On March 14, 1921, an explosion occurred at about 6:15 A.~. on the premises of an iron-mining concern throug:1 which two magazines, one containing upwards of 9,000 pounds ot a high explosive of the dynamite class, and a second, 60 feet distant, containing upwards of 10,000 No. 6 detonators, were completely destroyed, and a ncratertt,? f3et deep by 30 feet in diameter, was excavated in the gro~ at ~he place whare the mag~iine containing the high explosive had been lo~ated. Although it is impossible to give definite final figures at this time on Nation-wide accident occurrence in 1933 , enough data are at hand to indicate that the progress in safety in the mining industry, which first became apparent in 1930 and was accentuated in 1931 and 1932 , was continued and much improved in 1933. This improvement was of considerable magnitude in mining both bituminous coal and anthracite but was not so great in other branches of the mining industry . While the volume of work done in all phases of mining increased in 1933 over that in 1932 , the exact amount of the increase is not yet known . Usually increased activity in mining is accompanied by even greater increase in the rate of occurrence of accidents to the workers , but happily it appears that this " rule " was not operating in 1933 --at least in the coal -mining industry .

An independent contractor is defined by the Mine Safety and Health Administration (MSHA) as ?any person, partnership, corporation, subsidiary of a corporation, firm, association or other organization that contracts to perform services or construction at a mine.? Contractors that perform specific types of work are required to report the number of employees who work at coal mines and noncoal mines. Companies In 2007, a total of 2,999 contracting companies reported employment at coal mines to MSHA, or 35.7% of all independent contracting companies.

In 2007, a total of 14,871 mining operations reported employment data to the Mine Safety and Health Administration (MSHA).1 Almost half (48.4%) were sand and gravel mines, followed by stone mines (31.2%), coal mines (13.7%), nonmetal mines (4.9%), and metal mines (1.9%).

In 2007, a total of 4,639 stone mining operations reported employment to the Mine Safety and Health Administration (MSHA).1 Stone mines comprised 31.2% of all mining operations. ? Mines producing the primary commodity of limestone (crushed and broken) comprised the largest number of operations (n=2,051; 44.2%). ? Stone mining operations were located in all states and territories except Delaware and North Dakota. ? Pennsylvania had the most stone mines (n=373; 8.0%), followed by Texas (n=352; 7.6%).

Laboratory experiments were conducted to determine the responses of a prototype smoke detector and a commercially available photoelectric smoke detector to smoke particles generated from various combustion sources. The prototype smoke detector combines optical scattering measurements with ionization chamber measurements in order to reduce/eliminate nuisance alarms due to the presence of airborne dusts or diesel exhaust particles. The commercially available smoke detector is designed for use in harsh environments where airborne dust represents a major problem due to both nuisance alarms and detector contamination. In the experiments, the responses of the two detectors were measured when exposed to smoke particles from the exhaust of a diesel engine and from a variety of fire sources, including wood, coal, styrene butadiene rubber, and No. 2 diesel fuel. For the solid fuels, data were obtained for both smoldering and flaming combustions. This report describes the experiments, their results, and the use of these results as they apply to early-warning fire sensors capable of the rapid and reliable detection of fires in atmospheres that may or may not be contaminated by either airborne dust or the products produced from diesel engines.

Intermittent mining in the slope section at Dutch Creek No. 1 mine, Carbondale, Colo., of the Mid-Continent Coal and Coke Co. has resulted in erratic and minimal rock noise data, which, in turn, has necessitated a change in the method used to plot daily mine noise in order to be useful to the researchers at the mine. Daily and weekly cumulative plots of rock noise under these conditions have not shown significant stress changes as clearly as bimonthly or longer noise rate plots. Hence, longer term cumulative rock noise plots, as described in this Bureau of Mines report, have been added to the data analysis at Dutch Creek No. 1 mine, and have been shown to delineate unique areas of rock noise activity more clearly than shorter term plots. The longer term plots should aid in the detection and delineation of potential failure areas, when used in conjunction with other proven forms of data analysis.

In 1930 , 65,448 long tons of virgin or primary tin were consumed by 1,292 establishments in the United States , representing about 91 per cent of the total consumption as computed from imports , exports , and stocks at the beginning and the end of the year . The reported consumption was equivalent to 38 per cent of the world's tin production in 1930 , estimated at 171,000 tons , and was 12 per cent less than the 74,369 tons consumed by 1,307 establishments in 1928 . Decreased consumption of new tin in 1930 ás compared to 1928 was a reflection of the general industrial depression . All of the tin- consuming industries showed substantial decreases except tin plate and terneplate , white metal , and tinning , which showed small tonnage increases aggregating only 1,200 tons . The largest tonnage decrease was in the use of new tin in babbitt which declined 33 per cent in 1930 as compared to 1928. This was largely attributable to the decreased production of automobiles and trucks , which was 24 per cent lower in 1930 than in 1928. Percentage decreases in other important tin- consuming industries were as follows : Solder 18 per cent , bronze 19 per cent , tin foil 40 per cent , chemicals 23 per cent , tin oxide 44 per cent , and type metal 46 per cent . The distribution of the amount consumed by various uses during 1927 , 1928 , and 1930 is shown in table 1 . Consumption studies indicate the fact that variation in tin consumption from year to year parallels the fluctuations in demand for the already wellestablished tin products . For example , the manufacture of motor cars and trucks3 required only 11,000 tons of tin in 1930 compared to 19,000 tons in 1928 ; the canning industry continues to require the greater portion of the tin plate and much of the solder . Recently developed industries , while affecting total consumption of bearing metals , solders , etc. , to some extent , have made little change in the relative importance of these commodities as consumers of tin .

The potential for roof falls in underground mines remains a clear and present danger for mine workers. An investigation of ground conditions in nearly 50% of the nation’s underground stone mines found that the state of roof stability is primarily determined in a limited and subjective manner. These large opening mines, with roof heights typically of 7 m or more, make physical observation difficult. Although some mines use monitoring techniques to gain additional information on roof stability, this practice is usually short-term and localized to address ground conditions in a particular section or part of the mine. A methodology to assess the risk for a roof fall is proposed in a preliminary fashion based on engineering judgment acquired from extensive underground stone mine experience and examination of related literature. The proposed method utilizes an observational technique to identify the risk of roof falls in three categories. Case study scenarios provide a realistic picture of model implementation. Providing the mine level decision maker with an accurate assessment tool to ascertain the level of risk related to ground conditions is expected to reduce mine worker injuries and fatalities. Moreover, the presences of danger can be overcome with a clear picture of quantified ground conditions.

Previous Work . The Bureau of Mines reported a survey of bond clays for graphite crucibles at the American Mining Congress which met at St. Louis in November , 1919 *** . The report contained information in regard to : (a) tests carried on to determine the effect of substituting Canadian and Alabama graphites for Ceylon graphite in varying proportions . The data indicated that Alabama graphite is superior to Canadian graphite and further , that Alabama can be substituted for Ceylon graphite to a large measure without lowering the quality of the ware . These tests were made on No. 70 size brass melting crucibles and were carried out under foundry practice . (b ) Tests were reported in which an attempt was made to modify the nature of Alabama graphite by heat treatment so as to resemble Ceylon graphite . Little advantage from the treatment was reported . With this general information as a basis , the experimental work proceeded along two lines : A study of bond clays for steel -melting crucibles and for brass -melting crucibles . Twenty- one sets of standard-size crucibles were made up of a body containing Ceylon graphite as standard , bonded with 21 bond clays . These tests were carried out under foundry practice as were the former tests . Three domestic clays proved to be superior to the standard Klingenberg clay formerly used in brass -melting practice while in the steel - melting industry , 13 domestic clays gave service superior to Klingenberg clay .

A superintendent is one who has the oversight and charge of some organiza- tion or enterprise, with porer of direction. The superintendent of a coal mine is the official who is in general charge of conducting the operation of the nine for the purpose of producing coal; he is accountable to his superiors for all matters that relate to the cost of production and safety in operation, ed under him are all the underground officials and other personnel making up the mine organization. The responsibility of the superintendent covers all the principal phases of mining, purchases of materials, issuance of supplies, accounting, and upkeep of the property and equipriont. In a broad sense, the superintendent must view his job as embraced under four gneral heads: (1) Construction, (2) instruction, (3) supervision; and (4) discipline. The degree of efficiency with which each of these phases of his work is conducted is a measure of the safety factor which the superintendent injects into his job. Injury to workmen and damage to property may be due to neglect of one of these general headings; as for example in the collapse of a scaffold there has been faulty construction which may be found upon investigation to have been the result of faulty instruction or lack of instruction. It may be that the condition of the scaffold was not ascertained in advance of its collapse through faulty supervision, or the discipline of the workmen had been neglected.

APPENDIX A - PNEUMATIC TRANSPORT OF FLY ASH 1. Introduction Two types of pneumatic transport of fly ash are critical to the success of (1) Transport of fly ash from the fly ash truck to the entrance to the borehole. Depending on the surface topography, this may be horizontal, decential and ascential. (2) Vertical downflow of fly ash through the borehole. All fly ash trucks have limited pressure with which they can pump the fly ash. Thus, the pressure drop in the fly ash hose will define the maximum length for pumping and consequently the maximum distance that the fly ash truck can be parked from the auxiliary blower. The same relationships describe the flow of the dilute fly ash-air mixture produced by mixing with the auxiliary air from the blower and thus define the selection of the pipe diameter. These are im¬portant considerations in the proper selection of the location of the passages to be sealed and the type of surface preparation required. The flow characteristics of fly ash down the borehole determine the selection of the minimum borehole diameter and the blower pressure. This appendix presents theoretical analyses of these flow regimes and summarizes the limited experimental data obtained during the field tests at Grant Town, described in Section 8.4. The analysis for the borehole flow is presented first as it is of greater interest to the program. This is followed by a discussion of the horizontal flow.

The dust exposure of the longwall shearer operator is usually determined by his position relative to the cutting drums. The dust generated during cutting may travel up-wind, against the primary airflow, and be carried out into the walkway where it can contaminate the intake air for as much as 10 feet outby the shearer operator's controls. Thus, both head and tail drum operators are exposed to un-acceptably high levels of air-borne respirable dust. One Solution The latest generation of long-wall shearers has features that make the use of radio remote or umbilical (hard wire) remote control relatively easy to implement. Remote control can enable shearer operators to control machines from positions that are less dusty than normal control stations. With either type, the head-drum operator can now control the shearer from a position up to 20 feet on the intake-air side of the shearer, while the tail-drum operator's station is now located across from the head drum.

Most gasolines and naphthas are mixtures of paraffin- series hydrocarbons and comprise such substances as pentane , hexane , heptane , octane , and others up to perhaps dodecane . Many of these hydrocarbons , when mixed with the proper proportions of air and ignited , are highly explosive . It is due to this characteristic that gasoline has become so important as a fuel in internal -combustion engines . Gasoline and naphtha also are used in the industry as solvents and cleaning agents . Because of their explosive properties they are dangerous to use unless the composition is so chosen that the vapor pressure of the mixture is not high enough to produce explosive mixtures with air at the temperature at which they are used . Hydrocarbon mixtures may be made less hazardous by adding some incombustible liquid , such as carbon tetrachloride . Barrier reports the amount of carbon tetrachloride that must be added to different naphthas to render such mixtures free from fire and explosion hazards . He found that the amount of carbon tetrachloride that must be present in the final mixture of naphtha and carbon tetrachloride varied with the density of the naphtha . Of the naphthas tested the amount of carbon tetrachloride necessary to render such mixtures free from fire and explosion hazards ranged from 30 to 70 percent . .. Determination of the fire and explosion hazards of carbon tetrachloridehydrocarbon mixtures would be easy if the boiling points and vapor pressures of the two were the same at any given temperature . The fact that carbon tetrachloride boils at 76° C. while the boiling points of the hydrocarbons found in gasoline and naphtha may range from 37° , the boiling point of pentane ,

Vibration measurements at the workplace are often complicated and expensive. The assessment of the risk in conformity with EC Directive 2002/44/EC “Vibration” (which lays down the minimum requirements of laws in Europe for occupational safety and health) can therefore be carried out on the basis of an estimate based on information from manufacturers as well as by measurement conforming to ISO 5349. The characteristic values (emission values) determined by manufacturers in laboratory conditions may deviate from the exposure values measured at source at the workplace. Equally, deviations may arise as a result of the delay in the changeover of test methods from the single axis of measurement to the total vibration value for the three axes of measurement conforming to ISO 20643. To prevent faulty estimates, the manufacturer’s information has to be corrected by a tool-related factor in accordance with CEN/TR 15350. By taking the example of masonry and stone working machines, the empirically determined tool-related correction factor is checked and confirmed. Methods Vibration measurements were carried out in accordance with ISO 5349 in practical application conditions on 10 selected typical eccentric and orbital sanders, concrete and disc grinders as well as on wall chasers and stone saws. Results The total vibration value obtained for the investigated tools rangedfrom ahv = 3.6 m/s² to ahv = 11.6 m/s². When the values from the practical measurements are compared with the manufacturer’s vibration values, the underestimation of the risk occurring in some cases can be largely compensated for by the tool-related factors conforming to CEN/TR 15350 (see Figure 1).

To develop a business case that promotes adoption of noise controls by reducing barriers to industry acceptance and enhancing drivers that foster their implementation. Background Over 75% of the U.S. mining workforce is exposed to hazardous noise, putting them at risk of noise-induced hearing loss (NIHL). Consequently, coal miners suffer high rates of hearing impairment that increase to 70%-90% by retirement age. To address the noise problem for coal miners, researchers from the National Institute for Occupational Safety and Health (NIOSH) first determined that the continuous mining machine (CMM) ranked first among machines associated with reported coal noise overexposures. Further studies found that most CMM noise is generated by three component systems on the machine: dust collection, cutting, and conveying. Of these systems, the on-board chain conveyor was found to be a dominant noise source. Noise generated by the conveying system was addressed through the development of a urethane-coated flight bar chain. The coated chain, shown in Figure 1, has demonstrated an 8-hour time-weighted average (TWA) reduction of operator exposure by 3 dB(A). It has since been accepted by the Mine Safety and Health Administration (MSHA) as a "technologically achievable" noise control for CMM operators who are exposed to noise that exceeds the MSHA permissible exposure level. Having demonstrated the noise reduction performance of the coated chain, NIOSH has assembled information into a business case that can be used by operations considering adopting the chain at their worksite.

The preface of the United States Bureau of Mines Manual of First Aid Instruction contains the following paragraphs: One of the most important inquiries that Congress has authorized the Bureau of Mines to conduct relates to health condi- tions among those engaged in the mineral industries. Investigations made early with a view to bettering these conditions demonstrated the need of prompt care of injured miners, as, under the difficulties inherent to mining and other mineral industries; wounds seemingly unimportant, if not treated promptly, may become infected and possibly cause permanent crippling or even death of the porach. In the past many seriously injured persons have been treated by fellow workers ignorant of approved means of treatment and transportation and have been handled in such a manner as to cause suffering and to accentuate injuries to such a degree as to bring about permanent disablement. Accordingly, the need of general instruction in first aid became apparent. It must be recognized that the conditions in and about the mines, mills, smelters, quarries, oil fields, etc., usually present difficulties not found in large industrial centers where experienced surgeons are available and hospitals close at hand. Many mines are isolated and, when an accident occurs several miles underground, there may be a serious lapse of time before the injured person can be brought to the surface and taken to the hospital or given attention by a sur- geon who may have to come a long distance. Under such conditions it has been frequently demonstrated that, if effective first aid is not given, the injured person may die or become permanently crippled... First-aid instruction has been found to be an excellent aid3in pre- venting accidents. The mucus secreted in the respiratory tract provides the first barrier against inhaled particulate and gaseous toxicants. Trachea removed from pathogen-free rats were maintained as organ cultures and used to study the effects of coal dust exposure on the synthesis of mucin. The high molecular weight isotopically labeled (3H-glucosamine, 14Cleucine or 35S-sulfate) mucin could be purified by gel filtration, treatment with testicular hyaluronidase, ion exchange chromatography, delipidation and CsBr density gradient centrifugation. To examine effect of coal dust on mucin production, groups of explant cultures were exposed to media containing coal dust at 100 µg per ml every 2 days for 2 weeks while control cultures were treated with media without dust. Analysis of the spent culture media showed that treatment with dust markedly decreased the production of nondialysable glycoproteins as well as hyaluronidase-resistant acid-precipitable fraction consisting mainly of mucin. Since the synthesis of protein was not affected to the same extent the decrease in mucin production is not entirely due to cell death. In separate experiments rats were subjected to in vivo coal dust exposure in inhalation chambers and tracheae of these and control rats were removed for explant cultures. The incorporation of precursor isotopes into mucin by these explant cultures are being examined.
