"Inhalation of crystalline silica is associated with a biphasic biologic response of acute cell injury and chronic pulmonary fibrosis. Dust induced cell membrane injury leading to the release of lysosomal enzymes and cell death has been implicated as the initial important biologic event triggering the fibrosis. However, it ls also possible other biologic reactions could alternatively, or in addition to these enzyme related cytotoxicity reactions, alter the normal functioning of cells. It is well known that phagocytic activation results in the production of oxygen radicals which are highly cytotoxic to cells. In healthy - lung, protection against the toxic effects of the normal balanced ·biologic reactions are provided by a number of defen1e systems including antioxidants. In disease or condition of overproduction of oxygen radicals, biochemical protection may be overwhelmed with resultant cellular injury.Our recent observations have shown that reactive oxygen radicals (ROR) are generated during grinding of crystalline silica. We hypothesized that these newly generated RORs may cause cell injury, lipid peroxidation, or even damage to macromolecules such as DHA. Biochemical aberrations caused by the inhalation of crystalline silica with ROR at occupational settings might overwhelm cellular and antioxidant defense systems of the lung leading to injury and subsequent fibrosis.To test this hypothesis, we have investigated the generation and decay of ROR produced by crystalline silica using electron spin resonance (ESR) and investigated its toxicity with conventional biologic tests at various time intervals after grinding. We also studied the decay of these newly generated RORs in buffer and the effect of antioxidants and scavengers in the abolition of cellular damages."

Since the introduction of electricity into the mines of the United States , the hazards incident to the industry have increased materially in both coal and metal mines . For economic reasons the tendency at present , particularly in coal mining , is decidedly toward the adoption of electrical mine machinery , including alternating current machinery , on a more extensive scale than ever before . Obviously, the growing use of such equipment will result in an ever -increasing number of underground transformer stations . The principal electrical hazards in mines are threefold ; fire , explosion, and contact . Of these , fire is the greatest hazard involved in the use of electricity underground , and several fires have originated in underground transformer and motor generator set stations . The fire hazard due to improperly installed and poorly maintained underground transformer stations is an ever-present one , and failure to take the necessariman remedial action is likely to result , sooner or later, in the destruction of life and property . Upon suggesting the necessary corrective measures with respect to such installations , one is often confronted with the statement to the effect that even though this particular hazard has existed over a period of years , there have been no unfavorable results therefrom thus far . Frequently , the desirability for action is not apparent to the mine management until it is too late . Because a mine has a record free from fires , explosions , etc. , over a number of years of operation during which these hazards existed , such good fortune should not be taken as a guarantee that this or any other mine is immune from these common dangers . When the elements of an existing hazard are properly balanced or in the right proportion, the unfortunate combination must of necessity culminate in misfortune of one kind or another. The fire hazard due to underground transformer installations can be very definitely minimized by proper installation and maintenance . In coal mines the transformer banks , connected to 2,300 and occasionally to 4,400 volt circuits , are often found located in open- ended crosscuts , mounted on concrete or timber foundations , and in nonfireproof surroundings .

A system for measuring amplitude probability distributions (APD’s) of electromagnetic noise in coal mines is described and typical APD’s from an underground coal mine are presented. The APD is a basic statistic required for the design and analysis of communication systems, especially those intended for use in noisy environments, and where neither overdesign nor underdesign is acceptable. The rms and average field strengths are obtained by integration of the APD, and examples are shown at several frequencies. All field strength levels are given in absolute units. Selected frequencies cover the range from 10 kHz to 32 MHz.

Illinois has the largest reported bituminous coal resources of any state and is one of largest coal-producing states in the nation. Coal-bearing rocks underlie about 65 percent of Illinois, including all or part of 86 of its 102 counties. An estimated 18 1 billion tons of coal resources are still in the ground. Using present mining methods, more than 30 billion tons of coal are classified as recoverable. This represents almost one-eighth of the total recoverable reserves of all types of coal in the United States. The state's surface mining regulatory program was conditionally approved June 1,1982. It received full approval October 25,1988. The Abandoned Mine Land Program was approved June 1, 1982, and the AML emergency authority June 11, 1984.

No regular monitoring of methane is required in areas of gassy coal mines outby the mining face. Methane ignitions that have occurred in mine outby areas indicate the need to provide better protection to workers. Handheld methane monitors are now used by some miners to make periodic measurements of methane at the working face. The IYONI II gas detector which is incorporated into a miner’s cap lamp and worn on a miner’s helmet can continuously provide an alarm signal whenever methane levels exceed a set level. Tests were conducted to evaluate the performance characteristics of this methane detector by measuring response times with methane gas supplied through a calibration fixture or adaptor. Other response time tests were performed with the detector in an environmental test box. Performance was also evaluated in a full scale test gallery where face methane emission and underground ventilation were simulated. Procedures for calibration by response time measurement of the IYONI II detector have been developed. In limited testing, the IYONI II detector was found to reliably detect the presence of 1 percent by volume methane.

This paper discusses human judgment and decision making under stress. The authors review selected recent literature across various disciplines and suggest a definition of stress within the context of decision making during the management of emergencies. They also discuss fieldwork by the Pittsburgh Research Laboratory, NIOSH, which explores traumatic incident stress, the relationship between previous training and performance under stressful conditions, and human behaviour in underground mine fires. The authors assert that stress is one of the factors that decision makers must contend with in most life-or-death situations. They suggest that a better understanding of individual judgment and decision making activities whilst under stress would yield a better understanding of how people reach the choices they make in emergencies. This enhanced understanding would be of enormous value to emergency managers, researchers and policymakers.

The United States Bureau of Mines (USBM) developed SPONCOM to aid in the assessment of the spontaneous combustion risk of an underground mining operation. A prior knowledge of the spontaneous combustion risk of the coal and factors that increase that risk can be useful in the planning and development of proactive monitoring, ventilation, and prevention plans for the mining operation. Interactive data input screens prompt the user for information about the coal's chemical and physical properties, the geologic and mining conditions encountered in the mining of the coal, and the mining practices employed. During the input process, 'expand' screens provide the user with specific information on each input parameter. This information includes a description of the parameter and its effect on the overall spontaneous combustion risk. The program logic determines the coal's relative spontaneous combustion potential, based on the coal's proximate and ultimate analyses, and heating value. The program then evaluates the impact of the coal properties, geologic and mining conditions, and mining practices on the spontaneous combustion risk of the mining operation. The program output provides details on each factor that increases the risk of spontaneous combustion.

Overexposure to airborne respirable crystalline silica dust can cause disabling or fatal respiratory disease, and mine worker exposure to silica dust continues to be an ongoing occupational health concern. Exposures of surface coal mine rock drillers to respirable crystalline silica are of particular concern. On surface coal mine drills, bailing air flushes the cuttings out of the drill hole. Conveyor belting material is typically used to fabricate a shroud around the drill deck in an effort to contain the drill dust so that it can be captured by a collector. Dust leakage from the drill shroud is usually the worst dust source problem on most drills. The focus of this work is drill shroud dust leakage and the relationships of various drill parameters on this leakage. Experimental data were obtained and used in combination with dimensional analysis to establish these relationships. In general, it is found that airborne respirable dust (ARD) concentrations vary in a direct relationship with shroud leakage area and in an inverse relationship with drill deck cross sectional area and shroud height. This work expands the testing and dimensional analysis previously reported for collector/bailing air flow ratios ranging from 2:1 to 4:1 to include ratios approaching 1:1. A semi empirical mathematical model has been developed and expanded to describe ARD generation on surface coal mine drills. Geometric parameters included are drill deck height and cross sectional area, shroud leakage associated with the deck shroud, and the operational parameters of bailing airflow and dust collector airflow. The relationships can be described by logarithmic functions and yield predictive ARD values, which fall in the range measured on operating drills for collector/bailing air flow ratios greater than 2. However, at values of collector/bailing air flow ratios of approximately 1.1, the amount of ARD shows minimal response, if any, to drill deck shroud improvements that do not result in near perfect seals. This is a condition that can occur in actual operation and is a substantially different result than previously expected and reported. Application of these results should provide mine operators with sufficient information to determine (1) the relative magnitude of their dust emissions, (2) where they should focus their efforts to reduce ARD emissions and (3) the improvement they could reasonably expect to achieve. Given that exposures of surface coal mine rock drillers to respirable crystalline silica are of particular concern, substantial reductions of airborne silica dust during drilling may be estimated and achieved through use of the analysis presented. The twelve latexes listed in Table XI penetrated A horizon soil as shown by elution through a laboratory soil column and gave good sealing efficiency. See details in Table XII. High elution through laboratory soil columns of 4 to 6 inches depth is desirable because it predicts penetration of latex to a greater depth in the field. No definite correlation was evident between penetrating ability and particle size, surface tension, or pH. Most of the materials, however, were characterized by low surface tensions in the 36 to 53 dynes/cm range while particle sizes were usually in the intermediate range of about 1500 to 2500 Å. Naugatex J-3471 (a highly crosslinked styrene-butadiene copolymer) was the most promising of this group for stability, penetrating ability; and sealant efficiency. It also showed utility with [B] profile soil. Many of the other latexes tested in this investigation showed good sealing efficiency but were judged unsatisfactory because they gave low penetration or formed surface films with & horizon top soil. In general, latexes containing cationic surfactants were not satisfactory because they formed a heavy surface film. This is due to neutralization of the positive latex charge by the negatively charged soil particles.

MINE PROTOTYPE The prototype chosen for application demonstration is from Kingery (1960). The mine and the ventilation plan is presented in Figure 11. A new coal mine is projected with entrance by slope 1,500 feet long. Nine train entries will be standard for development, five as intake and four as return. One return shaft is planned near the slope bottom. The slope will have an area of 150 square feet and a perimeter of 55 feet. The return shaft will be circular with a diameter of 18 feet and will be 500 feet deep. Two hundred feet of the shaft and 500 feet of the slope will be concrete lined. Will it be possible to operate five units per shift with amount of air at each unit not less than 25,000 cfm? Additionally, a shop at the slope bottom will require 10,000 cfm. The problem is completely worked out using standard ventilation formulas and simple manual calculations in the above reference and is reproduced here in Appendix II for ready reference. APPLICATION In this manual, four different applications of the PSU/MVS are outlined. An article by Stefanko et al (1972), outlines how one can move from a mine map to a network for the generation of computer input. Attention is drawn to Figure 12, which is the network line diagram of the mine ventilation system in Figure 11. Note that every roadway junction has been numbered. Accidents occur when least expected, from sources that we rarely anticipate and with outcomes that can vary greatly. Anyone who has ever been involved in an automobile accident knows, the transition from driving comfortably and safely down a highway to being involved in a potentially life-threatening situation can occur in a heartbeat. Accidents on the job are no different. The mining industry has a relatively small number of electrical injuries, compared to industries such as construction or agriculture, due to the small total employment in mining. Mining does, however, have one of the highest occupational electrocution rates of any U.S. industry, at 2.8 for every 100,000 workers per year. This is approximately four times the average for all industries. Data from the Mine Safety and Health Administration (MSHA) shows that 75 electrical fatalities occurred in the mining industry between 1990 and 1999. Of these, at least 17% involved high-reaching mobile equipment that contacted overhead power lines.

So far as the propagation of electromagnetic waves is concerned, an underground tunnel behaves like a pipe or hollowed waveguide. Waves propagate in this tunnel with a low attenuation only if their frequency is higher than a so-called critical frequency which depends on the shape and mostly on the cross -dimensions of the tunnel and which value is in the neighbourhood of several tenths of MHz. However, when a metallic conductor is stretched along the gallery the electromagnetic characteristics of the latter are considerably modified and the effect of the cut-off frequency disappears; this is due to the fact that the gallery equipped with such a conductor works like a coaxial cable where the conductor serves as the outward conductor and the wall of the gallery as the return conductor. This is the principle of the monofilar waveguide cable which has been perfectly studied by Gabillard. Two mean characteristics of the monofilar mode are as follows: first of all, when the cable is suspended in the middle of the cross section of the gallery, the electromagnetic field occupies all the space between the wire and the walls of the gallery. When the wire is close to the wall, the electromagnetic field tends to become concentrated between the wire and the wall, with the consequence that, with the given monofilar mode power, the aerial of a receiver standing somewhere in the tunnel will capture a weaker and weaker signal. Secondly, owing to the fact that the mode of monofilar propagation uses the ground as return conductor, its power of propagation is considerably diminished; the closer the wire is to the wall the higher the attenuation, for only a very small part of the wall is utilized as return conductor. To cover great distances, everything else being equal, two or more conductors must be placed in the gallery. If the distance between two conductors of a cable is much smaller than the distance between one or other of the conductors and the walls; or again if one of the conductors surrounds the others and forms a screening, two sorts of modes appear: on the one

"Health standards in the U.S. are among the highest in the world. Achieving these standards have often had an impact on productivity, slowing output, and raising prices to levels that make it difficult to compete with many foreign industries. The answer to many of these problems lies in the development of new and advanced control techniques. This overview has identified some of the major respirable dust technological hurdles that have been overcome, and provided some insight into current and future approaches underway to remove these obstacles and to provide the United States with the most advanced state-of-the-art mining industry in the world from a respirable dust standpoint. The necessary developmental research is costly and time-consuming. The long-term, high-risk aspects of this effort are being addressed by the Bureau and the Generic Center on Respirable Dust, with support by industry. This should be recognized as one of the principal agents through which the great mineral potential of this Nation can be realized, and our international status as a mining power be assured without compromising the health and welfare of those who ensure it.The problem of more stringent dust standards will continue to grow. To date, approximately 40 pct of the coal mining industry has been placed on more stringent dust standards due to quartz. Control techniques must be improved if mandated levels are to be met. As longwall production increases, dust levels will also increase. In light of the industry trend toward longwall mining, if no new control technology is available, the Federal dust standard will act as a constraint on future output per hour. The Bureau has recently completed a survey of 18 coal preparation plants; 50 pct of these operate at dust levels which exceed 2.0 mg/m3; future work will be directed toward solutions in this area. The 2.0 mg standard for respirable dust is for dust particles which are below 10 pm in diameter. Recent studies have shown that dust in the range between 10 and 25 pm can cause obstructive airway disease. The Bureau is currently determining the extent of exposure to dust in this size range from various mining operations."

Recently the attention of the U. S. Bureau of Mines has in a number of instances been called to the firing of shots of permissible explosives in coal mines with delay-action detonators. In one bituminous coal mine they were used to bring down the coal for conveyor loading; in another in blasting pillars, which were not undercut; in another in one of the two charges separated by stemming in deep drill holes where the coal was undercut and sheared and mechanically loaded; in another in shooting top coal; and in another in the shooting of coal faces electrically from the surface. Some of these mines were rated as gassy by the State Mining Department in the State concerned. In most instances the charging of holes was done while the working shift was in the mine, and in some the shots were blasted while the working shift was in the mine. In all of these cases the shots were dependent - that is, the efficacy of the succeeding shots was dependent - upon the firing of the preceding shot or shots. The first shot, or possibly two or three shots, was usually fired with a no-delay electric detonator or an instantaneous electric detonator.

To be successful , human exertion employed for the creation of value requires power and heat ; the ability to produce concentrated power in great quantities has resulted in the relatively recent industrial development that is so profoundly affecting the world . In our commercial history , we have advanced through several stages in the selection of the most suitable fuels , continuously striving to increase the flexibility and range of energy- transmission . The easy distribution of light , power and heat is the leading factor in the decentralization of industry which promises to correct some of the serious evils that have followed in the footsteps of our commercial development . The distribution of fuel in quantity in so convenient a form and with such an attractive reliability- factor as can be had with gas , meets the modern conception of efficient service . Natural gas has been used in this country for more than a century, but recently it has attained a prominence far in excess of anything known in its earlier history. We may consider that we are now getting into our real stride in the utilization of our natural- gas resources . : In a country like the United States , wherein we are accustomed to mammoth achievements , we may be inclined to accept casually the noteworthy technical and economic advances which have resulted in the expansion of natural- gas distribution . About three years ago , the transmission of natural gas a distance of more than 250 miles from its source was first accomplished , and this was really a noteworthy engineering feat . Today , this useful commodity is being transported twice that distance , and lines are being laid which will carry gas more than 900 miles from the points of occurrence . Let us not take such outstanding improvements too much as a matter of course ; the industry should be congratulated on its long steps forward .

Recently, a collection of programs that will simulate a ventila¬tion system with extensive analyses and report-generating capabilities and error diagnostics has been developed (Didyk, 1974). It has pro¬visions to handle air injections, methane or gas emissions, and leakage. Additionally, it will solve problems where fixed and/or maximum air quantities are specified for some airways. Finally, the simulator has been structured to be extremely modular so that additions and revisions to the model can be easily made. The general aspects of the information flow and logical structure of the mine ventilation simulator are shown in Figure 14. The output from the methane emission model is input into the ventilation simulator for calculation of the concentrations in all branches of the network. The methane model and the ventilation simulator provide powerful tools for the analysis and planning of mine ventilation systems. INPUT DATA REQUIREMENTS In all of the mathematical models, several coefficients that de¬fine the characteristics of the ventilation system are used. For the ventilation simulator, these include the frictional characteristics of the ventilation regulatory devices. Considerable work has been done on the experimental determination of these coefficients for smooth pipes and well-defined mediums, but only limited data are available for actual mining conditions. [The meaning of the term "bauxite' has always been somewhat vague and indefinite, and the term has been used in various applications to denote sometimes a rock, sometimes a mineral, but more frequently an ore. It seems logical to think of bauxite as an ore, however, because a very large part (probably at least 85 per cent) of the entire world's production of bauxite is at present being used as a source of aluminum and aluminum chemicals. In the United States there are two districts that, produce bauxite - the Arkansas district and the Alabama-Georgia-Tennessee-Mississippi district. The deposits in Mississippi have been discovered recently and are riot as yet productive but it seems reasonable to consider them as apart of the-district hat includes the deposits of Alabama, Georgia, and Tennessee. The, two districts are often referred to as the Arkansas field and the Appalachian field. Of these two the Arkansas field has been by far the largest producer, and at present over 90 per cent of the bauxite production of they United States comes from the Arkansas field. The bauxite industry in the Appalachian field had its beginning in 1889, and since that time the total production of the states of Alabama, Georgia, and Tennessee has been, nearly a million tons. The production of bauxite in this field has languished in the last five, or six, years, and In 1927 its production was only about 14,000 tons, according to Harder4. The recent decrease in production is due mainly to the fact that many .of the known deposits of commercial-grade ore have become exhausted. There are, however, considerable quantities of low-grade bauxite in the Appalachian field, but these have not been available because there has been no satisfactory way of concentrating low-grade bauxite. The quantity, of low-grade material in the Appalachian field is probably, fully as large as the tonnage of commercial ore which the field has already produced.]

This report examines the effects of mining height on injury rates in U.S. underground nonlongwall bituminous coal mines, controlling for both the employment size of the mine and the mining methods. Using the mine-level employment and injury data reported to the Mine Safely and Health Administration, mines were stratified by average coal seam height (<43 in, 43-60 in, and >60 in) and by the average number of employees working at the mine (<20 employees, 20-49 employees, 50-99 employees, and >99 employees). To reduce the confounding effects of mining method on injury rates, mines using longwall mining methods were identified and excluded from analysis. The employment data show that as the mine size increases, the proportion of hours worked in low seams decreases substantially. Additionally, miners injured in small, low- scam mines arc, on average, younger and less experienced than those injured in large high-seam mines. Nonfatal disabling and fatal injury rates were computed within each category of employment size and seam height for the major types of accidents (ground falls, powered haulage equipment, machinery, handling materials, slips and falls, and hand tools). Our findings suggest that, regardless of the employment size, as mining height increases, miners are at increasingly higher risk of injury from accidents due to slips or falls and accidents involving shuttle cars and falls of ground. As mining height decreases, miners are at higher risk 01 injury from accidents involving roof bolting machines, load-haul-dump types of powered haulage equipment, personnel carriers, and powered haulage conveyors. On the other hand, regardless of the height of the coal seam, miners working in large underground mines had higher rates of injuries resulting from accidents involving handling materials and nonpowered hand tools, but lower rates of injury from accidents involving continuous mining machines and lower rates of fatal injuries from falls of supported and unsupported mine roof. Finally, miners working at small mines in low or medium seams are at higher risk of being fatally injured by a ljll of unsupported mine roof. These findings suggest the importance of&apos; considering the working height of the mine, as well as the employment size of the mining operation, when developing intervention strategies to reduce injury risk to underground coal miners. Results also identify the need to further explore how mining height contributes to the frequency and severity of injuries.
