The new South African Mineral Policy has major implications on the way mineral rent will be collected and shared between the stakeholders in future. Although the policy does not supply details on how this will be done, drastic departures from practices under the previous dispensation require a new approach. For example, there introduction of the ?right to mine? principle implies that the repealed lease consideration concept will be expanded to all minerals. The new policy also makes provision for predetermined standard terms and conditions for all prospecting and mining permissions. It also states that, regardless of whether the mineral rights are state or privately-owned, all prospecting fees and mineral royalties will be determined by state officials after consultation with the registered holder of the mineral rights. This paper proposes a standard mineral royalty formula that complies with the principles mentioned in the White Paper and has been shown to be internationally competitive.

Monitoring of the slopes of surface mines can prevent loss of life, loss of equipment, loss of production and possibly the loss of the mine. The effectiveness of such monitoring depends on the extent to which slopes give adequate advanced warning before failing, and on the ability of the monitoring system to detect such warning. In this paper an overview is given of slope monitoring requirements, from both the geotechnical and survey points of view, as well as the types of equipment and instrumentation that are available. Legal issues relevant to slope monitoring are also dealt with. It is concluded that conventional geotechnical and survey instrumentation will continue to have their place in slope monitoring. However, the slope monitoring scene has changed substantially in recent years. A real and volume-based monitoring equipment is now available and this has provided, and will continue to provide, the means to improve safety, and to enhance productivity in mining. Its benefit to slope management is substantial. In the near future it is expected that data obtained from such equipment will add a much needed new dimension to slope engineering, and be used to improve slope designs and to optimize slope angles.

Authorities that regulate environmental issues pertaining to industrial wastes in South Africa regard landfill disposal as the only effective environmental management option for slag and other inorganic by-products from the ferro-alloy industry. Metallurgical slags are widely utilised in civil engineering and construction applications in other countries in the world and in line with the overall philosophy of conserving mineral and other natural resources, these materials should be assessed for the possibility of resource recovery, recycling, reclamation, direct re-use or alternative uses. This presentation describes a risk-based approach for the assessment of by-products from the ferro-alloy industry for alternative use. Once a by-product from an industrial process has been identified for alternative use, its intended use would be defined, but it will not be possible to control its actual use or misuse in society, nor will it be possible to control its fate during the application life cycle. In the interest of protection of human health and the environment, potential risks associated with the handling and uses of a material throughout its life cycle therefore have to be quantified. The assessment has to include both human health and ecological risks and must cover the entire life cycle of a product, from its production up to its end-of-life disposal. The presentation introduces the concept of tiered risk assessment and demonstrates how this applies in the overall assessment of by-products from metallurgical industry sector for safe use in society.

The Discrete Element Method (DEM) is a model that is used to simulate the motion of the media in a grinding mill. The sum of the energy that is lost in inter-media and media-wall collisions represents the power drawn by the mill. The fact that the DEM predicts the power drawn by grinding mills over a large range of diameters has been used to show the validity of the DEM. However, the power drawn by a mill is a function only of the sum of forces of the load on the shell liners. A more accurate and detailed validation of the DEM would be to measure these forces as a function of angular position as the liner moves under the load, and to compare these measurements with predictions generated using the DEM. An experimental mill has been developed to reproduce exactly what the 2-dimensional DEM simulates. The 0,55 m diameter mill has a length of 0,023 m, which is fractionally larger than the diameter of the media used in the mill. One of the lifters in the mill has been instrumented so that the forces on the lifter can be measured as the mill rotates. The DEM simulation will be used to predict these forces. This will give experimental evidence of the validity of the DEM for modelling load behaviour in rotating grinding mills.

Mineral floatability is strongly connected with mineral structure and composition. The complexity of mineral surfaces has meant that few attempts have been made to understand the effect of impurities (trace elements) on the flotation process. Zeta potential technique has been extensively used to evaluate the surface charge of mineral particles. Nevertheless, those measurements consider only an average of mineral particles surface charge. The presence of fine particles and inclusions covering a mineral may influence the local reagent adsorption process, which will ultimately be reflected in the subsequent global response of the mineral froth flotation efficiency. The current work assesses the iron oxide mineral, haematite (Fe2O3). Zeta potential and streaming potential techniques were used to determine the surface charge of fine and coarser particles of haematite. Further analysis was performed to determine the point of zero charge (PZC) of the mineral. In addition, adsorption isotherms of alkyl ammonium chloride reagents with different lengths of carbon chains were carried out. It was found haematite floatability depends strongly on the isoelectric point (IEP) value, which is affected by other mineral species present at the mineral surface. Haematite floatability became significant only at relatively high tetradecyl ammonium chloride collector concentrations (concentration greater than 4 10-4M), which does not happen with other oxides such as quartz. Unlike quartz, haematite develops a low surface charge over a wide range of pH, disabling all long-range attractive interactions between the mineral and the collector. Therefore, hydrophobic chain interaction is probably the most likely mechanism acting to promote collector adsorption and enhance further floatability. Diffused reflectance infrared Fourier transform spectroscopy (DRIFTS) was used to suggest a possible mechanism to understand the sequence of collector adsorption and the effect of trace species on it. In this study, graphical and mathematical methods used to determine operating points in single or multiple fan ventilation systems are summarized. The problem is mathematically formulized for parallel connected fans in which analytical solutions are not possible. For n number of parallel connected fans, a non-linear equation system that consists of n number of non-linear equation sis derived. The Newton-Raphson method, which is a numerical analysis method, is adapted to solve this non-linear equation system and the solution steps are given as an algorithm. A computer program based on this algorithm is written and its applicability is proved.

In this study, the reduction behaviours of MnO and SiO2containing slags by solid carbonaceous materials was investigated in both small and larger-scale laboratory experiments. Five types of carbonaceous material were investigated: 2 graphites, industrial coke, anthracite and eucalyptus charcoal. The effects of the reductant type/properties on the reduction kinetics, metal composition and metal yield, have been quantified. Results show that the reduction rate is highly dependant on the type of carbon used. It was found that the reductant type significantly influenced the SiO2reduction while it did not seem to have a large effect on the MnO reduction. This may be due to the different CO2and SiO reactivities of the materials.

What is not measured cannot be managed. This is true of most things, including a furnace lining. This paper describes a Lining Management System used for this purpose. It provides the operations staff with a management tool to predict long term lining life and acts as a process optimisation tool. It alarms and records upset furnace conditions. Outputs from the system are described as presented through a specially developed software package and interface. It includes vertical and horizontal furnace sections showing estimated isotherms through the lining as well as the furnace bath. It also shows calculated heat flux values, estimated lining wear and the freeze layer profile. A novel three-dimensional display is described which provides the operator with a big picture view of the furnace crucible profile under real time operating conditions. The powerful trending facility for analysing both measured and calculated values is discussed. The required instrumentation hardware as well as the installation thereof is described, with special reference to an electrically insulating thermocouple socket design. Finally feedback is provided on the first year?s performance of the system installed on an open ferrochrome furnace at Assmang Chrome, Machadodorp, South Africa.

Ongoing rockpass problems on mines within the South Africa region, prompted AngloGold Ashanti to embark on a risk assessment of major rockpasses. This commenced with the collection of relevant data to identify gaps in the available knowledge and identify existing problems. This was followed by an assessment of rockpass layouts to determine existing and potential interactions with other excavations. An initial risk assessment has been completed and the rockpasses have been ranked in terms of their risk profile. The lack of geological data and an easy and reliable method of surveying rockpasses have been identified as problem areas. Shortcoming is terms of rockpass management procedures have also been identified. Further work is required to quantify the risk in terms of probability of occurrence and consequences.

The Mining Division of Iscor, an integrated minerals and metals company, has recently completed a feasibility study for the establishment of a new heavy minerals mine and smelter in the Richards Bay area of KwaZulu-Natal, South Africa. The mine will produce a heavy mineral concentrate containing ilmenite, zircon, rutile and leucoxene which will be beneficiated at a central processing complex close to Empangeni. The ilmenite will be smelted to produce high-grade titania slag and pig iron for export. The ancient dune containing the mineral deposit is located some distance inland of the coastal dunes, and the sands contain a high proportion of extremely fine material which must be extracted ahead of the gravity separation process. Of the 56 million tonnes to be mined annually over the ten-year life of the mine approximately 23,4%?a total of 13,1 million tonnes of minus 45 micron residue fines?will have to be disposed of in a containment facility. The origin of the fine material is from the weathering of amphibole minerals. The remaining coarse sands will be returned to the mined area to re-create the original dune configuration. A number of options for the disposal of the residue fines have been examined and specialised laboratory tests undertaken to determine the deposition behaviour of the fines. The final solution involved the use of a ?sub-aerial? technique for deposition of fine material in a disposal facility. The resulting arrangement will adequately meet technical and environmental criteria. Upon closure after 10 years of operation, the surface of the disposal facility will be returned to sugar cane cultivation The paper refers to the various options considered and describes the problems associated with competent disposal of the residue fines and the development details of the final disposal facility.

The world mineral industry has over the years experienced growth in the production of nickel (Ni) due to its use not only in the catalytic industry but mainly also to its demand in the stainless steel production industry. Hence there is a need to produce more pure and marketable grades of Ni through the use of efficient purification routes such as solvent extraction. The V10-LIX®84-IC system resulted in nickel (Ni) extraction isotherm shifting to lower pH levels. The pH window of opportunity for the extraction of Ni subsequently increased in solution containing magnesium (Mg) and calcium (Ca) even though the system also resulted in slight shifts to less positive pH values for Mg and Ca curves. Results showed a synergistic effect of LIX®84-IC when added to V10 for all elements, Ni, Mg and Ca. The pH50 values for elements Ni, Mg and Ca in the V10-LIX®84-IC system were 2.95, 8.10 and 7.70 respectively. Comparing results obtained when using V10 alone produced ?pH50 for Ni, Mg and Ca being 3.35, 0.15 and 0.70 respectively, which was a confirmation of the synergistic shifts for all the elements. The ?pH50 (Mg-Ni)value was 1.95 with no synergism and 5.15 with synergism and that for ?pH50 (Ca-Ni)was 2.10 with no synergism and 4.75 with synergism. This showed that the Ni-Mg separation factor was relatively larger than the Ni-Ca. Improved loading and stripping kinetics were also observed. Testwork at Goedehoop Colliery showed that fine coal, essentially?150 microns can be successfully beneficiated using froth flotation. Both conventional and column flotation were tested. It was found that the traditional stirred tank type of flotation machines used in conventional flotation produced the best recovery of fine coal. After extensive testwork it was decided to develop a flotation machine on Goedehoop Colliery that would combine stirred tank and quiescent column technology. It was thought that this design would give the best combination of recovery and selectivity. The Multicell was developed and is producing results acceptable for Witbank coal flotation. Slags and fluxes used in metallurgical processes are typically made up of oxides (especially silicates), with additions of fluoride and carbonaceous matter. Despite the efforts made towards understanding the role of slags in various processes, little information is available on the structure of these slags. Tools such as X-ray diffraction, spectroscopy, and electron microscopy could be used for this purpose. This paper is based on an ongoing spectroscopic and structural investigation of slags and related materials. Spectroscopic studies of various commercial slags (predominantly ferrous), ores, glass and related materials, covering a wide range of compositions, have been carried out to understand the structure. The infrared spectra were recorded, predominantly, using FTIR spectrometer (Bruker IFS 66U) spanning 4000 to 100 cm-1using the KBr pellet method. The resolution was typically 4 cm-1. The spectral outputs have been compiled in terms of bands present (corresponding to different bonds) and then compared with the typical bands expected for such bonds. Efforts are in progress to identify the trends with respect to the chemical composition?for example, the effects of SiO2, Al2O3, and non-bridging oxygens. Data obtained so far indicate some trends such as (i) a shift in the Si-O band (969 to 1099 cm-1) towards a higher wave number with increasing silica content (almost 2 to 92 weight percentage) and (ii) further strong shifts as a function of the alumina content. The Oyu Tolgoi porphyry gold and copper project is located in the south Gobi region of Mongolia. The Ivanhoe Mines project has the potential to become a long-life copper and gold producer that could rank among the largest in the world. There are five deposits which cover a strike length in excess of 6.5 km, from south to north they are named South Oyu, Southwest Oyu, Central Oyu, Hugo South and Hugo North. The first three, collectively known as the Southern Oyu deposits, are planned to be mined by open pits, whilst extraction of the deeper Hugo deposits is planned using block caving techniques. The pits will have diameters of approximately 1000m and a maximum depth of 550m. The geological environment consists of a sequence of porphyritic augite basalt, dacitic tuffs and sedimentary rocks that have been intruded by several generations of porphyritic quartz monzodiorite and numerous post mineralization dykes. Several major faults cut through the southern deposits juxtaposing the relative position of the stratigraphy. The geotechnical investigation for the Oyu Tolgoi Open Pits was conducted in three distinct phases of increasing complexity: scoping study; advanced scoping study and feasibility study. Each phase consisted of data collection, interpretation and analysis designed to progressively develop 3D geotechnical domaining for the empirical, structural and numerical evaluations. The development of the geotechnical design parameters for these green fields open pits posed many technical challenges, brought about by the conditions associated with a lithologically and structurally complex environment. The design work focused on the optimization of the pit geometry to conform to equipment selection and blasting characteristics. Limiting bench stack heights were derived from the influence of major structures. The overall slope angles in each pit sector were developed around the requirement for haulage ramps and geotechnical berms. This paper describes each of these aspects and the methodology used to address the integration of the geotechnical characteristics with the mining environment.

The carbon cathode for aluminium electrolysis is also part of the container of the process. In order to understand the behaviour and possible failure of the cathode, detailed material properties under operating conditions are needed. The paper reports experimental studies of bath and sodium in filtration, graphitization with time, loss of strength due to sodium, sodium expansion as function of pressure, as well as creep due to the developed stresses. As an example, sodium and thermal expansion data are used to calculate strain-stress models of realistic cell designs, and possible design weakness can be pointed out. Elandsrand started shotcreting back in 1991. This paper will share the experiences of the mine by looking into the past, the present situation and the way Elandsrand plans to approach the future. It looks at the application of drycrete and discusses the factors that led to the introduction of wet fibre reinforced shotcrete. The logistical constraints of getting shotcrete material underground will be solved by the development of an underground batch plant, using run of mine waste rock as an aggregate.

This paper describes an investigation to separate and selectively recover silver, gold and platinum from jewellery and laboratory wastes, and produce technical grade material suitable for training purposes. Nitric acid was employed to dissolve and separate silver and other impurities from gold and platinum, which were then dissolved in aqua regia and precipitated selectively. The current work quantified the effects of temperature, stirring rate, leaching agent concentration and solid: liquid ratio on the recovery of the various noble metals and in summary yielded the optimum treatment conditions in each case. It was found that increased leaching reagent concentration (in the case of Ag), temperatures and stirring rates enhanced the recovery kinetics and optimum yield of the three noble metals. An increased liquid to solid ratio also enhanced the recovery of the silver. Recovery yields 97.1%, 99.9%and 99.4% for silver, gold and platinum, respectively, were obtained. The recovered silver, gold and platinum had purities of, respectively, 98.3%, 99.1% and 99.0%. A cost saving of approximately R10 000 per kilogram of scrap refined could be achieved by the in-house treatment of the waste, not to mention the time-saving benefit.

A pair of silicon rubber replicas of size 250 mm by 250 mm, from a natural rock joint, was used to produce several high strength concrete fracture replicas of different sizes, from 50 mm by 50 mm to 200 mm by 200 mm. The morphology of the concrete fracture replicas were digitized at the laboratory using a 3D-laser-scanning machine with high accuracy and resolution. The scale dependency of the geometrical properties, including surface roughness and aperture, of the samples were investigated using fractal method. The investigation was extended to study the scale effect on the mechanical properties of the concrete fracture replicas. Four concrete replicas having same geometry from each sampling size were sheared under four different normal loads. The results show that normal and shear stiffness and peak shear strength decrease with increasing sample size and decreasing normal stress. It is concluded that for accurate determination of geometrical and mechanical properties of rock joints in the laboratory and field scales, samples with size equal to or larger than stationarity limit are required. Die Morphologie der Beton Rissreplikas wurde mittels eines 3D-Laserscanners hoher Genauigkeit und Auflösung im Labor digitalisiert. Die Skalenabhängigkeit der geometrischen Eigenschaften, dies inklusive Oberflächenrauhigkeit und Öffnungsweite, wurden mittels Fraktalen bestimmt. Die Studie wurde durch die Untersuchung der mechanischen Eigenschaften der Betonrepliken erweitert. Hierbei wurden vier Betonrepliken der selben Geometrie jeder Probengrösse unter vier verschiedenen normalen Belastungen abgeschert. Die Ergebnisse zeigen das sowohl Normal- und Schersteifigkeit als auch die Spitzenscherfestigkeit mit zunehmender Probengrösse und abnehmender Normalspannung abnehmen. Es hat sich gezeigt, daß für eine genaue Bestimmung der geometrischen und mechanischen Eigenschaften von Felsklüften im Labor und im Feld Proben einer Größe gleich oder größer des stationären Limits verlangt werden. Deux répliques en gomme de silicone d’une fracture naturelle, de dimension 250 mm par 250 mm, ont été utilisées pour produire des répliques en béton de haute résistance de dimensions allant de 50 mm par 50 mm à 200 mm par 200 mm. La morphologie de ces répliques a été digitalisée au laboratoire à l’aide d’un laser-scanner 3D haute résolution et haute précision. L’influence de l’échelle des propriétés géométriques, incluant rugosité et ouverture, a été étudiée en utilisant la méthode des fractales. Des essais complémentaires ont été réalisés afin d’étudier l’effet d’échelle sur les propriétés mécaniques des répliques de fracture en béton. Quatre répliques béton de même géométrie pour les différentes tailles d’échantillons ont été cisaillées sous quatre valeurs de contrainte normale. Les résultats montrent que la rigidité normale et tangentielle ainsi que la résistance de pic diminuent en proportion de l’augmentation de la taille de l’échantillon et de la diminution des contraintes normales. On peut en conclure que, pour une détermination précise des propriétés géométriques et mécaniques des fractures au laboratoire et sur le terrain, des échantillons de taille égale ou supérieure à la limite stationnaire sont nécessaires.

In the synopsis, the author concludes that ?high levels of seismicity do not coincide with high rockburst rates?. Implicit to an appreciation of this statement is the necessity of a common understanding of what is understood by the terms: ?high level of seismicity? and ?high rockburst rates?. With respect to the former term there is no difficulty in that the level of seismicity is traditionally measured in terms of the Richter Scale. The latter term however presents a problem in that the author defines it as a particular sort of seismic event?viz: ?Rockburst? is understood as a seismic event that causes damage to an underground excavation with subsequent injury, loss of material/equipment or production shifts? (p. 322). No scale is given of the amount of: ?excavation damage ?level of injury ?material/equipment loss ?production shifts lost whether separate or cumulative, for a particular seismic event to be classified as a rockburst. A further difficulty arises in that in common usage the words ?rockburst?, ?seismic event? and ?earthquake? are all used to describe the same event.
