International lending institutions have charters requiring projects that are seeking loans to adhere to certain environmental performance standards, including compliance with host-country environmental laws, as well as observance of international environmental policies and guidelines. The most commonly applied international environmental policies and guidelines are those established by The World Bank. Lenders require a review by an independent engineer to determine that the feasibility study plans have been developed in accordance with the applicable environmental commitments. Lender agreements require independent engineer evaluation of environmental performance through the construction phase and initial operations phase of the project, culminating in the issuance of an "Environ- mental Completion Certificate."

The purpose of this research is to examine the post-failure behavior of coal as a mass and examine the relationship between the results of this study and prior laboratory investigations of the post-failure behavior of coal as a material. Instrumentation to measure changes in stress and deformation was placed in a headgate yield pillar and will be monitored as the face passes the area. A battery powered, automated data acquisition system, capable of recording up to 9,000 data points, is currently used to remotely monitor changes in vertical and horizontal pillar stress.

The benefits of historic mining to this country have been many, but have come at a cost to the environment that has only begun to be understood over the past twenty years. While estimates vary, it is generally recognized that there are over 200,000 inactive and abandoned hardrock mines, with most of them located in the western U.S. Only a fraction of them are believed to be sources of metal releases with significant adverse environmental effects to the watersheds and receiving streams. State water-quality and natural resource management agencies have noted that hundreds of miles of streams are metal-impacted, and the aggregate effects of these sites within watersheds and drainage basins is poorly understood. Resources for the environmental assessment of abandoned mine land (AML) sites and watersheds have been and continue to be limited. Few hardrock mining states receive substantial reclamation funds under the (coal) Surface Mining Control and Reclamation Act. EPA Region VIII (EPA8) has an estimated 90,000 abandoned mining, milling and smelter sites, mainly in Colorado, Montana, South Dakota, Utah and Wyoming. An estimated 13,000 of the sites may have metal releases causing Clean Water Act and CERCLA non-compliance. Results of inventories by states and federal land managing agencies, indicate it is plausible that only 3,000-4,000 of these sites may be causing significant environmental degradation.

The objective was to determine operating protocols for a lead and silver column flotation cleaner being considered for installation at Sunshine Precious Metals Inc. 's Kellogg mill in Northern Idaho. In this column, tetrahedrite and galena were floated, and pyrite and other gangue minerals, including siderite and silica, were depressed. The procedure was to develop a dynamic simulation using a linear transfer function approach. The transfer function related cause-and-effect variables such as the influence of collector and depressant dosages on recovery and grades. Bench-scale flotation tests followed by pilot column testing provided the data used to develop a linear transfer function. The transfer function was derived using a spreadsheet. This model was applied to simulate how the flotation column could be made to respond to disturbances in feed grade. The results were that xanthate, zinc sulfate and sodium cyanide were found to be suitable controls for grade and recovery. Simulations showed the best sequence of manipulations of these reagents, and these sequences are useful for future operator training. The conclusion was that linear transfer functions were able to simulate lead and silver recovery, develop scenarios for operator training and provide a foundation for future on-line control.

One of the major operating costs for any labor-intensive operation is that of its employees' wage and benefits package. Today's packages are extremely complex, with multiple pay rates for different grades and shifts, intricate bonus criteria, and expansive benefit packages that include all sorts of medical, dental, pension and other costs that can be "hidden" from direct examination and consideration. The problems of estimating the total cost of such a package to a company becomes even more acute at negotiation time, when pressure from both sides to settle intensify and changes to package offers come rapidly. A comprehensive system is needed that can evaluate these costs and perform sensitivity analyses, on the various components of an agreement so as to aid in the solving of major labor deadlocks, productivity problems, and cost impacts created by those agreements.

The two most stringent parameters for in place fracturing of rock are the lack of any initial void space in the rock which to expand into and the ability to gain access only through drill holes. These two restrictions have proven so severe that as of today the only proven techniques for efficient fracturing are the contained nuclear detonation and hydrofracing. Both of these methods have highly developed technologies for their application. Hydrofracing has been a standard oil field practice for two decades, and the experience gained from a couple hundred underground nuclear detonations has resulted in a thorough understanding of the phenomenology of cavity and chimney formation. What is still lacking is a practical method to create a suit- able degree of fracturing for those ore bodies which do not meet the application criteria for either the nuclear explosion or hydrofracing. Nuclear applications must be restricted to thick ore deposits so as to take advantage of chimney collapse height--preferable in excess of 200 feet thick. Other requirements such as ground shock, containment, and radioactive contamination further reduce the number of sites that prudently can be selected.

Methane drainage methods can be broadly classified as surface or underground. Surface methods make use of vertical and slant holes. The underground method discussed in the present paper involves horizontal drilling from shaft bottoms and from locations along the periphery of mines. Every foot of hole drilled in coal from under- ground locations is productive and gas flows increase as hole length increases. Therefore, underground techniques have a great potential for producing large-volume flows of methane. Pumps to dewater the horizontal holes are not necessary because gas pressure forces the water out of the hole. Methane can be recovered through the use of a simple and inexpensive gas-water separator. Hydraulic fracturing, which has been used successfully to stimulate gas flows from vertical holes, has not proved practical in the case of horizontal holes.

Pyrite depression is of great interest in sulfide mineral flotation, where pyrite is a common gangue mineral. Since the floatability of pyrite is a function of the pH and a variety of other chemical factors, pH control is a critical part of sulfide flotation circuits. A wide variety of pyrite-depressing chemicals have been studied and used in sulfide- mineral processing, with considerable success. However, there are certain applications where there are still no satisfactory pyrite depressants, and even when suitable depressants are available, there is always a need for less-expensive reagents. Microorganisms, such as the bacteria Thiobacillus ferrooxidans, are known to depress pyrite flotation. However, the dependence of the depression on the type of organism or on suspension pH is still being determined. In this study, the relative effectiveness of various microorganisms, and the effect of pH, has been examined. Screening tests using microflotation showed that every microorganism tested was capable of depressing naturally hydrophobic pyrite at acidic pH. Larger-scale experiments with two of the screened organisms and two different pyrites showed that microorganisms are very effective depressants at acid pH, but are largely ineffective at neutral and alkaline pH where the pyrite surface is not naturally hydrophobic.

The TESCAN Integrated Mineral Analyzer (TIMA), an automated mineralogy system, enables fast and quantitative mineral analyses of rocks, ores, concentrates, tailings, leach residues or smelter products. It combines BSE and EDX analysis for identification and measurement of mineral concentrations, particle size distribution, and liberation/locking parameters. In addition, it can provide bright particle searches for PGM, gold-silver ores, and/or REE. With the newly developed Automated Loading System (AutoLoader), the TIMA has become the world?s first automated mineral analyzer which permits robust, continuous and unattended sample loading. With the AutoLoader (robotics) system, the TIMA has emerged as a powerful plant support instrument. It increases the sample throughput, minimizes manual labor and enables 24/7 operations. As such, it can be used in daily, continuous mineralogy for mine geology/ore control, concentrators, leach operations, and smelter support. It will also increase the capabilities of technical service centers for mining companies, commercial laboratories, large drilling programs or pilot test campaigns. In combination with a highly automated sample preparation lab (sizing, potting and polishing), TIMA technology can establish high-throughput and fast-turnaround automated mineralogy lab modules for mine-site production support.

A technique was developed to determine the fraction of air recirculated from the scrubber exhaust toward the face and the fraction of gas captured by the scrubber. To determine these two values, a series of tests was required. In the first test, gas was released at the face area and concentrations measured at the scrubber exhaust. In the second test, gas was released directly into the scrubber with concentrations again measured in the scrubber exhaust. The simultaneous solution of two independent flow expressions gave values of recirculation and scrubber capture. A series of tests was conducted with various combinations of scrubber flow, curtain flow, setback distance, and machine location. Statistical analyses then were conducted to determine those factors which influenced the levels of scrubber recirculation and scrubber capture in a deep cut. INTRODUCTION As cutting depths increase, the trend is toward the use of blowing face ventilation systems. With these ventilation systems, the potential exists for recirculation between the scrubber exhaust and the intake air stream. One concern is that methane gas, having been removed from the face area, is subsequently recirculated back into the intake airflow. Under these conditions, methane-laden air could be substituted for fresh intake air, leading to increased methane concentrations at the face. There is currently no standard for recirculation between the scrubber and intake airflows. The implied understanding of the Mine Safety and Health Administration (MSHA) is, and has always been, that any recirculation of ventilation air is unacceptable. To minimize recirculation potential, MSHA suggests that operators maintain scrubber and curtain flows within 0.47 m3/sec (1000 cfm) of each other. Given that recirculation may occur in some circumstances, the question arises as to how much recirculation constitutes a hazard for the face workers. Unfortunately, there is currently insufficient information to answer this. Emphasis must instead be placed on means to quantify the amount of recirculation between the scrubber and face area. Methods must also be examined to control this phenomenon. This paper presents a technique for quantifying recirculation and scrubber capture levels in a blowing face ventilation system. Several ventilation parameters are investigated to determine their effects on these levels. DEVELOPMENT OF RECIRCULATION EXPRESSIONS One way to measure airflow quantities at a point near the face would be to measure the gas flow rate Qgas, and gas concentration c at that location. The airflow Qair, would be simply the ratio of these two values, Qair, = Qgas/c. Although gas concentration values, c, can be obtained easily with existing gas monitoring equipment, it is more difficult to obtain gas flow readings, Qgas, at specific locations. To obtain these values of Qgas, another method was needed. Previous work in this area was conducted by Kissell and Bielicki (1975). However, the calculations in their model assumed a constant gas concentration in the region around the continuous miner. In a deep cut, it is questionable that gas concentrations would remain constant or uniform around the mining machine. The technique presented here does not rely on this assumption. It instead assumes that the gas concentration in the scrubber exhaust remains constant. A quantity of gas released at the cutting face either flows into the scrubber inlets or bypasses the inlets and flows around the off-curtain side (in this example, the right side) of the continuous miner (Figure 1). Empresa Minera de Mantos Blancos S.A. successfully commissioned two copper SX-EW plants in late 1995. The design of these solvent extraction plants is such that chloride tenors of 30-35 g/l can be tolerated in the leach solution with no contamination of the electrolyte. The design was carried out in conjunction with Bechtel-ARA engineers and was based on the successful application of the available technology in the market; this mainly focused on decreasing the aqueous entrainment in the organic phase. This entrainment can reach 20,000 ppm in conventional plants.

Based on the concept of slope-stability analysis, a formula for determining an important parameter required in the mathematical model for the prediction of mining subsidence in hilly terrain is proposed. The slope geometry and the physical and mechanical properties of the soil at the surface of the natural slope can all be considered in the formula. Incorporation of this new formula into an existing mathematical model provides an integrated approach for the study of ground movement in hilly regions.

INTRODUCTION Friction Rock Stabilizers, commonly called Split Sets,tm* have been under development since early 1973. Five years of intensive laboratory and field testing led to their introduction to the metal mines in the United States in the fall of 1976. "With seven new applications for plans of work for exploration in the international Seabed Area approved by the Council during its twentieth session of the International Seabed Authority, 26 total approvals have been made by the Council up to date. Among them, three contracts were made with COMRA. On 8 August 2014, China Minmetals Corporation submitted another application to the Authority for approval of a plan of work for exploration for polymetallic nodules in the Area, which is also sponsored by the Government of the People’s Republic of China.China is one of the main contributors to the international seabed regime. The Presentation will describe China’s activities in the Area, such as exploration, technology development, environmental protection and policy making.JIAOLONG is a submersible with capacity of 7000 meters. JIAOLONG’s sea trials were carefully made in 4 years, from 2009 through 2012 and it successfully dove to a depth of 7062m in June 2012 at Mariana trench. A so called "Test Application Phase" started thereafter, and is planned to last for 3-4 years. Two cruises and 4 legs have already been made since then. A wide-range of findings were obtained during dives in South China Sea, and in COMRA’s Exploration Contract Areas for polymetallic nodules and cobalt-rich ferromanganese crusts. In order to drive tunnels with low overburden in town regions, it is necessary to give a quantitative prognosis for the deformation of the underground as well as of the tunnel-lining and of its stability. These problems and their solutions are illustrated by the works for a two-track-railway-tunnel in Bochum (Ruhrdistrict). In this case the most important problems consisted in passing below buildings in a vertical distance to the fundamentals of only 3.20 m and a railway earthdam with rapid train traffic in a distance of 4 m under the dam. The results of measurements from other comparable tunnels and finite-element-computations were used to prognose the settlements on the surface and in the ground, their distributions and their development in time. To obtain these values at the site, a special system of tunnel driving was executed. The tunnel was excavated with the newest type of tunneling-machine from DEMAG, cutting an inclined front, immediately followed by a special temporary support of shotcrete and inclined steel-ribs. By using theoretical and empirical methods to assess the behavior of the tunnel and underground and by executing an optimal driving system in technical as well as economical aspects, the expected behavior, expressed in quantitative values, was almost equivalent to those received by control measurements.

Pre-mining identification of acid forming mine and waste materials is of concern to the mining industry because of the potential for the generation of acid mine drainage, acid rock drainage, and soil acidity problems. Accurate identification of acid forming material is essential for developing appropriate waste management strategies to reduce environmental problems related to acid generation from sulphide containing wastes. The acid-base accounting procedure, in its various forms , is commonly used for pre-mining screening of mine and mine waste materials. The procedure is generally effective when used and applied correctly but is prone to incorrect interpretation of results which can have significant financial and environmental implications. This paper examines the acid-base accounting Procedure and the possibility of misuse of this method with special emphasis on the sampling method, the sulphide forms, the acid neutralization capacity, and the interpretation of results. Data from numerous coal, base metal, and gold mining operations are used to illustrate the application of the acid-base account. The data base indicates that overall, approximately 1/3 of all waste generated by mining and mineral processing is potentially acid forming indicating the need for correct identification and management. Problems associated with simple application of 'absolute' acid-base criteria for classifying acid forming material are highlighted and the need for developing site specific or 'relative' criteria is discussed and illustrated by case study.

Three years ago, the New Britannia Mine started a project to improve productivity of its cyanidation plant. Results indicated that gold dissolution was strongly influenced by sulphide minerals and that the slower gold dissolution rate had a detrimental effect on overall gold recovery. The leaching strategy had to be modified to address this issue. Changes to the leaching circuit proved to be very successful. The first action was to introduce lead nitrate in the leaching circuit. The strategy of addition of lead nitrate was upgraded in three steps. An on-line free cyanide analyser was installed and the strategy of cyanide addition automated. The enhancement of the leaching kinetics have resulted: an 4% increase of gold recovery, from 87.8% in 1996 to 91.9% in 1999, which represents a reduction of 0.17 git Au in the leach residue; an average of 1330 additional extracted gold ounces per year from 1997 to 1999; a 21 % reduction in the cyanide consumption; the shut down of the cyanide destruction plant; and finally a contribution to the 27% reduction in the overall production cost per tonne of ore.($ 3 per ton). The significant increase of the throughput was instrumental in the reduction of the processing cost. In 1999, the improvement of gold recovery represented an additional gross revenue of $c""l.9 Million. The project is discussed in details in this paper.
