Gramercy, LA, in 1973 and a second at Baton Rouge in 1974 using draglines, tractors, and rubber-tired scrapers. When a third bed was needed in 1977, the estimated construction cost using draglines was judged too high and KACC personnel began searching for a better, less expensive method for constructing the levee. A bucket-wheel excavator and conveyor system was selected and has proved to be less costly than more traditional earth-moving systems.

For small precious metals mining to show a comeback a different perspective must be taken than that of larger mining companies. This perspective must be much the same as that of past successful smaller mining enterprises such as when the US had a need for Uranium. Abandoned mines and environmental concerns in older mining districts have discouraged many from entering with the attitudes of why try there if so many unsuccessful mines exist. A small mining venture can be successful there but must have a "think smart'' attitude. There must be a thorough understanding of deposits, utilization of advanced technology and a properly managed mining operation. "THINK SMART" MINING The small mine operator is usually looking for small high grade deposits, consequently, long term success depends on a series of small successful mining operations. The small miner must succeed right-off or credibility and future project funding will suffer. No veteran of even a few years in the mining industry needs to be told that a dollar spent on production today fails to yield as much as it once did. More efficient equipment and techniques have helped soften the problem, but there is little likelihood that a mining company can do much to control inflation, wages, regulations, or grade. That leaves the small miner to "think smart" as one area where operating dollars can still be stretched to produce more than they presently do (Gardner. 1981). In the planning stage of a mining venture, when most options are still open, the main controllable elements are market timing, deposit selection, cutoff grade, mining method, mine design, mining sequence, rate of production build up, process design, project financing structure, project management, and project ownership structure. During planning, optimum criteria can be established for each of these. Once a mine is in production, these options are foreclosed or at least severely constrained. The more thought given to a mining program using all information available the less the risk of encountering disabling surprises. Thus the intent of this paper is to suggest the "think smart" attitude most small mine operations use for long term success. If one looks at a number of successful mining ventures, whether large or small, there is a general logic most have followed to be successful. They have used proven exploration, mining and processing techniques along with economic evaluation and experienced personnel to improve their odds. LOGIC IN DEVELOPING A FEASIBLE VENTURE Most successful small mine ventures achieve positive cash flow as quickly as possible by seeking out those deposits which require the least time and expense on activities leading up to production. To do this they look for deposits that are the most accessible, easily investigated, mined and processed with the cheapest fundamental methods. The general sequence of events starting with district selection are deposit selection, preliminary feasibility, exploration, detailed economic feasibility, mine planning, development and production. Each successive step becomes more costly requiring intermediate decisions along the way. District Selection Small operations should look for known deposits which favor the occurrence of the type deposit sought rather than efforts in unproductive areas. Known deposits in developed areas have some advantages over remote areas: 1. More alternative methods of transportation are available. 2. A larger stable work force is available. 3. The area is usually more pro-mining. 4. Power, water, housing, technical services, skilled services, schools, recreation and shopping are available.

Thallium (Tl) is a highly toxic heavy metal, soluble over a wide pH range. Tl levels may exceed discharge limits in mining-influenced water associated with processing gold, lead, cadmium, zinc, and copper ores. In this work, the effect of sodium permanganate (CARUSOL® C liquid permanganate) on Tl removal from mining wastewater was studied. Factors influencing Tl removal, namely permanganate dosage/demand, coagulant and flocculant use, order of chemical addition, and co-existing metal ions were examined. The results show that permanganate addition is very effective at removing Tl to below target limits and can provide a unique solution for improving wastewater quality and optimizing overall treatment costs. In addition, several on-line monitoring techniques were evaluated for process optimization. The Hach DPD Free Chlorine method was optimal, allowing plant operators to rapidly and easily spot check effluent samples for excess permanganate dose.

Unfortunately from 1991 through 1995, 44 miners were fatally injured in the stone industry. Of these 12 occurred at underground mines from a total work force of less than 2,000 miners. Nine of these 12 miners were fatally injured in falls of roof or rib. A safer environment for the miners can be achieved by evaluating the nature of the hazardous ground and by developing more efficient and effective ground control strategies. Roof and rib conditions in the underground stone industry were observed and assessed at 33 mines in Illinois, Indiana, Kentucky, Maryland, Missouri, Pennsylvania, and West Virginia (Figure 1). Hazard assessment indicated that those ground failures occurring under moderate to substantial overburden ( > 30 m [100 ft]) were caused by stress concentrations and geologic structures. Ground failures near the surface are caused by solution (water) processes. Selection of the mining horizon and mine layout decisions tremendously influence ground stability.

BACKGROUND The steel and iron ore industry has had a long history of an adversarial relationship with its union and workforce. The Empire Mine during its first 40 years of existence was no exception. The "we-they" mentality went hand-in-hand with the normal by-product of an adversarial relationship, grievances and arbitration. This relationship was considered the norm and it was not until the late 1970s that consideration was given to changing this relationship. At this time the industry was involved in a fight for existence and the economic pressure demanded increasing productivity to lower cost. The challenge to survive highlighted the fact that an adversarial relationship was not conducive to attaining the needed gains in productivity. The first formal attempt to change the way we worked came in the 1980 Labor Agreement which provided for the opportunity to utilize Labor Management Participation Teams (LMPTs). LMPTs were established at the Empire Mine and they functioned for a couple of years. The teams spent most of their time working on creature-comfort issues and steered clear of dealing with productivity issues. Mine shutdowns had occurred in Michigan resulting in large layoffs, and the union was trying to add jobs and was not supporting teams that could increase productivity and eliminate jobs. When the 1986 labor negotiations began, the local union pulled their support of the LMPT process. Other initiatives were negotiated over the years to foster a change in the culture but, as with the LMPT program, they did not produce the desired culture change. It became abundantly clear: you cannot negotiate a culture change.

The sampling of precious metal deposits entails inherent problems due to the low mineral abundances, high mineral specific gravities, skewed grade distributions and wide ranges of mineral particle sizes. Sampling practices and precautions are discussed with particular attention to each of the tripartite stages of sampling - sample acquisition, sample preparation and sample assaying. Practical examples of approaches to the sampling problem are given and some examples of significant sources of error are provided from gold and silver deposits in North America.

Aiming at the subjective impact caused by subjective weighting method in the establishment of rockburst risk attribute identification and prediction model, the combined weighting method was introduced to eliminate the influence of unreasonable weight of each index. Eight discriminant indexes affecting the risk of rockburst were selected. Through the literature review, relevant rockburst cases were collected and 8 index rockburst sample sets were established. A variety of machine learning methods were used to analyze the feature importance of discriminant indexes in the samples, and then to determine the objective weight values of different methods. Combined with the subjective weights determined by the Analytic Hierarchy Process, the combination of weights were successively carried out. Based on the attribute recognition theory, the combination weights with different objective weight methods were established to identify the rockburst risk attributes, and verified by the confidence criterion. The results show that the objective weight value determined by the feature importance analysis of machine learning reduces the subjectivity of the weight of Analytic Hierarchy Process method, improves the prediction accuracy, and makes the prediction result closer to the fact.

The mineral zircon is mined for use as specialty foundry sands, abrasives, ores of Zr02 and zirco¬nium metal, refractories and zirconium chemicals. It is produced as one of several products from heavy-mineral sand deposits associated with ancient shorelines. Because of its low coefficient of thermal expansion, its high melting point, its high refractive index and its chemical inertness, it is an attractive refractory material. Zircon varies from deposit to deposit in terms of grain size, grain shape and chemical purity. Thus, there is a wide range of commercial zircon products that differ in impurity levels, particle shapes and grain sizes.

More efficient classification with a single hydrocyclone through equipment and/or operating design changes does not appear possible. However, improvement in classification efficiency by increasing the sharpness index and decreasing the apparent by-passing while changing the cut size is possible through proper staging of inefficient hydrocyclones. But feasible multistaging requires achieving the necessary material balances around the units. Because of the interactions among the units, these balances require extensive iterations. The final step before commerical installation should be a laboratory demonstration, in order to define the control algorithm required to maintain stability. However, eventually a sufficient knowledge base should be developed that will permit simulation in place of laboratory testing as well as the incorporation of a feed forward strategy.
