Mining is a business and, therefore, is expected to make profit for its investors, like any other business. It is a risky business which requires the expertise of professionals from several disciplines to make it successful in the finding, evaluation and development of a new mining venture. Many of the same disciplines, as well as experts in some other fields are required to operate the facilities once they are built. To manage all this, wide-ranging, versatile and sharp managerial skills are required. On the U.S. domestic front, the most important management issues requiring attention today and tomorrow are the increasing unwarranted attacks by anti-mining groups and legislators on the industry and aided by an unchallenged, but widespread, public view that mining is not necessary and damages the environment. Higher costs to mine and process deeper and more refractory ores are also of great concern. More and more attention is being focused, therefore, on overseas projects under the belief that undeveloped countries will recognize the economic value of mineral production and that lower costs can be achieved.

A number of Nigerian iron ore deposits have been upgraded to the specifications of concentrates for the blast furnace and the direct reduction iron- and steel-making plants. Depending on the mineralogy of the ore deposits, the techniques of oil agglomeration, magnetizing reduction, washing and scrubbing, gravity concentration, and reverse froth flotation have been utilized. A mode of distributive management of the deposits, in the direction of their technoeconomic utilization in the country's developing iron and steel plants, is presented.

Outlined is a review of the application of new selective chelating reagents as flotation collectors; calculation methods for the selection of chelating structures, limitation of the function of commercial chelating agents as collectors, and the synthesis of two new classes of chelating collectors with mixed aliphatic-aromatic structure for oxidized lead-zinc ores. Given are: examples of substituted mercaptobenzothiazole and aminothiophenol structures, flotation and adsorption study of an alcoxyl-mercaptobenzothiazole on cerussite, comparison of adsorption of conventional and chelating collectors, study of the influence of the aliphatic structure1 component on the collecting power of chelating type reagent and the design of chelating collectors with optimal structure.

The Tower mill is a vertical stirred mill using steel balls or pebble grinding media. This device is designed for fine grinding at significant power savings when compared to conventional tumbling mills. This paper describes the machine and its operation, application, and performance for wet grinding.

The control of Florida phosphate flotation plants is largely based on the visual observations of experienced operators, both in recognizing good and bad froth conditions and in making judgments about the composition of feed, concentrate and tailing streams. Chemical analyses lag the process by at least two hours and therefore only assist in recalibrating the operators' vision when major deviations occur. An image analysis system has been developed by IMC Agrico Company (IMCA) to improve upon the accuracy and precision of the composition estimation process. It still relies upon the operator taking a representative sample, but provides a measurement in about 15 minutes after that sample is obtained. This paper describes the system and its use and presents comparative results for various process streams.

The International Network for Acid Prevention (INAP) was formed in 1998 by 17 international mining companies to promote significant improvements in the management of sulphidic mine materials and the reduction of liability associated with acid drainage through knowledge sharing and research and development of technology. Since its inception two panels have been formed to identify and move forward with research projects and eight networks have been constituted to initiate interaction and knowledge sharing within the membership in specific areas of technical interest. An INAP web site has been developed to facilitate the sharing of information and to encourage the exchange and development of new ideas.

Detailed examination of the Sloan Ranch diamond prospect has shown that the Sloan 1 diatreme, the Sloan 2 dike, and the Sloan 3 horizontal sheet complex are all parts of the same kimberlite complex. Geologic mapping, geophysics, soil chemistry, test pitting, and drilling all helped to delineate the structure. Bulk sample testing yielded moderate grades with encouraging gem-to-industrial ratios, but no large stones were recovered. These test results, along with supporting mineral chemistry data, suggest that the Sloan Ranch complex is analogous to sub- economic occurrences located near the margins of the Archean cratons in southern Africa.

One possible alternative for the disposal of flue gas desulfurization (FGD) by-products is to use it as backfilling support material in highwall mine adits. The finite element method was used to analyze the variation in stresses and displacements within and around a highwall adit backfilled with FGD materials. The engineering properties of the rock material and the optimum mix of the FGD materials were obtained from laboratory tests. Finite element analyses show that, for the case in question, the roof displacement would decrease about 48% and the peak stress could be decreased by about 58%. The study indicates that fairly weak FGD materials can eventually lead to the stability of backfilled highwall adits.

Installation of a computerized mine monitoring and control system in two planned construction phases began in 1983. Phase one consisted of providing a central monitoring station located on surface for monitoring underground CO detection in Frood Mine's heated area. The implementation of this project annualized labour savings of $200,000. The cost of installation of an early fire warning system was $100,000. There are several CO sensor monitoring carbon monoxide trends through mine heated areas. To obtain an early warning, it is not good enough to know that a fire has started, but it is also necessary to know where the fire is located.

The data of Dunn and Martin (1978) is reanalyzed using a rigorous application of Hertzian theory to the impact process. The Young's modulus of steel required to fit their data to the theory is a factor of about 10 3, too low compared to the values quoted for steels. Thus, doubt is thrown on the validity of their experimental technique, and it is possible that their values for maximum impact force and stress are far too low.

Blast vibrations induce sounds within neighboring residences. A house wide vibration and sound monitoring system was installed in a West Virginia home which was subjected to blasts at varied distances and direction. Eighty-nine blast events were monitored and analyzed for this case study. Fifteen channels of data were collected including three triaxial geophones, one airblast microphone, one uniaxial geophone mounted to the wall of the house (response channel), and four microphones that recorded CD quality sound waves inside the house. Each of these channels was recorded on the same time reference and scale allowing for direct comparison of the waveforms. The response channel signal was easily separated into ground vibration induced and airblast induced movement due to the differences in their times of arrival. This response channel was then compared to the sounds recorded inside the home to determine which component of blast vibration induced the maximum sound response inside the home. Blasts at distances less than 762 meters (2,500 feet) had maximum sound responses from both ground vibration and airblast. While for blasts beyond 762 meters (2,500 feet), the maximum sound response inside the home was caused by ground vibration without exception. When airblast was identified as the dominant sound generator in the house, the peak amplitude of the sound was directly related to the amplitude of airblast. When ground vibration was identified as the dominant sound generator in the house, the peak amplitude of sound was not related to the amplitude of ground vibration. In these cases, sound amplitude was driven by the conditions present in the house such as loose items, doors, and windows creating sudden peaks from falling or slamming. In the same respect, sound amplitudes varied depending on where the sound was recorded. Different rooms generated very different sounds based on the contents of the room. Findings from frequency analysis showed that the frequency content of sounds inside the house were not related to frequency content of airblast or ground vibration regardless of source suggesting that residents would have difficulty determining the source of blast induced noise in their homes.

This case study describes the work done at the University of Arizona on the development of a computer mine model for an irregularly shaped and spotty ore deposit. The purpose of the work was to develop techniques for modeling any highly irregular deposit, for which the regular 3D fixed block model is not well suited. The deposit contained complex geology consisting of sedimentary beds that had been faulted, thrusted, and intruded by igneous rocks (see Fig. 1). The physical dimensions of the modeled ore body were 1067 m (3500 ft) along the N-S direction and 914 m (3000 ft) along the E-W direction. Topographic relief in the modeled area was approximately 274 m (900 ft). The highest grade of ore was found near the surface with mineralization extending down to approximately 152 m (500 ft) below. Using a fixed bench height of 12 m (40 ft), the model required 25 levels with the highest elevation being at 1286 m (4220 ft). Fig. 2 shows a cross section of the developed computer model of the ore deposit. The particular modeling approach selected for this deposit was the 3D irregular block model.* This meant that only the dimension of bench height was fixed at 12 m (40 ft). Irregular size blocks in the form of polygons were adopted in the model to describe the ore zones and geologic contacts. The following sections of this chapter describe some of the techniques used in modeling.

Treatment of bentonite clay with mineral acids yields a modified clay product of high surface area and acidity that exhibits enhanced adsorptive and catalytic properties. A highly specialized segment of the clay industry based on this process has evolved into a worldwide business with a capacity of about 500 kt/a. This paper will present data on the chemistry, mining, manufacturing, and applications for acid-activated clays.

The permit generation and review process represents both a time consuming and expensive task for industry and government alike. Changes in regulations and in review procedures cause additional delays. This leads to potentially higher costs of doing business and the extension of time for a project to lie started. This paper describes the motivation and methodology of applying an expert system to function in the role of a permit reviewer. The problems of representing the knowledge of the reviewer and regulatory criteria are illustrated. Futhermore, the selection method for the expert system shell is addressed. Finally, a sample review is demonstrated to show the results of applying this artificial intelligence method to the process of permit review.

During the last several years considerable discussion has taken place on the long term aspects of uranium tailings management. These discussions have centered around a variety of topics which in turn lead to a variety of opinions. In order to come to grips with the various differences of opinion and points of view, the Atomic Energy Control Board has decided to prepare, as an interim measure, a list of proposed close-out criteria for uranium tailings management facilities. It is important to keep in mind that the criteria set out in this paper are proposals and are intended to initiate a continuing dialogue between the uranium mining industry and the various regulatory and government agencies. It is envisaged that this dialogue would continue for a period of from six to twelve months after which some final form of these criteria would be issued and applied to the active uranium mining facilities. In attempting to understand the reasons why the Atomic Energy Control Board has decided to propose these criteria now instead of at some future point in time, it is necessary to look at a number of existing facts. One of the most important of these is that something in excess of one hundred million tonnes of tailings currently are placed in various tailings management facilities. Furthermore, the rate at which tailings are being deposited into such management facilities is on the increase and this increase is expected to continue over the next five to ten years. The management of these tailings is currently covered under the Mine Facility Operating Licences issued by the AECB. Implied within these licences and supporting documents leading to them, are requirements for the conceptual approach to be used at abandonment. There is however, no current requirement for a detailed study on the engineering or financial aspects of such abandonment procedures. This is a gap which the Board feels must be addressed. There are, at this time, various initiatives underway both in Canada and within the international community which are attempting to address the problems and concerns of the very long term management of tailings. For example, current research in Canada which is composed of two components, one by the AECB dealing with purely regulatory aspects and a second major coordinated program under the direction of the Department of Energy, Mines and Resources and in particular by CANMET is going to deal with the technical problems. The concentration of low grade iron ores to pellets or sinter fines suitable for blast furnace feed or direct reduction is highly energy intensive and costly in terns of both size reduction and separatory processes. Large equipment with high throughputs are required to make the fine grinds and multi-stage separations economical. Control of these circuits is essential to producing a high grade product. As a result, iron ore concentrators possess some of the more sophisticated instrumentation for process control in the mineral dressing industry. These instruments must characterize flowstreams of up to 8,000 gpm where 80% of the particles are less than 50 µm. The past decade has been one where enormous strides have been made in automated control of iron ore plants. This paper reviews state-of- the-art control systems for crushing, grinding, magnetic separation, froth flotation and sizing/classifying circuits. Trends toward computerization and plant automation in response to a dismal outlook for North American steel production are also examined.

A longterm overburden removal plan can be realistic and optimum only when the cost and capacity profiles off the equipment assigned to the operation are taken into consideration. Therefore, the planning should involve the proper assignment of equipment capacity by insuring a timely investment and a timely replacement policy throughout the mine life. A dynamic solution algorithm has been developed, by which all possible truck fleet alternatives are evaluated for each year off the operation. Cumulative cost off the operation is carried throughout the analysis. The optimum solution is obtained by selecting the minimum cumulative cost at the last year and tracing backward the best fleet alternative for each year. The solution provides: 1. the optimum amount of overburden to be removed each year; 2. the best fleet to be assigned to the job; and 3. the best equipment replacement policy.

Laboratory tests of samples of fine- grained, argellaceous rocks, commonly referred to as shales, have shown that various changes in their moisture content can be correlated with loss of strength. This reaction to a change of in situ conditions at abandoned mine sites when combined with the field relationships at locations where the predominant overburden material is fine-grained, argellaceous, and fractured provides a predictive tool for engineers dealing with subsidence problems. Such a tool should enable engineers to recognize areas that are prone to be affected by surface disturbing subsidence features.

The adsorption and desorption of gold cyanide by activated carbon is significantly influenced by particle size of the activated carbon particles and the chemical environment. A series of adsorption and elution experiments have been performed with ten different particle size fractions. The tests indicate that although the ultimate adsorption capacity is independent of the activated carbon particle size, the adsorption rate is strongly affected by the particle size. Further, desorption characteristics using traditional Mintek and atmospheric Zadra procedures reveal interesting trends with variation in particle size and will be discussed in this paper.

Public Law 95-87 enacted by Congress in 1977 and subsequent regulations require coal mine operators to predict the effects of mining on the environment prior to the start of mining. Prediction of the effects of mining on the local groundwater system is a difficult task due to its complex nature and the lack of detailed published information. An investigation of water level fluctuations in five we1 1s positioned over three consecutively mined longwall panels was initiated in conjunction with an intensive subsidence monitoring program. The purpose of this work was to provide detailed information which could be used to predict certain hydrologic effects of longwall mining in the Northern Appalachian Coal Region. The results of this case study indicate that water level fluct- uations in the local ground-water system above longwall panels is associated with subsidence and that the static water level will generally re- establish at or near the pre-mining elevation after mining is completed.
