Since its introduction in 1956, the capital allowance has been increased and its scope widened. At present the allowance is 10% in respect of two categories of gold mine (post-1973 and other deep level mines) and 6% in respect of natural oil mines. The allowance is a significant incentive encouraging the development of new mines, to the benefit of both the fiscus and the South African economy as a whole. A strong case can be made for increasing the amount and the scope of the allowance. The Margo Report recommendation that the allowance should possibly be replaced with a system of direct grants is, in theory, neutral. However, practical difficulties exist with cash grants and there is concern with the implications elsewhere in the Margo Report that the capital allowance is excessive and that, as a consequence, such direct grants will represent an effective reduction in this incentive. I believe that the best course of action would be the retention (and enhancement) of the capital allowance and the expansion of its scope.

"The Zambian copper mining industry as we know it today had its genesis in the 1920s. Consistent private sector-driven investment in the industry over a period of over 50 years in exploration, mine development and operation, development of minerals processing facilities, building of infrastructure for pyrometallurgical and hydrometallurgical processing, with attendant support facilities, including building of whole new towns, resulted in copper production rising to a peak of 769 000 t in 1969, providingover 62 000 direct jobs. The industry was nationalized in 1973 and remained in government hands for just over 24 years. During this period, the industry experienced a serious decline in production levels, reaching the lowest level in the year 2000 when production was 250 000 t. An average of just under 2000 jobs were lost every year in the 24-year period, reaching just over 22 000 direct jobs in 2000.Following the return of Zambian politics to pluralism and liberalized economic policies, the government decided to privatize the mining industry. The process started in 1996 and by the year 2000 all the mining assets had been privatized. The new investors embarked on serious investment to upgrade the assets and to develop greenfield mining projects. Fourteen years later and after more than US$12 billion investment, production levels increased year-on-year to a peak of 763 000 t in 2013 with direct jobs reaching 90 000.This paper discusses the impact of the mining industry in Zambia on the economy in areas such as employment, support for other industries, direct contribution to the national gross domestic product (GDP), foreign exchange earnings, and social amenities. The paper also focuses on the performance of the mines during these periods vis-à-vis mineral availability, mineral grades and complexity, new technologies, and human capital. This is looked at particularly in the light of current challenges the industry is facing. Suggestions are proposed on how the industry can be nurtured to continue being a major driver for the Zambian economy and a major player in the international copper mining business."

A unique means of obtaining sea-water by G. R. W. WALKER, Pr. Eng., B.Sc. (Hons.) (Min. Eng.) (Member) Although the mining and treatment operations at The Consolidated Diamond Mines of South West Africa, Limited, are located within an average distance of I km from the Atlantic Ocean, the supply of clear sea-water in large and continuous quantities for use in treatment plants is made difficult by siltation of water-holes and the amount of sand in suspension in the sea itself. The need for sixty million litres of sea-water per day at the new No. 2 treatment plant necessitated the construction of a system that would ensure a continuous and reliable supply. Several sea-water intake schemes were proposed. This paper outlines the need for an improved means of obtaining water and describes the construction of the scheme eventually chosen - a tunnel driven through bedrock for over 400 m beneath the Atlantic Ocean. At the end of the tunnel, two large chambers were excavated from which vertical holes were drilled to intersect the sea-bed.

The demand for rare earth elements (REE) is increasing rapidly owing to the emergence of new cleanenergy and defense-related technologies. China’s dominates the world production of REE. In this paper, we review the ore characteristics of four typical REE deposits in China and discuss the conventional beneficiation techniques, including gravity and magnetic separation, flotation, and hydrometallurgical processing of these ores. Some of the latest laboratory findings and industrial applications, as well as the development of novel reagents for REE processing in China are presented. The REE beneficiation technologies developed and employed in China could constitute a good case study for many other emerging projects being explored around the world.

Ores from a single deposit may exhibit extensive variability in their mineralogy and texture. The ability to quantify this variability and link it to mineral processing performance is one of the primary goals of process mineralogy. This study focuses on the effect of alteration in three platinum group element ore samples from the Great Dyke in Zimbabwe – two of which were more pristine compared to the third, which was locally classified as ‘oxidized’ ore. These ores are known to be characterized by varying degrees of alteration, resulting in numerous challenges in flotation and affecting both grade and recovery. Alteration, by near-surface oxidation, of the valuable base metal sulphides and platinum group minerals resulted in lower flotation recoveries of Cu, Ni, Pt, and Pd. Evidence of incipient oxidation was more readily observed in the base metal sulphide assemblage than the platinum group mineral assemblage, even though the loss in recovery (because of oxidation) was most significant for Pd. Alteration through hydration resulted in a significant increase in mass pull and dilution of concentrate grade through the inadvertent recovery of naturally floating gangue comprising composite orthopyroxene and talc particles. In this study, the amount of naturally floating gangue was more strongly correlated with the talc grain size distribution than the grade of talc in the flotation feed. The oxidation and hydration alteration reactions are not necessarily mutually exclusive, although one may be more dominant than the other, giving rise to ore variability.

A review of real-time particle size analysers A. L. HINDE,. B.Sc., A.R.C.S., D.I.C., Ph.D. The physical principles of different sizing techniques are critically examined in order to evaluate the suitability of the techniques for real-time particle size assessment. Examples of both successful and unsuccessful attempts at producing an acceptable real-time sizer are described in order to delineate the difficulties involved in making rapid and accurate size measurements. Only two of the examples described have proved to be suitable for on-line particle size monitoring, namely the "MintekjRSM Onstream Slurry Sizer" manufactured by Cartner Group, Ltd., and the "PSM System 100" made by Autometrics Co. Both these commercial systems are capable of assessing particle size with an accuracy comparable with that obtained by routine sieving and weighing. The "PSM System 100" has been used successfully for automatic control of grinding circuits. Economic benefits derived from this system, operating under rigorous plant conditions for several months, have proved that real-time size analysers are of significant value to the mining and metallurgical industry.

The influence of Iscor coke and Delmas coal on the reduction of Mamatwan manganese ore to ferromanganese was examined by use of a variation of the 'stationary charge in controlled environment' (SCICE) technique. The charges of Mamatwan ore and the appropriate reducing agent were heated to temperatures between 1300 and I600 °C and either allowed to cool immediately the required temperature had been reached or held at that particular temperature for periods of up to ... hours. The heating rate was 350°C per hour, the particle size of the ore was between 2,83 and 12,7 mm, and the particle size of the reducing agent was between 2,83 and 6,35 mm. After being allowed to cool in air, the reacted charges were examined by optical microscopy, X-ray-diffraction analysis, scanning electron microscopy, and electron-microprobe analysis. No significant difference was found between the changes observed during the reduction of Mamatwan manganese ore by Iscor coke and by Delmas coal. A hypothesis is advanced to explain the mechanism of formation of the Fe-Mn-C alloy.

This title of is not that originally chosen for the Colloquium, which was 'A high gold price'. Such a title would have been unfortunate because it would have related the Colloquium only to the high gold price of the past two years, which reached the dizzy peak of 850 dollars per ounce in January 1980. The chosen title is, of course, the right one because it places the whole problem in the right perspective. It relates to a situation that has occurred many times before. Over the course of the past century, the gold price has periodically been inhibited from rising, so that it has undergone a succession of stepwise increments. With each increase, the relationship of the working cost to the gold price alters, and gives rise to a jump in ore reserves. Award for CMI fuelling technique Consolidated Metallurgical Industries Limited - the Lydenburg-based ferrochromium producer in the J.C.I. group - was one of the five recipients of the 1981 National Productivity Institute annual award.

Compositing or regularization of drillhole data is common practice in mineral resource estimation and is deemed a necessary step in producing unbiased estimates of mineral resources and reserves. Commonly, data are collected over irregular distances due to the varying relative thicknesses of lithologies drilled or sampling/assaying strategies. This necessitates data transformation to regular lengths of equal size to ensure that all data have the same sample support. However, there have been few detailed publications on the effect of this process on the composited data that are subsequently taken forward for the estimation process. In this paper, three currently available compositing methods are reviewed and the effects of inappropriate compositing methodologies presented. It is shown through a case study that compositing samples to different lengths leads to changes in the average and variance of the grades in the drillcores in the dataset, which will impact the final estimated value. These differences are exacerbated by breaks or gaps in data where, for a variety of reasons, there has been no data collection or data have been lost. The importance of appropriately treating blank and zero data is also presented. Globally, these differences might be minimal, but locally may be substantial, affecting the efficiency of the estimation and subsequent use of the results in, for example, mine planning and reconciliation. Further detailed investigation of compositing practices is required if the full implications of compositing are to be understood and any induced bias effectively defined.

Historically the insurance industry's involvement in any project has been relatively late in the process. Often it was a case of the last item to be ticked off the checklist has been to ensure that the insurance is in place. However, in more recent times insurers have imposed more restrictions on the cover they are prepared to provide, which has in some cases necessitated a change in the contracting structure to accommodate the insurance policy(ies). In addition, changing contractual practices have changed the allocation of risk between the various parties involved. This calls for a more proactive approach to the design and implementation of an insurance program for both the construction and operational phases of any resource project. This paper explores how a risk managed approach to the design and implementation of an insurance program for a resource project can align itself with current management approaches to project development. From the authors' experience, this approach is best adopted early on in the project (often in conjunction with the bankable feasibility study) and follows AZ/NZS4360 to objectively examine and compare a wide range of risk exposures of the project in a time-effective manner across the following areas: ? personnel; ? environment; ? general management; ? compliance - legislation, systems, protocols; ? asset management; ? change management; ? financial impacts to the organisation; ? products/services; ? service delivery; and ? technology. Having identified and then analysed the risk exposures according to common consequence and likelihood ratings the next step is to develop a risk map of all considered exposures. The true value of this approach lies in the development and implementation of a risk treatment plan for identified exposures where the exposure is unacceptable. The plans will lead to the optimal solution to the appropriate risk prevention, risk mitigation and risk transfer options available. This paper also examines other benefits to the project that may arise from adopting a risk managed approach in addition to the ability to design an insurance program which recognises the exposures and the ability of the organisation (and other project parties) to retain risk.

A fuel cell is an electrochemical engine that converts the chemical energy of a fuel, such as hydrogen, and an oxidant, such as oxygen, directly into electricity. The emerging fuel cell industry may represent a major opportunity for the global platinum mining industry. This is because low temperature fuel cell systems use platinum group metals as catalysts. Fuel cell vehicles may become the most important driver of future platinum demand within years of their commercialization. A great number of factors impact on and drive the diffusion of fuel cell vehicle innovation. Such drivers range from energy security to environmental concerns and the technological development of fuel cells and systems. Such factors and drivers of fuel cell vehicle diffusion are combined with the generic ?body of knowledge? on ?technology forecasting? and ?diffusion of innovation? to design a framework that provides a holistic approach to the analysis of this complex enterprise. An attempt is made in this paper to address the following questions: Which types of fuel cells require platinum group metals? Which types of fuel cells will achieve dominant design status? Will fuel cell vehicles diffuse successfully? How big will the impact of successful fuel cell vehicle diffusion be on future platinum demand? How well do fuel cell vehicles compete with incumbent technologies such as spark-ignited and compression-ignited internal combustion engine-driven vehicles? How soon will oil depletion start to drive the diffusion of fuel cell vehicles? How important is hydrogen as a fuel? What impact does the inadequate hydrogen fuelling infrastructure have on fuel cell vehicle diffusion? The paper contains some initial results of a research project that has the aim of producing a schedule of future platinum demand generated from fuel cell vehicles. Artisanal and small-scale miners in Nigeria struggle to attract formal financing to upgrade their operations to a more sustainable form of small-scale mining operation. Literature shows that for an investment to attract formal sources of financing; the business must be considered creditworthy by potential lenders. This means that the credit risks associated with the investment must be bearable for the potential lender. This study looks at how artisanal and small-scale miners can attract formal funding, which will help them take the leap from artisanal state to a form of sustainable small-scale mining operation. This study evaluates the creditworthiness of artisanal and small-scale mining operators using key credit risk parameters identified in the literature and through primary investigation. A quantitative study is conducted on a sample of 100 artisanal and small-scale miner establishments in Nigeria to evaluate the effect of these identified credit risk parameters on creditworthiness. It is shown in this study that being a member of a mining cooperative society, which is a form of social collateral, best improves the chances of access to formal financing for miners within the sample group. This underpins the role of social collateral, in both the formal and informal economy, and its influence in improving the creditworthiness of a typical artisanal and small-scale miner.

A deposit to be mined by underground methods can be accessed by a number of methods: ? Adit ? Decline or ramp ? Inclined shaft ? Vertical shaft. Adits are an economical approach when the orebody is above the general floor elevation i.e. suitable in hilly or mountainous terrain. Incline shafts are limited to relatively shallow deposits, and because they are developed on an incline, development lengths for a given depth are the three to five times longer than for a vertical shaft. Vertical shafts are the preferred method for deposits deeper than 300 m but the development rate is slow and construction costs are very high. Declines or ramps offer early access to shallow deposits, which develops the ore body expediently, but are generally developed at a gradient of approximately 12 per cent. Decline haulages have become an attractive alternative to shaft hoisting, and over recent years the role of decline access has become more widespread throughout South Africa. Traditionally, South Africa has enjoyed the use of shaft systems, largely due to the large knowledge base of mining the Witwatersrand Basin, where vertical and inclined shafts were the norm. South Africa has also had the advantage of cheap electricity, giving shafts a definite economic advantage. However, in recent years the national power utility ESKOM has undergone an expansion programme that has led to tariff increases of nearly 100% over a three-year period. Based on the changes in electricity tariffs and technological improvements to underground haulage trucks, the economic inputs to access development have changed. This paper reviews mine access for shallow deposits as currently applied in South Africa. Based on current economic inputs, the paper investigates at what point a vertical shaft would be more economical than a decline system utilizing typical South African mining equipment.

Pre-reducing chromite with hydrogen offers significant benefits, including reduced energy consumption in downstream smelting and lower carbon dioxide emissions. To leverage these advantages, it is essential to develop computational models that facilitate the design, optimisation, and control of the process. Full scale models such as 3D computational fluid dynamics models are often used to investigate the multi-scale flow physics in heterogeneous reactors. However, these models impose prohibitive computational expense in the modelling of heterogeneous reacting flow systems. The high computational expense prevents the use of high dimensional systems in real time control and online optimisation of reacting flow systems. In order to facilitate incorporation of predictive models in the heterogenous reacting flow systems control loop, computationally efficient reduced order models are required. Owing to these requirements, a reduced order model for pre-reduction of chromite with hydrogen was developed with the view to rapidly predict the performance indicators for pre-reduction of chromite with hydrogen. The Thiele modulus method was used to develop the reduced order model, and the model results were compared to isothermal pre-reduction experimental results at a range of pre-reduction temperatures from 1200 oC to 1400 oC. The model predicts the degree of reduction, diffusion of gases through the product layer, unreacted core radius of the grain radius, and local and global conversion. The final conversion across all temperatures as predicted by the reduced order model deviate from the experimentally calculated conversion by a maximum relative error of 2.7% while the initial conversions differ significantly, reaching a maximum error of 65%.

The South African mineral resource royalty system, initiated in 2010, employs a hybrid ad valorem approach tied to profitability ratios. This rate is then applied to the total revenue from mineral sales. In this article we explore how the profitability ratio in the mineral resource royalty formulae interacts with the gold tax formula as applied to South African gold mines, devising a strategy for cut-off grade optimization. The study focuses on nine narrow, tabular-reef (Witwatersrand) gold mines. The approach involves a mixed-integer cut-off grade optimizer utilizing Excel Solver, incorporating relevant royalty and income tax formulae. Different mineral resource royalty cost scenarios were examined. Ignoring these costs in the break-even analysis lowers the cut-off grade but slightly boosts profits compared to considering expected costs. The developed optimizer model, recognizing the profitability aspect of the mineral resource royalty and income tax formulae, yielded a 6% lower cut-off grade than the base case. This is significant for increasing mine life. While the profit differences are marginal (0.2% compared to the break-even base case), substantial improvements were noted: a 6% increase in stope tons above cut-off grade, and a 4% rise in total revenue. Enhanced resource utilization (3% extra gold kilograms) reduces necessary development and overall costs, allowing for a reduction in the cut-off grade and ultimately, more profit.

A three-day symposium on the production of clean steel organized by The South African Institute of Mining and Metallurgy, was held in September 1995 at Vanderbijlpark. It was attended by 151 delegates, who represented the whole of the steel industry in South Africa: Iscor Works, Saldanha Steel, Columbus Stainless, Highveld Steel & Vanadium, Iscor Research & Development, University of Pretoria, and Technikon Witwatersrand, as well as the users of steel products were represented. Professor Allan Cramb held the delegates attention with well-presented research and practical information. He obtained excellent interaction with the delegates by responding in depth to the questions put to him during the Symposium. In summary, he emphasized the following aspects of the elimination of defects during the processing of steel in continuously cast materials.

The internal rate of return (IRR) is one of the most popular project evaluation criteria in the mineral industry, as well as in other industrial sectors. Analysis of its assumptions reveals, however, that this criterion does not function in the way it is supposed to. The search for a new criterion that would reflect the true rate of return (TRR) of an investment project or the true borrowing rate (TBR) of a borrowing project has led to the development of several approaches, yielding, for the same project, generally different values of the interest rate in question. Two of those approaches have been selected as the most representative and practical. Each has been presented in two variants, and subsequently analysed. As a result, it is shown that the various approaches to the TRR/TBR are all consistent with the net present value (NPV) criterion, and that each can serve as an independent project evaluation instrument, provided its assumptions can be regarded in a given situation as realistic enough.

India is devoid of coking coal resources, which is a vital raw material for coke making. As a result it has to import about 80% coking coal for steel making. Indian National Steel Policy, 2017 has envisaged crude steel production around 300 million tonnes Mt) by the year 2030-31 and forecasts coking coal demand of 161 Mtpa (million tonnes per annum). One way of improving the indigenous resources is to study the performance of existing washeries and to improve the clean coal recovery by adopting suitable technology. A study was carried out, mainly to focus on the fine coal circuit of an existing coking coal washery, to generate the desired quality of clean coal. The operating coking coal washery being studied is presently feeding coal from nine different sources with varying feed ash contents. The coal fines varied in ash content ranging from 19.5% - 43.6%. For treating the coal fines, the washery has operated a spiral for the past few years. Performance studies were carried out, and it was found that the spiral is not efficient in recovering the cleans. Detailed investigations were carried out on the coal fines using flotation techniques, and it was found that to achieve a low ash clean coal, the froth flotation is a much better beneficiation option than a spiral, The studies showed that the recovery of clean coal through a spiral is 67.7% at ash content of 27.0%, while flotation tests showed a recovery of 68.1% at 16.5% ash content. South Africa is a leading player in the international ferro alloys industry. Historical factors that have contributed to this dominant position include an abundance of natural resources and relatively low cost electricity. A number of relatively recent developments are potentially threatening this position. These include new legislation affecting the mining and minerals industry, a shortage of some types of suitable reductants, depletion of surplus electricity generation capacity with resultant threat of real escalation of electricity prices and pressure resulting from the recent strengthening of the South African Rand. The industry is addressing these challenges in a number of ways to ensure long-term viability. Some of these measures include investments in more efficient technologies that have economy of scale benefits and are less dependent on expensive reductants and electricity. Local macro-economic impacts include new legislation regarding ownership of enter-prises, mineral rights and royalties on mineral sales, development plans for port and rail infrastructure, as well as initiatives to expand electricity generation and coke production capacity. The fundamentals for being a successful ferro alloy producer are still largely in place for South African producers. Therefore the South African ferro alloy industry will remain competitive and is well placed for continued growth in line with the international growth in ferro alloy demand. The industry should emerge leaner, more efficient and ready to respond to any future demands of the industry. This paper will cover the present status of the industry, the factors that are impacting thereon and a view on its future outlook.
